The Central (Bank) poses large amounts of small currency

Confirmed its continuation by replacing the damaged amounts

Baghdad / Sabah – The Central Bank of Iraq intends next month, to put large amounts of local currency, small groups, while continuing to receive the currency damaged by citizens and replace it (with) New.

The Governor of the Bank, Dr. Ali Alalak in a meeting with the “morning”, will be published later: “The Central Bank of Iraq, the development of a plan to compensate the market small categories of local currency, as will be next month large quantities and huge ones,” noting that ” Will meet the need of the local market for those categories of currency. ”

He added that “the bank continues to receive local currencies damaged by citizens and replace them with new currencies,” revealing at the same time, “the existence of a specialized committee to examine the damaged papers to ensure the integrity of fraud
and manipulation.”

Abadi: We came to Basra with sufficient powers to develop the necessary solutions

(Baghdad: Al-Furat News) Prime Minister Haider al-Abadi held a meeting in the presence of the Governor of Basra and the President of the provincial council and a number of local officials and the accompanying ministerial team.

A statement from his office received the agency {Euphrates News} a copy of it, “During the meeting was a detailed study of the reality of services and in particular the provision of safe drinking water.”

Abadi stressed that “our visit to the province of Basra today aim to stand on the ground on the service conditions and to ensure the stability of the province and the normal life in it, and follow-up implementation of the decisions taken by the Council of Ministers for the province.”

“We have come to Basra today, accompanied by a ministerial team and a consultant with sufficient powers to develop the necessary solutions and meet the needs of citizens. We look forward to the coperation of everyone to serve the people of Basra and complete the necessary service projects.” To the people of Basra and to respond to their legitimate demands. ”

US behind Attack on Iran’s Consulate in Basra: Iraqi MP

TEHRAN (Tasnim) – An Iraqi parliamentarian warned against “a dangerous plot” hatched by the US government to destroy the Arab country’s southern city of Basra, saying that Washington is responsible for all recent incidents, including a mob attack on Iran’s consulate in the city.

“The demonstrations in the Basra Province were originally followed legitimate and real demands and we agree with all of them,” Faleh al-Khazali, the representative of Basra at the Iraqi parliament, told the Tasnim News Agency.

However, the demonstrations were derailed by some saboteurs and intruders, who set fire to the offices of political groups and the Iranian consulate, he said, adding that these moves are part of a plot hatched to destroy Basra.

Targeting the headquarters of the Hashd al-Shaabi, and attacking the hospital where the group’s wounded members had been admitted and burning photos of the martyrs indicate that there is “a bigger and more dangerous plot”, the Iraqi lawmaker said.

He went on to say that the US consulate in Basra accompanied by some civil organizations are completely held accountable for the recent incidents in the city.

In the Friday attack, a mob of Iraqi protestors stormed the Iranian Consulate in Basra, destroyed the diplomatic mission’s properties, took down the flag of Iran and torched the building.

Later in the day, the Foreign Ministry summoned the Iraqi ambassador to Tehran in protest at the attack and the Iraqi police’s inaction despite the recent threats against the Iranian diplomatic mission.

Eleven people have been reported killed in the violent protests against corruption and lack of basic services in Basra over the past week.

The Iranian consulate’s building was not the first to be set on fire. The angry demonstrators had earlier set government buildings ablaze as well. The buildings included the headquarters of the local government, the ruling Dawa Party, the Supreme Islamic Council and the Badr Organization.

The demonstrators burn down the local gov’t offices –  The Gov of Basra is of the ISIC party (Hakim’s Wisdom movement)…

The demonstrators burn down the Dawa Party HQ (Maliki’s Dawa faction)…

The demonstrators burn down SIC offices… (more of Hakim’s crew)

and they burn out Badr Organization offices – (this would be part of Ameri’s gang).

Fast forward to Ameri and Sadr hob-nobbing for the cameras all weekend. Abadi was actually IN BASRA with staff working out solutions for the people. How does demonstrators being so pissed at the Shia hardliners that they burn all their offices down somehow QUALIFY THEM to form the next “strong government”? Figure that one out.

Short story – it doesn’t. Their people are sick of no solutions and tried burning the Iranian influence out of their country.

Kurdistan Union: Kurdish parties will decide to form the largest bloc during the next two days

Information / special … Patriotic Union of Kurdistan ( PUK ) , confirmed on Monday that the Kurdish parties in the Kurdistan region will be resolved is to join the largest bloc over the next two days, between the Kurdish parties will be the touchstone in the formation of the largest bloc and the government.

“The ruling parties in the region (the Union and the Democratic) held a broad meeting this morning to reach a final agreement to join one of the axes to form the largest bloc,” said the member of the Union, Ghayath al-Surji said in a statement to the “Information”, pointing out that “the ruling parties will resolve their position from The formation of the largest bloc during the next two days after completion of the consultation of other Kurdish parties, including opposition parties to the lack of exclusivity of the decision.

He added that “the axis of construction or reform did not oppose until now the project put forward by the Kurdish delegation to form a government, as well as not to agree to all the demands put forward,” noting that “the Kurdish parties will be egg blocks in the formation of the largest bloc and the government.”

The two parties, the Democratic Party and the Patriotic Union of Kurdistan, on Monday, during their meeting with some on the unity of their work and their position in Baghdad and Kurdistan.

Mnt Goat (Dinar Guru) –    3. Article 140 – this was promised by PM Abadi during the last election of 2014. It was also promised during the 2010 election by Nori al-Maliki and neither delivered on it. This was of course a major blunder on the part of PM Abadi 2014-2018 for, if he did deliver, there would be no further discussions and the Kurds would side with the Sadr Movement as they could then feel they could trust and move forward. So…all three of these needed points are not yet implemented or guaranteed. [post 3 of 3]

BAGHDAD, Iraq — Iraq’s Fourth Council of Representatives is convening on Monday at 11 a.m.

Candidates who won seats in the parliamentary election on May 12 are being sworn in.

In the first session, which is presided over by the eldest member, the new MPs shall select a speaker and deputies.

The speaker will then choose Iraq’s next president.

Two main blocs have emerged. One is led by incumbent Prime Minister Haider al-Abadi, the other by his predecessor incumbent Vice President Nouri al-Maliki. The former leads Nasr, while the later leads State of Law.

Both have announced they have the largest bloc, although both are likely to still curry the favor of some of the country’s Sunni and Kurdistani parties, which remain uncommitted.

President Masum urges separation of powers

Incumbent Iraqi President Fuad Masum emphasized the need for the three branches of the government to be respectful for a strong democracy.

“A sense of pride and confidence consumes me as I talk to you in the opening of the fourth legislative term of the Council of Representatives…” said Masum. “In this phase filled with hope in the history of our people, whereby Iraq regains its proper position realistically with confidence regionally and internationally.”

Iraqis need sustainable and long-term growth, for job creation for the youth, and for social stability and peace, according to Masum
Masum urged different branches of the state, judiciary, legislature and the executive to respect each other and be separate based on the constitutions.

In addition to Masum, who didn’t run for parliament, several incumbent leaders are present: Prime Minister Haider al-Abadi, Speaker Salim al-Jabouri, and Vice President Nouri al-Maliki.

“Serious tasks are upon the shoulders of your Council,” said Masum.

Haider al-Abadi emphasized that no militias are above the rule of law and he urged parliament to cooperate with the future government.

“At first, I would like to congratulate the winning MPs for gaining the confidence of the people. I call on the new Council of Representatives to cooperate with the future government, to be formed, Inshallah, later by this Council and to work on finalizing priority legislations.”

Abadi blamed divisions and sectarian entrenchment on the ISIS conflict.

“The next government will be handed a united, liberated country, with security, social stability, and basis to improve the economic conditions and meet the expectations of our people in a better life,” said Abadi.

He hinted that no militias are above the rule of law.

“There is no other alternative to the imposition of state authority and rule of law, and no other banner shall rule supreme over the banner of one Iraq, and there is no room for arms outside state control,” said Abadi.

Issues of all Iraqis, from the north to the south, can be resolved without discriminating against anyone, he explained.

Salim al-Jabouri argued that previous parliament had owned up to its constitutional powers through the monitoring and legislative actions.

“Our third term established unique parliamentary norms and democratic norms,” said Jabouri.

Parliamentary committees had worked and presented “unprecedented results” from their reports, according to Jabouri. The oversight work of the parliament has become its “unique theme.”

He added that the legal system of Iraq has minimized the role of the legislature.

“Despite these hurdles and others, there have been achievements no neutral [individual] can deny to belittle,” said Jabouri.

“I have confidence in your ability in overcoming this phase and helping the country find safe harbor,” said Jabouri, adding he had faith Baghdad could be the “house of peace and intellect” again and to again become a regional leader.

Zaini, as the oldest MP, is presiding over the first session of parliament until the next Speaker of Parliament is chosen by private, secret vote.

Hadi al-Amiri’s Fatih, Nouri al-Maliki’s State of Law Coalition walked out, as did the KDP-PUK bloc.

Iraqis are waiting to activate the law of the National Oil Company in September

Parliamentarians and economists and the Iraqi street are expected to sign on September 5, the date of announcing the activation of the law of the National Oil Company, which set 10 percent of the sales of oil to put in special funds for distribution to the Iraqis. To abide by the date stipulated by the law, to restore confidence between the street and the government, especially that the law will give each citizen a share of the oil of his country.

The law of the National Oil Company includes a clause that the Executive Authority must implement six months after its approval by the Chamber of Deputies. The law entered into force on 17 April last after it was published in the official newspaper. On 5 March, Which gave each Iraqi resident within the country a share of oil deducted 10 percent of total sales.

The MP for the province of Basra, Abdul Salam al-Maliki, the government to «respect the date provided by the law, most citizens are convinced that any law benefit from it financially initiated and not work, which will increase internal tension».

Maliki said in a statement that «the law is a national achievement distinctive, and almost the best for the Iraqis since 2003, as will give each Iraqi share of the oil of his country in a fair and clear».

“The National Oil Company has allocated a fund for generations, and the shares in the national company is not bought or sold because it belongs to the citizen, a law that would achieve economic benefit for the Iraqi people,” said a member of the former oil and gas committee. The law required the Kurdistan region to hand over the quantities of oil produced in its fields to the national oil marketing company «Sumo», otherwise they will not be given to the residents of the region ».

BGG ~ Where are we with this investment?

It’s something I get asked all the time. So many have been wrong – me included.

Here are some thoughts on the current situation that may help some folks. So many say the politics don’t matter to the currency. This isn’t exactly accurate. The politics impact the economy… Iraq’s currency is, by many astute accounts, “grossly undervalued”. A basic definition of currency? It is a promissory note on the underlying economy of the country.

I am assuming any governing body with say in this matter is going to refrain until the results are final and a government transition is made or is being made. Just my thinking.

How is this formation coming along? There are now two main groups competing for the chance to form the next GOI.

On one side you have the “Nucleus” of Sadr, Abadi, Hakim and Allawi… roughly 136 seats (the largest bloc will need at least 165). Abadi seems to be the clear favorite from this group to lead for another term.

On the other side there is Ameri and Maliki with 73 seats – it seems to me, most of the delay has been from this side of the aisle. They have burned ballot boxes (Maliki, that is…) cried fraud, stalled, steered, stared and stalked over and over.

Why? They need to delay things long enough to cause some drama and along the way figure out how to patch together some kind of wicked alliance that will get them to 165.

The remaining players (still in play and up for grabs) are the KDP with 25 seats, the PUK with 18 seats and the “National axis” created just recently of middle of the road Sunnis – Nujafi, etc, etc, etc… who have roughly 20 seats. These three groups (the KDP, PUK and the Axis) appear to have entered into some kind of loose negotiating alliance with one another.

Whichever side attracts this group or part of this group, probably wins.

Barzani has been making noise that he and Maliki are the closest. This doesn’t surprise me. These two have been in some hinky, crooked alliance going way back.

However, there is also news the Sunni “axis”, with those roughly 20 seats are already about to join the “Nucleus”… if this is true… and if the recent news of Sadr and Abadi making big concessions in Kurkuk to the Kurds (not to the Barzani family directly)… is accurate… well, from there the electoral math for Ameri and Maliki gets very, VERY difficult. I’ll leave you to your calculators.

When? No clue – but all of the above is why Abadi has been pushing for a quick resolution. Sooner is better for them and worse for the bad actors. Speaking of which – it would also not be impossible for a late stage defection of Ameri to the “Nucleus”… it’s on the table. When he gets the idea it’s inevitable, he may well move.

As a footnote: one more bad move by Barzani (as in; the referendum) landing him on the wrong side of history with his hand in the cookie jar… might well get he and the KDP HAMMERED in the free and fair KRG elections supposedly coming in September – which you can bet will be overseen by the UNHRC (the UN).

In fact, the PUK (Barzani’s counterparts in Kurdistan) might well allow Barzani to make such a move and then split from him – aligning with Sadr and Abadi… If this happens, it’s a slam dunk for the “Nucleous” without Barzani. It would also probably doom Barzani and the KDP in the fall. Not an impossible scenario.

Short story: I am very encouraged with what we are seeing in the news right now. It’s no guarantee of anything right away – but it looks like some big moves being in the right direction.

Adam Montana   […if the current leader doesn’t stay in…who is waiting in the wings and how’s it looking (in your opinion) if they take the reins in Iraq?]  I have a long list of potential government structures, with quite a few variations regarding the “who’s who” and “where they are” on the totem pole over there… all of my possibilities that I’ve drawn up seem fine to me. The ONLY scenario that I would cringe at is if Maliki somehow took over Abadi’s current role… that would be a serious setback of at least a couple years, IMO. I don’t see that happening… If it doesn’t, then I think we’re going to be in good hands.

Iraq’s Maliki sidelined as Kurds and Sunnis seek Sadr coalition

Sadr’s Sairoon bloc says it expects deal to establish biggest alliance in parliament

Iraq’s Kurdish and Sunni blocs have expressed their willingness to form a coalition with election winner Moqtada Al Sadr, an indication that former Prime Minister Nouri Al Maliki, who is seeking power, could lose his grip over the country’s political scene.

Mr Al Sadr’s Sairoon bloc and Mr Al Maliki’s State of Law coalition have been competing to strike a deal with the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) as well as Sunni blocs to establish the biggest ruling alliance in parliament.

“There are signs of agreement between the Kurds and the Sunnis to ally with Sairoon,” Raed Fahmi, a prominent politician in Sairoon’s bloc said on Sunday.

Yet, Kurdish parties will play a central role in the formation of the next government as they collectively secured over 40 seats in the May elections. They have yet to officially announce their alliance.

The Kurdish parties have set conditions for allying with the major blocs, PUK leader Arez Abduallah said in a statement.

“Our conditions are constitutional and include the existence of a government with a true national partnership that is in balance with the constitution,” Mr Abduallah said, adding that his party will ally with the bloc that is “consistent with our political vision”.

The development is seen as a blow to Mr Al Maliki’s efforts as he seeks to gain support from the northern Iraqi parties. During his time in power, he was criticised for alienating Sunnis and Kurds by excluding them from key positions and undermining power-sharing in Iraq.

Adam Montana  [When the elections will be really over? And the new PM will be announce? They are dragging and dragging the process.]  Actually, they are moving faster than they have in previous situations. The Kurdish parties, divided within them, have yet to formalize the names of the candidates for president, the most important in the country although it plays a largely symbolic role. Now, something to watch is these upcoming KRG (regional) elections in September, not that it means much (or anything) to the currency investment…

…but as I postulated on the recent call – a misstep like this on Barzani’s part could spell trouble for he and his party in the upcoming regional elections.

He’s had a couple of monster political fumbles. This is a biggie.

The Kurds should have signed quickly. Instead they tried to be the “king makers” (like they were last time) and it blew up in their faces.

BTW – the electoral possibility was always there for it to work out like this (as I explained). However improbable, it was not an impossible scenario. The math was there – but WHOA. Big statement by Iraq.

These smaller parties realized, if they didn’t get in quick, they would be the ones left scratching for crumbs. As it turns out, they have put themselves in a much better position for the future.

Iraqis are waiting to activate the law of the National Oil Company in September

Parliamentarians and economists and the Iraqi street are expected to sign on September 5, the date of announcing the activation of the law of the National Oil Company, which set 10 percent of the sales of oil to put in special funds for distribution to the Iraqis. To abide by the date stipulated by the law, to restore confidence between the street and the government, especially that the law will give each citizen a share of the oil of his country.

The law of the National Oil Company includes a clause that the Executive Authority must implement six months after its approval by the Chamber of Deputies. The law entered into force on 17 April last after it was published in the official newspaper. On 5 March, Which gave each Iraqi resident within the country a share of oil deducted 10 percent of total sales.

The MP for the province of Basra, Abdul Salam al-Maliki, the government to «respect the date provided by the law, most citizens are convinced that any law benefit from it financially initiated and not work, which will increase internal tension».

Maliki said in a statement that «the law is a national achievement distinctive, and almost the best for the Iraqis since 2003, as will give each Iraqi share of the oil of his country in a fair and clear».

Mr Al Sadr’s Sairoon bloc and Mr Al Maliki’s State of Law coalition have been competing to strike a deal with the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) as well as Sunni blocs to establish the biggest ruling alliance in parliament.

“There are signs of agreement between the Kurds and the Sunnis to ally with Sairoon,” Raed Fahmi, a prominent politician in Sairoon’s bloc said on Sunday.

Yet, Kurdish parties will play a central role in the formation of the next government as they collectively secured over 40 seats in the May elections. They have yet to officially announce their alliance.

The Kurdish parties have set conditions for allying with the major blocs, PUK leader Arez Abduallah said in a statement.

“Our conditions are constitutional and include the existence of a government with a true national partnership that is in balance with the constitution,” Mr Abduallah said, adding that his party will ally with the bloc that is “consistent with our political vision”.

The development is seen as a blow to Mr Al Maliki’s efforts as he seeks to gain support from the northern Iraqi parties. During his time in power, he was criticised for alienating Sunnis and Kurds by excluding them from key positions and undermining power-sharing in Iraq.

Sairoon says forming new government ‘around the corner’

Sairoon coalition announced on Wednesday that it has become closer than ever to announce the biggest bloc which is assigned to form the next government.

Spokesman of the coalition, Jawad al-Mussawi said that they succeeded to reach the number required to form the next government, noting that the door will be open for all parties.

He asserted that the bloc aspires to the inclusion of more members in the future as many of lawmakers expressed their willings to join the bloc.

Sairoon coalition still to be the only coalition which has a clear programme which will help to leapfrog many sectors such as health and economy, Mussawi said.

Iraqis are waiting to activate the law of the National Oil Company in September

Parliamentarians and economists and the Iraqi street are expected to sign on September 5, the date of announcing the activation of the law of the National Oil Company, which set 10 percent of the sales of oil to put in special funds for distribution to the Iraqis. To abide by the date stipulated by the law, to restore confidence between the street and the government, especially that the law will give each citizen a share of the oil of his country.

The law of the National Oil Company includes a clause that the Executive Authority must implement six months after its approval by the Chamber of Deputies. Therefore, it will be considered an invitation to the return of our children from the expatriates and immigrants. Our country is poor, but the conditions forced citizens to travel, along with the mismanagement and occupation, and resulting in chaos and corruption that led to unsatisfactory results for the people.”

As for the conflict of law with other laws, Maliki said: “It will not conflict with any other law such as petrodollars or oil licenses and oil investment agreements with foreign companies, because it is a deduction of 10 percent of the proceeds of selling oil in the United Nations Development Fund for Iraq, The transfer of funds to the Central Bank, which will distribute the amounts in the form of shares on behalf of every citizen ». And the quotas of oil-producing provinces,

Maliki said that «the budget and in agreement with the Prime Minister granted provinces producing under the Petrodollar 20% will be devoted to the fulfillment of debts or allocations that have not been implemented during the past years with the actual quota of 5 percent for each barrel product, will be allocated service projects to productive provinces and develop their reality Al-Omrani, Al-Khademi and others. ”

“The National Oil Company has allocated a fund for generations, and the shares in the national company is not bought or sold because it belongs to the citizen, a law that would achieve economic benefit for the Iraqi people,” said a member of the former oil and gas committee. BGG ~ Where are we with this investment?

It’s something I get asked all the time. So many have been wrong – me included.

Here are some thoughts on the current situation that may help some folks. So many say the politics don’t matter to the currency. This isn’t exactly accurate. The politics impact the economy… Iraq’s currency is, by many astute accounts, “grossly undervalued”. A basic definition of currency? It is a promissory note on the underlying economy of the country.

I am assuming any governing body with say in this matter is going to refrain until the results are final and a government transition is made or is being made. Just my thinking.

How is this formation coming along? There are now two main groups competing for the chance to form the next GOI.

On one side you have the “Nucleus” of Sadr, Abadi, Hakim and Allawi… roughly 136 seats (the largest bloc will need at least 165). Abadi seems to be the clear favorite from this group to lead for another term.

On the other side there is Ameri and Maliki with 73 seats – it seems to me, most of the delay has been from this side of the aisle. They have burned ballot boxes (Maliki, that is…) cried fraud, stalled, steered, stared and stalked over and over.

Why? They need to delay things long enough to cause some drama and along the way figure out how to patch together some kind of wicked alliance that will get them to 165.

The remaining players (still in play and up for grabs) are the KDP with 25 seats, the PUK with 18 seats and the “National axis” created just recently of middle of the road Sunnis – Nujafi, etc, etc, etc… who have roughly 20 seats. These three groups (the KDP, PUK and the Axis) appear to have entered into some kind of loose negotiating alliance with one another.

Whichever side attracts this group or part of this group, probably wins.

Barzani has been making noise that he and Maliki are the closest. This doesn’t surprise me. These two have been in some hinky, crooked alliance going way back.

However, there is also news the Sunni “axis”, with those roughly 20 seats are already about to join the “Nucleus”… if this is true… and if the recent news of Sadr and Abadi making big concessions in Kurkuk to the Kurds (not to the Barzani family directly)… is accurate… well, from there the electoral math for Ameri and Maliki gets very, VERY difficult. I’ll leave you to your calculators.

When? No clue – but all of the above is why Abadi has been pushing for a quick resolution. Sooner is better for them and worse for the bad actors. Speaking of which – it would also not be impossible for a late stage defection of Ameri to the “Nucleus”… it’s on the table. When he gets the idea it’s inevitable, he may well move.

As a footnote: one more bad move by Barzani (as in; the referendum) landing him on the wrong side of history with his hand in the cookie jar… might well get he and the KDP HAMMERED in the free and fair KRG elections supposedly coming in September – which you can bet will be overseen by the UNHRC (the UN).

In fact, the PUK (Barzani’s counterparts in Kurdistan) might well allow Barzani to make such a move and then split from him – aligning with Sadr and Abadi… If this happens, it’s a slam dunk for the “Nucleous” without Barzani. It would also probably doom Barzani and the KDP in the fall. Not an impossible scenario.

Short story: I am very encouraged with what we are seeing in the news right now. It’s no guarantee of anything right away – but it looks like some big moves being in the right direction.

Adam Montana   […if the current leader doesn’t stay in…who is waiting in the wings and how’s it looking (in your opinion) if they take the reins in Iraq?]  I have a long list of potential government structures, with quite a few variations regarding the “who’s who” and “where they are” on the totem pole over there… all of my possibilities that I’ve drawn up seem fine to me. The ONLY scenario that I would cringe at is if Maliki somehow took over Abadi’s current role… that would be a serious setback of at least a couple years, IMO. I don’t see that happening… If it doesn’t, then I think we’re going to be in good hands.

Sairoon says forming new government ‘around the corner’

Sairoon coalition announced on Wednesday that it has become closer than ever to announce the biggest bloc which is assigned to form the next government.

Spokesman of the coalition, Jawad al-Mussawi said that they succeeded to reach the number required to form the next government, noting that the door will be open for all parties.

He asserted that the bloc aspires to the inclusion of more members in the future as many of lawmakers expressed their willings to join the bloc.

Sairoon coalition still to be the only coalition which has a clear programme which will help to leapfrog many sectors such as health and economy, Mussawi said.

Iraqis are waiting to activate the law of the National Oil Company in September

Parliamentarians and economists and the Iraqi street are expected to sign on September 5, the date of announcing the activation of the law of the National Oil Company, which set 10 percent of the sales of oil to put in special funds for distribution to the Iraqis. To abide by the date stipulated by the law, to restore confidence between the street and the government, especially that the law will give each citizen a share of the oil of his country.

The law of the National Oil Company includes a clause that the Executive Authority must implement six months after its approval by the Chamber of Deputies. The law entered into force on 17 April last after it was published in the official newspaper. On 5 March, Which gave each Iraqi resident within the country a share of oil deducted 10 percent of total sales.

The MP for the province of Basra, Abdul Salam al-Maliki, the government to «respect the date provided by the law, most citizens are convinced that any law benefit from it financially initiated and not work, which will increase internal tension».

Maliki said in a statement that «the law is a national achievement distinctive, and almost the best for the Iraqis since 2003, as will give each Iraqi share of the oil of his country in a fair and clear».

He stressed that «the provisions of the law can reduce poverty rates and increase the welfare of the citizen and strengthen the national spirit and the sense of equality for all». “This law does not include Iraqis abroad. Therefore, it will be considered an invitation to the return of our children from the expatriates and immigrants. Our country is poor, but the conditions forced citizens to travel, along with the mismanagement and occupation, and resulting in chaos and corruption that led to unsatisfactory results for the people.”

As for the conflict of law with other laws, Maliki said: “It will not conflict with any other law such as petrodollars or oil licenses and oil investment agreements with foreign companies, because it is a deduction of 10 percent of the proceeds of selling oil in the United Nations Development Fund for Iraq, The transfer of funds to the Central Bank, which will distribute the amounts in the form of shares on behalf of every citizen ». And the quotas of oil-producing provinces,

Maliki said that «the budget and in agreement with the Prime Minister granted provinces producing under the Petrodollar 20% will be devoted to the fulfillment of debts or allocations that have not been implemented during the past years with the actual quota of 5 percent for each barrel product, will be allocated service projects to productive provinces and develop their reality Al-Omrani, Al-Khademi and others. ”

“The National Oil Company has allocated a fund for generations, and the shares in the national company is not bought or sold because it belongs to the citizen, a law that would achieve economic benefit for the Iraqi people,” said a member of the former oil and gas committee. The law required the Kurdistan region to hand over the quantities of oil produced in its fields to the national oil marketing company «Sumo», otherwise they will not be given to the residents of the region ».

BGG ~ Where are we with this investment?

It’s something I get asked all the time. So many have been wrong – me included.

Here are some thoughts on the current situation that may help some folks. So many say the politics don’t matter to the currency. This isn’t exactly accurate. The politics impact the economy… Iraq’s currency is, by many astute accounts, “grossly undervalued”. A basic definition of currency? It is a promissory note on the underlying economy of the country.

I am assuming any governing body with say in this matter is going to refrain until the results are final and a government transition is made or is being made. Just my thinking.

How is this formation coming along? There are now two main groups competing for the chance to form the next GOI.

On one side you have the “Nucleus” of Sadr, Abadi, Hakim and Allawi… roughly 136 seats (the largest bloc will need at least 165). Abadi seems to be the clear favorite from this group to lead for another term.

On the other side there is Ameri and Maliki with 73 seats – it seems to me, most of the delay has been from this side of the aisle. They have burned ballot boxes (Maliki, that is…) cried fraud, stalled, steered, stared and stalked over and over.

Why? They need to delay things long enough to cause some drama and along the way figure out how to patch together some kind of wicked alliance that will get them to 165.

The remaining players (still in play and up for grabs) are the KDP with 25 seats, the PUK with 18 seats and the “National axis” created just recently of middle of the road Sunnis – Nujafi, etc, etc, etc… who have roughly 20 seats. These three groups (the KDP, PUK and the Axis) appear to have entered into some kind of loose negotiating alliance with one another.

Whichever side attracts this group or part of this group, probably wins.

Barzani has been making noise that he and Maliki are the closest. This doesn’t surprise me. These two have been in some hinky, crooked alliance going way back.

However, there is also news the Sunni “axis”, with those roughly 20 seats are already about to join the “Nucleus”… if this is true… and if the recent news of Sadr and Abadi making big concessions in Kurkuk to the Kurds (not to the Barzani family directly)… is accurate… well, from there the electoral math for Ameri and Maliki gets very, VERY difficult. I’ll leave you to your calculators.

When? No clue – but all of the above is why Abadi has been pushing for a quick resolution. Sooner is better for them and worse for the bad actors. Speaking of which – it would also not be impossible for a late stage defection of Ameri to the “Nucleus”… it’s on the table. When he gets the idea it’s inevitable, he may well move.

As a footnote: one more bad move by Barzani (as in; the referendum) landing him on the wrong side of history with his hand in the cookie jar… might well get he and the KDP HAMMERED in the free and fair KRG elections supposedly coming in September – which you can bet will be overseen by the UNHRC (the UN).

In fact, the PUK (Barzani’s counterparts in Kurdistan) might well allow Barzani to make such a move and then split from him – aligning with Sadr and Abadi… If this happens, it’s a slam dunk for the “Nucleous” without Barzani. It would also probably doom Barzani and the KDP in the fall. Not an impossible scenario.

Short story: I am very encouraged with what we are seeing in the news right now. It’s no guarantee of anything right away – but it looks like some big moves being in the right direction.

Kaperoni (Dinar Guru) –  In typical Iraqi fashion…I believe things are now being delayed due to the lack of formation of the government which has direct impact on currency reform, opening the banking system, inviting foreign investment.  We also learn from one of our members who contacted the IMF that the Article IV Consultation has been delayed until the formation of the government. And if what we believe is correct – that nothing will occur until after that consultation it seems like we’re just have to wait a few more months.  And of course all the while keeping a watchful eye on the CBI currency auctions to make sure that they stay in compliance under the IMF requirements for Article VIII acceptance.

BGG ~ Oddly enough… this is what I just talked about (in my recent commentaries and our call). The new GOI being formed matters. Our main difference – I am more optimistic on the GOI formation timeline.

Iraq’s Maliki sidelined as Kurds and Sunnis seek Sadr coalition

Sadr’s Sairoon bloc says it expects deal to establish biggest alliance in parliament

Iraq’s Kurdish and Sunni blocs have expressed their willingness to form a coalition with election winner Moqtada Al Sadr, an indication that former Prime Minister Nouri Al Maliki, who is seeking power, could lose his grip over the country’s political scene.

Mr Al Sadr’s Sairoon bloc and Mr Al Maliki’s State of Law coalition have been competing to strike a deal with the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) as well as Sunni blocs to establish the biggest ruling alliance in parliament.

“There are signs of agreement between the Kurds and the Sunnis to ally with Sairoon,” Raed Fahmi, a prominent politician in Sairoon’s bloc said on Sunday.

Yet, Kurdish parties will play a central role in the formation of the next government as they collectively secured over 40 seats in the May elections. They have yet to officially announce their alliance.

The Kurdish parties have set conditions for allying with the major blocs, PUK leader Arez Abduallah said in a statement.

“Our conditions are constitutional and include the existence of a government with a true national partnership that is in balance with the constitution,” Mr Abduallah said, adding that his party will ally with the bloc that is “consistent with our political vision”.

The development is seen as a blow to Mr Al Maliki’s efforts as he seeks to gain support from the northern Iraqi parties. During his time in power, he was criticised for alienating Sunnis and Kurds by excluding them from key positions and undermining power-sharing in Iraq.

Breitling (Dinar Guru) –  …Iraq is in a good position.  Even with their currency at a tenth of a penny.  There is no bad situation here.  It simply does not exist.  The currency is strong even at a tenth of a penny.  They are using it for a purpose at that rate.  There is a reason the CBI, the Ministry of Planning, the Ministry of Finance and parliament went to the IMF and said, “Hey, we want to start raising the rate, what do we need to do?  What positions do we need to be in?’  And they kind of gave them a charter in order to do that.  It’s very simple.  They haven’t gone off the reservation on that at all… Since I’ve gotten involved in this investment or this opportunity, it has not changed at all…it’s a timing issue and it’s related to the markets

Breitling (Dinar Guru) –  We alway get this question, “One day it’s going to revalue in Iraq and all these Iraqis are going to be instant millionaires…” Its’ doesn’t work that waywhat happens is that you and I used the US dollar to purchase the currency…at a tenth of a penny.  The Iraqi’s were given that currency.  So the market inside Iraq reflects that tenth of a penny.  In other words if you go down to buy a coke or candy bar…it’s based on an economy based on a tenth of a penny.  What do you thinks going to happen when the value of the Iraqi dinar goes up to a buck?

Peshmerga can return to Kirkuk – if Kurds join Sadr-Abadi bloc

ERBIL, Kurdistan Region – Iraqi parties are busy building alliances which could soon form the basis of the country’s next government. To persuade the Kurdish parties to join its bloc, Iraqi PM Haider al-Abadi’s Nasr (Victory) alliance has offered to cut a deal on Kirkuk.

“Kirkuk is a Kurdish, Arab, Iraqi city,” Ahmed al-Hamdani, a high ranking Nasr official, told Rudaw. “We agree for the Peshmerga to return Kirkuk, as they bravely fought side by side with our forces to repel ISIS from Iraq.”

There was “good coordination between Kurds and Arabs and there is no damage to be incurred if the Peshmerga are our partners,” he added.

Last week, the Sayirun alliance – led by firebrand Shiite cleric Muqtada al-Sadr – teamed up with Abadi’s Nasir, the Hikma Front, and Al-Wataniya to form the core of a parliamentary bloc. If the alliance can win over the Sunni and Kurdish parties, it is well placed to form a governing coalition.

Concessions on Kirkuk – often referred to as the ‘Kurdish Jerusalem’ – could seal the deal.

The Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) have prepared a 30 point agenda for government formation talks – among them a resolution to the Kirkuk question.

The Peshmerga, which defended Kirkuk from ISIS in 2014, was forced to withdraw from the disputed province when it was seized by the Iraqi Army and Hashd al-Shaabi Shiite paramilitias on October 16, 2017.

According to Article 140 of the Iraqi constitution, the dispute over whether the ethnically mixed province ought to belong to the Kurdistan Region or remain part of Iraq is supposed to be settled in a referendum.

Under their negotiation terms, the Kurdish parties have called for the contested city to be run jointly between Erbil and Baghdad until the Article 140 is implemented.

“Article 140 is a constitutional article. The Kurdistan Region has the right to be administratively present in Kirkuk, as how it is the right of the Iraqi government to maintain a military and administrative presence in it, until the fate of the Article 140 is decided on?” Mahmoud Mohammed, KDP spokesperson, told Rudaw.

Masum meets KDP-PUK delegation

Fuad Masum, the Kurdish president of Iraq, met with a joint KDP-PUK delegation on Sunday to discuss moving negotiations forward and to prepare for the first parliament session. Under the constitutional timeline, this could be just days away.

The KDP and PUK, which together secured 43 seats in the Iraqi parliament, have been locked in several weeks of talks to agree a shared platform before entering negotiations with their Iraqi counterparts. This way they hope to secure the best possible deal for the Kurdish people.

Abdulla, Aliyawai, an advisor to Masum, told Rudaw the president has met with almost all of the winning parties.

The KDP-PUK delegation will pay another visit to the Iraqi capital on August 29 to meet with Iraqi parties, he said.

Sadr’s success in forming the largest bloc means the elimination of Maliki’s status!

Baghdad today – The success of the leader of the Sadrist movement Moqtada al-Sadr and his allies to form the largest bloc and the new government, which needs only 28 parliamentary seats, means the “loss” of the leader of a coalition of law Nuri al-Maliki for his political status in Iraq, the newspaper said. He establishes the first meeting of Parliament which is a marker for the formation of the new GOI.  The most curious wording was that Abadi’s main thrust was just to get it moving. He and Sadr seem confident they have the biggest bloc – else why push for this quick formation?

A new alliance brings Abadi back to a second term and excludes Amiri and Maliki

Baghdad / The US administration, through the envoy of its president, Brett McGurk, who has been in Iraq for some time, exerted great pressure on the heads of the winning lists in the elections, which led to the approval of the re-nomination of Prime Minister Haider Abadi for a second term and contributed to the removal of the head of a coalition of state law Nuri al-Maliki and the head of the Fatah alliance Hadi al- National Security Faleh Al Fayad from the circle of competition.

Iraq’s Maliki sidelined as Kurds and Sunnis seek Sadr coalition

Sadr’s Sairoon bloc says it expects deal to establish biggest alliance in parliament

Iraq’s Kurdish and Sunni blocs have expressed their willingness to form a coalition with election winner Moqtada Al Sadr, an indication that former Prime Minister Nouri Al Maliki, who is seeking power, could lose his grip over the country’s political scene.

Mr Al Sadr’s Sairoon bloc and Mr Al Maliki’s State of Law coalition have been competing to strike a deal with the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) as well as Sunni blocs to establish the biggest ruling alliance in parliament.

“There are signs of agreement between the Kurds and the Sunnis to ally with Sairoon,” Raed Fahmi, a prominent politician in Sairoon’s bloc said on Sunday.

Yet, Kurdish parties will play a central role in the formation of the next government as they collectively secured over 40 seats in the May elections. They have yet to officially announce their alliance.

The Kurdish parties have set conditions for allying with the major blocs, PUK leader Arez Abduallah said in a statement.

“Our conditions are constitutional and include the existence of a government with a true national partnership that is in balance with the constitution,” Mr Abduallah said, adding that his party will ally with the bloc that is “consistent with our political vision”.

The development is seen as a blow to Mr Al Maliki’s efforts as he seeks to gain support from the northern Iraqi parties. During his time in power, he was criticised for alienating Sunnis and Kurds by excluding them from key positions and undermining power-sharing in Iraq.

BGG ~ Where are we with this investment?

It’s something I get asked all the time. So many have been wrong – me included.

Here are some thoughts on the current situation that may help some folks. So many say the politics don’t matter to the currency. This isn’t exactly accurate. The politics impact the economy… Iraq’s currency is, by many astute accounts, “grossly undervalued”. A basic definition of currency? It is a promissory note on the underlying economy of the country.

I am assuming any governing body with say in this matter is going to refrain until the results are final and a government transition is made or is being made. Just my thinking.

How is this formation coming along? There are now two main groups competing for the chance to form the next GOI.

On one side you have the “Nucleus” of Sadr, Abadi, Hakim and Allawi… roughly 136 seats (the largest bloc will need at least 165). Abadi seems to be the clear favorite from this group to lead for another term.

On the other side there is Ameri and Maliki with 73 seats – it seems to me, most of the delay has been from this side of the aisle. They have burned ballot boxes (Maliki, that is…) cried fraud, stalled, steered, stared and stalked over and over.

Why? They need to delay things long enough to cause some drama and along the way figure out how to patch together some kind of wicked alliance that will get them to 165.

The remaining players (still in play and up for grabs) are the KDP with 25 seats, the PUK with 18 seats and the “National axis” created just recently of middle of the road Sunnis – Nujafi, etc, etc, etc… who have roughly 20 seats. These three groups (the KDP, PUK and the Axis) appear to have entered into some kind of loose negotiating alliance with one another.

Whichever side attracts this group or part of this group, probably wins.

Barzani has been making noise that he and Maliki are the closest. This doesn’t surprise me. These two have been in some hinky, crooked alliance going way back.

However, there is also news the Sunni “axis”, with those roughly 20 seats are already about to join the “Nucleus”… if this is true… and if the recent news of Sadr and Abadi making big concessions in Kurkuk to the Kurds (not to the Barzani family directly)… is accurate… well, from there the electoral math for Ameri and Maliki gets very, VERY difficult. I’ll leave you to your calculators.

When? No clue – but all of the above is why Abadi has been pushing for a quick resolution. Sooner is better for them and worse for the bad actors. Speaking of which – it would also not be impossible for a late stage defection of Ameri to the “Nucleus”… it’s on the table. When he gets the idea it’s inevitable, he may well move.

As a footnote: one more bad move by Barzani (as in; the referendum) landing him on the wrong side of history with his hand in the cookie jar… might well get he and the KDP HAMMERED in the free and fair KRG elections supposedly coming in September – which you can bet will be overseen by the UNHRC (the UN).

In fact, the PUK (Barzani’s counterparts in Kurdistan) might well allow Barzani to make such a move and then split from him – aligning with Sadr and Abadi… If this happens, it’s a slam dunk for the “Nucleous” without Barzani. It would also probably doom Barzani and the KDP in the fall. Not an impossible scenario.

Short story: I am very encouraged with what we are seeing in the news right now. It’s no guarantee of anything right away – but it looks like some big moves being in the right direction.

Dahlaki: Next Monday will be announced alliance with “Asron”

The former deputy of the Sunni Alliance of Forces, Raad al-Dahlaki, announced that the Sunni forces would turn to Sadrists, headed by Moqtada al-Sadr, indicating that next Monday the alliance would be announced.
“We are open to the rest of the blocs that believe in the national project away from the Iranian axis and its pressures,” Dahlaki said in a statement.

and at some point he met with Maliki…

None of which means all that much. Massoum mainly has a direct hand in the timeline. He establishes the first meeting of Parliament which is a marker for the formation of the new GOI.

The most curious wording was that Abadi’s main thrust was just to get it moving. He and Sadr seem confident they have the biggest bloc – else why push for this quick formation?

Federal Court endorses the results of parliamentary elections

BAGHDAD – The Federal Court on Sunday approved the final results of the elections of the Iraqi Council of Representatives.

“The court held its session this morning, in the presence of its full members, and considered the request to ratify the final results of the elections of the Iraqi Council of Representatives,” said the spokesman of the court, Ayas al-Samuk, said “it has checked the names received from the Commission The Independent High Electoral Commission annexed its book dated 17/8/2018.

“After reviewing and deliberating on the names and objections to some of them, the Supreme Federal Court issued this afternoon (19/8/2018), its decision to ratify the names received, and issued the resolution by consensus.”

The Electoral Commission has sent, earlier, lists of the names of the winners of the House of Representatives elections of 2018 to the Federal Court to ratify the results.

The vote of the Iraqis, (Saturday 12 May 2018), to choose a new parliament, and these elections are the first after the defeat of the organization, “Daash”, while the Independent Electoral Commission announced that the participation rate in the elections amounted to 44%.

Randy Koonce (Dinar Guru) –   People say that it is not pegged to the Dollar anymore.  That is BS.  The Dinar is currently pegged to 3 currencies, and will continue to be pegged that way.   When they change the value, they will be able to determine how much and where.  No one knows the exact Rate other than Shabibbi (still involved in the CBI) and the Governor of the CBI.   They were given a “Range to Revalue the Currency”.   And that range begins at $1.50.   Iraq actually needs it to be around $2.50 to be able to pay everyone and everything, and $1.50 will not leave them the ability to pay back the loans they will receive.   So, I am of the OPINION it will come in higher than that.  But we will see…   [post 2 of 3….stay tuned]

Abu Ragheef said in previous statements that “things are moving in a positive, and logical and calm, towards the completion of axis (wisdom, Suron, victory, national, powers) in coordination with the high Kurdish axis, away from intimidation and misleading.”

He stressed that “the doors remain open to all blocs and coalitions on the basis of understanding and service program and openness, and the national interest.”

Maliki: The majority of the political project is still the best solution to get rid of the crises in Iraq

[Ayna-Baghdad] Vice President Nuri, special envoy of US President Brett McGurk, stressed that the political majority project is still the best solution to get rid of the crises experienced by Iraq.

“Vice President Nuri al-Maliki received in his office today the special envoy of the President of the United States of America, Brett McGurk, in the presence of Ambassador Douglas Silliman,” a statement from his office said.

“During the meeting, they reviewed developments in the political and security situation in Iraq and the region, and ways to strengthen bilateral relations between the two friendly countries.”

“The majority of the political project is still the best solution to get rid of the chronic political, security, economic and social crises experienced by Iraq, and start to form a strong government capable of maintaining security and stability and restore the prestige of the state and promote services,” Maliki said.

Randy Koonce (Dinar Guru) –   First, we are in a new window of opportunity ‘right now‘.   When I say that, it does NOT mean it will happen “without a doubt in this current window” (Remember:  It’s Iraq!).   What it does mean is that there is a very good chance for the rate to finally change.  Now …I hope that one day I might get the opportunity to explain why this has taken so long.  There are so many factors at work.  More than one person and/or agency has had influence on the RV.  It has become far more political than anyone ever intended or expected.  Also, for anyone who thinks this will come out at 10 cents and float up –  they do not know how this system will work and did not read the right articles from the right people. This was never planned to be an ‘economic text book’ event.  The Currency will be a MANAGED FLOAT.  The word ‘managed’ is the clue.   It means that ‘someone’ will determined when to move it and how much.  The Dinar right now is on a Managed Float.  So, you can see that if it does not RV that it will not move

Randy Koonce (Dinar Guru) –   People say that it is not pegged to the Dollar anymore.  That is BS.  The Dinar is currently pegged to 3 currencies, and will continue to be pegged that way.   When they change the value, they will be able to determine how much and where.  No one knows the exact Rate other than Shabibbi (still involved in the CBI) and the Governor of the CBI.   They were given a “Range to Revalue the Currency”.   And that range begins at $1.50.   Iraq actually needs it to be around $2.50 to be able to pay everyone and everything, and $1.50 will not leave them the ability to pay back the loans they will receive.   So, I am of the OPINION it will come in higher than that.  But we will see…   [post 2 of 3….stay tuned]

Randy Koonce (Dinar Guru) –   Right now, the pressure for this to take place is Very Great.  As in, ‘Extremely Huge’. Our POTUS does not care who the PM will be.  He believes we can work with anyone.  …However, there is an ‘agency’ who got in the middle of their election process, and once again delayed the rate change.  Now, that  ‘agency’ is really wanting this to happen.   So, what do we need to see?  We need to see the Election ratified by the Federal Court; the ‘Coalition’ needs to be announced; and the next PM will then be announced. Then our event will happen!  However, if these events drag out, then the Event we are looking for just might happen without the Government.  It’s possible.  So our ‘window’ will last to the end of the month of August, with a strong possibility for next week.  The pressure will only get stronger closer to end of month.  …We REALLY are in the final stages of this.   I know that this administration wants this to be over, and they (he) wants it over NOW!!  We are SO close …So, hang in there Everyone.  It’s coming, one way or the other!!  Breathe.   [Post 3 of 3]

International coalition: US forces will remain in Iraq

{International: Euphrates News} Sean Ryan, spokesman for the International Alliance led by Washington, said that US forces will remain in Iraq as long as necessary, and to stabilize the areas that were subject to gangs advocating terrorism

Federal Court endorses the results of parliamentary elections

BAGHDAD – The Federal Court on Sunday approved the final results of the elections of the Iraqi Council of Representatives.

“The court held its session this morning, in the presence of its full members, and considered the request to ratify the final results of the elections of the Iraqi Council of Representatives,” said the spokesman of the court, Ayas al-Samuk, said “it has checked the names received from the Commission The Independent High Electoral Commission annexed its book dated 17/8/2018.

“After reviewing and deliberating on the names and objections to some of them, the Supreme Federal Court issued this afternoon (19/8/2018), its decision to ratify the names received, and issued the resolution by consensus.”

The Electoral Commission has sent, earlier, lists of the names of the winners of the House of Representatives elections of 2018 to the Federal Court to ratify the results.

The vote of the Iraqis, (Saturday 12 May 2018), to choose a new parliament, and these elections are the first after the defeat of the organization, “Daash”, while the Independent Electoral Commission announced that the participation rate in the elections amounted to 44%.
