As amended .. Parliament to vote on all the paragraphs of the investment law

A parliamentary source said in a press statement, the ‘House of Representatives voted on investment law after the completion of all of its articles modified’.

It is said that, the House proceeded to read the 17 paragraphs of the investment law, since the beginning of its’.

10 Iraqi ex-ministers convicted for multi-billion-dollar embezzlement

The Commission of Integrity logo. SULAIMANI, Kurdistan Region — Ten former Iraqi ministers have been found guilty of fraud and corruption while in office on a number of different charges brought against them by the parliament’s Commission of Integrity.

The ministers have been high-ranking members of former Iraqi Cabinets since 2003.

Lawmaker Adil Nuri, who is the spokesperson of the committee, told Rudaw a court in Baghdad has also issued arrest warrants for some of the convicted ministers.

Nuri said Kurdish Minister Shex Muhammad Shex Abdulkareem Kasnazani, who served as the minister of trade in past Cabinets, was among those convicted.

The committee said at least half of Iraq’s revenue since 2003, estimated at $1 trillion, remains unaccounted for since the ministries have not submitted final reports concerning their expenditures.

“We have ministers who are accused of embezzling $900 million, some of $500 million and others are accused of $100 million,” Nuri said. “Some fake ministry contracts are worth $1.5 billion.”

Iraq has continually been ranked as one of the most corrupt countries in the region, with a high level of unaccountability in fraud and bribery cases concerning top officials.

The war-torn country is one of the most corrupt nations in the Arab world, according to a 2014 report from Transparency International.

Iraq was ranked 170th out of 175 countries in the group’s perception of corruption list.

“The country does not have an equivalent in the Middle East when it comes to corruption,” Nuri said of Iraq.

Iraqi Prime Minister Haidar al-Abadi dismissed 123 deputy ministers and general managers in September 2014 as part of a reform plan to reduce corruption in government bodies.

Falling oil prices and a costly war with ISIS across the country has shrunk Iraq’s national budget to an estimated $105 billion in 2015 with a roughly $20 billion overall deficit.

Abadi leads a consensus government that was formed in the aftermath of the ISIS takeover of Nineveh province by ISIS in June 2014.

Sectarian divisions between the majority Shiites and minority Sunnis have made it nearly impossible for the courts to indict officials who are often backed by powerful tribal segments of Iraq’s fragmented society.

Former Iraqi Vice President Tariq Hashimi, a Sunni leader, fled the country in 2012 after an arrest warrant involving corruption reportedly sponsored by former Shiite Premier Nouri al-Maliki.

“We have been threatened several times over each case that we have worked on so far,” Nuri said, adding he hoped the committee’s final report will bring many officials to court.

Nuri said the cases involve almost all government ministries, including those of defense, interior, transportation, commerce, oil, migration, municipalities and many more.

Watch the retirement pay scale adjustment. The Iraq citizen in the USA getting 1 million IQD per month on QI card…the adjustment coming to around 325 thousand IQD..which when exchanged equals the same $860 usd (if valued at $2.66)…this is why the salary ladder and retirement law and rescaling of payments is so positive that change is coming in the value. Who is spreading rumors about a coup in Iraq?

BAGHDAD — One day after the end of the Eid al-Adha holiday (Sept. 24-27), the Iraqi government issued a decree declaring Sept. 28 as an additional day off. The decision to extend the holiday coincided with a rumor, which circulated in the media and on social networks, of an imminent coup d’etat in Baghdad.

Interestingly, the news of the decree was aired on TV stations after midnight on Sept. 27, and many Iraqis arrived at their jobs not realizing businesses were closed, which further fueled the spread of the rumor of a possible coup.

As a result, on Sept. 28, public concern was prevalent and traffic was lighter than usual in Baghdad. Although the government was quick to discredit the news the same day, fear persisted.

Iraq has a history rife with military and political coup d’etats, starting with the military coup that overthrew the monarchy on July 14, 1958. Iraq has witnessed three military coups and a number of coup attempts, such as the one in 1979 when President Ahmed Hassan al-Bakr announced his resignation under pressure of Saddam Hussein and his supporters, who took over the country’s rule and the Baath Party leadership.

The recent rumor of a military coup raised the concern of the government and parliament. Ali Jasim al-Matyouti, a member of the Iraqi parliament’s National Security and Defense Committee, told Al-Monitor that the committee “has followed up on the rumor and found out that it is unfounded at the various levels of the Iraqi state.”

Matyouti said, “The Security and Defense Committee’s ongoing investigation [into the rumor] did not reveal the party behind such news.” He ruled out the possibility of a coup against the Iraqi government, and argued that “Prime Minister Haider al-Abadi is highly welcomed in the government and parliament.”

Rumors are considered a social incident, the direct sources of which are not easy to identify. Iraq’s current political climate is rich in political conflicts to the point that it gives free reign to popular imagination to the advantage of some politicians based on their positions in the conflict.

Political analysts and journalists in Iraq have found that rumors of a coup are part of a war on the undeclared political leadership dispute between former Prime Minister Nouri al-Maliki and Abadi.

According to Ammar al-Sawad, author and journalist for Al-Hurra TV, other factors are at play that resulted in the rumor of a forthcoming coup. He told Al-Monitor, “The idea of a coup is embedded in the Iraqi mentality, and this rumor spontaneously emerged and took its course.”

He said, “There are forces that rely on intimidating people through [rumors] about a coup in order for them to politically survive, and they are the ones who ignite the rumors.”

In regard to the talk that “close associates of Abadi are behind the latest rumor,” Sawad said that “it is designed to create an image of Abadi, who has lost his influence on the street following the poor reforms he announced.”

He added, “There are rumors ignited by Baathist circles and they are designed to cause confusion within Iraqi society. Maliki is [probably] the one spreading such rumors, to raise fear [among Iraqis] about the return of the Baathists to power. He presents himself as an alternative to the consensus state in the political process that led to the sectarian quota system in the country’s administration.”

Sawad, who writes a weekly column for Elaph, believes that “the talk on the coup — whatever its motives are — is [pure] imagination.”

He said, “The current Iraqi changes are not subject to independent internal policies. Rather, they constantly need or are subject to external support. At present there is no possibility for independent action to take place. A military coup needs a consensus among influential countries in Iraq, or else it will cause a public conflict and lead to bloodshed.”

Sawad added, “The current military establishment cannot make such a move. First, because it is divided and second because there is a balance of power between the military establishment and the armed groups and militias.”

For his part, author and journalist Sarmad al-Tai divided those standing behind the rumor of a coup in two groups. He told Al-Monitor, “First there is the group that believes that external forces are entirely able to change the balance of power politically and militarily, since these [powers] brought a Shiite elite to power after Saddam was ousted. They can therefore make a swift move to bring [in power] a Sunni or a Shiite who favors Sunnis and shift the balance.”

Tai said, “This belief stems from a deep despair and lack of hope to make rational changes in the political action.”

As for the second group, he said that they are “the supporters of Maliki. They cannot believe that they are not in charge, although he [Maliki] has lost all of his government positions and failed to restore his political image.”

Tai added, “Maliki’s supporters believe they have given Washington and Tehran all required concessions, and both parties were supposed to keep him in office. Based on that, they dream of a coup that brings them back to power. They are also based on a deep despair of a possible political action.”

Nevertheless, Tai, who writes a daily article for the Al-Mada newspaper, diminished the ambitions of both groups. He said, “They go beyond the fact there is no state — in its modern definition — in the first place for the army to carry out a coup against it.”

He added, “There are power centers in Iraq. If the Karkh [the western half of Baghdad] falls into the hands of a particular group, a counter-state will be declared and will claim legitimacy in the Rusafa part of Baghdad with a Shiite majority. If Basra — which is close to Iran — falls, Najaf will survive as it is the stronghold of Shiites. If the Islamic State [maintains its control of] Mosul, the town of Haditha in Anbar will continue to resist and to commit to the state’s legitimacy.”

Tai referred to the complex political system in Iraq, as Baghdad and the Iraqi provinces are divided between parties and sects. He implicitly pointed to the size of the division among political parties that prevents them from reaching a consensus in leading Iraq’s affairs and protecting the country from the political conflicts it is currently witnessing

The Iraqi situation today is complex, which has engendered rumors that are designed to raise despair or to serve as a smoke screen in order to pass policies or generate panic.

Parliament will vote on the resignation of al-Khafaji

BAGHDAD ((eighth day)) House of Representatives Minutes normal voice Tuesday to the resignation of MP from the Bloc citizen Layla al-Khafaji.

Judge Medhat al-Mahmoud receives representative of the Secretary General of the United Nations in Iraq

The two sides discussed about supporting the rule and law enforcement, and promotion of human rights concepts, and maintain communication and cooperation between the federal judicial power of the United Nations and the Organization in the public interest.

WE know they are eliminating corruption and accounting in the trillions with adding 3 zeros makes it easier ……….. They are going to lift the 3 zeros and need to do so before/start of 2016……… And by the salary ladder they have announced…….it works to values around $2.66 per dinar……… That being said: In what world does 10 cents or 56 cents work on new currency without 3 zeros…….. The hype about what the IMF says is being read through IQD speculator goggles……the IMF will never give a hint to more value coming to currency……AND it appears that even political groups in Iraq don’t have a clue as they demonstrate over the new salary ladder…

During today’s session, Australia, Italy, South Africa, and the United States were re-elected as members of the Council. Notably, the United States has served longer on the Council than any other member, having first been elected in 1945. In addition to these changes, Ireland will replace Austria on the Council at the end of 2015 as part of an internal agreement within the Western European and Others Group. In recent years, WEOG members have occasionally agreed to divide ECOSOC terms between two member states.

According to Chapters 5-7 of the UN Charter the Council bears primary responsibility for the “maintenance of international peace and security.”The Security Council is made up of only fifteen members, making it the smallest of the principal organs. This group of fifteen includes five non-elected, permanent members (China, France, Russia, the United Kingdom, and the United States), leaving only ten countries as the elected portion. By contrast, the General Assembly includes all 192 member states and ECOSOC has 54 elected members.

Even more importantly for us, however, is that passing that law will go a long way toward allowing the CBI to begin the float. Once the money starts coming to Iraq the CBI will leap on the opportunity to continue the execution of The Plan.

Parliament paving the way for the trial of Al-Maliki

Okaz (Baghdad, Amman) – Foiled the efforts of the Iraqi parliament, Vice President of the Republic article Nuri al-Maliki to get parliamentary immunity so as not to be subjected to any trial and the parliament rejected the resignation of a vice-Maliki’s bloc to allow him to return to the seats in parliament to be able to restore his parliamentary immunity. The Iraqi sources told «Okaz» The failure of Parliament for the return of al-Maliki to membership will open the door to his trial in the wake of the parliamentary committee investigating the cause of the fall, which found him guilty of Mosul report.

tman23 – In the past years they spoke of lifting the 3 zeros and it was DELAYED……needed studied by a committee…….We probably couldn’t count on 2 hands how many committes kept being formed to study the 3 zeros………. Then they announced delaying from the start of the New Year to June…… Does anyone recall this ??? AND Shabibi said; THE APPROPRIATE TIME TO LIFT THE 3 ZEROS IS AT THE START OF THE FINANCIAL YEAR AND NOT IN THE MIDDLE OF A QUARTER OR THE MIDDLE OF THE YEAR !!! ……. This new salary ladder is a good sign…… The delay of the investment law is a good sign…… The 2016 Budget being completed before the start of 2016 is a very good sign…….. And citizens not being paid and liquidity being drawn in off the streets is a good sign…….. IMO……Honestly, it doesn’t get any better than this as a pre-revaluation phase that sets up the revaluation….

Same goes for the low wage earner of 450k IQD at $2.66 it would put them at around $1,200 per month. The new salaries will begin next month (November). They are coming with a rate…IMO.

Public prosecutors formally receives the files that banks deal with money laundering

Only twenty six (26) days later, March 24, 1991, the Kuwaiti banks reopen with a NEW currency valued at 1 KWD = $3.50………….the key here is twenty six (26) days.

Iraq stop the plan to issue bonds because of international high-yield

Alsumaria News / Baghdad – Ministry of Finance announced on Sunday that Iraq suspended its plans to issue international bonds, attributed the reason for this is that the revenue that will pay will be very high.

Fadel said the Prophet, Undersecretary of the Iraqi Minister of Finance that the recent “ordered a halt to bonds because the interest rate will be high.”

It was Iraq who are fighting terrorist groups and suffering from shrinking oil revenues because of low crude prices may hold meetings throughout the week with investors in Europe and the United States last month in an effort to promote a version planned.
