US to provide $106 million funding to improve services in Iraq

US administration will provide $106 million in funding for “Taqadum” project to improve local services in Iraq, US Embassy in Baghdad said on Tuesday.

In a press statement, the US Embassy in Iraq noted that Stefanie Williams, Deputy Chief of Mission at the US Embassy in Baghdad and Maria Longi, US Agency for International development (USAID)’s Acting Assistant Administrator of the Bureau for the Middle East, have attended a final workshop of the joint American-Iraqi project entitled “Taqadum”.

The $106 million initiative will help the Iraqi local authorities to improve public services by implementing Law No. 21 as amended, giving local authorities and governorate authorities more powers to meet the needs of Iraqi citizens, the statement added.

Williams, Deputy Chief of Mission at the US Embassy in Baghdad, said that good governance and economic growth are inextricably linked and mutually reinforce each other.

She also noted that they are both the key to Iraq’s stability and welfare and prosperity of its people.

USAID’s governance strengthening project will be implemented through cooperation with the central government and governorates governments to develop their capacities in providing basic services to the Iraqi people, she added.

Parliamentary Finance: Iraq is able to pay its debts

BAGHDAD (Reuters) – Iraq’s parliamentary finance committee confirmed on Monday that Iraq was able to pay the debts owed by it, pointing out to the high classification of Iraq by international agencies.

“Eye of Iraq” publishes the final communiqué of the Arab-American Islamic Summit

The Arab summit held in Riyadh on Sunday called for building a close partnership between countries to confront “extremism and terrorism” and welcoming 34,000 troops as a reserve force to support operations against “terrorism” in Iraq and Syria.

“We must build a close partnership between the participating countries to confront extremism and terrorism, and the leaders reaffirm their countries’ firm commitment to fighting terrorism in all its forms,” ​​the statement said.

Saudi Arabia, Iraq discuss Economic Cooperation

Prime Minister Haider Al-Abadi received the Saudi Arabian Minister of Energy, Industry and Mineral Resources, Khalid bin Abdul Aziz al-Faleh, and his accompanying delegation in his office on Monday.

During the meeting, they discussed boosting cooperation in the oil sector, industry, petrochemicals, electricity, minerals, trade and banks, as well as reviewed cooperation to support OPEC oil prices.

OPEC price goes up despite market’s downward trend

The price of OPEC basket of thirteen crudes stood at $51.50 a barrel on Monday, compared with $50.87 the previous Friday, according to OPEC Secretariat calculations.

The OPEC Reference Basket of Crudes (ORB) is made up of the following: Saharan Blend (Algeria), Girassol (Angola), Oriente (Ecuador), Rabi Light (Gabon), Iran Heavy (Islamic Republic of Iran), Basra Light (Iraq), Kuwait Export (Kuwait), Es Sider (Libya), Bonny Light (Nigeria), Qatar Marine (Qatar), Arab Light (Saudi Arabia), Murban (UAE) and Merey (Venezuela).

This comes as oil prices fell on Tuesday after U.S. President Donald Trump proposed the sale of half the country’s strategic oil reserves, according to Reuters.

Brent crude futures LCOc1 were trading down 43 cents, or 0.8 percent, at $53.44 per barrel at 0643 GMT.

U.S. West Texas Intermediate (WTI) futures CLc1 were at $50.71, down 42 cents, or 0.8 percent.

Exclusive: Parts freed so far in Mosul explained on map

An updated version of Mosul’s map showing the latest developments in the battle to oust ISIS from occupied districts in the city’s right bank has been obtained by The Baghdad Post on Tuesday.

On the map, the spots marked in green represent the previously ISIS-held areas that have been liberated.

As the map shows, the white spots represent the parts of the war-torn city where ISIS is still controlling.

In Mosul, there are areas still witnessing clashes between the Iraqi forces, backed by international coalition, and ISIS terrorists. They are marked in orange on the map.

Only seven out of 54 neighborhoods have not liberated in Mosul’s right bank, a local official in Nineveh Governorate confirmed on Tuesday.

Meanwhile, ISIS has executed seven of its top leaders in Mosul upon their attempt to escape Mosul battles, a security source said.

In a statement, the Center said it renews its commitment to neutrality when covering stories of the battles and the other issues. Our aim is nothing but the truth, the statement concluded.

Publishing the maps relating to the progress of the Iraqi forces in Mosul is done after contacts with multiple military sources and local officials, it added.

Iraqi Forces launched a major offensive on 19th of February to retake the western part of Mosul after declaring total control of the eastern part of the city on 24th of January as part of the military operations to liberate the city that started on 17th of October 2016.

Oil prices rise to $ 54 a barrel

Crude oil prices continued to rise Monday, and Brent crude rose to $ 54 a barrel for the first time since April 18.

Iraqi troops recapture half of biggest western Mosul district

Iraqi troops have gained control on part of the biggest west Mosul district and killed a number of Islamic State militants in an airstrike.

In statements on Friday, the War Media Cell quoted the Nineveh Operations Commander, Lt.Gen. Abdul Amir Yarallah, as saying that the 9th armored division retaken the northern part of 17 Tamuz (July 17) in the western side of Mosul.

In other statements, WMC said dozens of IS fighters were killed in airstrikes in western Mosul.

Iraqi fighter jets launched several airstrikes that destroyed booby-trapping workshop and vehicles and killed dozens of militants on Rifaie district.

“An IS headquarter and booby-trapping workshop were destroyed, while dozens of militants were killed on al-Zanjili district,” the statement added.

Iraqi forces have been sweeping through northwestern neighborhoods over the past two weeks in a way to invade the strategic Old City.

More than 16,000 IS members were killed since beginning of operations in Mosul, Brigadier General Yahya Rasool, the military spokesperson, said in a press conference on Tuesday declaring that 89.5 percent of western Mosul was liberated with only a few districts remaining under the militants’ control.

Eastern Mosul was liberated in January after three months of battles. Another major offensive was launched in February to retake the western side.

U.N. says 200,000 more people could flee Mosul as fighting intensifies

The United Nations said on Thursday up to 200,000 more people could flee Mosul as Iraqi forces push into the last districts held by Islamic State militants.

Iraqi authorities and aid agencies are already struggling to cope with a surge in displacement since security forces opened a new front against the militants in Mosul earlier this month.

Backed by a U.S.-led coalition, Iraqi forces have dislodged Islamic State from all but about 12 square km (5 square miles) of the city and are seeking to claim victory before the holy month of Ramadan in less than two weeks.
The militants, however, still control the Old City, where they are expected to make their last stand in the densely populated, narrow streets that are impassable for armored vehicles.

“As military operations intensify and move closer to Mosul’s Old City area, we expect that up to 200,000 more people will flee,” Lise Grande, the U.N.’s Humanitarian Coordinator for Iraq said in a statement, describing the figures as “alarming”.

“The numbers of people who are moving are now so large, it’s becoming more and more difficult to ensure civilians receive the assistance and protection they need.”

Nearly 700,000 people have fled Mosul since the start of the campaign to retake the city last October, seeking refuge either with friends and relatives or in camps.
Human Rights Watch said on Thursday the Iraqi army and other local security forces had forced over 300 displaced families to return to districts of Mosul that are still at risk of attack by Islamic State.

“These families should not be forcibly returned to unsafe areas and areas that lack adequate water, food, electricity, or health facilities,” said Lama Fakih, deputy Middle East director at Human Rights Watch.

Al-Rashid: Our predecessor to pensioners up to 3 million dinars

Al-Rasheed Bank announced on Thursday that it is providing advances to retirees up to 3 million dinars, stressing that the borrower must have a smart card from the bank exclusively.

The bank’s assistant director Muataz Abdul Rasul said that “the bank is still continuing to grant advances to retirees according to his pension and the amounts ranging between one million and 500 thousand dinars and two million dinars and three million dinars.”

The countries using the EUR, the GBP, the CHF, the JPY, and the CNY all have international corporations invested in Iraqi oil with contracts based on today’s exchange rates.  How will a radical upward IQD/USD RV (which effectively decreases the value of the USD against the IQD) affect the EUR/USD and the GBP/USD and the CHF/USD and the JPY/USD and the CNY/USD exchange rates?  Will these other major global currencies also be devalued and what in your opinion will that do to an already stressed global economy?]  This is a great question, because it opens up the floor to discuss how an RV is really a zero-sum game, mostly because we are talking about a fiat currency. When the FED prints more USD, we don’t actually gain that money.  It just dilutes the dollar a little bit more.  IQD, and an RV of the currency, works the same way, just on a global scale. My opinion is that almost every other currency will take a slight hit, and then rebound once the IQD rate stabilizes, and within about a month all currencies will be back to normal… except the IQD will be dramatically different than it was a month prior.

Oil prices rise to $ 54 a barrel

Crude oil prices continued to rise Monday, and Brent crude rose to $ 54 a barrel for the first time since April 18.

According to Russian media, “By 5.49 (Moscow time) the price of crude futures for the Brent North Sea crude oil futures contract reached $ 54.07 per barrel.”

The OPEC countries reached a meeting on November 30 last, an agreement to reduce the volume of oil production by (1.2) million barrels per day, starting in early 2017.

The non-OPEC countries agreed that the total reduction of their oil production would be 558,000 bpd, of which 300,000 barrels would be from Russia. ”

Iraqi troops recapture half of biggest western Mosul district

Iraqi troops have gained control on part of the biggest west Mosul district and killed a number of Islamic State militants in an airstrike.

In statements on Friday, the War Media Cell quoted the Nineveh Operations Commander, Lt.Gen. Abdul Amir Yarallah, as saying that the 9th armored division retaken the northern part of 17 Tamuz (July 17) in the western side of Mosul.

In other statements, WMC said dozens of IS fighters were killed in airstrikes in western Mosul.

Iraqi fighter jets launched several airstrikes that destroyed booby-trapping workshop and vehicles and killed dozens of militants on Rifaie district.

“An IS headquarter and booby-trapping workshop were destroyed, while dozens of militants were killed on al-Zanjili district,” the statement added.

Iraqi forces have been sweeping through northwestern neighborhoods over the past two weeks in a way to invade the strategic Old City.

More than 16,000 IS members were killed since beginning of operations in Mosul, Brigadier General Yahya Rasool, the military spokesperson, said in a press conference on Tuesday declaring that 89.5 percent of western Mosul was liberated with only a few districts remaining under the militants’ control.

Eastern Mosul was liberated in January after three months of battles. Another major offensive was launched in February to retake the western side.

U.N. says 200,000 more people could flee Mosul as fighting intensifies

The United Nations said on Thursday up to 200,000 more people could flee Mosul as Iraqi forces push into the last districts held by Islamic State militants.

Iraqi authorities and aid agencies are already struggling to cope with a surge in displacement since security forces opened a new front against the militants in Mosul earlier this month.

Backed by a U.S.-led coalition, Iraqi forces have dislodged Islamic State from all but about 12 square km (5 square miles) of the city and are seeking to claim victory before the holy month of Ramadan in less than two weeks.
The militants, however, still control the Old City, where they are expected to make their last stand in the densely populated, narrow streets that are impassable for armored vehicles.

“As military operations intensify and move closer to Mosul’s Old City area, we expect that up to 200,000 more people will flee,” Lise Grande, the U.N.’s Humanitarian Coordinator for Iraq said in a statement, describing the figures as “alarming”.

“The numbers of people who are moving are now so large, it’s becoming more and more difficult to ensure civilians receive the assistance and protection they need.”

Nearly 700,000 people have fled Mosul since the start of the campaign to retake the city last October, seeking refuge either with friends and relatives or in camps.
Human Rights Watch said on Thursday the Iraqi army and other local security forces had forced over 300 displaced families to return to districts of Mosul that are still at risk of attack by Islamic State.

“These families should not be forcibly returned to unsafe areas and areas that lack adequate water, food, electricity, or health facilities,” said Lama Fakih, deputy Middle East director at Human Rights Watch.

Al-Rashid: Our predecessor to pensioners up to 3 million dinars

Al-Rasheed Bank announced on Thursday that it is providing advances to retirees up to 3 million dinars, stressing that the borrower must have a smart card from the bank exclusively.

The bank’s assistant director Muataz Abdul Rasul said that “the bank is still continuing to grant advances to retirees according to his pension and the amounts ranging between one million and 500 thousand dinars and two million dinars and three million dinars.”

Abdul Rasul said that “the interest on these advances up to 7% and the duration of payment of five years,” stressing that “the pensioner must be a smart card from the bank exclusively.”

It is worth mentioning that the Bank of Rasheed started in 2017 by granting salaries to employees of ten salaries according to certain mechanisms and controls.

The countries using the EUR, the GBP, the CHF, the JPY, and the CNY all have international corporations invested in Iraqi oil with contracts based on today’s exchange rates.  How will a radical upward IQD/USD RV (which effectively decreases the value of the USD against the IQD) affect the EUR/USD and the GBP/USD and the CHF/USD and the JPY/USD and the CNY/USD exchange rates?  Will these other major global currencies also be devalued and what in your opinion will that do to an already stressed global economy?]  This is a great question, because it opens up the floor to discuss how an RV is really a zero-sum game, mostly because we are talking about a fiat currency. When the FED prints more USD, we don’t actually gain that money.  It just dilutes the dollar a little bit more.  IQD, and an RV of the currency, works the same way, just on a global scale. My opinion is that almost every other currency will take a slight hit, and then rebound once the IQD rate stabilizes, and within about a month all currencies will be back to normal… except the IQD will be dramatically different than it was a month prior.

CTS commander says troops liberated 47 out of 74 districts in western Mosul

The Iraqi army’s elite Counter-Terrorism Service has declared liberating 47 out of 74 residential districts in western Mosul.

Speaking to the Kurdish-owned Rudaw network, Lt. Gen.Abdul Wahab al-Saadi, CTS commander, said “during our battles in western Mosul, hundreds of Islamic State militants were killed by CTS troops. Once the battle ends and Mosul is liberated, we will announce the total losses and number of IS militants killed.”

CTS, according to Saadi, “is ready to take part in all battles in Iraq and to receive commands from the commander-in-chief of the armed forces.”

On Saturday, CTS declared concluding its mission in western Mosul.

Iraqi forces have been sweeping through northwestern neighborhoods over the past few weeks in a way to invade the strategic Old City, after finding it hard to invade from the south.

Last week, Brigadier General Yahya Rasool said more than 16,000 IS members were killed since beginning of operations in Mosul. 89.5 percent of western Mosul was liberated with only a few districts remaining under the militants’ control.

Eastern Mosul was liberated in January after three months of battles. Another major offensive was launched in February to retake the western side.

Iraqi generals had predicted liberating the city before end of this month.

Iraqi Army closes in on complete Mosul victory as ISIS clings on to last three districts

Intensified counter-insurgency efforts are bearing fruit in Mosul as the Iraqi Armed Forces liberated two more ISIS-held neighborhoods on Saturday.

Amid the last stage of the Mosul battle, the Iraqi Army was able to wrestle control of the Iqtisadiyeen district and highly fortified ’17th Tammuz’ district; the latter holds symbolic significance for the caliphate as it was the first large suburb to fall into ISIS hand in 2014.
Effectively, the Islamic State now controls merely three districts in Mosul city; namely the Al-Shafaa, Al-Zinjiji, and Old City neighborhoods. These ISIS-held areas are centered along three bridges on the western bank of the Tigris River.

The Old City district is nevertheless the most densely populated neighborhood across Mosul and houses the Al-Nouri mosque where ISIS leader Abu Bakr Al-Baghdadi declared the caliphate in 2014. Unfortunately for government troops, it is also composed of small buildings and narrow streets that favor ISIS-style guerrila warfare.

A few isolated sniper nests are also present elsewhere while Iraqi sappers constantly endanger themselves by having to deal with booby traps and mines in liberated residential areas.

With the seasoned 9th Division and 15th Division of the Iraqi Army already departed for duties elsewhere, the final mopping-up operations in Mosul are left to the Rapid Response Division and Iraqi Federal Police to deal with.

On Saturday afternoon, the Counter Terrorism Units notably announced they had finished their operations in Mosul and would be transferred to other fronts upon demand of Baghdad.

Around 500 ISIS insurgents are still fighting in Mosul while hundreds more sleeper cells are said to be active in government-held areas.

Why Trump must make a surprise visit to Iraq on his first foreign trip

Foreign trips for any president are an ego boost of the highest magnitude: red carpet arrival with bands playing music, troop reviews, and official dinners in your honor hosted in some of the most opulent palaces in the world. For President Trump, the stakes are high. With poll numbers at historic lows and controversies surrounding his presidency, Trump desperately needs to change the news narrative, at least for a few days. And what better way to do that than to embark on your first foreign trip as president, Washington Examiner published on Saturday.

The president can’t get out of town fast enough. When Air Force One went wheels up from Joint Base Andrews on Friday, one can imagine the president felt a sense of relief as Washington quickly disappeared beneath him. Air Force One, at least for now, will be his safe zone.

When I recently asked a friend how he could log so many hours on Air Force One during the Clinton administration, he had an easy answer: the Lewinsky scandal! At a time when Clinton faced troubles at home, the best way to temporarily escape his troubles was to board the presidential aircraft and fly abroad.

But more than the comforts of Air Force One and the emotional shelter it provides to a president in turmoil, Trump will need to not only dominate the headlines over the next several days, he’ll need to own them. And he can do that by making an unscheduled visit to Iraq.

From Riyadh, Saudi Arabia, it’s a short flight. I know this because from 2008-2010, I traveled to Iraq 14 times as a civilian member of a special Department of Defense task force in charge of economic development and rebuilding as part of General David Petraeus’ counter-insurgency strategy.

Foreign trips are always full of surprises, and this would certainly be one of them. Just last month, Trump sent his son-in-law and senior advisor Jared Kushner to Iraq to meet with United States military officials and to receive an on-the-ground update on counter-Islamic State operations.

Middle East peace is one of Trump’s loftier goals and an unscheduled visit to Iraq would benefit him greatly. Nothing speaks louder than a presidential visit to reaffirm U.S. commitment to the government of Iraq as well as the U.S. forces stationed there.

They say a picture is worth a thousand words. And nothing illustrates that better than Air Force One on the tarmac at Baghdad International Airport.

At a time when the president needs to change breaking news headlines, a visit to Iraq would do just that.

Iraq’s special forces declare their Mosul mission complete

Iraq’s special forces declared their mission in Mosul complete Saturday after the group retook the last western districts from the Islamic State group within their area of operation, according to a military spokesman.

The announcement came despite ongoing battles in a handful of western Mosul neighborhoods that continue to force hundreds of civilians to flee each day. IS still controls some eight square kilometers of western Mosul, including the dense Old City where some of the toughest battles are expected to play out.

Special forces spokesman Sabah al-Numan said his troops had completed their initial mission, but stood ready “to support any other forces if we are ordered to by the Prime Minister.”

Elsewhere in central and southern Iraq, a series of bombings killed at least 27 people.

A suicide bombing Saturday near the oil-rich city of Basra killed at least eight people and wounded 41 others, according to a military commander.

Five civilians and three troops were killed when the bomber blew up his explosives-laden car on Friday at a checkpoint north of Basra just behind a bus waiting to be cleared, said chief of the Basra Operations Command, Lt. Gen. Jamil al-Shimmari.

A second attacker drove down a desert road after the explosion and security forces killed him, al-Shimmari added.

In an online statement, IS claimed responsibility for the attack, saying it targeted Shiites.

Basra, about 550 kilometers (340 miles) southeast of Baghdad, is home to about 70 percent of the country’s proven oil reserves of 153.1 billion barrels. Located on the Persian Gulf and bordering Kuwait and Iran, the city is also Iraq’s only outlet to the sea and the hub for most of the country’s oil exports, with 3.23 million barrels exported from Basra last month.

IS also claimed responsibility for the double suicide bombings in Baghdad overnight that killed at least 19 people and wounded 33, according to an online statement.

Iraqi forces, backed by the U.S.-led coalition, officially launched the operation to retake Mosul in October and the city’s east was declared “fully liberated” in January. The fight for Mosul’s west was launched the following month and has been marked by some of the most grueling and deadly combat in the fight against IS in Iraq to date.

Iraq’s local investments rise after cutting oil production output

Iraq signed the accord with 11 other oil exporting countries and pledged to cut 210,000 oil barrels per day from its production output. This comes although it

had resisted for a long time to activate the accord.

This accord had resulted in rise in oil prices and enhanced Iraq’s GDP and investments, Araji added.

OPEC announced in November 2016 that its members had agreed on cutting oil production output by 1,2 million barrels per day, beginning in January 2017 for six months.

The countries using the EUR, the GBP, the CHF, the JPY, and the CNY all have international corporations invested in Iraqi oil with contracts based on today’s exchange rates.  How will a radical upward IQD/USD RV (which effectively decreases the value of the USD against the IQD) affect the EUR/USD and the GBP/USD and the CHF/USD and the JPY/USD and the CNY/USD exchange rates?  Will these other major global currencies also be devalued and what in your opinion will that do to an already stressed global economy?]  This is a great question, because it opens up the floor to discuss how an RV is really a zero-sum game, mostly because we are talking about a fiat currency. When the FED prints more USD, we don’t actually gain that money.  It just dilutes the dollar a little bit more.  IQD, and an RV of the currency, works the same way, just on a global scale. My opinion is that almost every other currency will take a slight hit, and then rebound once the IQD rate stabilizes, and within about a month all currencies will be back to normal… except the IQD will be dramatically different than it was a month prior.

Prime Minister Dr. Haidar al-Abadi said that the Iraqi people are creative people. Despite the destruction and the difficulties, he made achievements and the whole world is talking about him with admiration.

This came during the speech of his sovereignty at the conference (TEDEX Baghdad), which specializes in innovations and talents and successful experiences.

He said that we meet here in Baghdad peace, unity and progress, as we have gone through a process of suffering to achieve this achievement of Iraq, which sent hope, the world and its leaders admire what has been achieved despite the financial crisis.

Baghdad was threatened two years ago, and we liberated the land from the cliff of the rock to Diyala, Ramadi, Falluja, Beiji, Qayara, Makhmour, Mosul, and now in the last part of Mosul.

He expressed his surprise at some who are trying to bring frustration to the Iraqis and that the condolences and fear of the citizen after the liberation of Mosul and tell them the situation will be much better because the country has passed the most difficult crises.

He added that terrorism wants us sedition and there are those who support him and those who are ready to challenge everyone with any terrorist attack.

We will not allow those who want to weaken the state and the society and kidnap them just because they disagree with the opinion, wondering whether fighting our heroes and fighting dictatorship is in order to rule us, and we will not allow those who want to weaken the state and society.

Iraqi Army closes in on complete Mosul victory as ISIS clings on to last three districts

Intensified counter-insurgency efforts are bearing fruit in Mosul as the Iraqi Armed Forces liberated two more ISIS-held neighborhoods on Saturday.

Amid the last stage of the Mosul battle, the Iraqi Army was able to wrestle control of the Iqtisadiyeen district and highly fortified ’17th Tammuz’ district; the latter holds symbolic significance for the caliphate as it was the first large suburb to fall into ISIS hand in 2014.
Effectively, the Islamic State now controls merely three districts in Mosul city; namely the Al-Shafaa, Al-Zinjiji, and Old City neighborhoods. These ISIS-held areas are centered along three bridges on the western bank of the Tigris River.

The Old City district is nevertheless the most densely populated neighborhood across Mosul and houses the Al-Nouri mosque where ISIS leader Abu Bakr Al-Baghdadi declared the caliphate in 2014. Unfortunately for government troops, it is also composed of small buildings and narrow streets that favor ISIS-style guerrila warfare.

A few isolated sniper nests are also present elsewhere while Iraqi sappers constantly endanger themselves by having to deal with booby traps and mines in liberated residential areas.

With the seasoned 9th Division and 15th Division of the Iraqi Army already departed for duties elsewhere, the final mopping-up operations in Mosul are left to the Rapid Response Division and Iraqi Federal Police to deal with.

On Saturday afternoon, the Counter Terrorism Units notably announced they had finished their operations in Mosul and would be transferred to other fronts upon demand of Baghdad.

Around 500 ISIS insurgents are still fighting in Mosul while hundreds more sleeper cells are said to be active in government-held areas.

Why Trump must make a surprise visit to Iraq on his first foreign trip

Foreign trips for any president are an ego boost of the highest magnitude: red carpet arrival with bands playing music, troop reviews, and official dinners in your honor hosted in some of the most opulent palaces in the world. For President Trump, the stakes are high. With poll numbers at historic lows and controversies surrounding his presidency, Trump desperately needs to change the news narrative, at least for a few days. And what better way to do that than to embark on your first foreign trip as president, Washington Examiner published on Saturday.

The president can’t get out of town fast enough. When Air Force One went wheels up from Joint Base Andrews on Friday, one can imagine the president felt a sense of relief as Washington quickly disappeared beneath him. Air Force One, at least for now, will be his safe zone.

When I recently asked a friend how he could log so many hours on Air Force One during the Clinton administration, he had an easy answer: the Lewinsky scandal! At a time when Clinton faced troubles at home, the best way to temporarily escape his troubles was to board the presidential aircraft and fly abroad.

But more than the comforts of Air Force One and the emotional shelter it provides to a president in turmoil, Trump will need to not only dominate the headlines over the next several days, he’ll need to own them. And he can do that by making an unscheduled visit to Iraq.

From Riyadh, Saudi Arabia, it’s a short flight. I know this because from 2008-2010, I traveled to Iraq 14 times as a civilian member of a special Department of Defense task force in charge of economic development and rebuilding as part of General David Petraeus’ counter-insurgency strategy.

Foreign trips are always full of surprises, and this would certainly be one of them. Just last month, Trump sent his son-in-law and senior advisor Jared Kushner to Iraq to meet with United States military officials and to receive an on-the-ground update on counter-Islamic State operations.

Middle East peace is one of Trump’s loftier goals and an unscheduled visit to Iraq would benefit him greatly. Nothing speaks louder than a presidential visit to reaffirm U.S. commitment to the government of Iraq as well as the U.S. forces stationed there.

They say a picture is worth a thousand words. And nothing illustrates that better than Air Force One on the tarmac at Baghdad International Airport.

At a time when the president needs to change breaking news headlines, a visit to Iraq would do just that.

Iraq’s special forces declare their Mosul mission complete

Iraq’s special forces declared their mission in Mosul complete Saturday after the group retook the last western districts from the Islamic State group within their area of operation, according to a military spokesman.

The announcement came despite ongoing battles in a handful of western Mosul neighborhoods that continue to force hundreds of civilians to flee each day. IS still controls some eight square kilometers of western Mosul, including the dense Old City where some of the toughest battles are expected to play out.

Special forces spokesman Sabah al-Numan said his troops had completed their initial mission, but stood ready “to support any other forces if we are ordered to by the Prime Minister.”

Elsewhere in central and southern Iraq, a series of bombings killed at least 27 people.

A suicide bombing Saturday near the oil-rich city of Basra killed at least eight people and wounded 41 others, according to a military commander.

Five civilians and three troops were killed when the bomber blew up his explosives-laden car on Friday at a checkpoint north of Basra just behind a bus waiting to be cleared, said chief of the Basra Operations Command, Lt. Gen. Jamil al-Shimmari.

A second attacker drove down a desert road after the explosion and security forces killed him, al-Shimmari added.

In an online statement, IS claimed responsibility for the attack, saying it targeted Shiites.

Basra, about 550 kilometers (340 miles) southeast of Baghdad, is home to about 70 percent of the country’s proven oil reserves of 153.1 billion barrels. Located on the Persian Gulf and bordering Kuwait and Iran, the city is also Iraq’s only outlet to the sea and the hub for most of the country’s oil exports, with 3.23 million barrels exported from Basra last month.

IS also claimed responsibility for the double suicide bombings in Baghdad overnight that killed at least 19 people and wounded 33, according to an online statement.

Iraqi forces, backed by the U.S.-led coalition, officially launched the operation to retake Mosul in October and the city’s east was declared “fully liberated” in January. The fight for Mosul’s west was launched the following month and has been marked by some of the most grueling and deadly combat in the fight against IS in Iraq to date.

Iraq’s local investments rise after cutting oil production output

Iraq signed the accord with 11 other oil exporting countries and pledged to cut 210,000 oil barrels per day from its production output. This comes although it

had resisted for a long time to activate the accord.

This accord had resulted in rise in oil prices and enhanced Iraq’s GDP and investments, Araji added.

OPEC announced in November 2016 that its members had agreed on cutting oil production output by 1,2 million barrels per day, beginning in January 2017 for six months.

Iraqi troops recapture half of biggest western Mosul district

Iraqi troops have gained control on part of the biggest west Mosul district and killed a number of Islamic State militants in an airstrike.

In statements on Friday, the War Media Cell quoted the Nineveh Operations Commander, Lt.Gen. Abdul Amir Yarallah, as saying that the 9th armored division retaken the northern part of 17 Tamuz (July 17) in the western side of Mosul.

In other statements, WMC said dozens of IS fighters were killed in airstrikes in western Mosul.

Iraqi fighter jets launched several airstrikes that destroyed booby-trapping workshop and vehicles and killed dozens of militants on Rifaie district.

“An IS headquarter and booby-trapping workshop were destroyed, while dozens of militants were killed on al-Zanjili district,” the statement added.

Iraqi forces have been sweeping through northwestern neighborhoods over the past two weeks in a way to invade the strategic Old City.

More than 16,000 IS members were killed since beginning of operations in Mosul, Brigadier General Yahya Rasool, the military spokesperson, said in a press conference on Tuesday declaring that 89.5 percent of western Mosul was liberated with only a few districts remaining under the militants’ control.

Eastern Mosul was liberated in January after three months of battles. Another major offensive was launched in February to retake the western side.

U.N. says 200,000 more people could flee Mosul as fighting intensifies

The United Nations said on Thursday up to 200,000 more people could flee Mosul as Iraqi forces push into the last districts held by Islamic State militants.

Iraqi authorities and aid agencies are already struggling to cope with a surge in displacement since security forces opened a new front against the militants in Mosul earlier this month.

Backed by a U.S.-led coalition, Iraqi forces have dislodged Islamic State from all but about 12 square km (5 square miles) of the city and are seeking to claim victory before the holy month of Ramadan in less than two weeks.
The militants, however, still control the Old City, where they are expected to make their last stand in the densely populated, narrow streets that are impassable for armored vehicles.

“As military operations intensify and move closer to Mosul’s Old City area, we expect that up to 200,000 more people will flee,” Lise Grande, the U.N.’s Humanitarian Coordinator for Iraq said in a statement, describing the figures as “alarming”.

“The numbers of people who are moving are now so large, it’s becoming more and more difficult to ensure civilians receive the assistance and protection they need.”

Nearly 700,000 people have fled Mosul since the start of the campaign to retake the city last October, seeking refuge either with friends and relatives or in camps.
Human Rights Watch said on Thursday the Iraqi army and other local security forces had forced over 300 displaced families to return to districts of Mosul that are still at risk of attack by Islamic State.

“These families should not be forcibly returned to unsafe areas and areas that lack adequate water, food, electricity, or health facilities,” said Lama Fakih, deputy Middle East director at Human Rights Watch.

Al-Rashid: Our predecessor to pensioners up to 3 million dinars

Al-Rasheed Bank announced on Thursday that it is providing advances to retirees up to 3 million dinars, stressing that the borrower must have a smart card from the bank exclusively.

The bank’s assistant director Muataz Abdul Rasul said that “the bank is still continuing to grant advances to retirees according to his pension and the amounts ranging between one million and 500 thousand dinars and two million dinars and three million dinars.”

Abdul Rasul said that “the interest on these advances up to 7% and the duration of payment of five years,” stressing that “the pensioner must be a smart card from the bank exclusively.”

It is worth mentioning that the Bank of Rasheed started in 2017 by granting salaries to employees of ten salaries according to certain mechanisms and controls.

The countries using the EUR, the GBP, the CHF, the JPY, and the CNY all have international corporations invested in Iraqi oil with contracts based on today’s exchange rates.  How will a radical upward IQD/USD RV (which effectively decreases the value of the USD against the IQD) affect the EUR/USD and the GBP/USD and the CHF/USD and the JPY/USD and the CNY/USD exchange rates?  Will these other major global currencies also be devalued and what in your opinion will that do to an already stressed global economy?]  This is a great question, because it opens up the floor to discuss how an RV is really a zero-sum game, mostly because we are talking about a fiat currency. When the FED prints more USD, we don’t actually gain that money.  It just dilutes the dollar a little bit more.  IQD, and an RV of the currency, works the same way, just on a global scale. My opinion is that almost every other currency will take a slight hit, and then rebound once the IQD rate stabilizes, and within about a month all currencies will be back to normal… except the IQD will be dramatically different than it was a month prior.

Central Bank announces full national bond sale 

The central bank, announced Tuesday, for the entire national bond sale, adding that it will be announced on receipt of the bond if you finish printing

The bank said in a statement, “Economy News” received a copy of it, “it was completed the sale of national bonds in the second Asdarih on behalf of the Ministry of Finance and the nominal value until the ninth of May this

The bank added that the completion of the sale comes a full run out Asdarih he said, adding that he will be announced on receipt of the bond upon the completion of the printing

The military leaders of NATO countries have expressed support for the proposal during a meeting Wednesday, according to Gen. Petr Pavel , who heads the Military Committee of NATO.

Iraqi forces retake Rawshan area in western Mosul: command

The Iraqi command said Friday that government forces recaptured an area in western Mosul as they advanced near the last Islamic State strongholds in the region.

The Joint Operations Command said the army’s elite Counter-Terrorism Service recaptured the Rawshan area in northwestern Mosul, raising Iraqi flags at the area.
The development comes as Iraqi forces moved through a new front of operations targeting the IS-held, strategic Old City, having besieged the area futilely for weeks.

Government troops have recaptured Iktisadiyeen and al-Rifaie districts, two of a handful of targets on the way to the Old City.
On Tuesday, a JOC spokesman said Iraqi forces control 89.5 percent of territories in western Mosul, and that troops had killed more than 16000 Islamic State militants since the campaign to retake the city launched in October.
Government forces retook eastern Mosul in January and aimed at the western side of the city starting February 19th.

Some generals were quoted predicting to liberate the city from militants before the end of this month.

Updated: Paramilitary troops free airbase, more villages, west of Mosul

Mosul (IraqiNews.com) The paramilitary troops have freed Washington military airbase, west of Mosul, according to Sami al-Massoudi, a leader with the troops.

In statements, al-Hashd al-Shaabi (Popular Mobilization Units) said “the 13th and 14th brigades liberated Sahl Sinjar Airbase, a strategic airport in south of Qairawan.”
Troops also liberated al-Amdina village, in the south, in addition to Karka village, the troops media service said.

“200 families from Mesei’da village, in the vicinity of Sahl Sinjar Airbase, were evacuated far from the battlefields.” the service added.
Earlier on Thursday, the troop freed six villages in north and south of Qairawan, in the west of Mosul.

In statements, the media service announced liberating Ain Fathi village, north of Qairawan.
“The 10th brigade seized a booby-trapped vehicle and explosives inside al-Hassan mosque in Ain Fathi village,” the service said. Ten Islamic State militants were killed while combing the village.

The forces freed Ain Ghazal village, in the north, after cutting off the road linking between the freed Tal Banat village and Qairawan, in addition to liberating Akhmeisa village, according to statements.

Adheila village, in the south, has been liberated, the troops media service said adding “Iraqi flag was raised there.”
The 13th and 14th brigades freed Khams Telool and Khalaf al-Deirs village, in the south, according to the statements. “The troops inflicted huge losses in personnel and weapons on Islamic State militants.”

Many villages in Qairawan region, a main Islamic State bastion which links between Tal Afar town and the Syrian borders, have been freed since an the troops launched an offensive on Friday to free the region.

The eastern side of Mosul was recaptured in January following three months of battles. Another offensive was launched in February to recapture the western flank of the city.
Iraqi commanders predict recapturing the remaining parts of the city this month.

Iraqi troops recapture half of biggest western Mosul district

Iraqi troops have gained control on part of the biggest west Mosul district and killed a number of Islamic State militants in an airstrike.

In statements on Friday, the War Media Cell quoted the Nineveh Operations Commander, Lt.Gen. Abdul Amir Yarallah, as saying that the 9th armored division retaken the northern part of 17 Tamuz (July 17) in the western side of Mosul.

In other statements, WMC said dozens of IS fighters were killed in airstrikes in western Mosul.

Iraqi fighter jets launched several airstrikes that destroyed booby-trapping workshop and vehicles and killed dozens of militants on Rifaie district.

“An IS headquarter and booby-trapping workshop were destroyed, while dozens of militants were killed on al-Zanjili district,” the statement added.

Iraqi forces have been sweeping through northwestern neighborhoods over the past two weeks in a way to invade the strategic Old City.

More than 16,000 IS members were killed since beginning of operations in Mosul, Brigadier General Yahya Rasool, the military spokesperson, said in a press conference on Tuesday declaring that 89.5 percent of western Mosul was liberated with only a few districts remaining under the militants’ control.

Eastern Mosul was liberated in January after three months of battles. Another major offensive was launched in February to retake the western side.

U.N. says 200,000 more people could flee Mosul as fighting intensifies

The United Nations said on Thursday up to 200,000 more people could flee Mosul as Iraqi forces push into the last districts held by Islamic State militants.

Iraqi authorities and aid agencies are already struggling to cope with a surge in displacement since security forces opened a new front against the militants in Mosul earlier this month.

Backed by a U.S.-led coalition, Iraqi forces have dislodged Islamic State from all but about 12 square km (5 square miles) of the city and are seeking to claim victory before the holy month of Ramadan in less than two weeks.
The militants, however, still control the Old City, where they are expected to make their last stand in the densely populated, narrow streets that are impassable for armored vehicles.

“As military operations intensify and move closer to Mosul’s Old City area, we expect that up to 200,000 more people will flee,” Lise Grande, the U.N.’s Humanitarian Coordinator for Iraq said in a statement, describing the figures as “alarming”.

“The numbers of people who are moving are now so large, it’s becoming more and more difficult to ensure civilians receive the assistance and protection they need.”

Nearly 700,000 people have fled Mosul since the start of the campaign to retake the city last October, seeking refuge either with friends and relatives or in camps.
Human Rights Watch said on Thursday the Iraqi army and other local security forces had forced over 300 displaced families to return to districts of Mosul that are still at risk of attack by Islamic State.

“These families should not be forcibly returned to unsafe areas and areas that lack adequate water, food, electricity, or health facilities,” said Lama Fakih, deputy Middle East director at Human Rights Watch.

Al-Rashid: Our predecessor to pensioners up to 3 million dinars

Al-Rasheed Bank announced on Thursday that it is providing advances to retirees up to 3 million dinars, stressing that the borrower must have a smart card from the bank exclusively.

The bank’s assistant director Muataz Abdul Rasul said that “the bank is still continuing to grant advances to retirees according to his pension and the amounts ranging between one million and 500 thousand dinars and two million dinars and three million dinars.”

Abdul Rasul said that “the interest on these advances up to 7% and the duration of payment of five years,” stressing that “the pensioner must be a smart card from the bank exclusively.”

It is worth mentioning that the Bank of Rasheed started in 2017 by granting salaries to employees of ten salaries according to certain mechanisms and controls.

The Iraqi market for securities, the number of joint stock companies operating in Iraq is not commensurate with the capital of Iraq, calling for the dissemination of the culture of investment in capital.

“The number of participating companies in the Iraqi economy is 130, which is not commensurate with the Iraqi capital, whose size exceeds many times this number,” Taha Ahmed Abdul Salam, the market’s executive director, said in a press statement.

“Indicators associated with the investment field are still below the level of ambition,” he said.

“Efforts that are based on spreading investment culture must be diversified in capital,” he said.

“Iraqi oil”: the process of exporting Kirkuk oil is not clear and beyond the control of the central government

The spokesman for the Iraqi Oil Ministry, Assem Jihad, that “despite disagreements and differences in views on the subject of oil agreement between the Kurdistan Regional Government and the central government, but hope remains always, and seek to accelerate the creation of a new agreement to serve the national interest.”

“We are always seeking an agreement that serves the citizens in all Iraqi provinces, as well as the Kurdistan region, and therefore we must work on this subject in a common national spirit, and look for the national stage,” Jihad told the network.

Jihad said that “despite the lack of implementation and commitment from both sides on the previous oil agreements, but the people remain one, and therefore must always remain hope because we are all Iraqis in the end.”
On the issue of non-disbursement of the “Petrodollar” of the province of Kirkuk, the spokesman for the Ministry of Oil, “Kirkuk province has become a complex and difficult issue, and there are a lot of things out of control, and the federal government does not have authority over all the oil fields in Kirkuk, Not clear, and all this leads to the non-disbursement of (petrodollar) of the province of Kirkuk. ”

As for the city of Basra, which is a source of the economy of Iraq, which suffers from marginalization in all respects, Assem Jihad said that “the Ministry of Oil and the Ministry of Technical, and its work is to explore and the issuance and sale of oil, and the return of cash to the central government, The Petrodollar issue, where this amount is spent permanently. ”

NATO leaders considering playing larger role in Iraq

NATO leaders are considering playing a larger role in Iraq, where the alliance recently deployed a small training mission to work with Iraqi forces, Marine Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, said Wednesday after a meeting with NATO’s military leaders

“There is general agreement that NATO can and should do more,” Pavel said according to USA Today.

Dunford said the alliance may be in a position to provide long-term assistance to Iraq’s security forces once the militants have been driven from Mosul, Iraq’s second largest city, and the level of violence has been reduced.

Any decision, however, would have to wait until Iraq’s government makes a formal request for continued support for its military, Dunford said.

“This is a global trans-regional threat,” Dunford said of terror groups. “We need a global trans-regional network” to combat it. “NATO is an important part of that network.”

Iraqi forces regain al-Refaie district in Mosul

Iraqi forces recaptured on Wednesday al-Refaie neighborhood in the right bank of Mosul city in Nineveh governorate.

The forces also raised the Iraqi flag on the district’s buildings.
Iraqi Forces launched a major offensive on 19th of February to retake the western part of Mosul after declaring total control of the eastern part of the city on 24th of January as part of the military operations to liberate the city that started on 17th of October 2016.

Earlier on Thursday, the troop freed six villages in north and south of Qairawan, in the west of Mosul.

In statements, the media service announced liberating Ain Fathi village, north of Qairawan.
“The 10th brigade seized a booby-trapped vehicle and explosives inside al-Hassan mosque in Ain Fathi village,” the service said. Ten Islamic State militants were killed while combing the village.

The forces freed Ain Ghazal village, in the north, after cutting off the road linking between the freed Tal Banat village and Qairawan, in addition to liberating Akhmeisa village, according to statements.

Adheila village, in the south, has been liberated, the troops media service said adding “Iraqi flag was raised there.”
The 13th and 14th brigades freed Khams Telool and Khalaf al-Deirs village, in the south, according to the statements. “The troops inflicted huge losses in personnel and weapons on Islamic State militants.”

Many villages in Qairawan region, a main Islamic State bastion which links between Tal Afar town and the Syrian borders, have been freed since an the troops launched an offensive on Friday to free the region.

The eastern side of Mosul was recaptured in January following three months of battles. Another offensive was launched in February to recapture the western flank of the city.
Iraqi commanders predict recapturing the remaining parts of the city this month.

Army Commander: Iraqi Forces to Drive ISIL out of Western Mosul by Friday

An Iraqi Army official in Nineveh province said he expects full liberation of the Western side of Mosul by Friday.

“Iraqi troops managed to retake most regions and districts in Western Mosul from the ISIL terrorists,” an Iraqi army commander told Sputnik, expecting the whole region to be freed by Friday.

In a statement earlier on Tuesday, Federal Police Chief Lt. Gen. Shaker Jawdat announced that his troops were in control of 80 percent of Iqtisidayeen and 17 Tamuz (July 17th) districts, in addition to eight other pivotal targets that were previously retaken.

“The troops shelled ISIL’s defense lines as well as their headquarters North of the Old City and killed dozens of the militants. Fifteen sq/ km were freed, 168 booby-trapped vehicles were destroyed, 200 landmines were removed while 24 bombs were defused,” he added.

“Six families detained by ISIL in 17 Tamuz were freed. They were kept for several days inside one of the houses with the doors locked and the house booby-trapped to prevent them escape,” he added.

“The total number of families evacuated from battlefields have reached 850 so far since the start of the last phase of military operations in Western Mosul on May 6,” Jawdat said.

In a press conference, the Joint Operations Command declared on Tuesday controlling 89.5 percent of Western Mosul and killing 16,467 members of the ISIL since beginning of operations in Western Mosul.

Iraqi commanders had predicted recapturing the remaining parts of the city this month.

U.N. says 200,000 more people could flee Mosul as fighting intensifies

The United Nations said on Thursday up to 200,000 more people could flee Mosul as Iraqi forces push into the last districts held by Islamic State militants.

Iraqi authorities and aid agencies are already struggling to cope with a surge in displacement since security forces opened a new front against the militants in Mosul earlier this month.

Backed by a U.S.-led coalition, Iraqi forces have dislodged Islamic State from all but about 12 square km (5 square miles) of the city and are seeking to claim victory before the holy month of Ramadan in less than two weeks.
The militants, however, still control the Old City, where they are expected to make their last stand in the densely populated, narrow streets that are impassable for armored vehicles.

“As military operations intensify and move closer to Mosul’s Old City area, we expect that up to 200,000 more people will flee,” Lise Grande, the U.N.’s Humanitarian Coordinator for Iraq said in a statement, describing the figures as “alarming”.

“The numbers of people who are moving are now so large, it’s becoming more and more difficult to ensure civilians receive the assistance and protection they need.”

Nearly 700,000 people have fled Mosul since the start of the campaign to retake the city last October, seeking refuge either with friends and relatives or in camps.
Human Rights Watch said on Thursday the Iraqi army and other local security forces had forced over 300 displaced families to return to districts of Mosul that are still at risk of attack by Islamic State.

“These families should not be forcibly returned to unsafe areas and areas that lack adequate water, food, electricity, or health facilities,” said Lama Fakih, deputy Middle East director at Human Rights Watch.

The countries using the EUR, the GBP, the CHF, the JPY, and the CNY all have international corporations invested in Iraqi oil with contracts based on today’s exchange rates.  How will a radical upward IQD/USD RV (which effectively decreases the value of the USD against the IQD) affect the EUR/USD and the GBP/USD and the CHF/USD and the JPY/USD and the CNY/USD exchange rates?  Will these other major global currencies also be devalued and what in your opinion will that do to an already stressed global economy?]  This is a great question, because it opens up the floor to discuss how an RV is really a zero-sum game, mostly because we are talking about a fiat currency. When the FED prints more USD, we don’t actually gain that money.  It just dilutes the dollar a little bit more.  IQD, and an RV of the currency, works the same way, just on a global scale. My opinion is that almost every other currency will take a slight hit, and then rebound once the IQD rate stabilizes, and within about a month all currencies will be back to normal… except the IQD will be dramatically different than it was a month prior.

Parliament votes tomorrow on the proposed law on the operation of the first graduates

(Baghdad: Al-Furat News) The House of Representatives will resume on Tuesday its regular session to vote on two draft laws.

PM Abadi urges Islamic State fighters to surrender as Mosul battle nears end

Mosul (IraqiNews.com) Iraqi Prime Minister Haider al-Abadi has urged Islamic State militants to surrender as government troops close in on the group’s last entrenchments in western Mosul.

Speaking to reporters in his weekly press briefing late Tuesday, Abadi called upon IS members to surrender, promising to grant them “a fair trial” in that case.
“Fighting in Mosul should proceed in a calculated pace,” Abadi stated during the conference. “Our intelligence capabilities have developed, and we are ahead of the enemy.”
Iraqi government forces have become close to retaking western Mosul and declaring the full recapture of the city that fell in IS grip in 2014. The eastern section was retaken in January.

On Tuesday, Brig. Gen. Yahia Rasoul, spokesperson of the Iraqi Joint Operations Command, said Iraqi troops became in control over 89.5 percent of territory at western Mosul, having killed more than 16000 militants since the launch of Mosul operations in October. Other commanders had predicted to recapture the city before the end of this month.

Iraqi government forces are eyeing the ancient, densely structured and populated Old City, the place where Islamic State’s supreme leader Abu Bakr al-Baghdadi declared the establishment of an “Islamic Caliphate” in 2014. Troops besieged the area for weeks from the south, but turned to the northwestern axis to invade the city earlier this month. IS fighters are believed to have been holding hundreds of thousands at that area as human shields.

Operation to retake Hawija postponed to after Mosul offensive, governor says

The operation to drive out ISIS militants from the Sunni stronghold of Hawija is delayed till the end of the ongoing offensive in Mosul and border regions near Syria, Kirkuk Governor Najmadin Karim said Tuesday amid growing pressure on Iraqi army to launch the operation.

The city and its immediate localities had a population of 500,000 people before it was captured by the ISIS militants in mid-2014 but it is estimated that around half of the residents have fled the area, mostly to the nearby Kirkuk city adding to its dramatic refugee crisis.

“They have openly said that before Mosul operation is complete, the Hawija offensive will not start and now they have also said that ISIS-held territories in Anbar province on the Jordan-Syria border must be liberated before the operation to retake Hawija begins,” Karim told reporters in Kirkuk after meeting with Arab Sunni groups who have demanded the government to step up the operation.

Iraqi Prime Minister Haider al-Abadi said Tuesday that Hawija operation will begin after the liberation of Mosul from the ISIS militants where the extrimist group is engaged in fighting against the advancig Iraqi forces in the last remaining districts in western Mosul.

Iraqi forces have pushed back the militants in most areas near Hawija, and the city has virtually been sieged by Peshmerga forces since August last year. But the incursion of the army into the city has been postponed largely to avoid costly street and house to house clashes inside the city where ISIS has had time to build fortified bases including ditches protected by planted landmines.

Iraqi and Kurdish authorities also fear that incursion of the predominantly non-Sunni forces into the city could trigger a wider ethnic gun-battle across the contested areas else where in the country. Hawija has been at the center of multiple Sunni insurgencies and popular uprisings since 2004.

Sunni groups from Hawija have in the past shown support to participating in the operation and said over 6000 local volunteers are prepared to join the action to reduce Sunni anxiety in the face of an army offensive.

“We will put more pressure until our voice is heard and our areas liberated,” said Hatam Tayi, head of a Sunni faction from Hawija adding that a large demonstration will be held in Kirkuk in the coming days to pressure the government to launch the offensive.

Iraqi forces recapture western Mosul’s al-Rifaie district, a major IS bastion

Iraqi government forces recaptured on Wednesday al-Rifaie district, a major area held by the Islamic State where intense battles have been running to retake the region.

The Defense Ministry’s War Media Cell said the army’s elite Counter-Terrorism Service took over the district completely and raised the Iraqi flags above its buildings.

Al-Rifaie is one of a handful of northwestern Mosul neighborhoods which Iraqi forces have been sweeping through over the past two weeks on its way to invade the strategic Old City, the most significant IS-held target where the group first declared the establishment of its rule in 2014.

Earlier this week, the Iraqi Joint Operations Command said it controls 89.5 percent of western Mosul territory and that more than 16000 militants were killed since operations launched to liberate Mosul in October.

Some generals were quoted saying they predict the city to be free before the end of ths month.

In a relevant context, Maj. Gen. Najm al-Jubouri, a senior commander of the JOC’s Nineveh Operations, said Iraqi forces had started erecting bridges to facilitate the movement of civilians from the western region to the eastern side which government troops recaptured in January.

Five bridges linking the city’s two sides above the Tigris River were destroyed by fighter jets ahead of launching the western Mosul offensive in February as part of a plan to prevent IS members from running from the east to the west.

“Security troops are about to set up bridges linking Hawi al-Kanisah (northwest) with the east,” Jubouri said, adding that the step aims to speed up the movement of civilians.

Iraq Stock Exchange discusses technology solutions in Beirut for its applications

The countries using the EUR, the GBP, the CHF, the JPY, and the CNY all have international corporations invested in Iraqi oil with contracts based on today’s exchange rates.  How will a radical upward IQD/USD RV (which effectively decreases the value of the USD against the IQD) affect the EUR/USD and the GBP/USD and the CHF/USD and the JPY/USD and the CNY/USD exchange rates?  Will these other major global currencies also be devalued and what in your opinion will that do to an already stressed global economy?]  This is a great question, because it opens up the floor to discuss how an RV is really a zero-sum game, mostly because we are talking about a fiat currency. When the FED prints more USD, we don’t actually gain that money.  It just dilutes the dollar a little bit more.  IQD, and an RV of the currency, works the same way, just on a global scale. My opinion is that almost every other currency will take a slight hit, and then rebound once the IQD rate stabilizes, and within about a month all currencies will be back to normal… except the IQD will be dramatically different than it was a month prior.

Parliament votes tomorrow on the proposed law on the operation of the first graduates

(Baghdad: Al-Furat News) The House of Representatives will resume on Tuesday its regular session to vote on two draft laws.

A statement of the Council, received by the agency {Euphrates News}, a copy of it, tomorrow’s session includes “the completion of the vote on the draft law to reform inmates and depositors, and vote on the proposed law to run the early graduates.”

The meeting will also discuss the recommendations of the Education Committee regarding school buildings and an oral question addressed to the head of the Federal Audit Bureau, as well as the report and discussion of the draft law granting the employee a long standard leave and handling the conditions of the contractors.

The statement said the meeting included “the report and discussion of the draft law on the residence of foreigners, and the report and discussion of the draft law on delegation of powers.”

The House of Representatives lifted on 30 April last, its normal to Tuesday, the ninth of May, after voting on a parliamentary resolution prohibiting the attendance or participation of politicians or officials conferences in and outside Iraq without the consent of the Iraqi authorities.

Iraq: Lack of accuracy in statistics confuses business

Trump’s Announcement of the Kurdish-Centric Plan to Take Raqqa

On May 9th, the Trump administration made public its plan to provide the Kurdish-led Syrian Democratic Forces (SDF) with substantial heavy weaponry. The announcement signals Washington’s decision to rely on the SDF, which is dominated by the Kurdish Democratic Union Party (PYD), for the operation to liberate Raqqa from Islamic State (ISIS) control.

Ankara’s reaction to this decision, as it was to the Obama administration’s similar conclusion, will be vociferous. Turkey views, with a good deal of justification, the PYD as the Kurdistan Workers’ Party (PKK) affiliate in Syria. The PKK has been fighting the Turkish state for most of last 33 years. Your humble columnist dearly wishes he could be a fly on the wall listening to the upcoming meeting between Trump and Erdogan on May 16th.

Mr. Trump nonetheless made the only right, and only real, choice for an administration that promised to defeat ISIS in both Iraq and Syria. Going with Turkey for the Raqqa operation would have been a terrible choice. The Turks were never willing to send much of their army to Raqqa, their Free Syrian Army (FSA) proxies are not as good or proven fighters as the Kurds, the Turkish-aligned FSA are less numerous than the SDF/PYD, and in many cases they seem about as Islamist as ISIS. Turkish forces and their proxies would also have been fighting the Kurds all along the way to Raqqa.

Naturally some policy elites in Washington appear intent on second guessing Mr. Trump’s decision on the matter. James Jeffrey, former U.S. ambassador to Turkey and Iraq, argues in an April 10 Foreign Policy Magazine piece that the U.S. should have gone with Turkey on the Raqqa operation. Although this columnist has not seen any evidence for Mr. Jeffrey’s contention that local tribes want a Turkish role in the liberation of Raqqa, the rest of his argument deserves some scrutiny.

Jeffrey argues that by focusing on the short-term tactical goal of destroying ISIS, the Americans are forgetting the more important strategic contest (which he likes to a “great game” of chess) going on in the area: Efforts by Turkey, Israel and other Arab Sunni states to push back against Iranian and Russian attempts to overthrow the regional order in the Levant. Jeffrey’s then goes on to draw a misleadingly simple tradeoff, where Washington can either 1) Fight ISIS without Turkey and let Iran and Russia win the larger game; or 2) Join Turkey against the Iranian-Russian attempt at hegemony in the Levant.

Mr. Jeffrey, like many American and Turkish policy makers, appears unable to see more than a two-dimensional game of chess. He works hard to argue that Turkey is an American ally while the PKK (and its Syrian PYD sister) are proxies of Iran, Assad and Russia. Things are a lot more complicated than that. Sometimes the PKK and these actors cooperate, while at other times they fight each other.

To understand what the Iranians’ and Russians’ three-dimensional chess game looks like, in contrast, one need only ask how Iran, which Jeffrey himself acknowledges to be much less economically and militarily powerful than Turkey, enjoys so much leverage and influence outside its borders? Russia as well, with an economy the size of Australia’s, seems to punch in a foreign influence weight class far beyond its real size and power.

The answer has to do with both Iran and Russia’s complex policies of supporting and working with various actors internationally, adroitly applying patronage and cooperation to maximum effect. Iraqis, for instance, know very well how Iran supports myriad groups in that country including various Shiite parties competing with one another, some Kurdish political parties and even Sunni Arab parties. When Iran thus wants to get something done in Iraq, it has a lot of often mutually hostile groups it can turn to. If something occurs in Iraq that Iran opposes (such as the 2012 no-confidence motion against Prime Minister Maliki), it can use its influence to overthrow the whole process.

If the Americans, either by shrewd design or by accident, are to play a similarly high level of three-dimensional strategic chess in the Levant, they might well start with more support for the PYD at the same time that they remain NATO allies with Turkey. This seems especially wise given Turkey’s own ties with Jihadi groups in Syria and elsewhere (Jeffrey conveniently ignores the question of replacing ISIS with Jabhat al Nusra or Ahrar al Shams, which would hardly offer much of an improvement from the American point of view).

In such a game, why couldn’t the U.S. support the PYD against ISIS and simultaneously oppose Iran? A simple rhetorical flourish might even do the trick: While leaders in Washington have repeatedly stated that American weapons given to the SDF/PYD must not end up in PKK hands or be used against Turkey, they never said anything about such weapons finding their way to the PKK’s Iranian branch, the Kurdistan Free Life Party (PJAK). PJAK, of course, has been fighting a guerrilla war against the government in Tehran since 2004.

This way, Ankara gets to keep supporting Hamas, Jabhat al Nusra (al Qaeda in Syria) and other American friends, while Washington can pursue its own Kurdish friendships outside of Turkey, and both can still pretend to be the best of friends at NATO summits — just like Turkey and Iran pretend to be friends at the Organization of Islamic Cooperation.

Parliament discusses the third amendment to the law of the provinces

Baghdad / Range The House of Representatives, on Monday, read a report and discuss the draft amendment to the Third Law of Governorates not organized in the territory.

Some MPs said that the third amendment aims to reduce the powers granted by the center to the provinces, while other deputies pointed out that “the amendments do not meet the ambitions of local governments.”

Abadi: the liberation of Nineveh will be founded to liberate Hawija

Prime Minister Haider al-Abadi said on Tuesday that the liberation of Nineveh province from the control of the Daqash organization will establish for the liberation of Hawija province in Kirkuk province. He pointed out that “we have uncovered many of the kidnapping cells in Baghdad, linked to armed factions, but these factions disavow them,” referring to “the establishment of a cell of political kidnappings because they need to be treated of another kind .”

Iraq Stock Exchange discusses technology solutions in Beirut for its applications

BAGHDAD – The Iraqi stock market opened Monday in the Lebanese capital of Beirut its conference on the applications and solutions of technology trading securities, stressing the need to bring investments to the securities market.

Adam Montana (Dinar Guru) –   [What will happen to the other major currencies when the CBI RV’s the IQD/USD exchange rate? The countries using the EUR, the GBP, the CHF, the JPY, and the CNY all have international corporations invested in Iraqi oil with contracts based on today’s exchange rates.  How will a radical upward IQD/USD RV (which effectively decreases the value of the USD against the IQD) affect the EUR/USD and the GBP/USD and the CHF/USD and the JPY/USD and the CNY/USD exchange rates?  Will these other major global currencies also be devalued and what in your opinion will that do to an already stressed global economy?]  This is a great question, because it opens up the floor to discuss how an RV is really a zero-sum game, mostly because we are talking about a fiat currency. When the FED prints more USD, we don’t actually gain that money.  It just dilutes the dollar a little bit more.  IQD, and an RV of the currency, works the same way, just on a global scale. My opinion is that almost every other currency will take a slight hit, and then rebound once the IQD rate stabilizes, and within about a month all currencies will be back to normal… except the IQD will be dramatically different than it was a month prior.

Parliament votes tomorrow on the proposed law on the operation of the first graduates

(Baghdad: Al-Furat News) The House of Representatives will resume on Tuesday its regular session to vote on two draft laws.

A statement of the Council, received by the agency {Euphrates News}, a copy of it, tomorrow’s session includes “the completion of the vote on the draft law to reform inmates and depositors, and vote on the proposed law to run the early graduates.”

The meeting will also discuss the recommendations of the Education Committee regarding school buildings and an oral question addressed to the head of the Federal Audit Bureau, as well as the report and discussion of the draft law granting the employee a long standard leave and handling the conditions of the contractors.

The statement said the meeting included “the report and discussion of the draft law on the residence of foreigners, and the report and discussion of the draft law on delegation of powers.”

The House of Representatives lifted on 30 April last, its normal to Tuesday, the ninth of May, after voting on a parliamentary resolution prohibiting the attendance or participation of politicians or officials conferences in and outside Iraq without the consent of the Iraqi authorities.

Iraq: Lack of accuracy in statistics confuses business

Fight to retake Mosul in ‘final stages,’ US envoy says

HAMAM AL-ALIL, IRAQ — The fight to retake Mosul from the Islamic State group is approaching its “final stages,” a senior U.S. official said Monday.

Brett McGurk, special presidential envoy for the global coalition against the IS, said Iraqi forces are “completely defeating” IS in one of the most difficult urban battles since World War II. But local Iraqi officials say they will need more funding from the U.S. and others in the international community to rebuild in territory recently retaken from the extremists.

McGurk spoke to The Associated Press from a water treatment plant south of Mosul where Iraqi forces closely backed by the U.S.-led coalition are slowly closing in on the remaining cluster of IS-held neighborhoods in the city’s west.

McGurk’s visit comes a week and a half after U.S.-backed Iraqi forces launched a renewed push on the northwestern edge of Mosul in an effort to encircle the old city where IS fighters are believed to be holding more than 200,000 civilians hostage as shields.

The operation to retake Mosul from the IS was formally launched in October and in January the city’s eastern half was declared “fully liberated.” While the initial weeks of the Mosul operation were marked with a string of swift territorial gains, the fight for the city’s west has devastated infrastructure there and inflicted high civilian casualties.

In March, the U.S. acknowledged its forces launched an airstrike in western Mosul earlier that month that witnesses tell the AP killed more than 100 people. The U.S. has not confirmed that the strike resulted in civilian casualties and the Pentagon is conducting an investigation into the incident.

In a statement on Sunday, a senior Iraqi military commander said government forces launched a new push to drive IS from four neighborhoods in west Mosul.

Lt. Gen. Abdul-Amir Rasheed Yar Allah, said Iraqi special forces were moving to the al-Eraibi and al-Rifaie neighborhoods, while militarized federal police and regular army forces are fighting IS in nearby al-Ektisadieen and 17th of July neighborhoods.

In recent weeks, Iraqi troops have slowly closed in on a small cluster of neighborhoods in the city’s west.

Trump’s Announcement of the Kurdish-Centric Plan to Take Raqqa

On May 9th, the Trump administration made public its plan to provide the Kurdish-led Syrian Democratic Forces (SDF) with substantial heavy weaponry. The announcement signals Washington’s decision to rely on the SDF, which is dominated by the Kurdish Democratic Union Party (PYD), for the operation to liberate Raqqa from Islamic State (ISIS) control.

Ankara’s reaction to this decision, as it was to the Obama administration’s similar conclusion, will be vociferous. Turkey views, with a good deal of justification, the PYD as the Kurdistan Workers’ Party (PKK) affiliate in Syria. The PKK has been fighting the Turkish state for most of last 33 years. Your humble columnist dearly wishes he could be a fly on the wall listening to the upcoming meeting between Trump and Erdogan on May 16th.

Mr. Trump nonetheless made the only right, and only real, choice for an administration that promised to defeat ISIS in both Iraq and Syria. Going with Turkey for the Raqqa operation would have been a terrible choice. The Turks were never willing to send much of their army to Raqqa, their Free Syrian Army (FSA) proxies are not as good or proven fighters as the Kurds, the Turkish-aligned FSA are less numerous than the SDF/PYD, and in many cases they seem about as Islamist as ISIS. Turkish forces and their proxies would also have been fighting the Kurds all along the way to Raqqa.

Naturally some policy elites in Washington appear intent on second guessing Mr. Trump’s decision on the matter. James Jeffrey, former U.S. ambassador to Turkey and Iraq, argues in an April 10 Foreign Policy Magazine piece that the U.S. should have gone with Turkey on the Raqqa operation. Although this columnist has not seen any evidence for Mr. Jeffrey’s contention that local tribes want a Turkish role in the liberation of Raqqa, the rest of his argument deserves some scrutiny.

Jeffrey argues that by focusing on the short-term tactical goal of destroying ISIS, the Americans are forgetting the more important strategic contest (which he likes to a “great game” of chess) going on in the area: Efforts by Turkey, Israel and other Arab Sunni states to push back against Iranian and Russian attempts to overthrow the regional order in the Levant. Jeffrey’s then goes on to draw a misleadingly simple tradeoff, where Washington can either 1) Fight ISIS without Turkey and let Iran and Russia win the larger game; or 2) Join Turkey against the Iranian-Russian attempt at hegemony in the Levant.

Mr. Jeffrey, like many American and Turkish policy makers, appears unable to see more than a two-dimensional game of chess. He works hard to argue that Turkey is an American ally while the PKK (and its Syrian PYD sister) are proxies of Iran, Assad and Russia. Things are a lot more complicated than that. Sometimes the PKK and these actors cooperate, while at other times they fight each other.

To understand what the Iranians’ and Russians’ three-dimensional chess game looks like, in contrast, one need only ask how Iran, which Jeffrey himself acknowledges to be much less economically and militarily powerful than Turkey, enjoys so much leverage and influence outside its borders? Russia as well, with an economy the size of Australia’s, seems to punch in a foreign influence weight class far beyond its real size and power.

The answer has to do with both Iran and Russia’s complex policies of supporting and working with various actors internationally, adroitly applying patronage and cooperation to maximum effect. Iraqis, for instance, know very well how Iran supports myriad groups in that country including various Shiite parties competing with one another, some Kurdish political parties and even Sunni Arab parties. When Iran thus wants to get something done in Iraq, it has a lot of often mutually hostile groups it can turn to. If something occurs in Iraq that Iran opposes (such as the 2012 no-confidence motion against Prime Minister Maliki), it can use its influence to overthrow the whole process.

If the Americans, either by shrewd design or by accident, are to play a similarly high level of three-dimensional strategic chess in the Levant, they might well start with more support for the PYD at the same time that they remain NATO allies with Turkey. This seems especially wise given Turkey’s own ties with Jihadi groups in Syria and elsewhere (Jeffrey conveniently ignores the question of replacing ISIS with Jabhat al Nusra or Ahrar al Shams, which would hardly offer much of an improvement from the American point of view).

In such a game, why couldn’t the U.S. support the PYD against ISIS and simultaneously oppose Iran? A simple rhetorical flourish might even do the trick: While leaders in Washington have repeatedly stated that American weapons given to the SDF/PYD must not end up in PKK hands or be used against Turkey, they never said anything about such weapons finding their way to the PKK’s Iranian branch, the Kurdistan Free Life Party (PJAK). PJAK, of course, has been fighting a guerrilla war against the government in Tehran since 2004.

This way, Ankara gets to keep supporting Hamas, Jabhat al Nusra (al Qaeda in Syria) and other American friends, while Washington can pursue its own Kurdish friendships outside of Turkey, and both can still pretend to be the best of friends at NATO summits — just like Turkey and Iran pretend to be friends at the Organization of Islamic Cooperation.

Security forces foil IS attack on military checkpoint in Hama, destroy vehicles in Wadi Uzaib

Hama (SyriaNews.media) Syrian Arab Army forces, on Wednesday, destroyed two vehicles belonging to the Islamic State group in Wadi al-Uzaib area, while foiled an attack on military checkpoints, in eastern Hama, a source told the Syrian News Agency.

The source said that an army battalion engaged in clashes with the Islamic State militants that attacked military checkpoints, in Salmeya area, in eastern Hama.

Security forces managed to foil the attack, after killing several terrorists of the Islamic State and destroying their armed vehicles, the source added.

Meanwhile, army forces also destroyed two vehicles, including an armed one, belonging to the terrorist group, in Wadi al-Uzaib area, east of Salmeya City.

U.S. to arm Syrian Kurds fighting Islamic State, despite Turkey’s ire

(Reuters) Despite fierce opposition from NATO ally Turkey, U.S. President Donald Trump has approved supplying arms to Kurdish YPG fighters to support an operation to retake the Syrian city of Raqqa from Islamic State, U.S. officials said on Tuesday.

Ankara views the Kurdish YPG militia, fighting within a larger U.S.-backed coalition, as the Syrian extension of the Kurdish PKK militant group, which has fought an insurgency in southeastern Turkey since 1984.

There was no immediate reaction from Turkey, whose president, Tayyip Erdogan, is expected to meet Trump in Washington next week.
The Pentagon immediately sought to stress that it saw arming the Kurdish forces “as necessary to ensure a clear victory” in Raqqa, Islamic State’s de facto capital in Syria and a hub for planning the group’s attacks against the West.

“We are keenly aware of the security concerns of our coalition partner Turkey,” Pentagon spokeswoman Dana White said in a statement as she traveled in Lithuania with defense secretary Jim Mattis.

“We want to reassure the people and government of Turkey that the U.S. is committed to preventing additional security risks and protecting our NATO ally,” White said.
The United States has long directly supplied arms to the Arab components of the so-called Syrian Democratic Forces, which include YPG fighters. White said Washington would still prioritize supplying those Arab fighters within the SDF.

One U.S. official, speaking on condition of anonymity, said the equipment for the Kurdish fighters could include small arms, ammunition, machine guns, armored vehicles and engineering equipment.

Equipment provided to the SDF would be limited, specific to a mission and provided “incrementally as objectives are reached” White said.

STRAIN ON ALLIANCE

The U.S. alliance with Turkey has proven decisive in the battle against Islamic State in Syria, providing the coalition with access to Turkey’s Incirlik air base to wage strikes against the militants, officials say.

Mattis, speaking before the announcement to reporters in Denmark and after talks with coalition members, sounded upbeat about working through tensions with Ankara.
“Our intent is to work with the Turks, alongside one another, to take Raqqa down, and we’re going to sort it out and we’ll figure out how we’re going to do it,” Mattis said.
Mattis called Turkish Defense Minister Fikri Isik on Tuesday, the Pentagon said. It was unclear how Isik responded but the Pentagon said that both “affirmed their support for peace and stability in both Iraq and Syria.”

The decision to arm the Syrian Kurds will likely cast a shadow over Erdogan’s visit to Washington, policy experts said.

“There have been bad episodes in the relationship between the United States and Turkey, but this one is serious because it gets to the heart of Turkish security priorities,” said Bulent Aliriza, director of the Turkey project at the Center for Strategic and International Studies in Washington.

“You’ve now got a question mark over the U.S.-Turkish security relationship that is pretty serious,” Aliriza said.

Ankara had long argued that Washington should switch support for the planned assault on Raqqa from the Kurdish YPG militia to Syrian rebels Turkey has trained and led against Islamic State for the past year.

But the U.S. administration was skeptical that the Turkish-backed force was large enough or sufficiently trained.

White appeared to allude to that conclusion when she said: “The SDF, partnered with enabling support from U.S. and coalition forces, are the only force on the ground that can successfully seize Raqqa in the near future.”

Saleh Muslim, co-chair of the Syrian Kurdish PYD party, the YPG’s political affiliate, said the U.S. decision was expected.

“The Raqqa campaign is running in parallel with the international coalition against terrorism. It’s natural that they would provide weapons” to the SDF and the armed groups fighting as part of it, Muslim said.

In a sign of recent tensions, Turkish warplanes carried out air strikes against Kurdish YPG fighters in northeastern Syria and Iraq’s Sinjar region late last month, killing less than 30 fighters, according to one estimate.

The United States has played down Turkish accusations of links between the YPG and PKK. Ankara believes the YPG’s advances will fuel anti-Kurdish sentiment in predominantly Arab parts of Syria such as Raqqa, and threaten Syria’s territorial integrity.

WASHINGTON DC, United States (Kurdistan24) – In interviews with Kurdistan24, two Republican Congressman spoke very highly of the Peshmerga.

The role the Peshmerga have played in fighting the Islamic State (IS) has won the Kurds and their aspirations a very sympathetic hearing in Washington.

Tom Cole, who represents Oklahoma’s 4th Congressional District, and John Carter, from Texas’ 31st District, each expressed their deep appreciation.

“They’ve been tremendous. Best troops on the ground, without a doubt,” Cole stated.

“Most reliable ally from the American standpoint. Most dangerous enemy from [IS’] standpoint,” he added.

Carter spoke similarly. “The Kurds have really been stand-up fighters since day one,” he affirmed. “They’ve certainly proven their worth to the fight.”

Both Congressmen sit on the House Appropriations Committee, and both of their districts include major US Army bases: Ft. Sill in Oklahoma and Ft. Hood, the world’s largest military installation, in Texas.

Thus, these two Congressmen pay particular attention to the conflicts in which the US Army is engaged.

One important question involves US plans for its security architecture in the area after IS is defeated as a conventional military force. Should the US continue to maintain a military base in the Kurdistan Region?

Kurdistan24 asked Cole if he would favor such an idea, and the Oklahoma Congressman responded enthusiastically.

“As long as our Kurdish friends support that, and I think they would,” he responded. Cole noted the US had a very positive experience there.

“That’s been an area that we can operate out of stably,” he said, “and frankly, where we’ve got a supportive local population.”

Cole further explained, “The lesson of [IS] is that we left too soon.” We failed to secure our “hard-won victories in Iraq,” he said, “and I hope that we don’t make that mistake again.”

The countries using the EUR, the GBP, the CHF, the JPY, and the CNY all have international corporations invested in Iraqi oil with contracts based on today’s exchange rates.  How will a radical upward IQD/USD RV (which effectively decreases the value of the USD against the IQD) affect the EUR/USD and the GBP/USD and the CHF/USD and the JPY/USD and the CNY/USD exchange rates?  Will these other major global currencies also be devalued and what in your opinion will that do to an already stressed global economy?]  This is a great question, because it opens up the floor to discuss how an RV is really a zero-sum game, mostly because we are talking about a fiat currency. When the FED prints more USD, we don’t actually gain that money.  It just dilutes the dollar a little bit more.  IQD, and an RV of the currency, works the same way, just on a global scale. My opinion is that almost every other currency will take a slight hit, and then rebound once the IQD rate stabilizes, and within about a month all currencies will be back to normal… except the IQD will be dramatically different than it was a month prior.

Parliament votes tomorrow on the proposed law on the operation of the first graduates

The meeting will also discuss the recommendations of the Education Committee regarding school buildings and an oral question addressed to the head of the Federal Audit Bureau, as well as the report and discussion of the draft law granting the employee a long standard leave and handling the conditions of the contractors.

The statement said the meeting included “the report and discussion of the draft law on the residence of foreigners, and the report and discussion of the draft law on delegation of powers.”

The House of Representatives lifted on 30 April last, its normal to Tuesday, the ninth of May, after voting on a parliamentary resolution prohibiting the attendance or participation of politicians or officials conferences in and outside Iraq without the consent of the Iraqi authorities.

Iraqi security forces are only days away from completing the operation to recapture Mosul from ISIS, the BBC quoted army’s chief of staff as saying on Friday.

Lt Gen Othman al-Ghanimi said he hoped the group would be defeated in the city before the Islamic holy month of Ramadan begins on 26 May.

Recent gains in the north meant the remaining militants were being squeezed into an ever smaller area, he added.

Mosul fell to ISIS in 2014 and is its last major urban stronghold in Iraq.

Pro-government forces launched a major offensive to retake the city in October with the support of US-led coalition air strikes.

They managed to take full control of the eastern half of Mosul in January and started an assault on the west the following month.

Fewer than 1,000 militants are now besieged in several north-western districts, including the Old City, along with as many as 450,000 civilians.

“The security forces are carrying out a big and effective effort. I say that ISIS will be finished in days, God willing,” Gen Ghanimi said.

“I say that the rest of Mosul will be liberated before the holy month of Ramadan.”

The return of commercial traffic to the markets of Mosul again

Security forces foil IS attack on military checkpoint in Hama, destroy vehicles in Wadi Uzaib

Hama (SyriaNews.media) Syrian Arab Army forces, on Wednesday, destroyed two vehicles belonging to the Islamic State group in Wadi al-Uzaib area, while foiled an attack on military checkpoints, in eastern Hama, a source told the Syrian News Agency.

The source said that an army battalion engaged in clashes with the Islamic State militants that attacked military checkpoints, in Salmeya area, in eastern Hama.

Security forces managed to foil the attack, after killing several terrorists of the Islamic State and destroying their armed vehicles, the source added.

Meanwhile, army forces also destroyed two vehicles, including an armed one, belonging to the terrorist group, in Wadi al-Uzaib area, east of Salmeya City.

U.S. to arm Syrian Kurds fighting Islamic State, despite Turkey’s ire

(Reuters) Despite fierce opposition from NATO ally Turkey, U.S. President Donald Trump has approved supplying arms to Kurdish YPG fighters to support an operation to retake the Syrian city of Raqqa from Islamic State, U.S. officials said on Tuesday.

Ankara views the Kurdish YPG militia, fighting within a larger U.S.-backed coalition, as the Syrian extension of the Kurdish PKK militant group, which has fought an insurgency in southeastern Turkey since 1984.

There was no immediate reaction from Turkey, whose president, Tayyip Erdogan, is expected to meet Trump in Washington next week.
The Pentagon immediately sought to stress that it saw arming the Kurdish forces “as necessary to ensure a clear victory” in Raqqa, Islamic State’s de facto capital in Syria and a hub for planning the group’s attacks against the West.

“We are keenly aware of the security concerns of our coalition partner Turkey,” Pentagon spokeswoman Dana White said in a statement as she traveled in Lithuania with defense secretary Jim Mattis.

“We want to reassure the people and government of Turkey that the U.S. is committed to preventing additional security risks and protecting our NATO ally,” White said.
The United States has long directly supplied arms to the Arab components of the so-called Syrian Democratic Forces, which include YPG fighters. White said Washington would still prioritize supplying those Arab fighters within the SDF.

One U.S. official, speaking on condition of anonymity, said the equipment for the Kurdish fighters could include small arms, ammunition, machine guns, armored vehicles and engineering equipment.

Equipment provided to the SDF would be limited, specific to a mission and provided “incrementally as objectives are reached” White said.

In a sign of recent tensions, Turkish warplanes carried out air strikes against Kurdish YPG fighters in northeastern Syria and Iraq’s Sinjar region late last month, killing less than 30 fighters, according to one estimate.

The United States has played down Turkish accusations of links between the YPG and PKK. Ankara believes the YPG’s advances will fuel anti-Kurdish sentiment in predominantly Arab parts of Syria such as Raqqa, and threaten Syria’s territorial integrity.

WASHINGTON DC, United States (Kurdistan24) – In interviews with Kurdistan24, two Republican Congressman spoke very highly of the Peshmerga.

The role the Peshmerga have played in fighting the Islamic State (IS) has won the Kurds and their aspirations a very sympathetic hearing in Washington.

Tom Cole, who represents Oklahoma’s 4th Congressional District, and John Carter, from Texas’ 31st District, each expressed their deep appreciation.

“They’ve been tremendous. Best troops on the ground, without a doubt,” Cole stated.

“Most reliable ally from the American standpoint. Most dangerous enemy from [IS’] standpoint,” he added.

Carter spoke similarly. “The Kurds have really been stand-up fighters since day one,” he affirmed. “They’ve certainly proven their worth to the fight.”

Both Congressmen sit on the House Appropriations Committee, and both of their districts include major US Army bases: Ft. Sill in Oklahoma and Ft. Hood, the world’s largest military installation, in Texas.

Thus, these two Congressmen pay particular attention to the conflicts in which the US Army is engaged.

One important question involves US plans for its security architecture in the area after IS is defeated as a conventional military force. Should the US continue to maintain a military base in the Kurdistan Region?

Kurdistan24 asked Cole if he would favor such an idea, and the Oklahoma Congressman responded enthusiastically.

“As long as our Kurdish friends support that, and I think they would,” he responded. Cole noted the US had a very positive experience there.

“That’s been an area that we can operate out of stably,” he said, “and frankly, where we’ve got a supportive local population.”

Cole further explained, “The lesson of [IS] is that we left too soon.” We failed to secure our “hard-won victories in Iraq,” he said, “and I hope that we don’t make that mistake again.”

Jubouri and his Romanian counterpart sign an agreement of cooperation and exchange of experiences

Speaker of the House of Representatives Salim al-Jubouri signed a joint agreement with his Romanian counterpart Liviu Draganya on Monday to increase understanding on coordination and exchange of experiences.

Iraq Stock Exchange discusses technology solutions in Beirut for its applications

BAGHDAD – The Iraqi stock market opened Monday in the Lebanese capital of Beirut its conference on the applications and solutions of technology trading securities, stressing the need to bring investments to the securities market.

Adam Montana (Dinar Guru) –   [What will happen to the other major currencies when the CBI RV’s the IQD/USD exchange rate? The countries using the EUR, the GBP, the CHF, the JPY, and the CNY all have international corporations invested in Iraqi oil with contracts based on today’s exchange rates.  How will a radical upward IQD/USD RV (which effectively decreases the value of the USD against the IQD) affect the EUR/USD and the GBP/USD and the CHF/USD and the JPY/USD and the CNY/USD exchange rates?  Will these other major global currencies also be devalued and what in your opinion will that do to an already stressed global economy?]  This is a great question, because it opens up the floor to discuss how an RV is really a zero-sum game, mostly because we are talking about a fiat currency. When the FED prints more USD, we don’t actually gain that money.  It just dilutes the dollar a little bit more.  IQD, and an RV of the currency, works the same way, just on a global scale. My opinion is that almost every other currency will take a slight hit, and then rebound once the IQD rate stabilizes, and within about a month all currencies will be back to normal… except the IQD will be dramatically different than it was a month prior.

Parliament votes tomorrow on the proposed law on the operation of the first graduates

(Baghdad: Al-Furat News) The House of Representatives will resume on Tuesday its regular session to vote on two draft laws.

A statement of the Council, received by the agency {Euphrates News}, a copy of it, tomorrow’s session includes “the completion of the vote on the draft law to reform inmates and depositors, and vote on the proposed law to run the early graduates.”

The meeting will also discuss the recommendations of the Education Committee regarding school buildings and an oral question addressed to the head of the Federal Audit Bureau, as well as the report and discussion of the draft law granting the employee a long standard leave and handling the conditions of the contractors.

The statement said the meeting included “the report and discussion of the draft law on the residence of foreigners, and the report and discussion of the draft law on delegation of powers.”

The House of Representatives lifted on 30 April last, its normal to Tuesday, the ninth of May, after voting on a parliamentary resolution prohibiting the attendance or participation of politicians or officials conferences in and outside Iraq without the consent of the Iraqi authorities.
