NEWSTIME With MadDScout and Company - Thursday, June 8th, 2017

    MadDScout says to scottiegirl(6:37 PM):
First tonight I am glad as punch to have back on my team Kathy(Suprkat) who will start us out on our first section tonight

    suprkat says(6:37 PM):
Before we can understand what a post-ISIS Iraq should look like, let’s take a few moments to go back in history and refresh our memories as to how ISIS took control of Mosul and western Iraq.

    suprkat says(6:37 PM):
Under the rule of pro-Iranian politicians and, most specifically, Nuri al-Maliki, clashes began between tribal militias, Iraq security forces and ISIS throughout western Iraq in December of 2013.

ISIS captured the cities of Fallujah and Hit as well as much of the Anbar Province in January of 2014. The Iraq Army fought back and was able to recapture Samarra on June 5, 2014.

    suprkat says(6:38 PM):
About this time, a new command was appointed by Maliki to the Nineveh Operations, which weakened the Army’s ability to resist advances made by ISIS. This, along with help from Iran and advances made by ISIS from within Syria, ISIS was then able to destroy and overtake the Police Directorate in the district of Zanjili by detonating a car bomb.

Although the reasons remain unclear, this action by ISIS effectively ended government forces presence in Mosul and the city fell to ISIS on June 10, 2014.

    suprkat says(6:38 PM):
Moving in and setting up their operations inside the Old City, the citizens of Mosul awoke on June 14, 2014 to the news that they were now under the complete rule of ISIS terrorists. Also on this day, they learned that all of their city leaders and city officials had fled, leaving them no help and no hope.

As time dragged on for the thousands of displaced citizens and for those still trapped within this seemingly endless nightmare, it appears that they were met with indifference – from their leaders and from the world itself. They fell into a time warp of Sharia Law, dress codes and no freedom, completely and effectively abandoned by the very people who had pledged to protect them.

    suprkat says(6:40 PM):
In 2016 and the first half of 2017, reports of terror attacks in Florida, New York, New Jersey and California, countless terror attacks in France and England and a terror attack in Germany during the Christmas season began flooding our TV screens – all of these attacks prompting international outcry, public outrage and candlelight vigils.

However, in 2016 there were 540 terrorist attacks inside Iraq. From January 1, 2017 to today there have been 109 terrorist attacks in Iraq. Countless numbers of innocent Iraqi citizens (men, women and children) have been slaughtered by terrorists. Yet, not one international outcry, not one public outrage and certainly not one candlelight vigil has appeared for the people of Iraq. It rarely (if ever) even made the news.

    suprkat says(6:41 PM):
It seems that the whole world (including their own government officials) have turned a blind eye to the plight of the Iraqi people.

Men, having escaped the nightmare of Mosul, are being taken from their families in refugee camps and are being beaten, tortured and detained until and unless they can prove that they have no ties to ISIS. This is proving to be impossible in some cases, as their identification papers have been either lost or confiscated.

The displaced are being forced into service by ISIS as human shields, decoys and target practice for the terrorist snipers. If they survive the nightmare of ISIS, they are quite often casualties of the war between ISIS and the Iraqi/Coalition forces. They are being raped, tortured, starved and killed for the “Caliphate”, or dying in bombs and sniper fire from both sides of the fight for control.

    suprkat says(6:42 PM):
Once Mosul has been fully liberated, the leaders of Iraq (as well as those from around the world) will have to convince their people AND the world that the people of Iraq are their number one priority. Their tormentors will need to be brought to justice in the courts and in the eyes of the world.

Countries will not want to invest in a country that cannot take care of its own people. The clock is ticking . . .

    BGG says(6:48 PM):
This piece is RICH with detail...

    MadDScout says to BGG(6:48 PM):
    Is a good report
    MadDScout says to BGG(6:49 PM):
and says how the CBI is making adjustment

    MadDScout says to BGG(6:49 PM):
She said a member of Committee on the economy heating up a brilliant answer to"economy News", the "classification of Bank central banks involved in the window selling currency step very good and its monetary reform", stating that "the Central Bank has taken these actions in coordination with foreign experts and particularly from the United States of America as well as To fund the cash international Bank".

She added that "the new assessment of the Bank 's central counting on seven items highlighted in standards of transparency and the fight against money laundering funds that gave her a degree of 50 from 100 plus to top money and granting loans", referring to that "some banks whose entry in the window selling the currency to bring profits on account of the economy of Iraq Than I got a low grades in classification".

    BGG says(6:49 PM):
"...indicating that foreign Central Bank rating (the work) conducted in cooperation with the World Bank and the International Monetary Fund..."
    MadDScout says to BGG(6:49 PM):
I did leave out WB my apology
    MadDScout says(6:50 PM):
(( Some banks were only involved in the sale of the currency, to take advantage of the condition of Iraq's economy. And these banks caused a "low grade in classification".
    BGG says(6:50 PM):
Relax - I was just chiming in...
    MadDScout says to BGG(6:50 PM):
    (y)
    BGG says(6:50 PM):
"...classification of Bank central banks involved in the window selling currency step very good and its monetary reform", stating that "the Central Bank has taken these actions in coordination with foreign experts and particularly from the United States of America..."
    BGG says(6:50 PM):
    And
    BGG says(6:50 PM):
    it's
    BGG says(6:50 PM):
    monetary
    BGG says(6:50 PM):
    reform
    BGG says(6:50 PM):
    as
    BGG says(6:51 PM):
the phrasing seems to indicate they are in the middle of the process. Now.
    MadDScout says(6:51 PM):
But the new measures as pointed out, standards of transparency and the fight against money laundering, and the granting of loans, along with the reduction of those latter mentioned banks. ))
    MadDScout says(6:52 PM):
And confirmed that "banks that got the last centers them to rectify their situations to keep in window selling currency", adding that "developing banking sector will lead to the development of the economy and thus the Central Bank began to reform from within a window selling currency".
    MadDScout says(6:52 PM):
    https://www.dinarupdates.com/showthread.php?49924-The-parliamentary-economy-supports-the-recent-central-bank-measures-to-regulate-the&p=174496#post174496
    MadDScout says(6:52 PM):
Najib confirmed that there were banks who had to rectify their situations, in order to stay a part of the currency sale.
    BGG says(6:53 PM):
P.S. isn't Najeeba Najib the acting Finance minister?? Kind of??
    BGG says(6:53 PM):
(that would be the lady giving this interview)
    MadDScout says to BGG(6:53 PM):
She is part of Economic Committee
    MadDScout says(6:53 PM):
In this way the Central Bank is moving forward on reform starting with the currency sale window.
    They are moving forward!!
    foxrun says(6:54 PM):
Folks does anyone have a question or a comment...?
    BGG says(6:55 PM):
I don't know - this is an early stages interview. I'm not convinced this didn't just refer to the Monetary reform as a "currently happening" event.
    BGG says(6:55 PM):
some phases of it - anyway.
    BGG says(6:55 PM):
or late stage preparations. So much we don't know.
    MadDScout says(6:55 PM):
    Thats what I am seeing
    MadDScout says(6:56 PM):
I like that reform starts at "the currency window"
    MadDScout says(6:56 PM):
very much needed and on the heels of Turki's interview
    MadDScout says(6:56 PM):
not to take Saleh out of the mix either
    BGG says(6:57 PM):
    You are so right.
    MadDScout says(6:57 PM):
These banks who are "rectifying" their situation are the exact type of institutions that were mentioned and bring the overall score down on that thing that is monetary reform

    MadDScout says(6:58 PM):
Rectification will help to move the wheel forward
    MadDScout says(6:58 PM):
This next article is about the oil sector
    MadDScout says(6:58 PM):

    Economy News _ Baghdad:

The Ministry of Oil signed on Thursday a contract with the Arab Tankers Company to develop the Iraqi Tanker Company, asserting that 2017 will not have any losing company.

Oil Minister Jabbar al-Allaibi said in a statement received by "Economy News" that "the ministry has a plan to develop its companies, which are considered low performance through partnerships with solid companies," noting that "the Iraqi tanker company was a giant companies in the seventies, Passed through the wars decline performance of this company and therefore the contract will raise the performance of the company and develop them and make them winning companies and return to the sea, especially in the marketing of Iraqi oil.

    MadDScout says(6:59 PM):
(( Here we have low functioning companies who are paired with "solid companies". "We will have no losing companies."
    MadDScout says(7:00 PM):
It is pointed out that the Iraqi Tanker Co was a leader in the industry during the 70's.

    MadDScout says(7:00 PM):
As a result of war and decline it has fallen into disrepair. This contract will give the company a new breath of life, and it is hoped they will once again regain a position of prominence.

    MadDScout says(7:00 PM):
"To make them a winning company, returning to the sea to market Iraqi oil. ))

    MadDScout says(7:00 PM):
Al-Luaibi said that "he asked five companies losing to the ministry to partner with international companies to develop them as the best case," stressing that "in 2017 will not have the ministry any company is losing."

Abadi plans an emergency government and America welcomes
    8/6.2017

    Baghdad / Sky Press:

BAGHDAD (Reuters) - An emergency government in Iraq is contemplating an emergency government in April 2018, or if Prime Minister Haider al-Abbadi fails to win a second term in office, senior political sources in Baghdad said on Thursday.
    MadDScout says(7:03 PM):
The sources said in an interview with the "Arabs", followed by "Sky Press", that "the scenario of the emergency government, has a clear American acceptance, and based on the extension of Abadi another year, after the end of his mandate early summer of 2018" to prevent the receipt of a pro-Iranian prime minister .

The Americans fear Abadi's failure to produce good results will help him maintain his post for another four years, or widespread fraud in the 2018 election that would change the results of the vote.
    BGG says(7:03 PM):
It appears they are not interested in having any underperforming oil companies in Iraq.
    MadDScout says to BGG(7:03 PM):
That drags the bottom line down
    MadDScout says to BGG(7:04 PM):
(( They(US and Abadi) are concerned with election tampering, and have made it a goal to move away from Irans influence ))
    MadDScout says(7:04 PM):
However this is not an agreement with this article
    MadDScout says(7:04 PM):
He said that the scenario of the emergency government is being prepared in the context of a plan to distance Iraq from Iran and support Abadi, who did not hide his desire to get rid of Iranian hegemony and openness to an Arab role, while warns of the leader of a coalition of law Nuri al-Maliki and Supreme Council leader Ammar al-Hakim, Of the seriousness of this scenario.

Most of the Sunni political leaders are pushing for a postponement of the elections, until the return of displaced people from the newly liberated areas is completed, thus extending the current mandate of Abbadi.
    MadDScout says(7:05 PM):
(( Parliament is also thinking of waiting on elections till more of the displaced are home, also giving extension to Abadi's mandate. ))
    MadDScout says(7:05 PM):
Observers do not rule out that the allies of Iran in Iraq to resort to the weapon of popular mobilization in the electoral equation in order to change the results.

    MadDScout says(7:06 PM):
(( Concern about the "IMIS" and those with Iran leanings. ))
    foxrun says(7:06 PM):
    A very key concern.
    MadDScout says(7:06 PM):
Wafik al-Samarrai, a senior officer in the former Iraqi army and regularly commenting on security and political developments in the country, said: "The relationship between the crowd and the slaves is based on suspicion and distrust. Unfortunately, the main reason lies in Abbadi's fear of his failure in the elections. Its failure in all the files of the state, and the most important corruption and ways of managing the war where it lasted too long and doubled losses.

Al-Samarrai, known for his close proximity to al-Maliki and his support for the popular crowd, adds that "the crowd forces, I want to lure them at higher levels, open war on the Syrian border, where the fronts are open in all directions, .
    MadDScout says(7:07 PM):
(( Samarrai wants to take the "popular crowd" across the border into Syria. Something Abadi has put a hold on. ))
    MadDScout says(7:08 PM):
    actually forbid so far
    MadDScout says(7:08 PM):
Reports of the emergency government coincide with leaks about the stalled negotiations to choose a new council to run the election commission in Iraq.

The current mandate of the Board of Commissioners expires in September, meaning a real need to choose a new council if the April elections are to be held on time.
    MadDScout says(7:09 PM):
(( Looking to vote out the current election comission due to parliaments lack of satisfaction with answers by the commission when questioned by an MP from the Sadrist movement. ))
    MadDScout says(7:10 PM):
(( This is usually more political than is my taste but it got a lot of ??'s on Facebook today
    MadDScout says(7:10 PM):
Abadi's office refuses to comment on the emergency government scenario, but Ali al-Alaq, a senior figure in the Dawa Party within what has become known as the "Abadi wing," says that "the parties and political parties that promote such scenarios are due to their fears of the possibility of deposing the Electoral Commission, Pointing out that "the information that talks about postponement of the parliamentary elections and the dissolution of the government and parliament are baseless and have no basis at all."
    MadDScout says(7:10 PM):
(( Here we have an official in the Abadi wing"" of the Dawa party who says there is no bases for this talk. He suggests it is started by people who have "something to fear" e.g. the possibility of elections being put on hold due to the dissolution of the Electorial Commission ))
    MadDScout says(7:11 PM):
The most prominent of the warnings, issued by Maliki, who linked the formation of the emergency government in Iraq, a project to keep the Islamists from power.

    MadDScout says(7:11 PM):
    (( That guy ))
    MadDScout says(7:11 PM):
Maliki said that "an international resolution bunk to be issued by the Security Council under Chapter VI, calling for the formation of an emergency government under the pretext of running the country temporarily until the situation stabilizes, and elections are held again, to complete the chapters of the plot to exclude the Islamic project."
    MadDScout says(7:12 PM):
(( This is sounding like his style, everyone is out to get him, and derail the "Islamic project" ))
    MadDScout says(7:12 PM):
For her part, says MP Hanan al-Fatlawi,(The Sitter) "The issue of the emergency government is an American desire," noting that this project "has no legal basis."

"The Americans want to keep Abbadi in power because they do not have a guarantee to win the elections," she said.

    https://www.dinarupdates.com/showthread.php?50047-Abadi-plans-an-emergency-government-and-America-welcomes
    MadDScout says(7:13 PM):
Fatlawi was one of the ring leaders of the breakaway "Reformists" group or "The Sitters", back when parliament was taken over for that sit in.
    MadDScout says(7:13 PM):
The ones who seem to be pushing the emergency gov talk, are also known to not have Iraqs interest at heart, at least if you go by actions.
    MadDScout says(7:13 PM):
    Abadi has made "no comment"
    foxrun says(7:14 PM):
    Questions and comments...?
    MadDScout says(7:15 PM):
Good news for employees .. "Complementary budget" may cancel "deductions"

    June 8, 2017

    Baghdad - Journal News

The Committee "money" parliamentary on Thursday, the possibility of cancellation of deductions from the salaries of employees, if the completion of the supplementary budget, which was directed by the Council of Ministers.
    MadDScout says(7:15 PM):
Committee member Mahasen Hamdoun said in a statement to the «Journal News» that «the differences achieved by the rise in oil prices may help to eliminate those deductions».

And revealed the collection of signatures in the parliament to "oblige the government to cancel the paragraph of deduction in Roratp staff."
    MadDScout says(7:16 PM):
Hamdoun expressed fears that Prime Minister Haider al-Abbadi would appeal against the cancellation of deductions in the supplementary budget, especially as he filed an appeal in some items of the general budget, she said.

The Council of Ministers in its previous meeting, the formation of a committee to prepare a supplementary budget for the year 2017 and sent to Parliament.

    https://www.dinarupdates.com/showthread.php?50050-Good-news-for-employees-quot-Complementary-budget-quot-may-cancel-quot-deductions-quot
    MadDScout says(7:17 PM):
From our research this has been a problem for the committee's involved
    MadDScout says(7:17 PM):
They keep going back to this "if oil is doing good.....lets skip taxes"
    MadDScout says(7:17 PM):
    You can't
    MadDScout says(7:18 PM):
this has been pointed out by more people than I have fingers
    MadDScout says(7:18 PM):
You do not do away with taxes because "we sell fruit"
    MadDScout says(7:19 PM):
These taxes are part of Abadis plan and he is not going to let this happen if he can help it
    MadDScout says(7:19 PM):
    But
    MadDScout says(7:19 PM):
Everytime we see them with a issue they have trouble with
    MadDScout says(7:19 PM):
It eventually seems to get rectified
    MadDScout says(7:20 PM):
I mean they kinda gotta get their heads around it in the collective sense
    eman4u55 says(7:20 PM):
what's it all mean or in laymen terms WTF !!! s82
    MadDScout says(7:21 PM):
I am interested to see how this plays out
    MadDScout says(7:21 PM):
It was also part of IMF stipulations
    BGG says to eman4u55(7:21 PM):
Ok - I'm sure you meant "What the fart"... and if you get anything out of tonite...
    BGG says to eman4u55(7:21 PM):
which - you would have, were you here for the whole thing...
    MadDScout says to eman4u55(7:21 PM):
    What part?
    foxrun says(7:22 PM):
Okay we have had a lot of great reports..surely a question or comment...?
    BGG says to eman4u55(7:22 PM):
is the phrasing in the interview with Najiba... indicating the CBI and Monetary reform are already in process (in coordination with the WB and the IMF).
    MadDScout says(7:23 PM):
I do hope everyone got something from tonight
    BGG says to eman4u55(7:24 PM):

Good Newstime Pat, Kathy, Tom and BGG. Amazes me people don't ask more questions of the people who do all the great research. I guess they don't realize how many websites you look at on a daily basis which gives you a feel for how things are going and how they operate in Iraq and the effect other countries have on Iraq. Maybe if you put out false claims on an RV that would get peoples attention. Better yet tell em a date and rate and let's see how many questions you get lol Maybe everyone's waiting on the liberation of Mosul and then 24 hours later they will be cashing in (yeah ok)
