01/05/2013 21:51:00 BAGHDAD / NINA / The President of the Iraqi Foundation for Development and Democracy in Baghdad, Ghassan Attiyah called on Prime Minister Nuri al-Maliki to step down in order to prevent Iraq from sliding into a civil war.

Al-Attiyah told the National Iraqi News Agency / NINA / "There are two ways to resolve the crisis, either a regional intervention to change the political situation or the National Alliance offers a candidate to replace al-Maliki."

He added: "Maliki today became a part of the problem rather than a part of the solution. The scene of 2005 on doors in the presence of the government tension speech, which created an extremist sectarian team supported its orientations, against another extremist team and that causes a sectarian tension in Iraqi, which will lead the country to the sectarian war hurts them all, unless a mediator plays a role to calm. "

He explained: "The way in which al-Maliki dealt with the components of the Iraqi people, especially with the demonstrators, led some provinces to what we see today, which would push the country to dire consequences as a result of these misguided policies."

Attiyah criticized the sectarian polarization that would not allow the moderate forces to play the role of calm among the political forces to get out of the crisis, demanding the political forces to search for a moderate trend in order to play a role in the next phase.

About Haweja events, Attiyah said: "using force by the government was a mistake, as using excessive force is not acceptable by all convention."

Attiyah warned of the possibility of turning Iraq into a Syria version, calling for a more active role of the United Nations and regional countries to prevent it. "/ End

Al-Issawi on Forum Theatre sit-in at Gray

Al-Issawi: Al-Maliki intervene even in trktorat peasants and Abdul Mahdi to rectify the situation in 2014

    Editor: NK
    2013/05/02 00: 51

Outgoing Finance Minister Rafi Al-Issawi that the "exclusivity provision and bullying" of Prime Minister Nuri al-Maliki led him to intervene "even in TRAKTOR farmer" and accused Al-Maliki that his authority on all State institutions, stressed that balance in State institutions over the question of Shiite and Sunni and Shiite-Shiite now, while the Alliance of Erbil and Najaf sought to save the country through moderate Shiite candidate corrects the path, he warned that continued in this country will we equip the Division despite the will of many.

Al-Issawi also talked about a lot of topics relating to the Government's backstage and the rules of procedure of the Council of Ministers and the powers of the Deputy Prime Minister, Maliki crisis created with partners and the political interventions of the Central Bank, contrary to the recommendations of the World Bank, in an interview published in the newspaper expanded the number of Thursday, 2/5/2013 published (range) as:

On a visit to Ramadi, two days prior to the tragedy of hawijah, a quiet sit-in on election day, Nineveh, Anbar, still no vote without all the other provinces. You record the views of the demonstrators, and there are currents of extremism and moderation, a conflict in all cities of the country and her apparent. Outlined in the two articles publications last month, Hugo walkwakbi "they cling to Anbar", "meaning Al-Hussein in gray bats.

But one of the most exciting visit was meeting with outgoing Finance Minister Rafi Al-Issawi, who was at the first session of the Government deputies to Al-Maliki.

Al-Issawi represents a new generation of Islamists in Iraq, who have received good education and enjoy the intelligence to understand policy and requirements. The experience prepared him to quickly move from pro-democracy activists to armed action, the major contributor in the political process and participant in most joints. And not only the importance of his testimony made to the range, being about 6 years left in my Government, Nouri al-Maliki, but he saw a Convention of Arbil that "most important review attempted to reform the legislative and political situation" in Iraq. How has experienced this, rescue attempt failed as Ayesh attempt Najaf, Arbil and formulate axis try to patch it and other dependants in Parliament elections scheduled early next year, after about 10 months.

Perhaps the most important indications of what Al-Issawi, is to paint the details form to the political conflict, helmed by a sectarian problem, a balance in State institutions is no longer a reason for complaint or Kurdish, but Sunni misfire balance in management at the level of the Shiites themselves, and there is a clear exclusion of the Supreme Council and the Sadrists and secular Shiites as well. To other details.

In "Al Palace" built by the late Abdul Sattar Abu Risha, the founder of Al-Issawi Iraq awakening, sitting all day, receives sheikhs and politicians and mediators and youth and media. A guest there and make fun of Al-Maliki's attempt to pursue him by helicopter two months ago on the road which runs through Anbar, the sprawling its Sahara. There was this dialogue urgently, without prior appointment, surprising me and him, and thanks to the great spontaneity.

This was followed by other certificates, dignitaries worked with Al-Maliki in his two terms, and recorded accurately change the serious attitude the moment the withdrawal of armies of the United States.

-In this urgency doctor, I want you to put the reader in the form of major problems noted during years of working with the Prime Minister. And away from political bickering back, you have a fundamental objection is that the Government has no CAB meetings. The tale of exactly how it happened and lasted 10 years after the fall of Saddam Hussein?

The primary deficit is the insistence of Mr. Nouri al-Maliki to delay rules. The Government has kept going without rules. And you can notice the awesome results, not only political but also at the level of the State and performance faltered late emergence of modern administrative institutions. And all the painful and dangerous political exploitation.

It was more than once a Committee consisting of politicians and legal experts, Government work rules and the last time was in 2010. But whenever we have a General Secretariat of the Council of Ministers representing the will of course Maliki rejects draft mode on the agenda of the Government and thus delayed its debate. And endless excuses. Once they say need review, and once again asking for the debate. And the entire cycle ends. The more we discussed it seriously with Maliki come to an impasse. And we have to step up. They come and ask mediators to return to calm, promised to fix things, and so on.

-You lived in his Governments. How do you shorten the difference between his two terms?

Al-Maliki has differed greatly in the second term. In the first were the problems, but he was more cautious on minimal interaction with partners. It was feared that Government falls. Also, the Americans were here. Let me give an example of the difference.

I charge you Commission on national and sectarian balance in State institutions. In the first term we have minimum acceptable balance at the level of ambassadors and special grades and general managers. In the second mandate of Al-Maliki came out all about control. I've hit this wall display, we have serious development in a balance, in the beginning it was called national and sectarian balance, either in the second session we go to large corporations and not the Shiites of the Supreme Council and the Sadrists, for all managers and officials are followers of the Dawa party, Al-Maliki. We believe we need balanced Shiite-Shiite.

-What psychological situation for the moment, Al-Maliki replaced the Americans?

At the moment America's withdrawal left Al-Maliki felt that without any restriction and not an obligation. It began with Tariq al-Hashimi on the departure of the Americans, then unexpected blows were directed to everyone.

-And how this was reflected on the Cabinet. The certificates are almost non-existent on the backstage of the Cabinet?

All his actions meant one thing: and let me work without rules or controls. And he wanted to adapt it only desires.

In short, the Constitution mentions the words total need detailed legal. The term says: the Prime Minister is the Chief Executive Officer. And the rules of procedure, which was rejected by Al-Maliki, to detail the term. And Al-Maliki under evades explain the term arthropod because he wanted to use as in his interpretations.

These include the risk levels. First, how do we organize the relationship between the Prime Minister and his deputies? In convening the Board and set the agenda for the meeting. Al-Maliki has been determined what will be discussed and what Government Ministers will vote, and we don't get any participation in this.

On another level, the ministerial committees without powers, and did not turn the Council of Ministers to modern standards, but the Prime Minister remained caught in a primitive at all. The sectoral committees such as the Committee on Agriculture and services and others, remained lawless and although it powers headed by the Deputy Prime Minister and 10 Ministers. Everything has been conditional on the approval of it.

Then not satisfied with Al-Maliki, but said all educational initiative, agricultural initiative (as example only) and moved into the library. It was abolished in practice, the Ministry of agriculture and education, together with the basic functions of other ministries such as water resources and service sector. Even granting "TRAKTOR" Falah Al-Maliki now requires intervention. Any scholarship are required within the Office of Al-Maliki. And that there is no internal system, it was not possible to object to how the conduct of the country things, which led to a tumble of interests the way awesome.

-Stay on this stretch and spectators denunciation of modern structural system of administration and governance, and swallow all their cattle and 6 years in his Governments?

Both start, and Iraqis must return the Erbil agreement read carefully. I attended most of the meetings, we have text on the need to draw clear powers to facilitate things, and not monopolized all State in the Office of one man heads the Government coalition participation.

We conducted our theme of uniqueness in dangerous files such as security and defence and the Commander-in-Chief of the armed forces and military team leaders set according to the temperament of Maliki and aspirations without supervision of Parliament.

-Erbil Convention so you put a comprehensive review of each track and the overall reform plan?

Yes and in detail. We wrote a reform plan for the executable file, and also included the reform of the judicial file, resolving the relationship between the Government and the Parliament, independent bodies, and the army remained outside the legitimacy of Parliament. Maliki signed and agreed to review, once a Parliament confidence hit everything and paid no partners and no Parliament.

-You mean we lost trying to correct, and lost years due to poor management the monopoly powers of the Prime Minister and Government in the Office of one man?

Yes the result failed agricultural and educational initiatives and development and others. And the loss did not stop at that, but the failure to the public to make Al-Maliki is looking for success, as the sectarianism with all its partners and turning them into enemies and demons, fighting wars with them to public concerns. Note his speeches before the election before his audience recently, talking about services and failure, but engaged in public demonstrations and warning that year want to Saddam Hussein to power!

-The result is that Maliki's second session ending without a President for intelligence and national security as well as the Interior and defense. Tell me you, any country in the world to have gone this way and succeeded?

In this context of crisis were highlighted with independent bodies and included in the Office of Al-Maliki. The latest Central Bank Governor Sinan Al-Shabibi and what happened to him. What happened exactly to you as Minister of finance?

Saddam Hussein was the Governor of the Central Bank of the Finance Minister, in the new system, we updated the management structure in collaboration with international partners of Iraq has become the Central Bank independent financial authority. Then the Government began to intervene in its policies and request money from cash reserves. This was also due to the absence of rules of procedure and the absence of rules, under the slogan that Maliki is the highest official and is entitled to everything.

Attended meetings in Baghdad and outside Baghdad and Sinan Al-Shabibi, Maliki, with the IMF and the World Bank, they say clearly that they warn of intervention central policies. They said: we refuse to stretch government stocks as it keeps the so-called macroeconomic stability. Al-Maliki struck with the international application, was what he was.

Shabibi was a great loss, and succeeded in reducing inflation in 2006 from 65 per cent to 5 per cent by 2012. Instead we reward him with a giant thank you letter put in the gate, we convert it to an accused wanted by police.

-Tell us about how your dialogues within the Council of Ministers, are not presented to the public. Do you you are hot for example ends with Ministers?

Ends up being pretty unrest, most recently by a crisis of my protections while we are the subject of political balance in higher education. Maliki comes every day officials of the academic institution and ask that we vote on them, and when challenged that this was in breach of the balance, he told me: the appointees are not on my own (as usual). I told him: we must take heed of the political agreements even in the appointment of the Agency. And so windy at the lift before the crises with days. In this way in the management of the relationship lost most of its owners.

-How to evaluate past meetings in Arbil and Najaf. Was an attempt to challenge the lifesaving approaches to governance. You and the Kurds and the Sadrists and others, succeeded in overcoming the crisis in touz khormato common positions. And succeeded in overcoming the crisis by converging demonstrations. It also succeeded in coordination within the Parliament and you pass important laws angered Maliki's group, such as the Higher Council of the Judiciary Act, which limits the possibility of exploitation of the courts, the law mandates. How do you evaluate this experience rafae?

Meetings of the Erbil and Najaf and sense, and good coordination, Maliki hit crazy. Our movement in confidence file was unconstitutional and could save the country through moderate Shiite candidate corrects the path. Maliki began an attempt to split row "Erbil" intimidation and carrots — sticks antagonize, and succeeded once and failed.

That experience is important in that it succeeded in tendig the positions of all parties and has given us a deeper understanding of the seriousness of the situation in Al-Maliki's approach to national and State governance. I suggested a political progress among various forces from Erbil to Basra. The retreat is just Al-Maliki and his team.

-This is what made him choose the military solution and tries to involve the military in political controversy?

Al-Maliki strongly partners felt and the strength of Parliament, returned to the old Presto: Shia and Sunni, Arabs and Kurds, Baathist and colliding. Say you want to restore the previous system, and all we ask is that the Shiite bloc chose a moderate person could work with him and apply written reforms project in Erbil.

All of the past. How will the strong performance of Erbil and Najaf in preparation for elections in 2014?

The tale simply that Al-Maliki turned on everyone, and simply pay the political price. We will be at the Centre of Najaf, Erbil, in partnership with broad powers, political pluralism and the protection we are not worried about who will be the alternative to Al-Maliki, but we will be able to nominate a new Prime Minister and we will recover our deficit in 2010 to name Adil Abd al-Mahdi who put up as a candidate solution rather than the crisis candidate Nouri al-Maliki. Adel Abdul Mahdi, one of Iraq's most prominent models which can be described as a statesman. He is a man who believes in agreements of responsible partnership.

-The only obstacle to that dream in 2014 as it seems a bargain abroad that ruined the deal, which Washington and Tehran will have protection in 2010 and 2012. You will be able to engage a dialogue with them?

If there is insistence on political reform, will get a coherent package. The diverse intellectual and sectarian axis and nationally between Erbil and Najaf, proves that the problem is not just a sectarian conflict, but a political problem between her weight and her audience, and the man tries to swallow it all and rejected modern standards in the Department.

If we have maintained our cohesiveness, and Iranian Americans will find a large block with 180 votes, approved the law on the Judicial Council and the law, and will give confidence to the Government is headed by a moderate man in 2014, will not be in front of Tehran and Washington not to deal with this Government, with respect.

-At the end of the meeting, briefly, what you said after your protections Americans?

I'm not speaking their name to view their position, but I saw them living with grief because the partnership agreement that was sponsored by Joseph Biden had collapsed completely.

    -Iran how to watch it?

Iran has caused a rift within the Shiite ranks, has risked losing her friends and others because of Tehran's insistence on supporting one man

-Your contacts with the Shiite power centers how to assess?

I am happy with all the connections and load of Shiite delegates here, or visits to Najaf and talks with Shiite leaders. Many times you praise the positions of Mr. Sadr, Mr. Ammar al-Hakim, who was a good position, and the position excellent Najaf along the reference line.

Our confidence Shiites as partners not vibrating, which shake or rivers is our confidence in Al-Maliki. The problem is that the Shiites were unable to put pressure on Al-Maliki enough.

-How are the relationships at the national level?

What has kept Al-Maliki in national relations. MAM Jalal initiative the President of the National Conference, Maliki out agents to just meet, something like the Forum, in order to minimize liabilities and no longer has meaning, no Conference, no decisions. They proposed to continue corrupting to evade commitments.

-Are you afraid of slipping toward violence?

I think we're beyond the stage of violence and have learned the lesson. But the Prime Minister left for clinging to Office is very dangerous, but it is a fight over pay. I personally will not accept to be a partner in the team. Elite today more aware and a determination to reject violence, and for that we will block repeated form.

-In one word, are Sunni regions suggest in the future?

This is still a split in Nineveh and Anbar. But al-Maliki's policies and big mistakes that will push everyone to accept the territory in the Western region.

Party Official: Constitutional Ambiguities Allow Another Term for Barzani
    by RUDAW

Barzani, who won 70 percent of the votes in 2009, has not declared his candidacy but is widely expected to run.

ERBIL, Kurdistan Region – Massoud Barzani, president of Iraq’s autonomous Kurdistan Region is eligible to run for a third four-year term because of a constitutional ambiguity, the deputy head of the regional parliament said, as opposition groups gird for a political battle to have him step down after finishing his time.

Hassan Sura told Rudaw that Barzani, 66, is eligible to run because he first took presidential office in 2005 after appointment by the regional parliament, and was elected only once, in 2009. According to him, Barzani’s first four years do not apply to the two-term constitutional limit on the presidency.

“Barzani’s initial appointment in 2005 by the MPs shouldn’t be counted,” said Sura, who is from the president’s own Kurdistan Democratic Party (KDP). He said that constitutionally the leader had run, won and completed a presidential term only once.

Elections for the regional parliament and presidency are set for September, though the date has not yet been formally announced.

Barzani, who won 70 percent of the votes in 2009 and is the son of the late pre-eminent Kurdish nationalist leader Mullah Mustafa, has not declared his candidacy but is widely expected to run.

But opposition groups, notably the Change Movement (Gorran) which came virtually out of nowhere and swept 25 of the Kurdistan Parliament’s 111 seats in 2009, oppose another term for Barzani. They say it would be “illegal” for him to run again.

“The Kurdistan Region’s Presidential Law clearly forbids Barzani from running for another term,” said Faruq Jamil, justice minister of the Kurdistan Regional Government, adding that the law was clear about the meaning of a presidential “term.”

Sura said that, according to Article 17 of the constitution, Barzani “has all the legal rights to run for another term. However, the best solution is what the majority of Kurdish people agree on,” he added, referring to a possible referendum over the constitution.
