Baghdad Seeks to Violate Constitution by Amending Article 37 MP

ERBIL— The Iraqi government is striving to impeach on the constitution by amending a constitutional article which will not secure the rights of the people of Kirkuk , said a Kurdish lawmaker to the Iraqi House of Representatives, demanding Kurdish leadership to take action in this regard.
Iraq is trying to obtain a right which does not belong to it by designing an exclusive law from Article 37 of the constitution, Ashwaq Jaf told BasNews on Monday.
Through the law, Baghdad intends to affect Kirkuk council whose majority is now Kurdish and thanks to them Baghdad cannot have an effect on the council's decisions, Jaf said.
She added the legal boards at the Kurdistan presidency, Kurdistan Council of Ministers, and Kirkuk Provincial Council should study the subject in details before the amendments to the article are finalized.
The lawmaker also demanded that the provincial elections be run in Kirkuk as the rest of the Iraqi provinces.
Since the fall of the Baath regime in 2003, Kirkuk has been allowed to hold only one provincial election due to its "special status" and fear of tensions among the ethnic components of the province.
Article 37 of the Iraqi constitution reads the freedom of forming and of joining associations and political parties is guaranteed. This will be organized by law.
