Kaperoni (Dinar Guru) – Article quote: “The National Conference leader and head of the parliamentary finance committee MP Ahmad Chalabi, died this morning at his home in Kadhimiya, north of Baghdad, after suffering a heart attack.” The timing of this is what is interesting. He was very outspoken about corruption, and recently stated in public the list would be released identifying the corrupt. He was also the head MP in charge of the Finance Committee. This is very unfortunate.

Iraq’s Ahmad Chalabi, leading voice behind 2003 war, dies

BAGHDAD — Ahmad Chalabi, a prominent Iraqi politician who became a Pentagon favorite when he helped convince the Bush administration to overthrow Saddam Hussein in 2003 by pushing false allegations of weapons of mass destruction and links to al-Qaida, died Tuesday of a heart attack. He was 71.

Iraqi state TV said he died in Baghdad but did not provide further details.

Chalabi, a secular Shiite politician who lived in exile for decades, was a leading proponent of the invasion and had close ties to many in the Bush administration, who viewed him as a favorite to lead Iraq.

However, he had a falling out with the Pentagon after the invasion, and was largely sidelined by other Iraqi leaders, many with close ties to neighboring Iran. Chalabi had most recently been serving as the chairman of parliament’s finance committee, and was previously a deputy prime minister.

To his supporters in Iraq, Chalabi was a campaigner for democracy who deserves credit for Saddam’s removal.

“It is a very bad day for Iraq,” Shiite lawmaker Muwaffak al-Rubaie, a former national security adviser, told The Associated Press. “He was one of the most seasoned and pioneering politicians. Chalabi worked for a democratic, liberal Iraq … I am glad he died peacefully.”

But Robert Baer, a former CIA officer who met with Chalabi repeatedly in the mid-1990s and in the lead-up to the 2003 war, called him a “con man” who was able to manipulate American politicians.

“He was the most charming man I’ve had to deal with at the CIA and the most educated,” Baer told the AP. “He understood American politics and he understood the American political narrative better than most Americans.”

The scion of a wealthy Baghdad family, Chalabi fled Iraq as a teenager when the monarchy was overthrown. He earned a bachelor’s degree from the Massachusetts Institute of Technology in 1965, and then went on to get a PhD in mathematics at the University of Chicago.

He became a leading figure in Iraq’s exiled opposition in the 1990s and cultivated close ties with the future Vice President Dick Cheney and Washington’s so-called neo-conservatives, who favored a more muscular U.S. policy in the Middle East.

After the Sept. 11 attacks, Chalabi played a key role in convincing the administration that the Iraqi government had weapons of mass destruction and ties to al-Qaida, unfounded claims at the heart of the case for war.

“There are weapons of mass destruction in Iraq and Saddam has them, and they are developing them continuously, and I think, if there is a correct way to look for them, they will be found,” Chalabi told AP television in 2003.

After the invasion, Chalabi was appointed to the 25-member Iraqi governing council and earned a seat directly behind First Lady Laura Bush during the 2004 State of the Union.

“He more than any other Iraqi helped get rid of Saddam,” said Sajad Jiyad, a fellow at the Iraqi Institute for Economic Reform in Baghdad. “He brought together all the opposition parties — Islamists, communists, ex-Baathists, secularists, nationalists.”

Chalabi went on to chair Iraq’s de-Baathification Committee, which worked to purge the government of Saddam loyalists but was seen by the country’s Sunni minority as a means of sectarian score-settling by the country’s newly empowered Shiite majority.

Baer, the former CIA officer, said Chalabi’s role in de-Baathification in particular was severely destructive. “He alienated the Sunnis more than anyone” else in Iraq, Baer said.

Chalabi’s relationship with the U.S. soured in the months after the invasion, and in 2004 U.S. forces raided his home on suspicions that he was funneling intelligence to Iran.

In 2010, U.S. Ambassador to Iraq Christopher Hill said Chalabi was “under the influence of Iran,” and “a gentleman who has been challenged over the years to be seen as a straightforward individual.”

After a closed-door briefing with Chalabi in 2005, then-Representative Christopher Shays told The AP: “I wouldn’t be surprised if he told Iranians facts, issues, whatever, we did not want them to know in order to develop a relationship.”

Chalabi strongly denied the allegations, dismissing them as politically motivated.

Chalabi also faced accusations of financial impropriety throughout his career linked to business dealings in neighboring Jordan.

In 1992, a Jordanian court tried and convicted Chalabi in absentia for bank fraud in connection with the collapse of Petra Bank, an institution he established in the late 1980s with the help of members of the Jordanian royal family. After quickly becoming one of the country’s leading banks, it collapsed in 1990 with millions missing in deposits. He fled the country days after Jordanian authorities took control of the bank.

An audit commissioned by Jordan months later found Petra Bank had overstated its assets by more than $300 million.

Chalabi was sentenced to 22 years of hard labor in prison and ordered to pay back $230 million of the bank’s funds the court said he embezzled, a sentence he never served.

He repeatedly denied the charges, and filed a suit in the U.S. against the Jordanian government, claiming the ruling was politically motivated. King Abdullah II of Jordan eventually pardoned Chalabi after he assumed the post of deputy prime minister of Iraq.

In recent years, Chalabi focused his efforts on budget talks and working to expose fraud within the government. He also lent support to the 2011 uprising in Bahrain, led by that country’s Shiite majority against its Sunni monarchy.

His Baghdad home was a testament to one of his passions — art collecting — with paintings lining the hallways and exotic sculptures decorating each room. As recently as a month ago, he regularly attended events at the Baghdad National Theatre and other music and art venues.

He is survived by his wife Leila Osseiran, the daughter of the prominent Lebanese politician Adil Osseiran, and their four children, including Tamara Chalabi, a well-known author.

Judiciary denies the return of the Vice-Presidents and confirms: Federal did not hold a hearing on it

Long-Presse / Baghdad – Denied judicial authority in Iraq, on Monday, the Federal Court issued a decision to return the Vice-President of the Republic to their sites.

A judiciary spokesman Abdul Sattar Bayrakdar in an interview to the (long-Presse), “The Federal Court did not hold a hearing for today,” adding that it “has not yet made any decision on the Vice-President of the Republic.”

The MP for the National Alliance Jassim Mohammed Jaafar said in an interview to the (long-Presse), earlier on Monday, that the Federal Supreme Court reinstated the Vice President of the Republic to their sites, as he emphasized it promised dismissal decision unconstitutional.

The Prime Minister Haider al-Abadi decided, in (9 August 2015), the abolition of the posts of Vice President and the Prime Minister “immediately”, a comprehensive and immediate reduction in the preparation of protections for all state officials among them the three presidencies, ministers, MPs and special grades and general managers and governors and members of the provincial councils It is their grades, in the face of the removal of all senior positions for partisan and sectarian quotas.

BGG ~ I’ve been keeping an eye on this – I don’t see where this piece articulates a Fed Court Ruling in Maliki’s favor (and the other VP’s)… in fact, it appears a court spokesperson is plainly denying such a ruling. The only evidence of such a ruling comes from a potential Maliki sycophant giving a media interview…

Allawi is moving secretly to replace Abadi

maine: in my opinion the biggest news of the day was the Amnesty Law

BGG: OK – I just read the agenda for Parliament tomorrow

BGG: which doesn’t mean much since they didn’t give us any heads up before the voted on the Investment Law…

BGG: and I guess now that I think about it – Abadi never really promised a “new” Investment Law – just an Investment Law.

BGG: or a better Investment Law (when he was here)…

BGG: However, here was an interesting bit – in the published agenda…

BGG: Ninth: The second reading of a bill defining the mandates of the three presidencies. (Legal Committee). (Article 8).

BGG: which tells me – PLAINLY – they are moving ahead with reforms – at full speed.

BGG: what does this do?? It seals off a Maliki third term… should he somehow evade all the pitfalls between here and there – term limits would effectively kill any chance he would have for a third term as PM.

SteveI (Dinar Guru) – [Do you and your sources see this likely happening before the end of the year or early next year?] From our contacts and my own beliefs, (I really do not like to predict any specific time period due to the constant changes in Iraq) but this year looks excellent. ISIS is almost a thing of the past. I talked to [Guru] Ray the other day and he also believes we are right at the verge of this happening. Again, once ISIS is fully under control (one major city left) and then it looks really good for this to happen. They finally did agree to $45 per barrel for the 2016 budget regardless what you are reading in the news, and they are making a lot of adjustments to make that happen. [post 1 of 2….stay tuned]

You gotta appreciate the constant ebb and flow of the army of gurus. Case in point, one of my favorite head scratchers is MG.

You remember her last prediction of next year or end of next year??… (re: your tweet).

Today it seems the tide has turned a bit because now she posts maybe, just maybe December!!!! I love how she backs this up with all her emotional tags like “from my heart and soul”.

Does she know how to play to her audience or doesn’t she??

In my humble opinion….All of these gurus are just an interesting sidebar to events we/DU are following. Now if the GOI/Abadi can just finally corral this guy (Maliki) everyone would be better off and the Sunnis would believe that Abadi might really mean what he says.

Oh well back to task…and my continued appreciation to the entire DU family.

The Official Revaluation of the Iraqi Dinar Started Today, 1 NOV

( Note: This was emailed to us by an anonymous source. We do not confirm whatsoever that Iraq had officially revalued the dinar.)

BAGHDAD – Iraq officially revalued its currency today, introducing a new international exchange rate.

The rate changed for the first time since the invasion of 2003. Now with the lower denomination notes delivered across the country, banks have introduced a new and international exchange rate for the Iraqi dinar. Thousands of people lined up to exchange their old Iraqi dinars for freshly printed new ones.

All the higher denomination dinars can be exchanged for new lower denomination ones on a one-to-one rate. The new official exchange rate is 1.16 American dollars for one Iraqi dinar.

The country still faces the threat of the Islamic State. But with the new economical reform, the people of the country are more united than ever.

For citizens exchanging money today, there was little they could do in Iraq. Many of those in line said they planned to use their money for vacations or for shopping trips in the UAE.
“I need to get away from Islamic State and their terrorism,” said Al-Bishr Farhan, an engineer in his late 30’s who said he was withdrawing 2,500 new dinars to take a vacation in the Bahrain.

Imad Hassan al-Jabir, a 40-year-old retired soldier felt relieved as he said, “I feel secure knowing that I have enough cash.”

With many gurus (Frank and Delta, the Goat (who many forget said that there was a rolling RV in country parroting TNT’s DC a while back) and others I suppose…are now saying 2016. Now kicking the can down the road is easy enough…but I wonder…

I don’t know about you but there seems to be a haste…a momentum of sorts that is uncharacteristic of Iraq. Not saying date … but still, there seems to be a tiny hint of a plan that is afoot which could be this RV or MR whatever could be, really and truly – be at anytime. Yeah, could be next year and these guys, if given an inch, will take all of that but the clock is ticking on liquidity and the damage it is doing. Taking this down to the wire would actually encourage an avalanche of problems that could not be derailed.

Something like if you owe massive debt – even if you get a chunk of money at the last minute, it probably will not stop certain actions by creditors already put into motion. My point is, Iraq is almost already out of time now!!

I agree with you that the next 2-6 weeks might be more interesting than the know-it-all gurus might realize…..just saying!!

A final point….It must be remembered that no matter what intel, news or insider contacts anyone has – there is one underlying truth to this event.

This is… nobody can noodle this out to predict anything because the moment they do, they are already wrong – and that goes for all…Tony, Goat, Frank, Kap, Chattels , Montana, Backdoc, etc…

The GOI/Abadi know full well this cannot ever be telegraphed because given today’s communication – big time speculators would wreck havoc. So when I read one of these guys saying, oh it can’t be until next year because (recent bit from Mtn. Goat) an experienced person would say to themselves “well having said that I know you are already wrong because if you predict that then don’t you know that Abadi and the CBI have already taken this into account.

All we can do is measure progress that is all pure and simple and something that DU does quite well. The progress is speeding up as per my previous e-mail and tells us that something is in the wind!!

Finally, this is a huge feather in Abadi’s cap, in my view. The longer term repercussions will be that he will be seen as the man who opened the door to genuine economic growth in Iraq. Along with that will come a greater push from him for more reforms, in my view. Zamili calls for Maliki to surrender to eliminate

10 Iraqi ex-ministers convicted for multi-billion-dollar embezzlement

The Commission of Integrity logo. SULAIMANI, Kurdistan Region — Ten former Iraqi ministers have been found guilty of fraud and corruption while in office on a number of different charges brought against them by the parliament’s Commission of Integrity.

The ministers have been high-ranking members of former Iraqi Cabinets since 2003.

Lawmaker Adil Nuri, who is the spokesperson of the committee, told Rudaw a court in Baghdad has also issued arrest warrants for some of the convicted ministers.

Nuri said Kurdish Minister Shex Muhammad Shex Abdulkareem Kasnazani, who served as the minister of trade in past Cabinets, was among those convicted.

The committee said at least half of Iraq’s revenue since 2003, estimated at $1 trillion, remains unaccounted for since the ministries have not submitted final reports concerning their expenditures.

“We have ministers who are accused of embezzling $900 million, some of $500 million and others are accused of $100 million,” Nuri said. “Some fake ministry contracts are worth $1.5 billion.”

Iraq has continually been ranked as one of the most corrupt countries in the region, with a high level of unaccountability in fraud and bribery cases concerning top officials.

The war-torn country is one of the most corrupt nations in the Arab world, according to a 2014 report from Transparency International.

Iraq was ranked 170th out of 175 countries in the group’s perception of corruption list.

“The country does not have an equivalent in the Middle East when it comes to corruption,” Nuri said of Iraq.

Iraqi Prime Minister Haidar al-Abadi dismissed 123 deputy ministers and general managers in September 2014 as part of a reform plan to reduce corruption in government bodies.

Falling oil prices and a costly war with ISIS across the country has shrunk Iraq’s national budget to an estimated $105 billion in 2015 with a roughly $20 billion overall deficit.

Abadi leads a consensus government that was formed in the aftermath of the ISIS takeover of Nineveh province by ISIS in June 2014.

Sectarian divisions between the majority Shiites and minority Sunnis have made it nearly impossible for the courts to indict officials who are often backed by powerful tribal segments of Iraq’s fragmented society.

Former Iraqi Vice President Tariq Hashimi, a Sunni leader, fled the country in 2012 after an arrest warrant involving corruption reportedly sponsored by former Shiite Premier Nouri al-Maliki.

“We have been threatened several times over each case that we have worked on so far,” Nuri said, adding he hoped the committee’s final report will bring many officials to court.

Nuri said the cases involve almost all government ministries, including those of defense, interior, transportation, commerce, oil, migration, municipalities and many more.

Who is spreading rumors about a coup in Iraq?

BAGHDAD — One day after the end of the Eid al-Adha holiday (Sept. 24-27), the Iraqi government issued a decree declaring Sept. 28 as an additional day off. The decision to extend the holiday coincided with a rumor, which circulated in the media and on social networks, of an imminent coup d’etat in Baghdad.

Interestingly, the news of the decree was aired on TV stations after midnight on Sept. 27, and many Iraqis arrived at their jobs not realizing businesses were closed, which further fueled the spread of the rumor of a possible coup.

As a result, on Sept. 28, public concern was prevalent and traffic was lighter than usual in Baghdad. Although the government was quick to discredit the news the same day, fear persisted.

Iraq has a history rife with military and political coup d’etats, starting with the military coup that overthrew the monarchy on July 14, 1958. Iraq has witnessed three military coups and a number of coup attempts, such as the one in 1979 when President Ahmed Hassan al-Bakr announced his resignation under pressure of Saddam Hussein and his supporters, who took over the country’s rule and the Baath Party leadership.

The recent rumor of a military coup raised the concern of the government and parliament. Ali Jasim al-Matyouti, a member of the Iraqi parliament’s National Security and Defense Committee, told Al-Monitor that the committee “has followed up on the rumor and found out that it is unfounded at the various levels of the Iraqi state.”

Matyouti said, “The Security and Defense Committee’s ongoing investigation [into the rumor] did not reveal the party behind such news.” He ruled out the possibility of a coup against the Iraqi government, and argued that “Prime Minister Haider al-Abadi is highly welcomed in the government and parliament.”

Rumors are considered a social incident, the direct sources of which are not easy to identify. Iraq’s current political climate is rich in political conflicts to the point that it gives free reign to popular imagination to the advantage of some politicians based on their positions in the conflict.

Political analysts and journalists in Iraq have found that rumors of a coup are part of a war on the undeclared political leadership dispute between former Prime Minister Nouri al-Maliki and Abadi.

According to Ammar al-Sawad, author and journalist for Al-Hurra TV, other factors are at play that resulted in the rumor of a forthcoming coup. He told Al-Monitor, “The idea of a coup is embedded in the Iraqi mentality, and this rumor spontaneously emerged and took its course.”

He said, “There are forces that rely on intimidating people through [rumors] about a coup in order for them to politically survive, and they are the ones who ignite the rumors.”

In regard to the talk that “close associates of Abadi are behind the latest rumor,” Sawad said that “it is designed to create an image of Abadi, who has lost his influence on the street following the poor reforms he announced.”

He added, “There are rumors ignited by Baathist circles and they are designed to cause confusion within Iraqi society. Maliki is [probably] the one spreading such rumors, to raise fear [among Iraqis] about the return of the Baathists to power. He presents himself as an alternative to the consensus state in the political process that led to the sectarian quota system in the country’s administration.”

Sawad, who writes a weekly column for Elaph, believes that “the talk on the coup — whatever its motives are — is [pure] imagination.”

He said, “The current Iraqi changes are not subject to independent internal policies. Rather, they constantly need or are subject to external support. At present there is no possibility for independent action to take place. A military coup needs a consensus among influential countries in Iraq, or else it will cause a public conflict and lead to bloodshed.”

Sawad added, “The current military establishment cannot make such a move. First, because it is divided and second because there is a balance of power between the military establishment and the armed groups and militias.”

For his part, author and journalist Sarmad al-Tai divided those standing behind the rumor of a coup in two groups. He told Al-Monitor, “First there is the group that believes that external forces are entirely able to change the balance of power politically and militarily, since these [powers] brought a Shiite elite to power after Saddam was ousted. They can therefore make a swift move to bring [in power] a Sunni or a Shiite who favors Sunnis and shift the balance.”

Tai said, “This belief stems from a deep despair and lack of hope to make rational changes in the political action.”

As for the second group, he said that they are “the supporters of Maliki. They cannot believe that they are not in charge, although he [Maliki] has lost all of his government positions and failed to restore his political image.”

Tai added, “Maliki’s supporters believe they have given Washington and Tehran all required concessions, and both parties were supposed to keep him in office. Based on that, they dream of a coup that brings them back to power. They are also based on a deep despair of a possible political action.”

Nevertheless, Tai, who writes a daily article for the Al-Mada newspaper, diminished the ambitions of both groups. He said, “They go beyond the fact there is no state — in its modern definition — in the first place for the army to carry out a coup against it.”

He added, “There are power centers in Iraq. If the Karkh [the western half of Baghdad] falls into the hands of a particular group, a counter-state will be declared and will claim legitimacy in the Rusafa part of Baghdad with a Shiite majority. If Basra — which is close to Iran — falls, Najaf will survive as it is the stronghold of Shiites. If the Islamic State [maintains its control of] Mosul, the town of Haditha in Anbar will continue to resist and to commit to the state’s legitimacy.”

Tai referred to the complex political system in Iraq, as Baghdad and the Iraqi provinces are divided between parties and sects. He implicitly pointed to the size of the division among political parties that prevents them from reaching a consensus in leading Iraq’s affairs and protecting the country from the political conflicts it is currently witnessing

The Iraqi situation today is complex, which has engendered rumors that are designed to raise despair or to serve as a smoke screen in order to pass policies or generate panic.

Parliament will vote on the resignation of al-Khafaji

BAGHDAD ((eighth day)) House of Representatives Minutes normal voice Tuesday to the resignation of MP from the Bloc citizen Layla al-Khafaji.

(Voice of Iraq) – Baghdad – Judge Medhat al-Mahmoud head of the Supreme Judicial Council, received in his office at the headquarters of the federal judiciary on Thursday (10/22/2015) Mr. Jan Kubis the Special Representative of the Secretary-General of the United Nations in Iraq.

The two sides discussed about supporting the rule and law enforcement, and promotion of human rights concepts, and maintain communication and cooperation between the federal judicial power of the United Nations and the Organization in the public interest.

WE know they are eliminating corruption and accounting in the trillions with adding 3 zeros makes it easier ……….. They are going to lift the 3 zeros and need to do so before/start of 2016……… And by the salary ladder they have announced…….it works to values around $2.66 per dinar……… That being said: In what world does 10 cents or 56 cents work on new currency without 3 zeros…….. The hype about what the IMF says is being read through IQD speculator goggles……the IMF will never give a hint to more value coming to currency……AND it appears that even political groups in Iraq don’t have a clue as they demonstrate over the new salary ladder…

With many gurus (Frank and Delta, the Goat (who many forget said that there was a rolling RV in country parroting TNT’s DC a while back) and others I suppose…are now saying 2016. Now kicking the can down the road is easy enough…but I wonder…

Something like if you owe massive debt – even if you get a chunk of money at the last minute, it probably will not stop certain actions by creditors already put into motion. My point is, Iraq is almost already out of time now!!

I agree with you that the next 2-6 weeks might be more interesting than the know-it-all gurus might realize…..just saying!!

A final point….It must be remembered that no matter what intel, news or insider contacts anyone has – there is one underlying truth to this event.

This is… nobody can noodle this out to predict anything because the moment they do, they are already wrong – and that goes for all…Tony, Goat, Frank, Kap, Chattels , Montana, Backdoc, etc…
