The period from 2010 to 2017 launched a number of strategies and plans in various joints and sectors of development; in order to promote the development reality of the country and to achieve a reasonable level of well-being of citizens with the availability of good economic resources can be exploited for that, and if we want to review some of those plans and strategies, There is a lot of time and space for this. There are energy, education, health, housing, agriculture, banking, private sector, poverty alleviation strategies, etc., as well as the first two national development plans 2010-2014, which were halted two years after it was launched and the second development plan The intention of 2013-2017.

Many of these strategies did not bear fruit, for many reasons, they came in the context of security and political and economic complex, and overlap with each other, which establishes a state of blurry vision and lack of clarity roles for the parties involved in implementation, in addition to the plans and strategies referred To them was not binding because it was not issued by laws or decisions, and therefore this lack of commitment creates a state of complacency in implementation in light of overlapping powers between the center and the provinces and not resolve the identity of the national economy in practice, is it a socialist or liberal economy (the market)?

Despite being constitutionally identified as a free, competitive and sustainable economy, in reality the processes still confirm the socialism of the economy but are somewhat distorted.

As we have seen a wave of plans and strategies in 2010, we are now embarking on new plans and strategies covering the next five years (National Development Plan 2018-2022, Poverty Reduction Strategy 2018-2022, Private Sector Development Strategy 2017-2030, Iraq Vision) Of the Sustainable Development Agenda 2030, the National Plan for Reconstruction and Development of the Provinces Affected by Terrorist Acts and the War 2018-2022, and the Security Strategy
the National) .

The reality of the new plans will be different from the previous through the wide participation in the preparation and this participation will not only on the national side but there is international participation also, it takes into account the new Iraqi reality after liberation and work to create a state of recovery for the citizen and the nation and the economy.

I will address the economic dimension in the national security strategy. The strategy carries very important dimensions to achieve national security, which should cover all areas of development, social, economic, political, security and others.
All these areas need efforts and projects to integrate these sectors in order to achieve the concept of comprehensive and sustainable security.

The strategic planners define their vision of comprehensive security on the basis of building a secure and stable Iraq in which their sons live in safety and well-being in a democratic, federal state that respects human rights, cultural, religious and national rights and contributes to international peace and security.

This vision is undoubtedly based on important foundations and pillars The economic component, which is one of the important engines for the wheel of life and the influential element in achieving stability, and this requires work to build a strong national economy depends diversity and competition basis for starting after resolving the issue of economic identity, the stage requires the strengthening of the market economy and diversification of sucking Income generation and development financing.

The government and the state are planning and planning economic policies and activities and following up on their implementation after relying on the private sector as the leader and pioneer of development. This is a clear indication that the national security strategy is integrated in its economic dimension with the private sector development strategy, which in 2030 sets a time limit for the transformation of the development leadership To this sector.

On the other hand, the strategy calls for a financial and economic policy for the post-war phase of terrorism. Here, the distinction between the strategic planner and the general framework document of the National Reconstruction and Development Plan for the provinces affected by the terrorist and war operations, which set a 10-year time limit Reconstruction of these areas (economically - socially - socially - and infrastructure) ..

On the other hand, the strategy adopts economic reform policy, rationalization of consumption, fighting corruption, controlling government spending and encouraging domestic and foreign investment, with a focus on ensuring equal opportunities, reducing unemployment, improving living standards, basic services, consumer protection and the principle of good governance.

This comprehensive understanding of the importance of these principles is fully consistent with the global trends towards the principles of sustainable development, which affirms that no one is left behind the development, and is in line with the aspirations of the National Development Plan 2018 - 2022 SAT Economic
And confirms them.

We also have the poverty reduction strategy for the same period of time, which has six main goals: improving income, health, education, housing, social protection and support for the displaced. These six goals are also fundamental to achieving a broad area of comprehensive national security.

The new national security strategy also adopts other important economic objectives such as the development of the civil service law and the fight against corruption, which caused many problems for development and development of natural resources investment and the establishment of the sovereign wealth fund to ensure the sustainability of development and preserve the rights of generations.

It also did not ignore the strategy on energy issues and the call for the creation of a Supreme Petroleum Council, an old and renewed demand to resolve controversial issues and the development of oil policies Effective.

In sum, the national security strategy carries a mature economic vision that did not come from a vacuum, but came from examining the reality in depth and taking advantage of past experiences and challenges and to avoid confronting them once
