Legal: The Constitution is a bright spot in the history of Iraq

The Constitution is a “shining station” in the history of Iraq, stressing its importance as a safety valve for all Iraqis. They noted that despite the gaps, but he achieved the principles of democracy, pointing out that (the Constitution) was a leader at an important stage of life. Sunday marked the 12th anniversary of the referendum on the Iraqi constitution.

Governor of the Central Bank heads to the United States to attend meetings of the IMF and the World Bank

The central bank announced on Sunday that the central bank governor has gone to the United States to participate in meetings of the International Monetary Fund and the World Bank.

The central bank said in a press statement received by “Economy News”, “headed a delegation headed by the governor of the Iraqi Central Bank Ali al-Alak to the United States to participate in meetings of the IMF and the World Bank this week.”

He added that “it is hoped that the meeting on the sidelines of the meetings of a number of central bank governors headed by the Governor of the Central Bank of Holland and the Governor of the Central Bank of Saudi Arabia,” noting that “there will be a meeting with the Chairman of the Board of the Arab Monetary Fund in addition to meetings with a delegation from the Treasury and the Ministry of Foreign Affairs And many other economic and financial figures. ”

Kurdistan Region submits proposals to Baghdad with the oil file

[Ayna-Baghdad]  The Ministry of Natural Resources and Resources in the Kurdistan Regional Government, on Friday, a five-point proposal to resolve the problem of oil exports between Erbil and Baghdad.

According to a statement issued by the ministry, issued yesterday evening, the ministry’s proposal to resolve the crisis included the following points:

1 that pay the Iraqi government salaries of employees and workers in the Kurdistan region, the Peshmerga forces, police, Asayish, and retirees, amounting to a monthly [915 billion Iraqi dinars].

2 – Baghdad believes the operating budget of the Kurdistan region, amounting to 17% of the total oil revenues in Iraq for use in the operation of refineries and power plants.

3 Baghdad believes the operational budget of the Kurdistan region, amounting to 17% of the federal operating budget, [apart from the budget and salaries].

4 – The Iraqi government guarantees payment of financial dues to international companies that work in the field of oil production in Kurdistan according to the contracts concluded so that companies continue to produce oil and achieve profits.

5 – Or the Government of the Territory put forward a proposal “easy” is: to grant the Government of the Territory 17% of the total oil production in Iraq and Kurdistan and the Government of the Territory to implement the above points themselves.

Iraq last week submitted a formal request to Iran and Turkey in dealing with the federal government exclusively with regard to border ports and the closure of all ports with these two countries until the receipt of management by the federal government as well as the suspension of all commercial dealings, especially on the export of oil and sale with the Kurdistan region, Dealing with this file with the Iraqi federal government exclusively because of the province to referendum for separation.

Oil Minister Jabbar Ali al-Allaibi on Tuesday called on North Oil companies, the oil projects company and the ministry’s pipeline company to put forward an urgent plan to repair the Baghdad-owned pipeline to export crude oil from Kirkuk fields to the Turkish port of Ceyhan away from Kurdistan.

Patriotic Union of Kurdistan: infallible still in Sulaymaniyah and our efforts will continue to calm the situation

(Sulaymaniyah: Euphrates News) The Information Office of the Patriotic Union of Kurdistan (PUK) on Saturday denied reports that a delegation of the Patriotic Union of Kurdistan (PUK) had visited Baghdad.

“There is no visit to a delegation from the Patriotic Union of Kurdistan to Baghdad to discuss the current situation in the region, but the efforts of the Patriotic Union of Kurdistan will continue to calm the situation,” he said in a statement received by the Euphrates News Agency.

The office quoted a source familiar with saying that “President Fuad Masum is still in the city of Sulaymaniyah, so in the event of any meeting will be in the city of Sulaymaniyah.”

The leader of the Patriotic Union of Kurdistan Mullah Bakhtiar said on Friday that the leadership of his party had held a meeting with President Fuad Masum lasted for two hours on the situation in Kirkuk.

“Mullah Bakhtiar said that” the meeting was held in the presence of the President and the leaders of the National Union, : Qusrat Rasul Ali, Omar Fattah, Governor Kader, Hero Khan, Pavel Talabani and Qabad Talabani, during which he exchanged views on the current situation well. ”

He added that he would hold a broad meeting on Saturday in which the final position on the current situation will be taken.

Hakim to Trump envoy: Global security is linked to the sacrifices of Iraqis in the face of terrorism

Baghdad – Mawazine News – The head of the National Alliance, Ammar al-Hakim, Saturday, during a meeting with US President’s envoy to the International Coalition to Counter Terrorism Bert Magork, that global security is linked to the sacrifices made by Iraqis in the face of terrorism, while the latter renewed his country’s support for Iraq in the face of terrorism.

A statement by the Office of the President of the National Alliance, received / Mawazine News / copy, that “Hakim received in his office in Baghdad, the envoy of the US President of the International Coalition to Counter Terrorism Bert Magurk,” adding that “the meeting discussed the post-urgent that was close to the end, Challenges facing Iraq’s unity and the referendum crisis. ”

BGG ~ The main thing we can gather from this article is, Maliki was not “elected” leader of the National Alliance – or Iraq. This is still referring to Hakim in an active role as their leader. Further – other articles have revealed Ameri as being the only current nominated candidate to replace Hakim (for now).

BGG ~ When you really dig into what Tillerson and the US offered Barzani to step off this “vote” and quit stirring everyone up… it becomes quite clear NONE OF THIS was about what is best for the Kurdish people, but what is best for BARZANI. Kirkuk: police security conditions are stable and there is no truth to what some have touted

Baghdad scales news – Kirkuk Police Chief, Omar Aref, speech Saturday, the security situation in the city is calm and stable and there is no truth to what some have touted in the media.

Dean issued a press release faxed/Arif scales news/, which reassured the townspeople to stabilize the security situation and tempers, considering what is promoted in some media “wrong and has no basis in reality.”

He added that “after touring revival of Kirkuk by markets; and say that security conditions are stable, safe and all citizens of Kirkuk are safe,” adding that “it is doubtful that him getting around Kirkuk to watch life safe and natural spread of the security forces and their contribution to providing Requirements for stability.

Al-Nusseiri hails the Central Bank’s actions in developing and reforming the banking sector

Adam Montana (Dinar Guru) –   When Abadi vs Maliki was happening, that was another major step for Iraq. Again, it wasn’t a promise of immediate RV, but let’s face it – a major change in value of the Dinar was never going to happen with Maliki at the helm. Maliki simply had no reason to act in Iraq’s best interest when he had such a huge ability to pilfer the system under his power. I firmly believe that Abadi is not like Maliki, and when he won that battle, our landscape changed for the better…but even that was not enough. There was still the issue of the HCL, which MUST be resolved before (or simultaneously with) an RV.   Now let’s look at today…this immediate point in time, where once again the rumor mills are churning and people are getting excited.  I’m going to make two specific statements right now, and I hope they stick:  1. Iraqis demand trial, execution of Maliki over Mosul fall to ISIS
Maliki is role in Mosul's fall

Iraqis demand the trial and execution of former prime minister Nouri al-Maliki for being responsible for Mosul’s fall in ISIS’ grip, Zuhair al-Jabouri, the spokesperson of Nineveh Guard said on Saturday.

This comes as a response to Maliki’s accusations, as he claimed that Mosul’s residents are behind the city’s fall.

In press statements, al-Jabouri noted that Mosul’s residents shall not be held accountable because they did not give orders to five military brigades to withdraw from the battlefield, adding that this order facilitated the city’s fall in ISIS’ clutches.

At the time, Nineveh provincial council and its governor have asked for Peshmerga soldiers’ help to fight ISIS, which was officially and categorically rejected by Maliki, he added.

Mosul’s residents collaborated with ISIS, causing the fall of the city in 2014, Maliki said in a statement to Sputnik, a Russian news agency, on Friday before his visit to Moscow.

On Saturday, former governor of Nineveh Atheel al-Nujaifi lashed out at former prime minister’s over his latest statements.

Earlier, the parliamentary legal committee requested last month the attorney general to reopen the issue of Mosul’s fall in ISIS’ grip, a move that will lead to the trial of Iraqi officials, including Maliki.

WASHINGTON – Annual meetings of the International Monetary Fund (IMF) are being held at an event that is the highlight

Baghdad / The six-day annual meetings of the International Monetary Fund (IMF) were held in Washington, DC, on Tuesday. The agenda of the meetings on the first day included a discussion on what the IMF is doing and what are the main and unregistered objectives. Christophe Rosenberg, on how the International Monetary Fund (IMF) finances its operations, while the IMF’s General Counsel and Director of the International Monetary Fund Shawn Hagan pointed out how to develop the IMF’s capabilities.

The first day of the event, the most important event in the world economic affairs, was held by Al-Mada, a press conference on the prospects of the global economy, and the IMF’s interest in global economic issues and its role in the international financial architecture. The meetings will discuss several topics, including the examination of emerging lessons on consultation, participation and disclosure. U.S. Priorities in the Kirkuk Standoff

In the coming days, Kirkuk will either explode into open fighting between Kurdish and Iraqi forces or spur a much-needed dialogue between Baghdad and Erbil.

On October 12, the oil-rich Iraqi province of Kirkuk came very close to witnessing a major clash between two U.S.-armed militaries — the federal Iraqi army and the forces of the Kurdistan Regional Government (KRG). The army has been unable to access its old bases in Kirkuk since its June 2014 collapse at the hands of the Islamic State, and Kurdish Peshmerga have since taken full control of these areas and their oil fields. The recovering federal military has now made its first attempt to reenter the Peshmerga-controlled zone.

Yesterday, a column of army units, special forces, and Popular Mobilization Forces loyal to the moderate cleric Grand Ayatollah Ali al-Sistani advanced over the Kurdish frontline berm south of Kirkuk city, within a fifteen-minute drive of the provincial capital and key oil fields. Local Peshmerga reportedly came very close to firing on these forces, which halted just in time after Iraqi prime minister Haider al-Abadi received a phone call from one Kurdish faction — the Patriotic Union of Kurdistan (PUK) — asking for forty-eight hours to confer internally and with the other major Kurdish faction, the Kurdistan Democratic Party (KDP). The clock is now ticking, and the deadline will expire by early Sunday morning local time.

In all likelihood, one of three outcomes will unfold. First, Baghdad’s forces could resume their advance after the deadline, then halt or turn back if Peshmerga block them from entering Kirkuk’s military bases and oil fields. Second, federal forces could succeed in pushing onto their objectives. Either of these initial scenarios could generate a major crisis. The first would spell political trouble for Abadi and likely spur intensified multilateral sanctions on the Kurds, including border closures with Turkey and Iraq and removal of the KRG’s capacity to generate customs and oil revenue. And whether federal forces succeed or fail, blood would be likely be shed during the confrontation, casting a very deep shadow over Abadi’s efforts to serve as a unifier in the 2018 elections and further disrupting the military campaign against the Islamic State. Kirkuk’s oil fields might be heavily damaged as well.

Fortunately, a third, more attractive option is available. Since the September 25 KRG independence referendum, Baghdad has been unwilling to enter unconditional negotiations with the KRG, requiring Erbil to publicly renounce the vote in some fashion before coming back to the table. Yet the Kirkuk crisis gives Baghdad a clear pretext for direct emergency talks, and without losing face for setting aside its renouncement demand (at least in the short term). These discussions could center on the PUK’s proposed compromise: “temporary joint administration” of Kirkuk. The portions of Kirkuk that the PUK controls — the main air base, the K1 military base, and some energy facilities — would be good spots to develop a joint security mechanism between federal and Peshmerga forces.

This approach could take some heat out of the crisis, placate Turkish and Iranian fears of growing Kurdish nationalism, and reduce military tensions in Kirkuk. To be sure, further negotiations would be needed regarding the city’s KDP-held zone, which includes two large oil fields, Bai Hassan and Avana. But at least the process would be started.

The United States has rightly expressed that it will not allow any actor to take military steps against the Kurds in their three core provinces — Erbil, Dahuk, and Sulaymaniyah. It has also quietly but insistently signaled Baghdad that any effort to regain access to disputed areas such as Kirkuk should not involve violence, should not be led by Iranian-backed militias, and should leave ample room left for negotiation. Thus far, Abadi seems to have respected these concerns, and the Kurds have likewise been urged to refrain from using force.

Washington should now push for negotiations during the remainder of the forty-eight-hour truce, supporting extensions to the deadline as warranted. Toward that end, it should maintain its small military advisory presence in Kirkuk, which aids situational awareness and crisis communication between the sides.

In particular, U.S. mediators should call for de-escalation measures: a freeze on sending reinforcements to the area, the removal of heavy weapons such as artillery and tanks to a mutual distance, a ban on nighttime movements, and two-way communication to make each side aware of new troop movements. They should also prioritize a partial, incremental solution to the crisis in the near term — such as the return of limited federal military missions to PUK-controlled sites in Kirkuk — instead of an expansive “mega deal” that requires the immediate return of large federal forces to all areas surrendered in 2014. These forces are needed for operations elsewhere in the country anyway, and Kirkuk is not yet equipped to give them the necessary housing and logistical support.

U.S. support to small Iraqi military missions in Kirkuk could be the start of a trilateral combined security mechanism for the city, which federal, KRG, and U.S. forces might then extend into other disputed areas. There are many ways to reintroduce federal security forces without requiring the Kurds to welcome back heavily armed military units; for instance, lightly armed federal oil field police are much needed to prevent Islamic State insurgent attacks on key hydrocarbon resources. Above all, Washington needs to act immediately to keep its allies from fighting each other in the coming days, with a focus on measures that encourage incremental progress and confidence building.

Governor of the Central Bank heads to the United States to attend meetings of the IMF and the World Bank

The central bank announced on Sunday that the central bank governor has gone to the United States to participate in meetings of the International Monetary Fund and the World Bank.

The central bank said in a press statement received by “Economy News”, “headed a delegation headed by the governor of the Iraqi Central Bank Ali al-Alak to the United States to participate in meetings of the IMF and the World Bank this week.”

He added that “it is hoped that the meeting on the sidelines of the meetings of a number of central bank governors headed by the Governor of the Central Bank of Holland and the Governor of the Central Bank of Saudi Arabia,” noting that “there will be a meeting with the Chairman of the Board of the Arab Monetary Fund in addition to meetings with a delegation from the Treasury and the Ministry of Foreign Affairs And many other economic and financial figures. ”

Kurdistan Region submits proposals to Baghdad with the oil file

[Ayna-Baghdad]  The Ministry of Natural Resources and Resources in the Kurdistan Regional Government, on Friday, a five-point proposal to resolve the problem of oil exports between Erbil and Baghdad.

According to a statement issued by the ministry, issued yesterday evening, the ministry’s proposal to resolve the crisis included the following points:

1 that pay the Iraqi government salaries of employees and workers in the Kurdistan region, the Peshmerga forces, police, Asayish, and retirees, amounting to a monthly [915 billion Iraqi dinars].

2 – Baghdad believes the operating budget of the Kurdistan region, amounting to 17% of the total oil revenues in Iraq for use in the operation of refineries and power plants.

3 Baghdad believes the operational budget of the Kurdistan region, amounting to 17% of the federal operating budget, [apart from the budget and salaries].

4 – The Iraqi government guarantees payment of financial dues to international companies that work in the field of oil production in Kurdistan according to the contracts concluded so that companies continue to produce oil and achieve profits.

5 – Or the Government of the Territory put forward a proposal “easy” is: to grant the Government of the Territory 17% of the total oil production in Iraq and Kurdistan and the Government of the Territory to implement the above points themselves.

Iraq last week submitted a formal request to Iran and Turkey in dealing with the federal government exclusively with regard to border ports and the closure of all ports with these two countries until the receipt of management by the federal government as well as the suspension of all commercial dealings, especially on the export of oil and sale with the Kurdistan region, Dealing with this file with the Iraqi federal government exclusively because of the province to referendum for separation.

Oil Minister Jabbar Ali al-Allaibi on Tuesday called on North Oil companies, the oil projects company and the ministry’s pipeline company to put forward an urgent plan to repair the Baghdad-owned pipeline to export crude oil from Kirkuk fields to the Turkish port of Ceyhan away from Kurdistan.

Patriotic Union of Kurdistan: infallible still in Sulaymaniyah and our efforts will continue to calm the situation

(Sulaymaniyah: Euphrates News) The Information Office of the Patriotic Union of Kurdistan (PUK) on Saturday denied reports that a delegation of the Patriotic Union of Kurdistan (PUK) had visited Baghdad.

“There is no visit to a delegation from the Patriotic Union of Kurdistan to Baghdad to discuss the current situation in the region, but the efforts of the Patriotic Union of Kurdistan will continue to calm the situation,” he said in a statement received by the Euphrates News Agency.

The office quoted a source familiar with saying that “President Fuad Masum is still in the city of Sulaymaniyah, so in the event of any meeting will be in the city of Sulaymaniyah.”

The leader of the Patriotic Union of Kurdistan Mullah Bakhtiar said on Friday that the leadership of his party had held a meeting with President Fuad Masum lasted for two hours on the situation in Kirkuk.

“Mullah Bakhtiar said that” the meeting was held in the presence of the President and the leaders of the National Union, : Qusrat Rasul Ali, Omar Fattah, Governor Kader, Hero Khan, Pavel Talabani and Qabad Talabani, during which he exchanged views on the current situation well. ”

He added that he would hold a broad meeting on Saturday in which the final position on the current situation will be taken.

Hakim to Trump envoy: Global security is linked to the sacrifices of Iraqis in the face of terrorism

Baghdad – Mawazine News – The head of the National Alliance, Ammar al-Hakim, Saturday, during a meeting with US President’s envoy to the International Coalition to Counter Terrorism Bert Magork, that global security is linked to the sacrifices made by Iraqis in the face of terrorism, while the latter renewed his country’s support for Iraq in the face of terrorism.

A statement by the Office of the President of the National Alliance, received / Mawazine News / copy, that “Hakim received in his office in Baghdad, the envoy of the US President of the International Coalition to Counter Terrorism Bert Magurk,” adding that “the meeting discussed the post-urgent that was close to the end, Challenges facing Iraq’s unity and the referendum crisis. ”

“The global security is linked to the sacrifices made by the Iraqis in the face of al-Daheshi terrorism, which is nearing completion in Iraq after the settlement of Hawija and the launch of the last two areas west of Ramadi,” Hakim said.

BGG ~ The main thing we can gather from this article is, Maliki was not “elected” leader of the National Alliance – or Iraq. This is still referring to Hakim in an active role as their leader. Further – other articles have revealed Ameri as being the only current nominated candidate to replace Hakim (for now).

BGG ~ When you really dig into what Tillerson and the US offered Barzani to step off this “vote” and quit stirring everyone up… it becomes quite clear NONE OF THIS was about what is best for the Kurdish people, but what is best for BARZANI. OMG!! They gave him the keys to the KINGDOM!! They pretty much offered him the WHOLE PACKAGE. UN, IMF, World support, independence (of sorts), revenue – JUST UNREAL!!

Here’s what they left out – him as El-Presidente’… it refers to his role “post-presidency”… so he really didn’t mean any of what he was saying about not being part of the next regional elections in Kurdistan. Not one word.

Kirkuk: police security conditions are stable and there is no truth to what some have touted

Baghdad scales news – Kirkuk Police Chief, Omar Aref, speech Saturday, the security situation in the city is calm and stable and there is no truth to what some have touted in the media.

Dean issued a press release faxed/Arif scales news/, which reassured the townspeople to stabilize the security situation and tempers, considering what is promoted in some media “wrong and has no basis in reality.”

He added that “after touring revival of Kirkuk by markets; and say that security conditions are stable, safe and all citizens of Kirkuk are safe,” adding that “it is doubtful that him getting around Kirkuk to watch life safe and natural spread of the security forces and their contribution to providing Requirements for stability.

And they were pieces of the Iraqi army and the rapid reaction forces and the popular crowd, began the first movement since Friday night, in the areas surrounding the city of Kirkuk and other disputed areas between the Centre and the Kurdistan region, while two troops withdrew from several areas of agreement with the troops.

I’ll say one thing for all the rumors… they may not seem to get the “dates” right, but when there’s buzz on all the rumor sites…it is usually right in front of a big event.   …Before Chapter 7, there was a crazy amount of hype. You all know I temper my posts, in an effort to keep people grounded, but even I got pretty excited about that event.  It was a major milestone, and a significant key to Iraq’s progress.  The rumor sites all promised an RV at that time, and it was certainly a possibility, but we all know it wasn’t a certainty.  [post 1 of 2….stay tuned]

Al-Nusseiri hails the Central Bank’s actions in developing and reforming the banking sector

The economic and banking adviser, Samir Nusairi, praised the developmental and reform measures carried out by the Central Bank of Iraq two years ago to meet the challenges faced by Iraqi banks because of the economic and financial crisis experienced by Iraq.

Adam Montana (Dinar Guru) –   When Abadi vs Maliki was happening, that was another major step for Iraq. Again, it wasn’t a promise of immediate RV, but let’s face it – a major change in value of the Dinar was never going to happen with Maliki at the helm. Maliki simply had no reason to act in Iraq’s best interest when he had such a huge ability to pilfer the system under his power. I firmly believe that Abadi is not like Maliki, and when he won that battle, our landscape changed for the better…but even that was not enough. There was still the issue of the HCL, which MUST be resolved before (or simultaneously with) an RV.   Now let’s look at today…this immediate point in time, where once again the rumor mills are churning and people are getting excited.  I’m going to make two specific statements right now, and I hope they stick:  1. Iraqis demand trial, execution of Maliki over Mosul fall to ISIS
Maliki is role in Mosul's fall

Iraqis demand the trial and execution of former prime minister Nouri al-Maliki for being responsible for Mosul’s fall in ISIS’ grip, Zuhair al-Jabouri, the spokesperson of Nineveh Guard said on Saturday.

This comes as a response to Maliki’s accusations, as he claimed that Mosul’s residents are behind the city’s fall.

In press statements, al-Jabouri noted that Mosul’s residents shall not be held accountable because they did not give orders to five military brigades to withdraw from the battlefield, adding that this order facilitated the city’s fall in ISIS’ clutches.

At the time, Nineveh provincial council and its governor have asked for Peshmerga soldiers’ help to fight ISIS, which was officially and categorically rejected by Maliki, he added.

Mosul’s residents collaborated with ISIS, causing the fall of the city in 2014, Maliki said in a statement to Sputnik, a Russian news agency, on Friday before his visit to Moscow.

On Saturday, former governor of Nineveh Atheel al-Nujaifi lashed out at former prime minister’s over his latest statements.

Earlier, the parliamentary legal committee requested last month the attorney general to reopen the issue of Mosul’s fall in ISIS’ grip, a move that will lead to the trial of Iraqi officials, including Maliki.

WASHINGTON – Annual meetings of the International Monetary Fund (IMF) are being held at an event that is the highlight

Baghdad / The six-day annual meetings of the International Monetary Fund (IMF) were held in Washington, DC, on Tuesday. The agenda of the meetings on the first day included a discussion on what the IMF is doing and what are the main and unregistered objectives. Christophe Rosenberg, on how the International Monetary Fund (IMF) finances its operations, while the IMF’s General Counsel and Director of the International Monetary Fund Shawn Hagan pointed out how to develop the IMF’s capabilities.

The first day of the event, the most important event in the world economic affairs, was held by Al-Mada, a press conference on the prospects of the global economy, and the IMF’s interest in global economic issues and its role in the international financial architecture. The meetings will discuss several topics, including the examination of emerging lessons on consultation, participation and disclosure. U.S. Priorities in the Kirkuk Standoff

In the coming days, Kirkuk will either explode into open fighting between Kurdish and Iraqi forces or spur a much-needed dialogue between Baghdad and Erbil.

On October 12, the oil-rich Iraqi province of Kirkuk came very close to witnessing a major clash between two U.S.-armed militaries — the federal Iraqi army and the forces of the Kurdistan Regional Government (KRG). The army has been unable to access its old bases in Kirkuk since its June 2014 collapse at the hands of the Islamic State, and Kurdish Peshmerga have since taken full control of these areas and their oil fields. The recovering federal military has now made its first attempt to reenter the Peshmerga-controlled zone.

Yesterday, a column of army units, special forces, and Popular Mobilization Forces loyal to the moderate cleric Grand Ayatollah Ali al-Sistani advanced over the Kurdish frontline berm south of Kirkuk city, within a fifteen-minute drive of the provincial capital and key oil fields. Local Peshmerga reportedly came very close to firing on these forces, which halted just in time after Iraqi prime minister Haider al-Abadi received a phone call from one Kurdish faction — the Patriotic Union of Kurdistan (PUK) — asking for forty-eight hours to confer internally and with the other major Kurdish faction, the Kurdistan Democratic Party (KDP). The clock is now ticking, and the deadline will expire by early Sunday morning local time.

In all likelihood, one of three outcomes will unfold. First, Baghdad’s forces could resume their advance after the deadline, then halt or turn back if Peshmerga block them from entering Kirkuk’s military bases and oil fields. Second, federal forces could succeed in pushing onto their objectives. Either of these initial scenarios could generate a major crisis. The first would spell political trouble for Abadi and likely spur intensified multilateral sanctions on the Kurds, including border closures with Turkey and Iraq and removal of the KRG’s capacity to generate customs and oil revenue. And whether federal forces succeed or fail, blood would be likely be shed during the confrontation, casting a very deep shadow over Abadi’s efforts to serve as a unifier in the 2018 elections and further disrupting the military campaign against the Islamic State. Kirkuk’s oil fields might be heavily damaged as well.

Fortunately, a third, more attractive option is available. Since the September 25 KRG independence referendum, Baghdad has been unwilling to enter unconditional negotiations with the KRG, requiring Erbil to publicly renounce the vote in some fashion before coming back to the table. Yet the Kirkuk crisis gives Baghdad a clear pretext for direct emergency talks, and without losing face for setting aside its renouncement demand (at least in the short term). These discussions could center on the PUK’s proposed compromise: “temporary joint administration” of Kirkuk. The portions of Kirkuk that the PUK controls — the main air base, the K1 military base, and some energy facilities — would be good spots to develop a joint security mechanism between federal and Peshmerga forces.

This approach could take some heat out of the crisis, placate Turkish and Iranian fears of growing Kurdish nationalism, and reduce military tensions in Kirkuk. To be sure, further negotiations would be needed regarding the city’s KDP-held zone, which includes two large oil fields, Bai Hassan and Avana. But at least the process would be started.

The United States has rightly expressed that it will not allow any actor to take military steps against the Kurds in their three core provinces — Erbil, Dahuk, and Sulaymaniyah. It has also quietly but insistently signaled Baghdad that any effort to regain access to disputed areas such as Kirkuk should not involve violence, should not be led by Iranian-backed militias, and should leave ample room left for negotiation. Thus far, Abadi seems to have respected these concerns, and the Kurds have likewise been urged to refrain from using force.

Washington should now push for negotiations during the remainder of the forty-eight-hour truce, supporting extensions to the deadline as warranted. Toward that end, it should maintain its small military advisory presence in Kirkuk, which aids situational awareness and crisis communication between the sides.

In particular, U.S. mediators should call for de-escalation measures: a freeze on sending reinforcements to the area, the removal of heavy weapons such as artillery and tanks to a mutual distance, a ban on nighttime movements, and two-way communication to make each side aware of new troop movements. They should also prioritize a partial, incremental solution to the crisis in the near term — such as the return of limited federal military missions to PUK-controlled sites in Kirkuk — instead of an expansive “mega deal” that requires the immediate return of large federal forces to all areas surrendered in 2014. These forces are needed for operations elsewhere in the country anyway, and Kirkuk is not yet equipped to give them the necessary housing and logistical support.

U.S. support to small Iraqi military missions in Kirkuk could be the start of a trilateral combined security mechanism for the city, which federal, KRG, and U.S. forces might then extend into other disputed areas. There are many ways to reintroduce federal security forces without requiring the Kurds to welcome back heavily armed military units; for instance, lightly armed federal oil field police are much needed to prevent Islamic State insurgent attacks on key hydrocarbon resources. Above all, Washington needs to act immediately to keep its allies from fighting each other in the coming days, with a focus on measures that encourage incremental progress and confidence building.

Patriotic Union of Kurdistan: infallible still in Sulaymaniyah and our efforts will continue to calm the situation

(Sulaymaniyah: Euphrates News) The Information Office of the Patriotic Union of Kurdistan (PUK) on Saturday denied reports that a delegation of the Patriotic Union of Kurdistan (PUK) had visited Baghdad.

“There is no visit to a delegation from the Patriotic Union of Kurdistan to Baghdad to discuss the current situation in the region, but the efforts of the Patriotic Union of Kurdistan will continue to calm the situation,” he said in a statement received by the Euphrates News Agency.

The office quoted a source familiar with saying that “President Fuad Masum is still in the city of Sulaymaniyah, so in the event of any meeting will be in the city of Sulaymaniyah.”

The leader of the Patriotic Union of Kurdistan Mullah Bakhtiar said on Friday that the leadership of his party had held a meeting with President Fuad Masum lasted for two hours on the situation in Kirkuk.

“Mullah Bakhtiar said that” the meeting was held in the presence of the President and the leaders of the National Union, : Qusrat Rasul Ali, Omar Fattah, Governor Kader, Hero Khan, Pavel Talabani and Qabad Talabani, during which he exchanged views on the current situation well. ”

Hakim to Trump envoy: Global security is linked to the sacrifices of Iraqis in the face of terrorism

Baghdad – Mawazine News – The head of the National Alliance, Ammar al-Hakim, Saturday, during a meeting with US President’s envoy to the International Coalition to Counter Terrorism Bert Magork, that global security is linked to the sacrifices made by Iraqis in the face of terrorism, while the latter renewed his country’s support for Iraq in the face of terrorism.

A statement by the Office of the President of the National Alliance, received / Mawazine News / copy, that “Hakim received in his office in Baghdad, the envoy of the US President of the International Coalition to Counter Terrorism Bert Magurk,” adding that “the meeting discussed the post-urgent that was close to the end, Challenges facing Iraq’s unity and the referendum crisis. ”

BGG ~ The main thing we can gather from this article is, Maliki was not “elected” leader of the National Alliance – or Iraq. This is still referring to Hakim in an active role as their leader. Further – other articles have revealed Ameri as being the only current nominated candidate to replace Hakim (for now).

Kirkuk: police security conditions are stable and there is no truth to what some have touted

Baghdad scales news – Kirkuk Police Chief, Omar Aref, speech Saturday, the security situation in the city is calm and stable and there is no truth to what some have touted in the media.

Dean issued a press release faxed/Arif scales news/, which reassured the townspeople to stabilize the security situation and tempers, considering what is promoted in some media “wrong and has no basis in reality.”

He added that “after touring revival of Kirkuk by markets; and say that security conditions are stable, safe and all citizens of Kirkuk are safe,” adding that “it is doubtful that him getting around Kirkuk to watch life safe and natural spread of the security forces and their contribution to providing Requirements for stability.

And they were pieces of the Iraqi army and the rapid reaction forces and the popular crowd, began the first movement since Friday night, in the areas surrounding the city of Kirkuk and other disputed areas between the Centre and the Kurdistan region, while two troops withdrew from several areas of agreement with the troops.

Al-Nusseiri hails the Central Bank’s actions in developing and reforming the banking sector

The economic and banking adviser, Samir Nusairi, praised the developmental and reform measures carried out by the Central Bank of Iraq two years ago to meet the challenges faced by Iraqi banks because of the economic and financial crisis experienced by Iraq.

Adam Montana (Dinar Guru) –   When Abadi vs Maliki was happening, that was another major step for Iraq. Again, it wasn’t a promise of immediate RV, but let’s face it – a major change in value of the Dinar was never going to happen with Maliki at the helm. Maliki simply had no reason to act in Iraq’s best interest when he had such a huge ability to pilfer the system under his power. I firmly believe that Abadi is not like Maliki, and when he won that battle, our landscape changed for the better…but even that was not enough. There was still the issue of the HCL, which MUST be resolved before (or simultaneously with) an RV.   Now let’s look at today…this immediate point in time, where once again the rumor mills are churning and people are getting excited.  I’m going to make two specific statements right now, and I hope they stick:  1. Iraqis demand trial, execution of Maliki over Mosul fall to ISIS
Maliki is role in Mosul's fall

Iraqis demand the trial and execution of former prime minister Nouri al-Maliki for being responsible for Mosul’s fall in ISIS’ grip, Zuhair al-Jabouri, the spokesperson of Nineveh Guard said on Saturday.

This comes as a response to Maliki’s accusations, as he claimed that Mosul’s residents are behind the city’s fall.

In press statements, al-Jabouri noted that Mosul’s residents shall not be held accountable because they did not give orders to five military brigades to withdraw from the battlefield, adding that this order facilitated the city’s fall in ISIS’ clutches.

At the time, Nineveh provincial council and its governor have asked for Peshmerga soldiers’ help to fight ISIS, which was officially and categorically rejected by Maliki, he added.

Mosul’s residents collaborated with ISIS, causing the fall of the city in 2014, Maliki said in a statement to Sputnik, a Russian news agency, on Friday before his visit to Moscow.

On Saturday, former governor of Nineveh Atheel al-Nujaifi lashed out at former prime minister’s over his latest statements.

Earlier, the parliamentary legal committee requested last month the attorney general to reopen the issue of Mosul’s fall in ISIS’ grip, a move that will lead to the trial of Iraqi officials, including Maliki.

U.S. Priorities in the Kirkuk Standoff

In the coming days, Kirkuk will either explode into open fighting between Kurdish and Iraqi forces or spur a much-needed dialogue between Baghdad and Erbil.

On October 12, the oil-rich Iraqi province of Kirkuk came very close to witnessing a major clash between two U.S.-armed militaries — the federal Iraqi army and the forces of the Kurdistan Regional Government (KRG). The army has been unable to access its old bases in Kirkuk since its June 2014 collapse at the hands of the Islamic State, and Kurdish Peshmerga have since taken full control of these areas and their oil fields. The recovering federal military has now made its first attempt to reenter the Peshmerga-controlled zone.

Yesterday, a column of army units, special forces, and Popular Mobilization Forces loyal to the moderate cleric Grand Ayatollah Ali al-Sistani advanced over the Kurdish frontline berm south of Kirkuk city, within a fifteen-minute drive of the provincial capital and key oil fields. Local Peshmerga reportedly came very close to firing on these forces, which halted just in time after Iraqi prime minister Haider al-Abadi received a phone call from one Kurdish faction — the Patriotic Union of Kurdistan (PUK) — asking for forty-eight hours to confer internally and with the other major Kurdish faction, the Kurdistan Democratic Party (KDP). The clock is now ticking, and the deadline will expire by early Sunday morning local time.

In all likelihood, one of three outcomes will unfold. First, Baghdad’s forces could resume their advance after the deadline, then halt or turn back if Peshmerga block them from entering Kirkuk’s military bases and oil fields. Second, federal forces could succeed in pushing onto their objectives. Either of these initial scenarios could generate a major crisis. The first would spell political trouble for Abadi and likely spur intensified multilateral sanctions on the Kurds, including border closures with Turkey and Iraq and removal of the KRG’s capacity to generate customs and oil revenue. And whether federal forces succeed or fail, blood would be likely be shed during the confrontation, casting a very deep shadow over Abadi’s efforts to serve as a unifier in the 2018 elections and further disrupting the military campaign against the Islamic State. Kirkuk’s oil fields might be heavily damaged as well.

Fortunately, a third, more attractive option is available. Since the September 25 KRG independence referendum, Baghdad has been unwilling to enter unconditional negotiations with the KRG, requiring Erbil to publicly renounce the vote in some fashion before coming back to the table. Yet the Kirkuk crisis gives Baghdad a clear pretext for direct emergency talks, and without losing face for setting aside its renouncement demand (at least in the short term). These discussions could center on the PUK’s proposed compromise: “temporary joint administration” of Kirkuk. The portions of Kirkuk that the PUK controls — the main air base, the K1 military base, and some energy facilities — would be good spots to develop a joint security mechanism between federal and Peshmerga forces.

This approach could take some heat out of the crisis, placate Turkish and Iranian fears of growing Kurdish nationalism, and reduce military tensions in Kirkuk. To be sure, further negotiations would be needed regarding the city’s KDP-held zone, which includes two large oil fields, Bai Hassan and Avana. But at least the process would be started.

The United States has rightly expressed that it will not allow any actor to take military steps against the Kurds in their three core provinces — Erbil, Dahuk, and Sulaymaniyah. It has also quietly but insistently signaled Baghdad that any effort to regain access to disputed areas such as Kirkuk should not involve violence, should not be led by Iranian-backed militias, and should leave ample room left for negotiation. Thus far, Abadi seems to have respected these concerns, and the Kurds have likewise been urged to refrain from using force.

Washington should now push for negotiations during the remainder of the forty-eight-hour truce, supporting extensions to the deadline as warranted. Toward that end, it should maintain its small military advisory presence in Kirkuk, which aids situational awareness and crisis communication between the sides.

In particular, U.S. mediators should call for de-escalation measures: a freeze on sending reinforcements to the area, the removal of heavy weapons such as artillery and tanks to a mutual distance, a ban on nighttime movements, and two-way communication to make each side aware of new troop movements. They should also prioritize a partial, incremental solution to the crisis in the near term — such as the return of limited federal military missions to PUK-controlled sites in Kirkuk — instead of an expansive “mega deal” that requires the immediate return of large federal forces to all areas surrendered in 2014. These forces are needed for operations elsewhere in the country anyway, and Kirkuk is not yet equipped to give them the necessary housing and logistical support.

U.S. support to small Iraqi military missions in Kirkuk could be the start of a trilateral combined security mechanism for the city, which federal, KRG, and U.S. forces might then extend into other disputed areas. There are many ways to reintroduce federal security forces without requiring the Kurds to welcome back heavily armed military units; for instance, lightly armed federal oil field police are much needed to prevent Islamic State insurgent attacks on key hydrocarbon resources. Above all, Washington needs to act immediately to keep its allies from fighting each other in the coming days, with a focus on measures that encourage incremental progress and confidence building.

The United States has rightly expressed that it will not allow any actor to take military steps against the Kurds in their three core provinces — Erbil, Dahuk, and Sulaymaniyah. It has also quietly but insistently signaled Baghdad that any effort to regain access to disputed areas such as Kirkuk should not involve violence, should not be led by Iranian-backed militias, and should leave ample room left for negotiation. Thus far, Abadi seems to have respected these concerns, and the Kurds have likewise been urged to refrain from using force.

Washington should now push for negotiations during the remainder of the forty-eight-hour truce, supporting extensions to the deadline as warranted. Toward that end, it should maintain its small military advisory presence in Kirkuk, which aids situational awareness and crisis communication between the sides.

In particular, U.S. mediators should call for de-escalation measures: a freeze on sending reinforcements to the area, the removal of heavy weapons such as artillery and tanks to a mutual distance, a ban on nighttime movements, and two-way communication to make each side aware of new troop movements. They should also prioritize a partial, incremental solution to the crisis in the near term — such as the return of limited federal military missions to PUK-controlled sites in Kirkuk — instead of an expansive “mega deal” that requires the immediate return of large federal forces to all areas surrendered in 2014. These forces are needed for operations elsewhere in the country anyway, and Kirkuk is not yet equipped to give them the necessary housing and logistical support.

U.S. support to small Iraqi military missions in Kirkuk could be the start of a trilateral combined security mechanism for the city, which federal, KRG, and U.S. forces might then extend into other disputed areas. There are many ways to reintroduce federal security forces without requiring the Kurds to welcome back heavily armed military units; for instance, lightly armed federal oil field police are much needed to prevent Islamic State insurgent attacks on key hydrocarbon resources. Above all, Washington needs to act immediately to keep its allies from fighting each other in the coming days, with a focus on measures that encourage incremental progress and confidence building.

Mosul’s residents collaborated with ISIS, causing the fall of the city in 2014, Maliki said in a statement to Sputnik, a Russian news agency, on Friday before his visit to Moscow.

On Saturday, former governor of Nineveh Atheel al-Nujaifi lashed out at former prime minister’s over his latest statements.

Earlier, the parliamentary legal committee requested last month the attorney general to reopen the issue of Mosul’s fall in ISIS’ grip, a move that will lead to the trial of Iraqi officials, including Maliki.

Adam Montana (Dinar Guru) –   When Abadi vs Maliki was happening, that was another major step for Iraq. Again, it wasn’t a promise of immediate RV, but let’s face it – a major change in value of the Dinar was never going to happen with Maliki at the helm. Maliki simply had no reason to act in Iraq’s best interest when he had such a huge ability to pilfer the system under his power. I firmly believe that Abadi is not like Maliki, and when he won that battle, our landscape changed for the better…but even that was not enough. There was still the issue of the HCL, which MUST be resolved before (or simultaneously with) an RV.   Now let’s look at today…this immediate point in time, where once again the rumor mills are churning and people are getting excited.  I’m going to make two specific statements right now, and I hope they stick:  1. Rafidain Bank announces the issuance of Master Card for employees and citizens

Baghdad – Journal News – Al-Rusafa Investigation Court on Wednesday issued arrest warrants for the president and members of the Kurdistan Regional Commission (KRG), which oversees the referendum, in violation of the decision of the Federal Supreme Court.

“The court of the Rusafa investigation issued an arrest warrant against the president and members of the commission supervising the referendum in the Kurdistan region,” said Judge Abdul Sattar Birqdar, spokesman for the Supreme Judicial Council.

The “conditions” they are rejecting are the premise of unity and their own constitution. Consequently – I suspect everyone will be wishing they were more respectful and adherent to their own constitution before this is over with.

New government decisions on the Kurdistan region

Abadi: The start of dialogue with the Kurdistan Region should be based on three things

Roudao – Erbil – Iraqi Prime Minister Haidar al-Abadi said on Tuesday that “the start of any dialogue should be based on the unity of Iraq and the constitution and reject the referendum,” stressing that there is no break with the Kurdistan Region.

The Iraqi prime minister warned of “the emergence of agendas seeking to stir up racial strife in the country,” he said. Stressing that “any dialogue with the region should be based on the unity of Iraq and the Constitution and the rejection of the referendum, there is no break with the Kurdistan region.” “Peshmerga forces not to clash with the federal forces in the disputed areas.”

On the question of the application of the Confederacy, he said, “The application of the Confederation needs to amend the Constitution and vote two-thirds of the members of parliament.”

Abadi said in his speech, “Mobile phone companies have confirmed that they are subject to the federal authority in Iraq.”

Pointing out that “the Iraqi security forces, was able to restore and enter areas that were unable to any military force since the era of the former regime to enter,” noting that the end of this year will witness the collapse of the page organization in Iraq. “

Breitling (Dinar Guru) – You have the kurds, what they are going through…but it’s not going to render what Iraq does with its currency…Let’s say they do separate and they do take some of that oil profits away from the rest of Iraq.  What would Iraq do?  You guys know the answer.  They would add value to their currency.  They’d have to make up for that.  How would that make up for the oil loss…? Because they can take that money and invest it in the interior of other countries…The overall key is their economy is being attacked…what to they [countries] do?  They invest in foreign entities, foreign bonds, foreign currencies…and what do they [countries] need to do to do that?  They need to raise the value of their currencies a little bit…So what can Iraq do?

Urgent policy .. The end of the meeting of the Democratic Party bloc three decisions for Baghdad

Twilight News – The Kurdistan Democratic Party bloc in the Iraqi parliament held a meeting in the city of Arbil, in response to the government and the Iraqi parliament.

“We discussed at the meeting three axes, and we reached the conclusion that any agreement must be unconditional, especially the results of the referendum, it is irreversible and called on the government, the parliament and the Iraqi to back away from the sanctions against the Kurdistan Region ,” said Renas Jano, a spokesman for the bloc in a conference following the meeting . Against the Kurdish deputies, which he described as unconstitutional.

He said that this situation complicates the situation and does not correct It – also called for the unification of the positions of the Kurdish blocs, “We will strengthen relations with our colleagues in parliament to face the targeting and typhoon targeting Kurdistan.”

On the boycott of sessions of the Iraqi parliament, “We are not employees and no one can prevent us from returning to Parliament and can not punish us according to the Constitution.”

“Iraq’s agreement with other countries for commercial exchange through the local currency and abandonment of the dollar will have a positive return on the economy,” Smisem said, “noting that” trade in local currency will reduce the inflation rate significantly because of the lack of the need to buy Dollar or reduce the proportion of purchase. ”

The economic expert said that “Iraq cannot take such steps at the present time because of the weakness of the economy and the absence of national industry as it is still dependent on foreign imports and a large percentage,” noting that “the agreement between Turkey and Iran on trade in local currency came because the economy of the two countries Strong and at the same level will benefit the two countries due to the decline of the Turkish lira as well as for Iran, which was suffering from economic sanctions. ”

Even though they are saying they can’t do it right now… doesn’t mean they won’t – or this person has the final say in such matters.

If they want to re-engage with other world economies, this will happen. All of these items appear on a collision course.

However, they won’t be able to lay off the dollar or fully engage internationally at the current value… it is too much of imbalance.

It is going to be interesting to see the outcome of these next meetings with the IMF starting on the 13th here in Washington D.C.

Trend Press / Baghdad – The adviser to the Prime Minister for Economic Affairs, the appearance of Mohammed Saleh, that the reopening of sugar factory Sumer is a step to restore Iraqi industry again, revealing the existence of 172 plants have been idle since 2003 and until today.

“The trend towards a market economy to be a strategic partner with the private sector is taking place for the first time in Iraq, which is a correct step to restore the movement of Iraqi industry again,” he said in a statement. % Since 2003 and so far.

He stressed that “the only solution to address the wheel of the Iraqi economy and the return of laboratories is to engage the private sector with the state in the market, noting that Article 14 of the Federal Budget Law 2017 provides for partnership between the State and the private sector.”

The Minister of Industry and Minerals Mohammed Shiaa al-Sudani opened on Tuesday Sumer plant.

Hakim calls for the withdrawal of Maliki’s nomination to head the National Alliance

Called the stream of parliamentary wisdom, on Thursday, a coalition of state law to withdraw the nomination of coalition president Nuri al-Maliki for the post of President of the National Alliance for the next session, noting that Maliki’s nomination at the moment will create a political crisis within the leaders of the coalition.

“We call on the coalition of state law to withdraw the nomination of Vice President and the leader of the coalition Nuri al-Maliki to the post of president of the National Alliance.”

MilitiaMan (Dinar Guru) –   So if we look at the timing of events and the knowledge we have from the plethora of information we have been freely given by many people to use for to find a foundation in our investment that imo is not speculative at all. It is in fact, based on hard data that supports the Iraqi Dinar is by far under valued.  We can look at not only natural resources, taxes and tariffs, agriculture, claw back of stolen goods and monies, and to soon be a booming in tourism industry, etc., that supports the value of an international convertible currency at a market rate.  The above should give security to those investors even more now. Their money and persons will be safe to move freely! The expectation of Abadi to speak now about full liberation of Iraq is greater than ever before, imo.

Kuwait: talks with Iraq to import gas instead of the remaining compensation

The Minister of Oil and Electricity and Water Minister Essam al-Marzouq said that there are discussions currently underway with Iraq on the import of Iraqi gas in return for compensation owed to Kuwait, amounting to more than 4 billion dollars as a result of the invasion of the former regime of the country.

In a statement to reporters on the sidelines of the German Embassy in Kuwait on the occasion of the National Day of the Federal Republic of Germany, Marzouk said that “part of the ongoing talks on the import of gas to Kuwait and we will see the impact soon.”

“We will soon sign the agreement with the Iraqi side and the understanding remains on the value,” he said, noting that “the volume of imported gas will start at 50 million cubic feet will increase to about 200 million feet.”

The State of Kuwait provided four options to meet the compensation instead of cash payment, and these proposed alternatives; the purchase of Iraqi gas at the agreed price between the parties and negotiate the reduction of the percentage of Iraq’s imports of oil and its derivatives.

 IMF Staff Concludes Visit on Iraq

“End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. This mission will not result in a Board discussion.”

The Iraqi authorities and the staff of the International Monetary Fund (IMF) held discussions in Amman from September 17 to 28, 2017 on the third review of Iraq’s 36-month Stand-By Arrangement (SBA). The IMF Executive Board approved the SBA on July 7, 2016 (See Press Release No. 16/321), and completed the second review on August 1, 2017 (See Press Release No. 17/311).

At the end of the mission, Mr. Christian Josz, Mission Chief for Iraq, issued the following statement:

“The Iraqi authorities and IMF staff started discussions on the third review of the SBA and made good progress towards reaching agreement on a draft 2018 budget in line with the SBA. These discussions will continue during the upcoming IMF and World Bank Annual Meetings from October 13–15, 2017 in Washington, DC.”

“During the visit, the team met with the Acting Governor of the Central Bank of Iraq (CBI), Dr. Ali Mohsen Ismail Al-Allaq, Acting Deputy Minister of Finance, Dr. Maher Johan, , and officials from the Prime Minister’s office, ministries of finance, oil, planning, and electricity, the State Oil Marketing Organization, the Central Statistical Organization, the Central Bank of Iraq, and the Board of Supreme Audit. Also the CBI said they will not stop selling the dollar in Kurdistan. So who has the final wordIndependent CBI or Minister of Finance in Parl.? It seems that this move would cut Iraq’s nose off to spite it’s face. It will affect them too. Economist say this is a bad idea. As usual, we shall see how this plays out.

The Central Bank: the draft zeros delete will be implemented in early 2017

Tomorrow Press / Baghdad confirmed the governor of the Central Bank of Iraq, on Thursday that the deletion of zeros project will be implemented in early 2017, indicating that the bank began to develop the first steps of the project.

Keywords and said for “Tomorrow ‘s Press”, said that ” the goal of deleting three zeros from the Iraqi currency is to support the Iraqi dinar and make it a competitor for foreign currency”, returned him as ” a strategic project that will serve the country ‘s economy.”

“The bank is working on the mechanisms used towards the implementation of this project is expected to start by the beginning of 2017 , ” noting that ” the central bank began the first steps of the project by selecting the designs and companies and the country in which it will be printed currency.”

He noted that ” the launch of the new currency does not mean the destruction of the old currencies , but it will continue to trade to about ten years , ” pointing out that “this period will enable the central bank to withdraw the old currency in accordance with the mechanisms will maintain market liquidity.”

The Finance Committee in the former House of Representatives revealed, (2013 August 15), for the postponement of the process of deleting zeros from the currency until after the next parliamentary elections, while confirming that the government is demanding guarantees for non – substituent currency back to the markets and forge.

The Central Bank of Iraq confirmed, in (April 25, 2013), that there is no intention at the present time to restructure the currency and the deletion of three zeros of them, denying reports that in this regard.

BGG ~ More historical background on the subject – referring to the 2013 time period (NOT CURRENT EVENTS)…

It is noteworthy that the General Secretariat of the Council of Ministers announced (April 12, 2012), wait for the application of the process of deleting zeros from the national currency, which had to stop all procedures related to the process mentioned until further notice.

BGG ~ This paragraph pretty much confirms the instance cited on PG 84 of the SIGR Report delivered to the US Congress in 2012. – This was a Maliki era decision. Obvious crookery going on.

It is noteworthy that some economists believe that Iraq is not ready at present to delete the zeros from the dinar, noting that the deletion needs to be a security and political stability as well as economic stability.

BGG ~ ….”the deletion needs to be a (in) security and political stability as well as economic stability”…. This last bit seem to be a more recent argument. It would appear the “experts” in this camp have been winning the argument. However, it is plain to see the UN, IMF and WB are helping very much in all these areas, helping to bridge the gap and move Iraq into an era of security, political stability and economic well-being.

CENTRAL BANK: DELETE ZEROS IN EARLY 2017

BAGHDAD / IBN – The governor of the Iraqi Central Bank on the Keywords that project to delete the zeros will be implemented in early 2017, indicating that the bank began to develop the first steps of the project.

BGG ~ This says they have already began to develop the first steps – indicating they are into the process (in late 2016). This would imply they are further along today… and likely many of the AML, electronic banking and international banking interactions are leading up to the implementation of this project.

BGG ~ This is the first of the two “flashback” articles I mentioned on the Conference Call the other night. This was published in early Nov, 2016. Obviously, it is easy to see why there was so much excitement over the “first part” of 2017.

Economic expert: Iraq cannot trade in its local currency

BAGHDAD (Reuters) – Iraq’s agreement with other countries to trade through the local currency and abandonment of the dollar will have positive repercussions on the economic situation, the economic expert said on Thursday, pointing out that Iraq cannot take such steps at the moment because of weakness Economy and the absence of national industry.

“Iraq’s agreement with other countries for commercial exchange through the local currency and abandonment of the dollar will have a positive return on the economy,” Smisem said, “noting that” trade in local currency will reduce the inflation rate significantly because of the lack of the need to buy Dollar or reduce the proportion of purchase. ”

The economic expert said that “Iraq cannot take such steps at the present time because of the weakness of the economy and the absence of national industry as it is still dependent on foreign imports and a large percentage,” noting that “the agreement between Turkey and Iran on trade in local currency came because the economy of the two countries Strong and at the same level will benefit the two countries due to the decline of the Turkish lira as well as for Iran, which was suffering from economic sanctions. ”

BGG ~ You do realize what they are talking about here – right? This is a fairly direct reference to the “deleting of the zeros” project in a veiled sort of way. Fact.

Even though they are saying they can’t do it right now… doesn’t mean they won’t – or this person has the final say in such matters.

If they want to re-engage with other world economies, this will happen. All of these items appear on a collision course.

However, they won’t be able to lay off the dollar or fully engage internationally at the current value… it is too much of imbalance.

It is going to be interesting to see the outcome of these next meetings with the IMF starting on the 13th here in Washington D.C.

Economic consultant: More than 172 factories have been suspended since 2003 – until now

Trend Press / Baghdad – The adviser to the Prime Minister for Economic Affairs, the appearance of Mohammed Saleh, that the reopening of sugar factory Sumer is a step to restore Iraqi industry again, revealing the existence of 172 plants have been idle since 2003 and until today.

“The trend towards a market economy to be a strategic partner with the private sector is taking place for the first time in Iraq, which is a correct step to restore the movement of Iraqi industry again,” he said in a statement. % Since 2003 and so far.

He stressed that “the only solution to address the wheel of the Iraqi economy and the return of laboratories is to engage the private sector with the state in the market, noting that Article 14 of the Federal Budget Law 2017 provides for partnership between the State and the private sector.”

Hakim calls for the withdrawal of Maliki’s nomination to head the National Alliance

Called the stream of parliamentary wisdom, on Thursday, a coalition of state law to withdraw the nomination of coalition president Nuri al-Maliki for the post of President of the National Alliance for the next session, noting that Maliki’s nomination at the moment will create a political crisis within the leaders of the coalition.

Kuwait: talks with Iraq to import gas instead of the remaining compensation

The Minister of Oil and Electricity and Water Minister Essam al-Marzouq said that there are discussions currently underway with Iraq on the import of Iraqi gas in return for compensation owed to Kuwait, amounting to more than 4 billion dollars as a result of the invasion of the former regime of the country.

In a statement to reporters on the sidelines of the German Embassy in Kuwait on the occasion of the National Day of the Federal Republic of Germany, Marzouk said that “part of the ongoing talks on the import of gas to Kuwait and we will see the impact soon.”

“We will soon sign the agreement with the Iraqi side and the understanding remains on the value,” he said, noting that “the volume of imported gas will start at 50 million cubic feet will increase to about 200 million feet.”

The State of Kuwait provided four options to meet the compensation instead of cash payment, and these proposed alternatives; the purchase of Iraqi gas at the agreed price between the parties and negotiate the reduction of the percentage of Iraq’s imports of oil and its derivatives.

I don’t know. I see the RV happening before any split, though…For now, I’m not concerned about them splitting or not… I just want to see this HCL get done.

 IMF Staff Concludes Visit on Iraq

“End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. This mission will not result in a Board discussion.”

The Iraqi authorities and the staff of the International Monetary Fund (IMF) held discussions in Amman from September 17 to 28, 2017 on the third review of Iraq’s 36-month Stand-By Arrangement (SBA). The IMF Executive Board approved the SBA on July 7, 2016 (See Press Release No. 16/321), and completed the second review on August 1, 2017 (See Press Release No. 17/311).

At the end of the mission, Mr. Christian Josz, Mission Chief for Iraq, issued the following statement:

“The Iraqi authorities and IMF staff started discussions on the third review of the SBA and made good progress towards reaching agreement on a draft 2018 budget in line with the SBA. These discussions will continue during the upcoming IMF and World Bank Annual Meetings from October 13–15, 2017 in Washington, DC.”

“During the visit, the team met with the Acting Governor of the Central Bank of Iraq (CBI), Dr. Ali Mohsen Ismail Al-Allaq, Acting Deputy Minister of Finance, Dr. Maher Johan, , and officials from the Prime Minister’s office, ministries of finance, oil, planning, and electricity, the State Oil Marketing Organization, the Central Statistical Organization, the Central Bank of Iraq, and the Board of Supreme Audit. G-Lin (Dinar Guru) –   Article:  “Iraqi parliament reveals new sanctions for the Kurdistan region”   Quote:  “...in addition to a package of resolutions, notably the suspension of the sale of the dollar to the region, government and private banks, as well as a lawsuit against four companies.”   […why suspend the sale of dollars to Kurdistan?]   I’m not real sure about their thinking on this…In an art. posted a few days ago it stated that Kurdistan has 30% of the hard currency in their banks. Also the CBI said they will not stop selling the dollar in Kurdistan. So who has the final wordIndependent CBI or Minister of Finance in Parl.? It seems that this move would cut Iraq’s nose off to spite it’s face. It will affect them too. Economist say this is a bad idea. As usual, we shall see how this plays out.

The Central Bank: the draft zeros delete will be implemented in early 2017

Tomorrow Press / Baghdad confirmed the governor of the Central Bank of Iraq, on Thursday that the deletion of zeros project will be implemented in early 2017, indicating that the bank began to develop the first steps of the project.

Keywords and said for “Tomorrow ‘s Press”, said that ” the goal of deleting three zeros from the Iraqi currency is to support the Iraqi dinar and make it a competitor for foreign currency”, returned him as ” a strategic project that will serve the country ‘s economy.”

“The bank is working on the mechanisms used towards the implementation of this project is expected to start by the beginning of 2017 , ” noting that ” the central bank began the first steps of the project by selecting the designs and companies and the country in which it will be printed currency.”

He noted that ” the launch of the new currency does not mean the destruction of the old currencies , but it will continue to trade to about ten years , ” pointing out that “this period will enable the central bank to withdraw the old currency in accordance with the mechanisms will maintain market liquidity.”

The Finance Committee in the former House of Representatives revealed, (2013 August 15), for the postponement of the process of deleting zeros from the currency until after the next parliamentary elections, while confirming that the government is demanding guarantees for non – substituent currency back to the markets and forge.

The Central Bank of Iraq confirmed, in (April 25, 2013), that there is no intention at the present time to restructure the currency and the deletion of three zeros of them, denying reports that in this regard.

BGG ~ More historical background on the subject – referring to the 2013 time period (NOT CURRENT EVENTS)…

It is noteworthy that the General Secretariat of the Council of Ministers announced (April 12, 2012), wait for the application of the process of deleting zeros from the national currency, which had to stop all procedures related to the process mentioned until further notice.

BGG ~ This paragraph pretty much confirms the instance cited on PG 84 of the SIGR Report delivered to the US Congress in 2012. – This was a Maliki era decision. Obvious crookery going on.

It is noteworthy that some economists believe that Iraq is not ready at present to delete the zeros from the dinar, noting that the deletion needs to be a security and political stability as well as economic stability.

BGG ~ ….”the deletion needs to be a (in) security and political stability as well as economic stability”…. This last bit seem to be a more recent argument. It would appear the “experts” in this camp have been winning the argument. However, it is plain to see the UN, IMF and WB are helping very much in all these areas, helping to bridge the gap and move Iraq into an era of security, political stability and economic well-being.

CENTRAL BANK: DELETE ZEROS IN EARLY 2017

BAGHDAD / IBN – The governor of the Iraqi Central Bank on the Keywords that project to delete the zeros will be implemented in early 2017, indicating that the bank began to develop the first steps of the project.

BGG ~ This says they have already began to develop the first steps – indicating they are into the process (in late 2016). This would imply they are further along today… and likely many of the AML, electronic banking and international banking interactions are leading up to the implementation of this project.

BGG ~ This is the first of the two “flashback” articles I mentioned on the Conference Call the other night. This was published in early Nov, 2016. Obviously, it is easy to see why there was so much excitement over the “first part” of 2017.

G-Lin (Dinar Guru) –   Article:  “Iraqi parliament reveals new sanctions for the Kurdistan region”   Quote:  “...in addition to a package of resolutions, notably the suspension of the sale of the dollar to the region, government and private banks, as well as a lawsuit against four companies.”   […why suspend the sale of dollars to Kurdistan?]   I’m not real sure about their thinking on this…In an art. posted a few days ago it stated that Kurdistan has 30% of the hard currency in their banks. Also the CBI said they will not stop selling the dollar in Kurdistan. So who has the final wordIndependent CBI or Minister of Finance in Parl.? It seems that this move would cut Iraq’s nose off to spite it’s face. It will affect them too. Economist say this is a bad idea. As usual, we shall see how this plays out.

The Central Bank: the draft zeros delete will be implemented in early 2017

Tomorrow Press / Baghdad confirmed the governor of the Central Bank of Iraq, on Thursday that the deletion of zeros project will be implemented in early 2017, indicating that the bank began to develop the first steps of the project.

Keywords and said for “Tomorrow ‘s Press”, said that ” the goal of deleting three zeros from the Iraqi currency is to support the Iraqi dinar and make it a competitor for foreign currency”, returned him as ” a strategic project that will serve the country ‘s economy.”

“The bank is working on the mechanisms used towards the implementation of this project is expected to start by the beginning of 2017 , ” noting that ” the central bank began the first steps of the project by selecting the designs and companies and the country in which it will be printed currency.”

He noted that ” the launch of the new currency does not mean the destruction of the old currencies , but it will continue to trade to about ten years , ” pointing out that “this period will enable the central bank to withdraw the old currency in accordance with the mechanisms will maintain market liquidity.”

The Finance Committee in the former House of Representatives revealed, (2013 August 15), for the postponement of the process of deleting zeros from the currency until after the next parliamentary elections, while confirming that the government is demanding guarantees for non – substituent currency back to the markets and forge.

The Central Bank of Iraq confirmed, in (April 25, 2013), that there is no intention at the present time to restructure the currency and the deletion of three zeros of them, denying reports that in this regard.

BGG ~ More historical background on the subject – referring to the 2013 time period (NOT CURRENT EVENTS)…

It is noteworthy that the General Secretariat of the Council of Ministers announced (April 12, 2012), wait for the application of the process of deleting zeros from the national currency, which had to stop all procedures related to the process mentioned until further notice.

BGG ~ This paragraph pretty much confirms the instance cited on PG 84 of the SIGR Report delivered to the US Congress in 2012. – This was a Maliki era decision. Obvious crookery going on.

It is noteworthy that some economists believe that Iraq is not ready at present to delete the zeros from the dinar, noting that the deletion needs to be a security and political stability as well as economic stability.

BGG ~ ….”the deletion needs to be a (in) security and political stability as well as economic stability”…. This last bit seem to be a more recent argument. It would appear the “experts” in this camp have been winning the argument. However, it is plain to see the UN, IMF and WB are helping very much in all these areas, helping to bridge the gap and move Iraq into an era of security, political stability and economic well-being.

BGG ~ Though this piece was likely a “re-hash” of sorts, it has some more recent lingo added. Which lends some credence to it’s veracity. It is likely they just added some lines, rather than go back and re-write the whole subject in a current article.

CENTRAL BANK: DELETE ZEROS IN EARLY 2017

BAGHDAD / IBN – The governor of the Iraqi Central Bank on the Keywords that project to delete the zeros will be implemented in early 2017, indicating that the bank began to develop the first steps of the project.

BGG ~ This says they have already began to develop the first steps – indicating they are into the process (in late 2016). This would imply they are further along today… and likely many of the AML, electronic banking and international banking interactions are leading up to the implementation of this project.

Keywords and said in a statement on Monday, received Iraqi transmitter Network (IBN) a copy of the “The purpose of deleting three zeros from the Iraqi currency is to support the Iraqi dinar and make it a competitor of foreign currency,” pointing out that “this strategic project will serve the country’s economy if it will be inclusion of the Iraqi dinar in the global basket of currencies in the vital world exchanges. ”

He pointed out that “the new currency entry does not mean the destruction of ancient coins, but will continue to trade for about ten years,” pointing out that “this period will enable the central bank to withdraw the old currency in accordance with the dynamics and mechanics in order to preserve liquidity in the market.”

BGG ~ This is the first of the two “flashback” articles I mentioned on the Conference Call the other night. This was published in early Nov, 2016. Obviously, it is easy to see why there was so much excitement over the “first part” of 2017.

However, there now seems to be have been more to the story. Lots of info in this piece to reflect on though.

Another reason to repost and reflect on this, they have said nothing contradictory since. They are obviously not “on schedule” but they are not denying it either.
