Randy Koonce (Dinar Guru) – Iraq wants to RV, and they tell us this all the time in the paper...They will tell us they are opening the budget, but do not. They tell us they are going to start the Tariffs, but they don’t. They tell us that they are getting loans to do massive building, but for some reason there is still nothing going on…They keep telling us that they have approved the oil law… but they never enact it…And after this repeated pattern of information, they then sit quietly for a while and they start the whole process up again. OK. So, what is the one Key that is required to do all these things? The RV! Why? Because it takes money that is worth more than the paper it is printed on. So even tho you are disappointed it has not happened yet, there is one more common ‘key’ that is mixed in with this repeated process. And that is Obama… He has a reason for not doing it just yet, and he has kept Iraq and the world at bay with this RV…We have information that comes from good sources; it is the best we can do. Parliament will hold its next Monday

Parliament will hold its next Monday {Baghdad: Euphrates News} House of Representatives held its regular meeting next Monday instead of Tuesday

According to a parliamentary source told {Euphrates News} ” The Presidency of the Council of Representatives decided to hold a regular session on Monday , 10/17 at eleven in the morning.”

The House of Representatives decision of Imad Youkhana, it had said earlier that the board of the Presidency of the Council of Representatives has decided to hold the parliament session on Tuesday next day on 10.18.2016.

The House of Representatives may raise its Monday of last week , without specifying the date of the next meeting. is over

IMF: Iraq is making good progress to complete the Stand-By Agreement

[Oan- Baghdad] – IMF mission announced in Baghdad that Alarachakq good progress towards the completion of the first review of the standby credit agreement .

A statement by the Central Bank of Iraq received by all of Iraq [where] a copy of it, all made Christian nut, head of the IMF mission to Iraq, saying the Iraqi authorities continued their discussions with the IMF experts in Washington , DC, during the period October October first 6-10 this on the first revision of the agreement to prepare the credit amounting duration of 36 months , which was approved by the IMF Executive Board on July 7, 2016 . ” he added coconut” Iraqi authorities have made good progress towards the completion of the first review of the agreement to prepare the credit . ” and that , ” Once you provide the additional information required and the implementation of the prior actions agreed , the Executive Board will consider the first review of the agreement to prepare the credit , which is likely to take place in November or December”.

Federal Court decision did not address the re-Allawi and al-Maliki and Najafi or not

J p Twilight News / issued a judicial authority in Iraq on Monday clarification on the heroes of the Federal Supreme Court for the decision to cancel the posts of Vice-President of the Republic.

A spokesman for the authority Judge Abdul Sattar Bayraktar, said in a statement responded to the Twilight News, he said that “the decision to cancel the posts of Vice-President of the Republic stipulated in Articles (69) and (75) of the Constitution is an amendment to the Constitution without the path charted by the Constitution to amend provided for in article (142) thereof which requires a decision by the House of Representatives amendment referendum and the Iraqi people on it. ”

He added that “the decision of the Federal Supreme Court was based on a complaint filed by Mr. Osama al unconstitutionality,” noting that “the resolution does not mention unconstitutionality to restore or not to restore the Vice President of the Republic gentlemen d.Ayad Allawi and Nouri al-Maliki and Osama al. ”

The Federal Supreme Court had earlier in the day ruled unconstitutional the decision to cancel the posts of Vice-President of the Republic.

Kaperoni (Dinar Guru) – Article: “Why you must stop the currency auction?” They cannot end the auctions until the economy, and banking system are ready for the transition. Leaving a monetary policy that is closed is difficult, especially with so many corrupt Iraqi’s trying hard to stop it. Federal Court recognizes the unconstitutionality Cancel posts of Vice-President of the Republic

Alsumaria News / Baghdad – Early on Monday, a source revealed the decision of the Federal Court declared unconstitutional Cancel posts of Vice-President of the Republic, for violating the constitutional article.

The source said in an interview for the Sumerian News, “The Federal Court issued a decision ensures unconstitutional dismissal of vice-president.”

The source, who asked not to be named, said: “The court’s decision was based on one of the articles of the Constitution which provides for the selection of one or more Deputy President of the Republic.”

Article (69) that “the law shall regulate the provisions for nomination to the post of President of the Republic, and the law shall regulate the provisions of choosing one or more Deputy President of the Republic.”

The Prime Minister Haider al-Abadi, decided in August 9, 2015, the abolition of the posts of Vice President and Prime Minister immediately.

And the President of the Republic Fuad Masum, three deputies are the first deputy president of the republic, Nuri Kamal al-Maliki and Vice President Osama Najafi and Vice President for National Reconciliation, Iyad Allawi, as voted by the House of Representatives on the eighth of September 2014.

Hutch (Dinar Guru) – IMF report quote: “The Board of the International Monetary Fund approved a standby credit loan SBA for a period of three years for Iraq and the rights of special drawing SDR value of 3.831 billion units (approximately: 5.34 billion, or percentage of 230%); to support the economic reform program adopted by the Iraqi government...” That’s how the SDR works. They are allowed a percentage of their SDR deposit. Generally it is 200 percent. They have approx 10b in SDR basket, so they are allowed 200 percent of that. That is why they were able to get a 20 (Billion dollar) loan. Thats what the agreement is and the 5.34 (Billion) is one of the installments. It gets them on their feet. That’s why investment into the country is so important to what OUR end goal is.

Both men were central to the Abadi Cabinet — Zebari as the official in charge of overseeing a major international loan to salvage the country’s ailing economy and Obeidi as the one in charge of spearheading the military campaign against the Islamic State.

Michael Knights, a veteran Iraq analyst with the Washington Institute for Near East Policy who had recently returned from Baghdad, commented on Twitter: “I know a guerrilla war when I see one and Maliki is mounting a very effective political insurgency, back on his clandestine home turf.”

Both Zebari and Obeidi, who have dismissed corruption allegations levelled against them, were removed by a simple rather than an absolute majority of the parliament in secret votes, contrary to the constitution.

Zebari said he planned to challenge the vote in the courts. He said his removal would jeopardize efforts to reintegrate Iraq into the world financial system, including implementing a $5 billion loan from the International Monetary Fund.

Maliki’s opponents claim he has exploited divisions within both Kurdish and Sunni factions in parliament to undermine his rivals. Maliki’s parliamentary power base is the State of Law bloc but he is also widely seen as the mastermind of the shadowy ad hoc Reform Front that groups oppositionists from a number of parties. The Reform Front exploited rivalries within the Sunni block to target Obeidi and generate enough parliamentary support to remove him.

The latest political maneuverings come at a time of intense speculation about when Iraq will launch a long-awaited military offensive to retake Mosul from IS. It is an issue that is likely to be at the top of the agenda when Masoud Barzani, the Kurdish leader and head of the KDP, makes an anticipated visit to Baghdad for talks with Abadi.

The defense post is likely to remain vacant at least until an appeal by the ousted Obeidi makes its way through the courts. Any nominee for a replacement must win the support of parliament and there is a fear that sectarian elements will try to play politics with an appointment that would normally, but not automatically, go to a Sunni.

The hiatus automatically complicates plans for the retaking of Mosul, which explains why the United States lobbied so intensively but unsuccessfully, to retain Obeidi.

The removal of Zebari, one of Iraq’s most experienced political leaders, came weeks after a similar parliamentary vote ousted Iraq’s Sunni Defense minister Khalid al-Obeidi.

The IMF has said it was committed to the deal with Baghdad, with or without Zebari.

Observers have speculated that Maliki’s ultimate target is Abadi himself, although it might take more than a simple majority to remove the prime minister.

The hiatus automatically complicates plans for the retaking of Mosul, which explains why the United States lobbied so intensively but unsuccessfully, to retain Obeidi.
