depends the success of development plans in the provinces of Iraq on the methods used in the management of those plans during the implementation, also plays a decentralized management a vital and active role in transforming their sectoral targets to a general framework fit Kstratejah to achieve local development allow the achievement of participation and cohesion and harmony between the relevant bodies and organizations to prepare and implementation of local development plans mention the goals of sustainable development includes 17 prime target and 169 are very or secondary objective and many of the indicators , which include ending poverty, eliminating hunger and to achieve security and improve nutrition, and to provide a healthy life, and opportunities for education for all, and to achieve gender equality and the empowerment of women, and to ensure the universal access to affordable energy, in addition to promoting inclusive and sustainable economic growth and full and productive employment and decent work for all.

As well as strengthening the means of implementation and stimulate the global partnership for sustainable development as well as strengthening the participation of local development and decentralization in the administration.

On this subject Economic Academy Dr. Inam confirmed further, that planning in light of decentralization should do popular participation in the provinces and draws the role of target groups in the process of preparing and implementing local development plans , including defined style planning from the bottom, indicating that this matter achieves the principle of president of the principles of development successful which allows the ability of man to choose and help determine regional development goals that reflect the specificity of the region before the planning.
