These are the conditions of Baghdad to hand over a "full" budget to Kurdistan

The Financial Committee of the Iraqi Council of Representatives on Wednesday approved the handover of the budget of 2018, amounting to 17%, to the Kurdistan region of Iraq by applying the previous agreements with Baghdad relating to oil and customs.

"The percentage of (17)% allocated to the Kurdistan region is given only to hand over oil imports through the company Sumo through the fields of Kirkuk and the region did not comply with this condition," said member of the committee, "Husam al-Aqabi."

"The second condition includes the delivery of non-oil revenues related to customs and border crossings and also the region did not deliver one million of them to Iraq." "The federal government gives the ruling expenses only to the Kurdistan region and related to the ration card and the purchase of electricity and the most important contractors and farmers."

"The federal government will not cut government expenditures that will weaken the Kurdish citizen, but will work to deduct the resources of the Kurdish government," he said.

He pointed out that "the Iraqi government has not delivered (17)% of the actual expenditure of the Kurdistan region for failure to comply with the conditions agreed to the latter."
