    It confirmed parliamentary circles, yesterday, that the amendment will allow the new general amnesty to re-investigate the crimes committed before the fall of Mosul, as opposed to crimes committed after that date.

    It considered the last paragraph of the reasons that led to change the perspective of the parliament to amend the law and discussing acceptance in principle after he was rejected in a previous session.

    But the other parliamentary parties attributed the changing attitudes of some MPs from the Amnesty Law to the discovery of "dangerous" version that was voted on in September.

    The new amendment to include counterfeiters rank of director general or above amnesties in exchange for raising the allowance condemnation to 50 thousand dinars for each day. And it excluded the new amendments kidnappings in all forms of the amnesty provisions.

    And criticized the Commission on Human Rights, the committee responsible for the legislation of the amnesty law, an exception kidnappings due to the feet of some of the people convicted on the sale of their property to compensate those affected.

    And the voice of the House of Representatives, the middle of January, to accept the proposals of the draft amendment to the General Amnesty Law, in principle, to discuss and vote on the clauses.


    A new version of amendments

    With the beginning of the new legislative term, earlier this month, the government sent a second amendment to the law of amnesty, despite Parliament's refusal to amend the law early last December.

    And it led to harsh criticism from Prime Minister Haider al-Abadi of the Act (general amnesty), to freeze temporarily, although some five months after the legislation. The law provides for its entry into force as soon as the parliamentary vote on it.

    He criticized Prime Minister (General Amnesty Law), days after approval, and described the parliament additions to its terms as "criminal."

    Ebadi said that "the government rejects this subject and we will give an amendment to these paragraphs." He added, "we exclude all crimes of abduction from the amnesty, but the House of Representatives charged, that does not result in death or permanent disability."

    Parliament held an amendment to the crimes of terrorism, which exempted the government version of the amnesty, and its tail requirement not caused death or disability, or the destruction of government property.

    On this amendment, Abadi said, "in the event of a terrorist saw a security man wearing an explosives belt he sacrifices himself for the dismantling of the belt, and in the light of the law would be released, because he was not killed or blow himself up"!

    The House passed, on 25 August, a general amnesty, which included all those sentenced to death and other penalties except for 13 categories of crimes, including: the terrorist crime that gave rise to the killing or permanent disability, and crimes of human trafficking and all that falls under Title Act (captivity) as termed when takfiri and terrorist groups.

    It deals with the law to the kidnappings, which gave rise to the death of the kidnapped or anonymity determination, or cause permanent disability, and rape, and crimes of smuggling of antiquities and crimes of money laundering.

    Pre Daesh

    The MP said Hassan Turan, a member of the parliamentary legal committee, said that "the new version of the Law of the general amnesty given the flexibility of the crimes that occurred before the advent of Daesh."

    He explained MP Tauran, in an interview with the (range) yesterday, that "the law will be allowed to re-investigate crimes committed before June 10, 2014," in reference to the history of the occupation of the organization Daesh to the city of Mosul, and a number of neighboring provinces. He MP "if it is proved that the charges were due to a case of malicious or through confidential informant or extracted confessions of the accused by force."

    The provisions of the amnesty will not include crimes that occurred after the fall of Mosul, for any reason. The MP Turan that "the paragraph concerning the reinvestigation was reason to change his mind Parliament to vote in favor of the move to amend the law."

    He noted a member of the Law Commission that "the amendment has been read for the first time, and is now in the process of discussion within the Commission, and will be presented soon for the second reading."


    The seriousness of the general amnesty

    But MP Abdul-Hadi al-Saadawi, a member of State of Law bloc, said the bloc "categorically rejects the re-investigation, because they Sada to the loss of evidence and threatening witnesses."

    Saadawi said, in a statement to (range) that he "can be a retrial, in some cases, but to return all of the investigation will lead to the release of all the defendants."

    The MP believes that the parliament accept the amendments to the amnesty law was "because of knowing the seriousness of the law that was passed earlier House of Representatives, and that he would release murderers and terrorists."

    The Supreme Judicial Council has said, a week ago, the central problem of judicial committees of the Council included a 7168 general amnesty detainees so far.

    He pointed out that "the inclusion of the amendment not to hold the perpetrators of kidnappings in all circumstances and without any exceptions," he said, adding that the amendment provides for the effect retroactively covered by the provisions of the date of 08.25.2016.


    Kidnappings

    In the meantime, he criticized the dry longings, a member of the Human Rights Commission, the new version of the General Amnesty modifications.
