Erbil and Baghdad reach agreement on Kirkuk oil exports

(IraqiNews.com) Baghdad – The Iraqi Oil Minister will soon visit Erbil to meet with his Kurdish counterpart and discuss crude oil exports and revenues.

MP Shakhawan Abdullah said, “The meetings will continue with Kurdistan Region’s Minister of Natural Resources who will be visiting Baghdad for the same purpose.”

“The Kurdish and Iraqi ministers will discuss the technical issues relating to the implementation of a previous Erbil-Baghdad agreement. The KRG and Iraqi government have also reached to an agreement over Kirkuk oil exports through the Kurdish pipelines,” Abdullah revealed.

Deputy Iraqi Oil Minister Fayadh al-Nema, in a previous interview with Reuters, said they were willing to hold talks with Erbil about using KRG’s oil pipelines for exporting Iraqi oil. However, he said upon the failure of the talks, Baghdad may consider selling its crude oil though Iran, for which it may need to cross Sulaymaniyah province in order reach the neighboring country.

Reports: secret negotiations conducted by the United Nations to resolve the Justice and Accountability Act

BAGHDAD – Iraq Press – August announced a senior political source in the National Alliance that secret negotiations conducted by the United Nations with the leaders of the main political blocs to end the dispute regarding the accountability and justice law in preparation for submission to parliament for a vote.

The source added, in a statement to the newspaper (life) that “the talks under the auspices of the United Nations office in Baghdad to end the dispute in some paragraphs of the Accountability Act, which faces strong opposition from a coalition of state law and the Sadrists and the Virtue Party and the Badr Organization, who consider that the law allows for the figures in the party Baath political participation. ”

The source pointed out that “the National Alliance seeks to ensure that the non-participation of Baathists, but a coalition of Iraqi forces calls for transforming the ablation profile to justice instead of having a partisan institution oversees the work of the ablation may target certain parties to blackmail before each election held in the country.”

The source added that “the coalition is determined to not return the Baathists, even those who have not stained their hands with the blood of Iraqis or did not commit inhuman crimes, to the political arena and assume positions in the government, with powers Union believes that the return offered the greatest opportunity to achieve national reconciliation in the country.”

For his part, the Legal Committee Member of Parliament Salim Shawki told the newspaper that “disagreements exist in the draft law concerning the inclusion of Baathists retirement or their term of government positions,” stressing that “the postponement of the ongoing vote on Justice and Accountability Act is due to hold the National Alliance and the Union of Forces their positions regarding the granting of concessions to Baathists who did not commit a crime or violation against the people. ”

BGG (Dinar Guru) – …once they step across that “currency threshold” moving towards a “singular currency regime” – the logical solution is for the IQD to be “on par” with the USD (which they are currently using)…you do realize what I just said – RIGHT? the IQD is widely regarded as “GROSSLY UNDERVALUED”… by noted world economists… for them to move to a “single currency” there needs to be some parity once they do so…they can’t come right out and say what it is they really mean (or convey their true intentions)… but this is looking inevitable. Standard & Poor’s sustains ratings on Iraq at ‘B-/B’

(IraqiNews.com) Baghdad – Standard and Poor’s financial services company has affirmed the ratings of Iraq at ‘B-/B’ with stable outlook.

S&P stated that the stable outlook incorporates expectation that the large budget and external deficits could be financed, and the conflict with ISIS will be contained.

Standard & Poor’s also predicted Iraq’s real GDP growth to fall below 2% in 2017-2019 due to the negative effects of fiscal consolidation and weak domestic demand.

The CBI will make the public aware of such a policy by explaining it through a press conference and on its external website…”

BGG (Dinar Guru) – I cannot see how anyone is actually following the financial details of this thing and not be thoroughly EXCITED about where we are (finally!)…One point that gets missed alot – they have signed deals and agreed to remove and adhere to a more “international standard” regarding their internal MCPs… (…”multi-currency practices”)… THIS IS HUGE… MCPs coming to an end…this is a big point in their whole “economic reform package” – it is a complete overhaul… MCPs and currency being only one point of the program…even until recently – they are still (or have been) operating under some odd MCPs. The WB and IMF doesn’t like it…they have agreed to change – are taking direct action and have taken on breath-taking reforms daily…it’s happening before our very eyes…and my final thought is this… [post 1 of 2….stay tuned]

Breitling (Dinar Guru) – …Iraq has always stated they want to get down to a billion notes…the last report that I’ve seen they were at 4 billion notes. Since then they have gotten rid of the 50 dinar note. 80 to 85% of their currency is the 25K note. They are introducing the 50K note and the 100K note…they haven’t done it yet but if they do that is going to allow them to take a certain amount of 25k notes off the market and it’s going to reduce the note count even more. Pushing forward there is no bad new here. People are in panic mode cause it’s complete opposite of what they think. If you strictly go by the numbers the dinar is a phenomenal opportunity, it hasn’t changed. How many countries are out there saying they’re going to add value to their currency? There’s only one. Not only that but they created a checklist on exactly what they need to do to add value to their currency…they said eventually they were going to reduce the note count and they’ve hit every flip’n mark and people are still blind to it!

Standard & Poor’s sustains ratings on Iraq at ‘B-/B’

(IraqiNews.com) Baghdad – Standard and Poor’s financial services company has affirmed the ratings of Iraq at ‘B-/B’ with stable outlook.

S&P stated that the stable outlook incorporates expectation that the large budget and external deficits could be financed, and the conflict with ISIS will be contained.

Standard & Poor’s also predicted Iraq’s real GDP growth to fall below 2% in 2017-2019 due to the negative effects of fiscal consolidation and weak domestic demand.

Breitling (Dinar Guru) – Getting questions about the 100K and 50K dinar notes…are they going in the wrong direction and will this delay the RV? No it will not. The CBI has said they are going to reduce the note count. They are going to introduce new notes even notes that are worth a tenth of a penny likes yours and mine, the 50K note , the 100K but eventually they are going to introduce the lower notes and these will commingle and both will gain value for about a two year period…and that is what the CBI has said…the 100K notes and the 50K notes is about reducing the note count…This is a not a threat…this is a good thing, a very good thing for us. …Instead of four 25K notes they only need one 100K note. That’s going to help them later on down the road…There is no reason AT ALL to introduce the 50K or 100k note if they are not going to revalue the currency and add value to it.

Enorrste (Dinar Guru) – Article: “Central bank: Print category 100 000 dinars , and we are waiting for official approval lowered into the market” The reason there is low liquidity in the markets in Iraq is because instead of using their dinars many people are holding them in their mattresses. Thus the CBI has been forced to raise the money supply, not because it wants to but because the economy would collapse otherwise. The introduction of the 50k and 100k notes is directed to solving this liquidity problem, not by just injecting new cash into the market…so that they can draw out the 25k notes from people’s mattresses. There is also a stated goal to have bills roughly equivalent to our $50 and $100 notes. If they are successful these new bills will draw out the 25k notes which will be destroyed… The result will be a reduction in the money supply back to 40 trillion dinars as the article states. This plan of introducing the larger notes has a goal of stopping the rise in the money supply…It is necessary because the people are not yet confident in using banks. [post 1 of 3….stay tuned]

Enorrste (Dinar Guru) – Once the ball starts rolling and these 25k notes get pulled out then the value of the dinar can be allowed to rise (float). Until they get those notes out of circulation, however, the value cannot rise and won’t. If it did then all of the hoarders would become millionaires, which isn’t going to happen. So it is a process, and the introduction of the large notes is a part of the process to entice the people to give up their 25k notes. The reduction in paper by 2 to 4 times (each 50k removes 2 25k notes and each 100k removes 4 25k notes) will enable the CBI to then reduce the money supply by allowing the VALUE of money to rise. As it does rise the 100k note will become too valuable to hold in a mattress and people will put them in banks if for no other reason than for safety and security. Once there they will move to the CBI which will destroy them. [post 2 of 3….stay tuned]

Iraqi parliament lifted “accountability and justice” of today’s meeting agenda

Twilight News / decided the presidency of the Iraqi parliament lifted paragraph accountability and justice from the agenda of today’s meeting.

It also includes the procedures of Article 61 of the Constitution and rules of procedure regarding the questioning of the Minister of Defense. And also due to the parliament to vote on the proposed abolition of the dissolved Revolutionary Command Council Resolution Act (80) for the year 2000, the vote on the proposal to cancel the dissolved Revolutionary Command Council Resolution Act (213 of 2002), and to vote in principle to the draft Victims Justice Act. And it includes a session to vote on the recommendations concerning the obstacles to liberalization of Nineveh province, process, and report to the Security and Defense Committee about the terrorist bombing in the Karrada district, and the report of the Committee on the affairs of the member parliamentary development on the subject show lift the immunity of MPs requests.

The Council will discuss the general issue regarding the lifting of all the abuse on the marshes. (MP Sunrise Alabegi), with the first reading of a proposed law to the board of the popular crowd and the forces of him. (4 items), and the first reading of the draft accession of the Republic of Iraq to the Convention on the Conservation of Migratory Birds of African / Eurasian water.

And it includes the meeting report and discuss the first draft amendment to the law take care of minors Law No. (78) for the year 1980, the report and discuss the draft law on ratification financial agreement relating to a loan of the World Bank submitted to the Republic of Iraq, signed on 03.02.2014 Law, and report and discuss the draft to exempt foreign companies and subcontractors Law foreign contractors in licensing rounds decades of fees. It also includes a report and discussion of the proposed Act to amend the Companies Act No. 21 of 1997 as amended, and the report and discussion of the draft accession of the Republic of Iraq to the Maritime Labour Convention of 2006 and the accession of the Republic of Iraq to the identity documents sailors No. Convention on the Law (185) for the year 2003, and the report and discuss a bill board Iraqi Atomic energy.

We should expect that its implementation (the 50k came out 6 month ago) will continue until the CBI is ready to float the currency in early 2017 or slightly before. Iraq: 21 international investigators to examine the prime ministers of corruption files

Baghdad – Informed government sources within the office of Iraqi Prime Minister Haider al-Abadi, “the new Arab”, the 21 international investigators will arrive in Baghdad at the end of this month to start an investigation into financial corruption files, based on a memorandum of understanding signed by the Iraqi government with the United Nations last week

This comes amid a great interception by Iraqi political parties considered the government’s move as casting doubt on the judiciary and allowing insulting the important figures in the country through her interrogation by international specialists. –

According to private sources in the office of Iraqi Prime Minister Haider al-Abadi, speaking for “the new Arab”, the international investigators, all Western, except for Arabic and one from Jordan, were given full freedom to scan files and documents and review the records and documents of the ministries and the central bank and the Financial Inspection Office in Baghdad, In light of the agreement with the United Nations last week.

This comes at a time when popular demands in Iraq continues to expose the corruption of large files, Kcefqat arms and explosives detectors and oil licensing rounds that has wasted billions of dollars from the state budget.

And facing the Iraqi Integrity Commission, specialized in exposing corruption files, accusations of not being serious in resolving those files and cover up the other by the jurists, politicians and protesters demanding the body need to resolve those outstanding issues after the detection of the Iraqi people and present them to justice.

Observers considered that the participation of international investigators in uncovering the corruption in Iraq comes in continuation of the political reforms launched by mid-2015, Iraqi Prime Minister Haider al-Abadi Following mass demonstrations demanded that the fight against corruption.

He was vice president, Iyad Allawi, earlier called for the need to bring in international investigators to uncover corruption in Iraq accumulated files and resolution and submit it to the Iraqi judiciary.

He said analysts and experts that the participation of international experts in the fight against corruption in Iraq is a very important step to detect corrupt files and find out the fate of the money looted from the country.

In this regard, he said Iraqi economist Salim al-Jumaili, for “new Arab”, “The government has an important step Abadi contract with the United Nations and international investigators to uncover corruption files in Iraq since 2003.

The investigations include money smuggling and smuggling of oil contracts and armament. ”

Many of the lawyers, experts and relies on international investigations to uncover the files of corruption in Iraq since 2003 and that caused the waste of billions of dollars of Iraq’s budget through successive governments, arguing that international investigations are best able to disassociate Bmhakekayaa for partisan political influences and buy Zmmanm, as is currently happening in Iraq.

And still hundreds of files relating to corruption belong to the military, security and economic aspects are stuck, are not exposed because of political pressure from the ruling parties and blocs in the country, with many political parties are trying to prevent pressure to open those files internationally, according to sources.

And assumed the political parties of the ruling companies, is responsible for the reconstruction of Iraq file, and the result was that the Integrity Commission has issued arrest of 22 ministers and 335 as general manager, all of whom belong to the current political parties that ruled the country, on charges of financial corruption and pass deals companies, local and foreign orders. But the political blocs were able to disable the arrest warrants against officials.

For his part, spokesman for the Iraqi government , Saad al – Hadithi, Iraq used the international investigators in the corruption files, and that the presence of those investigators will ensure impartial investigations and to get rid of the pressure that may be exerted on the Iraqi interrogator.

He pointed out that “the issue of corruption in Iraq spiky and very large and the accumulation of many years ago.” He said that “this note will work on the investigation of corruption cases a priority, there will be training and rehabilitation of the Iraqi competencies through these investigations.”

He attributed the causes of newborn hire investigators to Iraq pressure that might be exerted on the Iraqi interrogator.

Iraqi parliament lifted “accountability and justice” of today’s meeting agenda

In other words, the CBI is doing what it said they would be doing (2-25k=1-50k). …I do not think this is bad news at all. In fact, this decision was made over a year ago and stated it was a step towards currency reform. So, in fact, if it is a step, we are progressing towards our goal. Don’t lose site that currency reform means raising the value and removing the larger notes. This is a must for what Iraq needs to do moving forward.

BGG (Dinar Guru) – [Tuesday looks like parliamentarian issues are over. Where do we turn our eyes to = next?] Not exactly – but moving more and more that direction… [Amnesty and J&A?] I just don’t agree fully with the “all good – all done” mentality… getting MUCH closer – to be sure…AND it’s not impossible these last few Parliament issues are on a separate track altogether…as in parallel and not interfering with one another… once the IMF and UN has whatever it is they are requiring (and there is something there) they make the next move (we are looking for) toward economic reform…BTW – currency reform is just one more step in the development of Iraq into a global trade partner they are looking for…which they very much appear to be on a fast-track towards.

Moves to reform the economic system

BAGHDAD – Muhannad Abdul Wahab – The Committee on the economy and investment representative, on Saturday, expressed its support for any project or proposal aims to increase the staff and the salaries of retired thoughtfully to coincide with the rise in oil prices, while showed that the increase in revenue supported the economic system in the country. Crude oil prices above $ 51 a barrel, on Friday, hitting the highest level in eight weeks by rising for the seventh straight session amid hopes that the producers agree on measures to support prices.

Senior agent for the oil ministry said earlier, Fayyad grace, that « the total production of oil for Iraq amounted to 4.7 million barrels per day, while exports amounted to 3.9 million barrels per day , a new record». He Bolani, that « the increase of oil production will provide financial liquidity to complete stalled projects, which is one of the priorities of the government», adding that « the increase in employees ‘ salaries should be subject of study and planning for the stability of the real as an increase for employees and retirees and are planned and based on realistic signs, as the employees and retirees have rights to the state, so it is necessary to seek the planning and installation of developments in the process of production increases will benefit the employees and retirees ».

And that «it is necessary to increase interest in investments and facilitate mechanisms, especially as the country is governed Investment Law» noting that «increasing financial abundance will provide support for investment and bring global capital to Iraq.»

For his part , the researcher affairs strategic Rahim al – Shammari, told the «morning», a realistic view of the general situation of the state, in terms of approving the budget by the government in early, which will help to give ample time for deliberation and amendment with the House of Representatives, in order to start regardless operational and investment budgets on time, and that will not cause confusion in financial transactions in the country.

He predicted al – Shammari, said that « the increase in oil prices of recent days, came with the increase in production and export», returned those things b «excellent», to improve the financial situation of the state », Msttrda« but remain the reconstruction of areas affected by the problem of terrorism and the exchange of the armed forces which is locked war , two of the main problems in the country since the financial crisis ».
