The Exchange Rate of Foreign Currency in Economic Feasibility Studies

Below are the central controls related to the exchange rate of the foreign currency to convert the project inputs and outputs from foreign currency to its equivalent in the local currency, and that is by calculating the net discounted present value standard and the internal return on investments in economic analysis that governs investment projects that costs excess one million dinars.

Estimate the shadow price of foreign currency:

1. It is necessary to put central controls to amend the official exchange rate * to reflect the shadow price of the foreign currency, and that is considered one of the necessary requirements to implement the net discounted present value standard and the internal return rate on investment in the economic calculation stated in the instructions, paragraph nine.

The central controls for adjusting market prices distinguished a group of outputs and inputs traded internationally, where the projects production or usage of them is reflected on the abundance of foreign currency in the economy and thus project outputs or inputs used of such are considered purely foreign currency outputs or inputs.

* What is meant by exchange rate: the number of units of foreign currency, expressed in dollar per one dinar.In particular the following outputs and inputs of foreign currency were distinguished:

  • Export-outputs.
  • Outputs marketed locally that substitute imports.
  • Imported inputs.
  • Inputs produced locally that usually go to exports.
  • Foreign labor.

According to the pricing rules the value of the output and input (traded) is calculated using export prices (FOB) and import prices (CIF), according to what is listed in the pricing rules.

In other words the pricing rules calculate what the project produces from foreign currency (quantity of exports multiplied by the export price (FOB) in foreign currency or the quantity of substitute imports multiplied by the import price (CIF) in foreign currency, as well as what the project uses from foreign currency and imported inputs multiplied by the import price (CIF) in foreign currency …. etc.).

In a later step, project outputs and inputs must be converted from the foreign currency to its equivalent in local currency (dinars) by using a specific exchange rate for the foreign currency.

2. Justifications for exchange-rate adjustment: there are a number of important and powerful arguments which support the view that the official exchange rate reduces the real value of foreign currency for purposes of calculating the economic national profitability for investment projects and hence for the purposes of investment planning. It is demonstrated in this context to call for assessing the dinar for less than (3.208) dollar (official exchange rate) when assessing project outputs and inputs of traded goods of exports, substitute imports and imports… etc.

The justifications to call for the use of an exchange rate that is lower than the official exchange rate are:

  • The use of an exchange rate that is lower than the official rate is the appropriate action at the investment planning level to translate the country’s economic strategy aiming at stimulating central investments in the sectors that encourage the development of non-oil exports, as well as sectors that encourage the expansion of domestic production base in order to reduce imports and compensate it with local commodities. This helps to reduce reliance on foreign exchange earnings from crude oil exports and increases the share of non-oil sectors in the local production.
  • The application of the amended exchange rate on project imported inputs will assist in directing investments away from aggregated sectors dependent on imported inputs and the preference of those sectors that rely on locally produced inputs.
  • The use of the amended exchange rate helps to correct the balance in favor of the traded goods sectors compared to non-traded goods.
  • The real exchange rate has declined rapidly since the early seventies, through rapid rise of the level of prices and local costs which led by the steadiness of the official exchange rate to change in prices and actual local rate costs that gave an advantage for imported goods at the expense of locally produced goods, meaning that it led to deterioration of the competitiveness of alternative replacement goods and export commodities.
  • This action shows that the official exchange rate overestimates the value of the dinar, compared to the foreign currency and from the promoting goods substituting imports and export commodities point of view of.

And in support to this view is the state’s utilization and in a broad approach to the customs and quantitative protection policies especially for consumer goods, as well as export subsidies that exports have through an amended export exchange rate.

3. Estimate the amended exchange rate of the Iraqi dinar to be used in technical and economical feasibility studies and for (1.134) dollar per dinar. This price should be approved for 3 years until re-appreciation by the competent authorities.

Deputy for the Liberal calls for Maliki to be outside the political process and “behind bars”

MP for the Liberal bloc Majid al-Gharawi, on Friday, that the cause of the dropping of four Iraqi provinces, however, the organization “Daash” terrorist, referring to Nouri al-Maliki should be outside the political process and “behind bars.”

Gharrawi said in an interview that “the cause of dropping the four provinces, however Daash terrorist and brought the country to what it is now because of the wrong Ssayasth, you must be outside the political process.”

He Ghraoui, “you should have this person (al-Maliki) behind prison bars, in order to pay for what he has done and the work is supported by the burdens of politicians.”

The head of the so-called coalition of state law, Nuri al-Maliki on Thursday to keep the Sadrists from the political process for his followers to storm the Green Zone and the House of Representatives on Saturday.

Maliki said in his page on the social networking site Twitter, that “those who attacked the legitimacy of the state represented by the Parliament should not have a position in the political process unless they come back to their senses,” referring to the Sadrist movement, which called for sit-ins and demonstrations near the Green Zone and evolved into demonstrators storming of the area and enter parliament.

Will Abadi resign from his party?

BAGHDAD, Iraq — Iraqi Prime Minister Haider al-Abadi is seeking to form a government of independent technocrats away from the quotas system, the political process that Iraq has grown accustomed to over the past 13 years. Under the system, the political positions are divided according to the quotas distributed among the main components of the country — Sunnis, Shiites and Kurds. However, the steps that the prime minister is taking in forming the government of independent technocrats has faced obstacles, most notably political and popular demands for him to leave the Islamic Dawa Party with which he is affiliated.

Abadi became prime minister of Iraq on Aug. 11, 2014, when President Fuad Masum assigned him to form a government, after the Iraqi political blocs refused to grant his predecessor, Nouri al-Maliki, a chance to get a third term, forcing him to waive his third term in favor of his fellow party member, Abadi.

On March 2, Hanan al-Fatlawi, member of parliament (MP) and head of the Irada block — an independent block that has no governmental position and only one parliamentary seat — demanded that Abadi, her former colleague in the State of Law coalition, should either resign from his position as head of the government or declare a state of emergency and ask the parliament to vote on it.

She noted in a press statement, “Abadi came up with the ministerial change to distract the Iraqi street and waste time until the end of the current election round. The current ministers in the Iraqi government are not working seriously, and the ministries are almost paralyzed because of the anticipated ministerial change sought by Abadi.”

Meanwhile, MP for the Kurdish Change bloc, MP Risan Sheikh, told Al-Monitor, “Abadi intends to form a government of technocrats, and this is a positive step toward reform, but it is difficult for Abadi to head this government as long as he insists on remaining affiliated with the Dawa Party. This is a fallacy and a negative point against the democratic political process.”

She also said, “Abadi has to abandon his party for his presiding over a technocrat government to be convincing and positive; he cannot have partisan affiliations and look for independent ministers. It is necessary to withdraw the vote of confidence from Abadi and elect someone who is strong and capable of putting an end to the quotas system in the country and saving it from the crises that plague it.”

Against this background, protesters organized a demonstration at Tahrir Square in Baghdad and called on Abadi to become independent and announce his resignation from the Dawa Party.

One of the protesters at Tahrir Square, Suad Ali, told Al-Monitor, “Iraqis are protesting to demand Abadi to resign from the Dawa Party and to set an example for a government of independent technocrats. If he stays affiliated with the party, I do not see how he could be able to positively head the government or even obtain political and popular support. A technocratic government should be headed by a person who has no affiliation with any party. His sense of belonging and loyalty should only be to Iraq so that he can [properly] serve the Iraqi people.”

In a press conference held at the parliament on March 2, a number of MPs for the National Alliance called on Abadi to resign from his party as part of the reforms that he wants to carry out.

MP Ali al-Badri, who participated in the press conference, said, “Public opinion is being misled when it comes to the reforms that are going to save the country from destruction and corruption just by changing ministers. Some blocs want a partial Cabinet reshuffle while others want a technocratic Cabinet.”

He noted, “The major issue in the country is not only the ministers, but also the undersecretaries and general managers in the ministries, who are subject to the quotas system,” adding, “Even if the prime minister brought ministers as wise as prophets, the competent parliamentary committees are the ones that monitor their work; how can a minister work with a monitoring committee that follows the quotas system?”

Badri stressed the importance of “a reform program that is built on solid foundations and not only based on the Cabinet reshuffle. The program must start with the prime minister himself; he should abandon his party and show Iraq that he is a prime minister for all Iraqis.”

Ihsan al-Shammari, a political analyst and head of the think tank Iraqi Centre for Political Thought, told Al-Monitor, “The demand made by the political powers for Abadi to submit his resignation from the Dawa Party bears a political dimension, which is part of the obstacles impeding the reform project that he put forward and which targeted the center of influence of leaders and political parties, prompting them to find obstacles for this shift toward the use of [competent personnel] in the management of the state and its institutions.”

He added, “There is a constitutional cover for [Abadi] to remain within the scope of the political system; Article 78 of the Iraqi Constitution points out that the president shall assign the candidate of the largest parliamentary bloc, and the constitution does not state that the prime minister shall be independent or be obliged to choose the ministers of any title, whether they are independent or technocrats.”

Shammari stressed that “the demands for Abadi to resign from his party are part of the struggle and political revenge between parties that do not want to leave the partisan, sectarian and nationalistic quotas system and are still holding onto the power and its luster.”

Perhaps those demanding Abadi to resign from the Dawa Party will not stop here; they might even demand him to resign from his position as prime minister or even call on the parliament to withdraw the vote of confidence, should he insist on staying affiliated with his party. However, Abadi might be surprised by a step similar to the one that surprised parliament Speaker Salim al-Jabouri on April 14, when about 171 MPs staged a sit-in at the parliament building and voted to dismiss him and his two MPs Humam Hamoudi and Aram Al-Sheikh Ali.

The political crisis in Iraq has affected the entire political system, which is still searching for a way out. This comes amid disputes that cannot easily be resolved, especially after an angry public has already taken a stance.

Carter defends Iraq’s Abadi, says he remains in ‘strong position’

ERBIL, Kurdistan Region – US Secretary of Defense Ash Carter has vouched for Iraqi Prime Minister Haider al-Abadi, saying he remained strong despite the political tumult in Iraq.

“He seems to be in a very strong position. Obviously we support him strongly because of what he stands for,” Carter said Monday, according to media reports.

Abadi has faced increased domestic pressure in Iraq as supporters of the Shiite cleric Muqtada al-Sadr stormed parliament on Saturday, demanding the immediate implementation of reforms and the removal of corrupt officials.

“Prime Minister Abadi stands for and has been a partner in all of the things that are important to Iraq’s future,” Carter said, “namely a country that holds together and doesn’t just spiral off into sectarianism.”

Additionally, Carter said, Abadi has made progress against the Islamic State (ISIS) on the battlefield. In recent months the Iraqi military, with close US-led coalition air support, forced ISIS militants from the Anbar province capital of Ramadi and took the offensive against the militants across that province.

“That’s why it’s so important for the international community to help and support the Iraqi government at this time,” Carter urged.

The defense secretary is currently in Germany to discuss the counter-ISIS campaign with the European members of the US coalition.

A source reveals to break into the Green Zone has been coordination between al-Sadr and al-Abadi

Detecting leaders from within the three presidencies and the heads of political blocs to a meeting, on Monday, for ‘collusion’ between Prime Minister Haider al – Abadi and the cleric Muqtada al – Sadr to allow the demonstrators to break into the Green Zone, as pointed out a government trend to change to protect the Green Zone through the use of the Peshmerga.

She also said, “Abadi has to abandon his party for his presiding over a technocrat government to be convincing and positive; he cannot have partisan affiliations and look for independent ministers. It is necessary to withdraw the vote of confidence from Abadi and elect someone who is strong and capable of putting an end to the quotas system in the country and saving it from the crises that plague it.”

Against this background, protesters organized a demonstration at Tahrir Square in Baghdad and called on Abadi to become independent and announce his resignation from the Dawa Party.

One of the protesters at Tahrir Square, Suad Ali, told Al-Monitor, “Iraqis are protesting to demand Abadi to resign from the Dawa Party and to set an example for a government of independent technocrats. If he stays affiliated with the party, I do not see how he could be able to positively head the government or even obtain political and popular support. A technocratic government should be headed by a person who has no affiliation with any party. His sense of belonging and loyalty should only be to Iraq so that he can [properly] serve the Iraqi people.”

In a press conference held at the parliament on March 2, a number of MPs for the National Alliance called on Abadi to resign from his party as part of the reforms that he wants to carry out.

MP Ali al-Badri, who participated in the press conference, said, “Public opinion is being misled when it comes to the reforms that are going to save the country from destruction and corruption just by changing ministers. Some blocs want a partial Cabinet reshuffle while others want a technocratic Cabinet.”

He noted, “The major issue in the country is not only the ministers, but also the undersecretaries and general managers in the ministries, who are subject to the quotas system,” adding, “Even if the prime minister brought ministers as wise as prophets, the competent parliamentary committees are the ones that monitor their work; how can a minister work with a monitoring committee that follows the quotas system?”

Badri stressed the importance of “a reform program that is built on solid foundations and not only based on the Cabinet reshuffle. The program must start with the prime minister himself; he should abandon his party and show Iraq that he is a prime minister for all Iraqis.”

Ihsan al-Shammari, a political analyst and head of the think tank Iraqi Centre for Political Thought, told Al-Monitor, “The demand made by the political powers for Abadi to submit his resignation from the Dawa Party bears a political dimension, which is part of the obstacles impeding the reform project that he put forward and which targeted the center of influence of leaders and political parties, prompting them to find obstacles for this shift toward the use of [competent personnel] in the management of the state and its institutions.”

He added, “There is a constitutional cover for [Abadi] to remain within the scope of the political system; Article 78 of the Iraqi Constitution points out that the president shall assign the candidate of the largest parliamentary bloc, and the constitution does not state that the prime minister shall be independent or be obliged to choose the ministers of any title, whether they are independent or technocrats.”

Shammari stressed that “the demands for Abadi to resign from his party are part of the struggle and political revenge between parties that do not want to leave the partisan, sectarian and nationalistic quotas system and are still holding onto the power and its luster.”

Perhaps those demanding Abadi to resign from the Dawa Party will not stop here; they might even demand him to resign from his position as prime minister or even call on the parliament to withdraw the vote of confidence, should he insist on staying affiliated with his party. However, Abadi might be surprised by a step similar to the one that surprised parliament Speaker Salim al-Jabouri on April 14, when about 171 MPs staged a sit-in at the parliament building and voted to dismiss him and his two MPs Humam Hamoudi and Aram Al-Sheikh Ali.

The political crisis in Iraq has affected the entire political system, which is still searching for a way out. This comes amid disputes that cannot easily be resolved, especially after an angry public has already taken a stance.

Carter defends Iraq’s Abadi, says he remains in ‘strong position’

ERBIL, Kurdistan Region – US Secretary of Defense Ash Carter has vouched for Iraqi Prime Minister Haider al-Abadi, saying he remained strong despite the political tumult in Iraq.

“He seems to be in a very strong position. Obviously we support him strongly because of what he stands for,” Carter said Monday, according to media reports.

Abadi has faced increased domestic pressure in Iraq as supporters of the Shiite cleric Muqtada al-Sadr stormed parliament on Saturday, demanding the immediate implementation of reforms and the removal of corrupt officials.

“Prime Minister Abadi stands for and has been a partner in all of the things that are important to Iraq’s future,” Carter said, “namely a country that holds together and doesn’t just spiral off into sectarianism.”

Additionally, Carter said, Abadi has made progress against the Islamic State (ISIS) on the battlefield. In recent months the Iraqi military, with close US-led coalition air support, forced ISIS militants from the Anbar province capital of Ramadi and took the offensive against the militants across that province.

“That’s why it’s so important for the international community to help and support the Iraqi government at this time,” Carter urged.

The defense secretary is currently in Germany to discuss the counter-ISIS campaign with the European members of the US coalition.

Mutlaq , demanding the withdrawal of confidence from the al – Abadi and the formation of a national salvation government

Ok – so here it is…

I have been working on this info for a couple of days now… I needed to look into it, capture some screen shots on my own and mull it over before I put this out…

It appears, last Tuesday, for about 3 hours – the Investing.com trading platform was showing an increased value to around 8 1/2 cents… I’ll add more details as we go…

Here is a screenshot taken last Tuesday, showing a clear increase in the value of the Dinar. Obviously, only for about 3 hours, but still… very exciting.

BTW – It obviously shows a significant increase (like – almost 10,000%). When you place your cursor in the lower right hand circle… it will show a value (at that time) of 11.8 Dinars per USD. WOW!! (Thanks to thh for providing this info)…

This reflects (and that is all I am commenting on – what this platform reflects). It is reflecting 11.8 Dinars per 1 USD. To figure the value – since it is in divisions of 1 USD… take 1 (USD) divided by 11.8 = .08475 (ish)… or about 8 1/2 cents. Is this where I think it will end? NO. Is this where I think it will start? It may already have. I am neither predicting nor proclaiming… I am simply sharing and commenting on what is readily available.

But if you’ve been reading the news over the last week, starting on about Saturday… it looks like the time has come for change. In fact, it looks like al Sadr is on a rampage!   Quote:  “Urgent..Sadr calls for ministers to submit their resignations immediately to pave the way for the formation of a new government...”  And you’re going to see that after the weeks and months of dragging feet, we’re on the road to be back in business. Iraq doesn’t want to sit stale and stagnant, any more than we want to witness it. We haven’t heard a peep about the HCL in months, and it seemed like nobody was going to do anything about it. Looks like that changed, so let’s hope for some good news out of this little shake-up.

The United Nations stands ready to intervene to dissolve the parliament crisis

Special Representative of the Secretary-General of the United Nations in Iraq, Jan Kubis, the United Nations stands ready to find a political solution to the crisis that is currently taking place in parliament, he said.

He said in a statement after a meeting with President Fuad Masum said the political parties in Iraq must reach a political solution, and on an urgent basis, based on the Constitution and the law and the principles of democracy, which puts an end to the state of division and paralysis taking place in Parliament, paving the way rapidly to initiate and proceed forward with the necessary anti-corruption measures and reforms as well as ensuring the smooth functioning of state institutions without any pressure or intimidation noting that the United Nations stands ready to facilitate these efforts, if needed and if requested by the parties.

Ok – so here it is…

I have been working on this info for a couple of days now… I needed to look into it, capture some screen shots on my own and mull it over before I put this out…

It appears, last Tuesday, for about 3 hours – the Investing.com trading platform was showing an increased value to around 8 1/2 cents… I’ll add more details as we go…

Here is a screenshot taken last Tuesday, showing a clear increase in the value of the Dinar. Obviously, only for about 3 hours, but still… very exciting.

Lone surviving Iraqi M1 Abrams tank nicknamed “The Beast” is “tearing up ISIS”

The coalition forces in Iraq and Syria have officially begun phase 2, “dismantle the enemy”, of their strategy to defeat ISIS.

On April 11th Iraqi security forces claimed victory against ISIS in the city of Hīt in the Euphrates river valley. The ancient city fell to the Islamic State in October of 2014 and an offensive to retake the city was launched by the Iraqi Army in February of this year.

This morning U.S. Colonel Steve Warren, spokesman for Operation Inherent Resolve, said “we estimate 75% is now clear and ISF will push ISIL completely out of the city in the coming days,” during a Pentagon press briefing.

Iraqi security forces have reportedly raised the Iraqi flag on Hīt’s government building and a lone surviving Iraqi tank crew is receiving most of the credit.

“There is an Iraqi Army M1 Abrams tank, a single tank that is operating inside the city of Hīt and frankly has been handing it to the enemy,” said Col. Warren.

Warren continued to say they have been “blasting enemy I.E.D.’s, punching holes in enemy defenses, and maneuvering between multiple engagements.”

U.S. forces who have been monitoring Iraqi Army movements apparently thought there were multiple tanks in Hīt and were surprised to find out it was all alone.

The Iraqi’s have nicknamed the tank crew “The Beast,” becoming somewhat of folklore to the people of Iraq.

The Iraqi Army did not intend for “The Beast” to bring the fight to ISIS by itself, but unfortunate circumstances left them as the “Lone Survivor.”

Three M1 Abrams tanks were deployed to Hīt and two of them broke down, according to Col. Warren.

Warren credits the success of the M1 Abrams to the tank crew and their training that was provided by the U.S. military.

Source: al-Jabouri infallible will be asked to dissolve Parliament and hold early elections

Baghdad – Parliamentary sources, Wednesday, the President of the House of Salim al-Jabouri to visit President Fouad Massoum, adding that al-Jabouri infallible will be asked to dissolve Parliament and hold early elections.

The source said in an interview for “sky”, “Parliament Speaker Salim Al-Juburi went to visit President Fouad Massoum”.

The source said on condition of anonymity, said al-Jabouri infallible will be asked to dissolve Parliament and hold early elections. ”

A parliamentary source said early Wednesday that the chaos occurred inside the House, cause upheavals to trap some of the deputies commissioned mp Mishan al-Jabouri request requires the removal of the three presidencies, said Salim Al-Juburi asked the President of President Fouad Massoum to attend Parliament.

Earlier, the source said Tuesday that the number of signatories to the sacking of the three presidencies reached 167 Vice “, adding a” this dismissal presidencies have reached normalcy.

Iraq central bank manager arrested over bonds trading in Kurdistan

An Iraqi central bank manager in the autonomous Kurdistan region was arrested as part of a probe into an alleged illegal bond trading scheme that may have cost the cash-strapped government more than one billion dollars.

Adham Karim, the head of the Iraqi central bank in the Kurdish regional capital Erbil, was taken into custody on Wednesday along with his deputy, a police spokesman said.

The two men are being investigated in relation to the alleged illicit trade of government-issued financial instruments, according to the head of the Kurdistan region’s integrity commission Ahmed Anwar.

“This is a very big case in the Kurdistan region,” Anwar told Reuters in an interview on Thursday. “It is a case involving the trading of bonds that the government had given to contractors. The investigation will reveal the details”.

Anwar said the arrest of the central bank manager Karim did not necessarily mean he would be charged with a crime. Reuters could not immediately reach Karim or his office for comment. The office of the central bank governor was unable to immediately comment on the matter when contacted.

The arrests are the first high-profile action since the region’s President Masoud Barzani vowed last month to fight corruption with the same determination its peshmerga forces have battled Islamic State militants.

An economic crisis induced by low oil prices has put renewed focus on corruption in Kurdistan, which enjoyed an oil-fuelled boom in the decade following the U.S.-led invasion of Iraq in 2003.

Deeply in debt, the Kurdistan Regional Government (KRG) has been implementing austerity measures and seeking financial aid abroad, but at home, people are questioning how a decade of oil riches were spent.

Ezzat Sabir, the head of the finance, economy and investment committee in the Kurdistan regional parliament estimated the government had incurred losses of more than one billion dollars from the embezzlement case about which Karim is being investigated. Source: al-Jabouri infallible will be asked to dissolve Parliament and hold early elections

Baghdad – Parliamentary sources, Wednesday, the President of the House of Salim al-Jabouri to visit President Fouad Massoum, adding that al-Jabouri infallible will be asked to dissolve Parliament and hold early elections.

The source said in an interview for “sky”, “Parliament Speaker Salim Al-Juburi went to visit President Fouad Massoum”.

The source said on condition of anonymity, said al-Jabouri infallible will be asked to dissolve Parliament and hold early elections. ”

A parliamentary source said early Wednesday that the chaos occurred inside the House, cause upheavals to trap some of the deputies commissioned mp Mishan al-Jabouri request requires the removal of the three presidencies, said Salim Al-Juburi asked the President of President Fouad Massoum to attend Parliament.

Earlier, the source said Tuesday that the number of signatories to the sacking of the three presidencies reached 167 Vice “, adding a” this dismissal presidencies have reached normalcy.

Adam Montana – I love it when Iraq makes things simple for me. For weeks and months, we’ve been at a standstill with Iraq. No progress, nothing to really talk about. But if you’ve been reading the news over the last week, starting on about Saturday… it looks like the time has come for change. In fact, it looks like al Sadr is on a rampage!   Quote:  “Urgent..Sadr calls for ministers to submit their resignations immediately to pave the way for the formation of a new government...”  And you’re going to see that after the weeks and months of dragging feet, we’re on the road to be back in business. Iraq doesn’t want to sit stale and stagnant, any more than we want to witness it. We haven’t heard a peep about the HCL in months, and it seemed like nobody was going to do anything about it. Looks like that changed, so let’s hope for some good news out of this little shake-up.

Iraq central bank manager arrested over bonds trading in Kurdistan

An Iraqi central bank manager in the autonomous Kurdistan region was arrested as part of a probe into an alleged illegal bond trading scheme that may have cost the cash-strapped government more than one billion dollars.

Adham Karim, the head of the Iraqi central bank in the Kurdish regional capital Erbil, was taken into custody on Wednesday along with his deputy, a police spokesman said.

The two men are being investigated in relation to the alleged illicit trade of government-issued financial instruments, according to the head of the Kurdistan region’s integrity commission Ahmed Anwar.

“This is a very big case in the Kurdistan region,” Anwar told Reuters in an interview on Thursday. “It is a case involving the trading of bonds that the government had given to contractors. The investigation will reveal the details”.

Anwar said the arrest of the central bank manager Karim did not necessarily mean he would be charged with a crime. Reuters could not immediately reach Karim or his office for comment. The office of the central bank governor was unable to immediately comment on the matter when contacted.

The arrests are the first high-profile action since the region’s President Masoud Barzani vowed last month to fight corruption with the same determination its peshmerga forces have battled Islamic State militants.

An economic crisis induced by low oil prices has put renewed focus on corruption in Kurdistan, which enjoyed an oil-fuelled boom in the decade following the U.S.-led invasion of Iraq in 2003.

Deeply in debt, the Kurdistan Regional Government (KRG) has been implementing austerity measures and seeking financial aid abroad, but at home, people are questioning how a decade of oil riches were spent.

Ezzat Sabir, the head of the finance, economy and investment committee in the Kurdistan regional parliament estimated the government had incurred losses of more than one billion dollars from the embezzlement case about which Karim is being investigated. Lone surviving Iraqi M1 Abrams tank nicknamed “The Beast” is “tearing up ISIS”

The coalition forces in Iraq and Syria have officially begun phase 2, “dismantle the enemy”, of their strategy to defeat ISIS.

On April 11th Iraqi security forces claimed victory against ISIS in the city of Hīt in the Euphrates river valley. The ancient city fell to the Islamic State in October of 2014 and an offensive to retake the city was launched by the Iraqi Army in February of this year.

This morning U.S. Colonel Steve Warren, spokesman for Operation Inherent Resolve, said “we estimate 75% is now clear and ISF will push ISIL completely out of the city in the coming days,” during a Pentagon press briefing.

Iraqi security forces have reportedly raised the Iraqi flag on Hīt’s government building and a lone surviving Iraqi tank crew is receiving most of the credit.

“There is an Iraqi Army M1 Abrams tank, a single tank that is operating inside the city of Hīt and frankly has been handing it to the enemy,” said Col. Warren.

Warren continued to say they have been “blasting enemy I.E.D.’s, punching holes in enemy defenses, and maneuvering between multiple engagements.”

U.S. forces who have been monitoring Iraqi Army movements apparently thought there were multiple tanks in Hīt and were surprised to find out it was all alone.

The Iraqi’s have nicknamed the tank crew “The Beast,” becoming somewhat of folklore to the people of Iraq.

The Iraqi Army did not intend for “The Beast” to bring the fight to ISIS by itself, but unfortunate circumstances left them as the “Lone Survivor.”

Three M1 Abrams tanks were deployed to Hīt and two of them broke down, according to Col. Warren.

Warren credits the success of the M1 Abrams to the tank crew and their training that was provided by the U.S. military.

Iraqi parliament cancels vote on proposed cabinet amid protests

Iraq’s parliament canceled a vote on Thursday on a cabinet reshuffle proposed by Prime Minister Haider al-Abadi as part of an anti-corruption drive, fueling discontent among MPs who held a mock ballot ousting the assembly’s speaker.

Several dozens lawmakers have staged a sit-in in parliament since Tuesday in protest over a revised list of candidates for the cabinet’s new line-up which Abadi has put forward. They say it will again result in corruption and bias.

The dissenting MPs argue that because Abadi drew up his list in consultation with Iraq’s main political parties, it upholds the system of ethnic and sectarian quotas instituted after the U.S.-led invasion in 2003, which critics say allowed certain groups to amass more wealth and influence than others.

They want Abadi to stick to an initial line-up of non-partisan technocrats he presented on March 31.

Neither speaker Salim al-Jabouri nor Abadi showed up in the main hall of parliament on Thursday, prompting the dissenting MPs to convene a mock session where they removed the speaker.

Jabouri told a news conference the session wasn’t held because the premier didn’t show up and there was no quorum. Abadi’s office did not say why he chose not to attend.

Jabouri criticized “the state of unruliness” created by the protesters, referring to a brawl that broke out on Wednesday between the MPs during a discussion over the planned reshuffle.

Political tension has been rising as Abadi struggles to deliver a government overhaul he announced in February under pressure from the clergy of Iraq’s Shi’ite majority.

Iraq, a major OPEC exporter which sits on one of the world’s largest oil reserves, ranks 161 out of 168 on Transparency International’s Corruption Perceptions Index.

Jabouri said another meeting will be held on Saturday without indicating if a vote will be held then.

The speaker did not say which of the two lists Abadi had planned to present for the vote on Thursday, but local TV channels reported that he may ask MPs to choose between them, or to consider a third alternative.

On Thursday, some of the dissenters, who include Sunni and Shi’ite members of parliament, said they planned to request a no-confidence vote in Abadi, a Shi’ite, speaker Jabouri, a Sunni, and the Iraqi president, Fuad Masum, a Kurd.

“The only subject we are willing to discuss is deposing the three presidents,” Haytham al-Jabouri, a spokesman for the dissenting MPs, told a news conference.

Salim al-Jabouri, the speaker, said that the dissenting MPs would be able to voice their grievances at Saturday session but he did not make it clear if Abadi will show up.

He said the protesters’ vote to remove him, which was broadcast on state TV and pan-Arab channels, was not constitutional and that he would chair the next session.

Iraqi Shiite alliance collapses

US Secretary of State John Kerry made an unannounced visit to Baghdad on April 8-9 to offer support for Prime Minister Haider al-Abadi, who finds himself increasingly isolated among Iraq’s Shiite political and clerical leadership.

In response to popular demands for reforms, including a challenge from resurgent Iraqi cleric Muqtada al-Sadr, Abadi submitted a proposal for a streamlined technocratic Cabinet on March 31, which Iraq’s Council of Representatives, or parliament, was to consider by April 12. Iraqi politicians across the political spectrum, including in the Shiite alliance, claim that Abadi did not consult political leaders and groups in making these selections. Abadi’s list faces steep resistance in the parliament, and even if it passes and the prime minister gets a reprieve, the pressure will be even greater on him to produce results.

Ali Mamouri analyzed the breakdown in consensus among Iraq’s Shiite parties, which have until now been organized under the Iraqi National Alliance grouping. In July 2015, widespread popular protests broke out demanding reform, accountability and improved services. The demonstrations were originally neither sectarian nor religious, but they have since been co-opted by Sadr, who has re-emerged as a formidable political rival to Abadi and other Iraqi National Alliance leaders, as described by Adnan Abu Zeed.

Abadi’s failures to enact reforms, deliver services and build meaningful political alliances has led to his alienation from the religious leadership in Najaf, which has refrained from its previous statements of support for the government. As Grand Ayatollah Ali al-Sistani stepped back from the political fray, Sadr and former Prime Minister Nouri al-Maliki intensified their bids to replace Abadi. Sadr has also rejected Iran’s mediation and is seeking to ride a nationalist wave of resentment against both American and Iranian interference in Iraqi affairs…

Jubouri Office: dismiss the chairman of the parliament session is unconstitutional and lack of quorum[Wayne – Baghdad] – Information Office of the Parliament Speaker Salim al – Jubouri said the hearing held by the House of Representatives sitters today, in the absence of chairman of the parliament, is unconstitutional and lacked sufficient quorum for the meeting.

The office said in a statement received by all of Iraq [where] a copy of the “parliament session did not hold for the moment , pending the completion of a quorum, and Maazaam that hearing conducted by the protestors of Representatives in the absence of chairman of the parliament is unconstitutional and lacks sufficient quorum for the meeting.”

The voice of the members of the House of Representatives the protesters who held a session headed by Adnan al – Janabi , the sacking of the presidency.

Iraqi Shiite alliance collapses

US Secretary of State John Kerry made an unannounced visit to Baghdad on April 8-9 to offer support for Prime Minister Haider al-Abadi, who finds himself increasingly isolated among Iraq’s Shiite political and clerical leadership.

In response to popular demands for reforms, including a challenge from resurgent Iraqi cleric Muqtada al-Sadr, Abadi submitted a proposal for a streamlined technocratic Cabinet on March 31, which Iraq’s Council of Representatives, or parliament, was to consider by April 12. Iraqi politicians across the political spectrum, including in the Shiite alliance, claim that Abadi did not consult political leaders and groups in making these selections. Abadi’s list faces steep resistance in the parliament, and even if it passes and the prime minister gets a reprieve, the pressure will be even greater on him to produce results.

Ali Mamouri analyzed the breakdown in consensus among Iraq’s Shiite parties, which have until now been organized under the Iraqi National Alliance grouping. In July 2015, widespread popular protests broke out demanding reform, accountability and improved services. The demonstrations were originally neither sectarian nor religious, but they have since been co-opted by Sadr, who has re-emerged as a formidable political rival to Abadi and other Iraqi National Alliance leaders, as described by Adnan Abu Zeed.

Abadi’s failures to enact reforms, deliver services and build meaningful political alliances has led to his alienation from the religious leadership in Najaf, which has refrained from its previous statements of support for the government. As Grand Ayatollah Ali al-Sistani stepped back from the political fray, Sadr and former Prime Minister Nouri al-Maliki intensified their bids to replace Abadi. Sadr has also rejected Iran’s mediation and is seeking to ride a nationalist wave of resentment against both American and Iranian interference in Iraqi affairs…
