CENTRAL BANK: DELETE ZEROS IN EARLY 2017

November 7, 2016

BAGHDAD / IBN – The governor of the Iraqi Central Bank on the Keywords that project to delete the zeros will be implemented in early 2017, indicating that the bank began to develop the first steps of the project.

BGG ~ This says they have already began to develop the first steps – indicating they are into the process (in late 2016). This would imply they are further along today… and likely many of the AML, electronic banking and international banking interactions are leading up to the implementation of this project.

Keywords and said in a statement on Monday, received Iraqi transmitter Network (IBN) a copy of the “The purpose of deleting three zeros from the Iraqi currency is to support the Iraqi dinar and make it a competitor of foreign currency,” pointing out that “this strategic project will serve the country’s economy if it will be inclusion of the Iraqi dinar in the global basket of currencies in the vital world exchanges. ”

BGG ~ This is a key phrase: “…will serve the country’s economy if it will be inclusion of the Iraqi dinar in the global basket of currencies in the vital world exchanges. “…

He added that the bank “is working on mechanisms for the implementation of this project is expected to start at the beginning of 2017,” noting that “the central bank began the first steps of the project through the selection of designs, companies and the country in which the currency will be printed.”

He pointed out that “the new currency entry does not mean the destruction of ancient coins, but will continue to trade for about ten years,” pointing out that “this period will enable the central bank to withdraw the old currency in accordance with the dynamics and mechanics in order to preserve liquidity in the market.”

BGG ~ This is the first of the two “flashback” articles I mentioned on the Conference Call the other night. This was published in early Nov, 2016. Obviously, it is easy to see why there was so much excitement over the “first part” of 2017.

BECAUSE THEY SAID SO…

However, there now seems to be have been more to the story. Lots of info in this piece to reflect on though.

Another reason to repost and reflect on this, they have said nothing contradictory since. They are obviously not “on schedule” but they are not denying it either.

The Central Bank: the draft zeros delete will be implemented in early 2017

Tomorrow Press / Baghdad confirmed the governor of the Central Bank of Iraq, on Thursday that the deletion of zeros project will be implemented in early 2017, indicating that the bank began to develop the first steps of the project.

Keywords and said for “Tomorrow ‘s Press”, said that ” the goal of deleting three zeros from the Iraqi currency is to support the Iraqi dinar and make it a competitor for foreign currency”, returned him as ” a strategic project that will serve the country ‘s economy.”

“The bank is working on the mechanisms used towards the implementation of this project is expected to start by the beginning of 2017 , ” noting that ” the central bank began the first steps of the project by selecting the designs and companies and the country in which it will be printed currency.”

He noted that ” the launch of the new currency does not mean the destruction of the old currencies , but it will continue to trade to about ten years , ” pointing out that “this period will enable the central bank to withdraw the old currency in accordance with the mechanisms will maintain market liquidity.”

The Finance Committee in the former House of Representatives revealed, (2013 August 15), for the postponement of the process of deleting zeros from the currency until after the next parliamentary elections, while confirming that the government is demanding guarantees for non – substituent currency back to the markets and forge.

BGG ~ This paragraph was some historical perspective leading up to the first part of the article…

The Central Bank of Iraq confirmed, in (April 25, 2013), that there is no intention at the present time to restructure the currency and the deletion of three zeros of them, denying reports that in this regard.

BGG ~ More historical background on the subject – referring to the 2013 time period (NOT CURRENT EVENTS)…

It is noteworthy that the General Secretariat of the Council of Ministers announced (April 12, 2012), wait for the application of the process of deleting zeros from the national currency, which had to stop all procedures related to the process mentioned until further notice.

BGG ~ This paragraph pretty much confirms the instance cited on PG 84 of the SIGR Report delivered to the US Congress in 2012. – This was a Maliki era decision. Obvious crookery going on.

It is noteworthy that some economists believe that Iraq is not ready at present to delete the zeros from the dinar, noting that the deletion needs to be a security and political stability as well as economic stability.

BGG ~ ….”the deletion needs to be a (in) security and political stability as well as economic stability”…. This last bit seem to be a more recent argument. It would appear the “experts” in this camp have been winning the argument. However, it is plain to see the UN, IMF and WB are helping very much in all these areas, helping to bridge the gap and move Iraq into an era of security, political stability and economic well-being.

BGG ~ Though this piece was likely a “re-hash” of sorts, it has some more recent lingo added. Which lends some credence to it’s veracity. It is likely they just added some lines, rather than go back and re-write the whole subject in a current article.

Stryker (Dinar Guru) – There has been a lack of news this weekend pointing to any possible revaluation of the Iraq dinar for today (October 1, 2017). So for those that are looking for a new rate to be announced today or tomorrow I’m afraid it’s just not going to take place until we see that the CBI Law amendments are passed. Our newshounds are watching for Tuesday’s parliament agenda publication to confirm that the vote is going to take place then.   [post 1 of 2….stay tuned]

Kurdish appeals to try “Barzani”

BAGHDAD (Reuters) – Kurdish human rights activists appealed to the United Nations to turn the head of the Kurdistan region, Massoud Barzani, to justice, to be tried for his crimes.

“We, a group of human rights activists, call on the United Nations to implement the laws (Geneva 1949, The Hague, 1907), which, in turn, charges war crimes and crimes against,” the agency said in its report to the UN Secretary-General. To the “Massoud Barzani,” the American-Zionist ally, and call him to justify the cause of his party’s battles with other parties, the killing of more than 4000-8000 fighters and a Kurdish citizen.

This is a list of some of the crimes “Barzani”:

1 – causing the outbreak of civil war, and the dissemination of false news about them, causing the death of 4000-8000 Kurds, the displacement of 20 thousand citizens, and a huge number of shocks and distortions.

2 – causing political disintegration during the civil war, and the proliferation of kidnappings, torture and violence. As well as violations of women’s rights, religious freedoms and the flow of education.

3 – failure to provide the requirements of the medical people.

4 – The destruction and desecration of Kurdish cultural heritage.

5 – The seizure of land and property of citizens.

6. – Dealing with prisoners in a repressive and inhumane manner, such as physical assaults, torture, prohibition of drinking and food, medical aid, as well as threatening families of prisoners, and telling them false stories about the execution of their detained children.

The letter also said that the above-mentioned violations are, according to the UN human rights law, war crimes against humanity. Stressing the need to prosecute Barzani and turn it into the Supreme Court.

Stryker (Dinar Guru) – It is worth noting that the CBI has not posted a daily auction for tomorrow (Monday October 2, 2017) and was performed today, as they have been doing but it’s also worth noting that today was a holiday in Iraq (Ashoura Day). In the past few months the CBI has held earlier auctions to cover any future holiday but not this time. Just in case I will be up late tonight to see if there is any changes in the IQD from an exotic currency to a hard currency status.   [post 2 of 2]

Alghadpress.com

Just in case I will be up late tonight to see if there is any changes in the IQD from an exotic currency to a hard currency status.   [post 2 of 2]

Barzani is isolated and lives in a psychological crisis after the referendum

Baghdad – Journal News – The Iraqi coalition forces rejected the “Sunni Arab component” to establish a state that is not supported by local, regional and international, except for Israel in the north of the country. The Kurdish political source said that the head of the Kurdistan region (outgoing) Massoud Barzani is living a difficult psychological situation because of Baghdad’s unexpected positions after the The referendum.

“The Sunni component strongly rejects the establishment of a Kurdish state in northern Iraq and also rejects the expropriation of land from the Nineveh Plain and other areas and forcibly annexing it to Kurdistan,” said the alliance’s deputy, Nasr al-Jubouri.

Jubouri ruled out “a military solution to end the crisis of the Barzani referendum and can not end the crises by a military solution.”

A Kurdish source said that the head of the Kurdistan region (outgoing) Massoud Barzani is currently living in a Kurdish internal crisis and international condemnation of the referendum, despite warnings and international rejection.

“Barzani is living a political siege at the local and regional levels and is waiting for a miracle to save him from what has become a hidden fate for Kurdistan because of the referendum,” the source, who asked not to be named, told the Journal News. “Barzani is living in a psychological crisis now and he has chosen to remain silent and is isolated from the political environment except for those close to his party leadership,” he

This is the condition of Kurdistan to postpone independence

A senior leader of the Kurdistan Democratic Party (KDP) said on Friday that the Kurdistan region of Iraq is ready to postpone independence to two years provided that the central government in Baghdad and the presence of major powers accept the declaration of independence after two years and not to create problems.

A member of the leadership of the Kurdistan Democratic Party, Dari Hussain, said that “Barzani and before the referendum confirmed to all that the region is ready to negotiate with Baghdad and the rest of the parties in respect of the referendum and the independence of Iraqi Kurdistan,” stressing “the readiness of the region to postpone and freeze the issue of independence at the present time to another two years, There will be guarantees and the presence of major powers such as America, France and Britain that Baghdad recognizes the Kurdish state and not create problems.

The leader of the Kurdistan Democratic Party, “The freeze of independence for two more years much better than creating crises at the present time because the current mindset can not be easily changed,” he said.

Sully ~ Good Morning. I wanted to say I too, remain bullish, in spite of what seems to be a never-ending Gerbil wheel we are on. I feel this way because of several reasons but I have one “bottom line” reason which concerns both the CBI and Iraq.

1) The Central Bank continues to keep this financial boat trim with auctions and such but it comes at a cost. This cost is reducing their reserves.

A) Each day as Iraq spends to rebuild and spends to cover debt it gets worse.

B) I feel there is drop dead “time-frame” for this country. It might be weeks or months. There is no way to know.  Further, there is a point at which they will face daily – the choice of bankruptcy or getting off the program rate.

C) Trying to make their play dough work is sapping reserves.

As such, I remain bullish and thank you all for reading this and putting the incredible time into DU.

Parliament authorizes the government to arrest Barzani

BAGHDAD / Baghdadiya News .. The House of Representatives in its regular session, on Wednesday, a decision on the referendum referendum in the Kurdistan region, while a legal expert said that the implementation of the decision entrusted to the executive authority.

The decision of the Council of Representatives includes 13 paragraphs, including the obligation of the Commander-in-Chief of the Armed Forces to take all constitutional and legal measures to preserve the unity of Iraq and to confirm the decision of the Ministerial Council for National Security to judicial follow-up of those responsible for carrying out the referendum, including Kurdistan Region President Massoud Barzani.

The text of the parliament’s decision to close the border ports outside the control of the federal authority, the return of northern oil fields in Kirkuk and the disputed areas, and take measures to remove the governor of Kirkuk, in addition to informing the States that have consulates and representatives in the Kurdistan region to close, Conditional dialogue only after the cancellation of the results of the referendum.

For his part, the legal expert Tariq Harb that the decision issued by the parliament, not implemented immediately, but is deposited with the executive authority.

He added that “the Council of Ministers will be the implementation of the decision of the parliament,” noting that “the Council of Ministers is the supreme authority according to Article (80) of the Constitution, which states that the planning and implementation of the general policy of the State of the Council of Ministers,” adding that ” The ministers were aware of the implementation of the resolution. ”

“The government implements this paragraph by arresting Barzani and those responsible for carrying out the referendum and handing them over to the judiciary,” Harb said.

“The arrest of those responsible for the implementation of the referendum does not require the issuance of arrest warrants, because according to the law, the implementation of the referendum is a” crime is a witness, “and does not need warrants arrest to arrest the perpetrator,” stressing that “Massoud Barzani after this decision is considered Prosecuted and wanted by Baghdad. ”

BGG ~ Before everyone gets all “up in arms” about what is right, who they support, or what they think they “know”…

Let me ask a few questions.

So what constitutes treason?

Why is Barzani still in power 2 years after his second term expired?

Why is the KRG Parliament suspended?

Why did his family choose to purchase large estates in the U.S. – Virginia to be exact (other than the Nov. 1 elections he insists he won’t be a part of…)

On one final note – I’ll recall to your attention, Barzani and the Kurds had the final swing vote with which to remove Maliki in his first term (as I recall – it might have been later…), but instead, chose to NOT USE IT. Why?

Make no mistake… I am a Kurdish sympathizer. However, I am for the Kurdish people… not the Kurdish leadership. None of them. They are all crooked.

Kaperoni (Dinar Guru) – …As a result of the Kurdistan referendum, the Parliamentary Finance Committee has asked the CBI to suspend Kurdish banks from the daily currency auctions. It appears the CBI has confirmed they are in fact doing so with the documentation aboutWhat does this mean to us? It means that the decision to do this is counter productive to the goals set forth by the recent IMF Stand by Agreement and efforts from the UST and IMF to help Iraq meet the conditions to move to Article VIII.  …the sole remaining obstacle was to demonstrate the CBI could manage the dinar within Iraq and maintain a spread between the Official Rate and the Market Rate (street rate) of 2% or less…the IMF requires this to he held for 90 days before compliance would be met.  The goal is 1200 to $1 or about. The decision now to prevent the Kurdistan region has had an effect on this spread as reported today it is now 1275 to $1 in the region.  [post 1 of 2….stay tuned]

Baghdad gives Erbil three days to hand over control of airports

BAGHDAD, Iraq – The Iraqi Council of Ministers has decided to bring the Kurdistan Region’s airports under the authority of the central government, giving Erbil three days to hand them over to Baghdad.

Iraqi Prime Minister Haider al-Abadi announced the decision in his weekly news conference after the meeting of the Council of Ministers. If Erbil does not comply within the three days, Baghdad will close the airports, he asserted.

“We decided to halt all airlines, travel, and the landing of planes from regional and world countries at Erbil and Sulaimani airports, and vice versa. The decision will be implemented within three days, by Friday,” at 6pm, Abadi said, adding they have contacted countries with regard to this.

Humanitarian and emergency flights will not be affected provided they obtain prior approval from Baghdad. Domestic flights are not affected.

Abadi also demanded all oil revenues of the Kurdistan Region to be returned to the control of federal authorities.

He tweeted that those who want to “weaken” Iraq’s sovereignty have “miscalculated.”

Abadi stressed that the referendum will hurt Kurdistan and Iraq as a whole and his government will impose its authority according to the constitution.

“We will not extend our hand to touch the honor of Kurdish citizens,” Abadi added.

“The leaders of the Kurdistan Region didn’t listen to the calls for not holding the referendum and we will not hold discussions on its result,” Abadi said.

Flights have been landing and taking off from both Erbil and Sulaimani airports, according to their respective websites.

Kurdistan Votes to Leave Iraq:
What Happens Next?

Residents of Iraqi Kurdistan voted Monday in a controversial referendum on whether to declare independence from Iraq, with preliminary results showing almost 92% in favor of separation. We’re still waiting for (hopefully) detailed official results so we can map out how different districts voted. But in the meantime, let’s answer some of the big questions:

Will Kurdistan become independent now?

The Kurdistan region’s government considers this vote official and “binding”, in contrast to an informal 2005 referendum, even though the Iraqi federal government in Baghdad considers it completely illegal. But it was never intended to trigger an automatic declaration of independence. Instead, Kurdistan leader Masoud Barzani has promised to use a “YES” vote as leverage to negotiate independence with Iraqi government. So far, no date has been set for Kurdistan’s declaration of independence, and it could still be years away.

What if Iraq never agrees to let Kurdistan be independent?

When asked in an interview this June, Barzani said “It’s too early to say that”. But he did rule out violent means, or any end to cooperation in fighting the so-called “Islamic State (IS; formerly ISIS/ISIL). If Kurdistan’s government eventually feels it’s reached the end of the road in negotiations with the Baghdad, it could choose to declare independence unilaterally – that is, without anyone else’s approval. But the international community rarely rewards that kind of independence declaration, and at best Kurdistan would become the next Kosovo, recognized by half the world but rejected by the other, and blocked from membership in major organizations like the UN.

Which countries would recognize Kurdistan’s independence?

If Kurdistan successfully reaches an agreement with Baghdad before declaring independence, like South Sudan did in 2011, it will probably be recognized by almost all the world’s countries. But if it declares independence unilaterally, its prospects aren’t so good. The Iraqi government and neighboring countries Iran, Turkey, and Syria all strongly opposed Kurdistan even having this referendum, and would be even more livid at an outright declaration of independence. Major world powers have been more lukewarm: The US and Germany opposed the timing of the referendum, but might be sympathetic to eventual independence, while Russia and France have declined to take sides at all. There is one country that gave its full support to the referendum, and would be most likely to recognize an independent Kurdistan: Israel. As a country that also sees itself as the best hope for protecting a persecuted ethnic group, Israel has a lot in common with Kurdistan. Because of that, Israeli leaders would be happy to have an ally in the region who’s not friendly with Iran and doesn’t share brotherly relations with the Arab Middle Eastern countries (Kurdistan’s people are mostly Muslim, but not Arab).

But isn’t Kurdistan a great candidate for independence?

Iraqi Kurdistan is often held up as an example of an aspiring country that would actually be more stable and democratic than the existing countries in the Middle East. And that may be true: Iraqi Kurdistan has been a lot more stable lately than Iraq, Syria, or Yemen, and it’s probably more democratic than most of the countries surrounding it. But it’s not that simple: the Kurdistan Regional Government has its fair share of problems too, dominated by one political party built around a family dynasty, led by a president whose term expired two years ago, and often accused of corruption. Meanwhile, many outside observers worry that Kurdish independence would destabilize the region, leading to violence as neighboring countries oppose the change and Kurdish minorities in those countries become emboldened. On the other hand, many feel that the Kurds, long persecuted by other countries’ governments, deserve a country of their own regardless of
the risks. And scary predictions about the future often don’t come to pass. PolGeoNow neither supports nor opposes Kurdistan’s independence. As always, we’re just here to report what happens.

Still, the people of Kurdistan really do want independence, right?

Though 92% is surprisingly high (a poll last month found 25% planning to vote “NO”), it seems that most Kurds in Iraq do want an independent country. Although the second-largest party in Kurdistan’s parliament opposed the timing of the referendum, it supports independence in principle and decided not to the boycott the vote.

Of course, not everyone in Kurdistan is a Kurd. The region is also home to many Turkmen, Arab, and Assyrian people (these are language-based cultural groupings; in terms of religion, Kurds, Arabs, and Turkmens are all mostly Sunni Muslims, with some Shiites and local minority religious groups, while Assyrians are mostly Christians). Many Arabs, who form the majority in Iraq as a whole, opposed the vote, especially in disputed territories like Kirkuk. But others supported it, having more faith in the Kurdistan government than Iraq’s. Turkmens and Assyrians were similarly split, with minority political parties representing them coming down on both sides of the debate.

imf IMF Staff Concludes Visit on Iraq

September 28, 2017

“End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country.

Iraq asks Saudi Arabia to reinstate the oil export agreement through the joint pipeline

A Lebanese newspaper on Wednesday revealed an Iraqi request from Saudi Arabia to re-work on the agreement to export Iraqi oil through the Iraqi-Saudi joint pipeline that runs through the Kingdom’s territory in order to confront the secession of the Kurdistan region.

The newspaper said in a report issued today, that “some leaks came out of an Iraqi request from the Saudis to re-work on the agreement to export Iraqi oil via the Iraqi-Saudi joint pipeline that passes through Saudi territory, and the latter was stopped unilaterally by the invasion of Kuwait in 1990 As a punitive measure for Saddam Hussein. ”

The pipeline, which runs from the Rumailan field in southern Iraq, is making its way into the Saudi desert towards Riyadh and then turning west to be located at the Al-Majas refinery near Yanbu on the Red Sea coast. The pipeline has a capacity of about 1.6 million Barrel per day “.

The newspaper pointed out that “Iraq neglected before the US invasion to prosecute Saudi Arabia in international courts because of the confiscation of the pipeline (owned by Iraq) and oil, which was in addition to the use of the transfer of gas from the eastern region to the west of the Kingdom.

According to the newspaper, Iraq “hopes today that Riyadh agree to revive the agreement to increase the capacity to export,” pointing out that “cannot be ruled out the possibility of preemptive Baghdad steps to separate the Kurdistan region, which would confiscate a large part of oil production in the north (about 700 thousand barrels per day) ) To demand Riyadh revive the work pipe agreement (miracle).

BGG ~ Let me be perfectly clear…

I am not saying, nor have I said, they will enact some version of currency reform this year – as in: 2017. They may – they may not… it would be very difficult to know this.

Nor am I saying this HAS TO go into 2018. Nowhere has any official source said this. Nor have there been ANY DIRECT indications of this. NONE.

In fact, there have been NUMEROUS indications DAILY they are moving closer and closer to a full re-engagement with the world markets and economies.

Just today there is news of direct negotiations between Iraq and the Saudis to share an export pipeline again.

…”Iraq asks Saudi Arabia to reinstate the oil export agreement through the joint pipeline”… (see article above)

This daily flow of news speaks directly to the economic and market progress Iraq is making… by LEAPS AND BOUNDS.

This re-engagement, with the support of the IMF, UN and WB is critical. Iraq can price their currency and whatever they want. If no one will buy it, what does it matter?? Who cares if there were a $14 RV – if no one will buy your currency??

This re-engagement and international acceptance is a HUGE step towards economic, investment and currency reform in Iraq.

I have plainly said they are CLOSE. Period. End of story.

What’s next after Kurdish independence vote?

ERBIL — Defying pressure from the United States and regional powers Turkey and Iran, millions of Kurds cast their ballots today in a historic referendum on long-fought Kurdish independence.

Stratfor Strategies: Sit. rep.

Negotiations are underway between the Iraqi government and the Kurdistan Regional Government (KRG) over the planned Kurdistan independence referendum, scheduled for Sept. 25. Numerous international powers oppose the referendum — including the United States, the United Kingdom, Turkey, Iran, Germany and other EU powers — and pressure is mounting on KRG President Massoud Barzani to delay the referendum. Meanwhile, Barzani is trying to turn popular approval among Iraqi Kurds for the referendum into a mandate that will improve his bargaining position. But the rallying support — and opposition — is bringing a political charge that’s already spilled over into violence and could do so again.

The prospective referendum includes territories that the central government in Iraq and the KRG both claim as their own. As political negotiations continue, the security situation in the disputed territories is tense and risks escalating. In one such province, Diyala, Iranian-backed Shiite militias recently tried to claim territory, with militia leaders saying that the Kurds had no right to it. In Kirkuk province (which is more valuable than Diyala in part because of its oil reserves), not only do both the Iraqi and Kurdish governments lay claim to overlapping portions of the province, but outside powers Turkey and Iran also claim some degree of ownership and maintain ties to militia forces on the ground.

On Sept. 18, clashes erupted in Kirkuk between Kurdish paramilitary forces and Turkmen, resulting in the death of one Kurdish fighter and the wounding of a total of five men from both sides. As of Sept. 19, a nighttime curfew had been issued in Kirkuk to quell the violence and circumvent an escalation. Earlier the same day, in a pro-referendum rally in Kirkuk, provincial Governor Najmiddin Karim made an appearance in support of Kurdistan independence, underlining the political tension in the province. Many Kirkuk residents, particularly Arabs and Turkmen, do not support the referendum. Because neither Baghdad nor Arbil wields ultimate power over the militia forces scattered throughout the province, there is the risk further clashes will occur. More unrest could, in turn, invite the deployment of even more military forces — from both the Iraqi government and the KRG — to the province. Going forward, Kirkuk will be a province to watch as a bellwether for the mounting risk of violence over the upcoming referendum.

BGG ~ IMHO, they may have a “vote” on this yet… long-run?? Barzani is KIDDING himself. If he manages to split from Iraq in the near future, Turkey will have him for a light snack (This is highly likely the impetus for the Barzani’s buying U.S. residences).

Erodgan has been spoiling to deal with his Turkish Kurdish. He sees no difference in his southern uprising and Barzani. They are all the same to him.

Further, both Turkey and Iran have designs on Kirkuk as well as the Kurds and the GOI. To further complicate matters, the GOI has clearly not been paying their bills to the Kurds. It has to be a pretty big slap in the face where the Peshmerga hasn’t been paid since 2013 and these THUG SHIA Militias got salaries codified in the recent budget. On the other side of the argument – the Kurds have been (reportedly) selling oil outside the agreed upon channels.

Think about it… if the Kurds haven’t been contributing to the GOI for as long as is represented, if the GOI haven’t been paying the Kurds since 2013…

What does this vote matter?? They have the same “defacto agreement” going right now? Correct? How or why would it matter to the currency of Iraq?

Saudi – Iraqi steps to promote banking cooperation

The concerned circles rely heavily on the development of economic, financial and banking relations between Saudi Arabia and Iraq because of their positive reflection on relations with the Gulf countries in general. It also serves the Iraqi economy and its active sectors in the field of investment and finance, as well as the positive impact that these relations can have on the performance of Iraqi banks for the best. Taking advantage of the expertise enjoyed by Gulf financial and banking institutions.

The meeting in Baghdad recently between the President of the Association of Iraqi Private Banks Wadih al-Hanal and the Deputy Governor of the Saudi Arabian Monetary Agency Fahd bin Ibrahim al-Shathri, a qualitative start of cooperation between the concerned institutions in the two brotherly countries, would constitute a gateway to a course of action To promote opportunities for partnership between different economic sectors, especially banking.

Central Bank to Tackle Hoarding of Iraqi Dinars

The Central Bank of Iraq (CBI) has held symposium entitled “Analysis of the phenomenon of Hoarding in Iraq“, addressing the problem of people hoarding Iraqi dinars (IQD), and not making them available to the banking system.

During the seminar, the Governor of the Central Bank, Dr. Ali Mohsen Ismail (pictured), pointed out that cash is not available as planned, and that the CBI is drawing up plans to solve this problem and attract money into the banking system.

According to a CBI statement, the term “hoarding” is used in its economic sense to mean “holding money and imprisoning it from circulation or keeping them in the boxes inside the house and not taking them out to trade in the markets.“

What’s next after Kurdish independence vote?

ERBIL — Defying pressure from the United States and regional powers Turkey and Iran, millions of Kurds cast their ballots today in a historic referendum on long-fought Kurdish independence.

Massoud Barzani, president of Iraqi Kurdistan, who is leading the independence drive, exuded confidence after voting at a polling station close to the presidential compound overlooking Erbil, where the Kurdistan Regional Government (KRG) sits. As election observers looked on, his eldest son, Masrour, chancellor of the Kurdistan Region Security Council, was up next, dipping his index finger in the indelible indigo ink meant to prevent repeat balloting…

BGG  –  This is – best case, a leverage play by Barzani.  There is significant unrest in most of the surrounding regions over this situation. Turkey doesn’t like it. Iran doesn’t like it. Iraq doesn’t like it. The IMF doesn’t like it. The UN doesn’t like it. The US doesn’t like it. Explain to me again the “excitement”?  It’s not good. However, it may not be anything more than a short-term distraction to currency reform in Iraq.

Barzani: The time has come to demand the postponement of the referendum will not take my people

[Baghdad] – The president of the Kurdistan region, Massoud Barzani, said the claims and calls to postpone the referendum on independence “is over.”

“The time has come to call for the postponement of the referendum, and I am not the one who is failing his people,” Barzani said in a speech to crowds at the Franco-Hariri stadium in Erbil on Saturday evening.

“I asked a lot about the reasons for attempts to prevent the referendum and no answer to this only the desire to break the will and dignity of the people of Kurdistan, and that the referendum decision is in the hands of the people.”

He called Barzani, the people of Kurdistan to go to the ballot boxes next Monday, to participate in the referendum on independence of Kurdistan, “noting that” we are at the crossroads of either slavery or independence and freedom. ”

“After 2003, we thought that there was a chance for a new Iraq after all the injustice inflicted on the people of Kurdistan, but unfortunately we soon found out that the majority of politicians in Baghdad are following the practices of the former regime and we reached years ago to believe that there is no possibility of staying with Baghdad.”

He went on to say that “the decision of the referendum was taken before June 7, but they thought it was only a pressure sheet or a way out of internal crises and agreed to split Kurdistan, but the referendum came out of being a decision of one party or one,” noting that “Baghdad threatened to announce after Referendum without trying to correct its wrong policies. ”

He stressed that “dialogue with Baghdad could begin after the referendum, not before, accusing the successive Iraqi governments since the fall of the former regime to turn the Iraqi state into a doctrinal state instead of a civilian state,” he said.

Barzani said that “we did not declare the referendum to demarcate the border or to impose the status quo, but to say the people that I am,” stressing that “will go to Baghdad for dialogue after the referendum.”

“The partnership with Baghdad no longer exists because the Baghdad government is not committed to the constitution,” he said, adding that some of those in Baghdad “have the same mentality as the Anfal crime.”

And Barzani that the government of the Territory went to Baghdad before the referendum on dialogue on the subject, but Baghdad did not take it seriously.

He called on the neighboring countries to sit down at the dialogue table to discuss the concerns of the secession of the Kurdistan region, rather than using the threat method, “stressing that” the Peshmerga forces will fight against any attack on Kurdistan. ”

In response to a UN Security Council statement, Barzani said, “We are ready and serious to cooperate with our Iraqi neighbors and the international coalition in the war on a preacher, and we will be tougher.”

Pipelines and Power

The budding relationship between Russian energy firm Rosneft and Iraq’s Kurdistan Regional Government (KRG) is closer than ever. The company announced Sept. 18 that it was in the final stages of negotiating a deal with the KRG to finance and build a $1 billion natural gas export pipeline to Turkey. Once complete, the pipeline will transform the way the autonomous region in northern Iraq exports its energy. And its effect on regional politics will be no less dramatic.

As a landlocked region, Iraqi Kurdistan relies on pipelines through nearby territories to carry the energy it exports to markets abroad. Its dependence on its neighbors has proved a vulnerability, though. The Kirkuk-Ceyhan pipeline that transports oil from Kurdistan to southern Turkey, for instance, gave Baghdad considerable influence over KRG leaders in Arbil because it crosses through territory under the Iraqi federal government’s control. To squeeze concessions from Kurdistan, the Iraqi federal government could block the KRG’s access to the pipeline.

The negotiating tool lost its power in 2014 when Arbil closed a 50-year export agreement with Ankara that enabled it to construct its own oil pipeline to Turkey through Iraqi Kurdistan. Under the new arrangement, however, the KRG simply traded its reliance on Iraq’s federal government for dependence on Turkey. And though Ankara is a less demanding administrator than Baghdad was, it still has a great deal of power over Arbil, its energy exports and even its oil revenues, since the KRG conducts its energy transactions through Turkish Halkbank. Turkey, moreover, could shut off the KRG’s access to the pipeline without jeopardizing its energy security because it, like Iraq, consumes only a small portion of the Kurdish oil that passes through its territory.

So far, Ankara hasn’t exploited its advantage over the KRG as Baghdad did. Nevertheless, Arbil is well aware of the risk. Turkey’s support for KRG President Massoud Barzani is based largely on convenience and could waver as the leader continues to back an independence referendum scheduled for Sept. 25. Turkish President Recep Tayyip Erdogan recently announced that his government would reveal its planned response to the referendum after meetings of his Cabinet and national security council Sept. 22. Though it’s unclear whether Ankara’s response will involve the KRG’s pipeline, the possibility is worrisome for Arbil and has prompted it to look for a way to even the playing field with Turkey.

Enter Russia

The Rosneft-financed natural gas export pipeline would do just that. With a planned annual capacity of 30 billion cubic meters (98.43 billion cubic feet), the pipeline will be able to transport nearly two-thirds of the total volume of natural gas that Turkey imported last year. Not all of that natural gas would wind up in Turkey; some would likely travel on to markets in southeastern Europe. Even so, the pipeline would boost Turkey’s consumption of natural gas from Iraqi Kurdistan, particularly since Ankara is eager to find alternative sources to reduce its dependence on Iranian and Russian supplies. The more natural gas Turkey imports from Iraqi Kurdistan, the less leverage Ankara will have over Arbil.

Rosneft stands to gain from the new pipeline, too. The firm’s expansion in Iraqi Kurdistan not only dovetails with the Kremlin’s strategy to insinuate itself into as many global hotspots as possible, but it also supports Rosneft’s strategy to compete with Russian natural gas giant Gazprom. Rosneft has long tried to break Gazprom’s monopoly on piped natural gas exports from Russia. With its plans to export natural gas each year from Iraqi Kurdistan to Turkey and southeastern Europe, Rosneft has set its sights on two of Gazprom’s most important markets.

But Rosneft’s pipeline deal is just the latest of in a string of recent agreements that bode well for the Kurdish energy sector. Earlier this year Rosneft became the first major oil company to start pre-purchasing Kurdish oil exports, throwing Arbil a financial lifeline. The Russian firm then used the arrangement as a springboard for the pipeline deal, along with an agreement to explore and develop five blocks in Iraqi Kurdistan. Apart from forging deeper ties with Rosneft, the KRG also finally settled its long-standing dispute with the Pearl Petroleum Co. over energy payments. The two sides reached an agreement that included future investments into natural gas production, which will contribute to the initial feedstock for the Rosneft pipeline.

The natural gas export pipeline that Rosneft and the KRG are negotiating could immediately change the way regional powers operate and behave. Although the infrastructure won’t alter countries’ individual interests in the region, it will change the factors at play in the dispute between Arbil and Baghdad — a dispute that will only intensify as Iraqi Kurdistan’s independence referendum approaches.

tman23 (Dinar Guru) –    [You do know that if the ref, gos through we can kiss the rv good by for at the very least another 3 years because all the laws that have been past since Abadi has been in and I’m talking about the good laws that we are all waiting to be implimped include the kurds with out them all the laws have to be rewritten and voted on and implimped, all their judicial laws include the Kurds.]    …I disagree…This is planned…This is something I have been calling for 2 years…Quite frankly I feel very good about the current situation…Allow me to retract very good…and replace it with…GREAT and EXCITED…We shall see…oh shall we see!   Southern Iraq is about to crack… Baghdad cannot manage it all… They need the Kurds to handle the North… Abadi knows this… Kurdistan will be the beacon of light for all Iraq… And others in the region will want what Kurdistan has..

BGG ~ More like senseless ramble for two years. This is – best case, a leverage play by Barzani.
