wmawhite – How great everything is for us? We simply do not know what that one events is or events or that will have the CBI trigger the mechanism that will turn the IQD on to the world.  However, we see the numerous indicators that tells us that they clearly intend to do such.  [I believe that they want to go back to the pre-war rate.]  I agree…they (CBI/GOI) have told the world that is their intent.  Keep in mind, that Iraq is rejoining the world economic community…

They are not joining themselves. They need to meet others requirements. They can not make up their own requirements.  [I just don’t see how they can implement the Tariffs again without a rate though.]   True…the tariffs is one of those indicators that point to purchasing power…the need for it.  There are the tariffs, and taxes, international bonds sold on the retail market that require a free moving currency…all are indicators.  IMO, Iraq is preparing for something that will permit them to move the IQD onto the world economic stage. When this event is ready they need the tariffs ready, the taxes ready and the bonds ready to go.

News of the resignation, “Medhat al-Mahmoud,” Chairman of the Supreme Judicial Council

Palm-sources and satellite channels in a flash revealed the resignation of the President of the Supreme Judicial Council and the Supreme Federal Court judge in Iraq, “Medhat al-Mahmoud” from office.

The Iraqi “Baghdad” channel which broadcasts from Cairo, said head of the Supreme Judicial Council and the Federal Supreme Court in Iraq judge “Medhat al-Mahmoud,” resigned from his post for reasons not disclosed by asserting that the demonstrations in the Iraqi street, causing the resignation of many corrupt in senior positions and presidencies.

This and that “Medhat al-Mahmoud,” the head of the Supreme Judicial Council and the Federal Supreme Court in Iraq was born in 1922 in Baghdad’s Rusafa locality of aluminum Sbabig area.
He completed his primary and secondary school in Baghdad, and graduated from the Faculty of Law degree (honor) in 1958 for the academic year 1959 and practiced law after graduation in the Faculty of Law and served as an officer in the Iraqi army reserve

And it has passed a number of legal and judicial as well as courses outside Iraq appointed supervisor of the Ministry of Justice and Ozzara- 12 / June / 2003.

Iraqi leader wins backing for reforms but walks a dangerous line

BAGHDAD — Iraq’s parliament voted overwhelmingly Tuesday to back a package of measures aimed at stamping out corruption and government overspending, opening the way for the biggest overhaul of the country’s political system since the U.S.-led invasion in 2003…

…Ali al-Alaq, a senior politician with Abadi’s Dawa party, cited a “new reality” and spirit of cooperation from Iraq’s fractious political blocs.

Abadi drafted the reform package as soon as Iraq’s leading Shiite cleric, Grand Ayatollah Ali Sistani, gave his support to the demonstrations, Alaq said, ramping up pressure on the government to act.

“It wasn’t panic, but a realization of the urgent need to correct the political process,” the legislator said. “The prime minister had always demanded reform but faced opposition from political blocs, but now that the people and the clerics are behind him, it’s an opportunity to act.”Alaq acknowledged, however, that moving forward would not be easy.

“This is the nature of human beings. They don’t give up easily when their interests are harmed,” he said.

(Alak is also the current Gov of the CBI – very strange comments by him – to be sure…)…

Integrity issued arrest warrants for 316 responsible including ministers and deputies retired

BAGHDAD – ((eighth day)) – Integrity Commission issued orders to bring and the arrest of 316 former and current official in the Iraqi state, including ministers and deputy retirees.

A source in the body said in a statement reported by ((eighth day)) for “the issuance of warrants for officials on the background of the investigations and files for financial and administrative corruption and misappropriation of funds, extortion and other issues is completed,” noting that “the most prominent of those against whom arrest warrants are the head of the investment Sami Araji and director of the General Commander of the Armed Forces former office Farouk al-Araji. ”

The source said that “the competent security authorities arrested a number of suspects after the issuance of the introduction of their right orders, while still pursuing the remaining,” adding that “these actions taken by the Integrity Commission since last July, and has taken great boldness after July 31, the first demonstration, the protesters on corruption in the country. ”

The source declined to reveal the “more numbers and names,” but he said the “next few days will see the Iraqis surprises please them.”

BAGHDAD — Iraq’s parliament voted overwhelmingly Tuesday to back apackage of measures aimed at stamping out corruption and government overspending, opening the way for the biggest overhaul of the country’s political system since the U.S.-led invasion in 2003.

Just one of the 297 lawmakers who attended the vote objected to the plan, which was proposed by Prime Minister Haider al-Abadi in the wake of large protests against graft and a lack of services.

The near-unanimous backing of his reform agenda bolsters Abadi, who has been struggling to assert control since taking office last year. His plan calls for initiating a corruption probe, ending a sectarian-based quota system for top government positions and scrapping the posts of three vice presidents and three deputy prime ministers.

When Abadi took office in September, Iraq was rife with corruption and struggling with a security crisis as Islamic State militants seized around a third of the country’s territory. In pursuing his reform program, he is navigating a perilous path in a society where graft is ingrained and powerful political players stand to lose from changes to the status quo.

The premier acknowledged the danger Tuesday in a statement in which he vowed to continue down the road of reform even “if it costs me my life.”

The axing of the offices of Iraq’s three vice presidents has drawn particular attention, with some critics arguing that such a move is unconstitutional. It would leave former prime minister and Abadi rival Nouri al-Maliki without a political position, which in turn removes his immunity from prosecution.

Politicians said that although few are speaking out publicly against the move, significant opposition behind the scenes is likely.

“We are expecting there to be assassination attempts, attempted coups,” said Serwan Sereni, a Kurdish legislator. “It’s not easy for Iraq to make these changes.”

Still, the atmosphere in parliament was celebratory on Tuesday. Brett McGurk, the deputy special presidential envoy to the U.S.-led coalition against the Islamic State, welcomed the reform effort, describing it on Twitter as a “sweeping initiative” to improve government services and combat corruption in Iraq.

“Now Abadi will have full authority to change the political process,” said Alia Nassif, a legislator from the governing State of Law bloc. “We have voted on the reforms, but the question is whether there will be enough will to implement this.”

In addition to Abadi’s plan, parliament suggested further reforms, including firing lawmakers who attend less than a third of the sessions and limiting prime ministers to two four-year terms — which would bar Maliki from returning to office.

“All the people want this — the doctors, the engineers, the farmers,” Speaker Salim al-Jubouri said in a speech to lawmakers before Tuesday’s vote. “Thanks to each protester who went out onto the streets.”

Thousands of Iraqis have taken to the streets in recent weeks to demand reforms, braving temperatures in excess of 120 degrees.

After the vote, Jubouri’s spokesman, Imad al-Khafaji, described it as a “historic moment” for the country.

“We now should make an effort to create the Iraq that Iraqis have been dreaming of since 2003,” he said.

Khafaji said that if individuals object to the reforms, they can make a case in the courts.

Under the auspices of Iraqi lawyers .. Federal Court issued a decision to arrest al-Maliki, right!

A number of Iraqi lawyers Federal Court demanded to issue a decision arrest warrant against former Prime Minister Nuri al-Maliki in preparation for submission to trial on charges of corruption and waste of public money and causing the death of thousands of Aeraguibn.

The lawyer said Ahmed Kazem that “a group of Iraqi lawyers Anzmwa to campaign (# Hakmoh) launched by Iraqi youth to demand the trial of former Prime Minister Nuri al-Maliki and all the corrupt officials in Maliki’s government. ”
And that “all those who support this campaign, he has to invest its experience and potential to sustain in order to be a lesson for all politicians”, noting that “al-Maliki is the first because it head Corruption will be attached to him for trial and retribution all who follow him and backed leaders and corrupt politicians. ”

He said Kazem that “lawyers in the process of preparing a list of the charges against al-Maliki and submit a draft official accusation of the Federal Court to issue a decision arrest against him and brought to trial.”

The parliamentary Finance Committee revealed that more than six billion Iraqi dinar would respond to the State budget if the dismissal of Deputy Presidents and Ministers.
Committee Member said Masood Hyder, the Prime betrshik Government as well as the sacking of Deputy Presidents and Ministers bold step and break political quotas.

He said that if the resolution was implemented and became effective more than six billion dinars will be reported monthly to the State budget that was spent on the six deputies as mental offices and incidentals and protections and nominal salary too.

He noted that deputies ‘ nominal salaries of up to 250 million Iraqi dinars per month.

Fitch gives Iraq its first credit rating

The ratings agency has given the country a stable outlook and a B- rating, six notches into junk.

The country is planning a $5bn bond issue towards the end of this year.

Fitch is cautious. Very cautious. It says:

Political risk and insecurity are among the highest faced by any sovereign rated by Fitch. Sectarian conflict has raged with varying intensity since 2003, ISIS militants currently effectively hold three of the 18 provinces, relations with the Kurdish regional government are volatile and governance indicators are exceptionally weak.

Iraq’s fiscal position has deteriorated rapidly since 2013 and Fitch forecasts a double-digit fiscal deficit for 2015, owing to lower oil prices, higher military spending and costs associated with civil conflict. Savings buffers built during previous years of high oil prices have been largely eroded and the deficit will be financed by debt, likely including a eurobond and funding through an IMF rapid financing instrument that was approved in July.

And if that wasn’t enough…

Iraq scores the worst of all Fitch-rated sovereigns on the composite World Bank governance indicator, reflecting not only insecurity and political instability but also corruption, government ineffectiveness and weak institutions. Doing Business indicators are below the peer median, although there is outperformance in some areas. GDP per capita, at USD5,300, is almost 50% greater than the peer median, but the Human Development Index is in line.

Iraq, of course, has oil. Lots of it. Indeed, the country has a “commodity dependence among the highest of all rated sovereigns”, Fitch says.

The ratings agency is assuming here that the price of Brent holds at an average of $65 a barrel this year, $75 next year, and $80 in 2017. “Iraqi oil production is conservatively forecast to increase to an average of 4.2m b/d in 2017,” it says.

BGG ~ This is just a credit rating – however… I really like this line…

“Fitch Ratings has assigned Iraq a long-term foreign currency Issuer default rating (IDR) of ‘B-‘ with a stable outlook…”

The credit rating allows them to sell international bonds. On the other hand, it is a “double edged sword”… they can sell – but not for a premium (at that credit level)…which puts more pressure on Abadi to come up with other revenue. He’s having to face reality.

Maliki has to go – Alak has to go… the CBI has to “pony up…”

Federal Court Issues Emergency Order Freezing Assets and Protecting Books and Records

Washington, DC — The U.S. Commodity Futures Trading Commission (CFTC) today announced the unsealing of a civil enforcement action filed in the U.S. District Court for the Middle District of Alabama, charging Husam Tayeh of Oak Lawn, Illinois; Dinar Corp., Inc. (DCI), a Nevada corporation; and My Monex, Inc. (Monex NV), a Nevada corporation (collectively, the Defendants), with operating a fraudulent scheme involving foreign currency (forex), and failing to register with the CFTC as required by federal law. The CFTC Complaint further names Theodore S. Hudson, II and his company My Monex, Inc., an Alabama corporation (Monex AL), both of Dothan, Alabama, as Relief Defendants.

The CFTC Complaint was filed under seal on July 27, 2015, and that same date U.S. District Judge Myron H. Thompson issued an emergency Order freezing and preserving assets under Defendants’ and Relief Defendants’ control and prohibiting them from destroying documents or denying CFTC staff access to their books and records. The Court scheduled a hearing for August 10, 2015, on the CFTC’s separate motion for a preliminary injunction.

The Complaint alleges that beginning from at least January 2012 and continuing to the present (the relevant period), Tayeh, DCI, and Monex NV engaged, and are engaging, in a fraudulent scheme involving the offering of agreements, contracts or transactions in off-exchange forex on a leveraged, margined, or financed basis to retail customers who were not eligible contract participants (ECPs) and that do not result in actual delivery of forex within two (2) days of the transaction date(s). Defendants, who have never been registered as required with the CFTC, have engaged in more than $8 million of these illegal, off-exchange retail forex transactions.

Tayeh created and operates DCI and Monex NV, business entities that he uses to facilitate the Defendants’ fraudulent activities and that act as the counterparty(s) in the subject agreements, contracts or transactions in forex. Defendants operate their fraudulent scheme via the Internet through the use of their website, by offering, and entering into, transactions in forex with non-ECP retail customers that are leveraged, margined or financed by the Defendants, and that result in actual delivery of forex – if at all – within periods of not less than 15 days and as much as 120 days following the date of the transaction(s).

The Complaint further alleges that in furtherance of the fraudulent scheme, Tayeh, individually and on behalf of DCI and Monex NV, made, and continues to make, material misrepresentations and omit material facts in solicitations to actual and prospective customers via the website, including but not limited to: (1) representing that DCI operates a “fully licensed and fully compliant licensed money services business” but failing to disclose that DCI has been served with cease and desist orders in the states of Texas and Illinois for operating without required licenses; (2) representing that DCI and Monex NV provide the “best price guaranteed” and the “best prices up front all the time” but failing to disclose that the forex transactions they offer to retail customers include significant finance charges; (3) failing to disclose that DCI and Monex NV are each operating as a registered foreign exchange dealer (RFED) without being registered with the Commission as required; and (4) failing to disclose that Tayeh is acting as an associated person (AP) of an RFED(s) without being registered with the CFTC as required. Relief Defendants Hudson and Monex are alleged to have accepted funds from the Defendants to which they have no legitimate claim.

In its continuing litigation, the CFTC seeks restitution to defrauded customers, disgorgement of ill-gotten gains, a civil monetary penalty, permanent registration and trading bans, and a permanent injunction against future violations of federal commodities laws, as charged.

The CFTC has issued several customer protection Fraud Advisories that provide the warning signs of fraud, including the Foreign Currency Trading (Forex) Fraud Advisory, which states that the CFTC has witnessed a sharp rise in Forex trading scams in recent years and helps customers identify this potential fraud.

Customers can report suspicious activities or information, such as possible violations of commodity trading laws, to the CFTC Division of Enforcement via a Toll-Free Hotline 866-FON-CFTC (866-366-2382) or file a tip or complaint online.
