Head of Anti-Violence Agency: In Kurdistan Region Laws Protecting Women Have Saved Lives

    10/01/2013 04:35:00By SORAN BAHADDIN

ERBIL, Kurdistan Region – Laws in Iraq’s autonomous Kurdistan Region protecting women from violence and prosecuting perpetrators have saved lives, the head of a state protection agency said, adding that murder cases where victims are women are no longer closed until the killers are caught.

"Previously, some women were killed and listed as missing, and their cases were closed after six months,” said Major Jilamo Abdulkadir, head of the Tracing Violence Against Women at the interior ministry in Erbil.

“Now, cases do not get closed until the murderers are arrested," he told Rudaw, adding that in 80 percent of reported cases the killers are caught after forensic examinations and questioning. He said it was important that the killing of women could not be concealed anymore.

Women in the Kurdistan Region are often victims of domestic violence and so-called “honor killings,” where a relative kills a female family member who is believed to have sullied the family honor, usually through pre-marital relations with a man.

“The laws in the Kurdistan Region have saved many lives. Before, the law encouraged people to commit these murders by giving them an excuse. Murderers bragged about their crimes in public and went free,” Abdulkadir said.

According to data from Abdulkadir’s office, last year in Erbil 116 women sought refuge at women's shelters, 1,213 pressed charges of abuse, 168 reported torture, 22 were murdered and nine committed suicide.

He said that 140 people were arrested on charges of violence against women, 30 received prison sentences of up to 15 years, three got life sentences and another three were given death penalties.

At the agency’s offices, a Rudaw reporter witnessed a family signing a pledge promising not to hurt their daughter, who had taken refuge at a women’s shelter after an affair with a man and death threats from relatives.

Out of 116 women sent to women's shelters in 2012, only 22 still remain there, Abdulkadir said. “Ninety percent of the cases were solved. The women are with their families now and there are no threats against them," he added.

Special meeting .. Better session than never
    The future of Iraq

    01/10/2013 12:00 am

    Adel Abdul Mahdi

Article 28 of the Rules of Procedure of the House of Representatives "of the Presidential Council or the Prime Minister or the President of the House of Representatives or fifty members of its members to reconvene in an extraordinary session to be restricted meeting to consider the topics specified in the call" .. The correct call, both with exceptional circumstance to be discussed, or with assets and parliamentary rules of procedure of the Council.
A promise to block "Liberal" and some independent MPs, absent the majority of the "National Alliance", did not get a quorum, and held a consultative meeting. This disruption to the work of pivotal institution of the political system, which is cultivated distrust and build bridges of trust that will allow to provide the appropriate atmosphere to resolve the complexities and problems .. If the largest parliamentary bloc is not conducive to democratic traditions and discuss sensitive issues in the Parliament, which is the foundation institution concerned so, how would make the democratic experiment in the country .. Wayne would solve the problems, and pose solutions?
Some of the excuses given for the boycott is that the others did not attend the call of the President of the "coalition" the previous Friday .. And that there is no need for the special session, especially unusual and there is a hearing two days later (Tuesday). By the same logic to say, he was on everyone attending the meeting called by the President of the "National Alliance", which will help to provide a better atmosphere for the special session .. Vallqaouat and meetings in such circumstances favorable and desirable.
This atmosphere put between two political forces and reveal facts .. Reveals:
1 - A lot of parties, "National Alliance" exercise their right but it may be abused to use .. Whatever the plaintiffs and arguments, but the price should not be disabled procedural placed precisely to counter such exceptional circumstances. As the other blocks behave sometimes nervously confuse and scatter their positions instead of organized .. Institutions and systems do not operate impressions and moods, but working procedures and rules ..
    Also reveals:
2 - that the decisions of the blocks and patterns are much less driven to meet the requirements of stage and overcome the difficulties experienced by the country, and lead us into a new phase, its rules and Malatha. The options As for 1 - to decide that we are working according to the logic that the other co-conspirator and discount - necessarily - but time has not ripened to hold him accountable or Tsagath, or 2 - that the other partner may vary with him, but a partner can not contain crises and run the country without its partnership real.

    Iraq Central Bank
    Boosts Gold Reserves

By : Omar al-Shaher for Al-Monitor Iraq Pulse. posted on Ocak 7.

Despite the attention given by Iraqi media to the increase of gold reserves, locals are still oblivious to the repercussions of such an act on their daily affairs.

    Summary :
The Iraqi Central Bank has adopted a policy of buying gold for its central reserve at a time when gold prices are at an all-time high, writes Omar al-Shaher.

The monthly statistical report of the International Monetary Fund stated that over the three months between August and October of last year, Iraq’s gold holdings quadrupled to 31 tons, the first time something like this has happened in years. The value of gold as a strategic reserve has grown over the past few years due to the continued instability of the U.S. dollar exchange rate.

International banks perceive gold as having long-lasting value that is not affected by rapid economic development. Gold can be used to compensate for insufficient cash reserves in the wake of political or economic crisis. In that context, Iraq is probably the country that is most in need of a great deal of gold reserves given its succession of political and economic crises.

“Gold is the first shelter for countries in times of crisis,” said the Iraqi economic analyst Majid al-Suwari.

According to Parliamentary Economic and Investment Committee member Abdul Abass Shiyah, “it is normal for the public not to read between the lines of sharp increases in gold reserves.”

“The Iraqi dinar exchange rate is based on the amount of cash reserves, which include not only money but gold as well,” said Shiyah, a member of the Dawlat al-Kanoun parliamentary bloc led by Prime Minister Nouri al-Maliki.

Gold is the most stable component of official reserves. It will result "in the stability and possibly the improvement of dinar exchange rates," he added.

Shiyah reiterated that the public will sense indirectly the impact of the increase in gold reserves.

“When the value of imported goods decreases following the increase in the value of the dinar, which directly correlates to the increase of cash reserves, the public will remember the steps the state took to boost gold reserves,” Shiyah added.

The Central Bank of Iraq announced in August of last year that cash reserves had reached $67 billion, which is a first in the country that relies entirely on oil exports to finance its budget.

“The Iraqi reserve is figuratively described as ‘cash,’ but in fact it has multiple components. Iraq owns U.S. dollars, euros, pounds, gold and different types of securities,” said Shiyah.

He added, "The central bank uses a part of its huge reserve to fund major governmental projects. Even though a part of this reserve is disseminated between international banks and benefits Iraq financially, the central bank ought to fund some weighty governmental activities.”

Since 2003, Iraq has had an insignificant cash reserve. Some sources state that those who were in charge of the Iraqi economy during the first months following Saddam Hussein's toppling converted a ton of gold, which was the only reserve held by the central bank, into cash.

Economic Analyst Majid Suwari said that Iraq's reserves amounted to $39 billion in 1979; however, Saddam’s policies squandered that fortune. In 2003, Iraq's debts reached $125 billion.

“The central bank policy is currently based on the diversification of reserves. However, if the policy of purchasing gold had been adopted two years ago when the value of one ounce was about $500 to $600, Iraq would have quadrupled its investment gains,” he added.

He concluded that “this initiative started late, but not too late.” Suwari expects the central bank to pursue the policy of increasing gold reserves amid the government's spending tendencies.

He clarified that the Iraqi government needs the dinar to cover its huge expenses. The central bank provides it with the necessary Iraqi dinars in exchange for U.S. dollars obtained through the oil trade. Afterwards, the central bank converts dollars to gold.

Omar al-Shaher is a contributor to Al-Monitor’s Iraq Pulse. His writing has appeared in a wide range of publications including France’s Le Monde, the Iraqi Alesbuyia magazine, Egypt’s Al-Ahaly and the Elaph website. He previously worked for Al-Mada covering political and security affairs and as a correspondent for the Kuwaiti Awan newspaper in Baghdad from 2008-2010.
