Expert: Building liberated cities requires careful financial management

Ikram Abdul Aziz said in an interview with "Sabah" that the reconstruction of liberated cities does not mean rehabilitation only, but the construction and development, pointing out that there is great destruction of infrastructure and residential areas, as well as significant damage to the citizens and property of the specialists of 40 billion dollars The amounts exceed the limits of Iraq's budget, so it is necessary to resort to grants.


Kuwait Development Fund

Abdul Aziz revealed that the amount of the Kuwaiti development fund is 100 million dollars, and that this amount has been allocated to the affected areas that have been subjected to terrorist operations and destruction of "urging" them, pointing out that one of the priorities of the survey.

She stressed the direction of the government to restore life in those areas, but not the possibility of Iraq financially to undertake this effort in light of the huge indebtedness of the country, which is about 64 percent of gross domestic product; pointing out that Iraq is seeking to diversify resources away from the consecration of oil reserves Stressing the government's efforts to provide funds to return citizens to their former lives before "urging" what requires real international responsibility for the damage to some cities of Iraq Devastation .

Abdul Aziz said that such a large investment needs to measure the size of the damage and should not come out of a precise and planned assessment of all aspects of life from the repercussions, indicating the importance of concerted conservation efforts and sectoral ministries in estimating the damage in a technical and accurate way to maximize the benefits of loans and grants allocated for this purpose.


Free Cities Fund

Abdul Aziz pointed to the possibility of requesting loans to Iraq as needed and the terms and conditions and guarantees required, pointing to the existence of a fund to restore the liberated cities, it is as it is directed towards soft loans from the World Bank and the German investment bank in addition to many other directions to gain more support Financial institutions and international organizations, so Iraq needs international solidarity for its sponsorship in this regard.

Abdel Aziz stressed that rebuilding the liberated cities requires sound financial management and relying on experienced and efficient consultants to improve the status of these cities, calling for a strategy based on technical, financial and organizational planning.

She explained that the strategy developed by the state according to the size of the damage and priorities will be the private sector domestic and foreign hub in this aspect, adding that investment will open the way to employ trained manpower, which lacks the local workforce of skill and efficiency and this is within the Investment Law No. 13 of 2006 And its amendments.

The more money, good surveys, wise management and technical work will be done quickly and well. 85 percent of the facilities in these areas are destroyed and the government is now supporting the investment aspects by providing the rules that serve the investment law.
