Urges central banks to comply with the electronic system

01/24/2017 (0:01 pm) - The number of readings: 50 -

Baghdad / term

Called on the Iraqi Central Bank, all banks to stop providing drafts bills and import licenses on the sale of currency window, pointing to comply with the electronic system.

The bank said in a press statement that "called on private banks licensed companies and the conversion of all to the special instructions for activating the promotion of the assets of banks abroad and activating the role of banks in the verification of its customers through the stop providing invoices for remittances and import licenses and sufficiency requirements for the sale of foreign currency window."

MadDScout says(6:46 PM):
The bank added that "checks and instructions to his last show compliance to the electronic system" Ouvak. " (Office of Foreign Asset Control U.S. Treasury Dept)

https://www.dinarupdates.com/showthread.php?45801-Urges-central-banks-to-comply-with-the-electronic-system
MadDScout says(6:47 PM):
Ouvak here seems to be refering to the "Do You" system they call, it that requires transparency in regards to financial dealings.

MadDScout says(6:47 PM):
Another translation:

(The Fed said that "recent instructions and controls him indicates compliance with the electronic system" do you ".)
MadDScout says(6:48 PM):
Here the "Do You' is a security aspect and wants to get to the bottom of money laundering and financing of terrorism. So in essence, if you can not give a positive and transparent answer to the question "Do You"(fund terrorism?), it will likely at minimum create problems for ones finances.

MadDScout says(6:48 PM):
This is overseen by the U.S. Treasury Dept. Those failing the criteria, go on the "SDN" list, (Select Designated Nationals) and are subject to having their assets frozen.

MadDScout says(6:49 PM):
What is SDN?

Is a list of individuals and companies owned or controlled by the targeted countries (us) or working for the benefit of those States, published by the Office of foreign assets control in the Treasury ("do you"). Within the list of individuals, groups and entities who are regarded by the Administration as terrorists and drug traffickers are categorized within programs that are specific to each country. Called these "certain citizens in particular or Specially Designated Nationals and their assets are frozen and blocking treated by all Americans.
MadDScout says(6:49 PM):

MadDScout says(6:55 PM):
More banking reform being implemented
MadDScout says(6:55 PM):
Laws being applied evenly
MadDScout says(6:56 PM):
Upgrading the technology and moving into "international" requirementsABNewsflash says(6:57 PM):
they are moving forward in almost every aspect of international compliance
MadDScout says(6:58 PM):
When folks ask what new laws do we need?
MadDScout says(6:58 PM):
They are trying to get the new ones already in the system up and running
MadDScout says(7:00 PM):
sometimes it is as little as getting cameras installed in all signature lines
MadDScout says(7:01 PM):
What I am trying to say is
MadDScout says(7:01 PM):
All the counters where people do their transactions must be monitored by camera
MadDScout says(7:02 PM):
So they can match face to signature
MadDScout says(7:02 PM):
These are laws but some banks are not in compliance because of these little things
MadDScout says(7:02 PM):
Any??'s
MadDScout says(7:03 PM):
No ??'s
MadDScout says(7:03 PM):
Andrew did you have one?
jeffjane says(7:03 PM):
?
MadDScout says to jeffjane(7:03 PM):
Go ahead
jeffjane says(7:05 PM):
While we feel for Iraq they are moving fast, those little things even in the US would take months -
MadDScout says to jeffjane(7:05 PM):
Yes and no
Dinarian1 says to scottiegirl(7:05 PM):
?
jeffjane says(7:05 PM):
How do we connect they are moving fast with some type of value change
MadDScout says to jeffjane(7:06 PM):
It is in these smaller and less equiped banks to get up to speed at the quickest opportunity
Dinarian1 says to MadDScout(7:06 PM):
?
MadDScout says to jeffjane(7:06 PM):
They are unable to transact business properly or to the new standard untill they address these things
jeffjane says(7:07 PM):
I hope you are right. I work the US companies that do this every day and that is not my experience
MadDScout says to jeffjane(7:07 PM):
I do hear you but in the US they are not trying to get a currency up and running
MadDScout says to jeffjane(7:07 PM):
IMO there is more urgency in Iraq wanting to get it done than we might have here
MadDScout says to Dinarian1(7:08 PM):
Go ahead
Dinarian1 says to MadDScout(7:08 PM):
It seems that some of these banks are dragging their feet to become compliant or are they just that bad off? Do you know if they have they given them a solid deadline to comply? If you already answered, forgive me... I missed the first part tonight.
MadDScout says to Dinarian1(7:09 PM):
No problem yes some of the deadlines have come and gone for some
MadDScout says to Dinarian1(7:09 PM):
but there are many being held up in forensic investigation also
MadDScout says to Dinarian1(7:10 PM):
Many new ones are coming online and others in the works

ok thanks
MadDScout says to Dinarian1(7:10 PM):

larrykn says(7:11 PM):
comment
MadDScout says to larrykn(7:11 PM):
Go
Dinarian1 says to MadDScout(7:11 PM):
just seems that if they want to get this thing rolling in their country, they will have to start the process with those that ARE in compliance and the others can jump on board as they become compliant. Your THoughts on that?
MadDScout says to Dinarian1(7:12 PM):
And that's what I see happening
Dinarian1 says to MadDScout(7:12 PM):
(handshake)
larrykn says(7:12 PM):
we know they are working on all these issue an imo will always have these problems what we don't know is what it will take for them to get what is required for us to see what we want
MadDScout says to Dinarian1(7:12 PM):
The ones working on getting up to speed are just in the side lane until these issues are addressed
MadDScout says to Dinarian1(7:13 PM):
but does not stop the forward overall movement now established by the CBI
MadDScout says to Dinarian1(7:13 PM):
we are seeing changes just based off of some of the recent(as late as 2 days ago) start bearing fruit
Dinarian1 says to MadDScout(7:14 PM):
sounds about right... the rest can have the green light once they prove worthy and able to play by the rules.
MadDScout says to larrykn(7:15 PM):
Those are criteria given us by CBI
MadDScout says to larrykn(7:15 PM):
Stability
MadDScout says to larrykn(7:15 PM):
IMO Mosul being complete will go a long way towards that
larrykn says to MadDScout(7:15 PM):
yes, finacial stability an security
MadDScout says to larrykn(7:16 PM):
Ministers are due next week
MadDScout says to larrykn(7:16 PM):
Progress on many many fronts
Dinarian1 says to MadDScout(7:16 PM):
It seems that some of these banks are dragging their feet to become compliant or are they just that bad off? Do you know if they have they given them a solid deadline to comply? If you already answered, forgive me... I missed the first part tonight.
larrykn says to MadDScout(7:16 PM):
Mosul is what I'm looking for after they complete that , I feel we are very close
