BGG – Article:   “Central Bank denies the news of the storming of its building by military force“   along with this article – released at the SAME TIME was the list of “money launderers” touted by Chalibi… that is a MUCH HARDER report to attack…it’s easy enough to say “that never happened”…it’s another thing entirely when a long list of  “known Maliki associates” gets published with it… my take – they are attacking corruption at every level.

Iran behind assassinations and abductions in Iraq

For the past six weeks the people of Baghdad and other Iraqi cities have taken part in mass demonstrations demanding an end to government corruption and the trial and punishment of former Prime Minister Nouri al-Maliki, the European Iraqi Freedom Association (EIFA) said in a statement on Saturday.

They have demanded a complete reform of the corrupt Iraqi judicial system, which was set up by Maliki and politically controlled, it said.

“The protesters in particular demand the removal from office of the head of the Supreme Judicial Council – Medhat Mahmoud, who for the past 8 years proved to be a willing tool of Maliki and his puppet-masters from the Iranian regime.”

“It has now emerged, according to Iraqi media, that Hadi Ameri and Abu Mehdi Mohandess, two of the most coldblooded leaders from Iran’s revolutionary guards and commanders of the militias affiliated with the terrorist Quds Force (QF), went to see Medhat Mahmoud to reassure him of their support and to let him know that the militias, the QF, and the Iranian regime are opposed to his resignation. This represents a blatant confrontation with the demonstrators and their legitimate demands to defeat the aspirations of the Iraqi people for justice and change.”

“This latest outrage comes against a background that has seen the assassination of at least four organizers of the protests and the abduction of Turkish workers by the militias associated with the Iranian regime.”

Indeed one of the leading protesters stated: “The loudest message from the Shi’ite militias that resorted to these assassinations is that we should keep quiet regarding the religious parties supporting Iran…They allege that we are against religion, but we have not insulted any religion. We are just demanding a civilian government. We are an Islamic nation and we want a civilian and technocratic government.”

The European Iraqi Freedom Association (EIFA) expressed its “abhorrence” and condemned the “terrorist and criminal measures and the pressures that have been used against the demonstrators.”

It called on Prime Minister Haider al-Abadi to protect the demonstrators with all means at his disposal and to pave the way for real reforms by arresting Maliki and his cohorts and bringing them to justice. “Otherwise, the Iranian regime and its elements in Iraq will undermine and defeat his reforms.”

The European Iraqi Freedom Association (EIFA) is presided by Struan Stevenson, a UK Conservative Member of the European Parliament from 1999 to 2014 and President of the European Parliament’s Delegation for Relations with Iraq from 2009-2014.

BGG – Article quote:  “special forces stormed the Central Bank of Iraq a little while ago and has custody of the documents and all the documents from 2003 to the present day…“  I think the storming of the CBI – is the MOST STUNNING news of the YEAR…they have been monkeying around with these jokers politically – then BAM!!   S.F. rolls in and scoops up all the documents – ask yourself why?   S.F. storming in and grabbing up documents is not a political solution – it is a very serious criminal/trial/evidence solution…and THAT is likely why Maliki did a disappearing act.   it appears…to be some cooperation between Abadi, Parliament and whomever moved on the CBI – I doubt very much it was the US.   sounds like they are going after this corruption – full force.

Iraq’s prime minister is turning against Iran

qassem-soleimaniA

RGC Quds Force chief Qassem Soleimani said the world will be surprised by upcoming events in Syria.

Qassem Soleimani has many nicknames, generally containing one or both of the words “shadow” or “dark.” However, the commander of the Iranian Revolutionary Guard Corps’ Quds Force has been operating in the light since the devastating advance of the Islamic State of Iraq and al-Sham (ISIS) began in the summer of 2014, but a year later is seeing him begin to wear out his welcome with Iraqi Prime Minister Haider al-Abadi.

Tasked with organizing the defense of the Shi’a holy sites in central Iraq and leading the Shi’a militias called up in the panic following the collapse of the Iraqi Security Forces (ISF), Soleimani has been seen regularly on the front lines and in Baghdad. With the power of the militias behind him, he has come to be seen as attempting to assert himself as the power behind the government, Iraq’s very own eminence grise.

The past month, though, has seen an ever-wider rift growing between Prime Minister Abadi and Soleimani, one that may threaten the relationship between Iran and Iraq as a whole. Abadi once spoke respectfully about Soleimani and Iran’s role in the country and the fight against ISIS. While perhaps not warmly, it was at least grateful and realistic about the need for Iranian assistance.

That has changed dramatically, though. Luckily, perhaps, for Abadi, events on the streets are working in his favor. The popular protests against corruption and government inefficiency that have spread around Iraq have crossed sectarian lines, but have been particularly aggressive towards Shi’a politicians in the south of the country.

Long-seeking the support for wide-ranging reforms, Abadi leapt at the chance to introduce anti-corruption measures and a purge of the government ranks. An ambitious seven-point plan of reforms was passed by the parliament, recognizing the support Abadi had and themselves eager to placate the protesters.

Security details for ministers and other ranking members of the government were massive, often running into the hundreds; Abadi has ordered these details cut dramatically and the extras shipped off to the front line to fight ISIS. Corruption investigations would be opened, and older ones re-opened. Sectarian quotas, which dictated how government positions would be parceled out, were now to be disregarded in favor of a merit-based appointment system.

The posts of Vice President and Deputy Prime Minister were henceforth canceled. While outwardly seeming like a simple initiative, cutting another piece off the bloated bureaucracy, it also meant Abadi had made a momentous decision. One of those Vice Presidents was none other than Nouri Al-Maliki, the previous Prime Minister, who still commanded significant power in the country. Abadi had just fired Maliki.

iraqs-maliki-says-report-on-fall-of-mosul-has-no-value-statementA

Iraqi Vice President Nuri al-Maliki speaks during a news conference in Baghdad

That wasn’t all Abadi had in store for Maliki; a parliamentary investigation into the fall of Mosul to ISIS last year that found him to be among those responsible was turned over to prosecutors. Maliki is now facing the possibility of a public trial in both military and civilian courts for his role. Rumors out of Baghdad say that members of Maliki’s State of Law Coalition could bolt to other parties as his fall from grace continues.

Abadi also has the support of two very important leaders in Iraq. The first is Shi’a cleric, political figure, and militia leader Muqtada al-Sadr who, with his parliamentary bloc, has welcomed Abadi’s efforts. Considered one of “Iran’s Men” in Iraq during the insurgency against American forces, his bloc is now openly supporting a Prime Minister who is moving against Iranian interests in the country.

More importantly, Abadi has the support of Grand Ayatollah Ali al-Sistani, Iraq’s top cleric and perhaps the single most important person in the country, who urged Abadi onwards and to push aside anyone “who tries to hinder reform, no matter what their position is.”

It also helps that Abadi has the United States of America and Europe firmly behind him, although he could use more tangible support from the West and his Arab neighbors.

Prime Minister Abadi put up with Soleimani’s role, and increasingly open arrogance towards the government, mostly because he was new to office and was not particularly secure in this role. Abadi is now just passing the one-year in office mark, and has begun pushing back against Iran in general, but Soleimani in particular.

iraqs-abadi-in-reform-push-reduces-ministerial-adviser-positionsA

Iraq’s Prime Minister Haidar al-Abadi attends an official ceremony to receive four F-16 fighter jets from the U.S., at a military base in Balad

In early August Abadi ordered that shipments on Iranian planes stopping at Baghdad’s airport be searched in line with regular customs code. These planes were seen as carrying supplies for picked pro-Iranian elements Popular Mobilization Forces, which are a mostly-Shi’a militia force, or even destined for Assad regime forces in Syria. In a dramatic confrontation in mid-August, airport authorities demanded an Iranian plane be unloaded and its containers searched, which lead to Revolutionary Guards forces and Iranian diplomats rushing to the scene.

Although the plan eventually was reloaded and left, it was a clear sign that the Iraqi government was no longer going to allow its airports to be used as a way-station for Iranian arms shipments.

In an incident that quickly spread around Iraq, Abadi and Soleimani had a disastrous meeting in mid-August that led to the latter having the leave the room (some stories claim that Abadi actually kicked him out of the meeting). Accompanying former Prime Minister Nouri Al-Maliki to a gathering of the Iraq’s Shi’a political leaders, Soleimani reportedly launched into a tirade against the proposed reforms spurred by the onset of protests around the country, and especially what he perceived to be impending attacks on Maliki.

Soleimani was met head-on by Abadi, who launched a heated counterattack in which he defended the reform plans and asserted his authority as a Prime Minister who had the support of the people and the religious establishment. The entire room was said to be shocked by Abadi’s blistering rhetoric and his boldness “to deal what seemed like a humiliating [blow] to a personality of Soleimani’s stature.” Soleimani, incensed, had no choice but to leave the meeting.

iranian-revolutionary-guard-commander-qassem-soleimaniA

Iranian Revolutionary Guard Commander Qassem Soleimani (L) stands at the frontline during offensive operations against Islamic State militants in the town of Tal Ksaiba in Salahuddin province March 8, 2015.

Although Abadi seems to have the upper hand over Soleimani at this point, that does not mean that the Prime Minister is facing an easy battle. Deputy Justice Minister Abdul Karim al-Faris was kidnapped in Baghdad by gunmen in SUVs, just a week after 18 Turkish workers were also kidnapped.

While it is still unknown who is responsible, fingers are being pointed at Shi’a militias, who play a major role in providing security in the city. However, this leading role has led to accusations of abuse of power and human rights abuses.

Despite recent victories against Qassem Soleimani and Iranian allies in Iraq, the Prime Minister is facing off with a man who is still immensely powerful, backed by tens of thousands of militiamen, not to mention the Iranian government itself.

However, in standing up for himself, Abadi is showing that he is more than ready to assert himself as the leader of Iraq and someone who is not beholden to Iranian goodwill. Whether this is setting up a more dramatic series of confrontations with Soleimani and Iran remains to be seen.

Enorrste – The rise in the value of the dinar has nothing to do directly with inflation.  In addition, the CBI has never mentioned moving to a managed float.  All reference has been to a free float.  The IMF has also pushed for a move to a free float.  It is my personal opinion that the dinar will rise quickly once it is released.  I suspect that the CBI is being cautious in its prognostications.   …a rising value of the dinar will lower internal prices within Iraq, not raise them.  Inflation has no part in a rising dinar value.

Below are the central controls related to the exchange rate of the foreign currency to convert the project inputs and outputs from foreign currency to its equivalent in the local currency, and that is by calculating the net discounted present value standard and the internal return on investments in economic analysis that governs investment projects that costs excess one million dinars.

Estimate the shadow price of foreign currency:…

Report: Iraq’s religious leader is asking why Iran’s military mastermind is meddling so much

ap951422087815a

BEIRUT – The highly influential Shiite Grand Ayatollah Ali al-Sistani has reportedly criticized Iranian Revolutionary Guards Quds Force chief Qassem Soleimani’s role in Iraqi politics, in a sign of a split between the Shiite religious establishments in Iraq’s Najaf and Iran’s Qom.

Asharq Alawsat reported Monday that Sistani had sent a message to Iranian Supreme Leader Ali Khamenei questioning him about “Soleimani’s increasing influence in Iraq.”

An unnamed Iraqi politician told the Saudi-daily that Sistani had asked “whether this had happened at Khamenei’s instruction or through Soleimani’s [own independent action.]”

The normally shadowy Quds Force commander emerged as a public figure following ISIS’ sweeping advances in Iraq in the summer of 2014, appearing in a number of pictures alongside Shiite Iraqi militiamen.

However, Soleimani’s media presence has shrunk in recent months, amid reports that his bombastic statements on Tehran’s foreign policy have upset Iranian leaders.

The Economist on September 5 cited a source as saying that the IRGC commander had been reined in by the Iranian authorities and “can no longer act as a de facto foreign minister.”

The report further stated that former IRGC commander Mohsen Rezaei had been brought out of retirement back to his former position to “keep an eye on General Soleimani.”

rtr4vnpbA

Despite reports of Soleimani’s curtailed role, he has continued to act as a trouble-shooter in Iraq. In July, the Quds Force chief met a number of Iraqi Kurdish leaders to discuss extending Massoud Barzani’s term as president of the autonomous Kurdish Regional Government.

Then in late August Soleimani appeared at a meeting of the National Alliance parliamentary coalition of Shiite parties that ended with an acrimonious exchange between him and Iraqi Premier Haidar al-Abadi.

Abadi reportedly “objected strongly” when Soleimani criticized the reforms the Iraqi premier is pushing through—especially those which could harm former PM Nouri al-Maliki, who is close to Tehran.

Qom-Najaf split

ali_sistani_edit1a

Sistani’s growing frustration over Soleimani’s role in Iraqi politics represents growing differences between the clerical establishments in Iraq’s Najaf and Iran’s Qom, the world’s top two Shiite seminaries.

Asharq Alawsat’s source said Sistani has started to realize that Iran’s intervention in Iraqi politics on behalf of Maliki “has begun to affect [Najaf’s] historic role.”

The source added that Sistani’s action was evidence of “a clear dispute between the Najaf… and Qom Seminaries” in which Sistani and Khamenei are the highest authorities respectively.

According to the politician’s own analysis, Khamenei’s approach to reform in Iraq focuses on “the political dimension of the issue because the holding to account of [high level] corrupt [figures] will affect powerful Shiite leaders.”

“Sistani looks at the matter from a legal perspective; he believes that fighting corruption is a legal duty, regardless of the political consequences.”

The Iraqi PM on August 9 announced a raft of measures to reform the Iraqi state, two days after Sistani told him to “strike against corruption with an iron fist” as Iraqis mobilized for growing protests against the state’s inability to provide basic services.

Abadi’s seven-point reform plan—which was approved by the cabinet and parliament—calls for eliminating the co-vice presidential posts, one of which is held by Maliki.

Maliki also faces charges of being responsible for the fall of Mosul to ISIS in 2014 when he was premier, after a parliamentary report blaming him and top commanders for the matter was referred to Iraq’s judiciary on August 17.

However, Iran extended the embattled Maliki a show of support, hosting him for a visit to Tehran on August 19 during which he met with Iranian Supreme Leader Ayatollah Ali Khamenei.

Iran Has Controlled Iraq For Years. Now It May Be Pushed Out.

Iraq’s top ayatollah and its prime minister are subtly challenging widespread Iranian influence.

Iraqi men take part in a demonstration to show their support for the call to arms by Shiite cleric Grand Ayatollah Ali al-Sistani, in the central Shiite Muslim shrine city of Najaf on June 13, 2014.

WASHINGTON — Iran has for years exerted tremendous influence over Iraq, turning it into essentially a Shiite-led client state under former Iraqi Prime Minister Nouri al-Maliki. But a new protest movement in the country’s Shiite-dominated south is a key sign that Tehran’s power is waning, as Grand Ayatollah Ali al-Sistani and Maliki’s U.S.-backed successor, Prime Minister Haider al-Abadi, make forceful moves to reclaim Iraqi independence.

Much of Iraq is no longer under the control of the central government in Baghdad. The Islamic State militant group rules large swathes of the Sunni region to the west, and Kurds control their own autonomous region in the northeast. In the Shiite-majority sections of Iraq, however, including Baghdad and the areas to its south and east, a political confrontation with Iran is underway just as the Islamic Republic is engaging the international community like never before through a historic nuclear agreement.

Iraq watchers believe that a popular protest movement calling on Abadi to better handle public services and government corruption is a subtle indication that Iraqis want to beat back Iranian influence in their country.

Sistani’s position is a key indicator to follow, those watchers told The Huffington Post. U.S. officials have, in secret documents released in 2011 by Wikileaks, spoken of Sistani as the “greatest political roadblock” for Iranian operatives in Iraq. The Iranian-born ayatollah has unquestioned authority in Iraq and a very different approach to politics from his Iranian counterparts, disavowing their view of a theocratic government or “Wilayat al-Faqih,” the rule of the Islamic jurist.

Sistani is based in Najaf, the spiritual capital of the Shiite branch of Islam. After the Iranian revolution of 1979, influence over the global Shiite community shifted from Najaf to Iran’s chief religious center of Qom — in large part because Iraq was ruled by a Sunni minority regime led by Saddam Hussein. But following the U.S. invasion in 2003, power — and what’s thought to be millions in funds from religious tourism and Shiite devotees around the world — began to flow back to Najaf, historically the more significant site. Sistani and Iran have had a fragile alliance in the years since, one that’s been threatened recently because the Iraqi ayatollah has implied that he blames the Iranian client Maliki for losing ground to the Islamic State.

An American source who has worked for years with the Iraqi government said that frustration with Iran helps to explain Sistani’s groundbreaking decision last year to call up Shiite “volunteers” to join militias battling Islamic State forces. “One of the reasons Sistani called up the militias was to keep the Iranians out,” the source told HuffPost. “He’s also trying to push Iranians out of the governance structures.”

Iran’s clout manifests itself in many ways. They include Tehran’s control of a number of the Shiite militias in Iraq, the role of top Iranian General Qassem Suleimani in providing arms for those militias and for the Iraqi army, and Iranian support for a number of top Shiite political figures.

For Sistani and other players in Iraq who would like to see that influence diminished, the protest movement has created an opening, according to an Iraqi government official who spoke to HuffPost on condition of anonymity.

“It’s clear that Najaf is very determined to maintain its independence from Iran. Najaf felt it was an opportunity to ride off the back” of the protest movement, the official said.

Sistani called on Abadi last month to respond to the protest movement’s demands in a message delivered in an important Friday sermon.

“The government listens to every word of what Najaf says very, very carefully. Every Friday, everyone is listening very closely” to Sistani’s prayer message, the Iraqi official told HuffPost.

And Abadi has responded, eliminating a number of government positions — including that of vice president, costing Maliki the job he gained after U.S. pressure and opposition at home led to his resignation last year. In the Iraqi parliament, there have been calls for Maliki to face trial over his loss of the city of Mosul to Islamic State forces.

Iran’s powerful proxies in Iraq are pushing back. The leaders of two of the most powerful and brutal Shiite militias, the Iraqi Hezbollah and the Badr Organization, visited the chief judicial authority recently, reports Kimberly Kagan of the Institute for the Study of War. “The Iranian-backed militias, including Kata’ib Hezbollah, the Badr Organization, and Asa’ib Ahl al-Haq, all have a vested interest in thwarting PM Abadi’s reforms, especially the attempt to eliminate the vice presidential positions and thereby expel VP Nouri al-Maliki, who has been aligning himself with the militias for months,” Kagan wrote in a Sept. 3 post.

Kagan, a former adviser to U.S. generals in Iraq and Afghanistan, suggested that the Iranian-backed militia leaders hoped to pressure Iraq’s judiciary and its president into stalling the reforms.

But it looks like Sistani, Abadi and other Iran skeptics are gathering a loose coalition of their own to resist these efforts.

Not all of Iraq’s Shiite militias support Iran, noted Phillip Smyth, an expert on Shiite militias at the Washington Institute for Near East Policy and author of the Hizbollah Cavalcade blog on Jihadology.net. Many agree with Sistani in opposing the Iranian ideology of theocratic rule.

That presents an opportunity for the American military planners who are closely watching Iraq as they to identify which partners to work with against the Islamic State — and who have for months been worried, U.S. officials told HuffPost, that their personnel in Iraq would be vulnerable not only to Islamic State forces but to Iran-backed militants.”It wouldn’t surprise me if those in the Department of Defense are looking to liaise if not offer some support for [militias] which are both truly Iraqi nationalist and are not proxies of Tehran,” Smyth told HuffPost in an email.

The Iraqi population itself may now be galvanized by the latest protest movement to start thinking about the interests of their state rather than those of the various sects, said Iraqi-American activist Zainab Al-Suwaij.

As the executive director of the American Islamic Congress, Al-Suwaij runs conflict resolution centers in Iraq and is in touch with political actors on the ground.

“After the demonstrations in Baghdad and elsewhere throughout the country, the sectarian issue between the Sunnis and the Shiites has become less than before,” Al-Suwaij told HuffPost. “It’s not about feeling that the Shiites are in control — the Shiites are also complaining about corruption.”

Major political parties have been forced to bow to street pressure and rush to enact reforms, she noted. And she predicted that this time, unlike in the past, Iran will not be able to protect them from popular dissent.

“Iran is no longer as strong as they used to be,” Al-Suwaij said.

BGG – Several major laws on deck for next week… Anti-Money Laundering Law… Investment Law…and National Guard Law – (plenty of ink on all three)…The bonds are a huge failure so far. They got a not so great credit rating… again. [Will a currency rate increase make bonds successful IYO.]   not really – (it might help) … but the point is – the bonds wouldn’t produce the dough they need. A currency rate would…at least bridge their short term budget issues…   [Do you think Abadi is coming here to promote the bonds this week?]  I don’t – bonds (on their best day) won’t save them…it’s something else…

Breitling – Everybody is in an uproar about the dinar being devalued [article].  …I’ve been telling you the dinar will not devalue.  They [Bloomberg] are trying to pretend they know the market rate of the dinar.  What they don’t understand is that it’s a completely manipulated currency right now and it’s manipulated by the amount of notes they have out there.  Just like any other currency out there.   The liquidity is shoring up…it went from 9 billion to 4 billion notes so it is very strange that these guys [Bloomberg] would even come up with an article like that.  Let’s say, if the value of the dinar should go down as the price of oil has gone down.  To keep the value up they’d have to get more dinar out of the market right?  And guess what?  At the end of the article it says by the CBI…the reserves won’t be depleted and the dinar will not be devalued…so why even print the article?
