BGG – The rats are lining up on one side – Abadi on the other, I think Mahmoud will be crushed before this is over…Sistani has great influence with the PMU’s also. I don’t think Ameri (or Mahmoud) will win this fight. The political corruption MUST END – the WB/IMF is INSISTENT – and these jokers just can’t manage to leave the trough. They (Allawi – Maliki – Mutlaq and others) are clearly showing themselves as defending their corrupt way of life.   I do think Abadi will work with Parliament to get this solved. He is OBVIOUSLY serious about dealing with their corrupt issues.

The “PMU’s” refer to the militias – which Sistani has great sway over. I don’t think Ameri (or Mahmoud) will win this fight.

Meet the man trying to bring Iraq back from the brink

On August 16, an Iraqi parliamentary report named Iraq’s former prime minister, Nouri al-Maliki, among dozens of officials responsible for the collapse of security forces and the fall of Mosul to Islamic State militants last summer. In his eight years as premier, corruption thrived and Maliki repeatedly purged the Iraqi security forces of those he suspected of disloyalty.

Iraqis now hope that Maliki and other officials will stand trial and be held to account for why militants were able to capture the northern city with so little resistance. (Maliki dismissed the parliamentary investigation as “worthless,” and he blamed Mosul’s fall on a conspiracy by Turkish and Kurdish leaders.)

At the same time, Maliki is poised to lose his ceremonial post as one of Iraq’s three vice presidents under a series of reforms that the current prime minister, Haider al-Abadi, is trying to enact. After weeks of popular protests in Baghdad and other cities against corruption and the government’s failure to provide basic services, Abadi sought to reform Iraq’s political system by eliminating several high-level positions, reigning in government spending and removing sectarian quotas in political appointments.

Most prominently, Abadi scrapped the posts of the three vice presidents and three deputy prime ministers. The positions were largely symbolic but included large budgets that allowed these officials to reward their supporters with patronage jobs. While several other politicians lost their positions, Abadi’s measures were intended to detach his rival Maliki from the power structure in Iraq.

But Maliki is a survivor, and it’s a mistake to count him out of Iraq’s intricate politics because he is losing his post as vice president and he faces a potential trial. Maliki still has a base of support among some Shi’ite factions and militias that view Abadi as weak and too eager to offer concessions to Iraq’s Sunni minority.

Since he was forced out of office last year, Maliki has become a champion of the mainly Shi’ite volunteers and militias that are leading the fight against Islamic State under the banner of “popular mobilization units.” Many of these volunteers answered a call to arms by Iraq’s top Shi’ite cleric, Grand Ayatollah Ali al-Sistani, urging all able-bodied Iraqi men to join the security forces and stop Islamic State’s advance after Mosul’s fall. Tens of thousands of Shi’ite volunteers showed up at recruiting centers to sign up for the Iraq security forces, or the militias.

Abadi has tried to overhaul the Iraqi military and security forces, which are under his control. Last year, he announced that an initial investigation had uncovered 55,000 “ghost soldiers” in the army — nonexistent troops who were on the government’s payroll and whose salaries were collected by corrupt officers. Abadi is now expanding his anti-corruption drive to eliminating patronage jobs and other perks provided to many government officials, including large security details.

But Abadi risks a backlash from other power centers in Iraq, including some of the Shi’ite parties connected to militias and within the ranks of his own Dawa Party, a Shi’ite Islamist group where Maliki still has strong support.

Even as Maliki tries to undermine him, Abadi needs to assure Iraq’s Sunnis that he will be able to reverse the legacy of his divisive and sectarian predecessor. Since Abadi took office last September, Sunni political leaders have made several demands: amnesty for tens of thousands of Sunnis imprisoned — in many cases without judicial review — by Maliki’s regime in the name of fighting terrorism; greater power in the new government; an end to aerial bombardment of Sunni towns; and a more significant role in the Iraqi security forces, which Maliki cleansed of many senior Sunni officers.

Abadi has responded to some of these demands, releasing prisoners and ordering an end to the Iraqi air force bombings of Sunni areas. But for the most part, the Shi’ite militias are outside his control. Many Sunnis cringe at the memories evoked by the reestablishment of Shi’ite militias. These groups carried out widespread kidnappings, torture and killing of Sunnis during the sectarian war that raged in Iraq from 2005 through 2008.

Many of the Shi’ite militias depend on Iran for weapons, funding and training. Since Islamic State militants swept through northern Iraq last year, Tehran has mobilized to protect the Shi’ite-led Iraqi government from the jihadist threat. General Qassim Suleimani, commander of the Quds Force of the Iranian Revolutionary Guard Corps, traveled to Baghdad at the start of the crisis to coordinate the defense of the capital with Iraqi politicians and military officials. Suleimani also directed Iranian-trained Shi’ite militias — including the Badr Brigade and the League of the Righteous, two notorious militias responsible for atrocities against Sunnis — in the fight against Islamic State.

When the United States invaded in 2003, Shi’ites made up nearly two-thirds of Iraq’s population of 25 million. But members of the Sunni minority had ruled Iraq since its independence in 1932. The Shi’ites had waited seven decades for their chance to rule, and it’s not surprising that they would consolidate power after the American invasion. But Maliki and other leaders manipulated a dysfunctional political system, put in place by the United States and the United Nations after 2003, to concentrate power and exclude Sunnis.

As Maliki struggled to remain in power, he became more dependent on Iran, which is the dominant external power in Iraq. Maliki was a reliable ally who allowed Iranian flights over Iraqi territory to transport weapons and manpower to Bashar Assad’s regime in Syria. Maliki also paved the way for thousands of Iraqi Shi’ites to cross the border and fight alongside the Syrian regime.

Abadi inherited this sectarian and dysfunctional political system. He must unify a fractured Iraq, by assuring Sunnis that the central government will protect their interests, while keeping rivals like Maliki in check. Abadi must also ensure that his predecessor stands trial for his corruption and the failures that helped empower Sunni extremists — and led to the catastrophe that has unfolded in Iraq.

Meet the man trying to bring Iraq back from the brink

On August 16, an Iraqi parliamentary report named Iraq’s former prime minister, Nouri al-Maliki, among dozens of officials responsible for the collapse of security forces and the fall of Mosul to Islamic State militants last summer. In his eight years as premier, corruption thrived and Maliki repeatedly purged the Iraqi security forces of those he suspected of disloyalty.

Iraqis now hope that Maliki and other officials will stand trial and be held to account for why militants were able to capture the northern city with so little resistance. (Maliki dismissed the parliamentary investigation as “worthless,” and he blamed Mosul’s fall on a conspiracy by Turkish and Kurdish leaders.)

At the same time, Maliki is poised to lose his ceremonial post as one of Iraq’s three vice presidents under a series of reforms that the current prime minister, Haider al-Abadi, is trying to enact. After weeks of popular protests in Baghdad and other cities against corruption and the government’s failure to provide basic services, Abadi sought to reform Iraq’s political system by eliminating several high-level positions, reigning in government spending and removing sectarian quotas in political appointments.

Most prominently, Abadi scrapped the posts of the three vice presidents and three deputy prime ministers. The positions were largely symbolic but included large budgets that allowed these officials to reward their supporters with patronage jobs. While several other politicians lost their positions, Abadi’s measures were intended to detach his rival Maliki from the power structure in Iraq.

But Maliki is a survivor, and it’s a mistake to count him out of Iraq’s intricate politics because he is losing his post as vice president and he faces a potential trial. Maliki still has a base of support among some Shi’ite factions and militias that view Abadi as weak and too eager to offer concessions to Iraq’s Sunni minority.

Since he was forced out of office last year, Maliki has become a champion of the mainly Shi’ite volunteers and militias that are leading the fight against Islamic State under the banner of “popular mobilization units.” Many of these volunteers answered a call to arms by Iraq’s top Shi’ite cleric, Grand Ayatollah Ali al-Sistani, urging all able-bodied Iraqi men to join the security forces and stop Islamic State’s advance after Mosul’s fall. Tens of thousands of Shi’ite volunteers showed up at recruiting centers to sign up for the Iraq security forces, or the militias.

Abadi has tried to overhaul the Iraqi military and security forces, which are under his control. Last year, he announced that an initial investigation had uncovered 55,000 “ghost soldiers” in the army — nonexistent troops who were on the government’s payroll and whose salaries were collected by corrupt officers. Abadi is now expanding his anti-corruption drive to eliminating patronage jobs and other perks provided to many government officials, including large security details.

But Abadi risks a backlash from other power centers in Iraq, including some of the Shi’ite parties connected to militias and within the ranks of his own Dawa Party, a Shi’ite Islamist group where Maliki still has strong support.

Even as Maliki tries to undermine him, Abadi needs to assure Iraq’s Sunnis that he will be able to reverse the legacy of his divisive and sectarian predecessor. Since Abadi took office last September, Sunni political leaders have made several demands: amnesty for tens of thousands of Sunnis imprisoned — in many cases without judicial review — by Maliki’s regime in the name of fighting terrorism; greater power in the new government; an end to aerial bombardment of Sunni towns; and a more significant role in the Iraqi security forces, which Maliki cleansed of many senior Sunni officers.

Abadi has responded to some of these demands, releasing prisoners and ordering an end to the Iraqi air force bombings of Sunni areas. But for the most part, the Shi’ite militias are outside his control. Many Sunnis cringe at the memories evoked by the reestablishment of Shi’ite militias. These groups carried out widespread kidnappings, torture and killing of Sunnis during the sectarian war that raged in Iraq from 2005 through 2008.

Many of the Shi’ite militias depend on Iran for weapons, funding and training. Since Islamic State militants swept through northern Iraq last year, Tehran has mobilized to protect the Shi’ite-led Iraqi government from the jihadist threat. General Qassim Suleimani, commander of the Quds Force of the Iranian Revolutionary Guard Corps, traveled to Baghdad at the start of the crisis to coordinate the defense of the capital with Iraqi politicians and military officials. Suleimani also directed Iranian-trained Shi’ite militias — including the Badr Brigade and the League of the Righteous, two notorious militias responsible for atrocities against Sunnis — in the fight against Islamic State.

When the United States invaded in 2003, Shi’ites made up nearly two-thirds of Iraq’s population of 25 million. But members of the Sunni minority had ruled Iraq since its independence in 1932. The Shi’ites had waited seven decades for their chance to rule, and it’s not surprising that they would consolidate power after the American invasion. But Maliki and other leaders manipulated a dysfunctional political system, put in place by the United States and the United Nations after 2003, to concentrate power and exclude Sunnis.

As Maliki struggled to remain in power, he became more dependent on Iran, which is the dominant external power in Iraq. Maliki was a reliable ally who allowed Iranian flights over Iraqi territory to transport weapons and manpower to Bashar Assad’s regime in Syria. Maliki also paved the way for thousands of Iraqi Shi’ites to cross the border and fight alongside the Syrian regime.

Abadi inherited this sectarian and dysfunctional political system. He must unify a fractured Iraq, by assuring Sunnis that the central government will protect their interests, while keeping rivals like Maliki in check. Abadi must also ensure that his predecessor stands trial for his corruption and the failures that helped empower Sunni extremists — and led to the catastrophe that has unfolded in Iraq.

Low central bank sales of more than five billion dollars

Twilight News / Iraqi Central Bank announced on Monday the low sales of the dollar banks more than five billion dollars since the beginning of the current year compared to the same period last year.

The bank said in a statement seen by Twilight News from the sales of the dollar banks reached since the beginning of this year to 30 from the current August 28 billion and 675 769 000 and $ 940.

Bank added that this amount decreased from what it was on the same date last year in 2014 in which sales reached 33 billion 968.131 million dollars.

The bank pointed out that the sale amounts transferred to the accounts of banks abroad the price is 1187 dinars per dollar, including the commission of the Central Bank of $ 21 dinars per dollar, while cash sales price of 1190 dinars per dollar Dmtha commission of the Central Bank of $ 24 dinars per dollar.

Demonstration in front of the Judicial Council to demand the resignation of Mahmoud and reforms

BAGHDAD / Center Brief for the Iraqi Media Network (IMN) – Dozens of people demonstrated in the capital, Baghdad, in front of the Supreme Judicial Council building.

A reporter (IMN) “The demonstrators carried banners demanding the ouster President of the Council Medhat al-Mahmoud, as well as reforms in the judiciary.”

She stressed the religious authority recently, the need to reform the judiciary.

The judiciary announced earlier, members of the Supreme Judicial Council unanimously rejected the request boss Judge Medhat al-Mahmoud transmits it to retire.

tman23 – BAGHDAD – Coordinators of recent protests in provinces throughout Iraq are fearing for their lives, as four have already been assassinated. Al Jazeera claimed that the victims were assassinated in retaliation for their role in the demonstrations. Iraqi civil rights activis Odai Zaydi, claimed that political parties are responsible for the assassinations “as they are originally against the establishment of a democratic government in Iraq.”……….  EXACTLY WHY……Laws are contested and delayed…. The whole idea of Iraq was a democracy in the Middle East……but the hardliners favor “regimes”……..And as Abadi said…. it may cost him his life BUT he is moving forward with reforms and democracy for the citizens of Iraq.

Parliamentary Finance is preparing to launch a package of laws that support the monetary policy

BAGHDAD / Center Brief for the Iraqi Media Network (IMN) – Finance Committee Alnielyh confirmed, it has a package of laws exceeded ten to support monetary policy, is preparing to be passed soon to parliament.

He warned the parliamentary finance committee member Abdul Qader Mohammed earlier, of “economic difficulties” the government may face in the event of continued decline in global oil prices, noting that the Commission is working in coordination with the government to find solutions to the provision of staff salaries solutions during 2016.

The committee member said Massoud Rostam’s (IMN) said that “the committee more than a dozen laws are being discussed for the legislation in the coming sessions of the House of Representatives to support the monetary policy process in the country.”

Rustam said that “the most prominent of those laws is the money laundering law, which will pass close to the parliament and be included on the agenda to read it a second reading.”

He said, “Among those laws is the Federal service, which completed the discussion and enacted the law, and the government needs to send him his salary for inclusion as a supplement to the law and then vote on it.”

Iraq has suffered from the financial crisis and the weakness in monetary policy that caused squandering of public money, and therefore, the government and parliament serious attempts to reform and promoting a framework law the work of the country’s economy.

France Denies Asylum to Maliki’s Son

Ahmed al-Maliki is now applying for asylum in other countries, a source says

BAGHDAD – The French government has refused to grant asylum to the eldest son of former Iraqi Prime Minister Nouri al-Maliki.

A source told BasNews that Ahmed Nouri al-Maliki recently applied for a French visa as an asylum seeker, but his application was declined early on in the process.

“He is now attempting to apply in other countries as he has been refused by France,” the source continued. “Maliki has bank accounts in Lebanon with huge deposits and hopes to move to another country.”

Ahmed al-Maliki is accused of being involved in corruption while his father was in power.

Nouri al-Maliki himself implemented sectarian policies while serving as Iraqi PM. As a result, most Iraqis believe that he is responsible for the fall of Mosul into the hands of Islamic State last year.

Jaafari: Restore the money looted by the parties provide a two-year budget ..!

Deputy Chairman of the Parliamentary Integrity student Jaafari, on Thursday, that all the heads of political blocs in the previous session and stood against legislation Integrity Commission Act and the disclosure of financial receivables, among that the Commission is determined to recover funds Real Estate “looted parties” illegally being equivalent to two-year budget.

Jaafari said in an interview, “Prime Minister Haider al-Abadi was able, with the authorization of the reference and the Iraqi street, hit the Iron Dome, which is abhorrent quotas covering the spoilers,” adding that “there is no desire on the part of the political blocs to lift protection for these spoilers but that of standing in front of people stream becomes prey in the elections. ”

Jaafari said that “there are people who came out of nowhere in 2003 and between overnight become competing traders and contractors,” explaining that “in the previous session to stop the heads of all the blocks, without exception, any one against legislation Integrity Commission Act and the disclosure of financial receivables strict controls that we have set.”

And between Jaafari that “reforms packages shook thrones and Mamluks of corruption and reforms only feelers to users and owners of graft and Abadi would go out with full force,” pointing out that “one of the solutions and sources of funding for the country is recovering Iraqi funds of real estate that were looted by the parties in a non- legitimate and which are equivalent to two-year budget if we can bring her back. ”

He was a member of the Parliamentary Integrity Committee Aqil al-Zubaidi announced on Thursday the formation of a joint committee with the Integrity Commission to follow up the irregularities associated with the sale and ownership of real estate State.

And it announced that the Parliamentary Integrity Commission, in (12 August 2015), it will start to re-open the files of corruption, and stressed the need for abusers in Accounting money away from the political and sectarian affiliation.

The Prime Minister Haider al-Abadi face, in (11 August 2015), the Integrity Commission to lift the names of the accused of stealing public money and trespassing on the property of the state and the people to prevent them from traveling and bring them to justice.

BGG – [Does anyone know what has been said…over the bloomberg report stating that Iraq will have to devalue their currency? How can a currency that is not traded world wide and is already at a false low be devalued?]  Bloomberg did not say the Iraqi currency would be devalued…it was interesting Bloomberg was even talking about it – but their tone, tenor and confused looks ought to be enough to convince you that most of what “the experts” say is speculative double talk…and if Iraq gets Maliki tossed out it will likely “depeg” (float) and go UP IMMEDIATELY (if what they were saying is right).

House of Representatives voted unanimously on a law on political parties

Long-Presse / Baghdad – The voice of the Iraqi Council of Representatives on Thursday unanimously passed a bill on political parties after 13 years on regime change in Iraq.

A parliamentary source said in an interview to the (long-Presse), “The House of Representatives voted during its 16th legislative term of the first second legislative year, which was held today, on the draft political parties law.”

The source, who asked not to be named, said: “vote is unanimous.”

The Iraqi Council of Representatives held on Thursday, its 16th of the legislative term of the first second legislative year, headed by Salim al-Jubouri, and the presence of 220 deputies, while the agenda of the meeting included a vote on legal National Guard draft political parties and the first and second readings of the three draft laws and discuss the salaries of employees in regions controlled by the organization (Daash).

The parties law in Iraq was not working because of political differences, despite the passage of 13 years to change and the fall of Saddam Hussein’s regime on the ninth of April 2003.

Parliamentary Finance: We will host Governor of the Central Bank to discuss the “money laundering”

Brother – Baghdad – Announced the Finance Committee in the House of Representatives member Haidar Mutlaq al-Kaabi, said the agenda of the Finance Committee for today is to discuss the subject of money laundering.

Kaabi said: “The parliamentary Finance Committee today will discuss this subject of money laundering and will be hosting the Governor of the Central Bank, the chief prosecutor in the Supreme Judicial Council.

How a Currency Crisis in Iraq Risks Fight Against Islamic State

Any currency crisis usually comes with dire consequences for a country, and the threat of one in Iraq shows how the impact can go beyond the economy and markets.

A foreign-exchange crunch because of a drop in oil prices could force a devaluation of the dinar and risk making the fight against Islamic State militants even tougher. The nation, currently OPEC’s biggest producer after Saudi Arabia, is dependent on oil revenue to fund its operations on the battlefield and quell growing unrest over the economy.

Iraq’s Looming Dollar Shortage

Dollar reserves tumbled about 20 percent to $59 billion as of July 23 since the fighting escalated a year before, and the losses are accelerating. In the first 25 days of August, the central bank sold $4.6 billion of currency to keep the dinar at a pegged rate, a daily outflow of about $184 million, data compiled by Bloomberg show.

“Iraq’s perfect storm means the country will continue to lose reserves until the government of Iraq decides to devalue the dinar,” said Frank Gunter, author of “The Political Economy of Iraq.” The currency could weaken as much as 20 percent over the next year, he said.

Global Wave

It raises the prospect of Iraq joining other developing nations in a new wave of devaluations as emerging markets take a hammering this month, led by China. The Iraqi dinar is one of those most at risk in the Middle East from that happening, though the current exchange-rate regime is likely to remain, according to research published on Tuesday by Emirates NBD, the biggest bank in Dubai.

Saudi Arabia’s central bank this week said it’s committed to the riyal’s dollar peg, the Saudi-owned Al Arabiya television reported, amid speculation the country would devalue its currency after the plunge in oil prices.

In Iraq, market forces are complicating Prime Minister Haidar al-Abadi’s efforts to win back territory from Islamic State. Military success has been piecemeal as the government has struggled to enlist support from mainly Sunni communities in parts of the country ravaged by attacks.

The U.S. and its allies have sent arms to the Kurds in northern Iraq and President Barack Obama’s administration plans to spend another $700 million in 2016 on support for the military. The government in Baghdad, though, pays for the bulk of the operations from its budget since the Americans pulled out their troops in 2011.

Selling Dollars

A collapse in the value of the dinar would raise the cost of living for Iraqis already protesting against government corruption, power cuts and water shortages.

“The policy now is to meet the demand for dollars,” Waleed Eedi, a director general at the Central Bank of Iraq, said by telephone on Monday. The reserves won’t be depleted because of oil sales and the dinar won’t devalue, he said.

The Iraqi central bank’s fixes the dinar’s exchange rate at 1,166 per dollar and there’s pressure on the peg. As a result, Iraq’s foreign-currency reserves may drop to about $45 billion by the end of 2016, according to Exotix Partners LLP, a London-based investment firm specializing in frontier markets.

“The authorities will try to hold on to the peg as long as possible, but may be forced to devalue if pressures continue,” said Jakob Christensen, a director at Exotix.

Few Choices

The central bank has so far resisted government pressure to print money to meet anestimated$30 billion budget deficit. It announced plans for a $6 billion bond program last week, which follows about $1.2 billion from the International Monetary Fund, though neither is big enough to plug the shortfall.

That leaves the Finance Ministry with few easy choices. The government is seeking to cut spending and tackle corruption. Other options include borrowing domestically from public banks or even forcing the central bank to buy dollar-denominated bonds from the Finance Ministry, said Gunter.

“Iraq will be able to finance its 2015 deficit, but if the battle against Islamic State and low oil prices continues, Iraq will then hit a wall,” he said.

Parliamentary Finance: We will host Governor of the Central Bank to discuss the “money laundering”

Sources: Chalabi blackmailing officials files of corruption and received $ 20 million from the al-Maliki and Keywords

Sumer News / Baghdad – informed sources revealed on Monday that the head of the Finance Committee in the House of Representatives Ahmad Chalabi blackmailing politicians and officials files of financial and administrative corruption possess.

BGG ~ I get the distinct impression Hakim is talking about Iran here… I could be wrong – but it sounds a lot like he’s not on board with the support by Iran of Maliki. Maliki’s “resurgence” could be very short lived.
