The concern of loans to citizens and the documentation including the 3 zeros on the loans and the confusion that follows when lifting the 3 zeros………  They speak frequently about all the different loan programs…….. IMO…I don’t see them opening all the new windows and mechanisms with the inclusion of 3 zero accounting……Saleh says in the coming weeks……NOT SOON…… but coming weeks.

A member of the parliamentary economy calls for the deletion of zeros and the issuance of Banknotes small to strengthen the dinar

[Baghdad – where] a member of the Parliamentary Economy and Investment has called for the issuance of Banknotes small to strengthen the Iraqi dinar.

Said Najiba Najib told all of Iraq [where] the more we were able to strengthen the country’s economy will be reflected on the value of the Iraqi dinar against foreign currencies, noting that “if what has been compared to the Iraqi dinar to the dollar, it is not weak equal almost to a certain
extent.”

The main roads to strengthen the Iraqi dinar come through the diversification of sources of revenue because Iraq’s dependence on oil only would negatively affect the economy, indicating that “monetary policy in the country need to measures by the central bank, either through deletion of zeros or the issuance of Banknotes small because they are necessary in a manner consistent with the economy and fiscal policy.

The prime minister Haider al-Abadi, said on 17 July, said that “the Iraqi currency reserved and have a great economic power, hard currency is because it is backed also that Iraq has the potential and capabilities and we have the blessing of oil,” he said. “There is no fear on the exchange rate of the Iraqi dinar compared the US dollar, and the dollar will strike prices manipulators with an iron fist.

Report: Iraq’s religious leader is asking why Iran’s military mastermind is meddling so much

BEIRUT – The highly influential Shiite Grand Ayatollah Ali al-Sistani has reportedly criticized Iranian Revolutionary Guards Quds Force chief Qassem Soleimani’s role in Iraqi politics, in a sign of a split between the Shiite religious establishments in Iraq’s Najaf and Iran’s Qom.

Asharq Alawsat reported Monday that Sistani had sent a message to Iranian Supreme Leader Ali Khamenei questioning him about “Soleimani’s increasing influence in Iraq.”

An unnamed Iraqi politician told the Saudi-daily that Sistani had asked “whether this had happened at Khamenei’s instruction or through Soleimani’s [own independent action.]”

The normally shadowy Quds Force commander emerged as a public figure following ISIS’ sweeping advances in Iraq in the summer of 2014, appearing in a number of pictures alongside Shiite Iraqi militiamen.

However, Soleimani’s media presence has shrunk in recent months, amid reports that his bombastic statements on Tehran’s foreign policy have upset Iranian leaders.

The Economist on September 5 cited a source as saying that the IRGC commander had been reined in by the Iranian authorities and “can no longer act as a de facto foreign minister.”

The report further stated that former IRGC commander Mohsen Rezaei had been brought out of retirement back to his former position to “keep an eye on General Soleimani.”

Despite reports of Soleimani’s curtailed role, he has continued to act as a trouble-shooter in Iraq. In July, the Quds Force chief met a number of Iraqi Kurdish leaders to discuss extending Massoud Barzani’s term as president of the autonomous Kurdish Regional Government.

Then in late August Soleimani appeared at a meeting of the National Alliance parliamentary coalition of Shiite parties that ended with an acrimonious exchange between him and Iraqi Premier Haidar al-Abadi.

Abadi reportedly “objected strongly” when Soleimani criticized the reforms the Iraqi premier is pushing through—especially those which could harm former PM Nouri al-Maliki, who is close to Tehran.

Qom-Najaf split

Sistani’s growing frustration over Soleimani’s role in Iraqi politics represents growing differences between the clerical establishments in Iraq’s Najaf and Iran’s Qom, the world’s top two Shiite seminaries.

Asharq Alawsat’s source said Sistani has started to realize that Iran’s intervention in Iraqi politics on behalf of Maliki “has begun to affect [Najaf’s] historic role.”

The source added that Sistani’s action was evidence of “a clear dispute between the Najaf… and Qom Seminaries” in which Sistani and Khamenei are the highest authorities respectively.

According to the politician’s own analysis, Khamenei’s approach to reform in Iraq focuses on “the political dimension of the issue because the holding to account of [high level] corrupt [figures] will affect powerful Shiite leaders.”

“Sistani looks at the matter from a legal perspective; he believes that fighting corruption is a legal duty, regardless of the political consequences.”

The Iraqi PM on August 9 announced a raft of measures to reform the Iraqi state, two days after Sistani told him to “strike against corruption with an iron fist” as Iraqis mobilized for growing protests against the state’s inability to provide basic services.

Abadi’s seven-point reform plan—which was approved by the cabinet and parliament—calls for eliminating the co-vice presidential posts, one of which is held by Maliki.

Maliki also faces charges of being responsible for the fall of Mosul to ISIS in 2014 when he was premier, after a parliamentary report blaming him and top commanders for the matter was referred to Iraq’s judiciary on August 17.

However, Iran extended the embattled Maliki a show of support, hosting him for a visit to Tehran on August 19 during which he met with Iranian Supreme Leader Ayatollah Ali Khamenei.

Iran Has Controlled Iraq For Years. Now It May Be Pushed Out.

Iraq’s top ayatollah and its prime minister are subtly challenging widespread Iranian influence.

WASHINGTON — Iran has for years exerted tremendous influence over Iraq, turning it into essentially a Shiite-led client state under former Iraqi Prime Minister Nouri al-Maliki. But a new protest movement in the country’s Shiite-dominated south is a key sign that Tehran’s power is waning, as Grand Ayatollah Ali al-Sistani and Maliki’s U.S.-backed successor, Prime Minister Haider al-Abadi, make forceful moves to reclaim Iraqi independence.

Much of Iraq is no longer under the control of the central government in Baghdad. The Islamic State militant group rules large swathes of the Sunni region to the west, and Kurds control their own autonomous region in the northeast. In the Shiite-majority sections of Iraq, however, including Baghdad and the areas to its south and east, a political confrontation with Iran is underway just as the Islamic Republic is engaging the international community like never before through a historic nuclear agreement.

Iraq watchers believe that a popular protest movement calling on Abadi to better handle public services and government corruption is a subtle indication that Iraqis want to beat back Iranian influence in their country.

Sistani’s position is a key indicator to follow, those watchers told The Huffington Post. U.S. officials have, in secret documents released in 2011 by Wikileaks, spoken of Sistani as the “greatest political roadblock” for Iranian operatives in Iraq. The Iranian-born ayatollah has unquestioned authority in Iraq and a very different approach to politics from his Iranian counterparts, disavowing their view of a theocratic government or “Wilayat al-Faqih,” the rule of the Islamic jurist.

Sistani is based in Najaf, the spiritual capital of the Shiite branch of Islam. After the Iranian revolution of 1979, influence over the global Shiite community shifted from Najaf to Iran’s chief religious center of Qom — in large part because Iraq was ruled by a Sunni minority regime led by Saddam Hussein. But following the U.S. invasion in 2003, power — and what’s thought to be millions in funds from religious tourism and Shiite devotees around the world — began to flow back to Najaf, historically the more significant site. Sistani and Iran have had a fragile alliance in the years since, one that’s been threatened recently because the Iraqi ayatollah has implied that he blames the Iranian client Maliki for losing ground to the Islamic State.

An American source who has worked for years with the Iraqi government said that frustration with Iran helps to explain Sistani’s groundbreaking decision last year to call up Shiite “volunteers” to join militias battling Islamic State forces. “One of the reasons Sistani called up the militias was to keep the Iranians out,” the source told HuffPost. “He’s also trying to push Iranians out of the governance structures.”

Iran’s clout manifests itself in many ways. They include Tehran’s control of a number of the Shiite militias in Iraq, the role of top Iranian General Qassem Suleimani in providing arms for those militias and for the Iraqi army, and Iranian support for a number of top Shiite political figures.

For Sistani and other players in Iraq who would like to see that influence diminished, the protest movement has created an opening, according to an Iraqi government official who spoke to HuffPost on condition of anonymity.

“It’s clear that Najaf is very determined to maintain its independence from Iran. Najaf felt it was an opportunity to ride off the back” of the protest movement, the official said.

Sistani called on Abadi last month to respond to the protest movement’s demands in a message delivered in an important Friday sermon.

“The government listens to every word of what Najaf says very, very carefully. Every Friday, everyone is listening very closely” to Sistani’s prayer message, the Iraqi official told HuffPost.

And Abadi has responded, eliminating a number of government positions — including that of vice president, costing Maliki the job he gained after U.S. pressure and opposition at home led to his resignation last year. In the Iraqi parliament, there have been calls for Maliki to face trial over his loss of the city of Mosul to Islamic State forces.

Iran’s powerful proxies in Iraq are pushing back. The leaders of two of the most powerful and brutal Shiite militias, the Iraqi Hezbollah and the Badr Organization, visited the chief judicial authority recently, reports Kimberly Kagan of the Institute for the Study of War. “The Iranian-backed militias, including Kata’ib Hezbollah, the Badr Organization, and Asa’ib Ahl al-Haq, all have a vested interest in thwarting PM Abadi’s reforms, especially the attempt to eliminate the vice presidential positions and thereby expel VP Nouri al-Maliki, who has been aligning himself with the militias for months,” Kagan wrote in a Sept. 3 post.

Kagan, a former adviser to U.S. generals in Iraq and Afghanistan, suggested that the Iranian-backed militia leaders hoped to pressure Iraq’s judiciary and its president into stalling the reforms.

But it looks like Sistani, Abadi and other Iran skeptics are gathering a loose coalition of their own to resist these efforts.

Not all of Iraq’s Shiite militias support Iran, noted Phillip Smyth, an expert on Shiite militias at the Washington Institute for Near East Policy and author of the Hizbollah Cavalcade blog on Jihadology.net. Many agree with Sistani in opposing the Iranian ideology of theocratic rule.

That presents an opportunity for the American military planners who are closely watching Iraq as they to identify which partners to work with against the Islamic State — and who have for months been worried, U.S. officials told HuffPost, that their personnel in Iraq would be vulnerable not only to Islamic State forces but to Iran-backed militants.”It wouldn’t surprise me if those in the Department of Defense are looking to liaise if not offer some support for [militias] which are both truly Iraqi nationalist and are not proxies of Tehran,” Smyth told HuffPost in an email.

The Iraqi population itself may now be galvanized by the latest protest movement to start thinking about the interests of their state rather than those of the various sects, said Iraqi-American activist Zainab Al-Suwaij.

As the executive director of the American Islamic Congress, Al-Suwaij runs conflict resolution centers in Iraq and is in touch with political actors on the ground.

“After the demonstrations in Baghdad and elsewhere throughout the country, the sectarian issue between the Sunnis and the Shiites has become less than before,” Al-Suwaij told HuffPost. “It’s not about feeling that the Shiites are in control — the Shiites are also complaining about corruption.”

Major political parties have been forced to bow to street pressure and rush to enact reforms, she noted. And she predicted that this time, unlike in the past, Iran will not be able to protect them from popular dissent.

“Iran is no longer as strong as they used to be,” Al-Suwaij said.

BGG – Several major laws on deck for next week… Anti-Money Laundering Law… Investment Law…and National Guard Law – (plenty of ink on all three)…The bonds are a huge failure so far. They got a not so great credit rating… again. [Will a currency rate increase make bonds successful IYO.]   not really – (it might help) … but the point is – the bonds wouldn’t produce the dough they need. A currency rate would…at least bridge their short term budget issues…   [Do you think Abadi is coming here to promote the bonds this week?]  I don’t – bonds (on their best day) won’t save them…it’s something else…

But a new protest movement in the country’s Shiite-dominated south is a key sign that Tehran’s power is waning, as Grand Ayatollah Ali al-Sistani and Maliki’s U.S.-backed successor, Prime Minister Haider al-Abadi, make forceful moves to reclaim Iraqi independence.

Much of Iraq is no longer under the control of the central government in Baghdad. The Islamic State militant group rules large swathes of the Sunni region to the west, and Kurds control their own autonomous region in the northeast. In the Shiite-majority sections of Iraq, however, including Baghdad and the areas to its south and east, a political confrontation with Iran is underway just as the Islamic Republic is engaging the international community like never before through a historic nuclear agreement.

Iraq watchers believe that a popular protest movement calling on Abadi to better handle public services and government corruption is a subtle indication that Iraqis want to beat back Iranian influence in their country.

Sistani’s position is a key indicator to follow, those watchers told The Huffington Post. U.S. officials have, in secret documents released in 2011 by Wikileaks, spoken of Sistani as the “greatest political roadblock” for Iranian operatives in Iraq. The Iranian-born ayatollah has unquestioned authority in Iraq and a very different approach to politics from his Iranian counterparts, disavowing their view of a theocratic government or “Wilayat al-Faqih,” the rule of the Islamic jurist.

Sistani is based in Najaf, the spiritual capital of the Shiite branch of Islam. After the Iranian revolution of 1979, influence over the global Shiite community shifted from Najaf to Iran’s chief religious center of Qom — in large part because Iraq was ruled by a Sunni minority regime led by Saddam Hussein. But following the U.S. invasion in 2003, power — and what’s thought to be millions in funds from religious tourism and Shiite devotees around the world — began to flow back to Najaf, historically the more significant site. Sistani and Iran have had a fragile alliance in the years since, one that’s been threatened recently because the Iraqi ayatollah has implied that he blames the Iranian client Maliki for losing ground to the Islamic State.

An American source who has worked for years with the Iraqi government said that frustration with Iran helps to explain Sistani’s groundbreaking decision last year to call up Shiite “volunteers” to join militias battling Islamic State forces. “One of the reasons Sistani called up the militias was to keep the Iranians out,” the source told HuffPost. “He’s also trying to push Iranians out of the governance structures.”

Iran’s clout manifests itself in many ways. They include Tehran’s control of a number of the Shiite militias in Iraq, the role of top Iranian General Qassem Suleimani in providing arms for those militias and for the Iraqi army, and Iranian support for a number of top Shiite political figures.

For Sistani and other players in Iraq who would like to see that influence diminished, the protest movement has created an opening, according to an Iraqi government official who spoke to HuffPost on condition of anonymity.

“It’s clear that Najaf is very determined to maintain its independence from Iran. Najaf felt it was an opportunity to ride off the back” of the protest movement, the official said.

Sistani called on Abadi last month to respond to the protest movement’s demands in a message delivered in an important Friday sermon.

“The government listens to every word of what Najaf says very, very carefully. Every Friday, everyone is listening very closely” to Sistani’s prayer message, the Iraqi official told HuffPost.

And Abadi has responded, eliminating a number of government positions — including that of vice president, costing Maliki the job he gained after U.S. pressure and opposition at home led to his resignation last year. In the Iraqi parliament, there have been calls for Maliki to face trial over his loss of the city of Mosul to Islamic State forces.

Iran’s powerful proxies in Iraq are pushing back. The leaders of two of the most powerful and brutal Shiite militias, the Iraqi Hezbollah and the Badr Organization, visited the chief judicial authority recently, reports Kimberly Kagan of the Institute for the Study of War. “The Iranian-backed militias, including Kata’ib Hezbollah, the Badr Organization, and Asa’ib Ahl al-Haq, all have a vested interest in thwarting PM Abadi’s reforms, especially the attempt to eliminate the vice presidential positions and thereby expel VP Nouri al-Maliki, who has been aligning himself with the militias for months,” Kagan wrote in a Sept. 3 post.

Kagan, a former adviser to U.S. generals in Iraq and Afghanistan, suggested that the Iranian-backed militia leaders hoped to pressure Iraq’s judiciary and its president into stalling the reforms.

But it looks like Sistani, Abadi and other Iran skeptics are gathering a loose coalition of their own to resist these efforts.

Not all of Iraq’s Shiite militias support Iran, noted Phillip Smyth, an expert on Shiite militias at the Washington Institute for Near East Policy and author of the Hizbollah Cavalcade blog on Jihadology.net. Many agree with Sistani in opposing the Iranian ideology of theocratic rule.

That presents an opportunity for the American military planners who are closely watching Iraq as they to identify which partners to work with against the Islamic State — and who have for months been worried, U.S. officials told HuffPost, that their personnel in Iraq would be vulnerable not only to Islamic State forces but to Iran-backed militants.”It wouldn’t surprise me if those in the Department of Defense are looking to liaise if not offer some support for [militias] which are both truly Iraqi nationalist and are not proxies of Tehran,” Smyth told HuffPost in an email.

The Iraqi population itself may now be galvanized by the latest protest movement to start thinking about the interests of their state rather than those of the various sects, said Iraqi-American activist Zainab Al-Suwaij.

As the executive director of the American Islamic Congress, Al-Suwaij runs conflict resolution centers in Iraq and is in touch with political actors on the ground.

“After the demonstrations in Baghdad and elsewhere throughout the country, the sectarian issue between the Sunnis and the Shiites has become less than before,” Al-Suwaij told HuffPost. “It’s not about feeling that the Shiites are in control — the Shiites are also complaining about corruption.”

Major political parties have been forced to bow to street pressure and rush to enact reforms, she noted. And she predicted that this time, unlike in the past, Iran will not be able to protect them from popular dissent.

“Iran is no longer as strong as they used to be,” Al-Suwaij said.

Breitling – Everybody is in an uproar about the dinar being devalued [article].  …I’ve been telling you the dinar will not devalue.  They [Bloomberg] are trying to pretend they know the market rate of the dinar.  What they don’t understand is that it’s a completely manipulated currency right now and it’s manipulated by the amount of notes they have out there.  Just like any other currency out there.   The liquidity is shoring up…it went from 9 billion to 4 billion notes so it is very strange that these guys [Bloomberg] would even come up with an article like that.  Let’s say, if the value of the dinar should go down as the price of oil has gone down.  To keep the value up they’d have to get more dinar out of the market right?  And guess what?  At the end of the article it says by the CBI…the reserves won’t be depleted and the dinar will not be devalued…so why even print the article?

Follow-up scales News – Newspaper, “life” of Saudi Arabia, Sunday, for the determination of Prime Minister Haider al-Abadi Cancel the Integrity Commission, as pointed out that failure to push for the sacking of Chief Justice Medhat al-Mahmoud.

The newspaper said in a report today that its issue “Abadi faces challenges to implement reforms on the ground, and still unable to pass the decision to cancel the posts of Vice-President of the Republic, and that the move is facing widespread opposition, in parallel with its need for a parliamentary decision difficult.”

She added that “the Prime Minister was not able to put pressure on the Judicial Council to change the boss Medhat al-Mahmoud, and that the Iraqi political forces are still committed to big defense of Al-Mahmoud and prevent his dismissal.”

The newspaper pointed out that “al-Abadi may issue a decision to cancel the Integrity Commission, as an institution is not doing its part in the fight against corruption, and had hinted at a meeting with the Commission finally to this option, when he emphasized that the return on the state of the stolen money is not commensurate with the amount of costs paid to the Integrity Commission “.

Economic parliamentary: the investment law will pass next week

He confirmed a member of the economic and investment commission parliamentary Najiba Najib, on Friday, that the investment law will pass through the parliament sessions next week.

I don’t think Ameri (or Mahmoud) will win this fight. The political corruption MUST END – the WB/IMF is INSISTENT – and these jokers just can’t manage to leave the trough. They (Allawi – Maliki – Mutlaq and others) are clearly showing themselves as defending their corrupt way of life.   I do think Abadi will work with Parliament to get this solved. He is OBVIOUSLY serious about dealing with their corrupt issues.

Meet the man trying to bring Iraq back from the brink

On August 16, an Iraqi parliamentary report named Iraq’s former prime minister, Nouri al-Maliki, among dozens of officials responsible for the collapse of security forces and the fall of Mosul to Islamic State militants last summer. In his eight years as premier, corruption thrived and Maliki repeatedly purged the Iraqi security forces of those he suspected of disloyalty.

Iraqis now hope that Maliki and other officials will stand trial and be held to account for why militants were able to capture the northern city with so little resistance. (Maliki dismissed the parliamentary investigation as “worthless,” and he blamed Mosul’s fall on a conspiracy by Turkish and Kurdish leaders.)

At the same time, Maliki is poised to lose his ceremonial post as one of Iraq’s three vice presidents under a series of reforms that the current prime minister, Haider al-Abadi, is trying to enact. After weeks of popular protests in Baghdad and other cities against corruption and the government’s failure to provide basic services, Abadi sought to reform Iraq’s political system by eliminating several high-level positions, reigning in government spending and removing sectarian quotas in political appointments.

Most prominently, Abadi scrapped the posts of the three vice presidents and three deputy prime ministers. The positions were largely symbolic but included large budgets that allowed these officials to reward their supporters with patronage jobs. While several other politicians lost their positions, Abadi’s measures were intended to detach his rival Maliki from the power structure in Iraq.

But Maliki is a survivor, and it’s a mistake to count him out of Iraq’s intricate politics because he is losing his post as vice president and he faces a potential trial. Maliki still has a base of support among some Shi’ite factions and militias that view Abadi as weak and too eager to offer concessions to Iraq’s Sunni minority.

Since he was forced out of office last year, Maliki has become a champion of the mainly Shi’ite volunteers and militias that are leading the fight against Islamic State under the banner of “popular mobilization units.” Many of these volunteers answered a call to arms by Iraq’s top Shi’ite cleric, Grand Ayatollah Ali al-Sistani, urging all able-bodied Iraqi men to join the security forces and stop Islamic State’s advance after Mosul’s fall. Tens of thousands of Shi’ite volunteers showed up at recruiting centers to sign up for the Iraq security forces, or the militias.

Abadi has tried to overhaul the Iraqi military and security forces, which are under his control. Last year, he announced that an initial investigation had uncovered 55,000 “ghost soldiers” in the army — nonexistent troops who were on the government’s payroll and whose salaries were collected by corrupt officers. Abadi is now expanding his anti-corruption drive to eliminating patronage jobs and other perks provided to many government officials, including large security details.

But Abadi risks a backlash from other power centers in Iraq, including some of the Shi’ite parties connected to militias and within the ranks of his own Dawa Party, a Shi’ite Islamist group where Maliki still has strong support.

Even as Maliki tries to undermine him, Abadi needs to assure Iraq’s Sunnis that he will be able to reverse the legacy of his divisive and sectarian predecessor. Since Abadi took office last September, Sunni political leaders have made several demands: amnesty for tens of thousands of Sunnis imprisoned — in many cases without judicial review — by Maliki’s regime in the name of fighting terrorism; greater power in the new government; an end to aerial bombardment of Sunni towns; and a more significant role in the Iraqi security forces, which Maliki cleansed of many senior Sunni officers.

Abadi has responded to some of these demands, releasing prisoners and ordering an end to the Iraqi air force bombings of Sunni areas. But for the most part, the Shi’ite militias are outside his control. Many Sunnis cringe at the memories evoked by the reestablishment of Shi’ite militias. These groups carried out widespread kidnappings, torture and killing of Sunnis during the sectarian war that raged in Iraq from 2005 through 2008.

Many of the Shi’ite militias depend on Iran for weapons, funding and training. Since Islamic State militants swept through northern Iraq last year, Tehran has mobilized to protect the Shi’ite-led Iraqi government from the jihadist threat. General Qassim Suleimani, commander of the Quds Force of the Iranian Revolutionary Guard Corps, traveled to Baghdad at the start of the crisis to coordinate the defense of the capital with Iraqi politicians and military officials. Suleimani also directed Iranian-trained Shi’ite militias — including the Badr Brigade and the League of the Righteous, two notorious militias responsible for atrocities against Sunnis — in the fight against Islamic State.

When the United States invaded in 2003, Shi’ites made up nearly two-thirds of Iraq’s population of 25 million. But members of the Sunni minority had ruled Iraq since its independence in 1932. The Shi’ites had waited seven decades for their chance to rule, and it’s not surprising that they would consolidate power after the American invasion. But Maliki and other leaders manipulated a dysfunctional political system, put in place by the United States and the United Nations after 2003, to concentrate power and exclude Sunnis.

As Maliki struggled to remain in power, he became more dependent on Iran, which is the dominant external power in Iraq. Maliki was a reliable ally who allowed Iranian flights over Iraqi territory to transport weapons and manpower to Bashar Assad’s regime in Syria. Maliki also paved the way for thousands of Iraqi Shi’ites to cross the border and fight alongside the Syrian regime.

Abadi inherited this sectarian and dysfunctional political system. He must unify a fractured Iraq, by assuring Sunnis that the central government will protect their interests, while keeping rivals like Maliki in check. Abadi must also ensure that his predecessor stands trial for his corruption and the failures that helped empower Sunni extremists — and led to the catastrophe that has unfolded in Iraq.

Meet the man trying to bring Iraq back from the brink

On August 16, an Iraqi parliamentary report named Iraq’s former prime minister, Nouri al-Maliki, among dozens of officials responsible for the collapse of security forces and the fall of Mosul to Islamic State militants last summer. In his eight years as premier, corruption thrived and Maliki repeatedly purged the Iraqi security forces of those he suspected of disloyalty.

Iraqis now hope that Maliki and other officials will stand trial and be held to account for why militants were able to capture the northern city with so little resistance. (Maliki dismissed the parliamentary investigation as “worthless,” and he blamed Mosul’s fall on a conspiracy by Turkish and Kurdish leaders.)

At the same time, Maliki is poised to lose his ceremonial post as one of Iraq’s three vice presidents under a series of reforms that the current prime minister, Haider al-Abadi, is trying to enact. After weeks of popular protests in Baghdad and other cities against corruption and the government’s failure to provide basic services, Abadi sought to reform Iraq’s political system by eliminating several high-level positions, reigning in government spending and removing sectarian quotas in political appointments.

Most prominently, Abadi scrapped the posts of the three vice presidents and three deputy prime ministers. The positions were largely symbolic but included large budgets that allowed these officials to reward their supporters with patronage jobs. While several other politicians lost their positions, Abadi’s measures were intended to detach his rival Maliki from the power structure in Iraq.

But Maliki is a survivor, and it’s a mistake to count him out of Iraq’s intricate politics because he is losing his post as vice president and he faces a potential trial. Maliki still has a base of support among some Shi’ite factions and militias that view Abadi as weak and too eager to offer concessions to Iraq’s Sunni minority.

Since he was forced out of office last year, Maliki has become a champion of the mainly Shi’ite volunteers and militias that are leading the fight against Islamic State under the banner of “popular mobilization units.” Many of these volunteers answered a call to arms by Iraq’s top Shi’ite cleric, Grand Ayatollah Ali al-Sistani, urging all able-bodied Iraqi men to join the security forces and stop Islamic State’s advance after Mosul’s fall. Tens of thousands of Shi’ite volunteers showed up at recruiting centers to sign up for the Iraq security forces, or the militias.

Abadi has tried to overhaul the Iraqi military and security forces, which are under his control. Last year, he announced that an initial investigation had uncovered 55,000 “ghost soldiers” in the army — nonexistent troops who were on the government’s payroll and whose salaries were collected by corrupt officers. Abadi is now expanding his anti-corruption drive to eliminating patronage jobs and other perks provided to many government officials, including large security details.

But Abadi risks a backlash from other power centers in Iraq, including some of the Shi’ite parties connected to militias and within the ranks of his own Dawa Party, a Shi’ite Islamist group where Maliki still has strong support.

Even as Maliki tries to undermine him, Abadi needs to assure Iraq’s Sunnis that he will be able to reverse the legacy of his divisive and sectarian predecessor. Since Abadi took office last September, Sunni political leaders have made several demands: amnesty for tens of thousands of Sunnis imprisoned — in many cases without judicial review — by Maliki’s regime in the name of fighting terrorism; greater power in the new government; an end to aerial bombardment of Sunni towns; and a more significant role in the Iraqi security forces, which Maliki cleansed of many senior Sunni officers.

Abadi has responded to some of these demands, releasing prisoners and ordering an end to the Iraqi air force bombings of Sunni areas. But for the most part, the Shi’ite militias are outside his control. Many Sunnis cringe at the memories evoked by the reestablishment of Shi’ite militias. These groups carried out widespread kidnappings, torture and killing of Sunnis during the sectarian war that raged in Iraq from 2005 through 2008.

Many of the Shi’ite militias depend on Iran for weapons, funding and training. Since Islamic State militants swept through northern Iraq last year, Tehran has mobilized to protect the Shi’ite-led Iraqi government from the jihadist threat. General Qassim Suleimani, commander of the Quds Force of the Iranian Revolutionary Guard Corps, traveled to Baghdad at the start of the crisis to coordinate the defense of the capital with Iraqi politicians and military officials. Suleimani also directed Iranian-trained Shi’ite militias — including the Badr Brigade and the League of the Righteous, two notorious militias responsible for atrocities against Sunnis — in the fight against Islamic State.

When the United States invaded in 2003, Shi’ites made up nearly two-thirds of Iraq’s population of 25 million. But members of the Sunni minority had ruled Iraq since its independence in 1932. The Shi’ites had waited seven decades for their chance to rule, and it’s not surprising that they would consolidate power after the American invasion. But Maliki and other leaders manipulated a dysfunctional political system, put in place by the United States and the United Nations after 2003, to concentrate power and exclude Sunnis.

As Maliki struggled to remain in power, he became more dependent on Iran, which is the dominant external power in Iraq. Maliki was a reliable ally who allowed Iranian flights over Iraqi territory to transport weapons and manpower to Bashar Assad’s regime in Syria. Maliki also paved the way for thousands of Iraqi Shi’ites to cross the border and fight alongside the Syrian regime.

Abadi inherited this sectarian and dysfunctional political system. He must unify a fractured Iraq, by assuring Sunnis that the central government will protect their interests, while keeping rivals like Maliki in check. Abadi must also ensure that his predecessor stands trial for his corruption and the failures that helped empower Sunni extremists — and led to the catastrophe that has unfolded in Iraq.

Iraqis now hope that Maliki and other officials will stand trial and be held to account for why militants were able to capture the northern city with so little resistance. The positions were largely symbolic but included large budgets that allowed these officials to reward their supporters with patronage jobs. But Maliki is a survivor, and it’s a mistake to count him out of Iraq’s intricate politics because he is losing his post as vice president and he faces a potential trial. Maliki still has a base of support among some Shi’ite factions and militias that view Abadi as weak and too eager to offer concessions to Iraq’s Sunni minority.

Low central bank sales of more than five billion dollars

Twilight News / Iraqi Central Bank announced on Monday the low sales of the dollar banks more than five billion dollars since the beginning of the current year compared to the same period last year.

The bank said in a statement seen by Twilight News from the sales of the dollar banks reached since the beginning of this year to 30 from the current August 28 billion and 675 769 000 and $ 940.

Bank added that this amount decreased from what it was on the same date last year in 2014 in which sales reached 33 billion 968.131 million dollars.

The bank pointed out that the sale amounts transferred to the accounts of banks abroad the price is 1187 dinars per dollar, including the commission of the Central Bank of $ 21 dinars per dollar, while cash sales price of 1190 dinars per dollar Dmtha commission of the Central Bank of $ 24 dinars per dollar.

Demonstration in front of the Judicial Council to demand the resignation of Mahmoud and reforms

BAGHDAD / Center Brief for the Iraqi Media Network (IMN) – Dozens of people demonstrated in the capital, Baghdad, in front of the Supreme Judicial Council building.

A reporter (IMN) “The demonstrators carried banners demanding the ouster President of the Council Medhat al-Mahmoud, as well as reforms in the judiciary.”

She stressed the religious authority recently, the need to reform the judiciary.

The judiciary announced earlier, members of the Supreme Judicial Council unanimously rejected the request boss Judge Medhat al-Mahmoud transmits it to retire.

tman23 – BAGHDAD – Coordinators of recent protests in provinces throughout Iraq are fearing for their lives, as four have already been assassinated. Al Jazeera claimed that the victims were assassinated in retaliation for their role in the demonstrations. Iraqi civil rights activis Odai Zaydi, claimed that political parties are responsible for the assassinations “as they are originally against the establishment of a democratic government in Iraq.”……….  EXACTLY WHY……Laws are contested and delayed…. The whole idea of Iraq was a democracy in the Middle East……but the hardliners favor “regimes”……..And as Abadi said…. it may cost him his life BUT he is moving forward with reforms and democracy for the citizens of Iraq.

But Abadi risks a backlash from other power centers in Iraq, including some of the Shi’ite parties connected to militias and within the ranks of his own Dawa Party, a Shi’ite Islamist group where Maliki still has strong support.

Even as Maliki tries to undermine him, Abadi needs to assure Iraq’s Sunnis that he will be able to reverse the legacy of his divisive and sectarian predecessor. Since Abadi took office last September, Sunni political leaders have made several demands: amnesty for tens of thousands of Sunnis imprisoned — in many cases without judicial review — by Maliki’s regime in the name of fighting terrorism; greater power in the new government; an end to aerial bombardment of Sunni towns; and a more significant role in the Iraqi security forces, which Maliki cleansed of many senior Sunni officers.

Abadi has responded to some of these demands, releasing prisoners and ordering an end to the Iraqi air force bombings of Sunni areas. But for the most part, the Shi’ite militias are outside his control. Many Sunnis cringe at the memories evoked by the reestablishment of Shi’ite militias. These groups carried out widespread kidnappings, torture and killing of Sunnis during the sectarian war that raged in Iraq from 2005 through 2008.

Many of the Shi’ite militias depend on Iran for weapons, funding and training. Since Islamic State militants swept through northern Iraq last year, Tehran has mobilized to protect the Shi’ite-led Iraqi government from the jihadist threat. General Qassim Suleimani, commander of the Quds Force of the Iranian Revolutionary Guard Corps, traveled to Baghdad at the start of the crisis to coordinate the defense of the capital with Iraqi politicians and military officials. Suleimani also directed Iranian-trained Shi’ite militias — including the Badr Brigade and the League of the Righteous, two notorious militias responsible for atrocities against Sunnis — in the fight against Islamic State.

When the United States invaded in 2003, Shi’ites made up nearly two-thirds of Iraq’s population of 25 million. But members of the Sunni minority had ruled Iraq since its independence in 1932. The Shi’ites had waited seven decades for their chance to rule, and it’s not surprising that they would consolidate power after the American invasion. But Maliki and other leaders manipulated a dysfunctional political system, put in place by the United States and the United Nations after 2003, to concentrate power and exclude Sunnis.

As Maliki struggled to remain in power, he became more dependent on Iran, which is the dominant external power in Iraq. Maliki was a reliable ally who allowed Iranian flights over Iraqi territory to transport weapons and manpower to Bashar Assad’s regime in Syria. Maliki also paved the way for thousands of Iraqi Shi’ites to cross the border and fight alongside the Syrian regime.

Abadi inherited this sectarian and dysfunctional political system. He must unify a fractured Iraq, by assuring Sunnis that the central government will protect their interests, while keeping rivals like Maliki in check. Abadi must also ensure that his predecessor stands trial for his corruption and the failures that helped empower Sunni extremists — and led to the catastrophe that has unfolded in Iraq.

Low central bank sales of more than five billion dollars

Twilight News / Iraqi Central Bank announced on Monday the low sales of the dollar banks more than five billion dollars since the beginning of the current year compared to the same period last year.

The bank said in a statement seen by Twilight News from the sales of the dollar banks reached since the beginning of this year to 30 from the current August 28 billion and 675 769 000 and $ 940.

Bank added that this amount decreased from what it was on the same date last year in 2014 in which sales reached 33 billion 968.131 million dollars.

The bank pointed out that the sale amounts transferred to the accounts of banks abroad the price is 1187 dinars per dollar, including the commission of the Central Bank of $ 21 dinars per dollar, while cash sales price of 1190 dinars per dollar Dmtha commission of the Central Bank of $ 24 dinars per dollar.

Demonstration in front of the Judicial Council to demand the resignation of Mahmoud and reforms

BAGHDAD / Center Brief for the Iraqi Media Network (IMN) – Dozens of people demonstrated in the capital, Baghdad, in front of the Supreme Judicial Council building.

A reporter (IMN) “The demonstrators carried banners demanding the ouster President of the Council Medhat al-Mahmoud, as well as reforms in the judiciary.”

She stressed the religious authority recently, the need to reform the judiciary.

The judiciary announced earlier, members of the Supreme Judicial Council unanimously rejected the request boss Judge Medhat al-Mahmoud transmits it to retire.
