    BAGHDAD / NINA / The MP, of the Ahrar bloc, Hakim al-Zamili confirmed the importance of the state budget and the need for approving it as soon as possible as it represents the utmost importance for the country and all its sectors .

    He told the National Iraqi News Agency / NINA / that " what the country is seeing during the current period and waiting for the results led to a lack of interest of the political blocs in the budget , despite its importance ."

    Zamili added "the differences and conflicts over power-sharing have led the budget to be a part of bargaining and it will be switched to the next parliament . " .

    The Parliament has adjourned on sixth of last month its session to further notice until reaching a consensus on the general budget between the central government and the Kurdistan Regional Government .

    Sources pointed to the possibility of linking the budgets of the current year and next year to be approved in one law, which led conflicting statements in favor of this proposal, and other opposing it.

    BAGHDAD / NINA / The head of the Islamic Supreme Council, Ammar al-Hakim called to accelerate the formation of the government after the announcement of the election results.

    Al-Hakim called, during his meeting with the political body of the Sadrist movement headed by Karar al-Khafaji , according to a statement of the Supreme Council , to build a new national alliance works in a way institutional and contributes in decision-making , not to be a conduit to pass the prime minister .

    Hakim stressed the importance of speeding up the formation of the government and not to reproduce the past experience , pointing to the need for Iraq and its people for political will and strong government.

    He also stressed " the importance of the strong partnership of the main political forces and the formation of a harmonious team armed with clear vision and program of work agreed upon ."

    For his part, the head of the political body of the Sadrist movement , according to the statement , match with the vision of Hakim vision of the need to build a new coalition and a national system, according to an internal bylaw agreed upon to maintain the unity of the coalition , pointing to the importance of teamwork and take advantage of past experience .

    Baghdad (AIN) –The head of Citizen bloc, Baqir al-Zubaidi, and the Special Representative of the United Nations Secretary-General for Iraq, Mr. Nickolay Mladenov, discussed the electoral process and the forming the next government.

    A statement by Zubaidi's office received by All Ieaq News Agency received by AIN cited "Both sides discuss the expected elections results and the process of forming the next government."

    Baghdad (AIN) –The head of the Supreme Iraqi Islamic Council, Ammar al-Hakim, stressed the need for a strong government that serves its people.

    A statement by the SIIC received by All Iraq News Agency "Hakim visited the Political bureau of Sadr Trend headed by, Karrar al-Khafaji," noting that "They discuss turning the Iraqi National Alliance into an active institution."

    "Hakim stressed the partnership among the strong sides to form a harmonious team with a clear vision," the statement added.

    "For his part, Khafaji confirmed that his views are identical with Hakim's over the necessity of upgrading role of INA according to a new bylaw," the statement concluded.

    BAGHDAD / NINA / Head of the Islamic Supreme Council of Iraq Ammar al-Hakim discussed with head of / independent / bloc, Hussein al-Shahristani, the political situation in the country.

    A statement for the Supreme Council cited that "al-Hakim met with al-Shahristani to discuss the political situation on the Iraqi arena and the last House of Representatives elections."

    ERBIL, Kurdistan Region – Iraq’s acting finance minister Safadin Safee said Saturday that Baghdad and Erbil should continue to look for solutions to their serious dispute over the budget, even though the current year’s national budget still has not made it through parliament. His comments resonated with statements by other Iraqi officials, particularly from Prime Minister Nouri al-Maliki’s State of Law coalition, who since the April 30 legislative elections have extended peace feelers towards Erbil, hoping to win Kurdish support for a new Iraqi government.

    Safee distanced the finance ministry from any blame over the budget row, saying that the Iraqi parliament has yet to finalize this year’s budget, and to begin work on the 2015 budget bill.

    Authorities in the autonomous Kurdistan Region, which is constitutionally entitled to 17 percent of Iraq’s federal budget, say that Baghdad has blocked monthly payments since January to put pressure on Erbil. The Kurds want to export and sell their own oil and gas, which Baghdad claims is unconstitutional.

    The budget freeze has placed severe financial constraints on the Kurdistan Regional Government (KRG) . Kurdish leaders say Maliki’s move is a “violation of the Iraqi constitution.” They say that the Baghdad government has crossed a red line, and have since been contemplating independence from Iraq.

    Meanwhile, Safee said that the passing of the budget at this time will not be easy. He said that the Iraqi government has placed most projects on hold and was able to spend on only the most essential sectors.

    “The government has now issued bonds from the central bank to compliment the budget,” Safee told Rudaw. Despite the recent softening of the rhetoric from Baghdad since the elections, the Kurds now appear to have lost faith in Baghdad and are seeking to finance their own budget through oil exports.

    Iraq’s Sunnis, the country’s other large minority, is involved in serious disputes with the Shiite government in Baghdad. The Sunnis complain that Maliki’s government has neglected their regions and has only sought to develop the Shiite provinces. The Kurds were essential in bringing Maliki to power in 2010 by lending support to his coalition government.

    He added "We are adherent to his nomination," noting that "We object nominating the Premier, Nouri al-Maliki, for a 3rd term."

    "The political blocs are going on in their meetings to reach agreements over forming the next government," he concluded.

    Hakim, in a joint news conference with the head of the /Sadequon bloc/, Qais al-Khazali, after their meeting, said: "during the meeting, the file of elections, the recorded observations and some dilemmas that concerning the votes and sorted had been discussed," noting that " the subject is everyone's attention."

    He noted "the meeting dealt with the nature of the National Alliance and its foundation and build it strongly to contribute in the political stability of the country," noting that the National Alliance will be on the basis of cooperation with partners in the national scene ."

    Hakim expressed hope that Sadequon bloc's participation in the elections and has seats in parliament harmony enhanced construction and communication ."

    Qais al-Khazali (born 1974) is best known as the founder and leader of the (allegedly) Iranian-backed Special Groups in Iraq from June 2006 until his capture by American forces in March 2007.[2] As head of the Special Groups, Khazali directed arms smuggling, formation of death squads to participate in sectarian violence, kidnappings, and assassinations, most notably the January 20, 2007 attack on American forces in Karbala.[3][4] A former follower of Moqtada al-Sadr, he was expelled from the Mahdi Army in 2004 for giving "unauthorized orders" and founded his own group: Asa'ib Ahl al-Haq (AAH) also known as the "Khazali network". During his incarceration Akram al-Kabi became acting commander of the organisation until his release.[5]

    The clearest stance of all of Iraq痴 Shi段te political parties in this regard belongs to the Asa段b Ahl Al-Haq, a Shi誕 paramilitary group led by Qais Al-Khazali. Khazali was once a leader in the Sadrist movement and close to Moqtada Al-Sadr, before splitting with the group in 2006. According to Sadr, the Asa段b Ahl Al-Haq is now close with the State of Law Coalition led by Prime Minister Nuri al-Maliki.     Kirkuk / NINA/ MP for the province of Kirkuk and a leader in the Patriotic Union of Kurdistan, Ala Talabani confirmed that Article 140 of the Constitution is a controversial material and need a strong political will to apply it.

    The MP Talabani said in a statement today that the application of Article 140 is the task of all Kurdish powers , without exception, confirming that the Patriotic Union of Kurdistan (PUK) and through his electoral program to make the quest for the application of that article of the Constitution of their first priority.

    Talabani outlined that the application of Article 140 needs to pass through several stages as it needs to legislate new laws , and cancel and modify other laws.

    Baghdad (AIN) – The Independent High Electoral Commission announced completing sorting and counting polls of 15 provinces.

    The head of the electoral department within the IHEC, Muqdad al-Shirifi, stated in a press conference "The delay in announcing the results of the elections is not by the IHEC because we have problems in Kirkuk, Nineveh and Salah il-Din over the votes of the displaced voters and completed sorting and counting the polls of 15 provinces."


    *** Iraq is composed of 18 governorates, also called "province" by some western media. In January 2014, one new province was approved in Sulaymaniyah Governorate, but hasn't been implemented yet.***

    Iraqi Judiciary head meets his Iranian counterpart

    Tehran / NINA / The Head of the Judiciary in Iraq, Medhat al-Mahmoud met in Iran with his counterpart, Sadeq Amili.

    The reporter of the National Iraqi News Agency / NINA / said, during the meeting , the two sides agreed to exchange judicial experiences and apply the previous Convention between the two countries.

    The meeting, which was held in the building of Iran's judiciary, attended by chief justices and Iranian Deputy Iranian Foreign Minister Nasser Abdallahaan.

    It is scheduled Mahmoud to meet with Iranian President Mohammad Khatami and parliament speaker, Ali Larijani, later today.
