    Dozens of ex-members of local councils in Karbala, (its 108 km south of Baghdad), demonstrated, (15 May), in front of the Karbala provincial Council demanding "cancel the Ministerial Committee established to consider the completion of their salary, and they confirmed that the sit-in will continue for three days, threatening to turn, move their sit-in to the green zone where the Central Government has not responded to their demands, protesters cut the road to Karbala provincial Council.

    The Committee competent to follow the pensions for members of local and municipal councils, called (11 may 2013), hosted by the Secretary-General of the Council of Ministers and Minister of State for Provincial Affairs and Director General for retirement because of non-payment of pensions to members after approval by the Council of Ministers launched three months ago.

    The House voted, (23 February 2012 last), to stop the execution of a previous decision taken by 2010 in light of the amended law of the provincial No. 21 of 2008, previous amendment to include all of the work in the local councils for six months over pension rights is calculated on the basis of the degree of Associate Director General, which prompted many members of staff councils in governmental institutions to give up their jobs in order to get those pensions amounting to 758 thousand dinars For each one of them.

    This decision has provoked resentment among members of local councils, current and former, in many provinces, including Basra, Najaf, Babil, Diwaniya who were demonstrating to demand change, and threatened major demonstrations in the capital if their demands are not met.

    The parliamentary Finance Committee, emphasized in (25 last December 2012), agreed with the Ministry of finance to launch local councillors salary who transferred to retire in early 2013, that will be at the beginning of the fiscal year to promote pension transactions and then release.
