BGG – [Does anyone know what has been said…over the bloomberg report stating that Iraq will have to devalue their currency? How can a currency that is not traded world wide and is already at a false low be devalued?]  Bloomberg did not say the Iraqi currency would be devalued…it was interesting Bloomberg was even talking about it – but their tone, tenor and confused looks ought to be enough to convince you that most of what “the experts” say is speculative double talk…and if Iraq gets Maliki tossed out it will likely “depeg” (float) and go UP IMMEDIATELY (if what they were saying is right).

House of Representatives voted unanimously on a law on political parties

Long-Presse / Baghdad – The voice of the Iraqi Council of Representatives on Thursday unanimously passed a bill on political parties after 13 years on regime change in Iraq.

A parliamentary source said in an interview to the (long-Presse), “The House of Representatives voted during its 16th legislative term of the first second legislative year, which was held today, on the draft political parties law.”

The source, who asked not to be named, said: “vote is unanimous.”

The Iraqi Council of Representatives held on Thursday, its 16th of the legislative term of the first second legislative year, headed by Salim al-Jubouri, and the presence of 220 deputies, while the agenda of the meeting included a vote on legal National Guard draft political parties and the first and second readings of the three draft laws and discuss the salaries of employees in regions controlled by the organization (Daash).

The parties law in Iraq was not working because of political differences, despite the passage of 13 years to change and the fall of Saddam Hussein’s regime on the ninth of April 2003.

How a Currency Crisis in Iraq Risks Fight Against Islamic State

Any currency crisis usually comes with dire consequences for a country, and the threat of one in Iraq shows how the impact can go beyond the economy and markets.

A foreign-exchange crunch because of a drop in oil prices could force a devaluation of the dinar and risk making the fight against Islamic State militants even tougher. The nation, currently OPEC’s biggest producer after Saudi Arabia, is dependent on oil revenue to fund its operations on the battlefield and quell growing unrest over the economy.

Iraq’s Looming Dollar Shortage

Dollar reserves tumbled about 20 percent to $59 billion as of July 23 since the fighting escalated a year before, and the losses are accelerating. In the first 25 days of August, the central bank sold $4.6 billion of currency to keep the dinar at a pegged rate, a daily outflow of about $184 million, data compiled by Bloomberg show.

“Iraq’s perfect storm means the country will continue to lose reserves until the government of Iraq decides to devalue the dinar,” said Frank Gunter, author of “The Political Economy of Iraq.” The currency could weaken as much as 20 percent over the next year, he said.

Global Wave

It raises the prospect of Iraq joining other developing nations in a new wave of devaluations as emerging markets take a hammering this month, led by China. The Iraqi dinar is one of those most at risk in the Middle East from that happening, though the current exchange-rate regime is likely to remain, according to research published on Tuesday by Emirates NBD, the biggest bank in Dubai.

Saudi Arabia’s central bank this week said it’s committed to the riyal’s dollar peg, the Saudi-owned Al Arabiya television reported, amid speculation the country would devalue its currency after the plunge in oil prices.

In Iraq, market forces are complicating Prime Minister Haidar al-Abadi’s efforts to win back territory from Islamic State. Military success has been piecemeal as the government has struggled to enlist support from mainly Sunni communities in parts of the country ravaged by attacks.

The U.S. and its allies have sent arms to the Kurds in northern Iraq and President Barack Obama’s administration plans to spend another $700 million in 2016 on support for the military. The government in Baghdad, though, pays for the bulk of the operations from its budget since the Americans pulled out their troops in 2011.

Selling Dollars

A collapse in the value of the dinar would raise the cost of living for Iraqis already protesting against government corruption, power cuts and water shortages.

“The policy now is to meet the demand for dollars,” Waleed Eedi, a director general at the Central Bank of Iraq, said by telephone on Monday. The reserves won’t be depleted because of oil sales and the dinar won’t devalue, he said.

The Iraqi central bank’s fixes the dinar’s exchange rate at 1,166 per dollar and there’s pressure on the peg. As a result, Iraq’s foreign-currency reserves may drop to about $45 billion by the end of 2016, according to Exotix Partners LLP, a London-based investment firm specializing in frontier markets.

“The authorities will try to hold on to the peg as long as possible, but may be forced to devalue if pressures continue,” said Jakob Christensen, a director at Exotix.

Few Choices

The central bank has so far resisted government pressure to print money to meet anestimated$30 billion budget deficit. It announced plans for a $6 billion bond program last week, which follows about $1.2 billion from the International Monetary Fund, though neither is big enough to plug the shortfall.

That leaves the Finance Ministry with few easy choices. The government is seeking to cut spending and tackle corruption. Other options include borrowing domestically from public banks or even forcing the central bank to buy dollar-denominated bonds from the Finance Ministry, said Gunter.

“Iraq will be able to finance its 2015 deficit, but if the battle against Islamic State and low oil prices continues, Iraq will then hit a wall,” he said.

Brother – Baghdad – Announced the Finance Committee in the House of Representatives member Haidar Mutlaq al-Kaabi, said the agenda of the Finance Committee for today is to discuss the subject of money laundering.

Urgent-Abadi to appoint new secretary general for CoM

Baghdad (AIN) –The Prime Minister Haider al-Abadi will soon appoint a new secretary general for the Council of Ministers, informed source said.

The source told AIN “PM Abadi will task a new secretary general for the CoM in order to form a committee that would be tasked with making evaluations for the performance of the ministers.”

Abadi has already dismissed the secretary general of the CoM on August 12 and his assistants within the phase of reforms to reduce governmental expenditure. /End/

BGG ~ I get the distinct impression Hakim is talking about Iran here… I could be wrong – but it sounds a lot like he’s not on board with the support by Iran of Maliki. Maliki’s “resurgence” could be very short lived.

Analysts: al-Maliki at war again after being convicted of the report of Mosul

BGG Notes:

Maliki came back from Iran where he met with most of his most ardent Shia supporters (not all Shias support him – as before).

The Dawa party (and Maliki) “facially supports” these recent reforms called for by the Iraqi Clerics and the demonstrators (the people)… However, it’s a political tactic. He needs to look like..

“HE’S THE REFORMER”, or at least line himself up with the reforms…

Then there’s these rants blaming Erbil and Turkey for the fall of Mosul. Maliki must think no one remembers Barzani going to the press when Maliki wouldn’t listen about ISIS on the move.

There are articles out that affirm they put the SLC at Abadi’s disposal… again a weak showing of being “on the side of reforms” – not the “focus of the reforms”…

On the other hand Maliki is secretly attempting to subvert Abadi  everything he does.

It is worth noting – there are numerous OP ED’s out recently pointing out that if Maliki really wanted reforms he would have done so long ago.

Maliki is in now in FULL DAMAGE control…

The Friday before the Mosul Report was coming out – he went to Iran to gather support. This move seems to have (temporarily) worked. This caught me a little off-guard. I didn’t think he had that kind of support from Iran once they pulled their support from his bid for a 3rd term.

He did not come back until he had some assurance of some kind – though no guarantee, he must feel he has some potential for survival.

This just goes to show you. I was told some time ago he had deep support from some very unlikely sources. It appears both Sunni leadership was “on the take” as well as some level of support from the Iranian Mullahs. Though they don’t seem to support another Maliki term – they don’t appear ready to throw him overboard just yet either. There is no guarantee they won’t though.

They have even sent Gen Qassem Soleimani into Iraq south of Baghdad to orchestrate a “quelling” of the demonstrations and supposedly to secure Maliki’s safety. However, I am not convinced his ultimate safety is Soleimani’s underlying mission.

This report of Gen. Soleimani being there is limited in it’s scope (how many times/and how it is reported) – so I view this with a healthy dose of skepticism. Also – this frantic move to maintain control over Iraq may well backfire on them. It is becoming clearer and clearer they have some agenda. This is surely not lost on the Iraqi people. Overall, they are typically not happy about external influence – US or Iranian. They don’t like it. One good thing – all of this has forced the Iranians to play their hand in a more public fashion. Now they all know…

Abadi was quoted just recently as saying…

…”the prime minister does not think now in dissent nor undo the reforms, and will not seek to raise Maliki’s name from the list of defendants fall of Mosul.”…

Meaning – he won’t take Maliki’s name out of this report… it will play out.

I don’t see – with the mounting charges, how Maliki survives this barrage. Mosul, Halabja, embezzlement from the CBI, the Speicher massacre, the prison break, it goes on and on and on…

Further – my comments regarding “Maliki as gone” – are clearly “forward looking statements” and ARE IN PROGRESS. Visible progress has been made – for now, Maliki is NOT A VP and is NOT WELCOME in official GOI meetings. Party meetings are one thing. GOI is another thing entirely.

Rather than get caught up in who’s right and who’s wrong and what the details are – what about the WHY?? WHY did Abadi move now?? Was it demonstrators?? No – I doubt it very much. Maliki can think he has everyone right where he wants them – but keep in mind this whole campaign of reform was kicked off by the WB/IMF telling Iraq to get their AML (Anti-Money Laundering) and corruption under control (both issues pointed DIRECTLY AT MALIKI). They were given until Oct 1st to get an AML law put in place. It would probably help Abadi to have an Investment Law in place as well.

Thus far Abadi has responded. Judiciary is next. He needs to keep up the pressure...

BGG ~ I get the distinct impression Hakim is talking about Iran here… I could be wrong – but it sounds a lot like he’s not on board with the support by Iran of Maliki. Maliki’s “resurgence” could be very short lived.

Analysts: al-Maliki at war again after being convicted of the report of Mosul

Tomorrow Press / Baghdad: US publishing site today, a report on the status of former Prime Minister Nuri al-Maliki, after the issue became public opinion in Iraq, against the backdrop of his conviction in the fall of the city of Mosul, according to the Commission as a result of the fall of Mosul report. US news website says, that al-Maliki a second war will be fought these days after he was accused in the report of Mosul, in particular that he had not finished the first war on aspirations to return to power again.

He says the US site, that al-Maliki has become a hot topic in Baghdad this week, and I talked speculation about the possibility of failure after his return from his visit to Iran, in order to avoid prosecution, according to American analysts Iraqis.

Analysts say the site “MEE”, that despite the hype, which revolves around accusations of al-Maliki, it is unlikely that al-Maliki basically tried for his alleged role in the fall of Mosul. In the meantime, al-Maliki returned last week from Iran to Baghdad, where he was when he received a number of members of his parliamentary bloc.

Maliki and subjected to political pressure from the Shiite coalition since August of last year, to step down after the fall of the city of Mosul and other cities, however, the rest of the militants, “Daash” in the past year. Observers believe, that despite what happened from catastrophes during the mandate of the al-Maliki, the second in Iraq, but he has a kind of dominant power on the state, even after stepping down from power, Mr. Abadi and the post of prime minister, as has often been talk about the continuation of Maliki’s control over the levers of government, despite stepping down from his post.

Many military leaders and senior judges and senior government officials Abadi still loyal to the owners and they may either reject or ignore Abadi orders since he took office last August. Abadi has indicated on several occasions to officials who are working to disrupt or delay decisions, although he did not meet the naming them.

In the past week, and against the backdrop of the reforms adopted by the Prime Minister in response to the demands of the demonstrators started, Secretary General of the Council of Ministers Hamid Khalaf, one of al-Maliki Men ruled out, It is also unclear, whether Abadi discharged head of the Supreme Judicial Council, Medhat al-Mahmoud after demanding his dismissal of the protesters Fridays in years.

Officials say they refused to disclose their identities, he said Maliki’s opponents are trying to take advantage of his absence to encourage the rumors about his departure from the country, but the former prime minister returned to the country late last week.

Maliki came back from Iran where he met with most of his most ardent Shia supporters (not all Shias support him – as before).

The Dawa party (and Maliki) “facially supports” these recent reforms called for by the Iraqi Clerics and the demonstrators (the people)… However, it’s a political tactic. He needs to look like..

“HE’S THE REFORMER”, or at least line himself up with the reforms…

Then there’s these rants blaming Erbil and Turkey for the fall of Mosul. Maliki must think no one remembers Barzani going to the press when Maliki wouldn’t listen about ISIS on the move.

There are articles out that affirm they put the SLC at Abadi’s disposal… again a weak showing of being “on the side of reforms” – not the “focus of the reforms”…

On the other hand Maliki is secretly attempting to subvert Abadi  everything he does.

It is worth noting – there are numerous OP ED’s out recently pointing out that if Maliki really wanted reforms he would have done so long ago.

Maliki is in now in FULL DAMAGE control…

The Friday before the Mosul Report was coming out – he went to Iran to gather support. This move seems to have (temporarily) worked. This caught me a little off-guard. I didn’t think he had that kind of support from Iran once they pulled their support from his bid for a 3rd term.

He did not come back until he had some assurance of some kind – though no guarantee, he must feel he has some potential for survival.

This just goes to show you. I was told some time ago he had deep support from some very unlikely sources. It appears both Sunni leadership was “on the take” as well as some level of support from the Iranian Mullahs. Though they don’t seem to support another Maliki term – they don’t appear ready to throw him overboard just yet either. There is no guarantee they won’t though.

They have even sent Gen Qassem Soleimani into Iraq south of Baghdad to orchestrate a “quelling” of the demonstrations and supposedly to secure Maliki’s safety. However, I am not convinced his ultimate safety is Soleimani’s underlying mission.

This report of Gen. Soleimani being there is limited in it’s scope (how many times/and how it is reported) – so I view this with a healthy dose of skepticism. Also – this frantic move to maintain control over Iraq may well backfire on them. It is becoming clearer and clearer they have some agenda. This is surely not lost on the Iraqi people. Overall, they are typically not happy about external influence – US or Iranian. They don’t like it. One good thing – all of this has forced the Iranians to play their hand in a more public fashion. Now they all know…

Abadi was quoted just recently as saying…

…”the prime minister does not think now in dissent nor undo the reforms, and will not seek to raise Maliki’s name from the list of defendants fall of Mosul.”…

Meaning – he won’t take Maliki’s name out of this report… it will play out.

I don’t see – with the mounting charges, how Maliki survives this barrage. Mosul, Halabja, embezzlement from the CBI, the Speicher massacre, the prison break, it goes on and on and on…

Further – my comments regarding “Maliki as gone” – are clearly “forward looking statements” and ARE IN PROGRESS. Visible progress has been made – for now, Maliki is NOT A VP and is NOT WELCOME in official GOI meetings. Party meetings are one thing. GOI is another thing entirely.

Rather than get caught up in who’s right and who’s wrong and what the details are – what about the WHY?? WHY did Abadi move now?? Was it demonstrators?? No – I doubt it very much. Maliki can think he has everyone right where he wants them – but keep in mind this whole campaign of reform was kicked off by the WB/IMF telling Iraq to get their AML (Anti-Money Laundering) and corruption under control (both issues pointed DIRECTLY AT MALIKI). They were given until Oct 1st to get an AML law put in place. It would probably help Abadi to have an Investment Law in place as well.

Thus far Abadi has responded. Judiciary is next. He needs to keep up the pressure...

Urgent. Warrant arrested Ahmad Al-Maliki!

Officials working in the General Secretariat of the Council of Ministers that the suspicions many corruption during the tenure of former Prime Minister’s son Ahmed Nouri al-Maliki responsible for the management of the Office of his father, pointing to the existence proof of this corruption.

Legality and Constitutionality Questions in Iraq’s Reform Push

A few quick points regarding the sudden reform push by Iraq prime minister Haydar al-Abadi, representing the first significant constitutional developments during a term so far characterized above all by the war against ISIS.

-Proper legal procedure was not followed when the vice presidents were voted out of office by parliament on 11 August: According to the law on presidential deputies, the initiative for relieving them of duty should have gone through the president, not the prime minister.

-In accordance with the law on presidential deputies, the Iraqi parliament is in any case under a legal obligation to elect a new presidential deputy within 15 days from the post became vacant.

-The Iraqi vice presidential position is a position stipulated and hence protected by the constitution. A cabinet that chooses to ignore this could in theory also send parliament on an indeterminate vacation. Whereas it was a good decision to get rid of two superfluous VP posts that were created only to care for the egos of certain bloc leaders, to abolish the VP position altogether seems distinctly unconstitutional.

-Also exactly like in July 2011, no proper constitutional procedure was followed during the downsizing of the cabinet from 33 to 22 ministries. As per the Iraqi constitution, each of the ministers relieved of duty should have been subjected to an individual vote (and discussion) in parliament. Again, the decision in itself is laudable but the procedure that was followed is not.

-An interesting aspect of the recent reform measures concern the attack on ethno-sectarian and party quota-sharing arrangements (muhasasa). Such attacks have been part and parcel of political correct rhetoric in Iraq ever since the emergence of new democratic institutions, but only under Abadi’s recent reforms has it been taken seriously – to the point where Kurds, in particular, are worried that it will mean majoritarianism and informal Shia dominance in practice. It should be stressed that this aspect of the reform IS constitutional. Ethno-sectarian proportional representation is only an explicit constitutional requirement as far as the armed forces, the parliament, and a one-off, now defunct, committee for reviewing the constitution are concerned. It has nonetheless become a de facto organising principle at almost every level of Iraqi government.

-The Iraqi government should be given credit for allowing public protest and persevering with reform, even as it faces an existential external threat in the shape of ISIS. The Kurdish regional government could in this case learn something from Baghdad: External threats are in themselves not an argument for setting democracy to one side. However, if the Iraqi government opts to cheat on legal procedure, its reforms are likely to be stillborn. Not least with respect to the importance of getting the judiciary on board for reform – it is in itself highly in need of an overhaul – it would be wise to stick to instruments and arrangements that are clearly within the constitutional and legal limits.

BGG – “Nuri al-Maliki, who is currently in Tehran in addition to the issue of facilitating the delivery of Mosul to state regulation facing charges of laundering more funds management process in the history of Iraq.”  Maliki was involved in the largest money laundering operation in Iraq.  This piece – in my mind, is the part that will ultimately wind up ending Maliki…the rest he can argue as “partisan”, retribution, or whatever…but stealing directly from the CBI isn’t something that Iran (or anyone else) will be able to save him from. This IS BAD…not to say that all the other atrocious crimes aren’t every bit as bad – but this goes to the very heart of Iraq’s current financial crisis. This is the thing the people are demonstrating over.

Sadr’s movement calls for Maliki to surrender to eliminate

The political body of the Sadrist movement Nuri al-Maliki called for a surrender to justice. The authority said in a statement; that “al-Maliki on the surrender of the judiciary and to appear before the competent court and face the charges against him.” She said the body; “The court will determine guilt or innocence of al-Maliki.”

Al Maliki steps into Al Hashemi’s shoes

Iraqi Prime Minister Al Abadi still has a long way to go, but he is on the right track

It is a curious twist of irony that the man who pursued the now-fugitive former Iraqi vice-president Tariq Al Hashemi may suffer a similar fate. Iraq’s former premier, and former vice-president Nouri Al Maliki is currently in Iran, where some have suggested that he may never come back from as Baghdad seeks to investigate his role in the fall of Mosul to Daesh (the self-proclaimed Islamic State of Iraq and the Levant) last year. The move was a milestone for the terror group that allowed it to gain much support among radicals around the globe, as well as territory in Iraq and Syria.

Al Maliki may soon become the very fugitive that he turned Al Hashemi into. Al Hashemi faces an arrest warrant in Iraq for terrorist acts from December 2011, right after US forces withdrew. He denounced the arrest warrant as a politically motivated conspiracy. Al Maliki has similarly dismissed the investigations into his conduct as a conspiracy cooked in Ankara and Arbil, capital of the autonomous Kurdistan Regional Government in northern Iraq. Incidentally, those are the two cities that hosted Al Hashemi when he fled Baghdad.

While the implication of Al Maliki shows a changing Iraq that is committed to hold officials to account no matter how prominent they are, it may also show a change of heart among Baghdad’s more hawkish backers within its borders and beyond. Al Maliki had long been seen as Iran’s man in Baghdad, but few in Iraq believe that his removal would have been possible without an Iranian nod.

Credit should be given where it is due. While Prime Minister Haidar Al Abadi has a long way to go to repair the damage done by his predecessor, he certainly is on the right track. A next step to build the confidence of Iraq’s public and its neighbours will be to end the marginalisation of those communities that complain of discrimination, bolster a national identity beyond narrow sectarian lines and focus on fighting the real enemy of all of Iraq’s people: Daesh.

This is understandably an ambitious job, but if Al Abadi is serious about it then he will have the support of Iraq’s people, and crucially, its neighbours.

Al Abadi’s long-awaited national coup

His bold measures changed the pessimistic mood about the inability of Iraqis to overcome their sectarian divisions

Over the past few weeks, Iraq has been witnessing a growing protest movement in the largely Shiite-populated parts of the country. It all started in the southern city of Basra, when youth-led sit-ins were held to protest poor local services and rampant corruption precipitated the intervention of Iraqi security forces, leading to the death of a 19-year-old man. The protest movement spread throughout the southern part of the country afterwards. It did not reach Baghdad until late July, when railway workers protested delayed salaries, leading to the closure of several major roads.

In an attempt to please the protesters and meet their demands, Prime Minster Haidar Al Abadi initiated a far-reaching reform agenda through which he sacked all three vice-presidents as well as his deputies. All had previously served to fill sectarian quotas. The most prominent amongst those who lost their positions was vice-president and former prime minister Nouri Al Maliki. An independent judicial commission to investigate major corruption charges has been formed, with Al Maliki being one of the likely defendants.

In fact, sharp divisions have, in recent years, emerged within the Shiite political bloc. It surfaced clearly during the last two legislative elections when Shiite political parties failed to form a unified electoral bloc to contest the elections. Many Shiite political groups also opposed Al Maliki’s attempt to stay in power for another term in 2010. In 2014, several Shiite political parties, backed by Grand Ayatollah Ali Sistani, Iraq’s most influential Shiite cleric, succeeded in co-ordinating with Sunni and Kurdish fellows in deposing Al Maliki and replacing him with Al Abadi.

The aforementioned division, in fact, represents fierce struggle over the representation of the Shiite community in Iraq between two political currents and worldviews. One of these currents pays allegiance to Iran, while the other sees itself as an Iraq Arab first and foremost. Politically, the first group centres around Al Maliki. The emergence of Daesh (the self-proclaimed Islamic State of Iraq and the Levant) helped the pro-Iran Shiite parties to join forces and establish a formidable militia called the ”Popular Mobilisation”. This militia was founded by Hadi Al Amiri, leader of the pro-Iran Badr Organisation. The other political Shiite current centres around Al Abadi. It is supported by “The Supreme Iraqi Islamic Council” and the Sadri movement and backed by Shiite clerical authorities in Najaf.

In the wake of the fall of Mosul to Daesh, the Al Maliki group attempted to appropriate the formation of the Popular Mobilisation Militia, presenting itself as the leading Shiite force in the confrontation with Daesh. At a time when Daesh seemed to pose genuine threat to the Shiite community, Al Abadi’s camp found itself vying with a demagogic opponent for the right to represent Shiite political aspirations.

Hence, Once the protest movement broke out in Basra, Al Maliki tried to capitalise on it, in what appeared to be an attempt to overthrow Al Abadi. Pro-Al Maliki media outlets urged sympathisers to go out into the streets and protest against the government. It was only then that Al Abadi decided to take the initiative and turn the table against Al Maliki. The green light came in the form of a sermon delivered on August 7 by a representative of Al Sistani, who called on Al Abadi to confront corruption “with an iron fist”.

Before his decisions were made public on August 9, Al Abadi had discussed his reform measures with leaders of the Supreme Council, the Sadri movement and some Dawa Party leaders close to him. Ultimately, it was ratified by the Council of Ministers on the same day, passing onwards to the House of Representatives as a bill and it was ratified by the parliament on August 11.

Al Abadi’s move came at a crucial moment, as the international community and the anti-Daesh international coalition were becoming increasingly impatient with what was described as “Al Abadi’s weakness” and his inability — or unwillingness — to confront his Shiite opponents, preferring instead to please all sides. As a result of this foot-dragging, Daesh’s control of large swathes of territories it seized during the summer of 2014 continued unchallenged.

Al Abadi’s bold measures changed the pessimistic mood about the inability of Iraqis to overcome their sectarian divisions and move towards building a national consensus in which all Iraqis contribute to the building of their homeland. Since Al Abadi has finally decided to implement his long-awaited reform agenda, he must proceed with it to the very end with all the measures needed to promote a new vision of all-inclusive national good governance.

Al Maliki steps into Al Hashemi’s shoes

Iraqi Prime Minister Al Abadi still has a long way to go, but he is on the right track

It is a curious twist of irony that the man who pursued the now-fugitive former Iraqi vice-president Tariq Al Hashemi may suffer a similar fate. Iraq’s former premier, and former vice-president Nouri Al Maliki is currently in Iran, where some have suggested that he may never come back from as Baghdad seeks to investigate his role in the fall of Mosul to Daesh (the self-proclaimed Islamic State of Iraq and the Levant) last year. The move was a milestone for the terror group that allowed it to gain much support among radicals around the globe, as well as territory in Iraq and Syria.

Al Maliki may soon become the very fugitive that he turned Al Hashemi into. Al Hashemi faces an arrest warrant in Iraq for terrorist acts from December 2011, right after US forces withdrew. He denounced the arrest warrant as a politically motivated conspiracy. Al Maliki has similarly dismissed the investigations into his conduct as a conspiracy cooked in Ankara and Arbil, capital of the autonomous Kurdistan Regional Government in northern Iraq. Incidentally, those are the two cities that hosted Al Hashemi when he fled Baghdad.

While the implication of Al Maliki shows a changing Iraq that is committed to hold officials to account no matter how prominent they are, it may also show a change of heart among Baghdad’s more hawkish backers within its borders and beyond. Al Maliki had long been seen as Iran’s man in Baghdad, but few in Iraq believe that his removal would have been possible without an Iranian nod.

Credit should be given where it is due. While Prime Minister Haidar Al Abadi has a long way to go to repair the damage done by his predecessor, he certainly is on the right track. A next step to build the confidence of Iraq’s public and its neighbours will be to end the marginalisation of those communities that complain of discrimination, bolster a national identity beyond narrow sectarian lines and focus on fighting the real enemy of all of Iraq’s people: Daesh.

This is understandably an ambitious job, but if Al Abadi is serious about it then he will have the support of Iraq’s people, and crucially, its neighbours.

Al-Maliki returns to Baghdad and meet with members of the coalition in Baghdad airport

(Voice of Iraq) – Baghdad Returned state of law leader Nouri al-Maliki on Wednesday to Baghdad after a visit to Iran that lasted for several days at the invitation of the Iranian leadership, met with a number of coalition MPs at Baghdad international airport.

Misdemeanor Integrity: imprisonment and a fine for officials bankers convicted on corruption charges

Baghdad, Reuters—Iraq’s parliament on Monday referred to the judiciary a report calling for the trial of former prime minister Nuri Al-Maliki and dozens of other top officials in connection with the fall of Mosul to the Islamic State of Iraq and Syria (ISIS) last year, two lawmakers said.

Lawmaker Mohamed Al-Karbouli said the vote in parliament was taken by a show of hands and passed by a majority. He said the report was now due to go to the public prosecutor and Prime Minister Haider Al-Abadi, who has the right to refer officers for court martial. The panel’s report, the most drastic step yet taken by Baghdad to provide accountability for the loss of nearly a third of the country’s territory to ISIS, alleges that Maliki had an inaccurate picture of the threat to the northern city because he chose commanders who engaged in corruption and failed to hold them accountable.

There has been no official accounting for how Mosul was lost, or of who gave the order to abandon the fight. Maliki has accused unnamed countries, commanders, and rival politicians of plotting the city’s fall.

The report’s findings also placed responsibility for the fall of the city on Mosul Governor Atheel Al-Nujaifi, former acting defense minister Saadoun Al-Dulaimi, former army chief Gen. Babakir Zebari, and Lt. Gen. Mahdi Al-Gharrawi, former operational commander of Nineveh province, of which Mosul is the capital.
