"The Supreme Religious Council, which has long stressed the need to preserve the unity of Iraq and the people and did everything in its power to renounce sectarianism and racism and achieve equality among all Iraqis of various components, calls on all parties to abide by the Iraqi constitution in letter and spirit, The federal government and the government of the region, which can not be resolved by political means to the Federal Supreme Court, as determined in the Constitution, and abide by its decisions and provisions "

This section reveals the following:

1. The conflicts between the leaderships of the Iraqi people are caused by the lack of equality of these leaders among the components when they assume a position for the general Iraqi people because of the tendency of those leaders to belong to the national, religious or sectarian of the citizen at the expense of Iraqi affiliation and not to consider the citizens as they are Iraqis.

"It warns that the unilateral steps towards partition and separation and try to make it a reality will lead to internal reactions and external reactions to the consequences of the undesirable affects primarily the lives of our dear citizens of the Kurds and may lead to what is more dangerous than that, God forbid, and will leave The area for the intervention of many regional and international parties in the Iraqi issue to implement its agenda and interests at the expense of the interest of our people and our homeland. "


In this passage we read the following meanings:


1. The step of division is illegal because it is unilateral, not by the parties to the issue, namely the center and the region, saying "to take unilateral steps towards partition and separation." Thus, the words of His Eminence confirms what the Iraqi government said about the unconstitutional step Because they are unilateral.

2 - a clear warning to the Government of the Territory if it continued in the draft division that violated the history and the Constitution and the interests of Iraqis and the first of the Kurds, and this warning stems from the keenness of the reference on Iraq and its people, there is no interest in the other and bear witness to it, and this warning was in accordance with the following risks, Internal and external reactions "comes in response to" taking unilateral steps towards partition and separation and trying to make it a reality ", and the risks are:


a. "Unreasonable consequences affect mainly the lives of our dear citizens of the Kurds."


B. "And may lead to what is more dangerous than that, God forbid," and we do not know what is expected by his Eminence more than touch the lives of our citizens ethnic Kurds, which requires warning from him.


"It will open the way for the intervention of many regional and international parties in the Iraqi affairs to implement its agenda and interests at the expense of the interest of our people and our homeland." Fourthly

In the spirit of fatherhood, which includes all Iraqis with all their nationalities, the Supreme Religious Council demanded the preservation of the rights of the Kurds, and not to prejudice them, addressing the leadership of the Northern Region, saying:


"We are from the site of love and concern for the interests of all the Iraqi people, we call on the brothers responsible in the region to refer to the constitutional track in resolving the controversial issues between the federal government and the territorial government."


He then addressed the central government and parliamentary political forces to preserve the rights of the Kurds:
"We also call on the Iraqi government and the political forces represented in the House of Representatives to take into account in all its decisions and steps to preserve the constitutional rights of the brothers of the Kurds and not to prejudice any of them."


We assure the citizens that the recent political developments should not negatively affect the strong relationship between the sons of this homeland of Arabs, Kurds, Turkmen and others. But should be a reason for more communication between them and avoid all that could harm the national cohesion among the components of Iraq. "
