Ending manual counting in Erbil

Khandan – The hand counting and counting of the ballot boxes that have appeals and complaints in Erbil has been completed. The hand counting and counting of 100 boxes has been completed and 56 boxes have been transferred to Baghdad.

The correspondent of “Khandan”, that the appeals were submitted in advance on 219 ballot boxes in Arbil, and yesterday the counting and manual counting of 97 boxes, and today was completed counting and manual counting of 33 boxes.

The process of counting and sorting the manual partial began in Arbil on Thursday, while the operation boycotted four Kurdish parties, the Alliance of Democracy and Justice and the Movement for Change and the Islamic Union of Kurdistan, and the Islamic Group.

These parties have already boycotted the process of manual counting and sorting in Sulaymaniyah, demanding the total manual counting and sorting.

BGG ~ All credible reports on the recount result until now, have indicated very little or no deviation – and no fraud or vote tampering. Which leaves us wondering what all the squabble was about? Who was making all the noise? Why? Why the attempts to burn ballots and impede the count? All very interesting questions…

1) Abadi plainly said there wouldn’t be any major change in election results – he was right. There appears to be no big change in the vote count. The process couldn’t be more vetted. The UN is overseeing it for Heaven’s SAKES!! Stop and think for a minute – if Abadi were in on some major fraud, don’t you think he would have placed higher than 3rd? Probably. Sadr and Ameri CLEARLY aren’t the two guys he would pick to have to make nice with at this stage either. As a result, it doesn’t look like he’s “in on anything” regarding the electoral process. In fact, if you follow Abadi – he is a very conservative player. He usually has a very stable approach and plays it right down the middle. This appears to be no exception.

2) The short answer on all the squabble and who was making noise? EASY – look at those who were in Parliament and those who don’t have immunity now. The former political ruling class. Those who are “now out in the cold”. Parliament had several emergency meetings right before the end of their term trying to cook something up that would save their hides… some law, some vote, something…

When this didn’t work, they tried cooking up their own “collusion” scandal – wide spread fraud, they called it. The counts are getting done quick and WAIT?!? It doesn’t look like fraud. It looks more like the people just got sick and tired of being taken advantage of and voted these characters out. Not exactly – but that’s what it looks like (watch for my commentary on this soon).

Parliament’s typical lack of ability to work together has often been some kind of cover for their intentional “slow-walking” of everything… it came back to bite them this time. When they really needed to get together to save their own @$$es – they just couldn’t do it. Ironic.

3) IMHO – and this is just my opinion… the attempts to burn the ballots boxes came out of the Maliki camp. Why? This is standard Maliki modus operandi. When things don’t go his way – he sets a fire and uses the ensuing scandal / confusion as cover while he works his program. In the past – he’s set fire to things to hide corruption. This time – it’s not to hide corruption. It’s political camouflage. It was about giving him some time, space and angry sentiment to work with.

In the couple of weeks following this incident, while they had to appoint judges, get some independent oversight in there (ie; the UNHRC) and then set about doing a recount, all of which gave Maliki time to cook up a media campaign. Over the last couple of weeks there have been NUMEROUS reports in his wrangled media outlets which were very, very favorable to Maliki. It gave him time to come up with a plan. I’ll break a couple of these “favorable” articles down today.

In the end, it was a big stall.

Similar to recognizing Abadi’s characteristic approach earlier… THIS HAS BEEN MALIKI’S M.O. IN THE PAST. He creates chaos and finds himself some room to work in the middle of all the mess.

The good news? It doesn’t look like it will be the sweeping victory he was hoping for. At this point, my guess is, Maliki’s very best outcome is he lands himself some minor role in the next GOI and avoids getting hung. Which is a guess only – and likely the very best possible outcome for him. I’m not saying the odds are good for this happening. I’m only saying – this would be a win for him. Political survival.

Judges assigned to determine the date of manual counting and counting in Dahuk and this is the number of funds

Twilight News – A source in the Electoral Commission for elections on Friday that the process of counting and sorting manual will start in the province of Dohuk in the Kurdistan region on Sunday.

The source told Ashqaf News that after the completion of manual counting and sorting in Erbil today, the judges will be transferred to the province of Duhok for the purpose of counting and sorting stations that received complaints and appeals of 110 stations.

The source added that work will be started on Sunday 15/7/2018.

The judges assigned to the Electoral Commission had announced earlier in the day the success of the process of manual counting and sorting of the ballot boxes of Sulaymaniyah and Arbil.

The results of the manual counting and sorting process in Sulaymaniyah and Erbil, in line with the previous announced results in the Electoral Commission.

BGG ~ In simple terms. The judges, observers and investigators have finished counting in Erbil and are moving on to Dahuk. They will begin the process there tomorrow (the 15th).

According the the recent SJC ruling – they aren’t going to manually recount all the votes – just those from districts or polling stations where allegations or disputes were recorded.

The state of law reveals the fact that it presented “concessions to Barzani” to collect a third term for the owners

Article Credit: Baghdadtoday.news

BGG ~ This is one of the main articles over the last few days that I really wanted to get into… just sooooo much here. This one was out of a BARRAGE of news pieces over the last couple of weeks seeming to favor Maliki.

Everyone so upset over anything positive for Maliki, they didn’t stop to read it!!

First, nowhere in here does it say that they actually had, have or will have a deal. Also – this strong budding U.S. support for the Kurds doesn’t bode well for any alliance with deep ties to Iran. Which would be the cornerstone of an Ameri, Abadi, Maliki and Barzani alliance. Way too much Iran there for the U.S. to put up with. The Kurds need us more than anything in the long run.

Ultimately – they are only saying they are willing to offer concessions to Barzani. It doesn’t say he agreed or that they have a deal.

This is an SLC spokesperson who is “revealing” information… great. Obviously, this news – whether true or not, would help Maliki. If true, it would not be good for Sadr, who would be the the odd man out, and probably push him to an “opposition” role in Parliament. Even if it’s not true – it sows some discord and puts pressure on the deals currently in place and whatever negotiations are coming between Sadr, Abadi, Ameri, Barzani and Hakim. In fact, the big winner from this round appears to be Abaidi. Right about the time this came out – within the next day or so, Sadr dropped his single requirement of Abadi for his support as the next PM.

Further, Chihod is not a reliable source. He’s a wind-bag from way back. He says this visit was natural between winning parties to exchange views on the formation of a strong government (Maliki lingo and a minor cheap shot at Abadi – more later) AWAY from concessions or political deals (I guess he’s referring to the two alliances already in place?). I hate to break it to him… there are 3 other “more winning” parties ahead of anyone in this meeting.

In the very next paragraph he’s then pointing out that they, too, are willing to make concessions, but for the “homeland” and that these meetings were held in public. The only thing he’s doing is making themselves look worse and worse. Both Maliki and Barzani were the ones caught in hinky, back door, oil smuggling schemes making themselves rich on stolen oil, in exchange for allowing the Kurds and Peshmerga to expand at will and no resistance to Maliki’s agendas.

This article also lays out the Barzani side of the conversation, saying any alliance they wind up in with Baghdad will be based on 3 conditions…

1) They need to make (or have) “historic relations”

2) Implement the Constitution with logic and rationality

3) and abide by the principles of partnership.

Nowhere does it say Barzani and Maliki are in another deal. In fact, I kind of wonder if the Kurds are even willing to go this way again.

Why sell Dinar?

Simple answer: I’m selling – so I can buy. I sell so that we can increase holdings and help everyone along the way. We keep what we can afford to. That’s the general concept anyway.

To answer the ding-a-ling critics – we’re aren’t “selling out” – we’re “buying in”. Which all started by just trying to help a few folks in a tough position.

Sometime back we were able to, because of our unique position – help some folks in a big way with their currency. This was when the various Dinar dealers were PUNISHING people on their buy-backs and not passing much on to buyers.

We helped. At a time when the advertised buy-back price was $500-650 per million (depending on condition) we were able to get one man $850 per million x 60 million which helped him save his farm. We didn’t make much ($25 per million – to be exact) – but we helped.

It was then I realized, if we were gonna’ keep this up, we ought to get registered as a dealer… just to be on the safe side. We did.

What does this mean for you? We try to offer the best number for those wanting to get out – and the best number we can for those wanting to get in or add more.

Our Sell price for today: $950 per million

Mnt Goat (Dinar Guru) –   The news now is all about the re-counting of the ballot results from the May 12th elections. ...Yes, yet another intentional act to delay the progress of the countryWhy are they doing this? Many of these gurus will tell you it is orchestrated by Nori al-Maliki and his gang to stall for time, hoping to delay the results long enough so he can put together his own majority coalition. I agree with this notion but be assured it is not going to work for him and is now only backfiring on him, as the citizens will surely find out who orchestrated this fiasco in the future and who stalled the formation of the govt. This will happen when the re-counting results show no significant changes. …So this is a very dangerous tightrope Maliki is now walking but I think he has been out maneuvered and is losing his leverage by Sadr.

Sadr abandons his only condition to support Abadi’s candidacy for PM

Sadrists say they will nominate next prime minister of Iraq

Head of Sadrist Movement Moqtada al-Sadr abandoned his only condition to support Iraqi Prime Minister Haider al Abadi’s candidacy to another term in office, a well-informed source in Sairoun coalition said.

The source explained that Sadr’s condition was Abadi’s resignation from Islamic Dawa Party in exchange for supporting his candidacy for another term in office.

In addition, the source underlined that Abadi has the capabilities to remain in office, as a result of his success in leading the country under difficult security and economic circumstances.

The Parliamentary elections was marked by record low turnout. It was the first since Iraq declared victory over the ISIS group and the fourth since the 2003 US-led invasion that toppled Saddam Hussein.

Will Trump implement his own policy toward Kurds?

WASHINGTON DC, United States (Kurdistan24) – “The Kurds are great people. They’re incredible fighters,” President Donald Trump said on Thursday, following the NATO summit in Brussels.

“They’re wonderful, warm, intelligent — allies, in many cases,” he continued, replying to a question from Kurdistan 24’s Barzan Hassan.

“I believe they’re great people,” Trump affirmed.

Kurds and their friends were delighted at the President’s words, which brought back memory of Trump on the campaign trail when he also spoke warmly of the Kurds.

“We should be arming the Kurdish [troops.] They’ve proven to be the best fighters. They’ve proven to be the most loyal to us,” he said.

“They have great heart. We should be working with them much more than we are,” Trump said in Nashville.

After Trump won, Kurds looked forward to his presidency. “Trump Fish” restaurant opened in Dohuk, because, as the owner told Kurdistan 24, “[Trump] has expressed support for the Peshmerga forces in the presidential election campaign.”

Trump’s first (and short-lived) National Security Adviser, Michael Flynn, was sympathetic to the Kurds. So, too, was the man who replaced him, H.R. McMaster, who worked with the Peshmerga during Operation Iraqi Freedom (OIF.)

So when the US did virtually nothing to stop the Iraqi assault on Kirkuk in October 2017, Kurdish anger at US inaction was accompanied by a deeply-felt sense of betrayal.

What went wrong?

The Trump administration, like its predecessor, saw Iraq, including the Kurds, in terms of the war to defeat the Islamic State (IS.) It did not think much about what would follow. It assumed the past was the future. So Iraq was not a high priority—say, on the level of North Korea or Iran.

The question of the future of Iraq was left to the bureaucracies, which are, typically, creatures of habit. They continued with their Obama-era thinking. That included accommodating Iran’s growing influence in Iraq, not recognizing it as a problem, even not acknowledging basic facts—like the clear evidence of the central role played by Iran and its proxy forces among Iraq’s Shia militias in the assault on Kirkuk.

As Trump’s tough new stance against Iran emerged, they failed to address the contradiction between confronting Iran pretty much everywhere on the planet but accommodating it in Iraq.

Michael Pregent, a Fellow at the Hudson Institute, who advised Gen. David Petraeus and Gen. Raymond Odierno during OIF, suggested that Trump was not thinking strategically about “the significance of Kurdistan.”

Trump “limits his praise to the bravery of the Peshmerga,” as they fought IS, Pregent said, but “what he needs to understand is that the way to keep [IS] from coming back and the way to curb Iranian influence” is to recognize the Kurdistan Region “as an American ally and an American investment.”

The Kurds are an American ally because the US can work with them to restrain Iran while preventing IS’ re-emergence, and the Kurdistan Region can be an American investment because it is a success story.

“It is literally the only thing we have left in Iraq that is a shining example of what we were able to do there,” Pregent said. However, the bureaucracies are not presenting these issues to the president from this strategic perspective, and so it is not recognized.

The formulation of Iraq policy fell to the State Department, where Secretary Tillerson was a remote and disengaged figure, focused on priority issues, like North Korea, and on reorganizing the State Department, a prolonged process, which left important positions unfilled.

Into that vacuum stepped Brett McGurk, a lawyer, with limited knowledge and experience of the Middle East. McGurk, whom Barack Obama had made Special Presidential Envoy to the coalition to defeat IS in November 2015, after Gen. John Allen stepped down from that position.

Originally, Trump intended to replace McGurk with Lt. Gen. H.R. McMaster, whose stature and experience was comparable to Allen’s. But when Michael Flynn was obliged to resign as National Security Adviser, McMaster was tapped to replace Flynn, and McGurk kept his position.

In the absence of an Assistant Secretary of State for Near East Affairs, McGurk assumed the role of US arbiter of Iraq’s future. Three major setbacks followed.

The first was the Iranian-orchestrated assault on Kirkuk. McGurk did not inform the White House of Tehran’s role, perhaps, because he, himself, was unaware of it.

The second was the re-emergence of IS in Kirkuk and other disputed territories.

The third was Iraq’s May 12 elections. America’s man in Iraq—Haider al-Abadi—finished third, behind the mercurial Shia cleric, Muqtada al-Sadr, and Hadi al-Amiri, head of the Popular Mobilization Forces, the most powerful of which, including his own, are backed by Iran.

How is Washington dealing with this? The US-led military coalition has responded to the deteriorating security situation by increasing coordination with the Peshmerga; emphasizing its continuing support for the Kurdish forces; and promoting talks to restore security coordination between the Kurdistan Region and Iraq.

In addition, senior US officials now publicly acknowledge that Iran’s influence in Iraq is a real problem. Secretary of State Mike Pompeo regularly speaks of the challenge posed by the Iranian-backed Shia militias.

Most dramatically, perhaps, the State Department recently revealed that Iran is running terrorist training camps in Iraq. It identified the Bahraini Al-Ashtar Brigades as one group receiving such training, but it would be little surprise if there were not more.

Of course, this does not explain how the US will address the challenge of Iran’s malign role in Iraq, but acknowledging the problem is, at least, a start.

And it raises the question: given that this is the nature of the Iraqi government, why insist that the people whom Trump describes—“great people” and “incredible fighters” and “most loyal to us”—must remain subject to this modern-day Babylonian yoke?

Spokesperson: Coalition between Maliki, Sadr ‘unlikely’

ERBIL (Kurdistan 24) – The Political Bureau of Iraqi election winner Muqtada al-Sadr says a possible coalition with the Head of the State of Law faction, Nouri al-Maliki, is not possible as they hold him responsible for the fall of Mosul to the Islamic State (IS) in 2014.

Dhiya al-Assadi, Head of Sadr’s Political Bureau, said in a statement on Wednesday that forming a coalition with Maliki is unlikely because he holds legal responsibility for what happened in Mosul and other Iraqi cities due to his role as Commander-in-Chief of the armed forces at the time.

Assadi stated that Sadr had made more than one attempt to present projects aimed at building a fair state, noting it remains unclear whether Maliki’s faction will get any ministerial positions as the decision is not up to the Sairoon Coalition, which won the majority of votes in the May 12 elections.

According to Assadi, Maliki must first reveal the people involved in the fall of Mosul and hold them accountable for all the bloodshed, the lands occupied, and properties destroyed before an alliance is considered with his party.

“One of [Sadr’s] attempts is to create a technocrat-based committee to elect ministers to replace the ones in [Haider al-Abadi’s] cabinet,” he said, adding due to personal and political interests by decision makers, these plans were never implemented.

On June 23, Iraq’s parliamentary election winner Sadr and current Prime Minister Abadi announced that their political blocs would form an alliance.

Earlier this month, Sairoon and Iran-backed Hashd al-Shaabi’s al-Fatih Coalition, who finished runners-up in the polls, said they had reached an agreement to create the largest alliance in the next Iraqi Parliament.

The Iraq Report: MPs fearing corruption charges flee Iraq en masse

As the partial manual vote recount begins to finally settle the controversy-ridden general elections held in May, Iraqi parliamentarians have been leaving the country in large numbers.

Iraq has suffered from a plague of corruption since the US-led invasion in 2003 installed a new government, and many lawmakers are concerned they will be caught in the net of the incoming parliament, who have many political scores to settle by way of corruption allegations and scandals.

Meanwhile, the terrible story of the rise and fall of the Islamic State group continues to trouble Iraq as a key witness to events leading to the fall of Mosul to the extremists was found murdered. The witness allegedly had evidence that could have implicated the administration of former Prime Minister Nouri al-Maliki, blaming his government for severe shortcomings that led to Iraq’s second city falling under the sway of dangerous jihadists.

Vote recount begins as lawmakers flee

With the Iraqi Supreme Court’s decision late last month to conduct a partial manual recount of the votes cast in last May’s general election, the process has finally begun in the oil-rich disputed city of Kirkuk in northern Iraq.

Iraqi officials began a hand recount on Tuesday, state television reported, in a move that is set to prolong the already lengthy formation of a new government.

Footage of dozens of ballot boxes lined up on the ground in a sports hall were televised, with the government stating that the recount would be undertaken before representatives from the United Nations and other political parties. The sports hall was also covered by security cameras and protected by elite counterterrorism soldiers.

The high security came as a suicide bomber attempted to blow up a truck in the warehouse where the ballots were being held on Sunday, just days before the recount was set to begin. Although the bomber failed to destroy the ballots, he succeeded in damaging the facility and killing at least two security officers and wounding 21 bystanders.

The fact that the manual recount process has begun in Kirkuk will not be lost on the Turkmen, Arab and Kurdish parties who contested the elections in the divided governorate. Immediately following the release of the election results, Arab and Turkmen communities cried foul as the Patriotic Union of Kurdistan (PUK) party swept the majority of seats, including in ethnically non-Kurd districts.

These fears were substantiated by the International Crisis Group, which reported several disturbing incidences of potential voter fraud a little over a week after the elections. ICG also reported how electoral results history showed that ethnically Arab and Turkmen districts tend not to vote for Kurdish political parties in Kirkuk, and therefore there was a high possibility of fraud in these districts where the PUK swept the opposition away.

The delay in verifying the election results has led to Iraq facing a parliamentary vacuum for the first time since the 2003 invasion, as parliament held its last session on Saturday. Although the recount has begun, that has not stopped the winning coalitions from attempting to cut deals with each other to form a new government, showing the recount is unlikely to change the outcome significantly.

However, the process has caused panic among dozens of former lawmakers, who have flocked to Baghdad International Airport and departed to a range of countries on one-way tickets.

The New Arab’s Arabic-language service reported on Sunday that around 45 politicians from various blocs had taken to the skies, heading for destinations including Turkey, Egypt and Iran, often with their families. An airport official said they could be fleeing the country before their parliamentary immunity expires, leaving them open to prosecution on charges of corruption levelled against them by the incoming parliament.

The New Arab meets: Haifa al-Amin, the communist preparing to take a seat in Iraq’s parliament

Iraq has been riddled with corruption, particularly since the US deposed the Baathist regime of Saddam Hussein and installed a new government. Rather than having a transparent democracy, Iraqis have long complained of corrupt officials profiting from dipping into public coffers and becoming overnight millionaires in a country struggling with poverty, unemployment and economic instability.

Key witness ‘assassinated’

A major witness in an investigation into the 2014 fall of Mosul to Islamic State group extremists has been assassinated, The New Arab reported on Tuesday.

Mohammed Salim al-Fatlawi’s corpse was found last week dumped on the side of the road between the cities of Babil and Karbala, a security source revealed. Foul play is suspected.

“The killing is directly related to his role in the investigation into the fall of Mosul,” claimed the source, speaking on condition of anonymity.

Fatlawi was a military communications officer in Mosul just before the city fell to IS militants in 2014 as Iraqi military and police personnel fled the city and left it to its fate. He had already spoken to a parliamentary commission about the circumstances that led to the city’s fall, and was due to give evidence about the final transmissions received from central command before the militants took over.

Fatlawi’s murder is suspected to be part of a cover-up, protecting senior political and security officials in the government of former Prime Minister Nouri al-Maliki, a pro-Iran Shia Islamist politician from the same party as outgoing Prime Minister Haidar al-Abadi.

A parliamentary report in 2015 held 36 officials – including Maliki – responsible for the fall of the city, but no action was taken against them.

Maliki has been accused of an array of failures, including failing to provide military units with clear orders for the defence of Mosul, as well as allegations that a general retreat was ordered despite some estimates placing the Iraqi army as having a 3,000-to-one advantage against IS. Maliki has also been blamed for cultivating a hyper-sectarian environment in which Shia security and governmental officials mistreated Mosul’s Sunni majority, allowing IS and other insurgent groups to infiltrate and recruit.

With the fall of Mosul being overshadowed by the triumphalism of its recapture – even though Mosul is now the scene of mass devastation – it is unlikely that any government failures will be highlighted and punished. This is particularly so as witnesses to these failures are now turning up dead, sending a clear message of the price one must pay for talking to investigators.

Operations against IS resume

Iraq’s IS woes are far from over, however, as the country launches another major operation supported by the US-led anti-IS coalition to tackle the group that the government declared defeated last December.

The “Vengeance for the Martyrs” operation was launched on Wednesday after the bodies of hostages executed by IS were found late last month on a highway north of the capital, Baghdad. IS had threatened to kill hostages if the government failed to secure the release of female prisoners, and carried out their threats when the authorities ignored them.

In retaliation, Baghdad expedited the execution of a dozen prisoners last Friday. The authorities also declared on Sunday the development of a Trump-like wall along the Syrian border, allegedly to keep militants from traversing the porous frontier.

However, the main issue attracting controversy is Iraq’s record in dealing with the wives and children of IS militants. Human Rights Watch (HRW) has urged the Iraqi government to deal with foreign women and children on a case-by-case basis rather than issuing blanket death sentences as a “one size fits all” solution.

Iraq has incarcerated 833 children from 14 different nationalities, and on Tuesday called for those countries to repatriate their charges. Iraqi law renders children criminally liable from nine years old, according to HRW, and many are being held without charge or trial in a shocking contravention of international law. They may be punished for up to 15 years in prison for violent acts, and many of them are being accused of being members of IS by virtue of having adult relatives who were militants.

Al-Hayat quoted al-Hassani as saying today (July 4, 2018) that re-counting will not change much of the declared results, except minor changes that include simple entities in the western and northern parts of the country.

He added that “the recount of all votes by hand, will restore the confidence of the citizen politicians, especially as the turnout was weak because of the crisis of confidence suffered by the Iraqi people,” and felt that “partial recount will not take time,” and expressed hope that the hopes Who demanded it.”

The Iraqi Independent Electoral Commission (IHEC), which is mandated by the judiciary, has started a manual counting of voters in centers suspected of rigging and rigging the results. It announced the start of the counting process after the arrival of the team of judges assigned to Kirkuk and a number of other constituencies .

The newspaper quoted a senior source, who declined to be identified, that “the process of counting and partial sorting of the results of Kirkuk include more than 500 funds distributed to various centers in the province, including 190 funds have not sent data to Baghdad so far.”

“Strict procedures have been adopted by the panel of judges who are supervising the re-counting of the voices of questionable centers, including not allowing journalists and supervisors of electoral entities to enter their phones into the counting rooms . ”

Monetary policy .. fixed rate or partly floating?

Adel Abdul Mahdi – I have repeatedly written about the absurdity of the survival of the trillions of dinars outside the banking cycle, or frozen in banks, which instead of encouraging them to enter the banking cycle and turned them into investments and instruments for the stability of the monetary markets, exaggerated by the repressive measures, keen on the philosophy and loss of dinars. The economy has interests, relations and rights, governed by the laws of its interior rather than its appearance, moving towards points of attraction and escaping the points of danger .. This is why the nations are keen to increase the factors of encouragement and temptation, and resort mainly to the deterrent controls produced by the self-immunity of the movement of these laws, about her. We have repeatedly proposed adopting an encouraging vision in tax accounting and financial facilities, protecting money from arbitrary measures to escape, and eliminating the economy of the currency, the cash economy, which is the most important tool of corruption, which we talk about long. The rationality of rent and the rigidity of economic thought and its limited budget and collection, loans and foreign parts, and the neglect of real economic tools, put us in a vicious cycle of crises and lures and corruption .. Which leads us to more dependency and import and weak production and increase unemployment, I recently received a detailed report written by the end of 2014 one of the financial experts of one of the major banks, I saw useful publication of the most important paragraphs.

“There are three types of exchange rate: fixed (Iraq) .. Fully floating or moving (determined by market factors entirely) .. And partially or creeping (Lebanon) In order to determine the most appropriate system, the main economic indicators of the Iraqi economy should be: 44 billion dollars in the balance of trade, and surplus in the balance of payments about 30 billion dollars at the end of 2012 .. b) total foreign exchange reserves $ 71 billion at the end of 2013 .. c) the value of the monetary mass MO (paper and metal) ) M2 (M2 + demand deposits + mobile savings accounts) is about 73 billion.

Based on the assumption that 30% of the M2 will be available to citizens for daily expenses. This figure, according to the figures above, will be $ 22 billion. It is not used to buy the dollar and therefore does not constitute a demand for it. Some measures can be proposed to absorb liquidity: The disclosure of bank accounts and freezing them for reasons not related to the specific cases specified will contribute to the flight of capital from banks, And keep them in cash, constitute x (C) Issuance of treasury bonds to the public, which are subscribed by banks with a nominal nominal value of one bond, with periods ranging from one to two years, with attractive interest, to absorb up to $ 20 billion of the size of the monetary mass.

The Central Bank shall determine the price of the dollar, for example, 1170 for buying, and 1200 dinars for sale. B) The Central Bank shall release the market of the pieces and leave the banks and customers free to sell and buy. C) The Central Bank shall intervene or sell when the price is touched. The Central Bank reserves control of the market, especially in light of the presence of a cash mass of more than 23 billion dollars. In addition to other measures such as controlling the movement of money through border crossings, and encouraging citizens to deposit their savings in banks, And easing of strict measures, in the neighborhood Money Traceability can be tracked and moved. ”

Why am I selling Dinar?

Simple answer: I’m selling – so I can buy. I sell so that we can increase holdings and help others along the way. We keep everything we can possibly afford to.

“Steady Increase” in the Iraqi Dinar

There has been a steady increase in the market price of the Iraqi Dinar (IQD) versus the USD, according to an Iraq Business News Expert.

In his market report for the month of June, Ahmed Tabaqchali said the premium over the official exchange rate has fallen to 1.2 percent, the lowest point in a number of years, from just under 6 percent at the end of 2017 and 10 percent at the end of 2016.

“FX spreads are one of many sources of revenues for the higher quality banks but constitute the bulk of earnings for the lower quality banks“, he adds…

Mnt Goat (Dinar Guru) –   Sadr has these corrupted politicians worried and shaking in their boots over the charges of corruption. He is coming for them… We read also today that in fact, if Sadr has his way, Nori al-Maliki is going to be one of them. I can assure you prosecuting Maliki may bring some unrest at first, but in the long run it will bring so much order and peace to Iraq. It is well worth the risk. But first they must settle the election results and make sure he does not “bargain” his way into yet another govt position to protect his immunity again as he did in 2014.  As far as I know…he has no bargaining power. But as long as they keep this re-counting of ballots charade going, this will buy him time to come up with something. I fully believe this is the real culprit behind these recounting shenanigans they are playing.

B) The Central Bank shall release the market of the pieces and leave the banks and customers free to sell and buy. C) The Central Bank shall intervene or sell when the price is touched. The Central Bank reserves control of the market, especially in light of the presence of a cash mass of more than 23 billion dollars. Why am I selling Dinar?

Simple answer: I’m selling – so I can buy. I sell so that we can increase holdings and help others along the way. We keep everything we can possibly afford to.

A major witness in an investigation into the 2014 fall of Mosul to Islamic State group extremists has been assassinated, The New Arab reported on Tuesday.

Information / Private .. The political analyst Hazem al-Bawi said Friday that Washington violated the security agreement with Baghdad after the establishment of the secret location of the artillery base in the west of the country, noting that the silence of the government in respect of this violation may be behind the green light of an American granting Abadi a second term.

“The secret location of the US artillery base in Anbar province represents a new violation of the security agreement between Baghdad and Washington,” al-Bawi said in a statement to Al-Maaloumah.

He added that “the government has repeatedly stressed that it is against the policy of axes and may not enter the game of agendas, and the Iraqi people are concerned about the continued silence of the government against this blatant violation so that the Prime Minister Haider Abadi has received a green American light to ensure a second mandate has the right to remain silent about what is happening In this rule of developments and suspicious movements. ”

He pointed out that “the talk of the military newspaper” Miltari Kom “is a recognition by the opinion bodies within the United States, that in the desert area of western Iraq there are vast areas that prevent the US forces Baghdad government from approaching and the extension of authority.

BGG ~ My thinking – this is political jibberish put out by Maliki, etc, etc. Someone is trying to put a wedge between Abadi and Sadr. This looming political bloc is too big for the bad actors to overcome. They are trying to get it to not happen.

This is classic Maliki. He counts on the inherent inability of Iraqi politicians to get along… so, get everyone arguing with one another and thrive in the chaos.

Maliki is currently without immunity and Iran is afraid of movement from Sadr to pursue him

Baghdad today –  The newspaper “Al Quds Al Arabi” in a report published on Wednesday that Iran is fearing a judicial move by the leader of the Sadrist movement Moqtada al-Sadr, to prosecute the leader of a coalition of state law Nuri al-Maliki, which maintains good relations with him, while referring to the escape of dozens of wanted to judge on charges Related to corruption.

“Dozens of political figures accused of corruption left Iraq, coinciding with the end of the legislative session (June 30), fearing their prosecution after the lifting of their immunity,” the newspaper quoted a source as saying on condition of anonymity.

“All political leaders are seeking to form the government as soon as possible to obtain immunity, especially those accused of corruption and causing the entry of an organization calling to Iraq, and the waste of the country’s wealth.”

He added that “Iran does not want to raise the leaders of political blocs close to them, any problems with the leader of the Sadrist movement Moqtada al-Sadr,” attributing the reason for “the possibility that the use of Sadr’s absence of immunity from Maliki to trigger lawsuits against him.”

The roots of the deep dispute between al-Sadr and al-Maliki, according to al-Quds al-Arabi, were between 2006 and 2007 when the latter carried out a cavalry operation targeting the Mehdi Army fighters of the Sadrist military wing in Baghdad and other provinces.

Sadr, the main supporter of the alliance, insists on forming a new Iraqi government with an “Iraqi decision,” away from external interference, as well as “corrupt” accountability, the report said.

International team of experts in Baghdad to track the money of figures loyal to Iran

According to a report published on Sunday, July 01, 2018, a team of foreign experts working in Iraq, for months, to track the accounts of the funds of a number of people “loyal to Iran,” noting that the team works in cooperation with the government Iraq.

The newspaper said in its report that “in light of the economic crisis suffocation suffered by the Iranian interior, Iraqi factions loyal to Tehran fear they could not get Khamenei’s help if it came under additional US pressure.”

According to the report, these factions rely on “Iranian influence in various Iraqi institutions to obtain contracts to execute projects, some of which are fictitious, generating millions of dollars annually.”

“So far, US pressure on Iran’s allies in Iraq has been limited to funding aspects,” she said.

“Foreign experts working in the Iraqi capital for months have been tracking the flow of funds that are moving between the accounts of pro-Iranian Iraqi figures,” the sources told the paper, which they described as “high” in Baghdad.

The sources added that “foreign experts coordinate their efforts with the office of Iraqi Prime Minister Haider al-Abadi, in addition to an international investigation network linked to the World Banks and the World Bank and the Central Bank of Iraq, to prosecute any transfers from and to Iraq, suspected of links to the Iranian regime.”

Observers believe that Iraq is a main station for trading Iranian and Iraqi funds aimed at fueling conflicts in Yemen, Lebanon and Syria.

The United States, according to the report, “dealt an important blow to the network of money laundering operated by Iran in Iraq, when the name of the bank (Islamic countries) owned by Iraqi politician Aras Karim, on the list of banks banned, because of financial transactions suspicious.

The bank, according to the report, is known as “a major terminal for the transfer of funds from Iran and Iraq to the Lebanese Hezbollah, led by Hassan Nasrallah.”

The Iraqi newspaper pointed out that “the amount of Iraqi coordination with the efforts of prosecution, was clear, when the Iraqi Central Bank announced its response to the American decision, about 48 hours after its issuance, as he informed all Iraqi banks to stop dealing with the Bank of the country, asking them to freeze its assets “He said.

The newspaper said that “the Bank of the country is the front of the huge financial activities between Iraq and Lebanon, supervised by the commander of the Quds Force in the Iranian Revolutionary Guards General Qassem Soleimani.”

“The US-led financial pressure on Iraqi banks that are helping the Iranian regime is a prelude to US action, perhaps more severe,” the newspaper said, quoting observers.

Iraqi observers living in the United States say Washington may be planning an imminent escalation against Iran.

Iraq: 20 Lawmakers to Be Arrested as Parliament Term Ends

ERBIL — At least 20 Iraqi lawmakers will be arrested after Sunday as their term at the Iraqi parliament has ended, and they are striped of their parliamentary immunity, another lawmaker said.

Following several failed attempts by some factions, the Iraqi parliament failed to extend its own term before it ended on Sunday.

Mohammed Sayhoud, a lawmaker from the State of Law Coalition, told reporters that at least 20 members of parliament had been issued arrest warrants over charges related to terrorism and corruption.

He said the government is now required to arrest the suspects as they are not protected by their parliamentary immunity any longer.

According to Sayhoud, the government is violating the law by acting reluctant in arresting suspects with influence under the pretext of protecting public interests and peace.

Anyone telling you the political climate isn’t important simply isn’t paying attention. The things we are seeing unfold right now are pretty good for the overall welfare of this investment and Iraq in general.

Large blocs in Iraq avoid coalition with former prime minister

Iraq’s Prime Minister and Leader of Al-Nasser Coalition (Victory Alliance), Haider Al-Abadi, has been trying to avoid making a coalition with his predecessor, Nouri Al-Maliki, Al-Araby Al-Jadeed reported on Monday. Working with the Sa’eroon Coalition leader Muqtada Al-Sadr, Al-Abadi has been exerting efforts to avoid such a deal. Al-Nasser and Sa’eroon are the largest coalitions in the new Iraqi parliament.

Meanwhile, another Coalition, Al-Fateh, formed mainly by Al-Hashd Al-Shaabi (the Popular Mobilisation Forces), has been trying to bring Al-Maliki closer to the largest groups. “Al-Fateh Coalition, headed by Hadi Al-Ameri, is trying to bring the ex-Prime Minister closer to the coalition of Sa’eroon, Al-Nasser and Al-Fateh,” explained one Sa’eroon official. He noted that such an effort “will bring the Shia home together again.”

The official, who refused to give his name, said that all three groups have the same stance towards Al-Maliki, but they have set conditions for him to join the coalition. One of these, he explained, is that he will not be given any of the sovereign ministries to run. This and other conditions are expected to be unacceptable to him.

Al-Abadi and Al-Sadr announced a non-sectarian coalition on Saturday that includes their own groups in order to guarantee the largest parliamentary bloc. They insisted that they are open to anyone.

Meanwhile, Al-Maliki is working to announce a new political initiative with a meeting of all Shia political blocs. The intention is for those attending to agree on the allocation of the sovereign ministries and the government’s programme.

Al-Maliki was the Iraqi Prime Minister between 2006 and 2014. Many rights violations and the detention of thousands of innocent people on political and sectarian grounds occurred during his time in office. Allegations of vast sums of state money being wasted have also been made.

More than five million people were displaced on his watch after their homes were occupied by Daesh. The Iraqi people blamed him, as the then Commander of the armed forces, for the massacre of 1,700 army cadets by Daesh inside the “Spiker” military college in 2014.

Iraq PM and cleric Sadr agree alliance

NAJAF: Iraqi Prime Minister Haider Al-Abadi and nationalist cleric Moqtada Sadr said they had formed an alliance in a bid to create a new government after May polls.

Sadr’s joint list with communists won 54 seats in the legislative elections to become the biggest bloc in Iraq’s 329-seat parliament, while Abadi’s bloc came in third, scooping just 42 seats.

On Saturday Abadi travelled to the Shiite shrine city of Najaf to meet Sadr.

After three hours of talks they issued a joint statement announcing they had set up a coalition.

The statement said their alliance “transcends sectarianism and ethnic” issues “in order to speed up the formation of the new government and agree on the principles which serve the aspirations of our people”.

A source close to Sadr’s Marching Towards Reform alliance said the thorniest issue is who will fill the post of prime minister in the new government.

Abadi would like to keep the job but is meeting resistance from rivals who beat his bloc in the election.

Saturday’s joint statement did not mention an alliance Sadr formed earlier this month with two other lists, ahead of a manual recount ordered by Iraq’s supreme court amid allegations of fraud.

Last week the firebrand Sadr, a former militia leader, reached a coalition agreement with the pro-Iranian former fighters under Hadi Al-Ameri, whose list came second in the election with 47 seats.

Before that, Sadr formed an alliance with Ammar al-Hakim’s Al-Hikma list, which won 19 seats, and the secular outgoing vice-president Iyad Allawi, whose list was comprised largely of Sunnis and secured 21 seats.

Al-Sadr campaigned on a platform to end sectarian politics and replace it with a government that puts Iraqis first.

Instead, he has forged a postelection coalition with a rival Shiite bloc that includes some of the most powerful militias operating in Iraq – groups that get their funding and support from Tehran.

The deal underscores the active role Iran is taking in shaping the next government of Iraq, sending key military and spiritual advisers to revive a grand coalition of Shiite parties as a conduit for its influence in Baghdad. It also illustrates how Iran has gained sway over Al-Sadr, who once called for booting foreign influence from Iraq.

Iran militias in Iraq expected to vanish after US financial sanctions

Iranian militias in Iraq are expected to economically vanish after the enforcement of the US sanctions, analysts told the Baghdad Post. For them, the US pressures and sanctions, imposed on the Iraqi banks linked to Iran will put an end to these gangs, especially after freezing their financial resources. Many questions face the Iranian gangs after restricting the banks that provide them with needed funds.

According to a report published on the Iraqi daily Al-Arab newspaper, the Iraqi political forces loyal to Iran are in a state of severe foreboding over the worrying future of Iran, which appears to be surrounded by serious international risks.

The Iraqi political forces are closely monitoring the current protests staged against the Iranian regime and its foreign policy, which has weakened the country’s domestic economy and resulted in international outrage.

For the first time, the Iraqi forces, loyal to Iran, do not seem confident of the Khomeini’s Velayat-e-Faqih doctrine’s ability to overcome the current looming challenges, topped by the United States withdrawal from the 2015 nuclear deal with Iran.

Well-informed sources told ‘Al-Arab’ that the Iraqi Shiite political forces, which have friendly relations with Iran, are increasingly concerned about the reports of deterioration of Iran’s Supreme Leader, Ayatollah Ali Khamenei’s health condition, who has sustained with prostate cancer.

Some Shiite political parties in Baghdad are talking about a real US intention to curb the Iranian influence in Iraq.

“Iraq is a potential arena for an impending conflict between the United States and Iran,” said the parties.

Khamenei’s support

In light of the critical economic crisis witnessed by Iran, Some Iraqi factions loyal to Tehran are afraid of the failure to get Khamenei’s help if they came under additional American pressure.

These Iraqi factions rely on Iranian influence in various domestic institutions in order to obtain contracts to execute projects, some of which are fictitious, generating millions of dollars annually.

So far, US pressure exercises against Iran’s allies in Iraq is limited to funding aspects.

International network

Foreign experts working in the Iraqi capital for months have been tracking the flow of funds that are moving between the accounts of pro-Iranian Iraqi figures,” the sources said.

The sources added that “foreign experts coordinate their efforts with the office of Iraqi Prime Minister Haider al-Abadi, in addition to an international investigation network linked to the World Bank and the Central Bank of Iraq, to seize any transfers from and to Iraq, suspected of links to the Iranian regime”.

Observers believe that Iraq is a main station for trading Iranian and Iraqi funds aimed at fueling conflicts in Yemen, Lebanon and Syria.

The United States, according to the report, “dealt an important blow to the network of money laundering operated by Iran in Iraq, by enlisting a bank owned by Iraqi politician Aras Karim as banned because of suspicious financial transactions.

The bank, according to the report, is known as “a major terminal for the transfer of funds from Iran and Iraq to the Lebanese Hezbollah Militias, led by Hassan Nasrallah.

The bank plays an important role in the huge financial activities between Iraq and Lebanon. These activities are supervised by the commander of the Quds Force in the Iranian Revolutionary Guards General Qassem Soleimani.

“The US-led financial pressure on Iraqi banks that are helping the Iranian regime is a prelude to US action, perhaps more severe,” the newspaper said, quoting observers.

Iraqi observers living in the United States say Washington may be planning an imminent escalation against Iran.

Iraq plans manual election recount only for suspect ballots

BAGHDAD (Reuters) – Iraq will conduct a manual recount of votes from a May election only for ballots mentioned in official reports on fraud or in formal complaints, a move likely to speed up the ratification of final results and the formation of a new government.

The parliamentary election has been marred by historically low turnout and fraud allegations.

The outgoing parliament this month passed a law mandating a nationwide manual recount of votes, but the panel of judges now in charge of the recount said it would only be conducted for problematic ballots.

Interpreting a ruling from the Supreme Federal Court, a panel of judges who are now in charge of the elections commission said on Sunday they would only manually recount problematic ballots “out of respect for the will of voters and their rights … and to preserve their vote which came without any violation.”

The law passed by parliament had also suspended the Independent High Election Commission’s nine-member board of commissioners and replaced them with judges.

Ballot boxes from areas where there were fraud allegations will be moved to the capital Baghdad, where the recount will be held in the presence of United Nations representatives at a time and place to be determined later, the panel said in a statement.

The historically slow and complex process of forming an Iraqi government after an election has been further complicated this time round because of the fraud allegations and subsequent recount. Now that only specific ballots will be recounted, a new government could be formed faster.

The full recount was voted for by an outgoing parliament in which a majority of lawmakers, including the speaker, failed to retain their seats in the May poll. The vote came after a government report said there were serious electoral violations, but the report only recommended a partial recount.

Parliament met on Sunday to discuss another law that would allow it to remain in session until final results are ratified, even though its term constitutionally ends next week on June 30.

Prime Minister Haider al-Abadi, who’s electoral list came third in the poll, and the winner, cleric Moqtada al-Sadr, entered into a political alliance on Saturday night, less than two weeks after Sadr announced a similar alliance with second-placed Iran ally Hadi al-Amiri’s bloc, thus bringing the top three blocs together.

Sadr’s bloc has been boycotting parliament’s sessions. He and Amiri were against a full recount. Both Sadr and Abadi oppose the idea of the current parliament extending its mandate.

Iraqi parliament demands the removal of 13 officials of the Electoral Commission

The Iraqi parliament demands the judiciary to remove 13 officials of the Electoral Commission

Twilight News – The Iraqi parliament demanded on Monday the judiciary and the executive authority to remove 13 senior officials in the Electoral Commission, before the start of manual counting and counting of polling results.

The judges, entrusted with the functions of the Council of the Electoral Commission in Iraq, decided on Sunday, the process of manual counting and counting of votes in centers that have allegations of “fraud” only; based on the decision of the Federal Supreme Court.

“There are 13 officials at the level of director general and head of department in the commission, accused of falsifying the results of the parliamentary elections, and these must be removed before the process of manual counting and results.”

“The removal of members of the Electoral Commission, an insufficient procedure, because with the presence of judges assigned to manage the process of counting and sorting by hand, the staff of the Commission accused of fraud can manipulate the results.”

He added that “the parliamentary fact-finding committee will meet with the judiciary and the government for the purpose of presenting the facts about the seriousness of the presence of these employees in the Commission.”

He pointed out that “the parliamentary fact-finding committee will remain in a state of permanent meeting until the completion of counting and manual counting.”

According to the announced results of the elections held on 12 May last, dissolved the alliance, “Saroon,” supported by the leader of the Sadrist movement Moqtada al-Sadr, ranked first with 54 seats out of 329, followed by the alliance, “Al-Fath,” consisting of political arms of the factions of ” Popular crowd “led by Hadi al-Ameri, with 47 seats.

Followed by the coalition of “victory”, led by Prime Minister Haider Abadi, with 42 seats, while the coalition of “State of Law” led by former Prime Minister Nuri al-Maliki 26 seats.

Here’s my take – this is as close as Maliki will ever get to having his way again. Any one thing doesn’t go his way from here on in and he’s done for good.

Randy Koonce (Dinar Guru) – Another ‘rumor’ going around is that it is 1 to 1 in Iraq already.  The only reason to RV is to be able to use it in the world market place.  World Market Place means ‘outside of Iraq’.   …You are NOT ‘in Iraq’.  And until the rate changes on cbi.iq – it makes no difference to you or I what is going on inside of Iraq.  About 3 weeks ago, there was a statement added to the CBI website (you know – cbi.iq) that basically explains to the Iraqis what to do and how to bring in old and damaged money. The good news is that this statement basically started the RV process.  Iraqis will only notice after the rate changes that it does not take as much to buy bread as it did before.

There was an Organization, who shall remain nameless, that thought they knew better about what needed to happen in the election; and therefore did not release it as planned. He has applied, and is still applying lots of pressure on this, along with several other major countries.  The US has been involved in the background along with the UN to resolve the Election Mess and get this rolled out for the benefit of all of us.  The Election results should be announced officially no later than the end of next week.  Shortly after that announcement, we should/will see the rate change

Randy Koonce (Dinar Guru) –   First, are we in a new window of opportunity ‘right now’.   When I say that, it does not mean it will happen without a doubt in this current window; it does mean that there is a very good chance for the rate to finally change…At the bottom of every update I always state:   When it happens, check the cbi.iq to verify!!   That is where I check. And if the Conversion rate is different -then it happened!  On the website today (cbi.iq) it shows:  US Dollar   US   1190…Until it changes on that website, no one will be able to go to any bank and exchange your dinar.  It has to change there FIRST.  …Here is what I do know…

Randy Koonce (Dinar Guru) –   This should have been finished in May. There was an Organization, who shall remain nameless, that thought they knew better about what needed to happen in the election; and therefore did not release it as planned. That being said, our POTUS is VERY tired of waiting for this to go off.

Randy Koonce (Dinar Guru) –    What if the election does not get resolved?  From what I understand, if all goes bad and it looks like it will go forever, then POTUS is wanting this out anyway and will continue to apply pressure to get it finished. This window will remain open until around the 8th of July …In my opinion, the pressure being applied will make this go, and will get it done much sooner.  And, if you see the “Sadr and Abadi Play Nice” speech, with them having the largest block as the Papers are indicating now, it will be much sooner…So, hang in there Everyone.  It’s coming, one way or the other!!  We are close..  Every large bank will exchange..  RELAX the RV is coming… Breathe.

BGG ~ So – let me get this straight… these guys have a meeting, set out a way to verify the results and move on, then someone who was in this meeting, doesn’t like the sound of things – and immediately (the next morning) tries to set fire to the ballot boxes (which would be used to further this effort).

Here’s my take – this is as close as Maliki will ever get to having his way again. Any one thing doesn’t go his way from here on in and he’s done for good.
