    Prime Minister Haider al-Abadi will have to persuade the international coalition led by the United States to launch a military operation to free Tal Afar. At least, this process will not begin until the liberation of the entire city of Mosul, which is 60 kilometers away from the judiciary.

    "The prime minister, Haider al-Abadi, must convince the international coalition to liberate Tal Afar," al-Hababi said in an interview with Al-Mada.

    The MP believes Nineveh that Washington and Ankara are strong allies in the region. "America is the one who encourages Turkey to stay in Ba'asyika, or it would have withdrawn its forces immediately from Turkey," she said.

    Habibi said that Turkey is one of the main obstacles to the liberation of the majority Turkmen city, noting that "Abbadi postponed the clash with Turkey now for Tal Afar until the liberation of Mosul."

    The Turkmen describe Turkey's claims of protecting them as "untrue," referring to its release of the massacres carried out by a preacher in Tal Afar 10 days after the fall of Mosul in June 2014.

    "Turkey has closed the doors to the displaced, and some of them have entered diplomatic circles with them," the Turkmen representative said.

    About 200,000 people fled Tal Afar, most of them living in camps for displaced people in Najaf and Karbala.

    In contrast, the Turkmen MP points out that the liberation of the city is becoming more complex. "The city will be part of the US-Russian settlement in exchange for Syria's last battles in Raqqa," the Turkmen official said.

    So Habibi demands that Abbadi seek the interest of the country "and agree with the international coalition to regain control of Tal Afar."

    Fears of vengeance

    The problem of the liberation of Tal Afar is not limited to international interventions.     Simultaneously with the beginning of the battle for liberation in eastern Mosul in November, the crowd began a series of operations to liberate southern Mosul to Tal Afar.

    The popular crowd said it had liberated 4,400 km from Mosul to Tal Afar and cut off the road with Syria.

    The 15th Iraqi Army Division joined the fighting in western Mosul, in conjunction with Abadi, on the parties involved in the liberation of Mosul.

    Zero hour

    The commander of the operations of Nineveh Major General Najm Jubouri that the Iraqi army forces in the 15th Division is preparing to storm the district of Tal Afar. Jubouri said in February that "the band is waiting for the command of the commander-in-chief of the armed forces to launch the military operation."

    But the military operation has not yet begun. "The military operation will not take place before the liberation of Mosul," said Mohammed al-Bayati, head of the Ninewa Security Committee.

    Al-Bayati has no explanation for the reason for the return of control over the entire Mosul, before the restoration of the predominantly Turkmen city.

    "We have heard from the military leaders that the liberation of Tal Afar will be after the completion of control of the right-hand coast of Mosul," he said.

    On the other hand, there is no problem with the number of troops, according to the local official. "The popular crowd, the Tal Afar police force and the 92nd Brigade of the army, most of whom are from the city, will participate in the liberation of Tal Afar," he said.

    The crowd (the Hussein Brigade), which includes 6,000 members of Tal Afar, will be the only faction to take part in the battles.

    In contrast, al-Bayati said that "more than a group of Sunni Turkmen in Tal Afar formed in the next stage, will participate in the process of liberation."
