Nuri al-Maliki was Prime Minister of Iraq from 2006 to 2014Baghdad (AFP) – An Iraqi parliamentary investigation found ex-premier Nuri al-Maliki and 35 others responsible for jihadists overrunning second city Mosul, in a report being sent for possible legal action, lawmakers said Sunday.

While various top commanders and political leaders have long been viewed as responsible for the Islamic State jihadist group’s disastrous takeover of the city, the report is the first time they have been named officially.

Investigative committee member MP Abdulrahim al-Shammari said that Maliki, who was prime minister from 2006 until last year, was among those named, as did another member who declined to be identified.

The inclusion of Maliki’s name was a source of controversy on the committee, with his Dawa party pushing for it to be omitted.

The report detailing findings of the investigation, which has yet to be publicly released, has been presented to parliament speaker Salim al-Juburi, who said it will be sent to the prosecutor general for legal action.

“No one is above the law and the questioning of the people, and the judiciary will punish those” responsible, Juburi said in a statement.

IS launched a devastating offensive on June 9 last year, overrunning Mosul the next day and then sweeping through large areas north and west of Baghdad.

Multiple Iraqi divisions collapsed during the initial assault in the north, in some cases abandoning weapons and other equipment the jihadists then used to further their drive.

Maliki is widely viewed as having exacerbated sectarian tensions between the country’s Shiite majority and the Sunni Arab minority.

– Possible Ramadi prosecutions –

Widespread discontent among Sunni Arabs, who say they were marginalised and targeted by Maliki’s government, played a major role in worsening the security situation in Iraq, culminating in the disastrous jihadist offensive.

He also appointed commanders based on personal loyalty rather than competence, and was commander-in-chief of the armed forces during two years in which the Iraqi military did not carry out necessary training, leading to a decline in skills.

Earlier on Sunday, Prime Minister Haider al-Abadi’s office announced that he had cleared the way for the military prosecution of senior commanders responsible for a more recent military disaster in Ramadi, a city west of Baghdad.

IS seized Ramadi in May, after government forces had held out against militants there for more than a year.

Abadi approved “decisions of the investigative commission on the withdrawal of the Anbar Operations Command and units attached to it from the city of Ramadi”, his office said in a statement.

Those include “referring a number of the leaders to the military judiciary for leaving their positions without orders and contrary to instructions (and) despite the issuance of a number of orders not to withdraw”, it said.

Abadi previously said that forces in Ramadi “had to resist, and if they had resisted, we would not have lost Ramadi”.

And a senior British military officer, Brigadier Christopher Ghika, said the city “was lost because the Iraqi commander in Ramadi elected to withdraw”.

“In other words, if he had elected to stay, he would still be there today,” Ghika said.

wmawhite – How great everything is for us? We simply do not know what that one events is or events or that will have the CBI trigger the mechanism that will turn the IQD on to the world.  However, we see the numerous indicators that tells us that they clearly intend to do such.  [I believe that they want to go back to the pre-war rate.]  I agree…they (CBI/GOI) have told the world that is their intent.  Keep in mind, that Iraq is rejoining the world economic community…

They are not joining themselves. They need to meet others requirements. They can not make up their own requirements.  [I just don’t see how they can implement the Tariffs again without a rate though.]   True…the tariffs is one of those indicators that point to purchasing power…the need for it.  There are the tariffs, and taxes, international bonds sold on the retail market that require a free moving currency…all are indicators.  IMO, Iraq is preparing for something that will permit them to move the IQD onto the world economic stage. When this event is ready they need the tariffs ready, the taxes ready and the bonds ready to go.

News of the resignation, “Medhat al-Mahmoud,” Chairman of the Supreme Judicial Council

Palm-sources and satellite channels in a flash revealed the resignation of the President of the Supreme Judicial Council and the Supreme Federal Court judge in Iraq, “Medhat al-Mahmoud” from office.

The Iraqi “Baghdad” channel which broadcasts from Cairo, said head of the Supreme Judicial Council and the Federal Supreme Court in Iraq judge “Medhat al-Mahmoud,” resigned from his post for reasons not disclosed by asserting that the demonstrations in the Iraqi street, causing the resignation of many corrupt in senior positions and presidencies.

This and that “Medhat al-Mahmoud,” the head of the Supreme Judicial Council and the Federal Supreme Court in Iraq was born in 1922 in Baghdad’s Rusafa locality of aluminum Sbabig area.
He completed his primary and secondary school in Baghdad, and graduated from the Faculty of Law degree (honor) in 1958 for the academic year 1959 and practiced law after graduation in the Faculty of Law and served as an officer in the Iraqi army reserve

And it has passed a number of legal and judicial as well as courses outside Iraq appointed supervisor of the Ministry of Justice and Ozzara- 12 / June / 2003.

wmawhite – How great everything is for us.  We simply do not know what that one events is or events or that will have the CBI trigger the mechanism that will turn the IQD on to the world.  However, we see the numerous indicators that tells us that they clearly intend to do such.  [I believe that they want to go back to the pre-war rate.]  I agree…they (CBI/GOI) have told the world that is their intent.  Keep in mind, that Iraq is rejoining the world economic community…thay are not joining themselves. They need to meet others requirements. They can not make up their own requirements.  [I just don’t see how they can implement the Tariffs again without a rate though.]   True…the tariffs is one of those indicators that point to purchasing power…the need for it.  There are the tariffs, and taxes, international bonds sold on the retail market that require a free moving currency…all are indicators.  IMO, Iraq is preparing for something that will permit them to move the IQD onto the world economic stage. When this event is ready they need the tarifs ready, the taxes ready and the bonds ready to go.

Iraqi leader wins backing for reforms but walks a dangerous line

BAGHDAD — Iraq’s parliament voted overwhelmingly Tuesday to back a package of measures aimed at stamping out corruption and government overspending, opening the way for the biggest overhaul of the country’s political system since the U.S.-led invasion in 2003…

…Ali al-Alaq, a senior politician with Abadi’s Dawa party, cited a “new reality” and spirit of cooperation from Iraq’s fractious political blocs.

Abadi drafted the reform package as soon as Iraq’s leading Shiite cleric, Grand Ayatollah Ali Sistani, gave his support to the demonstrations, Alaq said, ramping up pressure on the government to act.

“It wasn’t panic, but a realization of the urgent need to correct the political process,” the legislator said. “The prime minister had always demanded reform but faced opposition from political blocs, but now that the people and the clerics are behind him, it’s an opportunity to act.”Alaq acknowledged, however, that moving forward would not be easy.

“This is the nature of human beings. They don’t give up easily when their interests are harmed,” he said.

Integrity issued arrest warrants for 316 responsible including ministers and deputies retired

BAGHDAD – ((eighth day)) – Integrity Commission issued orders to bring and the arrest of 316 former and current official in the Iraqi state, including ministers and deputy retirees.

A source in the body said in a statement reported by ((eighth day)) for “the issuance of warrants for officials on the background of the investigations and files for financial and administrative corruption and misappropriation of funds, extortion and other issues is completed,” noting that “the most prominent of those against whom arrest warrants are the head of the investment Sami Araji and director of the General Commander of the Armed Forces former office Farouk al-Araji. ”

The source said that “the competent security authorities arrested a number of suspects after the issuance of the introduction of their right orders, while still pursuing the remaining,” adding that “these actions taken by the Integrity Commission since last July, and has taken great boldness after July 31, the first demonstration, the protesters on corruption in the country. ”

The source declined to reveal the “more numbers and names,” but he said the “next few days will see the Iraqis surprises please them.”

Under the auspices of Iraqi lawyers .. Federal Court issued a decision to arrest al-Maliki, right!

A number of Iraqi lawyers Federal Court demanded to issue a decision arrest warrant against former Prime Minister Nuri al-Maliki in preparation for submission to trial on charges of corruption and waste of public money and causing the death of thousands of Aeraguibn.

The lawyer said Ahmed Kazem that “a group of Iraqi lawyers Anzmwa to campaign (# Hakmoh) launched by Iraqi youth to demand the trial of former Prime Minister Nuri al-Maliki and all the corrupt officials in Maliki’s government. ”
And that “all those who support this campaign, he has to invest its experience and potential to sustain in order to be a lesson for all politicians”, noting that “al-Maliki is the first because it head Corruption will be attached to him for trial and retribution all who follow him and backed leaders and corrupt politicians. ”

He said Kazem that “lawyers in the process of preparing a list of the charges against al-Maliki and submit a draft official accusation of the Federal Court to issue a decision arrest against him and brought to trial.”

The parliamentary Finance Committee: Deputy State law, “Al-Maliki”. Involved in Embezzling 1.6 billion every month. State budget!

The parliamentary Finance Committee revealed that more than six billion Iraqi dinar would respond to the State budget if the dismissal of Deputy Presidents and Ministers.
Committee Member said Masood Hyder, the Prime betrshik Government as well as the sacking of Deputy Presidents and Ministers bold step and break political quotas.

He said that if the resolution was implemented and became effective more than six billion dinars will be reported monthly to the State budget that was spent on the six deputies as mental offices and incidentals and protections and nominal salary too.

He noted that deputies ‘ nominal salaries of up to 250 million Iraqi dinars per month.
He said that it opposed resolutions Abadi, it involved the embezzlement of the above amount.

Recall that the State of law and Maliki’s Dawa – they just wing conscientious objectors to the decision to dismiss Al-Abbadi Vice-Presidents, as most lawmakers follow Al-Maliki described the resolution as “illegal and unconstitutional, and did not study properly and competent.
