    Iraq: Sadr and Hakim demand Maliki resignation

    Suicide attacks on Sunni and Shi'ite mosques kill 9 and injure dozens on Tuesday.


    Baghdad, Asharq Al-Awsat—Two of Iraq’s most prominent Shi’ite figures, Moqtada Al-Sadr and Ammar Al-Hakim, have stepped up their criticism of Prime Minister Nuri Al-Maliki’s passive reaction to the wave of bombings that struck Baghdad and several other Iraqi provinces last Sunday.

    He added: “I demand that security apparatus, ministries, and the commander of the armed forces resign.”Addressing “the conscientious among Iraq’s Shi’ites particularly those in the National Iraqi Alliance” Sadr said: “Brothers, protect the reputation of Shia Islam,” calling on them “either to resign or to agree on what is right.”

    “The Sadrist Movement is part of the National Iraqi Alliance which, as the largest political entity, is responsible for what is happening. This means that it is the duty of Shi’ites [to resolve the situation]. This is why Mr. Sadr issued this call to protect the reputation of Shia Islam.”

    “Among the scenarios which will be put forward is either the resignation of Al-Maliki; the Egyptian scenario of inciting the public to topple the government; or waiting for the results of the next parliamentary elections.

    For his part, ISCI MP Furat Al-Shara told Asharq Al-Awsat: “The call for an urgent meeting of the National Iraqi Alliance is to discuss the status quo in the country and the future challenges because unless we work on laying the foundations for a state of institutions, rather than individuals, we cannot expect security stability.”

    “Mr. Al-Hakim did not just call for an urgent meeting of the National Iraqi Alliance but also demanded all those in charge of the security file resign because this is the least they can do in light of the successes the terrorist groups have achieved. This is something that we can no longer tolerate, whether it is on purpose or the result of ignorance or failure,” he added.

    According to Iraqi police officials, an explosion targeting Shi’ite worshipers leaving Assad Allah mosque in Baghdad on Tuesday killed seven and wounded 11. At the same time, a suicide attack targeted a Sunni mosque in western Baghdad left at least two people dead, according to the Associated Press.

    أعلن الدكتور برهم أحمد صالح نائب الأمين العام للاتحاد الوطني الكوردستاني اليوم الأربعاء، أن الديمقراطية مرتبطة بشرح القرار لجميع مفاصل السلطة من الأسفل الى الأعلى، لذلك فإن إجراء الانتخابات أمر هام وآن وقت إجراءها ولا يجوز تأجيلها أكثر من ذلك، كما أن تأجيلها غير مبرر.     ARTICLE 58


    Ninth:

    A. To consent to the declaration of war and the state of emergency by a two-thirds majority based on a joint request from the President of the Republic and the Prime Minister.

    B. The period of the state emergency shall be limited to thirty days, extendable after approval each time.

    C. The Prime Minister shall be authorized with the necessary powers that enable him to manage the affairs of the country within the period of the state of emergency and war. A law shall regulate these powers that do not contradict the constitution.

    D. The Prime Minister shall present to the Council of Representatives the measures taken and the results within the period of declaration of war and within 15 days of the end of the state of emergency.

    وتنص المادة 140 من الدستور على تطبيع الأوضاع في محافظة كركوك والمناطق المتنازع عليها في المحافظات الأخرى مثل نينوى وديالى، وحددت مدة زمنية انتهت في 31 كانون الأول 2007، لتنفيذ كل ما تتضمنه المادة المذكورة من إجراءات، فيما أعطت لأبناء تلك المناطق حرية تقرير مصيرها سواء ببقائها وحدة إدارية مستقلة أو إلحاقها بإقليم كردستان عبر تنظيم استفتاء. Article 140 of the Constitution on the normalization of the situation in Kirkuk and disputed areas in other provinces such as Nineveh and Diyala, and set time period ended on 31 December 2007, to implement all of the Provisions of the said article of the procedures, while given to the children of those areas freedom of self-determination of both survival and independent administrative unit or attached to the Kurdistan Region by organizing a referendum.

    KA MP: Distributing seats, dual citizenship hinder endorsing Elections law

    Baghdad (AIN) –MP, Ashwaq al-Jaf, of the Kurdistani Alliance stated that the political blocs agreed upon adhering to the Open-slate system during the next parliamentary elections, assuring that "Distributing the seats and the dual citizenship hinder endorsing the Elections law."

    In a press statement received by AIN, she said "Most of the political blocs agreed upon adhering to the Open-slate system during the next parliamentary elections in spite of the obstacles over the multiple electoral units where we support to have one electoral unit that consolidate the national unity and makes any MPs a representative to all Iraqis not a certain province."

    She expected "To endorse the Elections law after a long period of time at the parliament."

    She called "The political blocs to quickly and seriously endorse this law draft," noting that "Choosing the electoral system prepares the culture and democratic system that allows the voters to freely choose their representatives."

    Shahristani catastrophically fails in running energy sector, addressing electricity crisis, says MP

    Baghdad (AIN) -MP Mahma Khalil of the Kurdistani Alliance described the Deputy Prime Minster for Energy, Hussein al-Shahristani's running for the energy sector as abject failure.

    The parliament planned to host Shahristani in the last Saturday session to discuss the reasons behind the electricity crisis, but he did not attend, attributing his absence to not inviting him officially."

    Khalil told All Iraq News Agency (AIN) "The energy file is very crucial and vital and Shahristani failed to run this sector and his promises to the people are just lies despite the huge moneys spent on this sector."

    He mocked Shahristani's false promises, calling him to quit for his utter failure to administrate the electricity sector and the oil and gas sector.

    SLC MP calls security forces to abort attempts to reignite sedition in Iraq

    Baghdad (AIN) –MP Abdul Salam al-Maliki of the State of Law Coalition called the security forces to intensify their efforts to combat the armed groups which seek to bring Iraq back to the sectarian strife.

    MP Maliki stated to All Iraq News Agency (AIN) "The terrorist groups are obviously active in the country and they are backed by regional countries which do not wish good for Iraq, unfortunately some politicians especially the MPs are supporting these groups through releasing agitating remarks."

    He called on the parliamentarians to enhance the national unity and renounce the discord and preserve the social fabric instead of supporting the terrorism, urging all Iraqis especially the religious authorities and the civil society organizations to stand with the security forces to confront the attempts to reignite the sedition in the country."

    Political disagreements hinder services, projects, says Batiekh

    Baghdad (AIN) -The Secretary General of the White Iraqiya Bloc, Jamal al-Batiekh attributed the poor services and projects in Iraq to the political disputes.

    Batiekh stated to All Iraq News Agency (AIN) "The return of the political disagreements will not benefit any political side, on contrary, they will feed the terrorism," noting "The political disputes among the political sides paralyzed the public life and hindered the development projects and the provision of the general services."

    "The dialogue among the political blocs would significantly help improve the conditions of the people and stabilize the security," he confirmed.

    كشفت كتلة الاحرار النيابية ان قانون الانتخابات الجديد سيتم مناقشته خلال جلسة البرلمان المقبلة ومن ثم التصويت عليه . Liberal bloc in Parliament revealed that the new election law will be discussed during the next session of parliament and then vote on it.

    وقال النائب عن كتلة الاحرار حسين الشريفي في بيان لمكتبه الاعلامي: أن اغلب الكتل السياسية لا توافق على ان يكون العراق دائرة انتخابية واحدة، وانما ان تجري وفق دوائر متعددة، مشيرا الى ان الغرض من طرح هذه الفكرة، لقضايا سياسية'.وليس لمصلحة البلد. The MP said the Liberal bloc Hussein Sharifi said in a statement to his press office: that most of the political blocs do not agree that Iraq will be a single electoral constituency, but that conducted in accordance with circles multiple, noting that the purpose of putting up this idea, political issues.     واكد الشريفي: ان الوضع الامني الحالي يساعد على اجراء انتخابات مجلس النواب المقبلة، وليس هناك آي حاجة للتأجيل، بحجة الوضع الامني او السياسي، مبيناً أن كتلته مع اجراء انتخابات بالوقت المحدد لها، لكونها حق من حقوق الناخب العراقي. And Sharifi said: The current security situation helps to hold the next House of Representatives election, and there is no need for the delay, under the pretext of security or political situation, noting that his bloc with the elections on time, being a right of the Iraqi voter.

Iraqi List, announced Thursday, about the need to interrogate the Commander in Chief of the Armed Forces Nouri al-Maliki and security leaders in the House of Representatives to examine fully the security situation and find appropriate solutions.
