Legal expert Abbas Al-Jubouri revealed the legal and constitutional frameworks for authorizing the caretaker government to send the financial budget law by the Presidency of the House of Representatives, while stressing that the Presidency of Parliament is trying to pass new laws outside the constitutional instructions.

Al-Jubouri told “Information”, “The talk of the First Deputy Speaker of Parliament, Hakim Al-Zamili, about the possibility of authorizing the caretaker government to send the budget law and vote on it by members of the House of Representatives is a decision outside the constitutional and legal covenants.”
He added that “the term caretaker government does not exist in any article, whether it is in the constitution or the law,” noting that “the constitutional period in which the caretaker government continues does not exceed one month, when the elections are held, after which the speaker and his two deputies are chosen, and then the president of the republic is chosen. and government formation.
The legal expert explained that “the current government does not have the right to make strategic decisions, approve budgets, sign treaties, and proceed with any external project and international agreements,” stressing that “whoever breached the constitution for nearly six months in forming a government, he can do whatever he wants in the constitution and laws.”
Al-Jubouri indicated that “the Presidency of the House of Representatives is trying to pass new laws and articles that are far from the constitution and Iraqi law.”
The First Deputy Speaker of the House of Representatives, Hakim al-Zamili, had confirmed, earlier, that we would vote to authorize the caretaker government to send the budget law to the Council.
