**Bobby - Jabouri and other MP's have made comments that this budget was geared towards strengthing the Milirary (23% of the budget), returning support to the Provinces and supporting the Private,Industrial and AG sectors. Reading the text of the Budget was like a review of everything that had been discussed through Dinar Updates calls, newstimes, chats and Facebook posted articles leading to this point.

**Pat - I realize there is a lot of mind numbing information here, but this is what was voted on in the budget session of parliament.
This is just a way different budget(IMO) than we have seen in budgets of the past. None of them had the kind of "Activate the private sector" talk that seems to be a part of this one. Especially if you know that, what we as investors are waiting on is the activation in full of all reforms. Many of these are in various states of completion. Some being done, some waiting on certain parameters to be met( i.e. budget vote? Complete GOI? <<(IMO)) With the signing off agency being the IMF.
So for those who feel this can drag on just remember, they are being directed and guided by IMF and for IMF to sign off, they need accomplish those things stipulated.
Our hangup is in knowing what criterion will be enough to move the value to something more akin to facevalue. We know stability both political and social is a must, in so far, as that is realistically possible.

Parliamentary Finance: the general budget and provided guarantees to rally public and clans and staff of Kurdistan and to support private sector

    By aq -December 7, 2016

Parliamentary Finance Committee confirmed that the general budget and provided guarantees of folk and tribal displaced people and the salaries of the staff of the Kurdistan region for the crowd as well as the support of the private sector.

Committee Chairman Mohammed Ahalobsi at a joint news conference with members of the committee today that "the budget was agreed upon among all the political blocs and components, and we had a keenness to reconsider all of its items and materials being offset unusual."

"The Commission has conducted several dialogues with the government and civil society organizations to reach the formulas serve the public interest without any confusion for the government or for bona fide segments of society."

In turn, said committee member MP Haitham al-Jubouri that "the budget has seen great interest in increasing non-oil revenues by encouraging investment and supporting the private sector and expand the powers of the governors and ministers," noting, "it was to give power to the cabinet for the first time to refer the investment and partnership with the private projects outside the laws in force Sector , Maimthel authorization from the parliament to the government to give an opportunity for the government to invest in large strategic projects. "

"The budget included provisions to protect domestic product by taxing cross-border ports on imported goods and give priority to buy local product by the state institutions as well as to prevent the product of similar import," noting that "the budget included for the first time oblige the government to give credit ceiling as collateral for the sector private borrowing or lending from international banks with a view to the establishment of large investment projects in Iraq. "

He said that "Iraq has always come out of him the money, but this paragraph will ensure the inflow of money from large international banks to the inside to ensure the Iraqi government without payment of any amounts of it."

He continued, "it was the agricultural and industrial projects to support in addition to support for the liberated areas by granting unpaid interest and many other paragraphs of loans for the rehabilitation of those areas," he said, adding that "the budget also included a holiday for employees to four years full salary to give them the opportunity to complete the study."

He stressed that "the transparency of the budget included the issue of the export of oil from the Kurdistan region, where they were forcing the province to be exclusively for export from SOMO with cram the need to pay salaries of employees of the province an important condition for the commitment of the federal government to pay dues region."

The House of Representatives voted on the terms of a majority of the federal budget law of 2017 with all its amendments.

**Bobby - What a great article! Paragraph by paragraph shows us steps that will be taken to ensure a strong viable Iraq and a happy us Notice how in almost every budget related article that transparency with the Kurds is prominent? The kicker to this one is that Iraq is tired of exiting monies, they now want monies entering Iraq via investment projects thru Global Banks. WOOT WOOT!! Again Baghdad will be in charge, but the Provinces will now have the go ahead with large investment opportunities which will lead to small businesses thriving.

**Pat - More reason why this budget is different from past budgets.

    MadDScout says(6:47 PM):

    [In Baghdad]

The parliamentary Finance Committee, described the Federal fiscal budget for 2017, "non-traditional" focus on activating non-oil resources.

Committee member Mohammed Tamim said at a press conference attended by parliamentary financial correspondent all Iraq [where], that "balancing the traditional and not 2017 focused on activating non-oil resources and reconstruction of liberated areas and support.

Terry said, "balancing the different previous budgets 2017 mistakes balancing 2016 reconstruction of the liberated areas", adding: "there is nothing negative in this budget." According to him.

From the athletic side said Jabbar Committee member Abadi "there were amendments almost budget displays to appeal but was overtaken," adding "there are cons, but we prefer not to mention budget."

The House of representatives, recognized in its financial budget day 2017, estimated at 100 trillion dinars in deficit 21 trillion dinars, based on oil prices of $42 in the amount of exports of 3.6 million barrels a day.

    MadDScout says(6:48 PM):
    End

**Bobby -Short and sweet "There is nothing negative in this budget" With oil priced at $42 pbl, 2017 will be a cash cow for Iraq. Abadi stated in an interview "According to our own calculations, I think that the rise in oil prices, every one dollar for a barrel of oil will add one billion dollars to our budget. So, I think we will have more by cutting the production and increasing the price." Oil is their collateral for supporting the private sector and other non oil revenues for sure

**Pat - Oil is still somewhat bouncy, but appears overall to be trending in the right direction.

The new OPEC agreement will allow Iraq to reduce budget deficit by close to 65%!
Adding 14 billion to the state revenue.

    MadDScout says(6:49 PM):

Member of the Finance Parliamentary: 2017 Moismh positive cause to activate the financial realities and the private sector
    December 7, 2016 | 21:11

He deemed the parliamentary finance committee member Husam punitive, today's 0.2017 balancing positive cause to activate the financial realities and the movement of investment and the private sector in the country, alluding to conform to the current price of oil is expected to rise over the next year to build on the efforts of OPEC.

He said that the punitive: "2017 budget planning and guesswork oil revenues received into the treasury of the Federal State and included good planning is estimated disbursed to ministries and provincial agencies and departments not associated with the Ministry of expenses.

He punitive: "The 2017 budget when you received from the government were not of an economic nature or achieve important points to expand the investment to work with the private sector and the completion of projects, which amounted to the percentage of completion in which more than 75%."

Among the punitive, he said: "the budget included many of the materials that will give the movement of investment, the private sector and activating the work in the provinces through revenue through the collection and fees pointing to the allocation of 50% of Almostagbah fees of administrative units for infrastructure projects."

He stressed that the budget awarded punitive 50% of the proceeds of the border crossings for the implementation of important projects in the provinces to bypass much of the financial crisis due to the large decline in oil prices is imposed on the country a lot of internal and external loans.

He predicted the recovery of punitive financial situation gradually in the country in light of the current price of Brent crude, which reached $ 52 a barrel amid expectations of a recovery in oil prices again.

And the voice of the Iraqi Council of Representatives, during its meeting held on Wednesday, on all items contained in the draft general budget of the country for the 2017 law, after disagreements and debates between Iraqi political blocs on its provisions, in addition to the share of the Kurdistan region of the general annual budget

    https://www.al-mawqif.com/35211

**Pat - I like this report although it came out prior to the budget vote, it is another example of why this budget is different from times past. All the "activation of.." I don't recall in other budgets.

**Bobby - ACTIVATE ACTIVATE ACTIVATE the Private Sector! Once again that phrase dominates the publishing of the 2017 budget. How could we not be excited about this budget? Too many people out there saying "Big deal, just another budget" Seriously? Show me any other Iraq budget that compares to this and I'll switch from Bourbon to Lite Beer

This one came out pre-vote, but explains again why this budget is an important one.

Asadi parliament is likely to vote on the budget will be a political majority
By sd sd -December 6, 2016013

Treasures Media - most likely deputy state law Khalid al - Asadi, said on Tuesday that Ouija parliament for a vote of political majority to pass the 2017 budget.

Asadi said in an interview for "direction Press" and I followed the agency [Treasures Media, said the political blocs are still continuing to negotiate and debate over the exit mechanism of compromise that satisfies everyone in order to vote on the budget, noting that some are trying to impose Voynean unfairly forced parliament to turn to the political majority to pass the budget.

He described the National Alliance Mohammed Saadoun Chihod, political majority to pass the budget process a bullet of mercy to the harmonic.

Chihod said in a press statement that the political majority to pass the budget process was a shot of mercy on the harmonic or transactions that have failed to achieve the interests of the Iraqi people and that used the blocks from which to achieve their own interests.

He added that passing the budget is the beginning of a new page of the political process stalled pages to pass important laws because of the harmonic.

He noted that the political majority are guaranteed the rights of all components of the Iraqi people away from auctions and tugging that used blocks and through the harmonic laws that separates the aperture to achieve their own interests and not the interests of the Iraqi people.

The Council for passage of the federal budget for 2017 Act of Representatives hearing on Monday, saw the withdrawal of the Kurdish Democratic Party, a block from the House of Representatives session because of disagreements about Article IX of the budget, in addition to the withdrawal of deputies oil-producing provinces.

**Bobby - The National Alliance, specifically Hakim, had a lot to do with this new political love fest. Now let's hope it continues with the new session and the passing of laws. Nothings going to be perfect in the political world, but can you ever recall such verbage when it comes to the blocs putting Iraq 1st instead of self interest? I can't

**Pat - This is another report talking about why this is and was a special budget from any we have seen to date.

Central Bank Governor: no room to cancel the sale of the dollar window, if canceled , the exchange rate has become 3 or 4000 and maybe more

    Views 63 Date 07/12/2016 - 09:57

    Economy News / special
    Ghassan judge

Iraqi Central Bank Governor said the dollar selling off relations through a window selling currencies in the Bank would lead to the collapse of the Iraqi dinar financial situation in Iraq generally, stressing that the Central Bank is obliged to do the job, and if you refrain from fulfilling this role for Iraq's financial situation collapsed.

He said the relationship in dialogue interview deputed economy "News Agency on the sidelines of the annual Conference of the Arabic Bank Union held recently in Beirut loaghlkna aldolarlasabh sale aldolarmabin price change window 3 and 4 thousand dinars, and maybe more.

The mayor said it will force to in case of cancellation the currency window printing trillions of aldnaneralarakih annually to cover local demand for the dinar, which eventually will lead to Iraqi anhiaralamlh due to inflation, known as cash-over-nodded.

And about the prospects for Iraqi dinar to float, like other countries in the region, this relationship does not arise in the present, and we are working on is not currency float, and the big difference between the two.

He denied the relationship having its auction at the Central Bank, but foreign currency sale window confirming that the intermediary between the Finance Ministry and Central among the public.

Turning to Lebanon and Jordan experience, in maintaining the stability of their currencies, adding that the situation in Iraq is different.

He noted that the solution in Iraq lies in dollar demand reduction through structural correction of the Iraqi economy, and not through refraining from selling the dollar.

The Governor stressed the Central Bank sought to resettle staff salaries in private banks, assuring a guide to localize all Iraqi civil servants next year 2017 at banks.

Central Bank Governor welcomed any bid deputies, stressing the importance of meeting with Parliament, judging from the fact that monetary policy cannot be specialized issue addressed from afar, or during the skirmishes and inaccurate analysis.

This will nsharns dialogue with conservative in the census the following Iraqi banks magazine issued by the Iraqi private banks Association

**Bobby - So let's reduce (and at some point, rid) Iraq of the USD through "Structural correction of the Iraqi economy" For all the bad press the CBI has been getting over the auctions (some deserved, some not) they have been able to retain stability of the IQD through some of the harshest times Iraq has gone through. Are the Auctions perfect.....NO But over the last few months we have seen a concerted effort by the CBI and outside Agencies to stop the abuses within the Auctions. Let the Economy of Iraq stand on it's own through Investments and the Private Sector and we'll see no need for the current auction status.

**Pat - Yes they have kept inflation in check now at .3%, they are at a time of a strong dollar managed to keep the exchange rate within tolerance.
I think Alaq is saying here, "We can't stop the auctions, unless alternatives are presented, or it will create a vacuum. The thing is not to just legislate the dollar out of use but to with it make the dinar more appealing and give the people a reason to de-dollarize.
Until that happens, this is the only mechanism whereby the CBI keeps in check, the exchange rate, and allows for business to take place in Iraq (prior to any monetary valuation realization)
It may not be a perfect system,(It is a somewhat porous system allowing for some problems with reported abuses.) But it is working for the purposes intended and it's abolition, without a fall back option would be economic suicide.
