It is EVICT MALIKI DAY + SEVENTY - EIGHT (78) or " E - M DAY + 78 "
PREVIOUSLY AND CONTINUING
"..... despite the superiority of Maliki’s electoral coalition, the competing Shiite forces, the Kurds and the Sunnis, are together able to form a comfortable majority to prevent Maliki from remaining in office. "......................
Maliki likely fears that if he rushes to do business with parties outside the Shiite alliance, his Shiite rivals would do the same and that they may have a better chance to win over the Kurdish and Sunni forces, because there is a general consensus among them to not keep Maliki in power.
At the same time, the rest of the Shiite groups fear that this consensus is not solid enough to withstand discussing the details, and that going alone to the Kurdish and Sunni forces may put them in a weak bargaining position and make them appear responsible for breaking Shiite unity.
An important factor here are the choices that the Sunni and Kurdish forces will make. If the Sunnis and Kurds rush to form ethnic and sectarian alliances, then the Shiite alliance may do the same.
Some are proposing scenarios such as replacing Maliki with another figure from the State of Law Coalition as a compromise to ensure the continuation of the Shiite alliance.
[* a source said in a statement to the Agency ((eighth day)) that there is an agreement semi-final between the U.S. and Iran to take on Ahmed Chalabi as prime minister for the next government as a compromise candidate.]
Yet, such a solution may come at a later stage, after the favored options by most parties have been exhausted.
What is certain now is that a harsh negotiating season will [ * HAS ] begin [ * BEGUN ] as the conflict moves from its electoral aspect into the closed negotiating rooms and deals among the elite. - - from al Monitor

Differences escalate within the National Union candidate on the presidential post
Turkey advises Barzani not to rush referendum
Erbil - Shirzad Shaikhani According to media sources informed that Turkey informed Barzani frankly and openly siding with the unity of Iraq, and believes that the President of the Kurdistan region, Massoud Barzani, hurried announcement call to organize a referendum on the secession of Kurdistan from Iraq, which is a very sensitive issue should not rush them. Barzani had visited Turkey during the past two days, accompanied by a delegation of military and security consists of the ministers of the Peshmerga and the internal government of the province and held there talks with President Abdullah Gul and Prime Minister Recep Tayyip Erdogan focused on regional issues and economic cooperation.
At a press statement revealed and Turkish Energy Minister Taner Yildiz that Barzani's visit to Turkey aims to install Account oil bank Hulk Turkish and converted from temporary account to the account of a permanent repository of the proceeds from the sale of Kurdish oil to world markets, but the form of the delegation, which was accompanied by Barzani's visit and the fact that most members of the military and security called "morning" to investigate This topic and question the team Jabbar Yawar, who was one of the members of the delegation accompanying the reasons for accompanying military delegation and security purely regional president to visit him and whether the talks related to the request for weapons, equipment or logistical cooperation from Turkey to confront the group Daash
responded by saying "his talks with Barzani, state leaders and ministers in Turkey focused on the issue of current developments in Iraq and the threat of gangs Daash for the entire region and its occupation of Iraqi territory, as well as discuss other political issues, adding that the talks with the President and the Prime Minister and Turkish officials highlighted the developments of the situation in the field and the battles that take place on Iraqi territory with gangs Daash They also discussed the situation component of the Turkmen, who now lives in the disputed areas, which today is under the control "of the Peshmerga."
He said Yawar that the talks did not address any issues related to the request for weapons and equipment or military cooperation, because we do not need it at this stage. , and the domestic political region exacerbated the differences between the leaders of the Patriotic Union about naming their candidate for prime Algmehmoria who devoted the Patriotic Union of Kurdistan (PUK). Having announced the Iraqi parliament speaker Salim al in a press conference that "as of Wednesday (yesterday) will open the doors to run for the presidency in front of all the political components without exception, continued political bureau meetings to agree on a candidate of the National Union Neil job.
was the party's political bureau has failed during two former consensus on a single candidate from among all of Dr. Barham Salih, Deputy Secretary General of the Party, and a member of the political bureau, Dr. Necmettin cream governor of Kirkuk current. , and there are several factors involved in the framework of the current image which is about the role of political forces decisively this topic, summarizes the senior leader National Union details of this role in a statement made by »Sabah» on condition of anonymity, saying »the nomination of a person for the presidency a very complex issue, so they face all this complexity within the leadership of the National Union, -
- in relation to the nomination of a person for the presidency Algmehmoria There are several factors that influence the choice of the candidate named for the position, for example, now there is a clear division and chief among the leadership of the political bureau of the Patriotic Union about the support of the nomination of one of the candidates, Dr. Barham or Najm al-Din,, Dr. Barham is supported by the majority of the political bureau of being a people diplomatically successful and face Iraqi acceptable and has close ties many international forums, but Barham is acceptable by the Iraqi factions, first as a candidate supported by Barzani, who soured relations often forces the Shiite They constitute a majority in parliament, and this means that Barham will not get the votes needed to rise to the position, or at least subjected to anti-forces the other in the event of the imposition of the job.
Dr Najm al-Din, who has the support of the majority of Iraqi political blocs and specifically Shia, it is not acceptable by Barzani and by the majority of the political bureau, so the issue is very complex and require further consultation and discussion, it can not be of the Patriotic Union to advance candidate weak lost during the parliamentary vote, also does not want the National Union that poses a candidate unacceptable from the inside, because nutshell represents the people of Kurdistan as a whole and not a particular party ».
seal source leader concluded:» that the Political Bureau will continue its meetings and consultations in the coming days to agree on a candidate , which had previously announced that as soon as the political bureau opens doors to run for the post of the National Union will advance for the job candidate through the management of the Iraqi state ».
preparing the Ministry of Labour and Social Affairs to launch a meal seventh concessional loan to support small projects for several provinces. reported Labour Minister Nassar al-Rubaie, "morning" that all procedures related to the release of the meal seventh concessional loan income-generating been completed by the Ministry and will be launched 3000 loan through the next few days in the provinces of Baghdad, Dhi Qar, Babylon and Najaf to implement their projects generating income within the program fund lending, which is implemented by the Department of Employment and loans, as it will give them between $ 10-20 million without interest, and to exempt the borrower during the first year of paying premiums.
said Rubaie the possibility of review covered those loans ports are competent in their provinces or see the website of the ministry in the coming days.
added that the ministry had launched five meals over the years 2013 and 2014 and the number covered by those loans 23 thousand and 46 beneficiaries, to be the final number after the launch of the meal sixth 26 Alpha and 546 borrowers, explaining that he will be granted loans in the form of payments to the beneficiaries of the lack of financial allocations sufficient.
between the Minister of Labour that the number of applicants for concessional loan amounted to 94 000 unemployed registered within a database the ministry, since more than three years, noting that the amounts that are granted to borrowers within the concessional lending program to support small grants through a dedicated fund for this purpose depends on the deliberation of borrowing money between borrowers.
Completed the first phase of the "dilemma" of the three presidencies election, the election of the Speaker and his two deputies. Tbeeft birth to take the whole day even though it was preceded by agreements between the parties was not supposed to make it takes more than two hours.
what happened at this meeting gives us a picture of what the situation will be next in the country, especially within the parliament itself.
Valtnsal agreements prior he was controlling the progress of things.
was not an abdication between the blocs, but between the parties to some of the blocks themselves, which gives the impression that the change in shape and people will not change the reality of things and the "ethics" of dealing interoperability in the future.
absence of confidence was the cause of the president in a lot of problems and the decade of political in the country, and what happened from the slough agreements, does not refer to the continuing lack of confidence, but also contributes to the deepening of this absence more and more and this is what makes the deal between the parties process Tkazb and harboring ill does not make the new situation is different from its predecessor never.
, even if we go back to what Event in Parliament and audited as was the inside and before: an agreement between the coalition parties on a single candidate to him for the post of First Deputy Speaker of Parliament is Dr Haider al-Abadi, and an agreement between the coalition and Sunni Arab blocs to accept a candidate for the presidency of the parliament, Dr. Salim al.
been committed regarding the latter, but "treachery" - also called MP Nada - happened during the election of the first vice. Dr. Chalabi of progress within the alliance surprise of many, and is said to have claimed the noises from within the coalition, and outside who told the name of the Alliance candidate agreed. This means a coup against the agreements of the parties within the alliance and other alliances.
This raises two possibilities: the first to be set aside the agreement was carried out by individuals from within the blocks, and here, the ability of the blocks to control the voices become at stake, and will raise more questions about the steadfastness of any future agreements.
The second possibility is that the breaches were planned in advance of the blocks, and here begins the questions do not end on the value of the agreements, and before that, the value of partnership based on compatibility?, and before that too: you will be repeated this repudiation, in the elections of the president and the prime minister?.
permission The question of the biggest here about the validity of the harmonized system and its ability to withstand, and which proved the last ten years is fragile and ineffective, despite holding most of the parties do and considered the only option.
Compatibility which is built upon the theory of consensual democracy, it may be productive to some extent if there is trust between the limbs, and the absence of this trust and the dominance of mutual suspicion and fear of the intentions of the other, you will not agree to any remaining value, even if the country remains Like Lebanon since seventy years and end up like Iraq a decade ago.

BAGHDAD / NINA / The Kurdish leading figure, former MP, Mahmud Othman confirmed "the difficulty of the next phase to select the President and the Prime Minister." pointing out that" every bloc wants the candidate who meets its ambition and this is difficult to be achieved in the current stage. "
He told the National Iraqi News Agency / NINA / "The President of the Republic is within the share of the Patriotic Union of Kurdistan (PUK), and one of two characters, Barham Salih or Najimalddin Kareeem will be chosen, during the next two days, adding that electing the Speaker and his deputies made it easy to elect candidates for the posts of President and Prime Minister. "
He said, "The Council of Ministers is the key to solve problems and matters relating to the state, therefore, everyone in the National Alliance puts this post within his ambition, therefore there will be difficult talks among the parties of the National Alliance on one hand, and between the National Alliance and other political blocs on the other hand to select the candidate for this important and sensitive post. "
Othman asked "all political, sense of responsibility, and work collectively, and open a new page, so they can manage the country properly, describing" election of the Speaker and his two deputies, a positive step, on the grounds that they did not pass the candidates of the three presidencies in one basket deal. PUK Taken Aback as Najmaldin Karim Joins Race for Iraq Presidency
PUK Taken Aback as Najmaldin Karim Joins Race for Iraq Presidency
Karim is a close friend of Jalal Talabani, the PUK leader and Iraq’s president.
ERBIL, Kurdistan Region – Najmaldin Karim, the powerful Kurdish governor of Kirkuk, has caused a stir inside his Patriotic Union of Kurdistan (PUK) by submitting his name for the Iraqi presidency, but without the party’s consent.
A PUK official confirmed that Karim had submitted his candidacy. The office of the presidency declined to comment on the issue, and calls to Karim himself went unanswered.
Karim is a close friend of Jalal Talabani, the PUK leader and Iraq’s president, who has been in Germany since a stroke in December 2012.
As news about Karim broke on Wednesday Hero Ibrahim Ahmed, a PUK leader and Talabani’s wife, said the party had not finalized its nomination for the presidency.
Kosrat Rasul Ali and Mala Bakhtyar, two senior PUK leaders, said in a statement that, “Only the political bureau has the authority to nominate PUK’s candidate for the presidency, and no one else.
“We will not accept any illegitimate step taken contrary to the political bureau,” they said.
Their statement added that the PUK would formally announce its candidate for the position in the next three days, and inform Kurdistan Region President Massoud Barzani of its choice.
Rasul and Bakhtyar were not alone in their reaction. Hakim Qadir Hamajan, a member of the party leadership, also said that only the party can choose the candidate.
“Only the person chosen by the PUK leadership will be the PUK and Kurdistan’s candidate for this post, and for this we will talk with all Kurdish and Iraqi parties,” he said.
According to a political agreement among the various Iraqi factions, the post of the president goes to the Kurds, and specifically to the PUK, while the premiership goes to the Shiites and the post of parliament speaker is reserved for a Sunni.
The issue of choosing the president gained greater urgency Wednesday after Iraqi MPs finally elected Salim al-Jabouri as speaker of the parliament, taking the country one step closer to forming a unity government and getting the parliament on track in the midst of the country’s serious crisis.
Khosrow Goran, the head of the parliamentary bloc of the Kurdistan Democratic Party (KDP) in the Iraqi parliament, said that any Iraqi citizen has the right to run for president, but that “the Kurdish blocs haven’t decided yet officially on our candidate for Iraq’s presidency.”
Goran said that Iraq’s presidency is for the Kurds as a whole and therefore should be discussed and agreed by all parties.
In his televised weekly speech on Wednesday, Iraq’s embattled Prime Minister Nouri al-Maliki confirmed that the presidency would go to the Kurds, and warned that the deadline to choose one was only about two weeks away.
A senior PUK official who spoke to Rudaw on condition of anonymity said that Karim’s act of submitting his name “is an act of turning against the PUK.”
The office of Iraq’s presidency announced this week that the position remained open, and welcomed nominations by July 20.
Barham Salih was born in 1960 in the city of Suleimaniyah in Iraqi Kurdistan. After he joined the Patriotic Union of Kurdistan (PUK) in 1976, his political activism led the Baathist regime to arrest him twice in 1979 on charges of involvement in the Kurdish national movement. The Special Investigation Commission detained him for 43 days in Kirkuk, during which time he was tortured. In spite of this persecution, he managed to finish high school with a grade of 96.5%, the highest in Kurdistan and the third highest in Iraq.
Political repression forced Barham Salih to leave Iraq for Britain. As a member of the PUK in Europe he was in charge of PUK foreign relations in London. While he continued his political struggles, he took a Bachelor’s degree in Civil Engineering and Construction at the University of Cardiff, graduating in 1983, and went on to receive a Doctorate degree in Statistics and Computer Applications in Engineering from the University of Liverpool in 1987. After leaving university he worked as an engineering consultant for a European company.
Barham Salih was elected member of the PUK leadership at the first conference of the party after the liberation of Kurdistan from dictatorship in 1992, and was also chosen to head the PUK office in the United States. Following the first parliamentary elections in the same year, he became the representative of the newly-formed Kurdistan Regional Government (KRG) to the US. During his time in America he was very active in improving Kurdistan’s relations with the West and his vigorous campaigning against Saddam Hussein’s dictatorial Ba’ath regime helped to influence decision-makers in Washington.
The PUK leadership asked Barham Salih to take over as Prime Minister of the KRG from 2001 to 2004. During his premiership he made every effort to improve the standard of living and the quality of services in the Region. He won praise from the Kurdish people for his ambitious economic development programs at a time when the Kurdistan Region was facing two sets of sanctions. After the fall of the Baathist regime, he became Deputy Prime Minister of the Interim Iraqi Government in mid-2004, Minister of Planning in the Transitional Government in 2005, and then Deputy Prime Minister in Nouri Al-Maliki’s cabinet after the 2005 elections. In addition to his role as Deputy Prime Minister, he was also in charge of the economic portfolio and Head of the Economic Committee.
Barham Salih is well-known both within Iraq and in the international community to be politically moderate and open to different views and opinions. To help represent the Iraqi Government abroad, he launched “the International Compact with Iraq”: an initiative which aims to bring Iraq and the international community together to help Iraqis meet their goals of building a prosperous, democratic, and federal country, at peace with itself, neighboring countries, and the wider world. He was nominated by the Kurdistan leadership to head the list of candidates for the Kurdistan parliamentary elections, which were held on 29 July 2009.
He supports all aspects of civil society and is particularly active in promoting education. He chairs the Iraqi forum, which comprises national figures from across the spectrum of Iraqi society. The Forum includes the Waaedoon (Promising) organization and the Hiwa project, both of which support talented students in Iraqi universities. He founded the American University of Iraq – Suleimaniyah, a private university offering American-style liberal-arts degrees, and sits on its board of trustees.
Prime Minister Salih is married to Dr Sarbagh Salih, a women’s rights activist, and they have a son and a daughter. He is fluent in Kurdish, Arabic and English.
Barham Salih: A Guaranteed Place in the KDP
By REBWAR KARIM WALI 17/3/2014
Up till the Kurdish uprising of 1991, Barham Salih was an unknown figure in Kurdish politics. But he had good relations with Jalal Talabani’s family. He is one of the politicians made by Talabani. There are many politicians in the Patriotic Union of Kurdistan (PUK) who have become prominent politicians with Talabani’s support, including Salih.
Until 2009, when he was authorized to form the sixth cabinet of the Kurdistan Regional Government (KRG), Salih was a great supporter of Talabani. He had the leader’s full confidence, in particular after the separation of Nawshirwan Mustafa. Salih was a good balancer, and Talabani prepared him as his successor.
After 2009, relations between Salih and Talabani’s family started to fade, to the point of strong rivalry with Hero Ibrahim Ahmed, Iraq’s first lady. The recent election, marginalizing the role of Salih in PUK’s leadership and the control of power within PUK by Hero Ahmed, are no longer party secrets. They are all well-covered by the media. Only a few people might not know about Salih’s real intentions.
The unclear fate of Talabani and the knowledge of his life or death have given Hero de facto power. From time-to-time, she travels abroad. Whenever she feels there is huge demand for information about Talabani’s health, she immediately releases some photos of him, or news that he has walked to some place.
The first lady, and people very close to her, are aware of what has happened to Talabani, and with that secret they are ruling the PUK. Or at least, they are trying to solidify their positions and the family’s rule within the PUK, before the secret is revealed.
Last week, Salih staged a huge political show by holding the Sulaimani Forum. As Turks say, “he showed his tooth to his rival.” But this doesn’t seem to be enough to guarantee Salih’s future rule of the PUK, especially at this time when he has announced he is no longer the deputy secretary general, and that he will remain a regular party member until the congress.
Salih is making concerted efforts to come out of the PUK congress as the party leader. However, it has to be noted that a large portion of PUK’s capital is under the control of Talabani’s family, and marginalizing Hero and her influence is substantially more difficult than what people think.
Even if Salih is selected as the PUK general secretary at the congress, his power over the party will be equal to his power over Sulaimani during his premiership from 2009-2011. Therefore, it seems that the “Talabani doctrine” will remain for Talabani’s family, and those who believe in it.
Those, like Salih, who are convinced that the party needs to be reformed and that it should count for its votes among the living -- rather than counting its martyrs and the number of conflicts it has fought -- in the near future might find a different path. Do not be surprised if Salih cannot tolerate the PUK in its current form. He has a place guaranteed in the Kurdistan Democratic Party.
Ahrar Bloc: Barham Salih more accepted than any other figure for the presidency
BAGHDAD / NINA / the head of the Ahrar parliamentary bloc, Moshriq Naji guessed that Barham Salih, deputy head of the Patriotic Union of Kurdistan is the strongest candidate for the presidency of the Republic.
He told the National Iraqi News Agency / NINA / that "the two leaders of the Patriotic Union of Kurdistan, Barham Saleh and Najimalddin are vying for the post of President of the Republic."
Naji said, "it is likely the Kurdish Alliance finishes the matter of the candidate for this post before the next parliamentary session devoted to select the president next Wednesday."
He explained that "after the end of the first session and electing the Speaker and his deputies, and according to the Constitution and the law, a president of the country must be elected within thirty days."
The Kurdistan Alliance announced that it would declare its candidates for the presidency during 48 hours, stressing that the choice will be between Kareem and Saleh, while sources in the Kurdistan Alliance reported that " Barham Saleh, deputy head of the Patriotic Union of Kurdistan (PUK) is the strongest candidate for the post of President of the Republic by the approval of most of the political parties, particularly the national Alliance. "
