Can a new president and prime minister solve Iraq’s broken politics?

For the first time in its history, the Iraqi parliament voted freely for the country’s next president, with Barham Salih winning by a landslide vote of 219 to 22 over his competitor last week. In the past, the parliamentary vote served mainly as a rubber stamp.

Though elements of the old backroom politics remain, this vote marks a departure. After last summer’s election shake-up, some two-thirds of the members of parliament are new to the job. A growing protest movement has exposed citizen disillusionment with the political process, increasing pressure on the parliament. My conversations with many of these new MPs show how fragmentation of political blocs is challenging Iraq’s ethno-sectarian power-sharing agreement in place since 2003.

What remains the same in Iraqi politics

Immediately after Salih was sworn in as president, he named Adel Abdul Mahdi as prime minister and tasked him with forming the next cabinet. Abdul Mahdi is the first prime minister not to come from the Islamic Dawa Party, which has dominated post-invasion Iraqi politics.

And while the presidential vote was a departure from Iraqi politics as usual, the Abdul Mahdi nomination was a more typical backroom deal among elite. Abdul Mahdi has long been part of the establishment, serving as vice president from 2005 to 2011 and later oil minister from 2014 to 2016. As a compromise candidate, and despite widespread optimism, Abdul Mahdi will probably remain at the behest of the political parties that put him in power.

To become president, Salih, too, had to play politics as usual, by returning to his old political party, the Patriotic Union of Kurdistan (PUK). The power of the parties in the political process drove Salih to return, as he probably could not become president otherwise.

Despite these continuities, the process of selecting both Salih and Abdul Mahdi offers insights into the fragmentation of Iraq’s political scene.

Forming a government as traditional blocs fragment

Since 2003, mass blocs based on ethno-sectarian identities were largely unified during government formation. In Iraq’s first election in 2005, the major players were Shiite political actors led by the United Iraqi Alliance and the Kurds, united under the Kurdistan Alliance. With such internally cohesive blocs, each leader could negotiate on behalf of his bloc. During government formation, most negotiations were completed behind closed doors, and parliament served as a rubber stamp to enact elite bargains.

Typically, the largest bloc would choose the prime minister. In the past, this has always been the united Shiite Islamist bloc with eventual accommodation of the Kurds. Even in the most turbulent times, the Shiite groups were able to unite, at least during government formation. In 2010, only a few years after waging a brutal internal war, Moqtada al-Sadr and Nouri al-Maliki came together to form a united bloc.

That was hardly the case with the selection of Abdul Mahdi. This year’s divisive government formation process began to expose the artificiality of these ethno-sectarian bloc constructs. The opening parliamentary session ended with confusion, as the Binaa bloc, headed by Hadi al-Amiri, and the Islah bloc, led by Sadrist leaders, fragmented any single Shiite-led bloc. They offered contradictory numbers in their claim to have formed the largest bloc. Following the deterioration of the situation in Basra, Amiri and Sadr did reach an understanding. They agreed on Abdul Mahdi. On the day of Abdul Mahdi’s appointment, Sadr hinted at the irrelevance of the largest bloc by tweeting, “Iraq is larger than the largest bloc.”

The presidential selection revealed similar fragmentation. For the first time, the Kurds could not agree on a single candidate for the post. The Kurdish Democratic Party (KDP) challenged the PUK’s hold on the position and offered their own candidate, Fuad Hussein.

The major blocs remained divided, while leaders struggled to get their own newly elected MPs to toe a party line. Within the Binaa bloc, the head of one party expressed his preference for Salih, while another voiced support for Hussein.

Why Salih’s election is significant

Many MPs told me that they made their own choice based on qualifications rather than party affiliation. Hussein had never held a high office position, whereas Salih had served as deputy prime minister of Iraq and prime minister of the Kurdistan Regional Government. Many new MPs criticized previous president Fuad Masum — a product of a backroom deal — as weak and ineffective because of his inexperience.

In negotiations for his presidential bid, some Iraqis argued that Hussein looked similarly weak, often sitting behind his party leader Nechirvan Barzani, who did the talking. In contrast, Salih sat at the head of negotiations, with his party officials behind him.

MPs from across coalitions repeatedly expressed to me that the next president must advocate for the country’s unity and not its dismemberment. This point was particularly sensitive coming one year after the Kurdish Region independence referendum. Although both Hussein and Salih voted in the referendum, Hussein had played an active role in the bid for secession while Salih had remained on the outskirts. And less than a month after the vote, Salih publicly admitted that the referendum had been a bad idea.

Ultimately, the political process in Iraq is slowly moving away from the post-2003 ethno-sectarian dealings. On this occasion, MPs chose their president based on their perceptions of competency and ideology — and not as prescribed by their bloc leader.

The road ahead

Tensions with the post-2003 ethno-sectarian system will shape the next government and define its mandate. So far, the government formation process has revealed that the once seemingly unified ethno-sectarian-based blocs are fragmented, complicating the usual backroom dealings. Leaders are less able to rely on identity to legitimately speak on behalf of groups of people, and MPs can diverge from their party line.

Even as a rubber stamp, parliament has considerable influence on the political process. In the past, bloc leaders have impeached opponents or enacted favorable bills, such as the law that legitimized the Popular Mobilization Units. As the gap between citizens and their elite widens across Iraq, this parliament could be an institution to relay the people’s voice rather than a political tool for the elite.

The elite and the traditional political parties remain stronger than state institutions, so the new president and prime minister will have an uphill battle translating recent developments into structural changes that make last week’s events a turning point rather than an anomaly.

ERBIL, Kurdistan Region – Iraq’s new leadership are pledging a government committed to rebuilding the country and serving the people with a peaceful transition to a revitalized administration.

Newly-elected President Barham Salih met with Prime Minister-designate Adil Abdul-Mahdi and outgoing Prime Minister Haider al-Abadi on Thursday, tweeting that their message is “Peaceful transition of power and cooperation to serve the people of Iraq.”

Mohammed al-Halbousi, who as speaker of the parliament holds the third presidency, told reporters during a trip to Egypt on Thursday, “We are adamant on injecting new, young blood to serve Iraq and erase the traditional picture of state administration.”

This government will face monumental challenges of rebuilding the war-shattered country, rooting out corruption, and restoring the people’s faith in institutions and politicians.

An economist, Abdul-Mahdi has 30 days to put together a cabinet. He told America’s top diplomat that rebuilding the country will be a priority of his government.

He “reiterated that his government will prioritize rebuilding the country, providing services to citizens, bolstering foreign relations with the international community,” read a statement from his office after a phone call with US Secretary of State Mike Pompeo, Iraqi state TV reported.

Strengthening security will also be a focus, he added.

Pompeo said Washington is looking forward to working closely with Baghdad in his Thursday phone call with Abdul-Mahdi and a Wednesday phone call with Salih.

The new leaders in Baghdad are also making it publicly clear that Iraq values its sovereignty and will not take part in regional or international rivalries.

Halbousi said they “reject external intervention in our domestic affairs,” and will not allow Iraq to “become the field of settling scores.”

Iraqis, who shed blood together in the fight against ISIS, have proved to the world that they are united, he said.

New Iraqi President Barham Salih has the capability and experience to manage both the political games in Baghdad and the outcomes of the ill-fated KRG independence referendum

If you want an honest politician who will act with common sense and sophistication and will strive to enhance his country then Dr. Barham Salih is the best choice for the post of president of Iraq.

He is a Kurd and once the right-hand man of the late Mam Jalal (Talabani) who did wonderful work to help Suleimaniyah prosper and meet the challenges of the post-Saddam era. He saw the future of the Kurdish region of Suleimaniyah in the education of the youth and thus encouraged university education by building student dormitories that would host the students during their education. He also realized that he had to attract businessmen and foreigners to Suleimaniyah and thus had an airport built – with the strong backing of Mam Jalal – despite the objections of the Erbil administration run by the Barzanis and the Americans who were in charge of Baghdad.

He later became the deputy prime minister of Iraq, which showed he was a man of statesmanlike qualities.

Dr. Barham had one fault. He did not like corruption, backdoor dealings and irregularities. He had the Suleimaniyah Airport built for only $43 million, while the facility in fact was worth $80 million. Some British and American companies offered to build the airport for $100 million.

This quality did not earn him friends. He did not like the way the political atmosphere in the Kurdish Regional Government (KRG) area was developing so he established his own party but had to fight an uphill battle. But when the need arose Mam Jalal’s beloved Patriotic Union of Kurdistan (PUK) called him for duty and Dr. Barham obliged. He became the PUK’s presidential candidate and won the elections in the Iraqi Parliament thrashing Masoud Barzani’s candidate Dr. Fuad Hussein with more than 100 votes. This caused uproar in the Barzani camp and deepened the divide between the Kurdistan Democratic Party (KDP) of Masoud Barzani and PUK.

The PUK and other political groups from Suleimaniyah had blocked the election of Masoud Barzani as the head of the KRG, which created a blood feud. The long-standing agreement between Talabani and Barzani was that the head of the KRG region would be from the KDP and the post of president of Iraq would go to PUK. Now with the PUK coup in Baghdad, the Barzanis are further humiliated and are hopping mad.

This means the old divide where the KDP runs Duhok and the Erbil provinces, while PUK and allies run Suleimaniyah will return. In fact, this was also the case even when there was supposed to be a united KRG administration. The Kurds of Suleimaniyah may even apply to Baghdad to demand that the Iraqi government pay them their share of the monthly funds earmarked for the KRG region directly and not through Erbil.

Dr. Barham has to cope with this intricate situation where he has to find ways of mending fences between Suleimaniyah and Erbil, which is hard and will take time. If Dr. Barham was left alone with Nechirvan Barzani the task would have been much easier but with the hawks in Erbil he will have difficulties.

Dr. Barham also has to cope with the adverse effects of the ill-fated independence referendum of September 2017 ordered by Barzani… It is clear that one of the reasons why the Shiite Arab majority in the Iraqi Parliament voted against Barzani’s presidential candidate on Oct. 2 was an act of revenge for the independence referendum.

Dr. Barham has the qualities of Mam Jalal to cope with the intricate political game in Baghdad and has the ability to get the Sunni Arabs on board, while appeasing the Arab Shiites. Since Mam Jalal’s departure from Baghdad after a bout of illness, Baghdad politics has been left without the golden touch of Mam Jalal, who mediated between the antagonistic sides and came up with solutions. Dr. Barham has those qualities.
Dr. Barham has always appreciated the importance of Turkey and has cherished the friendship of Ankara. Now we have a good ally in Baghdad just like Mam Jalal.

They are not yet ready for this next step…  We know that electronic banking, Point of Sale (POS), ATMs and other reforms have given them this capability now to utilize these small category notes. They have turned a milestone in the process and so now it is a matter of time until they launch even lower, lower denominations, eventually getting off the older 3 zero notes all together.

Governor of the Central Bank of Iraq: We plan to delete zeros from the local currency

Roudao – Erbil – The governor of the Central Bank, Ali Alaak, on Monday, the existence of a plan to delete zeros from the local currency, noting that “this plan needs to deliberate steps, so as not to be exploited in the fraud.”

Al-Alak said in a statement to the official Sabah newspaper that “currencies with small categories, may lead the citizen to bid farewell to banks in the difficulty of storage.”

He added that “the central bank has a future plan to restructure the Iraqi currency, including the deletion of zeros, but this plan needs to deliberate steps, and a stable situation in order not to be exploited in the work of fraud and others.”

He explained that “the Central Bank has a reserve of foreign currency very comfortable, approaching close to $ 60 billion, compared to 43 trillion dinars, which means that it covers 170 percent of the size of the mass of cash.”

On the launch of the currency of the category of 100 thousand dinars, the central bank governor pointed out that “these ideas are traded by the Central Bank, but at the present time regret it.”

The central bank introduced in April a project to delete three zeros from the currency, in order to confront inflation and stimulate the economy, but was forced to stop because of the deterioration of the security and political situation in the country “to prevent manipulation and fraud of weak souls.”

Special – Mawazin News – The alliance of the Sadrists led by Muqtada al-Sadr, on Sunday, that talk about the candidate of the Prime Minister will be after the election of the President of the Republic, while he pointed out that the Kurdish agreement awaits the candidate for the presidency.

“We are waiting for the agreement of the Kurds on their candidate for the presidency of the republic and we hope that they will calm down on a national figure acceptable to all and put it in tomorrow’s session,” spokesman for the Sawson Hamdallah Rikabi told Mawazine News.

On the candidate of the bloc for prime minister, Rikabi said, “After the election of the President of the Republic there will be talk on this matter.”

Mnt Goat (Dinar Guru) –  Right now we know the CBI is slowly, through a process, moving towards more and more use of the lower category notes. We see it in the news. The fact that they are now experiencing a severe shortage in the small categories tells us this process is working. Will the CBI be pumping other, newer smaller category notes in the coming weeks? I fully believe this is not what they are taking about in all these recent articles. They are not yet ready for this next step…  We know that electronic banking, Point of Sale (POS), ATMs and other reforms have given them this capability now to utilize these small category notes. They have turned a milestone in the process and so now it is a matter of time until they launch even lower, lower denominations, eventually getting off the older 3 zero notes all together.

Governor of the Central Bank of Iraq: We plan to delete zeros from the local currency

Roudao – Erbil – The governor of the Central Bank, Ali Alaak, on Monday, the existence of a plan to delete zeros from the local currency, noting that “this plan needs to deliberate steps, so as not to be exploited in the fraud.”

Al-Alak said in a statement to the official Sabah newspaper that “currencies with small categories, may lead the citizen to bid farewell to banks in the difficulty of storage.”

He added that “the central bank has a future plan to restructure the Iraqi currency, including the deletion of zeros, but this plan needs to deliberate steps, and a stable situation in order not to be exploited in the work of fraud and others.”

He explained that “the Central Bank has a reserve of foreign currency very comfortable, approaching close to $ 60 billion, compared to 43 trillion dinars, which means that it covers 170 percent of the size of the mass of cash.”

On the launch of the currency of the category of 100 thousand dinars, the central bank governor pointed out that “these ideas are traded by the Central Bank, but at the present time regret it.”

The central bank introduced in April a project to delete three zeros from the currency, in order to confront inflation and stimulate the economy, but was forced to stop because of the deterioration of the security and political situation in the country “to prevent manipulation and fraud of weak souls.”

The Central (Bank) poses large amounts of small currency

Confirmed its continuation by replacing the damaged amounts

Baghdad / Sabah – The Central Bank of Iraq intends next month, to put large amounts of local currency, small groups, while continuing to receive the currency damaged by citizens and replace it (with) New.

Central: The cash reserve is approaching $ 60 billion and we have a plan to delete zeros from the local currency

BAGHDAD / The governor of the Central Bank Ali al-Alak on Monday that the size of reserves of hard currency up to 60 billion dollars, and covers 170 percent of the size of the mass of the local currency, while noting that there is a trinity to put the category of 100 thousand.

Al-Alak said in an interview with Al-Sabah newspaper that “the size of the foreign exchange reserves is always measured by the size of the local currency in the market, in addition to other international standards, Adding the ability of the state to cover trade and pay off debts. ”

He added that “the central bank has a reserve of foreign currency is very comfortable within international classifications and is ahead of other countries, compared to the mass of cash offered by the local currency,” noting that “the reserve is close to 60 billion dollars, compared to 43 trillion dinars, which means he covers 170 percent of the size of the monetary bloc, especially as the Arab Monetary Fund considers Iraq from countries that exaggerate the size of reserves of foreign currency.

On the issue of the currency of the category of 100 thousand dinars, Alaak stressed that “these ideas are traded by the Central Bank, but at the present time,” he pointed out that “there is a tendency in some countries to reduce the currency categories so as not to be stored or falsified.”

“The central bank has a future plan to restructure the Iraqi currency, including the deletion of zeros, but this plan needs to take deliberate steps, and a stable situation fully so as not to This is exploited in fraud and other acts. ”

The Central Bank of Iraq, on July 12, 2018, that Iraq’s reserves of foreign currency amounted to 55.7 billion dollars, noting that Iraq has 89 tons of gold.

Mnt Goat (Dinar Guru) –   Okay so once the prime minister is elected, they will have until mid Oct to get the reinstatement done. If they decide not to do it we may as well relax because we are waiting until EARLY 2019. I am telling you this now because I have knowledge of target dates already to get this done. I have a direct source in the CBI and we completed a recent long conversation over this issue of timing for the reinstatement. Again they reinforced to me that when we see the re-education process begin about the new smaller categories, this will be our signal they are going forward. If we don’t see it then we are in the window of 2019.

Kaperoni (Dinar Guru) – The CBI is reprinting some denomination including the 250, 500, 1000 dinar as many are worn out from years of neglect.  Has nothing to do with RV or RI as gurus would like you to think. Why won’t the CBI RV or RI  the Iraqi dinar?  The primary reason is the CBI needs a tool to counter inflationary pressure created by a large influx of investment capital.  As already announced by the CBI the dinar will be globally traded.  It must float. The world sets a countries currency value. Supply and demand.

Another reason is the CBI wants to end the daily currency auctions.  To do so, they must have an alternative to generate revenue.  The CBI profits from the buying/selling of currency. And lastly because the IMF said so.  Despite what the gurus say the IMF made it very clear…”staff encourages the authorities to create the conditions which would make possible a move to a more flexible…exchange rate policy. Such flexibility could allow a predictable and gradual appreciation of the nominal exchange rate, triggered by strong oil revenues and the Balassa-Samuelson effect”…The IMF is clearly talking about a float

The Central Bank of Iraq officially exits from the EU sanctions list

The European Union (EU) officially announced on Thursday that the Central Bank of Iraq (CBI) has come out of the list of EU sanctions imposed on institutions.

“The European Union has officially announced the exit of the Central Bank of Iraq from the list of sanctions imposed by the European Union on institutions through its publication in the official newspaper of the European Union, which confirmed the abolition of sanctions imposed on this bank,” the bank said in a statement received by the Economist News. In the era of the former regime, which provided for “the prohibition of dealing with a group of financial institutions and non-financial Iraqi, including the Central Bank of Iraq.”

The statement added that “this step comes as the Central Bank of Iraq has made significant progress in improving its performance and the application of international regulations and standards in this area,” noting that “under these recent amendments will allow the international financial banking institutions to deal with the new instructions as it became a financial institution Reliable handling of European international institutions. ”

How Iran Can Protect Its Influence in Iraq

Tehran is willing and able to strike deeper into Iraqi territory than ever before.

Geopolitical Futures logoThe degree of influence Iran has in Iraq is always a source of consternation and debate. Why Tehran would want to influence events there, and how it elects to do so, are much less debatable.

Iraq is a major security concern for Iran – more so even than Syria. The Zagros Mountains insulate Iran from direct invasion, but they can’t prevent smaller bands of insurgents from staging attacks from the west, say, from Iraq. Iran therefore has an interest in controlling, to as great a degree as possible, the political and security environment in Iraq. However, the sheer diversity of interests in Iraqi politics makes it difficult for Iran to completely control the establishment through formal means. It has supplemented its quest for official political power with the presence of large militia groups that answer to Iran, not Iraq. And it uses state organs to fund them.

Iran appears to be gaining traction in that regard. After months of delay, the parliament finally elected a speaker, an important step toward forming a government after hotly contested elections in May. The speaker, Mohammed al-Halbousi, was backed by the Fatah Alliance, a political organization led by former pro-Iran militia member Hadi al-Amiri. The next step in forming a government will be electing a president and prime minister. Former Prime Minister Haider al-Abadi – considered a compromise candidate who has shown a willingness to work with both Iran and the U.S. – had until recently been considered a favorite to reclaim his post. That changed because of how poorly the government handled the Basra protests. Its performance was so bad that Ayatollah Ali al-Sistani, an Iraqi Shiite cleric whose opinion rings out in Iraq’s political system, said he would not support anyone who held office during the protests.

Yet, those protests attest to the limits of Iranian power in Iraq, even in Shiite-dominated areas. Demonstrators chanted anti-Iran slogans and even lit the Iranian Consulate on fire. Several offices of pro-Iran militias, including the Badr Organization, Asaib Ahl al-Haq and Kataib Hezbollah, were attacked and lit on fire. The Basra protests, then, were at least partly a protest against the status quo.

Also obstructing Iran’s influence in Iraq is the United States. On Wednesday, the U.S. Senate plans to introduce a bill that would impose sanctions on Asaib Ahl al-Haq and Harakat Hezbollah al-Nujaba, two of the many pro-Iran militias operating in Iraq. The bill would also require the State Department to publish a list of groups that receive funding or are controlled, to whatever degree, by Iran’s elite Islamic Revolutionary Guard Corps. Washington means to delegitimize Iran’s Iraqi proxies by labeling them as terrorist organizations, which it hopes will, in turn, prevent Iraq from incorporating them into the formal armed services.

Then there are Kurds, which, as outlawed groups, are challenging Iran from their strongholds in northern Iraq. Over the past few months, there has been an uptick in attacks against Iranian state forces by Iranian Kurdish forces. Iran has petitioned the Kurdistan Regional Government to control these groups, but the KRG is either unable to unwilling to do so. Add to this the reasonable inference that the U.S. is supporting Iranian Kurdish groups – it selectively supports other Kurdish factions as the situation warrants – and Iran finds itself facing a much more substantial threat from the north than it has in recent years.

This explains why Iran reportedly provided ballistic missiles to its Shiite militias in Iraq. Soon thereafter, in late August, the IRGC conducted a ballistic missile strike against Iranian Kurdish positions in northern Iraq, killing 15. (Following the attack, Kurdish sources claimed that Iran was beginning a buildup of forces on its border with Iraq.) Iran has shelled Kurdish positions in Iraq before, but this is the first time it used precision-guided missiles. It is therefore a clear signal to the entire region: To defend its interests, Tehran is willing and able to strike deeper into Iraqi territory, without the use of its hallmark proxies, than ever before.

Not long after the strike, the Democratic Party of Iranian Kurdistan called on other Iranian Kurdish groups to form a united front against Iran. If they do, they will only invite more reprisals. And if the KRG cannot prevent attacks against Iran from Iraqi bases – given signs of U.S. involvement, it seems unlikely – an Iranian invasion of northern Iraq can’t be ruled out. After all, with Iraqi loyalty to Iran coming into question, extra guns in Iraq would help secure the Iranian border.
