Minister of Planning: The size of the damage in the infrastructure in Iraq amounted to 48 trillion dinars

Minister of Planning Salman Jumaili said on Friday that the reconstruction of the areas affected by terrorism will not be easy. He pointed out that all the governorates, not only those controlled by Isis, were damaged by terrorism.
Al-Jumaili said in a statement that “the victory of the terrorist organization Isis was not easy, and it was not a little price, so the next task for all of us will not be easier than victory, if not harder. “How can we rebuild our cities, which were destroyed by the wicked, to wipe out the abhorrent effects of terrorism?”
“The task is not easy at all, but with great faith and conviction, I say that the Iraqis who have achieved victory in the true sense are able to move forward in consolidating this victory and start the process of reconstruction and construction.”
He pointed out that “when we talk about reconstruction and construction, we are fully aware of the fact that Iraq from the end to the end has been affected by shrapnel of terrorism and to varying degrees, if the provinces of Nineveh, Salah al-Din and Anbar and parts of the provinces of Diyala, Kirkuk, Baghdad and Babylon have been directly occupied by The results of these operations amounted to a total destruction of infrastructure and state institutions about 42 trillion dinars, not to mention the serious damage suffered by citizens directly, and put Double the damage to government institutions. ”
He stressed that “because of the size of the great destruction suffered by Iraq, especially the provinces occupied by Isis, we have been keen to develop a national plan for reconstruction, and before the plan for the restoration of stability, which included emergency and temporary relief and displacement of displaced persons, and then the stage of the return of families that include providing the basic necessities of life (Food, water, electricity, roads, waste disposal). The government has succeeded in implementing this plan to a great extent, in light of the large return of the displaced in most of the liberated areas. ”
He explained that “the reconstruction plan is one of the realistic plans prepared by a high level of professionalism and realism and in cooperation with the United Nations organizations, and set up an integrated ten-year plan based on a set of basic principles to ensure the best results, which we gave in this plan the priority for recovery And the government must lead the reconstruction process, but with broad participation locally and externally, “he said.
“We have prioritized the plan to the most vulnerable and vulnerable groups that are in urgent need of care such as women, children and people with special needs. The plan also focuses on ensuring sustainable solutions for IDPs or migrants by providing for voluntary repatriation and local integration, As well as work to strengthen the capacities of young people to enable this segment to achieve the maximum potential and provide a range of opportunities for self-realization socially and economically, and work as part of the reconstruction plan to adopt the principle of crisis recruitment and investment opportunities And guide them to the best changes and results. ”
“There is no doubt that a plan of this ambition needs funding to implement the programs and projects, and everyone knows that Iraq is facing a financial crisis is not easy and since 2014, we rely heavily on international support in this area and we have a lot of international supportive positions and it is hoped that In the coming period to establish a conference of donors, we expect an international position supportive of the reconstruction efforts strongly, as well as what can be allocated of funds by the budget of the state.
