In a move sought to restore its Kurdish base .. And return to his castle .. Talabani puts his resignation in the hands of Barzani .. !!

    Author: The future of Iraq

    11/27/2012 12:00 am

The future of Iraq / special
A source familiar with the Kurdistan Alliance that President Jalal Talabani, "put his resignation from the presidency in the hands of the President of the Kurdistan region Massoud Barzani during the incorporation meeting yesterday in Arbil. The source, who declined to be named in an interview with "Future of Iraq" that Talabani "put his resignation from the presidency in the hands of Barzani, in a move that sought to deliver a message to the latter that he Kurdish leader rather than president of the Republic of Iraq," in the words of Source. He met Talabani Bbarzana in the latter's residence in Arbil yesterday at a meeting is the second of its kind in a matter of days, as previously that Kurdish leaders held a meeting in Arbil on Tuesday to discuss the movements of the Tigris operations forces in the disputed areas and political crisis in Iraq in general. The source confirmed that Talabani "put his resignation at the disposal of the Kurdish leadership do what they want. This means that the president now stands alongside Kurdish viewpoint placed dispute with the federal government. "
In all previous crises that have arisen between Baghdad and Erbil, was Talabani calls for calm and sought to bring together warring at one table and resolve all outstanding issues through dialogue, but the insistence of all parties on their positions if without his success in calming. The position Talabani rejects efforts to withdraw confidence from the Prime Minister Nuri al-Maliki to chill relationship Bbarzana, who was one of the most important parties campaign confidence, along with many parties in the Iraqi List and the Sadrist movement of the National Alliance. The work Barzani since then to show Talabani appearance is biased to the Kurdish position regarding the nature of the relationship with the Baghdad government, and perhaps Talabani noted recently that Kurdish public opinion began to believe in this vision, which means the loss of its popular base in Kurdistan, or reverse the lower estimate, with the imminent start of local elections in the region. It is clear that Talabani sought in a move that put his resignation in the hands of Barzani to embarrass the latter end Mzaadath Talabani through investment Kurdish national polarization, since Talabani aware that the constitutional context that requires the president to be his resignation to the President of the House of Representatives if he wanted to. Paragraph "I" of Article 75 of Chapter II of Title III of the Iraqi constitution that "the president to submit his resignation in writing to the President of the House of Representatives, and is considered valid after seven days from the date of its submission to the House of Representatives." However, the President of the Republic put his resignation in front of the President of the Kurdistan region before offered to the President of the House of Representatives, to express his how serious he is in his willingness to give up his job if he is required to prove their loyalty to Kurdish nationalism to do so. As a complement to the process of restoring his senior Kurdistan, did not stand Talabani at the same distance between Baghdad and Erbil - as he did in the past - after a crisis of the Tigris, it seemed clear that Talabani biased to Arbil in his position, since rejected the joint statement issued after a meeting Bbarzana Tuesday the past, "the formation of the Tigris and move units of the Federal Army to areas withheld," notes that Talabani may pass the term "areas withheld" in the statement, on the difference of the Iraqi Constitution, which he called "disputed areas", according to Article 140 contained in Chapter II of Part VI. And repeat the Patriotic Union of Kurdistan, led by Talabani said this term in a statement issued last Friday, which stated that "the formation of the Tigris Operations Command and the Iraqi army movements in the areas withheld misguided policy or constitutional." As if Talabani "face a strong message to the commander of ground forces in Iraq, Ali Ghaidan warned him where to move the Iraqi army," according to what was said by a member of the political bureau of the Patriotic Union of Kurdistan and the Speaker of the previous session Adnan Mufti told "Rudaw" Kurdish issue in Arbil. Mufti also stressed in an interview with the "Rudaw" Today there is no direct relationship between al-Maliki and Talabani, describing them as "broken." It probably explains the regional role which is expected to play the Kurdistan region in the next term ready Talabani for abandoning his post as president of the Republic of Iraq, and choose to return to the castle Kurdish. Under open Erdogan's government in Ankara line with the Kurdistan Regional Government to create the atmosphere of a real dialogue with the PKK, in effect increasing military attacks carried out by the party against Turkish interests military and civilian in Turkish cities, will be the Kurdish region ally necessary to focus the regional "Turkish Saudi-Qatari , "which could promise axis strongest in the region in the current phase, and perhaps Talabani realized the necessity to joining convoy Barzani destined towards consolidating Kurdish region has its own characteristics independent state, preferring it to retain an alliance with political power in Baghdad surrounded by internal and external crises from all sides.
