Over the past couple of weeks, I have been posting a series of reports from Rudaw documenting the atrocities suffered by minority group survivors of ISIS and what they would like to see from their government once ISIS is eradicated. These reports contain actual interviews with victims and government officials.


Their stories are horrific – mass executions, torture, enslavement, etc. suffered at the hands of Daesh simply because they would not give up their beliefs and/or religions to convert to Islam.

According to reports, Yezidis, Kakai, Kurds, Christians, Turkmen and Shabaks lived together in harmony before ISIS came. However, these people mainly policed themselves as there was little to no effort on the part of government agencies to help or police crimes committed against them.


It is estimated that approximately 200,000 Yezidis alone have been displaced. Of this number, an estimated 50,000 escaped into the mountains near Shingal and are believed to still be there. No one knows for sure how many have not survived.

An estimated 1131 Christians have been slaughtered by ISIS, but this number only covers documented Christians and could very well be higher. No one seems to be certain of the number of Kakai, Turkmen and Shabak that have been executed. As for the Kurds, although some could argue that some of their fate was brought on themselves to a certain extent their suffering has gone on for centuries.


In an article I posted on Facebook today, https://www.thebaghdadpost.com/en/sto...-abuse-torture child abuse and domestic violence has gone nearly unchecked in Iraq – even before Daesh came into the picture. Up until recently, there was not even a government agency to deal with these issues. Those that claimed to offer help were riddled with corruption and so the problems continued and still continue today.

The Commission of Investigation and Gathering Evidence (CIGE) was established by the Council of Ministries in September 2014 and has created a database called a Geographic Information System (GIS) to document crimes by ISIS and others against minority groups, but the process is slow. People are afraid to come forward as witnesses for fear of reprisal.


They are doing their best to investigate each crime reported and bring it to justice, but they can only do so much and they are only one agency. Until people begin to feel that their voices are being heard and justice is being served, how can anyone ask them to come forward? And now, with the displaced coming out of Mosul, reports of more crimes come in daily.



Much more will have to be done. Government, city and provincial authorities are going to have to be brought into the 21st century and trained in the detection, investigation and punishment of these types of crimes if there is any hope for Iraq to heal after ISIS is eradicated.


Minority groups in Iraq need to feel that their voices are being heard and that there can be justice for them. Women and children need to feel that they can live safely in their homes and cities. Without a change in the ancient mindset of all of Iraq, economic reform will not bring the Iraqi people back to their homes. They need to feel safe.



There is a lot of pride in these people, and there are organizations that are stepping in to provide help, hope and counselling such as the International Commission on Missing Persons (ICMP) and the Commission for International Justice and Accountability (CIJA). Will this be enough? Not until and unless the government of Iraq realizes that there is a real and growing problem.


The fact that they have now created an agency to deal with these crimes tells me that there is indeed hope for the future of Iraq and its people, but so far Baghdad has not leant a hand or any support in helping to prosecute these crimes.



They are spending all of their efforts and resources right now on liberating Mosul. However, once Mosul has been liberated, Baghdad will have to work together with these agencies to bring justice for their people.


Time will tell if they will see it as a priority.

Iraq Launches project to reform and modernize the State's financial management systems

Agency Finance Minister Abdel Razak Al-Essa, said Thursday the launch of Iraq in cooperation with the World Bank representatives in Baghdad a draft to reform and modernize the financial management systems of the State.

(IMIS (Integrated Management Information System) is a system promoted by both the World Bank and the United Nations. This will enable the GOI and specifically, the Ministries, to process budget formulations, cash/debt management, treasury operations, a few other things and reporting. The reporting will come into play as the World Bank has asked for a very stringent policy.)

Parliamentary finance supports World Bank policy in Iraq

The parliamentary finance committee confirmed that the World Bank's step in reforming the
financial system in Iraq is an important step in supporting investment in the country.

(Iraq is getting to the point (liberation of Mosul) that it's time to put up or shut up. Not saying they will change the value of their currency at the announcement of Mosul, but the pressure has been mounting on them to push the reforms and move on to the next stage.)


(To me that stage will include international acceptance of a strong, confident currency. While this MP mentions Britain and Japan, we know that Abadi, at his press conference, mentioned both of those as well as France or Italy I believe.)

Minister: Iraq Welcomes Joint Ventures with Iranian Companies


Iranian companies were invited to participate in joint projects and joint investing ventures in Iraq,
al-Sudani told reporters on Wednesday.


He expressed hope that Iranian companies would take part in construction projects in Iraq and
invest in the country, particularly in industry sector.

In February, Iran agreed with Iraq to help the Arab country design and build industrial townships in
some Iraqi provinces.


The agreement was signed in a meeting between Iranian Minister of Industry, Mine and Trade
Mohammad Reza Nematzadeh with his Iraqi counterpart al-Sudani in Baghdad.


“Industrial townships will provide the opportunity for the Iraqi investors to invest in these regions,”
Nematzadeh said during the meeting.


He said that there a total of 750 industrial townships where over 40,000 industrial and producing
units are active, adding, “We are ready to build several sample industrial townships in this regard in
Iraq."



The Iranian industry minister also voiced his country’s willingness to invest in industrial and
technological areas as well as supplying of manufacturing machinery in Iraq.


The Iraqi industry minister, for his part, said that construction of industrial townships is among
priorities of the Iraqi industry and mining ministry.


"Given Iran’s experiences in construction of such townships Iraq is willing to cooperate with Iran in
this field,” al-Sudani added.

Iraq's SOMO, Russia's Litasco set up oil trade firm in Dubai - sources

DUBAI, May 2 (Reuters) -


Iraq's state-oil marketer SOMO and Russia's Litasco have set up a joint trading company in Dubai to market crude, trading sources said, joining other Middle East producers that buy and sell oil to boost their incomes.

The new venture, LIMA Energy, is establishing a team to work at the Dubai Multi Commodities Centre (DMCC), the sources said, adding that it would trade in Iraqi, Russian and other crude.


"LIMA will lift the first cargo of Iraqi crude in May," one source said.

LIMA is modelled after Oman Trading International which began as a venture between Oman Oil and Vitol, the sources said. OTI is now fully owned by Oman Oil and trades Omani crude, products and LNG.


Up to 10 SOMO members of staff, including its head of shipping, could be seconded to LIMA, one of the sources said.

Litasco, a unit of Russia's Lukoil which develops oil fields in southern Iraq, is one of the world's biggest traders. Iraq is the second-largest producer in the Organization of the Petroleum Exporting Countries (OPEC) after Saudi Arabia.


The Iraqi oil ministry said last month it has agreed with Litasco to form an oil marketing venture, but did not give details at the time.


Last week, SOMO sold its first cargo of Basra Light crude via an auction on the Dubai Mercantile Exchange (DME), which could become a platform for price discovery. DME is now the marketplace for most Omani crude sold in Asia.


Other oil producers have set up commodities trading firms. Saudi Aramco, the world's biggest oil producing company, set up Aramco Trading in 2012 to market refined products, base oils and bulk petrochemicals.


SOMO handles exports from areas under control of Iraq's central government, but not exports from the northern region that is under Kurdish control. SOMO's average crude exports were 3.756 million barrels per day in March.

(The DME, launched in 2007 with the aim to become the crude oil pricing benchmark for the Asian market with its Oman Crude Oil contract, is like what the Intercontinental Exchange’s (ICE) North Sea Brent is to Europe and the New York Mercantile Exchange’s (NYMEX) West Texas Intermediate is to North America.)


(Iraq is now thinking outside of the box as far as pricing/selling their oil and they had better because oil has lost quite a bit over the last few days, even with the OPEC cuts. The last time I checked, it was at $45/46.)

The Central Agency for Standardization and Quality Control said that its work is limited to
inspecting goods entering the country and it is not within its powers to control the entry or non-
entry of such goods, since it is the responsibility of the Customs Authority.
