Al-Halbousi explained that “the paragraph of electing the president of the republic requires a quorum of two-thirds of the council’s members, as approved by the Federal Court and stipulated by the constitution in this regard,” noting that “the failure to achieve the required quorum requires us to continue holding sessions until the quorum for the election of the president is achieved.”

He pointed out that “the council voted to add the first reading of the draft law on emergency support for food security and development as a new paragraph on the agenda of the session, in addition to the council’s vote on the membership of 12 deputies in the Parliamentary Finance Committee to proceed with the procedures of a number of legislation.”

He added that “the Council completed the first reading of the draft law on emergency support for food security and development, which was referred by the government in order to achieve food security, reduce poverty, achieve financial stability in light of urgent global developments, continue to provide services to citizens, improve the standard of living, create job opportunities, and maximize the use of Iraqis from state resources and resume Working on stalled and lagging projects, and moving on with new projects of importance.

According to the council’s statement, “Al-Halbousi directed to complete the nomination of the members of the Finance Committee and the second reading of the draft law on emergency support for food security in a session next Monday, as well as announcing the appointment of a session next Wednesday to elect the President of the Republic, after which it was decided to adjourn the session to next Monday.”
