The Iraqi government issues new decisions
The Iraqi government issued new decisions on Tuesday (July 21, 2026), including voting to terminate the assignment of the head of the Federal Public Service Council and his deputy. ForeignInvestment Guide
The Prime Minister’s Media Office stated in a statement that “Prime Minister Ali Faleh Al-Zaidi chaired the eleventh regular session of the Council of Ministers on Tuesday evening, during which developments in the country were discussed, the topics on the agenda were reviewed, and the necessary directives and decisions were made regarding them.”
The Prime Minister opened the session by referring to the recent meeting held by the Coordination Framework, which witnessed broad support for the government and its anti-corruption measures, and the confirmation by the leaders of the Framework and the rest of the political forces that they would not protect any corrupt person.
In his directives to the ministers, he stressed the need to identify and dismiss any undersecretary or director-general suspected of corruption, because government procedures will hold the minister concerned responsible for the continued presence of the director-general or undersecretary suspected of corruption in his position.
As part of the government’s efforts to provide services to visitors during the Arbaeen pilgrimage, the Council of Ministers approved the allocation of (52.5) billion dinars to the relevant authorities and holy shrines, and the rental of (2400) buses to transport visitors, in addition to government cars and buses, with the aim of preparing means of transportation for the return journey after the end of the pilgrimage.
To secure the needs of the energy sector, the Council approved authorizing the State Oil Marketing Company (SOMO) to import gas oil products for the benefit of the Ministry of Electricity.
The Cabinet voted to approve that the Basra Municipality transfer ownership of the residential units in (Al-Rahab Residential Complex) to the beneficiaries, and in the event of a sale price, it must be paid by the investor, provided that the Basra Governorate conducts an administrative investigation against those who are negligent, and ensures that there is no damage to public funds.
In order to strengthen contract controls, the Council approved amending its Resolution (126 of 2026) to include not renewing the letter of guarantee for good performance of all contracts, in the event that there are undisbursed entitlements with a value greater than the letter of guarantee, with the contracting parties retaining these amounts and not disbursing them except in accordance with the approved mechanisms.
With the aim of ensuring the regulation of the management of electricity generators, the Cabinet voted to obligate all government institutions and governorates to register government and private generators on the central generator management platform that was launched on the national platform.
To strengthen environmental control mechanisms, the Council approved the issuance of the draft First Amendment to the Ozone Depleting Substances Control System (5 of 2012), based on the Environmental Improvement Law (27 of 2009).
In the environmental sector as well, the Cabinet authorized the Minister of Environment, or whomever she authorizes, to negotiate and sign the letter of the Ministry of Environment and the United Nations World Food Programme regarding joint financing within a project funded by the Green Climate Fund entitled (Strengthening climate-resilient livelihoods for people suffering from food insecurity in southern Iraq).
To enhance bilateral cooperation and partnerships, the Minister of Trade, or his designee, was authorized to negotiate and sign three draft agreements for economic, trade, scientific, technical and cultural cooperation between Iraq and Turkmenistan, Slovenia and Romania.
The Council voted to terminate the assignment of the Chairman of the Federal Public Service Council and his deputy from their positions, in accordance with the State Council’s decision (68 of 2026), and to withdraw the previous recommendation from the Iraqi Parliament, provided that the Integrity Commission takes the necessary measures regarding the violations mentioned in the minutes and recommendations of the audit team.
