Abadi as Acting Minister of Finance

Prime Minister Abdul Razzaq Al-Issa was relieved of taking over the Agency's finance portfolio earlier this year, at his request.

Abadi will take over the portfolio of the finance ministry, which the Kurdistan Democratic Party (KDP) is refusing to present its candidate to protest against the way in which Hoshyar Zebari was sacked last summer.

On 21 September 2016, the House of Representatives voted by a majority to withdraw confidence from the Minister of Finance Hoshyar Zebari.

"It was a great honor for me to entrust the Ministry of Finance with an agency, as well as my responsibilities in the Ministry of Higher Education, Scientific Research, Science and Technology," Abdul Razzaq al-Issa, Minister of Higher Education and Scientific Research, said in a press statement. "Working in the Ministry of Finance has not been easy in this ministry of accumulating waiting for solutions, as well as from institutions pursued by narrow interests and auctions and conflicts."

"What we offered at the Ministry of Finance at this extraordinary stage was to combat corruption, encircle the spoilers and narrow the circle to the owners of the dubious benefits," he said. "I am pleased to extend my thanks to the Prime Minister for his confidence in him and to extend his gratitude to him for his repeated request to exempt me from the Ministry of Finance so that I can serve and upgrade the Ministry of Higher Education."

MP Majida al-Tamimi, a member of the parliamentary finance committee, called on Prime Minister Haider al-Abadi to exclude the Ministry of Finance and the Central Bank from "partisan quotas" in holding positions.

"Prime Minister Haider al-Abadi should exclude the Ministry of Finance and the Central Bank from partisan quotas and reconsider all those holding positions from a deputy minister to a director of a department within these two institutions," al-Tamimi said in a statement received by Al-Mada.

She called on the member of the Finance Committee to "replace those positions with independent specialists with higher degrees and practical experience of not less than ten years in the field of specialization as one of the most important institutions that affect the financial and monetary policies in the country."
