The Iraqi government said on Sunday that all aid funds and loans from countries and organizations go to the development of projects and services.
"The government has dealt with the foreign aid and development loans provided by countries and international and regional financial organizations with a calculated policy in terms of ensuring that the Iraqi economy is not tied to high or long-term financial obligations towards the Iraqi economy," Saad al-Hadithi, a spokesman for Prime Minister Haidar al-Abadi's press office, told reporters. He added that "the government directed these assistance and loans to development projects or service, and did not enter into the field of operating expenses, as well as employment to reform the structure of the state economy and the administrative and financial system in Iraq."
Al-Hadithi pointed out that "the government was able, with exceptional efforts, to secure access to development assistance and loans under the best conditions for Iraq and provided facilities from countries and donors that no country has ever had access to."
"The loan service (interest rate) does not exceed 2 percent at their highest levels, and some of them were half a one percent at long repayment periods, many of which reach 20 years."
Al-Hadithi said that "these loans and development loans have been used optimally as they were directed to accomplish projects of a developmental or service nature."
Al-Hadithi cited the Japanese loan as an example of these loans, which has been used in development and service projects across the country, including what has already been completed, others under construction and a third category that has been planned for implementation.
