    Yes, it is. This Federation Council will be headed by Iyad Allawi and will be what completes Erbil. Recent articles have said that the Federation Council will have "broad powers" and is in the Iraqi constitution already. Allawi in his position leading the Federation Council, Maliki as Prime Minister (assuming he isn't removed), and Talabani as President (also, until he passes the torch) will make up the three who share power in Iraq. This is a great article. I wish everyone would take note of what the articles are saying about the Federation Council.
