    Abadi's speech came a day after a senior Shiite cleric, Moqtada al-Sadr, called for merging the crowd into government forces and withdrawing weapons from all factions in order to remove the specter of terrorism and continue reform.

    The popular crowd is the most prominent informal faction in the war against state regulation. In November 2017, the Iraqi parliament passed a law that codifies its status. The crowd includes about 45 factions, most of them Shi'ite factions, and leaders in the crowd say it has 130,000 fighters.
    The crowd faces charges of abuses against Sunni civilians, such as field executions and the detention and torture of civilians over the past two years in areas restored from state regulation. The leaders of the crowd deny any systematic violations.
