The head of the coordinating body, Turhan Mufti said in his speech: that in 2010 was written a number of draft proposals to transfer powers to the provinces without provoking chaos within the amended law 21, pointing out that the cooperation with the project progress we transferred the powers of seven provinces and budget of 2017 has been transferred powers and allocations to three ministries For the provinces and move the landlords and assignments to subsequent steps.

US Embassy Representative Stephanie Wells said in a speech that the goal of the United States of America is to strengthen joint efforts to help leaders and transfer powers. This is a challenging process, making good decisions for good governance, and the United States is committed to supporting the Iraqi government.

She added that democracy is not only elections, although the election is the president in democracy, but needs the citizen and his decisions and convictions and allow the opportunity to intervene in decisions and give observations on the performance of the government, indicating that the law 21 amended in the Constitution of the provinces are not organized in the province, which was enacted as the beginning of the way to transfer powers to the provinces, Will lead to the development of health and education and reduce the chances of corruption in the government.
