Al-Hanal: The time is right to launch the JD trillion initiative

Economy News Baghdad – The President of the Association of Iraqi private banks, Wadih al-Hanal, on Wednesday, that the time is appropriate to activate the initiative of the Central Bank of “trillion dinars” for the support of small and medium enterprises.

Al-Hantal said in his speech during the workshop “one-trillion-dollar initiative to support small and medium enterprises” held in the city of Erbil and attended by “economy News”, the reason for non-activation of the initiative at the time of launch due to the existence of a window selling the currency, which banks were making profits from it, “When the interest rate was set at 4% to lend to the market there was another source of profit, the window of the currency, but the recent profits ended is left to banks only lending .”

He pointed out that “banks lend from their deposits at a greater interest or Murabaha greater than 4% so when it comes to the initiative of the Central Bank, which is determined by 4% do not use it, because it has funds and can lend .

The head of the Association of Iraqi Private Banks, suggested reconsidering the interest rate and leaving the market is to determine the interest rate and the recent competition will be between banks .

Al-Hanalal thanked the Kurdistan Bank for sponsoring the initiative of the trillion dollar initiative and stressed the encouragement of the Association of Iraqi Private Banks for such activities in the coming stages .

Governor of the Central Bank of Iraq: We plan to delete zeros from the local currency

Roudao – Erbil – The governor of the Central Bank, Ali Alaak, on Monday, the existence of a plan to delete zeros from the local currency, noting that “this plan needs to deliberate steps, so as not to be exploited in the fraud.”

Al-Alak said in a statement to the official Sabah newspaper that “currencies with small categories, may lead the citizen to bid farewell to banks in the difficulty of storage.”

He added that “the central bank has a future plan to restructure the Iraqi currency, including the deletion of zeros, but this plan needs to deliberate steps, and a stable situation in order not to be exploited in the work of fraud and others.”

He explained that “the Central Bank has a reserve of foreign currency very comfortable, approaching close to $ 60 billion, compared to 43 trillion dinars, which means that it covers 170 percent of the size of the mass of cash.”

On the launch of the currency of the category of 100 thousand dinars, the central bank governor pointed out that “these ideas are traded by the Central Bank, but at the present time regret it.”

The central bank introduced in April a project to delete three zeros from the currency, in order to confront inflation and stimulate the economy, but was forced to stop because of the deterioration of the security and political situation in the country “to prevent manipulation and fraud of weak souls.”

Baghdad / Sabah – The Central Bank of Iraq intends next month, to put large amounts of local currency, small groups, while continuing to receive the currency damaged by citizens and replace it (with) New.

Central: The cash reserve is approaching $ 60 billion and we have a plan to delete zeros from the local currency

BAGHDAD / The governor of the Central Bank Ali al-Alak on Monday that the size of reserves of hard currency up to 60 billion dollars, and covers 170 percent of the size of the mass of the local currency, while noting that there is a trinity to put the category of 100 thousand.

The Central Bank of Iraq, on July 12, 2018, that Iraq’s reserves of foreign currency amounted to 55.7 billion dollars, noting that Iraq has 89 tons of gold.

Mnt Goat (Dinar Guru) –   Okay so once the prime minister is elected, they will have until mid Oct to get the reinstatement done. If they decide not to do it we may as well relax because we are waiting until EARLY 2019. I am telling you this now because I have knowledge of target dates already to get this done. I have a direct source in the CBI and we completed a recent long conversation over this issue of timing for the reinstatement. Again they reinforced to me that when we see the re-education process begin about the new smaller categories, this will be our signal they are going forward. If we don’t see it then we are in the window of 2019.

Why won’t the CBI RV or RI  the Iraqi dinar?  The primary reason is the CBI needs a tool to counter inflationary pressure created by a large influx of investment capital.  As already announced by the CBI the dinar will be globally traded.  It must float. The world sets a countries currency value. Supply and demand.

Another reason is the CBI wants to end the daily currency auctions.  To do so, they must have an alternative to generate revenue.  The CBI profits from the buying/selling of currency. And lastly because the IMF said so.  Despite what the gurus say the IMF made it very clear…”staff encourages the authorities to create the conditions which would make possible a move to a more flexible…exchange rate policy. Such flexibility could allow a predictable and gradual appreciation of the nominal exchange rate, triggered by strong oil revenues and the Balassa-Samuelson effect”…The IMF is clearly talking about a float

The Central Bank of Iraq officially exits from the EU sanctions list

The European Union (EU) officially announced on Thursday that the Central Bank of Iraq (CBI) has come out of the list of EU sanctions imposed on institutions.

“The European Union has officially announced the exit of the Central Bank of Iraq from the list of sanctions imposed by the European Union on institutions through its publication in the official newspaper of the European Union, which confirmed the abolition of sanctions imposed on this bank,” the bank said in a statement received by the Economist News. In the era of the former regime, which provided for “the prohibition of dealing with a group of financial institutions and non-financial Iraqi, including the Central Bank of Iraq.”

The statement added that “this step comes as the Central Bank of Iraq has made significant progress in improving its performance and the application of international regulations and standards in this area,” noting that “under these recent amendments will allow the international financial banking institutions to deal with the new instructions as it became a financial institution Reliable handling of European international institutions. ”

How Iran Can Protect Its Influence in Iraq

Tehran is willing and able to strike deeper into Iraqi territory than ever before.

Geopolitical Futures logoThe degree of influence Iran has in Iraq is always a source of consternation and debate. Why Tehran would want to influence events there, and how it elects to do so, are much less debatable.

Iraq is a major security concern for Iran – more so even than Syria. The Zagros Mountains insulate Iran from direct invasion, but they can’t prevent smaller bands of insurgents from staging attacks from the west, say, from Iraq. Iran therefore has an interest in controlling, to as great a degree as possible, the political and security environment in Iraq. However, the sheer diversity of interests in Iraqi politics makes it difficult for Iran to completely control the establishment through formal means. It has supplemented its quest for official political power with the presence of large militia groups that answer to Iran, not Iraq. And it uses state organs to fund them.

Iran appears to be gaining traction in that regard. After months of delay, the parliament finally elected a speaker, an important step toward forming a government after hotly contested elections in May. The speaker, Mohammed al-Halbousi, was backed by the Fatah Alliance, a political organization led by former pro-Iran militia member Hadi al-Amiri. The next step in forming a government will be electing a president and prime minister. Former Prime Minister Haider al-Abadi – considered a compromise candidate who has shown a willingness to work with both Iran and the U.S. – had until recently been considered a favorite to reclaim his post. That changed because of how poorly the government handled the Basra protests. Its performance was so bad that Ayatollah Ali al-Sistani, an Iraqi Shiite cleric whose opinion rings out in Iraq’s political system, said he would not support anyone who held office during the protests.

Yet, those protests attest to the limits of Iranian power in Iraq, even in Shiite-dominated areas. Demonstrators chanted anti-Iran slogans and even lit the Iranian Consulate on fire. Several offices of pro-Iran militias, including the Badr Organization, Asaib Ahl al-Haq and Kataib Hezbollah, were attacked and lit on fire. The Basra protests, then, were at least partly a protest against the status quo.

Also obstructing Iran’s influence in Iraq is the United States. On Wednesday, the U.S. Senate plans to introduce a bill that would impose sanctions on Asaib Ahl al-Haq and Harakat Hezbollah al-Nujaba, two of the many pro-Iran militias operating in Iraq. The bill would also require the State Department to publish a list of groups that receive funding or are controlled, to whatever degree, by Iran’s elite Islamic Revolutionary Guard Corps. Washington means to delegitimize Iran’s Iraqi proxies by labeling them as terrorist organizations, which it hopes will, in turn, prevent Iraq from incorporating them into the formal armed services.

Then there are Kurds, which, as outlawed groups, are challenging Iran from their strongholds in northern Iraq. Over the past few months, there has been an uptick in attacks against Iranian state forces by Iranian Kurdish forces. Iran has petitioned the Kurdistan Regional Government to control these groups, but the KRG is either unable to unwilling to do so. Add to this the reasonable inference that the U.S. is supporting Iranian Kurdish groups – it selectively supports other Kurdish factions as the situation warrants – and Iran finds itself facing a much more substantial threat from the north than it has in recent years.

This explains why Iran reportedly provided ballistic missiles to its Shiite militias in Iraq. Soon thereafter, in late August, the IRGC conducted a ballistic missile strike against Iranian Kurdish positions in northern Iraq, killing 15. (Following the attack, Kurdish sources claimed that Iran was beginning a buildup of forces on its border with Iraq.) Iran has shelled Kurdish positions in Iraq before, but this is the first time it used precision-guided missiles. It is therefore a clear signal to the entire region: To defend its interests, Tehran is willing and able to strike deeper into Iraqi territory, without the use of its hallmark proxies, than ever before.

Not long after the strike, the Democratic Party of Iranian Kurdistan called on other Iranian Kurdish groups to form a united front against Iran. If they do, they will only invite more reprisals. And if the KRG cannot prevent attacks against Iran from Iraqi bases – given signs of U.S. involvement, it seems unlikely – an Iranian invasion of northern Iraq can’t be ruled out. After all, with Iraqi loyalty to Iran coming into question, extra guns in Iraq would help secure the Iranian border.

Iraq’s Shiite rivals agree on prime minister

BAGHDAD: Iraq’s rival Shiite blocs in parliament have agreed on who they want as the next prime minister after making progress in negotiations towards forming a government, negotiators told Arab News.

The two factions, one pro Iran and the other anti, have agreed to work together as a coalition, negotiators told Arab News on Tuesday.

The veteran Shiite politician and former vice president Adel Abdul Mahdi was informally nominated to replace Haider Al-Abadi, negotiators said.

He will be assigned on Sept. 25 to form a government if his nomination is approved by the Kurdish blocs.

Before the appointment of prime minister, the president has to be selected. There is no indication that the Kurds, who get the post according to the Iraq’s power sharing agreement, have decided on who to nominate.

Iraq’s parliament has been split between the Reform alliance and Al-Binna’a alliance after elections in May.

Reform is controlled by Muqtada Al-Sadr, one of the country’s most influential Shiite clerics who opposes Iranian influence in the country…

Six names compete to win new Iraq prime minister position

ERBIL (Kurdistan 24) – Six Iraqi figures are competing to become the next prime minister of the new Iraqi government as the al-Nasr Coalition insists on keeping Haider al-Abadi in office for a second term.

A senior member from the Construction Coalition, which is composed of Nouri al-Maliki’s State of Law, Hadi al-Amiri’s al-Fatih Coalition, and other small Sunni and Shia blocs, said Monday that six candidates are competing for the Iraqi prime minister position.

According to Amir al-Faiz, a senior member of the Construction Coalition, his coalition, and the Sairoon Coalition have presented three candidates each for the next prime minister of Iraq.

Sairoon’s nominees are Adil Abdul Mahdi, a former oil minister, Asaad al-Eidani, Basra governor, and Abdul Wahab al-Saadi, second-in-command of Iraqi Counter-Terrorism Service.

The Construction Coalition have also presented Abdul Mahdi as a candidate as well as Falih al-Fayyadh, former Director of National Security Council, and Ali Shukri.

Meanwhile, a senior member of al-Nasr Coalition, Ali al-Snaid, says Abadi is still the favorite candidate to remain in his role as prime minister.

Marja’iya, the Shia religious authority in al-Najaf, and Muqtada al-Sadr are supporting Abadi’s second term in office, Snaid added.

Iraq’s top Shia cleric, Grand Ayatollah Ali al-Sistani, previously said he “does not support a [candidate for the role of] prime minister that is chosen from politicians that were in power in the past years.”

Baghdad today – Baghdad – “The coalition of the rule of law, led by al-Maliki, will be outside the circle of the new alliance between Saheron and Al-Fath Alliance, headed by Hadi al-Amiri and planned to take place soon,” said Ghayeb al-Amiri, a deputy of the alliance of the Sadrist Alliance, backed by Sadr’s leader Moqtada al-Sadr.

Al-Amiri said in an interview with “Baghdad today,” that “the negotiations are still ongoing between the Alliance and continue to open for the formation of the largest bloc,” noting that “the coming hours and perhaps the next two days will be announced the alliance of the largest bloc between Ssron and Fatah.”

Rival Iraqi factions make coalition deal and end Al-Abadi’s prime minister hopes

BAGHDAD: Pro-Iran parties in Iraq reached a deal on Thursday to join a parliamentary coalition overseen by anti-Tehran cleric Muqtada Al-Sadr that ends Haider Al-Abadi’s hopes of hanging on as prime minister.

The compromise means members of the ruling Shiite Dawa Party will be excluded from competing for the post to lead the next government, negotiators involved in the talks told Arab News.

Al-Abadi, the head of Dawa’s political bureau, who was looking to win a second term, was the biggest loser in the deal. Nuri Al-Maliki, the former Iraqi prime minister and head of the State of Law coalition, who was hoping to play a key role in nominating the new head of government also lost out.

Iraqi’s Shiite rivals have been frantically competing to form the largest parliamentary coalition, since elections in May.

Muqtada Al-Sadr, one of the most influential Shiite clerics, whose Sairoon list came first, formed a 154-seat coalition including Al-Abadi and his Al-Nassir list.

At the same time, Hadi Al-Amiri, who heads the pro-Iranian Al-Fattah list, formed a coalition of 108 members, including Al-Maliki and his State of Law alliance.

Both Al-Sadr and Al-Amiri tried to register their coalitions in the first session of parliament on Sept. 3. The federal court had been requested to rule between them.

Violent demonstrations broke out in Basra, Iraq’s main oil hub, shortly afterwards. At least 15 demonstrators were shot dead, scores wounded and dozens of government and political party buildings set on fire, including the Iranian consulate.

Some political leaders saw the violence as an attempt to pressure negotiations in Baghdad, and Al-Sadr agreed to resume negotiations with Al-Amiri.

Several meetings were held between the two men in the last week at Al-Sadr’s residency in the holy city of Najaf, sources said.

“We have reached preliminary understandings with Al-Sadr and are working to turn them into agreements under the umbrella of Marjiyaa (the highest Shiite clerics in Iraq),” a key Al-Fattah negotiator told Arab News.

“Both Abadi and Maliki are out. Abadi is a part of the (new) coalition but he is not a candidate for the prime minister post.

“Amiri also is not a nominee anymore. As long as Abadi will not be nominated (by Sadr or his allies) then Amiri will not be nominated.”

The offer, which was presented by Al-Fattah through the UN delegation in Iraq, suggests that both Al-Sadr and Al-Amiri had to make some concessions to form the coalition.

Al-Abadi as a candidate for prime minister and Al-Maliki and his alliance as part of the coalition were sacrificed for the agreement, negotiators told Arab News.

Both men are cornerstones of the Dawa Party and have been the heads of successive governments since 2005 but they had a bitter fall out in 2014. Al-Abadi stood in as a compromise candidate for prime minister when Al-Maliki’s nomination for a third term was widely rejected because of his sectarian policies. Those policies were blamed for fueling the resentment that allowed Daesh to seize a third of Iraqi territory.

“Everyone is angry at the Dawa Party and they blame its leaders for what happened in Iraq since 2005. So it was not difficult to abandon it and its candidates,” a negotiator for Al-Sadr’s alliance said.

Al-Abadi’s nomination for the prime minister post had been backed by Al-Sadr and Ammar Al-Hakim, the head of Hikma, who controls 22 seats and is one of Al-Sadr’s key allies.

Both invested a large effort in promoting Al-Abadi during negotiations with the other blocs. They said he had not enough time to achieve his program in government because the first three years of his last term were dominated by fighting Daesh, the sources said.

“The problem of Abadi is he has not helped himself and has not helped us. He was creative in making mistakes along the last six months and his negotiating and media teams are weak,” a second Al-Sadr negotiator told Arab News.

“Now we have to find a candidate who is acceptable for Iran, the US and Najaf.

“Najaf is deeply involved this time and they (the clerics) have been using Sadr as their stick to pressure the political rivals.”

Najaf is led by Grand Ayatollah Ali Al-Sistani the most revered Shiite cleric. The city’s clergymen are seen by Iraqis as the sponsor of the political process that emerged after the 2003 US-led invasion that toppled Saddam Hussein and allowed the majority Shiites to take the reins of power through elections.

Sistani has been reluctant to interfere directly in the political process, but on Monday he made a rare intervention that changed the course of forming the next government.

Sistani’s office issued a statement saying he refused the nomination for the post of prime minister any politician who had previously exercised power.

“Abadi is out. That’s it. None of us would publically challenge the desire of Sistani,” a senior Shiite politician involved in the talks told Arab News. “We have many other more important things to worry about, so we moved on.”

The final decision over all the details related to the new ruling coalition and the nomination of the next government, including the president, the speaker of the parliament and the prime minister have to be concluded before Sept. 15.

Iran and the United States, the two main international players in Iraq’s political and security scene since 2003, seem to have agreed on this scenario, three negotiators from the various sides told Arab News. The US has backed Al-Abadi for a second term while Iran saw him as a threat to its interests in Iraq specifically after he announced his support for the economic sanctions imposed on Iran since Donald Trump withdrew America from a nuclear deal between Iran and world powers.

“It becomes clear for the Iranians that going without Sadr is not in their interest and that they have to deal with reality,” a key Al-Sadr negotiator told Arab News.

“The reality indicates that Fattah cannot form a government, which would be accepted by local, regional and international forces. The US would topple it within weeks.

“The Iranians do not have the ability to open a front against the Americans in Iraq, so they are satisfied by the blow that they directed to the Americans by burning Al-Abadi.

“Now, they (the Iranians) have decided to step back to let Sadr and the Americans to lead the negotiations and form the new coalition.”

Sadr and al-Amiri agree on the nomination of this figure for prime minister

(Watan News) – The list of Shiite candidates for the post of prime minister includes seven names, but the most fortunate among them so far is Adel Abdul Mahdi, a veteran Iraqi politician who has already occupied several sites after 2003, including the oil minister and vice president .

Dagher: $ 58.7 billion in Iraq’s hard currency reserves and 89 tons of gold

Economy News Baghdad – The director of financial operations and debt management at the Central Bank of Iraq, Dr. Mahmoud Mohammed Dagher, that Iraq’s foreign currency reserves amounted to 58.7 billion dollars, noting that the net reserves of the Central Bank of 48.3 billion dollars, and the rest is the balance of the Ministry of Finance at the bank.

“It is natural that all the countries in the world hold financial assets, namely bonds and remittances, especially the US, because they are highly reliable and easy to compare with other assets,” Dagher said in an interview with Al-Sabah Al-Jadeed newspaper.

He added that “the bank’s reserves of 48.3 billion dollars distributed across eight countries to preserve the risks and comes in the forefront of the United States, Switzerland, France and Britain, while the distribution of these reserves on several types, including cash and bonds and gold,” noting that “Iraq has 89 tons of gold And the depositor in London. ”

“We can have a dollar bond and can change it into bonds in the pound sterling, euro or yen, but you can buy gold, and we have US deposits in dollars. All of these items are in our possession,” he said.

I am telling you this now because I have knowledge of target dates already to get this done. I have a direct source in the CBI and we completed a recent long conversation over this issue of timing for the reinstatement. Again they reinforced to me that when we see the re-education process begin about the new smaller categories, this will be our signal they are going forward. If we don’t see it then we are in the window of 2019.

Al-Alsumaria News / Baghdad – The Center for Digital Media, on Thursday, that the abolition of European sanctions on the Central Bank will activate the service of PayPal officially in Iraq .

Dagher: $ 58.7 billion in Iraq’s hard currency reserves and 89 tons of gold

Economy News Baghdad – The director of financial operations and debt management at the Central Bank of Iraq, Dr. Mahmoud Mohammed Dagher, that Iraq’s foreign currency reserves amounted to 58.7 billion dollars, noting that the net reserves of the Central Bank of 48.3 billion dollars, and the rest is the balance of the Ministry of Finance at the bank.

US behind Attack on Iran’s Consulate in Basra: Iraqi MP

TEHRAN (Tasnim) – An Iraqi parliamentarian warned against “a dangerous plot” hatched by the US government to destroy the Arab country’s southern city of Basra, saying that Washington is responsible for all recent incidents, including a mob attack on Iran’s consulate in the city.

“The demonstrations in the Basra Province were originally followed legitimate and real demands and we agree with all of them,” Faleh al-Khazali, the representative of Basra at the Iraqi parliament, told the Tasnim News Agency.

However, the demonstrations were derailed by some saboteurs and intruders, who set fire to the offices of political groups and the Iranian consulate, he said, adding that these moves are part of a plot hatched to destroy Basra.

Targeting the headquarters of the Hashd al-Shaabi, and attacking the hospital where the group’s wounded members had been admitted and burning photos of the martyrs indicate that there is “a bigger and more dangerous plot”, the Iraqi lawmaker said.

He went on to say that the US consulate in Basra accompanied by some civil organizations are completely held accountable for the recent incidents in the city.

In the Friday attack, a mob of Iraqi protestors stormed the Iranian Consulate in Basra, destroyed the diplomatic mission’s properties, took down the flag of Iran and torched the building.

Later in the day, the Foreign Ministry summoned the Iraqi ambassador to Tehran in protest at the attack and the Iraqi police’s inaction despite the recent threats against the Iranian diplomatic mission.

Eleven people have been reported killed in the violent protests against corruption and lack of basic services in Basra over the past week.

The Iranian consulate’s building was not the first to be set on fire. The angry demonstrators had earlier set government buildings ablaze as well. The buildings included the headquarters of the local government, the ruling Dawa Party, the Supreme Islamic Council and the Badr Organization.

and they burn out Badr Organization offices – (this would be part of Ameri’s gang).

Fast forward to Ameri and Sadr hob-nobbing for the cameras all weekend. Abadi was actually IN BASRA with staff working out solutions for the people. How does demonstrators being so pissed at the Shia hardliners that they burn all their offices down somehow QUALIFY THEM to form the next “strong government”? Figure that one out.

Short story – it doesn’t. Their people are sick of no solutions and tried burning the Iranian influence out of their country.

Mnt Goat (Dinar Guru) –   Okay so once the prime minister is elected, they will have until mid Oct to get the reinstatement done. If they decide not to do it we may as well relax because we are waiting until EARLY 2019. I am telling you this now because I have knowledge of target dates already to get this done. I have a direct source in the CBI and we completed a recent long conversation over this issue of timing for the reinstatement. Again they reinforced to me that when we see the re-education process begin about the new smaller categories, this will be our signal they are going forward. If we don’t see it then we are in the window of 2019.

Rival Iraqi factions make coalition deal and end Al-Abadi’s prime minister hopes

BAGHDAD: Pro-Iran parties in Iraq reached a deal on Thursday to join a parliamentary coalition overseen by anti-Tehran cleric Muqtada Al-Sadr that ends Haider Al-Abadi’s hopes of hanging on as prime minister.

The compromise means members of the ruling Shiite Dawa Party will be excluded from competing for the post to lead the next government, negotiators involved in the talks told Arab News.

Al-Abadi, the head of Dawa’s political bureau, who was looking to win a second term, was the biggest loser in the deal. Nuri Al-Maliki, the former Iraqi prime minister and head of the State of Law coalition, who was hoping to play a key role in nominating the new head of government also lost out.

Iraqi’s Shiite rivals have been frantically competing to form the largest parliamentary coalition, since elections in May.

Muqtada Al-Sadr, one of the most influential Shiite clerics, whose Sairoon list came first, formed a 154-seat coalition including Al-Abadi and his Al-Nassir list.

At the same time, Hadi Al-Amiri, who heads the pro-Iranian Al-Fattah list, formed a coalition of 108 members, including Al-Maliki and his State of Law alliance.

Both Al-Sadr and Al-Amiri tried to register their coalitions in the first session of parliament on Sept. 3. The federal court had been requested to rule between them.

Violent demonstrations broke out in Basra, Iraq’s main oil hub, shortly afterwards. At least 15 demonstrators were shot dead, scores wounded and dozens of government and political party buildings set on fire, including the Iranian consulate.

Some political leaders saw the violence as an attempt to pressure negotiations in Baghdad, and Al-Sadr agreed to resume negotiations with Al-Amiri.

Several meetings were held between the two men in the last week at Al-Sadr’s residency in the holy city of Najaf, sources said.

“We have reached preliminary understandings with Al-Sadr and are working to turn them into agreements under the umbrella of Marjiyaa (the highest Shiite clerics in Iraq),” a key Al-Fattah negotiator told Arab News.

“Both Abadi and Maliki are out. Abadi is a part of the (new) coalition but he is not a candidate for the prime minister post.

“Amiri also is not a nominee anymore. As long as Abadi will not be nominated (by Sadr or his allies) then Amiri will not be nominated.”

The offer, which was presented by Al-Fattah through the UN delegation in Iraq, suggests that both Al-Sadr and Al-Amiri had to make some concessions to form the coalition.

Al-Abadi as a candidate for prime minister and Al-Maliki and his alliance as part of the coalition were sacrificed for the agreement, negotiators told Arab News.

Both men are cornerstones of the Dawa Party and have been the heads of successive governments since 2005 but they had a bitter fall out in 2014. Al-Abadi stood in as a compromise candidate for prime minister when Al-Maliki’s nomination for a third term was widely rejected because of his sectarian policies. Those policies were blamed for fueling the resentment that allowed Daesh to seize a third of Iraqi territory.

“Everyone is angry at the Dawa Party and they blame its leaders for what happened in Iraq since 2005. So it was not difficult to abandon it and its candidates,” a negotiator for Al-Sadr’s alliance said.

Al-Abadi’s nomination for the prime minister post had been backed by Al-Sadr and Ammar Al-Hakim, the head of Hikma, who controls 22 seats and is one of Al-Sadr’s key allies.

Both invested a large effort in promoting Al-Abadi during negotiations with the other blocs. They said he had not enough time to achieve his program in government because the first three years of his last term were dominated by fighting Daesh, the sources said.

“The problem of Abadi is he has not helped himself and has not helped us. He was creative in making mistakes along the last six months and his negotiating and media teams are weak,” a second Al-Sadr negotiator told Arab News.

“Now we have to find a candidate who is acceptable for Iran, the US and Najaf.

“Najaf is deeply involved this time and they (the clerics) have been using Sadr as their stick to pressure the political rivals.”

Najaf is led by Grand Ayatollah Ali Al-Sistani the most revered Shiite cleric. The city’s clergymen are seen by Iraqis as the sponsor of the political process that emerged after the 2003 US-led invasion that toppled Saddam Hussein and allowed the majority Shiites to take the reins of power through elections.

Sistani has been reluctant to interfere directly in the political process, but on Monday he made a rare intervention that changed the course of forming the next government.

Sistani’s office issued a statement saying he refused the nomination for the post of prime minister any politician who had previously exercised power.

“Abadi is out. That’s it. None of us would publically challenge the desire of Sistani,” a senior Shiite politician involved in the talks told Arab News. “We have many other more important things to worry about, so we moved on.”

The final decision over all the details related to the new ruling coalition and the nomination of the next government, including the president, the speaker of the parliament and the prime minister have to be concluded before Sept. 15.

Iran and the United States, the two main international players in Iraq’s political and security scene since 2003, seem to have agreed on this scenario, three negotiators from the various sides told Arab News. The US has backed Al-Abadi for a second term while Iran saw him as a threat to its interests in Iraq specifically after he announced his support for the economic sanctions imposed on Iran since Donald Trump withdrew America from a nuclear deal between Iran and world powers.

“It becomes clear for the Iranians that going without Sadr is not in their interest and that they have to deal with reality,” a key Al-Sadr negotiator told Arab News.

“The reality indicates that Fattah cannot form a government, which would be accepted by local, regional and international forces. The US would topple it within weeks.

“The Iranians do not have the ability to open a front against the Americans in Iraq, so they are satisfied by the blow that they directed to the Americans by burning Al-Abadi.

“Now, they (the Iranians) have decided to step back to let Sadr and the Americans to lead the negotiations and form the new coalition.”

Bragging about being the first in the region with SWIFT and that the are internationally compliant. Compliant with international remittances… Well they will need to pay the citizens abroad the HCL (Think Somo [State Organization for Marketing of Oil] ) by such means now won’t they? Yep…All in time… imo.

Abadi: We came to Basra with sufficient powers to develop the necessary solutions

(Baghdad: Al-Furat News) Prime Minister Haider al-Abadi held a meeting in the presence of the Governor of Basra and the President of the provincial council and a number of local officials and the accompanying ministerial team.

A statement from his office received the agency {Euphrates News} a copy of it, “During the meeting was a detailed study of the reality of services and in particular the provision of safe drinking water.”

Abadi stressed that “our visit to the province of Basra today aim to stand on the ground on the service conditions and to ensure the stability of the province and the normal life in it, and follow-up implementation of the decisions taken by the Council of Ministers for the province.”

“We have come to Basra today, accompanied by a ministerial team and a consultant with sufficient powers to develop the necessary solutions and meet the needs of citizens. We look forward to the coperation of everyone to serve the people of Basra and complete the necessary service projects.” To the people of Basra and to respond to their legitimate demands. ”

US behind Attack on Iran’s Consulate in Basra: Iraqi MP

TEHRAN (Tasnim) – An Iraqi parliamentarian warned against “a dangerous plot” hatched by the US government to destroy the Arab country’s southern city of Basra, saying that Washington is responsible for all recent incidents, including a mob attack on Iran’s consulate in the city.

“The demonstrations in the Basra Province were originally followed legitimate and real demands and we agree with all of them,” Faleh al-Khazali, the representative of Basra at the Iraqi parliament, told the Tasnim News Agency.

However, the demonstrations were derailed by some saboteurs and intruders, who set fire to the offices of political groups and the Iranian consulate, he said, adding that these moves are part of a plot hatched to destroy Basra.

Targeting the headquarters of the Hashd al-Shaabi, and attacking the hospital where the group’s wounded members had been admitted and burning photos of the martyrs indicate that there is “a bigger and more dangerous plot”, the Iraqi lawmaker said.

He went on to say that the US consulate in Basra accompanied by some civil organizations are completely held accountable for the recent incidents in the city.

In the Friday attack, a mob of Iraqi protestors stormed the Iranian Consulate in Basra, destroyed the diplomatic mission’s properties, took down the flag of Iran and torched the building.

Later in the day, the Foreign Ministry summoned the Iraqi ambassador to Tehran in protest at the attack and the Iraqi police’s inaction despite the recent threats against the Iranian diplomatic mission.

Eleven people have been reported killed in the violent protests against corruption and lack of basic services in Basra over the past week.

The Iranian consulate’s building was not the first to be set on fire. The angry demonstrators had earlier set government buildings ablaze as well. The buildings included the headquarters of the local government, the ruling Dawa Party, the Supreme Islamic Council and the Badr Organization.

The demonstrators burn down the local gov’t offices –  The Gov of Basra is of the ISIC party (Hakim’s Wisdom movement)…

The demonstrators burn down the Dawa Party HQ (Maliki’s Dawa faction)…

The demonstrators burn down SIC offices… (more of Hakim’s crew)

and they burn out Badr Organization offices – (this would be part of Ameri’s gang).

Fast forward to Ameri and Sadr hob-nobbing for the cameras all weekend. Abadi was actually IN BASRA with staff working out solutions for the people. How does demonstrators being so pissed at the Shia hardliners that they burn all their offices down somehow QUALIFY THEM to form the next “strong government”? Figure that one out.

Short story – it doesn’t. Their people are sick of no solutions and tried burning the Iranian influence out of their country.

There were many parts to it over the years. Now they must pay out a % excess oil revenues to the citizens (a law was passed in parliament…supposed to begin as of Sept 5th). Do they need to pay out prior to the reinstatement permission. It was also promised during the 2010 election by Nori al-Maliki and neither delivered on it. This was of course a major blunder on the part of PM Abadi 2014-2018 for, if he did deliver, there would be no further discussions and the Kurds would side with the Sadr Movement as they could then feel they could trust and move forward. So…all three of these needed points are not yet implemented or guaranteed. [post 3 of 3]

Kurdistan Union: Kurdish parties will decide to form the largest bloc during the next two days

Information / special … Patriotic Union of Kurdistan ( PUK ) , confirmed on Monday that the Kurdish parties in the Kurdistan region will be resolved is to join the largest bloc over the next two days, between the Kurdish parties will be the touchstone in the formation of the largest bloc and the government.

New Iraqi lawmakers begin process to activate next parliament (This is the play-by-play from last Sunday)

Officials, diplomats, media witness convening of new Iraqi parliament

BAGHDAD, Iraq — Iraq’s Fourth Council of Representatives is convening on Monday at 11 a.m.

Candidates who won seats in the parliamentary election on May 12 are being sworn in.

In the first session, which is presided over by the eldest member, the new MPs shall select a speaker and deputies.

The speaker will then choose Iraq’s next president.

Two main blocs have emerged. One is led by incumbent Prime Minister Haider al-Abadi, the other by his predecessor incumbent Vice President Nouri al-Maliki. The former leads Nasr, while the later leads State of Law.

Both have announced they have the largest bloc, although both are likely to still curry the favor of some of the country’s Sunni and Kurdistani parties, which remain uncommitted.

President Masum urges separation of powers

Incumbent Iraqi President Fuad Masum emphasized the need for the three branches of the government to be respectful for a strong democracy.

“A sense of pride and confidence consumes me as I talk to you in the opening of the fourth legislative term of the Council of Representatives…” said Masum. “In this phase filled with hope in the history of our people, whereby Iraq regains its proper position realistically with confidence regionally and internationally.”

Iraqis need sustainable and long-term growth, for job creation for the youth, and for social stability and peace, according to Masum
Masum urged different branches of the state, judiciary, legislature and the executive to respect each other and be separate based on the constitutions.

In addition to Masum, who didn’t run for parliament, several incumbent leaders are present: Prime Minister Haider al-Abadi, Speaker Salim al-Jabouri, and Vice President Nouri al-Maliki.

“Serious tasks are upon the shoulders of your Council,” said Masum.

Abadi urges security institutions, government, parliament to be united

Haider al-Abadi emphasized that no militias are above the rule of law and he urged parliament to cooperate with the future government.

“At first, I would like to congratulate the winning MPs for gaining the confidence of the people. I call on the new Council of Representatives to cooperate with the future government, to be formed, Inshallah, later by this Council and to work on finalizing priority legislations.”

Abadi blamed divisions and sectarian entrenchment on the ISIS conflict.

“The next government will be handed a united, liberated country, with security, social stability, and basis to improve the economic conditions and meet the expectations of our people in a better life,” said Abadi.

He hinted that no militias are above the rule of law.

“There is no other alternative to the imposition of state authority and rule of law, and no other banner shall rule supreme over the banner of one Iraq, and there is no room for arms outside state control,” said Abadi.

Issues of all Iraqis, from the north to the south, can be resolved without discriminating against anyone, he explained.

Jabouri says despite being limited, previous parliament upheld democracy

Salim al-Jabouri argued that previous parliament had owned up to its constitutional powers through the monitoring and legislative actions.

“Our third term established unique parliamentary norms and democratic norms,” said Jabouri.

Parliamentary committees had worked and presented “unprecedented results” from their reports, according to Jabouri. The oversight work of the parliament has become its “unique theme.”

He added that the legal system of Iraq has minimized the role of the legislature.

“Despite these hurdles and others, there have been achievements no neutral [individual] can deny to belittle,” said Jabouri.

“I have confidence in your ability in overcoming this phase and helping the country find safe harbor,” said Jabouri, adding he had faith Baghdad could be the “house of peace and intellect” again and to again become a regional leader.

Iraq’s parliamentary session was suspended for one hour after speaker pro tem Mohammed Ali Zaini, requested for the largest bloc to present itself.

Zaini, as the oldest MP, is presiding over the first session of parliament until the next Speaker of Parliament is chosen by private, secret vote.

Hadi al-Amiri’s Fatih, Nouri al-Maliki’s State of Law Coalition walked out, as did the KDP-PUK bloc.

According to Iraqi PM’s media office, Abadi visited the Hashd al-Shaabi commission HQ to ‘check conditions,’ while exalting the ‘heroism’ of Hashd al-Shaabi fighters.

He stressed he is willing to guarantee the rights of the Hashd.

Abadi then declared himself head of the Hashd al-Shaabi commission.

Dagher: $ 58.7 billion in Iraq’s hard currency reserves and 89 tons of gold

Economy News Baghdad – The director of financial operations and debt management at the Central Bank of Iraq, Dr. Mahmoud Mohammed Dagher, that Iraq’s foreign currency reserves amounted to 58.7 billion dollars, noting that the net reserves of the Central Bank of 48.3 billion dollars, and the rest is the balance of the Ministry of Finance at the bank.

“It is natural that all the countries in the world hold financial assets, namely bonds and remittances, especially the US, because they are highly reliable and easy to compare with other assets,” Dagher said in an interview with Al-Sabah Al-Jadeed newspaper.

He added that “the bank’s reserves of 48.3 billion dollars distributed across eight countries to preserve the risks and comes in the forefront of the United States, Switzerland, France and Britain, while the distribution of these reserves on several types, including cash and bonds and gold,” noting that “Iraq has 89 tons of gold And the depositor in London. ”

“We can have a dollar bond and can change it into bonds in the pound sterling, euro or yen, but you can buy gold, and we have US deposits in dollars. All of these items are in our possession,” he said.

“The citizen has the right to replace the local currency (dinar) in the US currency (dollar) through the window of the currency, which was called (auction currencies) to finance the import and this is applicable in all countries of the world, because the government alone has a dollar of exports Oil, and in return the dinar is withdrawn to pay salaries and finance projects in the sectors of construction, agriculture and industry.

He pointed out that “the Iraqi citizen can now travel for treatment or rest and recreation or even the acquisition of housing, all through the replacement of the national currency in foreign currency in the case of any citizen in any country in the world, while this was prohibited in the time of the former regime.

Officials, diplomats, media witness convening of new Iraqi parliament

BAGHDAD, Iraq — Iraq’s Fourth Council of Representatives is convening on Monday at 11 a.m.

Candidates who won seats in the parliamentary election on May 12 are being sworn in.

In the first session, which is presided over by the eldest member, the new MPs shall select a speaker and deputies.

The speaker will then choose Iraq’s next president.

Two main blocs have emerged. One is led by incumbent Prime Minister Haider al-Abadi, the other by his predecessor incumbent Vice President Nouri al-Maliki. The former leads Nasr, while the later leads State of Law.

Both have announced they have the largest bloc, although both are likely to still curry the favor of some of the country’s Sunni and Kurdistani parties, which remain uncommitted.

President Masum urges separation of powers

Incumbent Iraqi President Fuad Masum emphasized the need for the three branches of the government to be respectful for a strong democracy.

“A sense of pride and confidence consumes me as I talk to you in the opening of the fourth legislative term of the Council of Representatives…” said Masum. “In this phase filled with hope in the history of our people, whereby Iraq regains its proper position realistically with confidence regionally and internationally.”

Iraqis need sustainable and long-term growth, for job creation for the youth, and for social stability and peace, according to Masum
Masum urged different branches of the state, judiciary, legislature and the executive to respect each other and be separate based on the constitutions.

In addition to Masum, who didn’t run for parliament, several incumbent leaders are present: Prime Minister Haider al-Abadi, Speaker Salim al-Jabouri, and Vice President Nouri al-Maliki.

“Serious tasks are upon the shoulders of your Council,” said Masum.

Haider al-Abadi emphasized that no militias are above the rule of law and he urged parliament to cooperate with the future government.

“At first, I would like to congratulate the winning MPs for gaining the confidence of the people. I call on the new Council of Representatives to cooperate with the future government, to be formed, Inshallah, later by this Council and to work on finalizing priority legislations.”

Abadi blamed divisions and sectarian entrenchment on the ISIS conflict.

“The next government will be handed a united, liberated country, with security, social stability, and basis to improve the economic conditions and meet the expectations of our people in a better life,” said Abadi.

He hinted that no militias are above the rule of law.

“There is no other alternative to the imposition of state authority and rule of law, and no other banner shall rule supreme over the banner of one Iraq, and there is no room for arms outside state control,” said Abadi.

Issues of all Iraqis, from the north to the south, can be resolved without discriminating against anyone, he explained.

Salim al-Jabouri argued that previous parliament had owned up to its constitutional powers through the monitoring and legislative actions.

“Our third term established unique parliamentary norms and democratic norms,” said Jabouri.

Parliamentary committees had worked and presented “unprecedented results” from their reports, according to Jabouri. The oversight work of the parliament has become its “unique theme.”

He added that the legal system of Iraq has minimized the role of the legislature.

“Despite these hurdles and others, there have been achievements no neutral [individual] can deny to belittle,” said Jabouri.

“I have confidence in your ability in overcoming this phase and helping the country find safe harbor,” said Jabouri, adding he had faith Baghdad could be the “house of peace and intellect” again and to again become a regional leader.

Iraq’s parliamentary session was suspended for one hour after speaker pro tem Mohammed Ali Zaini, requested for the largest bloc to present itself.

Zaini, as the oldest MP, is presiding over the first session of parliament until the next Speaker of Parliament is chosen by private, secret vote.

Hadi al-Amiri’s Fatih, Nouri al-Maliki’s State of Law Coalition walked out, as did the KDP-PUK bloc.

Abadi: We came to Basra with sufficient powers to develop the necessary solutions

(Baghdad: Al-Furat News) Prime Minister Haider al-Abadi held a meeting in the presence of the Governor of Basra and the President of the provincial council and a number of local officials and the accompanying ministerial team.

US behind Attack on Iran’s Consulate in Basra: Iraqi MP

TEHRAN (Tasnim) – An Iraqi parliamentarian warned against “a dangerous plot” hatched by the US government to destroy the Arab country’s southern city of Basra, saying that Washington is responsible for all recent incidents, including a mob attack on Iran’s consulate in the city.

“The demonstrations in the Basra Province were originally followed legitimate and real demands and we agree with all of them,” Faleh al-Khazali, the representative of Basra at the Iraqi parliament, told the Tasnim News Agency.

However, the demonstrations were derailed by some saboteurs and intruders, who set fire to the offices of political groups and the Iranian consulate, he said, adding that these moves are part of a plot hatched to destroy Basra.

Targeting the headquarters of the Hashd al-Shaabi, and attacking the hospital where the group’s wounded members had been admitted and burning photos of the martyrs indicate that there is “a bigger and more dangerous plot”, the Iraqi lawmaker said.

He went on to say that the US consulate in Basra accompanied by some civil organizations are completely held accountable for the recent incidents in the city.

In the Friday attack, a mob of Iraqi protestors stormed the Iranian Consulate in Basra, destroyed the diplomatic mission’s properties, took down the flag of Iran and torched the building.

Later in the day, the Foreign Ministry summoned the Iraqi ambassador to Tehran in protest at the attack and the Iraqi police’s inaction despite the recent threats against the Iranian diplomatic mission.

Eleven people have been reported killed in the violent protests against corruption and lack of basic services in Basra over the past week.

The Iranian consulate’s building was not the first to be set on fire. The angry demonstrators had earlier set government buildings ablaze as well. The buildings included the headquarters of the local government, the ruling Dawa Party, the Supreme Islamic Council and the Badr Organization.

The demonstrators burn down the Dawa Party HQ (Maliki’s Dawa faction)…

The demonstrators burn down SIC offices… (more of Hakim’s crew)

and they burn out Badr Organization offices – (this would be part of Ameri’s gang).

Fast forward to Ameri and Sadr hob-nobbing for the cameras all weekend. Abadi was actually IN BASRA with staff working out solutions for the people. How does demonstrators being so pissed at the Shia hardliners that they burn all their offices down somehow QUALIFY THEM to form the next “strong government”? Figure that one out.

Short story – it doesn’t. Their people are sick of no solutions and tried burning the Iranian influence out of their country.

Officials, diplomats, media witness convening of new Iraqi parliament

BAGHDAD, Iraq — Iraq’s Fourth Council of Representatives is convening on Monday at 11 a.m.

Candidates who won seats in the parliamentary election on May 12 are being sworn in.

In the first session, which is presided over by the eldest member, the new MPs shall select a speaker and deputies.

The speaker will then choose Iraq’s next president.

Two main blocs have emerged. One is led by incumbent Prime Minister Haider al-Abadi, the other by his predecessor incumbent Vice President Nouri al-Maliki. The former leads Nasr, while the later leads State of Law.

Both have announced they have the largest bloc, although both are likely to still curry the favor of some of the country’s Sunni and Kurdistani parties, which remain uncommitted.

President Masum urges separation of powers

Incumbent Iraqi President Fuad Masum emphasized the need for the three branches of the government to be respectful for a strong democracy.

“A sense of pride and confidence consumes me as I talk to you in the opening of the fourth legislative term of the Council of Representatives…” said Masum. “In this phase filled with hope in the history of our people, whereby Iraq regains its proper position realistically with confidence regionally and internationally.”

Iraqis need sustainable and long-term growth, for job creation for the youth, and for social stability and peace, according to Masum
Masum urged different branches of the state, judiciary, legislature and the executive to respect each other and be separate based on the constitutions.

In addition to Masum, who didn’t run for parliament, several incumbent leaders are present: Prime Minister Haider al-Abadi, Speaker Salim al-Jabouri, and Vice President Nouri al-Maliki.

“Serious tasks are upon the shoulders of your Council,” said Masum.

Abadi urges security institutions, government, parliament to be united

Haider al-Abadi emphasized that no militias are above the rule of law and he urged parliament to cooperate with the future government.

“At first, I would like to congratulate the winning MPs for gaining the confidence of the people. I call on the new Council of Representatives to cooperate with the future government, to be formed, Inshallah, later by this Council and to work on finalizing priority legislations.”

Abadi blamed divisions and sectarian entrenchment on the ISIS conflict.

“The next government will be handed a united, liberated country, with security, social stability, and basis to improve the economic conditions and meet the expectations of our people in a better life,” said Abadi.

He hinted that no militias are above the rule of law.

“There is no other alternative to the imposition of state authority and rule of law, and no other banner shall rule supreme over the banner of one Iraq, and there is no room for arms outside state control,” said Abadi.

Issues of all Iraqis, from the north to the south, can be resolved without discriminating against anyone, he explained.

Jabouri says despite being limited, previous parliament upheld democracy

Salim al-Jabouri argued that previous parliament had owned up to its constitutional powers through the monitoring and legislative actions.

“Our third term established unique parliamentary norms and democratic norms,” said Jabouri.

Parliamentary committees had worked and presented “unprecedented results” from their reports, according to Jabouri. The oversight work of the parliament has become its “unique theme.”

He added that the legal system of Iraq has minimized the role of the legislature.

“Despite these hurdles and others, there have been achievements no neutral [individual] can deny to belittle,” said Jabouri.

“I have confidence in your ability in overcoming this phase and helping the country find safe harbor,” said Jabouri, adding he had faith Baghdad could be the “house of peace and intellect” again and to again become a regional leader.

Parliament in recess

Iraq’s parliamentary session was suspended for one hour after speaker pro tem Mohammed Ali Zaini, requested for the largest bloc to present itself.

Zaini, as the oldest MP, is presiding over the first session of parliament until the next Speaker of Parliament is chosen by private, secret vote.

Hadi al-Amiri’s Fatih, Nouri al-Maliki’s State of Law Coalition walked out, as did the KDP-PUK bloc.

According to Iraqi PM’s media office, Abadi visited the Hashd al-Shaabi commission HQ to ‘check conditions,’ while exalting the ‘heroism’ of Hashd al-Shaabi fighters.

He stressed he is willing to guarantee the rights of the Hashd.

Abadi then declared himself head of the Hashd al-Shaabi commission.

Iraqis are waiting to activate the law of the National Oil Company in September

Parliamentarians and economists and the Iraqi street are expected to sign on September 5, the date of announcing the activation of the law of the National Oil Company, which set 10 percent of the sales of oil to put in special funds for distribution to the Iraqis. To abide by the date stipulated by the law, to restore confidence between the street and the government, especially that the law will give each citizen a share of the oil of his country.

The law of the National Oil Company includes a clause that the Executive Authority must implement six months after its approval by the Chamber of Deputies. The law entered into force on 17 April last after it was published in the official newspaper. On 5 March, Which gave each Iraqi resident within the country a share of oil deducted 10 percent of total sales.

The MP for the province of Basra, Abdul Salam al-Maliki, the government to «respect the date provided by the law, most citizens are convinced that any law benefit from it financially initiated and not work, which will increase internal tension».

Maliki said in a statement that «the law is a national achievement distinctive, and almost the best for the Iraqis since 2003, as will give each Iraqi share of the oil of his country in a fair and clear».

He stressed that «the provisions of the law can reduce poverty rates and increase the welfare of the citizen and strengthen the national spirit and the sense of equality for all». “This law does not include Iraqis abroad. Therefore, it will be considered an invitation to the return of our children from the expatriates and immigrants. Our country is poor, but the conditions forced citizens to travel, along with the mismanagement and occupation, and resulting in chaos and corruption that led to unsatisfactory results for the people.”

As for the conflict of law with other laws, Maliki said: “It will not conflict with any other law such as petrodollars or oil licenses and oil investment agreements with foreign companies, because it is a deduction of 10 percent of the proceeds of selling oil in the United Nations Development Fund for Iraq, The transfer of funds to the Central Bank, which will distribute the amounts in the form of shares on behalf of every citizen ». And the quotas of oil-producing provinces,

Maliki said that «the budget and in agreement with the Prime Minister granted provinces producing under the Petrodollar 20% will be devoted to the fulfillment of debts or allocations that have not been implemented during the past years with the actual quota of 5 percent for each barrel product, will be allocated service projects to productive provinces and develop their reality Al-Omrani, Al-Khademi and others. ”

“The National Oil Company has allocated a fund for generations, and the shares in the national company is not bought or sold because it belongs to the citizen, a law that would achieve economic benefit for the Iraqi people,” said a member of the former oil and gas committee. The law required the Kurdistan region to hand over the quantities of oil produced in its fields to the national oil marketing company «Sumo», otherwise they will not be given to the residents of the region ».

BGG ~ Where are we with this investment?

It’s something I get asked all the time. So many have been wrong – me included.

Here are some thoughts on the current situation that may help some folks. So many say the politics don’t matter to the currency. This isn’t exactly accurate. The politics impact the economy… Iraq’s currency is, by many astute accounts, “grossly undervalued”. A basic definition of currency? It is a promissory note on the underlying economy of the country.

I am assuming any governing body with say in this matter is going to refrain until the results are final and a government transition is made or is being made. Just my thinking.

How is this formation coming along? There are now two main groups competing for the chance to form the next GOI.

On one side you have the “Nucleus” of Sadr, Abadi, Hakim and Allawi… roughly 136 seats (the largest bloc will need at least 165). Abadi seems to be the clear favorite from this group to lead for another term.

On the other side there is Ameri and Maliki with 73 seats – it seems to me, most of the delay has been from this side of the aisle. They have burned ballot boxes (Maliki, that is…) cried fraud, stalled, steered, stared and stalked over and over.

Why? They need to delay things long enough to cause some drama and along the way figure out how to patch together some kind of wicked alliance that will get them to 165.

The remaining players (still in play and up for grabs) are the KDP with 25 seats, the PUK with 18 seats and the “National axis” created just recently of middle of the road Sunnis – Nujafi, etc, etc, etc… who have roughly 20 seats. These three groups (the KDP, PUK and the Axis) appear to have entered into some kind of loose negotiating alliance with one another.

Whichever side attracts this group or part of this group, probably wins.

Barzani has been making noise that he and Maliki are the closest. This doesn’t surprise me. These two have been in some hinky, crooked alliance going way back.

However, there is also news the Sunni “axis”, with those roughly 20 seats are already about to join the “Nucleus”… if this is true… and if the recent news of Sadr and Abadi making big concessions in Kurkuk to the Kurds (not to the Barzani family directly)… is accurate… well, from there the electoral math for Ameri and Maliki gets very, VERY difficult. I’ll leave you to your calculators.

When? No clue – but all of the above is why Abadi has been pushing for a quick resolution. Sooner is better for them and worse for the bad actors. Speaking of which – it would also not be impossible for a late stage defection of Ameri to the “Nucleus”… it’s on the table. When he gets the idea it’s inevitable, he may well move.

As a footnote: one more bad move by Barzani (as in; the referendum) landing him on the wrong side of history with his hand in the cookie jar… might well get he and the KDP HAMMERED in the free and fair KRG elections supposedly coming in September – which you can bet will be overseen by the UNHRC (the UN).

In fact, the PUK (Barzani’s counterparts in Kurdistan) might well allow Barzani to make such a move and then split from him – aligning with Sadr and Abadi… If this happens, it’s a slam dunk for the “Nucleous” without Barzani. It would also probably doom Barzani and the KDP in the fall. Not an impossible scenario.

Short story: I am very encouraged with what we are seeing in the news right now. It’s no guarantee of anything right away – but it looks like some big moves being in the right direction.

Adam Montana   […if the current leader doesn’t stay in…who is waiting in the wings and how’s it looking (in your opinion) if they take the reins in Iraq?]  I have a long list of potential government structures, with quite a few variations regarding the “who’s who” and “where they are” on the totem pole over there… all of my possibilities that I’ve drawn up seem fine to me. The ONLY scenario that I would cringe at is if Maliki somehow took over Abadi’s current role… that would be a serious setback of at least a couple years, IMO. I don’t see that happening… If it doesn’t, then I think we’re going to be in good hands.

Iraq’s Maliki sidelined as Kurds and Sunnis seek Sadr coalition

Sadr’s Sairoon bloc says it expects deal to establish biggest alliance in parliament

Iraq’s Kurdish and Sunni blocs have expressed their willingness to form a coalition with election winner Moqtada Al Sadr, an indication that former Prime Minister Nouri Al Maliki, who is seeking power, could lose his grip over the country’s political scene.

Mr Al Sadr’s Sairoon bloc and Mr Al Maliki’s State of Law coalition have been competing to strike a deal with the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) as well as Sunni blocs to establish the biggest ruling alliance in parliament.

“There are signs of agreement between the Kurds and the Sunnis to ally with Sairoon,” Raed Fahmi, a prominent politician in Sairoon’s bloc said on Sunday.

Yet, Kurdish parties will play a central role in the formation of the next government as they collectively secured over 40 seats in the May elections. They have yet to officially announce their alliance.

The Kurdish parties have set conditions for allying with the major blocs, PUK leader Arez Abduallah said in a statement.

“Our conditions are constitutional and include the existence of a government with a true national partnership that is in balance with the constitution,” Mr Abduallah said, adding that his party will ally with the bloc that is “consistent with our political vision”.

The development is seen as a blow to Mr Al Maliki’s efforts as he seeks to gain support from the northern Iraqi parties. During his time in power, he was criticised for alienating Sunnis and Kurds by excluding them from key positions and undermining power-sharing in Iraq.

This morning the inaugural session of the new Parliament is scheduled, during which the president will be elected (a Sunni, by tradition). This will be joined by two other deputies.

The deputies then have 30 days to choose the future president of the Republic, in this case a Kurd according to the recent history of the country. He will have to get two thirds of the parliamentary seats and, once elected, will have 15 days to entrust the task to the largest block – in this case Sadr and Abadi – for the formation of the government.

The Kurdish parties, divided within them, have yet to formalize the names of the candidates for president, the most important in the country although it plays a largely symbolic role. At the same time, the outgoing premier Haider al-Abadi. supported by the West and having reached third place in the last elections with its 42 seats, will almost certainly maintain his position as head of government.

Analysts and experts recall that the Iraqi political system is designed so that no one, leader or political group, can dominate parliament; the goal is to prevent the return of a dictator or strongman, after the fall of Saddam Hussein in 2003.

The start of parliamentary work and the birth of a block that has the numbers to form the new government ends months of doubts and uncertainties related to allegations of fraud that emerged following the vote. BGG ~ Wow – I was suspicious this might happen. While Barzani was crowing about being closer to Maliki, Sadr and Abadi did it without them. 177 deputies and no mention of the Kurds.

Now, something to watch is these upcoming KRG (regional) elections in September, not that it means much (or anything) to the currency investment…

…but as I postulated on the recent call – a misstep like this on Barzani’s part could spell trouble for he and his party in the upcoming regional elections.

He’s had a couple of monster political fumbles. This is a biggie.

The Kurds should have signed quickly. Instead they tried to be the “king makers” (like they were last time) and it blew up in their faces.

BTW – the electoral possibility was always there for it to work out like this (as I explained). However improbable, it was not an impossible scenario. The math was there – but WHOA. Big statement by Iraq.

These smaller parties realized, if they didn’t get in quick, they would be the ones left scratching for crumbs. As it turns out, they have put themselves in a much better position for the future.

BGG ~ Wow – I was suspicious this might happen. While Barzani was crowing about being closer to Maliki, Sadr and Abadi did it without them. 177 deputies and no mention of the Kurds.

Now, something to watch is these upcoming KRG (regional) elections in September, not that it means much (or anything) to the currency investment…

…but as I postulated on the recent call – a misstep like this on Barzani’s part could spell trouble for he and his party in the upcoming regional elections.

He’s had a couple of monster political fumbles. This is a biggie.

The Kurds should have signed quickly. Instead they tried to be the “king makers” (like they were last time) and it blew up in their faces.

BTW – the electoral possibility was always there for it to work out like this (as I explained). However improbable, it was not an impossible scenario. The math was there – but WHOA. Big statement by Iraq.

These smaller parties realized, if they didn’t get in quick, they would be the ones left scratching for crumbs. As it turns out, they have put themselves in a much better position for the future.

Iraqis are waiting to activate the law of the National Oil Company in September

Parliamentarians and economists and the Iraqi street are expected to sign on September 5, the date of announcing the activation of the law of the National Oil Company, which set 10 percent of the sales of oil to put in special funds for distribution to the Iraqis. To abide by the date stipulated by the law, to restore confidence between the street and the government, especially that the law will give each citizen a share of the oil of his country.

The law of the National Oil Company includes a clause that the Executive Authority must implement six months after its approval by the Chamber of Deputies. The law entered into force on 17 April last after it was published in the official newspaper. On 5 March, Which gave each Iraqi resident within the country a share of oil deducted 10 percent of total sales.

The MP for the province of Basra, Abdul Salam al-Maliki, the government to «respect the date provided by the law, most citizens are convinced that any law benefit from it financially initiated and not work, which will increase internal tension».

Maliki said in a statement that «the law is a national achievement distinctive, and almost the best for the Iraqis since 2003, as will give each Iraqi share of the oil of his country in a fair and clear».

He stressed that «the provisions of the law can reduce poverty rates and increase the welfare of the citizen and strengthen the national spirit and the sense of equality for all». “This law does not include Iraqis abroad. Therefore, it will be considered an invitation to the return of our children from the expatriates and immigrants. Our country is poor, but the conditions forced citizens to travel, along with the mismanagement and occupation, and resulting in chaos and corruption that led to unsatisfactory results for the people.”

As for the conflict of law with other laws, Maliki said: “It will not conflict with any other law such as petrodollars or oil licenses and oil investment agreements with foreign companies, because it is a deduction of 10 percent of the proceeds of selling oil in the United Nations Development Fund for Iraq, The transfer of funds to the Central Bank, which will distribute the amounts in the form of shares on behalf of every citizen ». And the quotas of oil-producing provinces,

Maliki said that «the budget and in agreement with the Prime Minister granted provinces producing under the Petrodollar 20% will be devoted to the fulfillment of debts or allocations that have not been implemented during the past years with the actual quota of 5 percent for each barrel product, will be allocated service projects to productive provinces and develop their reality Al-Omrani, Al-Khademi and others. ”

“The National Oil Company has allocated a fund for generations, and the shares in the national company is not bought or sold because it belongs to the citizen, a law that would achieve economic benefit for the Iraqi people,” said a member of the former oil and gas committee. The law required the Kurdistan region to hand over the quantities of oil produced in its fields to the national oil marketing company «Sumo», otherwise they will not be given to the residents of the region ».

BGG ~ Where are we with this investment?

It’s something I get asked all the time. So many have been wrong – me included.

Here are some thoughts on the current situation that may help some folks. So many say the politics don’t matter to the currency. This isn’t exactly accurate. The politics impact the economy… Iraq’s currency is, by many astute accounts, “grossly undervalued”. A basic definition of currency? It is a promissory note on the underlying economy of the country.

I am assuming any governing body with say in this matter is going to refrain until the results are final and a government transition is made or is being made. Just my thinking.

How is this formation coming along? There are now two main groups competing for the chance to form the next GOI.

On one side you have the “Nucleus” of Sadr, Abadi, Hakim and Allawi… roughly 136 seats (the largest bloc will need at least 165). Abadi seems to be the clear favorite from this group to lead for another term.

On the other side there is Ameri and Maliki with 73 seats – it seems to me, most of the delay has been from this side of the aisle. They have burned ballot boxes (Maliki, that is…) cried fraud, stalled, steered, stared and stalked over and over.

Why? They need to delay things long enough to cause some drama and along the way figure out how to patch together some kind of wicked alliance that will get them to 165.

The remaining players (still in play and up for grabs) are the KDP with 25 seats, the PUK with 18 seats and the “National axis” created just recently of middle of the road Sunnis – Nujafi, etc, etc, etc… who have roughly 20 seats. These three groups (the KDP, PUK and the Axis) appear to have entered into some kind of loose negotiating alliance with one another.

Whichever side attracts this group or part of this group, probably wins.

Barzani has been making noise that he and Maliki are the closest. This doesn’t surprise me. These two have been in some hinky, crooked alliance going way back.

However, there is also news the Sunni “axis”, with those roughly 20 seats are already about to join the “Nucleus”… if this is true… and if the recent news of Sadr and Abadi making big concessions in Kurkuk to the Kurds (not to the Barzani family directly)… is accurate… well, from there the electoral math for Ameri and Maliki gets very, VERY difficult. I’ll leave you to your calculators.

When? No clue – but all of the above is why Abadi has been pushing for a quick resolution. Sooner is better for them and worse for the bad actors. Speaking of which – it would also not be impossible for a late stage defection of Ameri to the “Nucleus”… it’s on the table. When he gets the idea it’s inevitable, he may well move.

As a footnote: one more bad move by Barzani (as in; the referendum) landing him on the wrong side of history with his hand in the cookie jar… might well get he and the KDP HAMMERED in the free and fair KRG elections supposedly coming in September – which you can bet will be overseen by the UNHRC (the UN).

In fact, the PUK (Barzani’s counterparts in Kurdistan) might well allow Barzani to make such a move and then split from him – aligning with Sadr and Abadi… If this happens, it’s a slam dunk for the “Nucleous” without Barzani. It would also probably doom Barzani and the KDP in the fall. Not an impossible scenario.

Short story: I am very encouraged with what we are seeing in the news right now. It’s no guarantee of anything right away – but it looks like some big moves being in the right direction.

Adam Montana   […if the current leader doesn’t stay in…who is waiting in the wings and how’s it looking (in your opinion) if they take the reins in Iraq?]  I have a long list of potential government structures, with quite a few variations regarding the “who’s who” and “where they are” on the totem pole over there… all of my possibilities that I’ve drawn up seem fine to me. The ONLY scenario that I would cringe at is if Maliki somehow took over Abadi’s current role… that would be a serious setback of at least a couple years, IMO. I don’t see that happening… If it doesn’t, then I think we’re going to be in good hands.

Iraq’s Maliki sidelined as Kurds and Sunnis seek Sadr coalition

Sadr’s Sairoon bloc says it expects deal to establish biggest alliance in parliament

Iraq’s Kurdish and Sunni blocs have expressed their willingness to form a coalition with election winner Moqtada Al Sadr, an indication that former Prime Minister Nouri Al Maliki, who is seeking power, could lose his grip over the country’s political scene.

Mr Al Sadr’s Sairoon bloc and Mr Al Maliki’s State of Law coalition have been competing to strike a deal with the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) as well as Sunni blocs to establish the biggest ruling alliance in parliament.

“There are signs of agreement between the Kurds and the Sunnis to ally with Sairoon,” Raed Fahmi, a prominent politician in Sairoon’s bloc said on Sunday.

Yet, Kurdish parties will play a central role in the formation of the next government as they collectively secured over 40 seats in the May elections. They have yet to officially announce their alliance.

The Kurdish parties have set conditions for allying with the major blocs, PUK leader Arez Abduallah said in a statement.

“Our conditions are constitutional and include the existence of a government with a true national partnership that is in balance with the constitution,” Mr Abduallah said, adding that his party will ally with the bloc that is “consistent with our political vision”.

The development is seen as a blow to Mr Al Maliki’s efforts as he seeks to gain support from the northern Iraqi parties. During his time in power, he was criticised for alienating Sunnis and Kurds by excluding them from key positions and undermining power-sharing in Iraq.

Sairoon says forming new government ‘around the corner’

Sairoon coalition announced on Wednesday that it has become closer than ever to announce the biggest bloc which is assigned to form the next government.

Spokesman of the coalition, Jawad al-Mussawi said that they succeeded to reach the number required to form the next government, noting that the door will be open for all parties.

He asserted that the bloc aspires to the inclusion of more members in the future as many of lawmakers expressed their willings to join the bloc.

Sairoon coalition still to be the only coalition which has a clear programme which will help to leapfrog many sectors such as health and economy, Mussawi said.

Adam Montana   […if the current leader doesn’t stay in…who is waiting in the wings and how’s it looking (in your opinion) if they take the reins in Iraq?]  I have a long list of potential government structures, with quite a few variations regarding the “who’s who” and “where they are” on the totem pole over there… all of my possibilities that I’ve drawn up seem fine to me. The ONLY scenario that I would cringe at is if Maliki somehow took over Abadi’s current role… that would be a serious setback of at least a couple years, IMO. I don’t see that happening… If it doesn’t, then I think we’re going to be in good hands.

Iraq’s Maliki sidelined as Kurds and Sunnis seek Sadr coalition

Sadr’s Sairoon bloc says it expects deal to establish biggest alliance in parliament

Iraq’s Kurdish and Sunni blocs have expressed their willingness to form a coalition with election winner Moqtada Al Sadr, an indication that former Prime Minister Nouri Al Maliki, who is seeking power, could lose his grip over the country’s political scene.

Mr Al Sadr’s Sairoon bloc and Mr Al Maliki’s State of Law coalition have been competing to strike a deal with the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) as well as Sunni blocs to establish the biggest ruling alliance in parliament.

“There are signs of agreement between the Kurds and the Sunnis to ally with Sairoon,” Raed Fahmi, a prominent politician in Sairoon’s bloc said on Sunday.

Yet, Kurdish parties will play a central role in the formation of the next government as they collectively secured over 40 seats in the May elections. They have yet to officially announce their alliance.

The Kurdish parties have set conditions for allying with the major blocs, PUK leader Arez Abduallah said in a statement.

“Our conditions are constitutional and include the existence of a government with a true national partnership that is in balance with the constitution,” Mr Abduallah said, adding that his party will ally with the bloc that is “consistent with our political vision”.

The development is seen as a blow to Mr Al Maliki’s efforts as he seeks to gain support from the northern Iraqi parties. During his time in power, he was criticised for alienating Sunnis and Kurds by excluding them from key positions and undermining power-sharing in Iraq.

Adam Montana  [When the elections will be really over? And the new PM will be announce?
