Trump reaffirms US commitment to Iraqi people in phone call with Abadi

BAGHDAD, Iraq — A week after meeting face-to-face in Washington, D.C., Iraqi Prime Minister Haider al-Abadi received a phone call late Wednesday night, in which US President Donald Trump reaffirmed US commitment to the Iraqi people in the fight against ISIS.

Trump emphasized that military and intelligence cooperation should continue, according to the PM’s website, adding that the courage and intelligence of the Iraqi people “who are loved and respected” by the US will inevitably banish “ISIS gangs.”

Abadi stressed that Iraqi “heroes” are on a winning streak and defeat is very close, according to his office’s statement. He pointed to the importance of continued international support for Iraq.

A readout from Trump and Abadi’s telephone call by White House was brief.

Trump thanked Abadi for last week’s “productive visit” to Washington and “commended PM Abadi’s leadership and the courage of the Iraqi Security Forces fighting ISIS in Mosul.”

“The president also praised the remarkable bravery and sacrifices of the Iraqi people in our shared fight against terrorism,” according to the White House readout, which stated both leaders reiterated their commitments to their countries’ Strategic Framework Agreement.

The call from Trump comes hours after Abadi addressed leaders of the Arab world at the Amman Summit, and days after US and Iraq said they are investigating reports of high numbers of recent civilian casualties in western Mosul.

He said in Amman that any attempt to violate the sovereignty of Arab nations should be considered “a red line in our relations with countries.”

Abadi emphasized that “Iraq is now more united than at any other time. If it was not because of this unity, we would not be able to liberate our land and defeat ISIS militants, criminals, and terrorists.”

He added: “I do not think any country alone can enjoy security and stability. Our happiness is connected with the liberation of our land. Expelling ISIS alone cannot bring an end to terror, but the terror has to be defeated in all Arab countries, the region, and the world as they have also faced this threat.”

During an interview with Fox News on Sunday, Abadi said in English he foresees ISIS being defeated soon militarily.

“Within the next few weeks … militarily,” Abadi said. “As a terrorist organization they will try, so that’s why we need the efforts of others to flush them out in Syria and in other places.

“In Iraq, it’s there. Defeat is sure. It’s definite. We (will) finish the job in a very short time. It is within reach.”

In the interview, Abadi was asked about whether more than 5,000 US troops would continue to be needed after the defeat of ISIS on the battlefield.

“We are concentrating on training, logistical support, and intelligence cooperation and gathering. These are three important elements, which we need some US troops to stay in Iraq to continue the task,” Abadi said.

“[To do that] I think we’ll need much less than the existing ones. Of course with the war gone, the task will be much less than at present, so we’ll be looking at a lower number.”

Abadi was asked to compare the Trump strategy with that of his predecessor Barack Obama.

“President Obama didn’t want to get involved in the first place. He just wanted to forget Iraq. And I think coming back to Iraq [for Obama] was sort of imposed on him because of Daesh, of what they had done — by crossing the Syrian-Iraqi border and occupying about 40 percent of Iraqi land, slaughtering people. So there was a lot of pressure on President Obama to come to the help of Iraq,” Abadi said, using an Arabic acronym for ISIS.

“While at the moment, there is understanding that Iraq is an ally and we should continue working with to support Iraq against terrorists.”

UN secretary-general starts official visit to Iraq

BAGHDAD United Nations Secretary-General Antonio Guterres arrived in Iraq on Thursday amid a growing humanitarian crisis due to months-long fighting against the Islamic State group in Mosul, as the extremist group claimed responsibility for an overnight suicide attack in Baghdad.

Backed by a U.S.-led international coalition, Iraqi forces launched an operation in February to drive IS from the western half of Iraq’s second-largest city, after declaring eastern Mosul “fully liberated” the previous month. The city is divided by the Tigris River into a western and eastern half and the initial operation to liberate Mosul of the extremists began last October.

Shortly after landing in Baghdad International Airport, Guterres said on Twitter that his visit is to “focus on the dire humanitarian situation on the ground.” Amid reports of dozens of civilians killed by airstrikes in Mosul, he added that “protection of civilians must be the absolute priority.”

Guterres planned to meet with Iraq’s president, prime minster and Parliament speaker before heading north to the self-ruled Kurdish region.

Since the start of the Mosul military operation in October, more than 350,000 people have fled the fighting, according to U.N. figures. Last month, the U.S.-backed troops started a new push to recapture Mosul’s western side.

The Site Intelligence group, which monitors extremist groups, reported the claim Thursday in which the IS warns Iraqi Shiites that the “flame of the battle” in Mosul will come to them in Baghdad, Karbala, and Najaf.

On Wednesday night, a suicide truck bomb targeted a police checkpoint on Baghdad’s main southern entrance. Three policemen were among the dead while the rest were civilians, police and health officials said on condition of anonymity under regulations.

The militants have suffered a string of defeats over the past two years in the lead-up to the Mosul operation, but have continued to regularly launch attacks in and around Baghdad. A series of large-scale bombings claimed by IS has struck Baghdad since the operation to retake Mosul began.

Iraqi and coalition officials have repeatedly warned that after Mosul, IS will likely return to its insurgent roots as it loses more territory in both Iraq and neighboring Syria.

Abadi calls for unified position against violations of Iraq sovereignty

Iraqi Prime Minister Haider al-Abadi on Wednesday called on Arab countries to adopt a unified position towards violations committed against sovereignty of Iraq.

As he addressed the Arab League meeting in its 28th session, he said:”I am strongly opposed to violating sovereignty of Iraq or any other country.”

Abadi also stressed that terrorism, extremism and internal conflicts have led to deviating from the right path, stressing the need to preserve the unity of our peoples and preventing external interference.

Saudi King to Abadi: with restoring Iraq to turn in big area

King Salman bin Abdul Aziz, Saudi Arabia’s support for Iraq to restore its role in the region and strengthen relations with at all levels.

United Nations Secretary General: we hope to achieve a Government representing all communities in Iraq

United Nations Secretary General Antonio Gutiérrez, Wednesday, we hope to achieve a Government that represents all the components in Iraq.

He welcomed Guterres in his speech during the Arabic League Summit in Jordan, “progress in Mosul and Iraqi troops restored to lands of ISIS’s control.

“We must stop, said Guterres all Israeli settlement activity for peace”, adding that “the two-State solution is the only way to achieve peace between the Palestinians and the Israelis.”

He pointed out that “the fight against terrorism in Syria requires access to a political solution,” adding, “it’s time to end the fighting in Syria.”

Abadi says he wants to keep an American force in Iraq

Prime Minister Haider al-Abbadi expressed his support for the survival of part of the US forces in Iraq in order to support the Iraqi forces after the defeat and the liberation of Mosul.

“Iraqi forces need US troops to continue their training, logistical support and intelligence cooperation,” Abadi told Fox News in an interview published on Sunday.

Since the occupation of Mosul in 204, the United States deployed 5,000 troops in different parts of Iraq within the framework of the International Alliance. Asked about the possibility of 1,000 American soldiers remaining, Abadi said, “a little more.”

The Prime Minister stressed that during his visit to the White House last week, he felt a commitment by the US administration and Congress to support Baghdad in its war against an oppressive organization.

Abadi predicted during his meeting with the US station months to defeat the military dizziness in a few weeks, pointing out that at the same time that “the Daash will continue to exist until removed from Syria and other parts of the Middle East.”

“We are going to defeat them now militarily, but they will try to continue as a terrorist organization, so we need help from others to expel them from Syria and other areas,” he said, adding that President Obama did not want to take part in the war against Da’ash. 40 percent of Iraqi territory.

“Obama wanted to forget about Iraq, I mean the massacres that took place against our people have generated great pressure on President Obama,” Abadi said. “The United States is now determined to defeat Iraq,” he said, adding that “the United States and Iraq are allies, which made the decision to ban Trump the first to travel Iraqis seems unacceptable.”

“Additional elements from the 82nd Airborne Division, 2nd Brigade Combat Team, will go to Iraq on a temporary mission to provide additional support and advice to Iraqi forces,” said Col. Joseph Sacroka, a coalition spokesman, adding that “these are not adding new combat capability as much as they are Provide more advice and assistance to our Iraqi partners. ”

The unit from the 82nd Airborne Division currently has 1,700 troops based in Iraq and Kuwait, helping to advise and support Iraqi forces.
Reports last week indicated the Pentagon’s intention to send some 1,000,000 extra troops from the 2nd Combat Brigade for advice and support for the Mosul battle.

The first official reaction to Baghdad on raising the flag of Kurdistan in Kirkuk

Roudao – Erbil Suspended the official spokesman for the prime minister, Saad Sabri on the decision of the Kurdistan Regional Government to raise the Kurdish flag on all government departments in the city of Kirkuk.

Sabri said network Roudao media: “We are dealing with this subject on the basis of the Iraqi constitution, which is clear and explicit in this regard, where he identified the powers of the federal government, against the powers of local governments in the provinces that are not Almntizmh in the territory.”

He added Sabri: “For the Kurdistan region there are special powers to deal with him, and there is a constitution, a parliament and government in the region, but the provinces outside Alaqilm, including Kirkuk province, subject to constitutional provisions in this regard, and also to provincial law No. 36 of 2008, and the fact that no constitutional provisions nor the provincial law gives authority to any local government to choose the flag that flies over government buildings and facilities therein. ”

He said the official spokesman for the prime minister: “Nothing happened previously like this for 14 years in any province, did not discuss this subject at any meeting of the supreme body coordinating meetings of the governorates not organized in the territory, which will hold its meetings periodically and regularly, and attended by government local in the province of Kirkuk,
and therefore this is contrary to the text of the Constitution, as well as the Law of governorates not organized in the territory, which is contrary to the political custom administrative and dealing that has been the case for 14 years. ”

He is pointing out that ” the flag of the Federal Iraq is the one who raises the buildings and structures of government and official departments in all provinces except the provinces of the Kurdistan Region.”

He added: “We consider this to be contrary to the Constitution and contrary to provincial law No. 36 of 2008 , which defined the powers of the federal government and the powers of local governments, and certainly the subject of the official flag is the prerogative of the federal government, nor can any local government may go beyond its powers and to exercise the role is not jurisdiction by virtue of the law and the Constitution regarding the choice of raising the flag on official buildings in that province. ”

The Kirkuk Provincial Council voted to lift the Kurdistan flag on government buildings in the province, on Tuesday, while the Arabs and Turkmen members boycotted the meeting.

Baghdad launches an important phase of the optical cable project

“Huge potential for growth in the area”

So firstly, why should we be seeking to do business in Iraq?

I believe that it’s absolutely vital that we improve our trading relations across the Middle East. The reasons are simple.

It’s good for our overall economy, it will be good for your businesses, and it will help bring stability and security to the region and here at home. And there’s huge potential for growth in this area. Although Iraq is not yet a member of the WTO, which has its own short-term challenges, its eventual accession will enhance structural and Iraq’s reintegration into the multilateral trading system. The organisations who gain most from engaging with this emerging market will be those which have a stronger base to build from when Iraq’s WTO status is confirmed.

While it’s not yet clear what the effect of Brexit will be on the EU-Iraq Partnership and Cooperation Agreement, no matter what status that agreement will have it’s clear that there will be a political and economic imperative to agree a successor deal for organisations based in the UK either in parallel to Brexit negotiations, or as soon as possible after Brexit is concluded.

Total bilateral trade between the EU and Iraq amounted to over €16.1 billion in 2015. EU imports from Iraq were worth €11.1 billion in 2015. Oil imports represent up to 99.7% of all EU imports from Iraq. The EU is the fourth-largest source of imports for Iraq followed by Turkey, Syria and China. The EU exported €5 billion worth of goods to Iraq in 2015. EU exports to Iraq are dominated by machinery and transport equipment, chemicals, food and live animals. As part of this trade, the UK has a substantial trade surplus with Iraq: we export more than we import. UK exports to Iraq in 2015 amounted to £609 million, whilst imports from Iraq to the UK amounted to £187 million.[1]

Over the past couple of years Scottish based companies like Agreko, the Weir Group and the Wood Group have already made significant investments in Iraq, leading the way for others to follow. The recent partnership with IBBC and the Aberdeen Chambers of Commerce should help to build new relationships and understanding of how firms can capitalise on the skills and experience they have developed in the North Sea to expand in this new market.

But while this figure is growing, UK Exports to Iraq are under-performing in relation to our European allies. We are 17% of the EU economy, but provide only 12% of the EU’s current exports.

There is huge room for improvement – especially given the relative size of our oil and gas industry, and the enormous potential for the export of expertise and technology forged in the North Sea over the past few decades. Hydrocarbons account for nearly two-thirds of Iraq’s GDP and almost all of its exports.

After experiencing years of embargo and conflict, Iraq’s economy is now on the way to recovery. While GDP decreased by 2.7% in 2014 due to a decline in economic activity in the areas under the control of the Islamic State (ISIS), the stagnation of government spending and the drop in oil prices, growth is now expected to increase slightly in the short term, due to the rise in oil exports.[2]

The World Bank’s latest economic forecast expected Iraq to bounce back in 2016, growing at 7.2% in that year and continuing at around 5% in the next few years. This is driven by the projected ramp-up in oil production, increase in oil-related FDI, structural reforms, implementation of the IMF program, and a lessening of security risks. With the security situation now improving, and the oil price on the rise – the indicators are moving in the right direction for Iraq’s economy.

This is not to underestimate the potential impact of future world events, the global environment, social and political developments, and the Da’esh insurgency, but our recent experience seems to see light at the end of the tunnel.[3]

So the potential is there, we have success stories in place and the future for Iraq appears brighter than it has for some time.

I believe that there will be the potential of significant rewards for those companies who step up to the challenge now.

“Iraq’s economy is now on the way to recovery”
Back in Scotland, we have our own new set of opportunities for business and wider society to take advantage of.

The First Minister’s announcement yesterday has presented Scotland’s electorate with a clear choice between two futures. One would see us removed from the EU and the single market against our will, and pushed over the social and economic cliff as a result of a hard Brexit. In this scenario, Scotland will be recast as a bit part in Nigel Farage’s vision of Little Britain. The other would see the people who care most about Scotland, that is everyone who has chosen to live and work in Scotland, would get to make the decisions about Scotland’s future.

So my message to you about Scotland’s future is clear.

An Independent Scotland would seek to build on our strengths. We would be outward looking, not inward looking. We’d seek to play a positive, modern role in the world, not attempting to rebuild Empires of ages past. This is good news for the oil and gas sector in particular, for rather than viewing your industry, this vital industry, as a cash cow to prop up UK Chancellor’s balance sheets, we’d do all we can to support and develop the industry to its enormous and full potential. A strong oil industry is in Scotland’s interests. It will play a vital role in our future success. And because of that the needs of the industry will be front and centre of our thinking for the future. We can see that this approach has worked for our friends across the North Sea in Norway, and I see no reason at all why, if we work in partnership with the industry here, we can’t make it work for Scotland.

Lastly, I’ve been asked to speak a little about how to get more women in business.

“It’s essential to business success in the twenty-first century”

I know that the Iraq Britain Business Council has a positive record in this area. Not only are you benefiting from female leadership in your President, Baroness Nicholson of Winterbourne, but Angelique Lecorps efforts through chairing your Women in Business group within the IBBC is to be commended.

What I would say about this is brief.

Its 2017. Your businesses won’t reach your full potential if your boardrooms and your workers are only selected from half the population. To rely on the traditional models will be to try to achieve success with one hand tied behind your back. If you want to compete, if you want to lead in your sectors, you need the best available engineers, managers and directors possible. So looking to achieve gender equality isn’t a “nice to have” or an added extra. It’s essential to business success in the twenty-first century.

Abadi, will head the Iraqi delegation at the Arab summit instead of President Fuad Masum

Revealed Foreign Minister Ibrahim al-Jaafari, the Prime Minister Haider al-Abadi will head the Iraqi delegation at the Arab summit, which begins next Wednesday in the Jordanian capital, Amman, instead of the President of the Republic Fuad Masum.

He said al-Jaafari, who arrived in Amman yesterday in a press statement, that in the quiver Abadi ideas and news must reach the summit, a respect for her to listen to the Executive the man first in the country, adding that the president remains infallible person is respected Iraq’s sovereignty by the Constitution.

Iraqi command: western Mosul battle finished “on the military level”

Mosul (IraqiNews.com) The Iraqi security command leading operations against Islamic State in Mosul has said the battle in the west of the city was concluded on the military level.

A spokesperson of the Joint Operations Command, Yahia Rasoul, was quoted by Alghad Press Monday saying that “western Mosul is done on the military level”, adding that “what is left to do is to purge the remaining areas”.

The remaining Islamic State members in the western side of Mosul are “gangs remnants that are targeted accurately by security forces”. He repeated accusations that the group continued to us civilians as human shields to hold off advancements by security forces.

Iraqi army and police forces, backed by a U.S.-led coalition and paramilitary troops, recaptured eastern Mosul in January after three months of fighting, and proceed mid February towards the west to retake the region and end IS presence in Iraq’s second largest city.

Iraqi and coalition commanders had predicted battles in the west to see victory within six months, and have reiterated that IS combat capabilities continued to wane despite fierce resistance its fighters showed.

The conflict in Mosul has displaced at least 433.000 since October, with more than 200.000 having left the western area alone.

US general announces new measures in Mosul and al-Jubouri, waving to stop operations

Sadr: I may be assassinated, but reform revolution must continue

BAGHDAD, Iraq — Influential Shiite cleric Muqtada al-Sadr gathered today with hundreds of thousands of his supporters in Baghdad’s Tahrir Square, where he said could be assassinated, but encouraged them to continue their demonstrations and protests in the capital until all corrupt government officials are removed from their posts.

“In next elections, never vote for the corrupts,” Sadr told his supporters amid chants of “Yes, yes to Iraq” and “Your vote is for freedom and your demonstrations will be their end.”

Iraq is scheduled to hold provincial elections this year and general elections next year. However, the displacement of some 3 million Iraqis because of the fight against ISIS complicates the process.

“They try to manipulate the election law. But I tell you to vote for the clean ones and those against corruption and sectarianism, Sadr said.

“I want you to do a revolution through the ballet box.”

As he had done on several occasions before, Sadr voiced strong criticism of Iraq’s election commission, saying: “The existence of this election commission is a crime because they will keep these corrupt faces in power. Unless they change these faces we will not take part in the elections if they don’t make changes.”

On Friday, he advised the crowds that he may one day be killed or silenced but that they must continue their demonstrations and “reform revolution.”

“Iraq’s corrupt leaders are not corrupt alone they also have money and arms,” Sadr said. “They will do their best to sow the seed of sectarian strife.”

Demonstrators in January called on Sadr to resume leadership of the protests.

“But we are not cowed by threats and death,” he went on. “Many tried that before and failed.”

He said that “If they succeeded in assassinating me” his followers should continue “the reform revolution without fear or exhaustion. No one should say Muqtada is gone there will be no reform.”

“It will be for God and the country,” Sadr insisted.

Previously, riot police have been used to disperse the crowds and some protestors were reportedly arrested.

“Also keep the peacefulness of your gatherings and demonstrations to the end,” he added. “Iraq should not go back to square one.”

Iraqi oil exports from the south reached 3.163 million barrels per day

Economy News / Baghdad …Source in the oil sector said that the average Iraqi oil exports from the south reached 3.163 million barrels per day since the beginning of March due to bad weather and the decline in production due to maintenance operations as the country seeks to comply with OPEC’s agreement to cut oil production by more.

4. Contribute to policies, mechanisms and strategies and participation in the implementation of the follow-up to resolve the transition to the programmed stages of time-to-market economy status.

5. Work on the provision of additional sources of financing of the general budget of the State to adopt the development and diversification of resources towards raising the proportion of other resources in the non-oil GDP.

6. To encourage the creation and development of micro, small and medium enterprises to achieve comprehensive and sustainable, including the formation of specialized institutions for the purpose of development.

7. Cooperation in ensuring the implementation of the central plans in the provision of infrastructure to encourage and develop the private sector in industry, trade, agriculture, tourism and mineral resources, energy and services.

8. Activating the role of specialized banks and private banks to provide soft loans to the private sector and the national as well as finding solutions to the problems of taxes and accrued interest resulting from the owners of the stalled production projects and the development of short- and medium-term fiscal policy solutions.

9. Coordination and cooperation with the ministries of financial and statistical institutions involved in building a statistical base and financial information and ensure transparency.

10. Actively participate with the government in the implementation of the restructuring of public companies and facilitate partnerships with the private sector procedures.

11. Contribute to ensuring the quality of local products and services and imported standards.

12. Cooperation and contribute with relevant institutions in the rehabilitation and specialized training in the private sector human resources.

13. Encourage private banks to invest in economic projects so as to enhance the proportion of its contribution to GDP and to speed up legislative amendments to achieve this goal

While they still have work to do on this front they have systems in place to catch the crooks. So I do not see it has stopping them from a rate change at this point.

Abadi from Washington: great efforts to restore stability to the liberated areas

This is the objective of the National Oil Company

A spokesman for the Oil Ministry, Assem Jihad said Thursday that the ministry’s follow modern mechanisms to develop and invest in oil wealth and to start to go to establish a national oil company is an example.

It is worth mentioning that the establishment of the Iraqi oil company in 1961, where he was released in Iraq Law 80 under which Iraq issued 95% of the oil company of Iraq and announced the formation of the Iraqi National Oil Company in 1964.

In April 1987, the integration of Oil Minister Issam Chalabi, the company with the Oil Ministry, which became the direct operator in the industry as well as its regulator.
Either at the operational level, the company has been divided into groups of regional companies, including the North Oil Company, based in Kirkuk, and the South Oil Company, based in Basra, an oil center.

The GOI was revamped, decluttered, and streamlined. Parliament picked up the pace and got a lot of things done that were simply not happening under the previous administration, and now: 1. Abadi confirms he’s planning on running for a second term. I see this as a shoe-in, no-brainer, it will happen, DONE. (Yes, we are going to hear some noise from the Maliki Camp, I say…ignore it). 2. Abadi: Iraq closer to unity than ever

Washington -arac Press -22 March / March: Prime Minister Haider al-Abadi said that “Iraq’s okay and we are embarking on what is best, and we are closer to unite than ever.”

MP in parliament, Abdul Rahman Alloizi, on Thursday, Prime Minister Haider al-Abadi’s visit to Washington has created a kind of balance in the Middle East.

Secretariat proceed with the implementation of e-government project

BAGHDAD / morning – announced the General Secretariat of the Council of Ministers, on Wednesday, to embrace the implementation of e – governance in the current year, while its intention to finance the various service projects and completed the end of 2017. The government confirmed the Secretary General of the Council, Mahdi Keywords in a press conference on the sidelines of the meeting held E – governance Committee, said that ” the Secretariat will begin the implementation of the transition to e – governance, whether between departments or key ministries, to be communication between them electronically , ” and expressed “hope to achieve 80 percent of these steps during the current year».

Abadi looking with two US firms electricity and airlines to develop

Economy News / Baghdad …Search Prime Minister Haidar al-Abbadi (who is visiting Washington for now), with two US firms to develop the electricity sector in Iraq and the Iraqi air lines.

Kirkuk confirm the entry-oil agreement with Baghdad into force

Economy News / Baghdad …The head of the Commission on oil and gas in the Kirkuk Provincial Council Ahmed al-Askari, Wednesday, entering the oil agreement between Baghdad and the province on the export of oil into force, adding that the agreement will need to increase cooperation between the two parties.

The military said in a press statement, said that “the oil agreement between Baghdad and the province on the export of oil went into effect after the arrival of about 40,000 barrels of Kirkuk oilfields to the refinery Kalak in Mosul in order to provide the residents.”

He added that “the bilateral agreement between the governor and the prime minister included a number of points, including the expansion of the refinery Kirkuk and set up a new refinery and disbursement amounts of petro dollars and allocation of central functions of the province.”

The military said that “the agreement will need to increase cooperation between the two parties and open up new prospects for an end to the tension and pleasing to the people of the province penile legitimate rights.”

Statement at the End of an IMF Mission on Iraq

End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

In 2016, real GDP growth was sustained at 11% supported by a large increase in oil output that benefitted from past oil investments.

In 2017, economic activity is expected to remain muted due to a 1.5% contraction in oil production and only a tepid recovery of the non-oil sector.

Further reforms to create fiscal space for inclusive growth, strengthen the business environment, reduce corruption and repair the banking sector are needed to support private sector-led growth and diversification of the economy.

International Monetary Fund (IMF) held discussions in Amman from March 5–17, 2017 on the 2017 Article IV Consultation and the second review of Iraq’s 36-month Stand-By Arrangement (SBA) approved by the IMF Executive Board on July 7, 2016 (See Press Release No. 16/321). The SBA aims to restore fiscal and external balance and to improve public financial management while protecting social spending. The first review under the SBA was completed on December 5, 2016 ( See Press Release No. 16/540).

Mr. Christian Josz, Mission Chief for Iraq, issued the following statement:

“Iraq has been hard hit by the conflict with ISIS and the plunge in global oil prices since 2014. The government has responded to the fiscal and balance of payments crisis with a large but necessary fiscal adjustment supported by financial assistance from the international community. In 2016, real GDP growth was sustained at 11 percent supported by a large increase in oil output that benefitted from past oil investments. Nevertheless, the non-oil economy experienced an 8 percent contraction due to the conflict and the fiscal consolidation. In 2017, economic activity is expected to remain muted due to a 1.5 percent contraction in oil production under the agreement reached by the Organization for Petroleum Exporting Countries, and only a tepid recovery of the non-oil sector.

“The plunge in oil prices has driven the decline of Iraq’s gross international reserves from $53.7 billion at end 2015 to the still comfortable level of $46.5 billion at the end of December, 2016. Fiscal pressures remain significant with the government deficit remaining at 12 percent of GDP in 2016, due to continuing weak oil prices and rising humanitarian and security spending. Total public debt increased from 32 to 64 percent of GDP during 2014-16. Credit growth decelerated and non-performing loans in state-owned and private banks increased significantly in 2016.

“The authorities have maintained the exchange rate peg which remains a key nominal anchor. Medium term growth prospects remain modest driven by projected flat oil production and investments in the face of the revenue constraint and modest pickup in non-oil growth supported by the expected improvement in security and implementation of structural reform. Further reforms to create fiscal space for inclusive growth, strengthen the business environment, reduce corruption and repair the banking sector are needed to support private sector-led growth and diversification of the economy once post- ISIS reconstruction is underway. Risks remain high, arising primarily from uncertainty in the oil price outlook, security and political uncertainties, and administrative weaknesses.

“The Iraqi authorities and IMF staff started discussions on the second review of the SBA. These discussions will continue during the upcoming IMF and World Bank Spring Meetings from April 21–23, 2017 in Washington, DC.

“During the visit, the team met with the Acting Minister of Finance Prof. Abdulrazzaq A. Jaleel Essa, Acting Governor of the Central Bank of Iraq (CBI), Dr. Ali Mohsen Ismail Al-Allaq, the Financial Adviser to the Prime Minister Dr. Mudher Saleh, and officials from the ministries of finance, oil, planning, the State Oil Marketing Organization, the Central Statistical Office, the Central Bank of Iraq, and representatives from the Kurdistan Regional Government, and the Board of Supreme Audit. The team would like to thank the Iraqi authorities for their cooperation and the open and productive discussions.”

{Baghdad: Euphrates News} Prime Minister Haider al-Abadi said during a meeting with the Iraqi diaspora in Washington had visited now “will not retreat from campaign reform and continue to fight corruption.

With regard to visit Washington Abadi said “stressed states are not looking for the weak but looking strong and we came to Washington , we are strong and victorious,” noting that “we are talking now about the elimination of Daesh and we will eliminate him soon our unity”.

Central Bank announces rise in sales during 2017

Economy News / Baghdad …Iraqi Central Bank announced on Tuesday that sales of the dollar during 2017 rose by more than two billion dollars compared to last year.

The bank said in a statement received “Economy News”, “sales of the dollar banks reached since the beginning of this year until today 9 billion and 481 412 000 and $ 851.”

The bank said that “this amount is reduced from what it was on the same date last year in 2016 in which sales reached 7 billion and 233 542 000 and $ 467.

The bank pointed out that “the sale of the amounts transferred to accounts in banks abroad, and cash is 1190 dinars per dollar rate.

The governor of the central bank on the Keywords announced on the third of March 2015 that the new guidelines set by the bank is that the auction is no longer a daily window for operations for the sale of currency auctions, noting that the new mechanisms developed to sell this currency, especially that of its functions to provide currency for foreign trade.

Customs announces the opening near the port or East Palace to receive commercial vessels

Economy News / Baghdad …The General Administration of Customs, on Wednesday, for the opening near the port of Umm Qasr East by four berths to receive commercial vessels, while confirming that the financial revenue for the month of February amounted to more than 101 billion dinars, an increase of 58 billion dinars compared with the same month last year.

The Director General of the General Customs Authority Kazim Ali in a press statement, said that “the Commission in connection with the opening of the port of Umm Qasr East by four berths to receive ships and commercial vessels, especially the giant ones,” noting that “the biggest immersion will be located within the port of berth No. 15”.

Ali added, that “the body and balances provided cranes and Alsonarat advanced along with the use of the latest specialized customs work world-class technologies,” adding that “the Commission has made a big leap procuring customs revenue levied on goods entering charge of the country during the month of February.”

He stressed that “the revenue exceeded 101 billion dinars, an increase of up to 58 billion dinars compared to February of last year,” expected to “rise in revenue during the current month of March over the last month, so as to intensify control over the ports and reduce far back in financial and administrative corruption “.

The Director General of the Commission, that “the current trend for prime minister, serving accounting staff in the Commission staff in the event of their involvement in the practice of corruption administrative and financial,” noting that “sanctions of up to insulation or transport outside the body and that the regulatory and inspection at the ministry proceeded to transfer more 25 employees from outside the body because of their involvement with corruption. ”

Trump, al-Abadi and Iraq’s future

Iraqi Prime Minister Haider al-Abadi arrived Washington, DC Monday on a visit to meet president Trump, along with Vice President Mike Pence, Secretary of State Rex Tillerson, Speaker of the House Paul Ryan and members of Congress. This is the first time a high-level Iraqi official will meet face-to-face with Trump, who has said that he feels his country has spent a lot on Iraqi security since the 2003 invasion without getting anything back in return.

The Prime Minister’s office issued an official statement Sunday saying that the goal of Monday’s visit is to improve bilateral relations between the two countries, with a focus on military and economic ties. al-Abadi will also meet with officials from a number of international institutions and organizations, and will attend a meeting of the global coalition working to defeat ISIS.

It is clear that the support of the US-led coalition, including the deployment of American troops on the ground, will play a huge role in minimizing the time Iraqi security forces will need to retake the western side of Mosul. American forces operating out of the Qayyarah airbase have been involved throughout the battle, using Apache helicopters and smart missiles to fend off ISIS fighters inside the city.

The battle to retake Mosul in its entirety is likely to end before mid-April, given the progress made so far, and follows many other battles to eliminate ISIS’ presence in Iraq completely.

Without the continued assistance of the international coalition and American forces, the Iraqis won’t be able to defeat ISIS. But Iraqi media outlets, mainly those run by Shiite parties or backed by Iranian funds, insist that it is Iran has been the main contributor to the fight for retaking Mosul.

President Trump increased the presence of American forces in Syria this month. American aircraft also still use freely the many Iraqi airfields like Al Asad Airbase and Al-Taqaddum Airbase at Habbaniyah, as well as various also air bases in Kurdistan. Additionally, several hundred Marines were deployed to Syria earlier this month as part of an operation to retake the cities of Raqqa, the de-facto capital of the self-proclaimed Islamic State, and Deir Al Zor. They have entered Syria through the country’s Turkish border, but they will need to be able to operate in western Iraq to succeed in capturing Raqqa.

Al-Abadi knows Iraq will never survive unless it receives real support comes from Washington. Thus, in the coming August election, al-Abadi might break away from Al Dawa Islamic party currently led by former prime minister Nouri Al Maliki, and instead create and lead his own party.

With a new administration in office, al-Abadi will need to listen to language which may be quite different from what he is used to hearing from Obama administration. al-Abadi has always stressed that his first priority to defeat ISIS, and has shelved government reforms and programs to support reconciliation between the country’s divided political, ethnic, and sectarian groups. In the weeks after al-Abadi comes back from DC, Iraqis will see what kind of exhortation he gets from the new US administration.

Abbadi: we got assurances that American support for Iraq faster than before

Speaking to reporters, said the U.S. Peace Institute “to his meeting with President Donald Trump has been positive and has been getting assurances that support for Iraq would be faster than the previous until the completion of all tasks”, noting that he looked forward to meeting with members of Congress and we saw a lot of interest from companies that want to work in Iraq and hopefully cooperation in trade, energy, education and culture.

He noted that some States work duplication by using the term “terrorism and armed groups at other media in Dawa.”

Abbadi was drawn to “the international community and the United Nations were engaged in humanitarian efforts to Iraq, we need more funding to restore prosperity and stability to the country.”

The Iraqis are happier after 2003, there is freedom of expression and freedom to travel and enjoy several services, wealth is the wealth of the people, as an important reform to restore citizen confidence in Government, and we hope to bring fresh blood to the next election. ”

“The conflict in the region spread to Iraq and we don’t want to be part of this conflict,” he said, adding that “terrorism, Mickey only military force but there are other ways.”

“From the first day of our plan to release the connector we want peace”, adding that “there are volunteers who are fighting and fighting and sacrificing their lives for the homeland, and the popular crowd under the umbrella of the State and we will reward them for their sacrifices.”

Abadi meets Trump in Washington

(Baghdad: Al-Furat News) Prime Minister Haider Abadi met on Monday with US President Donald Trump.

A brief statement, the Office of the Prime Minister, received the agency {Euphrates News}, a copy of which Abadi, “met with US President Donald Trump.”

The prime minister arrived in Washington at the official invitation of US President Donald Trump and is scheduled to meet with Trump, including the US Vice President, US Secretary of State and the US House of Representatives, as well as meetings with members of Congress and the Senate. To enhance cooperation between the two countries in security, military, economic and other fields

Baghdad and Washington are discussing opening by Iraq with Jordan and file Khor Abdullah
