    No Agreement on How to Hold Kirkuk Provincial Elections

    KIRKUK, Kurdistan Region—Abdullah al-Jubouri, a prospective candidate for the Kirkuk Provincial Council, attributed delays in holding local elections to the "whim" of politicians and party leaders, not any actual obstacles.

    "It is inconceivable not to hold elections in a country that claims to have democracy, and we believe that switching the faces with a newly elected council is the first step to resolve the differences among the groups in Kirkuk," Jubouri told Rudaw.

    Jubouri said that the Kurdish parties who have dominated the provincial council would prefer to postpone the elections rather than risk losing their seats.

    "Kurdish parties do not want to hold elections because they have 26 members in the council, and to maintain the status quo by postponing the elections is easier than negotiations where they could lose half of those seats," he said.

    Arshad Salhi, head of the Turkmen Front, is worried about the fate of the Turkmen and described the convergence of the Arabs and Kurds as "dangerous."

    "The Arab component gave up its demand of having the federal government bring in troops to protect the electoral process, and the Kurdish component gave up their demand of leaving the political status of Kirkuk unchanged until the next phase,” Salhi said. “There is a dangerous agreement between the Arabs and Kurds against the Turkmen by adopting the 2010 rather than the 2004 election records."

    Sheikh Ahmed Hama Amin, a cleric in Kirkuk, stressed the need to hold the Kirkuk provincial elections on the same day as the elections in other provinces. "The people of Kirkuk are waiting to exercising their right to choose their representatives," he said.

    The oil-rich Kirkuk province is one of the disputed areas addressed by Article 140 of the Iraqi constitution. While the Arabs and Turkmen are pushing towards joint management of the province, Kurds wish for it to be administrated by the Kurdistan Region.

    Kirkuk did not hold provincial elections in 2009, when they should have taken place, due to disagreements between its ethnic components.

    In 2003 and after the fall of the former regime, a provincial council was formed. Representatives of the main four ethnic groups were selected for the council which took into account the status of the province and filled the administrative and legislative vacuum.

    Qahtan Abdul Rahman, a resident of Hawija, 70 kilometers west of Kirkuk, says, "Yes, I support having the elections. The current local council in Hawija was not elected so they only represent themselves, and it is based on partisan interests and nepotism. They have done nothing but loot people's money. In addition to that, they are generally without any qualifications."

    Muhammad Talal al-Hadidi, a 26-year-old resident of Kirkuk, thinks that Iraqis and the people of Kirkuk are more aware of the importance of the elections than ever before. "We can now distinguish between good and bad, among those who served Kirkuk and those who were corrupt. We have more awareness than before and can tell the difference between the corrupt, the discriminatory and those who serve the people," said Hadidi.

    She added that one seat for the Turkmen would be added to the allocated seats for ethnic components (Christians, Sabeans, Fayli Kurds). Thus, the number of seats in Baghdad would increase to four seats, as required by the second amendment to the provincial elections law No. 36 of 2008.

    Iraqi Kurdish President Massoud Barzani met Iraq's speaker of parliament on Thursday in an apparent effort to cool the row. A statement issued after the talks said Barzani had agreed to "open the door" to negotiations.

    In the meantime, both Kurdish troops and the Iraqi army reinforced their position in and around the contested cities of Kirkuk and Khanaqin, a police source said.

    A spokesman for the Patriotic Union of Kurdistan party (PUK), which co-governs the Kurdish region, said their troops, known as Peshmerga, were under strict instruction not to engage with Iraqi forces. But a spokesman for the commander of the Iraqi security forces said Kurdish troops were provoking them.

    "Despite efforts to calm the situation, the Peshmerga troops backed by rocket launchers and artillery have entered Khaniqeen and others have entered Kirkuk and Khaniqeen in civilian uniforms," he said.
