The council voted by an absolute majority of 160 deputies out of 216 deputies to exempt Safa al-Din Rabee, head of media and communications, from his post at the request of deputies from 50 deputies for not attending interrogation sessions.

The Council completed the first reading of the proposed amendment to the Third Law of the High Commission for Human Rights No. 53 for the year 2008 submitted by the Human Rights and Legal Committees which came to the public interest. The High Commission for Human Rights is an independent body which is formed according to the Paris Principles. The United Nations Human Rights Commission in Iraq with the Committee of Experts is limited to providing technical support and advice.

The Council completed the first reading of the proposed law amending the first law of the Martyrs Foundation No. 2 of 2016, submitted by the committees of martyrs and political, financial and legal prisoners, which aims to address the gaps in this law and to address the confusion in the administrative structure of the institution and the mechanism of appeal against decisions issued by the Special Committee.

The Council completed the reading of the report and discussion of the proposed law of the second amendment to the law of the Independent High Electoral Commission No. [11] for the year 2007 submitted by the Legal Committee.

In the interventions of MPs MP Mohammed Hori said that the placement of judges to run the Electoral Commission and return them to the judiciary again violates the Constitution as an interference with the authorities.

MP Ibtisam al-Hilali pointed to the importance of judicial supervision over the Electoral Commission.

MP Ammar Tohme proposed assigning judges to the Electoral Commission in accordance with a clear adaptation or requirement that the candidate be a judge and that his status should be changed if he is appointed Commissioner of the Electoral Commission.

MP Joseph Saliwa expressed his support for the use of judges in the Electoral Commission to manage and supervise the electoral process.

Representative Shorouq Abayji pointed to the importance of reforming the Electoral Commission in order to protect voters' voices.

MP Najeeb Najib stressed the need to adopt a practical mechanism that can be applied to reform the Electoral Commission, proposing to define one session for each candidate or to put a watchdog to monitor the work of the Commission.

Sheikh Hammam Hamoudi, a member of the Presidency of the House of Representatives, pointed out that the first elections held in Iraq after 2003 were conducted by an independent commission, but the United Nations then proposed the formation of an electoral commission comprising representatives of the competing parties to monitor the performance of each other and despite our objection to that, The UN proposal was adopted, calling for a review of the Electoral Commission to be fair, courageous and far from any partisan influence.

In response to the interventions, the committee clarified that the proposed law is of great importance in the electoral process and strengthening the independence of the Commission. He pointed out that the problem of the Electoral Commission is focused on its administration, not only its supervision over the electoral process, pointing out that the committee is ready to receive suggestions and ideas.

For his part, the President of the House of Representatives on the proposal of the proposed law of the second amendment to the law of the Independent Electoral Commission No. [11] for the year 2007 in a future session for the purpose of voting in principle.

The Council completed reading the report and discussion of the draft law of the first amendment to the Revolution Command Council [dissolved] No. [223] for the year 1980 and submitted by the financial and legal committees.
