Maliki reveals his plans to become PM once again

Former prime minister Nouri al-Maliki revealed his plans on Friday to retake the position of Iraq’s prime minister.

In a press statement, Maliki said that his candidacy for the post of Prime Minister is up for the results of the upcoming elections.

He added that winning the Prime Minister seat depends on his bloc winning the most seats in the Iraqi Parliament.

Dawa Party will compete in the upcoming elections with two lists, one led by the former prime minister maliki and the other one led by the incumbent Prime Minister Haider al-Abadi.

BGG ~ Whether we like it or not – this is big news. Maliki plans on trying to retake the PMship in Iraq, even though he doesn’t qualify because of term limits, even though he is corrupt, even though he will destroy the country – he will try. Incredibly – they are letting him run. He should be under investigation… or in jail.

BTW – this appears to be a well-timed announcement (on Maliki’s part). You think he doesn’t know the world is deathly afraid of him?

I suspect this is a calculated move to scare off some of the donor countries coming to the Kuwait Conference.

Maliki has NO USE for the Arabs and Sunnis. He could care less if they show up. He want’s Iranian influence to grow – at all costs.

BGG ~ Oh wow. We’ll this pretty much spells it out. However, keep in mind – this is likely Abadi talking TO his Parliament, urging them to adopt their budget.

When I initially started down this line of reasoning, I had no idea international sentiment was as tough as it appears to be. WOW!!

The UN, IMF and WB all appear to want to support Iraq in the worst way – but it also very much appears there are results that are yet required.

P.S. This might also explain this very direct, “hands on” push by Abadi to get the budget done.

We wait and watch.

 Al-Alusi: Donor countries will not pay one dirham to a corrupt government

Special Mawazine News – Parliamentarian Mithal al-Alusi said on Tuesday that donor countries would not pay one dirham to a government accused of corruption.

“The donor countries can not be assured of their support at the donor conference to be held in Kuwait next month,” Alusi told Mawazine News.

“Those countries will not give Iraq a single dirham, because the government and the conservatives are accused of corruption,” he said.

“The states have informed the Iraqi government and politicians (we will not give you money because you are not trustworthy),” Alusi said.

The government has earlier announced efforts to coordinate with the Kuwaiti government to invite more than 70 countries to the donors conference scheduled to be held in Kuwait in February.

I have been talking the last however long about what Abadi needs to do along the lines of a real fight against corruption and why. Then I came out and did a fairly long dissertation on the matter. Some people didn’t like what I had to say… I only call it the way I see it. 

Then this came out today…

But they don’t and then complain about it. We’re not going to: “give a signal to US companies that Iraq is open for business.”It’s not true, Iraq still has some heavy lifting to do before the country is open for outside investment. Property rights, business ownership, the currency, the banks and the economy are not attractive to US investment on a large scale if it doesn’t pertain to oil, it’s just too risky. Your move Abadi.

G-Lin (Dinar Guru) –   Article:  “CBI Signature of the deposit guarantee company”   Quote:  “In accordance with the duties of the Central Bank of Iraq provided for in its law and in order to ensure the stability of the banking sector and increase confidence in it, “the contract of establishment of the bank deposit guarantee company was signed with the founding body“.   This is CBI taking action on a law that was already in place. I have to assume that by the signing of this Doc between the banks and the company providing the insurance for the deposits, this was implemented today. Very much like our FDIC. This is huge news. Investors and the public will now feel safer with their money in the banks. Iraq needed to do this before the Kuwait extravaganza and also it will pull that mattress money out of hiding.

Al-Abbadi returned disappointed with Davos after hearing harsh words

LONDON (Reuters) – Prime Minister Haider al-Abadi has returned disappointed after hearing harsh words from donors and presumed investors when he offered to help Iraq, the London-based Arabic newspaper Al-Arab reported on Monday.

The newspaper said today that Abadi faces a great challenge in persuading foreign donors and investors to work in Iraq in light of the spread of corruption and lack of political and economic guarantees.

Abadi seeks to provide international funding in two directions, the first in the form of grants and international grants, and is directed towards the reconstruction of basic infrastructure in the liberated areas, and the second in the form of investment opportunities, to establish residential, commercial and recreational projects.

The newspaper said that ‘leaks from the hall of the Davos conference, held in Switzerland recently, indicated that Abadi’ heard harsh words, from donors and investors presumed, when he offered them assistance to Iraq ‘.

She added that donors are afraid to waste their money in the reconstruction and investment assumed, in a country competing at the top of the list of failed states, because of the spread of corruption.

State institutions suffer from a severe bureaucracy, and administrative transactions can only be accomplished by paying bribes to corrupt officials who control the decision.

Many of the special grade employees in the Iraqi government belong to political parties, with whom they share the commissions they provide.

Despite many legislative reforms introduced by Iraq on investment laws, the legal environment appears hostile to foreign investment, observers say.

They say that many legal contracts are still being put in the way of foreign investors contemplating coming to Iraq, with the aim of forcing them to pay commissions to facilitate their contracts. Sometimes commissions are about half of the expected profits. According to the newspaper.

“It has become widely known that Baghdad’s reputation does not encourage investors to venture with their money in a country that is still classified as the most dangerous country in the world. And there are those who firmly believe that the donations will not go for the reconstruction of cities destroyed by the war on the Dahesh, in light of the dominance of armed parties and organizations on the street and a large part of the joints of the state.

She explained that in the absence of confidence in the Iraqi government, the figures put forward by that government seems a kind of imagination that will not strengthen the global investment market to turn it into reality. The convening of the donor conference in Kuwait may seem a bad message to some Kuwaitis who still insist on not canceling the remaining compensation. Which will be an additional obstacle to dealing with investors and donors with Iraqi demands.

Economic and financial experts do not expect the conference to produce miraculous results and miracles in light of the inability of the Iraqi government to provide realistic guarantees to those seeking to help Iraq, making hopes on the conference closer to dreams.

Abadi is betting on persuading the international community to provide a fair portion of the funds Iraq needs. But first he needs to gain his trust. International donors are expected to meet on February 12-14 in Kuwait to discuss opportunities to help Iraq.

Baghdad is counting on this conference to launch a massive reconstruction campaign in the country, drawing on a series of pledges and actions it will take to convince donors to provide their money.

Ebadi’s Baghdad office seems confident of its ability to convince donors at the Kuwait conference, but diplomatic sources say the Iraqi government does not have enough arguments to gain the confidence of foreign capitalists. In devastated provinces such as Nineveh and Anbar, the work of foreign companies appears to be a source of political competition amid the chaos that prevailed there after the liberation. The newspaper reported.

Mosul, Nineveh, and Ramadi, the center of Anbar, have suffered extensive damage to the infrastructure and homes of residents, turning into two large fronts during the war against an oppressive organization. Political unrest prevails, and their administration is competing for power, most of whom are accused of corruption.

Diplomats say donors and investors may choose to channel limited funding to specific projects in Iraq to test the possibility of success. Anbar province appears to be a candidate for this experiment.

Anbar is bordered by three countries – Syria, Jordan and Saudi Arabia – which makes it easy for companies to access.

The Iraqi government believes that the international community will help it provide a normal living environment, prevent the emergence of violent extremism linked to authoritarian policies involving previous governments and characterized by poor distribution of wealth.

Iraq has suffered a large deficit in its financial budget, forcing the country to undergo austerity measures during the past three years, which also witnessed the control of an organization on a large part of its territory. Iraq was unable to recover its territory, except by spending billions of dollars on military operations, which subsequently destroyed entire cities.

Iraq was forced to seek international loans, constrained government spending on difficult terms, and raised fuel prices, which the state subsidizes production.

According to Iraqi estimates, the country needs about $ 100 billion to fund large-scale reconstruction, in areas that have been restored from a hasty organization.

Corruption is the most dangerous obstacle against Iraq’s development. As the country enjoys many natural resources like minerals and oil, the international community is concerned with Iraq’s high level of corruption.

Corruption in Iraq has caused severe poverty in Iraq, which led to civil and sectarian strife that caused the extreme damages to the country’s infrastructure.

Shia parties lead corruption

After the US invasion to Iraq in 2003, Shia parties seized all the important posts in the government and led a widespread corruption campaign, which analysts assert that Iraq’s losses have reached over 1,000 billion dollars during the last ten years.

The most prominent entity that led this campaign was the ruling Dawa party, led by the former prime minister Nouri al-Maliki, who was described by experts as the “Godfather of Corruption” as he is implicit in numerous corruption, graft and embezzlement cases.

Recently, the Iraqi Prime Minister Haider al-Abadi launched a campaign against corruption in Iraq, but analysts told The Baghdad Post that until now Abadi didn’t dare to press any charges against Maliki.

They added that as Abadi’s popularity increased after the victory against ISIS, the prime minister seeks to increase his popularity ahead of the elections by pretending to fight corruption, describing this campaign as an “electoral propaganda”.

Politicians are also skeptical from Abadi’s actions, after Abadi extradited the former trade minister Abdul Falah al-Sudany from Lebanon after cooperating with the Interpol, and the son of the Luai al-Yasiri the governor of Najaf in a drug trafficking case.

They fear that these actions are just a show ahead of the elections and the Iraq’s reconstruction conference that will be held in Kuwait in February. His actions just aim at ensuring investors that their donations and investments won’t be embezzled by corrupt officials and politicians.

The Iraqi people wish to see the anti-corruption slogans practiced on the ground, away from the occasion of elections or the upcoming Kuwait conference, and away from personal and electoral gains to include all corrupt politicians no matter how strong or influential they are.

Analysts say, during his tenure from 2006 to 2014, Maliki accumulated power and influence that surpassed the incumbent Abadi, stressing that this is the reason why the PM can’t hold him accountable for his crimes that led to the bankruptcy of Iraq after his embezzlement of Iraq’s oil profits and the country’s destruction in the war against ISIS.

They added that If Abadi is serious in his war against corruption then he must begin with Maliki and his henchmen.

Assault on Sistani’s representative unveils rejection of marja’iyya’s practices

In a sign of simmering anger within the Iraqi society and rejection of the Shia marja’iyya’s practices, the official representative of Grand Ayatollah Ali al-Sistani in Iraq, Sheikh Abdul Mahdi al-Karbalai, was assaulted during Friday sermon in Karbala.

According to observers, although Iraqis renounce violence and terrorism, assaulting al-Karbalai bears messages that should not be ignored, the first of which is that Iraqis have had enough of the Shia clerical establishment, which owes allegiance to Iran.

Iraqis, both Shias and Sunnis, are no longer believing in the Shia marja’iyya’s fatwas and policies, they noted.

Iraqis got tired of the marja’iyya’s fatwas, which only serve Shia militias and Iran’s interests not Iraq’s, they further stated.

Assaulting Karbalai is an implicit message sent by Iraqis to Sistani himself to change his loyalty and issue fatwas that serves the interest of Iraqis not Tehran, they added.

Karbalai survived an assassination attempt during Friday sermon in Karbala.

In a video obtained by the Baghdad Post, Karbalai appeared terrified to death after being attacked while addressing the Shia worshipers in Karbala.

According to insiders, the assailant is a Shia Iraqi who opposes the presence of marja’ in Iraq.

Most of Shias in Iraq are blaming Sistani for issuing fatwa of jihad against ISIS, which led to the formation of the Iranian Militias in Iraq and Syria (IMIS), the militias that have committed heinous and sectarian crimes against Sunnis and Kurds, analysts said.

Sistani issued fatwa for fighting ISIS in 2014 following the terrorist group’s takeover of large swathes of Iraq. But his call to arms has led to the formation of IMIS. The Shia cleric’s fatwa has backfired as it caused destruction and bloodshed at the hands of IMIS terrorists.

Commenting on the incident, former prime minister Nouri al-Maliki said that assaulting the representative of Sistani is “unprecedented.”

The incident has revealed a doctrinal deviation supported by suspect parties that recruit ignorant people as tools to achieve their malicious goals, Maliki wrote on Twitter.

Karbala governor Aqeel al-Tarihi denounced the assault on Karbalai, accusing “deviant groups” of attacking the representative of Sistani.

The assault on Sistani’s representative is not a criminal incident masterminded by deviant parties as Maliki claims, analysts told The Baghdad Post.

It is an underlying message sent by Iraqis to the corrupt Shia clerical establishment so that it alters the sectarian course it undertakes, they added.

BGG ~ This has the feel of an “anti-Shia hardliner” under current. This is organic. It falls right in line with the protests in Iran and is regional in nature. NOT BORDER SPECIFIC. These are the same CATS that have been the social and religious arm of Maliki and his secular THUGS.

As an additional side note – these guys think it will always be a neat, clean, ideological contest. Not so – the Kurds, Sunnis and many others have now been at war for several years. The fear of direct conflict has worn off. These Shia DO-DO birds can’t keep lighting political fires (for their own political gains) and not eventually get burned.

Q: I read somewhere where they are expecting somewhere around 100 in MPs to lose their job come elections because of corruption. Do you think the RV might happen after May because of this reason?

A: BGG ~

1) I highly doubt MP’s lose their jobs at election time DUE TO corruption. That’s not how it works over there (or here for that matter). They will lose their jobs once there is a real, sustained push back against corruption in the Iraqi judiciary. It is unlikely voters will simply vote them out – or that they won’t be allowed to run.

2) This community – the Dinar community, has a bad habit of connecting every trend, article or piece of news directly to monetary reform (an RV, in other words). It doesn’t have to be so. We should be a little more observant and a little slower to make that LEAP in assumption.

None of the items regularly discussed “have to be” dependent on one another. All can happen at any time, together, in parallel, before or after. Nothing has been published or alluded to that says “it has to happen this way or that…”.

If (and I am hopeful it won’t) this goes past the elections, it’s likely for a whole host of other reasons.

mike (Dinar Guru) –  Article:  “Associated Press: Donor countries will ask Iraq guarantees not to go to corrupt money”   Quote:  “Iraq hopes to get billions of dollars during the donors’ conference to be held next month to finance reconstruction after the war in charge against al-Daesh campaign, but many fear rampant corruption in the country, which would undermine the this appeal.”   …Iraq has already been through this, in 2003 billions of dollars were needed and instead of it going towards infrastructure, it went into the corrupt politicians pockets, which is the point of the article. Corruption will be the main deterrent to investment in Iraq, it’s not a level playing field and there’s no open market economy. In the end, it’s just my opinion, we’ll wait and see what happens after the conference.

I think it may give them permanent immunity. However, this may not effect ICC. Not sure. Corruption is the most dangerous obstacle against Iraq’s development. As the country enjoys many natural resources like minerals and oil, the international community is concerned with Iraq’s high level of corruption.

Corruption in Iraq has caused severe poverty in Iraq, which led to civil and sectarian strife that caused the extreme damages to the country’s infrastructure.

Shia parties lead corruption

After the US invasion to Iraq in 2003, Shia parties seized all the important posts in the government and led a widespread corruption campaign, which analysts assert that Iraq’s losses have reached over 1,000 billion dollars during the last ten years.

The most prominent entity that led this campaign was the ruling Dawa party, led by the former prime minister Nouri al-Maliki, who was described by experts as the “Godfather of Corruption” as he is implicit in numerous corruption, graft and embezzlement cases.

Recently, the Iraqi Prime Minister Haider al-Abadi launched a campaign against corruption in Iraq, but analysts told The Baghdad Post that until now Abadi didn’t dare to press any charges against Maliki.

They added that as Abadi’s popularity increased after the victory against ISIS, the prime minister seeks to increase his popularity ahead of the elections by pretending to fight corruption, describing this campaign as an “electoral propaganda”.

Politicians are also skeptical from Abadi’s actions, after Abadi extradited the former trade minister Abdul Falah al-Sudany from Lebanon after cooperating with the Interpol, and the son of the Luai al-Yasiri the governor of Najaf in a drug trafficking case.

They fear that these actions are just a show ahead of the elections and the Iraq’s reconstruction conference that will be held in Kuwait in February. His actions just aim at ensuring investors that their donations and investments won’t be embezzled by corrupt officials and politicians.

The Iraqi people wish to see the anti-corruption slogans practiced on the ground, away from the occasion of elections or the upcoming Kuwait conference, and away from personal and electoral gains to include all corrupt politicians no matter how strong or influential they are.

Analysts say, during his tenure from 2006 to 2014, Maliki accumulated power and influence that surpassed the incumbent Abadi, stressing that this is the reason why the PM can’t hold him accountable for his crimes that led to the bankruptcy of Iraq after his embezzlement of Iraq’s oil profits and the country’s destruction in the war against ISIS.

They added that If Abadi is serious in his war against corruption then he must begin with Maliki and his henchmen.

BGG ~ When I first started hearing these reports out of Baghdad about this grand “war on corruption” Abadi has planned I was hopeful. I still am. However, there is much to consider. Far more than meets the eye. 

This push has been going on since before the end of the fight for Mosul. Abadi started laying out his agenda then. However, one article from last week caused me a little concern, it mentioned Abadi might wait until after the elections to go after “the whales of corruption” (or something along those lines) so it didn’t look like he was doing it for “electoral purposes”. This troubles me some. It seems like a tidy excuse.

The opinion article we lead with today somewhat seeks to goad him into this fight. It might even be hitting on a key point – “Is this all for show”? As in, “election cycle propaganda”. One question I have long had is, “why has it taken this long”? This is a fair point, I think. If Maliki is as corrupt as he is rumored to be, evidence cannot be in short supply.

On the other hand, aside from evidence, we have another interesting perspective… The article from today was posted by The Baghdad Post. This is a typically Shia region, posting typically Shia sympathetic opinions, by those often referred to as “Baghdadis”, or people from the city area… of whom Abadi is one. For them to be this brazen in their refute of Maliki seems fairly brave. There appears to be a significant Shia faction not wanting to go back to the “Dark age of Maliki”. Further, they refer to him as the “Godfather of corruption”. This is a rather brash description of a still, very dangerous figure.

I am hoping the hold-up isn’t that for Abadi to prosecute Malik he will have to implicate himself. In typical Iraqi fashion, there is just no telling which of these characters has been (or still are) “at the trough” of corruption.

The revelation that Barzani and Maliki had some hinky back-door deal splitting the smuggled oil profits initially seemed so far-fetched, but based on recent revelations, makes more and more sense. In retrospect, Maliki stood a near ZERO percent chance of being removed via a vote of “no confidence”. I wonder if Talibani wasn’t forced into his position by his adversarial position in the KRG on the other side of Barzani in the region. In essence – it wouldn’t really matter what he did or said, with Barzani backing Maliki, he would lose either way. Then he went to a “tea meeting” with Maliki. We all know how that worked out for him.

In any case, with the somewhat tepid response Abadi got from world financial leaders at Davos, he may have to reconsider his previous positions on the timing for prosecuting the major corruption players in Iraqi. The world isn’t messing around. They have pledged their support. They want to bring Iraq fully into the world market “fold”. However, they don’t appear fooled by rhetoric, nor do I imagine they interested in allowing a thug like Maliki any further hand in damaging world affairs. Abadi needs to continue producing results.

We wait and watch.

Assault on Sistani’s representative unveils rejection of marja’iyya’s practices

In a sign of simmering anger within the Iraqi society and rejection of the Shia marja’iyya’s practices, the official representative of Grand Ayatollah Ali al-Sistani in Iraq, Sheikh Abdul Mahdi al-Karbalai, was assaulted during Friday sermon in Karbala.

According to observers, although Iraqis renounce violence and terrorism, assaulting al-Karbalai bears messages that should not be ignored, the first of which is that Iraqis have had enough of the Shia clerical establishment, which owes allegiance to Iran.

Iraqis, both Shias and Sunnis, are no longer believing in the Shia marja’iyya’s fatwas and policies, they noted.

Iraqis got tired of the marja’iyya’s fatwas, which only serve Shia militias and Iran’s interests not Iraq’s, they further stated.

Assaulting Karbalai is an implicit message sent by Iraqis to Sistani himself to change his loyalty and issue fatwas that serves the interest of Iraqis not Tehran, they added.

Karbalai survived an assassination attempt during Friday sermon in Karbala.

In a video obtained by the Baghdad Post, Karbalai appeared terrified to death after being attacked while addressing the Shia worshipers in Karbala.

According to insiders, the assailant is a Shia Iraqi who opposes the presence of marja’ in Iraq.

Most of Shias in Iraq are blaming Sistani for issuing fatwa of jihad against ISIS, which led to the formation of the Iranian Militias in Iraq and Syria (IMIS), the militias that have committed heinous and sectarian crimes against Sunnis and Kurds, analysts said.

Sistani issued fatwa for fighting ISIS in 2014 following the terrorist group’s takeover of large swathes of Iraq. But his call to arms has led to the formation of IMIS. The Shia cleric’s fatwa has backfired as it caused destruction and bloodshed at the hands of IMIS terrorists.

Commenting on the incident, former prime minister Nouri al-Maliki said that assaulting the representative of Sistani is “unprecedented.”

The incident has revealed a doctrinal deviation supported by suspect parties that recruit ignorant people as tools to achieve their malicious goals, Maliki wrote on Twitter.

Karbala governor Aqeel al-Tarihi denounced the assault on Karbalai, accusing “deviant groups” of attacking the representative of Sistani.

The assault on Sistani’s representative is not a criminal incident masterminded by deviant parties as Maliki claims, analysts told The Baghdad Post.

It is an underlying message sent by Iraqis to the corrupt Shia clerical establishment so that it alters the sectarian course it undertakes, they added.

BGG ~ This has the feel of an “anti-Shia hardliner” under current. This is organic. It falls right in line with the protests in Iran and is regional in nature. NOT BORDER SPECIFIC. These are the same CATS that have been the social and religious arm of Maliki and his secular THUGS.

As an additional side note – these guys think it will always be a neat, clean, ideological contest. Not so – the Kurds, Sunnis and many others have now been at war for several years. The fear of direct conflict has worn off. These Shia DO-DO birds can’t keep lighting political fires (for their own political gains) and not eventually get burned.

 Al-Alusi: Donor countries will not pay one dirham to a corrupt government

Special Mawazine News – Parliamentarian Mithal al-Alusi said on Tuesday that donor countries would not pay one dirham to a government accused of corruption.

“The donor countries can not be assured of their support at the donor conference to be held in Kuwait next month,” Alusi told Mawazine News.

“Those countries will not give Iraq a single dirham, because the government and the conservatives are accused of corruption,” he said.

“The states have informed the Iraqi government and politicians (we will not give you money because you are not trustworthy),” Alusi said.

The government has earlier announced efforts to coordinate with the Kuwaiti government to invite more than 70 countries to the donors conference scheduled to be held in Kuwait in February.

I have been talking the last however long about what Abadi needs to do along the lines of a real fight against corruption and why. Then I came out and did a fairly long dissertation on the matter. Some people didn’t like what I had to say… I only call it the way I see it. 

Then this came out today…

This might explain the less-than-luke-warm response Abadi got while at Davos.

LONDON (Reuters) – Prime Minister Haider al-Abadi has returned disappointed after hearing harsh words from donors and presumed investors when he offered to help Iraq, the London-based Arabic newspaper Al-Arab reported on Monday.

The newspaper said today that Abadi faces a great challenge in persuading foreign donors and investors to work in Iraq in light of the spread of corruption and lack of political and economic guarantees.

Abadi seeks to provide international funding in two directions, the first in the form of grants and international grants, and is directed towards the reconstruction of basic infrastructure in the liberated areas, and the second in the form of investment opportunities, to establish residential, commercial and recreational projects.

The newspaper said that ‘leaks from the hall of the Davos conference, held in Switzerland recently, indicated that Abadi’ heard harsh words, from donors and investors presumed, when he offered them assistance to Iraq ‘.

She added that donors are afraid to waste their money in the reconstruction and investment assumed, in a country competing at the top of the list of failed states, because of the spread of corruption.

State institutions suffer from a severe bureaucracy, and administrative transactions can only be accomplished by paying bribes to corrupt officials who control the decision.

Many of the special grade employees in the Iraqi government belong to political parties, with whom they share the commissions they provide.

Despite many legislative reforms introduced by Iraq on investment laws, the legal environment appears hostile to foreign investment, observers say.

They say that many legal contracts are still being put in the way of foreign investors contemplating coming to Iraq, with the aim of forcing them to pay commissions to facilitate their contracts. Sometimes commissions are about half of the expected profits. According to the newspaper.

“It has become widely known that Baghdad’s reputation does not encourage investors to venture with their money in a country that is still classified as the most dangerous country in the world. And there are those who firmly believe that the donations will not go for the reconstruction of cities destroyed by the war on the Dahesh, in light of the dominance of armed parties and organizations on the street and a large part of the joints of the state.

She explained that in the absence of confidence in the Iraqi government, the figures put forward by that government seems a kind of imagination that will not strengthen the global investment market to turn it into reality. The convening of the donor conference in Kuwait may seem a bad message to some Kuwaitis who still insist on not canceling the remaining compensation. Which will be an additional obstacle to dealing with investors and donors with Iraqi demands.

Economic and financial experts do not expect the conference to produce miraculous results and miracles in light of the inability of the Iraqi government to provide realistic guarantees to those seeking to help Iraq, making hopes on the conference closer to dreams.

Abadi is betting on persuading the international community to provide a fair portion of the funds Iraq needs. But first he needs to gain his trust. International donors are expected to meet on February 12-14 in Kuwait to discuss opportunities to help Iraq.

mike (Dinar Guru) –  Article:  “Associated Press: Donor countries will ask Iraq guarantees not to go to corrupt money”   Quote:  “Iraq hopes to get billions of dollars during the donors’ conference to be held next month to finance reconstruction after the war in charge against al-Daesh campaign, but many fear rampant corruption in the country, which would undermine the this appeal.”   …Iraq has already been through this, in 2003 billions of dollars were needed and instead of it going towards infrastructure, it went into the corrupt politicians pockets, which is the point of the article. Corruption will be the main deterrent to investment in Iraq, it’s not a level playing field and there’s no open market economy. In the end, it’s just my opinion, we’ll wait and see what happens after the conference.

They fear that these actions are just a show ahead of the elections and the Iraq’s reconstruction conference that will be held in Kuwait in February. His actions just aim at ensuring investors that their donations and investments won’t be embezzled by corrupt officials and politicians.

The Iraqi people wish to see the anti-corruption slogans practiced on the ground, away from the occasion of elections or the upcoming Kuwait conference, and away from personal and electoral gains to include all corrupt politicians no matter how strong or influential they are.

Analysts say, during his tenure from 2006 to 2014, Maliki accumulated power and influence that surpassed the incumbent Abadi, stressing that this is the reason why the PM can’t hold him accountable for his crimes that led to the bankruptcy of Iraq after his embezzlement of Iraq’s oil profits and the country’s destruction in the war against ISIS.

They added that If Abadi is serious in his war against corruption then he must begin with Maliki and his henchmen.

For them to be this brazen in their refute of Maliki seems fairly brave. There appears to be a significant Shia faction not wanting to go back to the “Dark age of Maliki”. Further, they refer to him as the “Godfather of corruption”. This is a rather brash description of a still, very dangerous figure.

I am hoping the hold-up isn’t that for Abadi to prosecute Malik he will have to implicate himself. In typical Iraqi fashion, there is just no telling which of these characters has been (or still are) “at the trough” of corruption.

The revelation that Barzani and Maliki had some hinky back-door deal splitting the smuggled oil profits initially seemed so far-fetched, but based on recent revelations, makes more and more sense. In retrospect, Maliki stood a near ZERO percent chance of being removed via a vote of “no confidence”. I wonder if Talibani wasn’t forced into his position by his adversarial position in the KRG on the other side of Barzani in the region. In essence – it wouldn’t really matter what he did or said, with Barzani backing Maliki, he would lose either way. Then he went to a “tea meeting” with Maliki. We all know how that worked out for him.

In any case, with the somewhat tepid response Abadi got from world financial leaders at Davos, he may have to reconsider his previous positions on the timing for prosecuting the major corruption players in Iraqi. The world isn’t messing around. They have pledged their support. They want to bring Iraq fully into the world market “fold”. However, they don’t appear fooled by rhetoric, nor do I imagine they interested in allowing a thug like Maliki any further hand in damaging world affairs. Abadi needs to continue producing results.

We wait and watch.

BGG ~ I am a little curious as to what the bill is that is pictured in this last shot? I have looked around some and can’t seem to come up with an ID on it.

(Update: according to Yahoo images, the note in question appears to be a 1947 1 Dinar note with King Faisal II on it. Probably some commemorative ceremony. Still very interesting.)

Abadi’s war against corruption must begin with Maliki and his henchmen

Corruption is the most dangerous obstacle against Iraq’s development. As the country enjoys many natural resources like minerals and oil, the international community is concerned with Iraq’s high level of corruption.

Corruption in Iraq has caused severe poverty in Iraq, which led to civil and sectarian strife that caused the extreme damages to the country’s infrastructure.

Shia parties lead corruption

After the US invasion to Iraq in 2003, Shia parties seized all the important posts in the government and led a widespread corruption campaign, which analysts assert that Iraq’s losses have reached over 1,000 billion dollars during the last ten years.

mike (Dinar Guru) –  Article:  “Associated Press: Donor countries will ask Iraq guarantees not to go to corrupt money”   Quote:  “Iraq hopes to get billions of dollars during the donors’ conference to be held next month to finance reconstruction after the war in charge against al-Daesh campaign, but many fear rampant corruption in the country, which would undermine the this appeal.”   …Iraq has already been through this, in 2003 billions of dollars were needed and instead of it going towards infrastructure, it went into the corrupt politicians pockets, which is the point of the article. Corruption will be the main deterrent to investment in Iraq, it’s not a level playing field and there’s no open market economy. In the end, it’s just my opinion, we’ll wait and see what happens after the conference.

I think it may give them permanent immunity. However, this may not effect ICC. Not sure. Abadi: They are on the process of rising the Iraqi economy and create jobs

Baghdad / Sky Press – Prime Minister Dr. Haidar al-Abadi said on his Facebook page, “They are coming to a process of rising the Iraqi economy and creating job opportunities.” He stressed that Iraq has become a great success story during a meeting in Davos with heads of the world’s largest investment companies and major investors in various fields to rally support for Iraq. Before the reconstruction conference in Kuwait.

A statement issued by the Prime Minister’s Office of Information, received by “Sky Press” today, that Abadi, during a meeting with the heads of the largest international investment companies and senior investors on the sidelines of the Forum “Davos” economic, Iraq’s vision for the future to develop all sectors and opportunities for large investment after the victory on the daisy, Indicating the importance of focusing on the reconstruction and stability of Iraq.

He explained that “Iraq has become a great success story achieved thanks to the unity of Iraqis, and we are on the way to the process of rising in the Iraqi economy and create jobs.”

Abadi arrived in Switzerland yesterday to participate in the economic forum “Davos” and to mobilize support for Iraq ahead of the reconstruction conference in Kuwait.

BGG ~ FYI – Abadi has been the best thing that’s happened to Iraq in the last 2 decades. Is he perfect? No. Are they on track? More than you know. So relax.

From a different translation (same article)… Abadi: “…we are in the process of raising the Iraqi economy and create(ing) jobs…”

What exactly is this process he is speaking of? Does it include monetary and currency reform? I don’t see how it cannot – especially with the clear re-engagement of Iraq with the world markets.

With any luck Abadi will get a lot of credit for their peace and prosperity – Maliki and Barzani will get shut out on May 12th.

Kaperoni (Dinar Guru) –   Article:  “Strengthen international confidence in Iraq’s economic capabilities”   IMO, there is no external confidence in Iraq’s banking system until the CBI is in Article VIII and dinar transactions are accepted worldwide through the global banking system. They can talk about all they want, but I don’t think investors will come if they cannot get there profits out of Iraq.  Iraq needs to understand this and begin currency reform.

BGG ~ Here are a few obvious points…

1) I find it a little curious all this recent “float vs. no-float” talk in the marketplace lately.

2) Dated today, the CBI decides to put a “how to spot fake currency” memo…

3) Did anyone happen to notice the last 3 notes? I had to go back to my currency and dig out these notes to figure out what they were. That is a 1k, a 500 Dinar and a 250 Dinar note.

WHY IN THE WORLD WOULD THE CBI BOTHER TELLING ANYONE HOW TO SPOT A FAKE 1K, 500 Dinar and 250 Dinar note?? The 1k is worth less than $1 right now… the 500 is about .50 and the 250 is not even worth a quarter!!

Abadi Gives Corrupt Individuals Two Options: Return Money or Face Prison

Iraqi Prime Minister Haider al-Abadi has waged a fierce battle against corrupt officials, giving them two options: handing out the funds or face prison.

During his weekly press conference on Tuesday, Abadi said the corrupt had to either hand out the stolen money – and maybe get an amnesty – or lose their money and spend the rest of their lives in prison. He said his warning was similar to the government’s action against ISIS in terms of asking the militants to surrender or die.

Local sources clarified that Abadi was hinting to a prominent businessman and contractor who gained dozens of investment and service projects via his contacts during the term of Nouri al-Maliki between 2006-2014.

Abadi has been stressing in the past months on “fighting corruption” as his next step after defeating ISIS.

Islamic Dawa Party, in a statement, revealed that party member Salah Abdel Razek was investigated and found guilty of corruption.

“I tendered my resignation before the secretary general of Islamic Dawa Party Nouri al-Maliki due to the delicate situation of the party as well as personal reasons. I pledge to remain loyal to Maliki’s patriotic approach,” wrote Abdel Razek.

Islamic Dawa Party sources told Asharq Al-Awsat that the decision to sack Abdel Razek preceded his resignation statement.

The sources asserted that the party is seeking to abolish corruption ahead of elections expected in May, signaling that the party intends to sack and hold accountable a number of members who occupy critical positions in Iraq.

Dawa Party’s experience in the authority has severely impacted its reputation and led to frustration among the people, given that it keeps its grip over the highest executive authority in the country, meaning the premiership.

The person talking here is the director of the Rafidain Bank in Dhi Qar – Hussein Abbadi.

First off, I think this translation or reference to “inflation” is really talking about the size of the denominations and the value of the currency, not the actual inflationary index as many people assume. That would be a pretty long contextual leap. This is referring to the currency in a more direct sense.

He’s talking about the size of the notes and the value – IMHO.

Which, when taken in combination with the recent events – for instance, Rafidain offering this “wonderful ATM service” just lately, at least piques my interest.

Am I saying the ATM’s are loaded with lower denoms? No. They didn’t say that.

Am I saying A + B = C?? No. They didn’t say that either.

I am merely pointing out – in 2014, Rafidain laid out conditions for ATM services.

Here we are with a campaign to introduce this “miraculous ATM service”. Couple this with a very direct push to eliminate the CBI auctions… perfect STORM??

I do not know – but I am SO INTERESTED in watching this unfold.

Analysts say, during his tenure from 2006 to 2014, Maliki accumulated power and influence that surpassed the incumbent Abadi, stressing that this is the reason why the PM can’t hold him accountable for his crimes that led to the bankruptcy of Iraq after his embezzlement of Iraq’s oil profits and the country’s destruction in the war against ISIS.

They added that If Abadi is serious in his war against corruption then he must begin with Maliki and his henchmen.

BGG ~ When I first started hearing these reports out of Baghdad about this grand “war on corruption” Abadi has planned I was hopeful. I still am. However, there is much to consider. Far more than meets the eye. 

This push has been going on since before the end of the fight for Mosul. Abadi started laying out his agenda then. However, one article from last week caused me a little concern, it mentioned Abadi might wait until after the elections to go after “the whales of corruption” (or something along those lines) so it didn’t look like he was doing it for “electoral purposes”. This troubles me some. It seems like a tidy excuse.

The opinion article we lead with today somewhat seeks to goad him into this fight. It might even be hitting on a key point – “Is this all for show”? As in, “election cycle propaganda”. One question I have long had is, “why has it taken this long”? This is a fair point, I think. If Maliki is as corrupt as he is rumored to be, evidence cannot be in short supply.

On the other hand, aside from evidence, we have another interesting perspective… The article from today was posted by The Baghdad Post. This is a typically Shia region, posting typically Shia sympathetic opinions, by those often referred to as “Baghdadis”, or people from the city area… of whom Abadi is one. For them to be this brazen in their refute of Maliki seems fairly brave. There appears to be a significant Shia faction not wanting to go back to the “Dark age of Maliki”. Further, they refer to him as the “Godfather of corruption”. This is a rather brash description of a still, very dangerous figure.

I am hoping the hold-up isn’t that for Abadi to prosecute Malik he will have to implicate himself. In typical Iraqi fashion, there is just no telling which of these characters has been (or still are) “at the trough” of corruption.

The revelation that Barzani and Maliki had some hinky back-door deal splitting the smuggled oil profits initially seemed so far-fetched, but based on recent revelations, makes more and more sense. In retrospect, Maliki stood a near ZERO percent chance of being removed via a vote of “no confidence”. I wonder if Talibani wasn’t forced into his position by his adversarial position in the KRG on the other side of Barzani in the region. In essence – it wouldn’t really matter what he did or said, with Barzani backing Maliki, he would lose either way. Then he went to a “tea meeting” with Maliki. We all know how that worked out for him.

In any case, with the somewhat tepid response Abadi got from world financial leaders at Davos, he may have to reconsider his previous positions on the timing for prosecuting the major corruption players in Iraqi. The world isn’t messing around. They have pledged their support. They want to bring Iraq fully into the world market “fold”. However, they don’t appear fooled by rhetoric, nor do I imagine they interested in allowing a thug like Maliki any further hand in damaging world affairs. Abadi needs to continue producing results.

We wait and watch.

mike (Dinar Guru) –  Article:  “Associated Press: Donor countries will ask Iraq guarantees not to go to corrupt money”   Quote:  “Iraq hopes to get billions of dollars during the donors’ conference to be held next month to finance reconstruction after the war in charge against al-Daesh campaign, but many fear rampant corruption in the country, which would undermine the this appeal.”   …Iraq has already been through this, in 2003 billions of dollars were needed and instead of it going towards infrastructure, it went into the corrupt politicians pockets, which is the point of the article. Corruption will be the main deterrent to investment in Iraq, it’s not a level playing field and there’s no open market economy. In the end, it’s just my opinion, we’ll wait and see what happens after the conference.

BGG ~ This is EXACTLY the case I have been laying out. Abadi is on a roll – but he needs to keep rolling!!

I think it may give them permanent immunity. However, this may not effect ICC. Not sure. I wouldn’t think there would be any protection from International Courts. BTW Tariq Harb is Maliki’s personal legal council.

A statement issued by the Prime Minister’s Office of Information, received by “Sky Press” today, that Abadi, during a meeting with the heads of the largest international investment companies and senior investors on the sidelines of the Forum “Davos” economic, Iraq’s vision for the future to develop all sectors and opportunities for large investment after the victory on the daisy, Indicating the importance of focusing on the reconstruction and stability of Iraq.

BGG ~ FYI – Abadi has been the best thing that’s happened to Iraq in the last 2 decades. Is he perfect? No. Are they on track? More than you know. So relax.

From a different translation (same article)… Abadi: “…we are in the process of raising the Iraqi economy and create(ing) jobs…”

What exactly is this process he is speaking of? Does it include monetary and currency reform? I don’t see how it cannot – especially with the clear re-engagement of Iraq with the world markets.

With any luck Abadi will get a lot of credit for their peace and prosperity – Maliki and Barzani will get shut out on May 12th.

BGG ~ Here are a few obvious points…

1) I find it a little curious all this recent “float vs. no-float” talk in the marketplace lately.

2) Dated today, the CBI decides to put a “how to spot fake currency” memo…

3) Did anyone happen to notice the last 3 notes? I had to go back to my currency and dig out these notes to figure out what they were. That is a 1k, a 500 Dinar and a 250 Dinar note.

WHY IN THE WORLD WOULD THE CBI BOTHER TELLING ANYONE HOW TO SPOT A FAKE 1K, 500 Dinar and 250 Dinar note?? The 1k is worth less than $1 right now… the 500 is about .50 and the 250 is not even worth a quarter!!

Abadi Gives Corrupt Individuals Two Options: Return Money or Face Prison

(Today’s FLASHBACK from November 2017)

Iraqi Prime Minister Haider al-Abadi has waged a fierce battle against corrupt officials, giving them two options: handing out the funds or face prison.

During his weekly press conference on Tuesday, Abadi said the corrupt had to either hand out the stolen money – and maybe get an amnesty – or lose their money and spend the rest of their lives in prison. He said his warning was similar to the government’s action against ISIS in terms of asking the militants to surrender or die.

Local sources clarified that Abadi was hinting to a prominent businessman and contractor who gained dozens of investment and service projects via his contacts during the term of Nouri al-Maliki between 2006-2014.

Abadi has been stressing in the past months on “fighting corruption” as his next step after defeating ISIS.

Islamic Dawa Party, in a statement, revealed that party member Salah Abdel Razek was investigated and found guilty of corruption.

“I tendered my resignation before the secretary general of Islamic Dawa Party Nouri al-Maliki due to the delicate situation of the party as well as personal reasons. I pledge to remain loyal to Maliki’s patriotic approach,” wrote Abdel Razek.

Islamic Dawa Party sources told Asharq Al-Awsat that the decision to sack Abdel Razek preceded his resignation statement.

The sources asserted that the party is seeking to abolish corruption ahead of elections expected in May, signaling that the party intends to sack and hold accountable a number of members who occupy critical positions in Iraq.

Dawa Party’s experience in the authority has severely impacted its reputation and led to frustration among the people, given that it keeps its grip over the highest executive authority in the country, meaning the premiership.

Rafidain Bank in Dhi Qar confirms that the introduction of ATM depends on the currency

The person talking here is the director of the Rafidain Bank in Dhi Qar – Hussein Abbadi.

First off, I think this translation or reference to “inflation” is really talking about the size of the denominations and the value of the currency, not the actual inflationary index as many people assume. That would be a pretty long contextual leap. This is referring to the currency in a more direct sense.

He’s talking about the size of the notes and the value – IMHO.

Which, when taken in combination with the recent events – for instance, Rafidain offering this “wonderful ATM service” just lately, at least piques my interest.

Am I saying the ATM’s are loaded with lower denoms? No. They didn’t say that.

Am I saying A + B = C?? No. They didn’t say that either.

I am merely pointing out – in 2014, Rafidain laid out conditions for ATM services.

Here we are with a campaign to introduce this “miraculous ATM service”. Couple this with a very direct push to eliminate the CBI auctions… perfect STORM??

I do not know – but I am SO INTERESTED in watching this unfold.

And it seems Abadi is outnumbered. Time will time. This is NOT an example of a Democracy. I have been watching this develop ever since they amended the Amnesty Law. It doesn’t surprise me. However, regardless of the political developments we still continue to see economic reform.

BGG ~ PSA: The Amnesty Law was originally devised to cover past political affiliations that were deemed to be illegal. Whatever it is now, or believed to be now, is another story.

Abadi promises victory in the face of corrupt and calls for the acceleration of passing the budget

(Baghdad: al-Furat News) Prime Minister Haider al-Abbadi promised victory in the face of corrupt, while called on the House of Representatives to accelerate the passage of the budget.

“We congratulate the Iraqis on the victories that are being achieved and the security forces are still pursuing the terrorists everywhere in the country,” he said at the weekly press conference.

“The intelligence and security work is continuing unabated and we have full plans in this regard. We are safe for terrorists anywhere in Iraq and we will pursue those who train terrorist elements and provide them with money to send them to Iraq,” he said.

He pointed out that “the Iraqis had the pride in the elimination of gangs and called the terrorist and the battle was resolved.”

On the elections, Abadi stressed that “it is the duty of the government to ensure the safety of the elections,” calling for free and fair elections and that there is a popular turnout on them.

“Abadi said,” We made it clear that the parliamentary elections will be held according to the constitutional time and we are committed to it. The elections to continue to take over for a certain period, “pointing out that” the decision of the Federal Court and the vote of the House of Representatives closed the door to those who want to postpone the elections, ”

He said that” the corrupt candidate in the elections should not be voted on, and that enabling the displaced to participate in the elections is something Basic As there is no compulsion for displaced people to return to their areas. ”

“We are keen to provide jobs to inject additional money into the market to improve Iraq’s economy, and as we have achieved a victory called the” miracle “of terrorism, we will achieve a boom in well-being during a record period. We should open up to the countries in Davos or Iraq reconstruction conference in Kuwait, .

On the decisions of the Council of Ministers today, Abadi pointed out that “today’s session saw a lot of decisions and was voted on the draft law on graft and part of it [where you this}.”

He pointed out that “there is an imbalance in some of the legal system in Iraq, which hinders the regulatory bodies and the prosecution of corrupt,” calling on the House of Representatives to ratify the law, ”

Local sources clarified that Abadi was hinting to a prominent businessman and contractor who gained dozens of investment and service projects via his contacts during the term of Nouri al-Maliki between 2006-2014.

Abadi has been stressing in the past months on “fighting corruption” as his next step after defeating ISIS.

Islamic Dawa Party, in a statement, revealed that party member Salah Abdel Razek was investigated and found guilty of corruption.

“I tendered my resignation before the secretary general of Islamic Dawa Party Nouri al-Maliki due to the delicate situation of the party as well as personal reasons. I pledge to remain loyal to Maliki’s patriotic approach,” wrote Abdel Razek.

Islamic Dawa Party sources told Asharq Al-Awsat that the decision to sack Abdel Razek preceded his resignation statement.

The sources asserted that the party is seeking to abolish corruption ahead of elections expected in May, signaling that the party intends to sack and hold accountable a number of members who occupy critical positions in Iraq.

Dawa Party’s experience in the authority has severely impacted its reputation and led to frustration among the people, given that it keeps its grip over the highest executive authority in the country, meaning the premiership.

Rafidain Bank in Dhi Qar confirms that the introduction of ATM depends on the currency

Said the director of the Rafidain Bank in Dhi Qar Hussein Abbadi in a televised interview broadcast by the local Nasiriyah that the introduction of ATM in the markets and banks are subject to the implementation of the decision to delete zeros from the Iraqi currency, pointing out that the Iraqi currency suffers from large inflation at the present time.

The person talking here is the director of the Rafidain Bank in Dhi Qar – Hussein Abbadi.

First off, I think this translation or reference to “inflation” is really talking about the size of the denominations and the value of the currency, not the actual inflationary index as many people assume. That would be a pretty long contextual leap. This is referring to the currency in a more direct sense.

He’s talking about the size of the notes and the value – IMHO.

Which, when taken in combination with the recent events – for instance, Rafidain offering this “wonderful ATM service” just lately, at least piques my interest.

Am I saying the ATM’s are loaded with lower denoms? No. They didn’t say that.

Am I saying A + B = C?? No. They didn’t say that either.

I am merely pointing out – in 2014, Rafidain laid out conditions for ATM services.

Here we are with a campaign to introduce this “miraculous ATM service”. Couple this with a very direct push to eliminate the CBI auctions… perfect STORM??

I do not know – but I am SO INTERESTED in watching this unfold.

Baghdad / Sky Press – Prime Minister Dr. Haidar al-Abadi said on his Facebook page, “They are coming to a process of rising the Iraqi economy and creating job opportunities.” He stressed that Iraq has become a great success story during a meeting in Davos with heads of the world’s largest investment companies and major investors in various fields to rally support for Iraq. Before the reconstruction conference in Kuwait.

A statement issued by the Prime Minister’s Office of Information, received by “Sky Press” today, that Abadi, during a meeting with the heads of the largest international investment companies and senior investors on the sidelines of the Forum “Davos” economic, Iraq’s vision for the future to develop all sectors and opportunities for large investment after the victory on the daisy, Indicating the importance of focusing on the reconstruction and stability of Iraq.

BGG ~ FYI – Abadi has been the best thing that’s happened to Iraq in the last 2 decades. Is he perfect? No. Are they on track? More than you know. So relax.

From a different translation (same article)… Abadi: “…we are in the process of raising the Iraqi economy and create(ing) jobs…”

What exactly is this process he is speaking of? Does it include monetary and currency reform? I don’t see how it cannot – especially with the clear re-engagement of Iraq with the world markets.

With any luck Abadi will get a lot of credit for their peace and prosperity – Maliki and Barzani will get shut out on May 12th.

Abadi promises victory in the face of corrupt and calls for the acceleration of passing the budget

(Baghdad: al-Furat News) Prime Minister Haider al-Abbadi promised victory in the face of corrupt, while called on the House of Representatives to accelerate the passage of the budget.

“We congratulate the Iraqis on the victories that are being achieved and the security forces are still pursuing the terrorists everywhere in the country,” he said at the weekly press conference.

“The intelligence and security work is continuing unabated and we have full plans in this regard. We are safe for terrorists anywhere in Iraq and we will pursue those who train terrorist elements and provide them with money to send them to Iraq,” he said.

He pointed out that “the Iraqis had the pride in the elimination of gangs and called the terrorist and the battle was resolved.”

On the elections, Abadi stressed that “it is the duty of the government to ensure the safety of the elections,” calling for free and fair elections and that there is a popular turnout on them.

“Abadi said,” We made it clear that the parliamentary elections will be held according to the constitutional time and we are committed to it. The elections to continue to take over for a certain period, “pointing out that” the decision of the Federal Court and the vote of the House of Representatives closed the door to those who want to postpone the elections, ”

He said that” the corrupt candidate in the elections should not be voted on, and that enabling the displaced to participate in the elections is something Basic As there is no compulsion for displaced people to return to their areas. ”

BGG ~ Here are a few obvious points…

1) I find it a little curious all this recent “float vs. no-float” talk in the marketplace lately.

2) Dated today, the CBI decides to put a “how to spot fake currency” memo…

3) Did anyone happen to notice the last 3 notes? I had to go back to my currency and dig out these notes to figure out what they were. That is a 1k, a 500 Dinar and a 250 Dinar note.

WHY IN THE WORLD WOULD THE CBI BOTHER TELLING ANYONE HOW TO SPOT A FAKE 1K, 500 Dinar and 250 Dinar note?? The 1k is worth less than $1 right now… the 500 is about .50 and the 250 is not even worth a quarter!!

Abadi promises victory in the face of corrupt and calls for the acceleration of passing the budget

(Baghdad: al-Furat News) Prime Minister Haider al-Abbadi promised victory in the face of corrupt, while called on the House of Representatives to accelerate the passage of the budget.

“We congratulate the Iraqis on the victories that are being achieved and the security forces are still pursuing the terrorists everywhere in the country,” he said at the weekly press conference.

BGG ~ Here are a few obvious points…

1) I find it a little curious all this recent “float vs. no-float” talk in the marketplace lately.

2) Dated today, the CBI decides to put a “how to spot fake currency” memo…

3) Did anyone happen to notice the last 3 notes? I had to go back to my currency and dig out these notes to figure out what they were. That is a 1k, a 500 Dinar and a 250 Dinar note.

WHY IN THE WORLD WOULD THE CBI BOTHER TELLING ANYONE HOW TO SPOT A FAKE 1K, 500 Dinar and 250 Dinar note?? The 1k is worth less than $1 right now… the 500 is about .50 and the 250 is not even worth a quarter!!

Abadi Gives Corrupt Individuals Two Options: Return Money or Face Prison

(Today’s FLASHBACK from November 2017)

Iraqi Prime Minister Haider al-Abadi has waged a fierce battle against corrupt officials, giving them two options: handing out the funds or face prison.

During his weekly press conference on Tuesday, Abadi said the corrupt had to either hand out the stolen money – and maybe get an amnesty – or lose their money and spend the rest of their lives in prison. He said his warning was similar to the government’s action against ISIS in terms of asking the militants to surrender or die.

Local sources clarified that Abadi was hinting to a prominent businessman and contractor who gained dozens of investment and service projects via his contacts during the term of Nouri al-Maliki between 2006-2014.

Abadi has been stressing in the past months on “fighting corruption” as his next step after defeating ISIS.

Islamic Dawa Party, in a statement, revealed that party member Salah Abdel Razek was investigated and found guilty of corruption.

“I tendered my resignation before the secretary general of Islamic Dawa Party Nouri al-Maliki due to the delicate situation of the party as well as personal reasons. I pledge to remain loyal to Maliki’s patriotic approach,” wrote Abdel Razek.

Islamic Dawa Party sources told Asharq Al-Awsat that the decision to sack Abdel Razek preceded his resignation statement.

The sources asserted that the party is seeking to abolish corruption ahead of elections expected in May, signaling that the party intends to sack and hold accountable a number of members who occupy critical positions in Iraq.

Dawa Party’s experience in the authority has severely impacted its reputation and led to frustration among the people, given that it keeps its grip over the highest executive authority in the country, meaning the premiership.

Rafidain Bank in Dhi Qar confirms that the introduction of ATM depends on the currency

Said the director of the Rafidain Bank in Dhi Qar Hussein Abbadi in a televised interview broadcast by the local Nasiriyah that the introduction of ATM in the markets and banks are subject to the implementation of the decision to delete zeros from the Iraqi currency, pointing out that the Iraqi currency suffers from large inflation at the present time.

The person talking here is the director of the Rafidain Bank in Dhi Qar – Hussein Abbadi.

First off, I think this translation or reference to “inflation” is really talking about the size of the denominations and the value of the currency, not the actual inflationary index as many people assume. That would be a pretty long contextual leap. This is referring to the currency in a more direct sense.

He’s talking about the size of the notes and the value – IMHO.

Which, when taken in combination with the recent events – for instance, Rafidain offering this “wonderful ATM service” just lately, at least piques my interest.

Am I saying the ATM’s are loaded with lower denoms? No. They didn’t say that.

Am I saying A + B = C?? No. They didn’t say that either.

I am merely pointing out – in 2014, Rafidain laid out conditions for ATM services.

Here we are with a campaign to introduce this “miraculous ATM service”. Couple this with a very direct push to eliminate the CBI auctions… perfect STORM??

I do not know – but I am SO INTERESTED in watching this unfold.

Abadi: They are on the process of rising the Iraqi economy and create jobs

Baghdad / Sky Press – Prime Minister Dr. Haidar al-Abadi said on his Facebook page, “They are coming to a process of rising the Iraqi economy and creating job opportunities.” He stressed that Iraq has become a great success story during a meeting in Davos with heads of the world’s largest investment companies and major investors in various fields to rally support for Iraq. Before the reconstruction conference in Kuwait.

BGG ~ FYI – Abadi has been the best thing that’s happened to Iraq in the last 2 decades. Is he perfect? No. Are they on track? More than you know. So relax.

From a different translation (same article)… Abadi: “…we are in the process of raising the Iraqi economy and create(ing) jobs…”

What exactly is this process he is speaking of? Does it include monetary and currency reform? I don’t see how it cannot – especially with the clear re-engagement of Iraq with the world markets.

With any luck Abadi will get a lot of credit for their peace and prosperity – Maliki and Barzani will get shut out on May 12th.

BGG ~ I am a little curious as to what the bill is that is pictured in this last shot? I have looked around some and can’t seem to come up with an ID on it.

(Update: according to Yahoo images, the note in question appears to be a 1947 10 Dinar note with King Faisal II on it. Probably some commemorative ceremony. Still very interesting.)

And it seems Abadi is outnumbered. Time will time. This is NOT an example of a Democracy. I have been watching this develop ever since they amended the Amnesty Law. It doesn’t surprise me. However, regardless of the political developments we still continue to see economic reform.

BGG ~ PSA: The Amnesty Law was originally devised to cover past political affiliations that were deemed to be illegal. Whatever it is now, or believed to be now, is another story.

I think it may give them permanent immunity. However, this may not effect ICC. Not sure. Kaperoni (Dinar Guru) –   Article:  “Strengthen international confidence in Iraq’s economic capabilities”   IMO, there is no external confidence in Iraq’s banking system until the CBI is in Article VIII and dinar transactions are accepted worldwide through the global banking system. They can talk about all they want, but I don’t think investors will come if they cannot get there profits out of Iraq.  Iraq needs to understand this and begin currency reform.

Al-Jaafari: The Kuwait conference is a humanitarian step in the world

The Iraqi Foreign Minister, Ibrahim al-Jaafari, discussed with the Kuwaiti media delegation headed by Adnan Khalifa Al-Rashed, in the presence of the President of the Union of Arab Journalists, the Iraqi Journalists Syndicate Muayyad al-Lami, further strengthening bilateral cooperation in the media field and the positive role of the media in enhancing relations between the two brotherly peoples.

“The relationship with Kuwait is a relationship established by the unity of interests and destiny,” a statement from his office said. “Jaafari talked about aspects of the bilateral relations between the two countries and their importance in light of the historic ties between the two peoples,” a statement said.
He praised “the positive development in relations in the recent period, and Kuwait’s keenness on the stability of Iraq, and the implications for further development, and deepen cultural, commercial and economic relations.”

“We have used the good initiatives from Kuwait, and we hope that they will continue to support Iraq,” Jaafari also praised the Iraq reconstruction conference to be hosted by Kuwait in February.

He pointed out “the recovery of the Iraqi regional role and its restoration to its place in the region, which represents a great asset for the Arab nation to face the serious challenges it faces and preserve its territorial integrity.”

The Governor of the Central Bank of Iraq, Mr. Ali Mohsen Ismail visited with a delegation of advanced leaders in this bank branch of the Central Bank in the province of Basra, and the delegation was keen to meet the staff of the branch and discuss the most important organizational matters in the work of the branch.

The Governor praised the work of the branch staff, stressing that the Iraqi Central Bank support the banking sector working in Iraq.

Kaperoni (Dinar Guru) –   Article:  “Strengthen international confidence in Iraq’s economic capabilities”   IMO, there is no external confidence in Iraq’s banking system until the CBI is in Article VIII and dinar transactions are accepted worldwide through the global banking system. They can talk about all they want, but I don’t think investors will come if they cannot get there profits out of Iraq.  Iraq needs to understand this and begin currency reform.

Ten conditions in front of Barzani for the settlement of things

Baghdad News – The federal government committed the delegation of the Kurdistan region, which came to Baghdad on Saturday under the chairmanship of the President of the region, Nigervan Barzani, ten conditions for the settlement of things between Baghdad and the region.

The following are the conditions imposed by the government of the delegation of the region:

First: commitment to the unity and sovereignty of Iraq on all its territory and that the region is part of Iraq.

Second: Re-activate all federal authorities in the region, including border ports and airports.

Third: Continuation of the work of the competent committees to open airports under the federal authority.

Fourth: Complete all procedures for the return of all the authorities and federal forces.

Fifth: The international borders are under federal control as one of its exclusive powers.

Sixth: Adherence to the borders of the region in 2003, as stipulated by the Constitution and not to exceed them.

Seventh: The oil extracted from the fields within the territory is handed over to the federal authorities.

Eighth: The export of oil exclusively by the federal government through the national oil company Sumo.

Ninth: Complete the work of the commissions on the salaries of the staff of the region to ensure their access to the actual staff.

Tenth: the accounts of the salaries of the region’s employees to the Federal Audit Bureau in Baghdad.

The United States will participate with a large delegation at the Kuwait conference for the reconstruction of Iraq

US Ambassador Douglas Seelman said his country will participate in a large delegation at the Kuwait Conference on Iraq Reconstruction scheduled for mid-February.
“The United States will participate with a large delegation at the conference to support the reconstruction of Iraq to be held in Kuwait,” Sileman said in a press statement during his visit to Karbala.

He noted that “this visit is the first of the province of Karbala and the US government looks forward to helping Iraq in the reconstruction after the defeat of ISIS.”
The conference is likely to be held in Kuwait from Feb. 12 to 14, with the participation of countries, organizations and companies.

The government estimated that it needed $ 100 billion to rebuild the devastated areas of the ISIS.

Chattels (Dinar Guru) –   Articles:  “Know the strategy of Maliki’s coalition to achieve the political majority in the next session”   “Rivals may team up to defeat Iraqi Prime Minister Abadi”   Another reason that a political alliance between Maliki and Barzani is dubious is that if the “possibility for an alliance with all political parties, including Barzani’s [KDP], …” depends upon a commitment to “the [will of the] political majority.”,   I doubt that the Kurds can / will so commit. The Kurds and other minorities value and depend upon the doctrine of consensus in government / legislation. Otherwise minorities will ultimately be overwhelmed by the Shia political majority, IMO.

Kaperoni (Dinar Guru) –   Article:   “Alaq announces the opening of a new branch of the central bank in Najaf ”   Quote:  “The governor of the Central Bank of Iraq Ali Alalak revealed, on Tuesday (December 26, 2017), that the bank reserves of foreign currency of 48 billion dollars, pointing out that Iraq will not resort to floating the currency.”   Until they get in compliance with the IMF and reduce the spread to 2% or less, I would assume any such discussion is a “stable dinar”. Eventually they will have to float to compensate for the pressure created by the influx of investment capital.

Abadi Gives Corrupt Individuals Two Options: Return Money or Face Prison

(Today’s FLASHBACK from November 2017)

Iraqi Prime Minister Haider al-Abadi has waged a fierce battle against corrupt officials, giving them two options: handing out the funds or face prison.

During his weekly press conference on Tuesday, Abadi said the corrupt had to either hand out the stolen money – and maybe get an amnesty – or lose their money and spend the rest of their lives in prison. He said his warning was similar to the government’s action against ISIS in terms of asking the militants to surrender or die.

Local sources clarified that Abadi was hinting to a prominent businessman and contractor who gained dozens of investment and service projects via his contacts during the term of Nouri al-Maliki between 2006-2014.

Abadi has been stressing in the past months on “fighting corruption” as his next step after defeating ISIS.

Islamic Dawa Party, in a statement, revealed that party member Salah Abdel Razek was investigated and found guilty of corruption.

“I tendered my resignation before the secretary general of Islamic Dawa Party Nouri al-Maliki due to the delicate situation of the party as well as personal reasons. I pledge to remain loyal to Maliki’s patriotic approach,” wrote Abdel Razek.

Islamic Dawa Party sources told Asharq Al-Awsat that the decision to sack Abdel Razek preceded his resignation statement.

The sources asserted that the party is seeking to abolish corruption ahead of elections expected in May, signaling that the party intends to sack and hold accountable a number of members who occupy critical positions in Iraq.

Dawa Party’s experience in the authority has severely impacted its reputation and led to frustration among the people, given that it keeps its grip over the highest executive authority in the country, meaning the premiership.

5.6 quake strikes Iran-Iraq border near Kurdish cities

ERBIL, Kurdistan Region – A 5.6 magnitude earthquake hit Iranian Kurdistan on Thursday near the Iraq border, where infrastructure is already weakened from a recent series of earthquakes and aftershocks.

GEOFON, the Global Seismic Network with seismic waveform monitoring data stations in Europe, the Mediterranean and Indian Ocean regions, had posted initital reports of a 5.5 magnitude earthquake striking at 9:59 a.m. (local time). The German-based research institute later confirmed the strength as 5.6, as well as a series of strong tremors which followed until 12:32 p.m.

Its epicenter was reported as 23 kilometers west of Mandali, a diverse border town in Diyala province that is home to Kurds, Turkmen and Arabs. Mandali is a Kurdistani or disputed area claimed by both Erbil and Baghdad.

Another 4.4 earthquake hit nearby halfway between the Kurdish majority cities of Kermanshah and Sanandaj in Iranian Kurdistan on Sunday morning in the already fragile city which suffered from a 7.3 magnitude quake in November…

Abadi is investigating around 125 individuals accused of smuggling money abroad

Baghdad today – MP Jasim al-Bayati, the existence of 125 personalities accused of smuggling money out of the country, noting that Abadi investigated their files with international bodies two years ago.

“Prime Minister Haider al-Abbadi has been investigating with international bodies in bank accounts of 125 Iraqi figures with signs of smuggling money out of Iraq,” al-Bayati, who is close to the prime minister, told Baghdad today.

Al-Bayati added that “international bodies are working to gather information and have a sufficient database of the funds of these officials and inflated their funds in close periods.”

“The prime minister will give the database to the Iraqi Judicial Commission, which he set up for review, audit of funds and names, and external accounts.”

BGG ~ Here are a few obvious points…

1) I find it a little curious all this recent “float vs. no-float” talk in the marketplace lately.

2) Dated today, the CBI decides to put a “how to spot fake currency” memo…

3) Did anyone happen to notice the last 3 notes? I had to go back to my currency and dig out these notes to figure out what they were. That is a 1k, a 500 Dinar and a 250 Dinar note.

WHY IN THE WORLD WOULD THE CBI BOTHER TELLING ANYONE HOW TO SPOT A FAKE 1K, 500 Dinar and 250 Dinar note?? The 1k is worth less than $1 right now… the 500 is about .50 and the 250 is not even worth a quarter!!

Enorrste (Dinar Guru) –    The reason for the delay, in my view, is this last item.  Unless and until the CBI can get the dinars out from the mattresses they are cautious to begin the float.  In short, there are just too many dinars in circulation.  However, as they get people to move to banking they can remove the large notes from circulation and begin the float.  Therefore, I see this article as positive.  It is a report card only but points to a goal (the float) that is imminent.  I get to this conclusion because…it specifically is mentioned that Egypt moved to a float, but “too late.”  This would imply to me that the CBI is not going to be “too late” in moving forward, unlike Egypt [post 2 of 2]

Iraq to export oil from Kirkuk by end of month: Minister

ERBIL, Kurdistan Region (Kurdistan 24) – Iraqi Oil Minister Jabar al-Luaibi on Sunday announced Baghdad will start exporting oil from the disputed province of Kirkuk to Iran before the end of January.

“About 30,000 barrels per day of crude will be trucked to Iran’s Kermanshah refinery in the first instance,” he said according to Reuters. “God willing, we will start before the end of the month.”

The recent deal signed with Tehran to swap up to 60,000 barrels per day (bpd) of oil from northern Kirkuk is for one year and subject to renewal, Luaibi said earlier in December.

An agreement between the two countries was signed last year which allows Iran to deliver crude “of the same characteristics and in the same quantities” as those it would receive from Kirkuk to southern Iraqi ports on the Gulf.

“This is an agreement for one year, and then we will see after that whether to renew it,” Luaibi told reporters in Kuwait on the sidelines of an Arab oil ministerial conference.

Rafidain Bank in Dhi Qar confirms that the introduction of ATM depends on the currency

Said the director of the Rafidain Bank in Dhi Qar Hussein Abbadi in a televised interview broadcast by the local Nasiriyah that the introduction of ATM in the markets and banks are subject to the implementation of the decision to delete zeros from the Iraqi currency, pointing out that the Iraqi currency suffers from large inflation at the present time.

The person talking here is the director of the Rafidain Bank in Dhi Qar – Hussein Abbadi.

First off, I think this translation or reference to “inflation” is really talking about the size of the denominations and the value of the currency, not the actual inflationary index as many people assume. That would be a pretty long contextual leap. This is referring to the currency in a more direct sense.

He’s talking about the size of the notes and the value – IMHO.

Which, when taken in combination with the recent events – for instance, Rafidain offering this “wonderful ATM service” just lately, at least piques my interest.

Am I saying the ATM’s are loaded with lower denoms? No. They didn’t say that.

Am I saying A + B = C?? No. They didn’t say that either.

I am merely pointing out – in 2014, Rafidain laid out conditions for ATM services.

Here we are with a campaign to introduce this “miraculous ATM service”. Couple this with a very direct push to eliminate the CBI auctions… perfect STORM??

I do not know – but I am SO INTERESTED in watching this unfold.
